Current members of WBNSW at the close of the Financial Year are 18,957 members. We have 16 Regions, 45 Districts and 459 Clubs therein, inclusive of 13 isolated clubs. WBNSW has one Honorary Club – Lowd Howe Island.

PRESIDENT’S REPORT – Robyn Procter Once again it is with pleasure that I present the Annual Report of Women's Bowls NSW for 2015-2016. The year began with the arrival of our new Executive Officer Melanie Cantwell. With 20 years’ experience leading a sports organization, Melanie possesses a variety of skills and has extensive experience in many areas including sport management, communication, governance and strategic management. The past year has seen many progressive changes with the Board and Executive Officer heavily involved in the intricacies and complicated strategies of risk management, the updating of policies and introduction of new ones, including new Terms of Reference relating to committees and specialist volunteers, as well as a much needed update of our Constitution and By-Laws. During this year necessary upgrades to office equipment, the installation of a new server, full integration of our reasonably new database system and the deletion of the old database have taken place. It is indeed very satisfying to report to our members the finances of the Association under the supervision of Finance Director Barbara Holden are in good order. Barbara retired some time ago for health reasons, however we were delighted to have her back with us again this year. Her financial report and detailed accounts appear later in this Report. Throughout the year the Association continued to work for the benefit of its members and the sport of bowls. Two new State events were introduced - Mixed Pairs and Senior Pairs. The Mixed Pairs proved to be most popular, the inaugural event held at Tuncurry Beach Bowling Club, was won by a country team from Majellan. As a further initiative to generate additional interest in competitive bowls, WBNSW announced the introduction of a Senior Pairs Championship to run parallel with the Open State Pairs at the State Championships to be held at Tuncurry Beach in October 2016. Other special events included the Champion of Club Champion Singles, Indoor Singles Qualifying Championship and the Metro versus Country Tests, this year resulting in a comprehensive win for Metro! Our new-look magazine Bowls Matters continues to impress our many readers including those interstate. The new format e-news known as "Roll Up", the Association's commitment to meet with our members at Forums in a number of special areas, and where major State events have been held, have all contributed to providing the necessary information and successful interaction required by our members. During this year forums have been held in Sydney, Oak Flats, Tuncurry Beach, Malua Bay, Ballina, Wagga Wagga, Dubbo, Bomaderry and Armidale. Throughout the year the Committees have worked closely with the Board and their dedication to WBNSW must be acknowledged. Without the passion and commitment of everyone involved, the women's bowling community would be a very different one. Our organisation continues to require the valuable time and expertise of many of our members as volunteers in special areas such as umpiring, match, selection and governance - to each and every volunteer - the Board congratulates and thanks you. Our State squads continue to give outstanding performances whenever they have been asked to represent New South Wales. The New South Wales Open Side made a clean sweep at the Australian Sides Championship held in Queanbeyan and etched their name into the history books as the first State or Territory to record five consecutive Marj Morris Trophy wins in the 27 year event history. The Senior Side (Over 60s) although not gaining a place, played well and enjoyed their encounters in Launceston against very strong State and Territory sides. Our State teams won against Queensland, Western Australia and Victoria and our Juniors and Under 25s have excelled in many State, National and Australian representative events. The State Carnival returned to the Port Macquarie-Hastings region during May, a great success with almost 1200 players, some from interstate, as well as countless spectators expecting to watch the best bowls on the east coast. The Carnival cannot be staged without the support of the District and Clubs, my thanks to District President Diana Upcroft and District Secretary Carole Graham for their assistance in ensuring the success of a most important event. To each of the participating clubs and their members, thank you for your commitment and time given during the Carnival week.

Membership continues to decline, sadly this is the case Australia-wide although participation generally is increasing. The Association is currently looking at options to increase participation through the introduction of new categories. As the WBNSW Delegate to Bowls Australia, I have attended meetings held in the Gold Coast and Queanbeyan and reported back to the Board and members. Sponsors are a vital part of our Association and we are indeed very fortunate to have a number who are continuously dedicated and generous with their support. Our thanks to Bowls Australia, our major events and principle sponsor Domina/BCiB, St Johns Park Bowling Club, Warilla Bowls and Recreation Club, Oak Flats Sporting and Recreation Club, Port Macquarie Hasting Council, Port City Bowling Club, Bomaderry Bowling Club, Cabramatta Bowling Club, Shoalhaven Council, Merrylands Bowling Club, Hunter Bowls, Culburra Bowling Club, Nowra Bowling Club and Berry Bowling Club. As a Patron of Bowl for Others, I attended the annual luncheon in September held to recognise and present funds totaling $20,000 to worthy organisations including the Air Ambulance Service, Kidney Health and the Alzheimer's Association. WBNSW applauds the dedication and work of Bowl for Others and wish them continued success. Each year invitations are received by myself and fellow Directors to attend special occasions at Districts and Clubs. These visits are always an absolute pleasure for us providing an opportunity to meet our many members, join with them in the celebrations and learn about their individual achievements and sometimes the problems they are experiencing. Your invitations are always welcome and we look forward to meeting with you during the next year. The support given to me by the Board, EO Melanie, committee members and staff has been most gratifying. My thanks to everyone for their time and commitment and in particular their individual contributions over the past twelve months.

EO’s REPORT – Melanie Cantwell Sitting writing the annual report is always a great time for reflection on what has been achieved over the last 12 months, what projects are still in the works and what goals we are going to be working towards in the coming 12 months. I remember sitting at the back of the room as a guest last year at the AGM, listening and observing intently to what was being said and the questions being asked trying to grasp a feel for lawn bowls. It’s certainly been a baptism of fire moving from a water sport of mixed gender to a land based sport of women only. I would like to acknowledge and thank Robyn Procter and the Board for the tremendous support they have given me. The Board have been a delight to work with and are some of the hardest working volunteers I have come across in sport. The endless hours they dedicate to the sport is a testament to their commitment and passion. Thank you to all the Committees (who are all very different) but I have enjoyed getting to know each of you and learning what you do. Lastly, to the hard working staff without who the office wouldn’t function as efficiently as it does and I know the Committees appreciate the hard work the staff contribute behind the scenes. In terms of staffing, Janine Kerr after 7 years decided it was time for a change and left WBNSW in April and was replaced by Litsa Pladas, who due to health reasons left suddenly in July. Kate Wingrove had decided it was time for change, and left WBNSW at the end of August. Kate will be missed and has been a wonderful support to the Umpire and Coaching Committees, but I’m sure you’ll be seeing Kate playing on the greens. It’s certainly been a busy 12 months in the office, here are some of the highlights: • Replaced the old server (which had been limping along) along with the removal of the old database, as it was no longer compatible. • Update and review of all the Committees and Terms of Reference. • Update of a number policies and introduction of new policies. • Introduction of the refreshed and simpler WBNSW logo. • Revamp of WBNSW e-newsletter, now called the Roll Up. • Review of Bowls Matters to being produced quarterly. • Revamp of WBNSW website and usage of SportsDesq for all the results. • Diane and Louise (our Archive ladies) who have accomplished a huge amount of work already in ploughing through all the boxes of history to file them in some historical significance. • Organisation of the inaugural combined Awards with Bowls NSW. What a great night, hopefully more members will attend next year and more significantly submit nominations for the ‘Volunteer of the Year’. Volunteers need to be recognised and I’m sure every club has members who have contributed a great deal over the years who would love to be acknowledged. • Organisation of the forums and the work on the Constitution and By-laws update. • Review and implementation of the Strategic Business Plan. • The State Carnival was another success with record numbers, the fun and frivolity at the welcome dinner was enjoyed by all on top of some great prizes sourced for the raffle. • The Risk and Policy Committee have been working hard to ensure we are all safe and our processes are meeting requirements. • The success of our State Side in winning the Marj Morris trophy for the 5th year in a row. • Finalist at the NSW Sports Awards in the following Categories: - Team of the Year, Organisation of the Year and Event of the Year (State Carnival). • Finalist at the NSW Community Volunteer Awards for Coach of the Year (Gary Willis) and Event of the Year (State Carnival). • Promoted our meeting room space to earn some additional revenue for WBNSW. I’m looking forward to the next 12 months with the exciting and tough challenges which lay ahead. Don’t fear change. Change can be positive and needs to be embraced with open arms and an open mind if we want to see the survival of our clubs and our sport.

COMMITTEE REPORTS

MATCH COMMITTEE

Pam Hockings (Chair), Jennifer Palmer, Joan Thomas The past 12 months in the Match Office has again been hectic and with the introduction of the State Mixed Pairs last year, the increased entry numbers in 2016 and the inaugural Senior Pairs event, we hope that participation numbers in competitive championship events will continue to improve. The State events of the last year saw many exciting games of bowls played and many State titles were decided on the final end of the games. We do thank all players, Sponsors, Venue Clubs, Officials, volunteer Umpires and Markers for their efforts, as there are a lot of components that go into making all the events such a success. Despite the drop in overall member numbers across the State, the number of entries for the NSW Indoor, our C of C Singles and Pairs and Championships at District level have increased or remained constant and we encourage players to give it a go, as everyone is known to have a good or bad day on the green and who knows who you may strike on their BAD day. After all you are playing the bowls, not the bowler. Got to be in it to win it. We realise that the systems, protocols and formats used may not always suit all members and their Clubs, but the job of the Match Committee is to oversee the running of Championship and Events across the State where a myriad of conditions, membership numbers, financial levels, participation and numerous other factors differ from District to District and that makes the Conditions set down, work better in some areas than others. We do not wish to disadvantage Clubs and their members with decisions that only benefit specific areas. Some Members are very free with their criticism, but we ask for it to be constructive and also offer a workable solution that will be considered at Match Committee and Board level, as we don't always profess to have the perfect solution, but there are always vacancies for members with passion and a willingness to commit some spare time to a Committee position. There is always a great deal of satisfaction at the end of each event that the right amount of preparation and attention to detail has resulted in players enjoying the experience, regardless of their results and their thanks as they depart is greatly appreciated and makes it all worthwhile. Championship winners are listed later in the Annual Report and we congratulate them on their achievements and wish our C of C winner in 2015, Natasha Scott the best of luck when she competes in the World Champ of Champs later this year. Also at this time we bid farewell to Joan Thomas who is having a "seachange" and moving to the North Coast at the end of the year and will not be renominating at this AGM. We wish Joan well in her new home and at her new Club, and whichever Club she picks will be very lucky to have such a committed and competitive Club member amongst their numbers. Maybe she will now have time to concentrate on participating rather than organising bowls in the future. Thanks for your work Joan and you will be missed in the Office. Together with the Umpire Educators, we have put through many members in their Marking/Measuring/National Umpire courses as well as reaccrediting 108 existing umpires who then became National Umpires. As at June 30, we have 42 Umpire Educators around the State covering most Districts/Regions. Our thanks to the Umpires who have assisted throughout the year with umpiring at State Events. In the next 12 months the Umpire Educators will be setting dates throughout the year when they will be conducting courses. They will advise their District Clubs and it is hoped that members will take advantage of knowing these dates in advance and will apply to do the Umpire course. The aim is to have a more structured look to the courses, so that members and Umpire Educators can organise their time accordingly. Lesley Swales Chair – Umpires Committee

COACHING COMMITTEE

Kathy Chatillon (Chair), Deby Brien, Ruth Wood, Jane Conlon It is with much pleasure to be able to report a very successful year for the WBNSW Coaching Committee. We would like to welcome and congratulate our newest member Jane Conlon (Camden) on her appointment to the Committee. The Coaching Committee operates from July to January, as we must be able to work around WBNSW, Region and Districts when we book our clinics. The other months we are developing new ideas and

furthering our tutoring with the latest coaching information. We have also attended Australian Sports Commissions sessions covering topics such as Mentoring and ASC Intermediate Coaching. Over this timeframe, we have held 16 clinics throughout the State, some comprising of 2 day sessions. Our Pennant sessions have been most popular – covering a varying range of topics, plus on the green drills designed so a club side can continue with their own practice sessions – some also have started using the Club Coach for their benefit. This year, we do have clubs who hosted clinics vying for a State Pennant flag in Grade 2, 3 and 4. Over the 16 clinics, we have assisted 317 members, often with the men’s club joining in as well. When we hold these sessions, we use accredited coaches from their club and surrounding areas, validating them and also allowing the coaches to have a pathway for their further development. Over these 16 clinics we have involved 33 coaches, both women and men. Thank you Club Coaches for your time and allegiance to us. It is always nice to meet, catch up and interact with these remarkable committed Club Coaches. Our Club Coach numbers have not increased this year with 287 Club Coaches, 34 Introductory Coaches and 4 Advance Coaches, however, we have 33 new Club Coaches and 39 reaccreditations. Our clinics booked for 2016 between August and December numbers 15. We work on Sundays/Mondays to accommodate working and Under 18 members, thus allowing all members to attend. This includes 2 day sessions for Country Clinics at Urunga, Byron Bay, Kew and Cooma. Metro Clinics were held at North Manly, Pennant Hills, Camden, Georges River District, Neutral Bay, Revesby Workers, Austral, Gwandalan, Forestville, St Mary’s RSL and two at Double Bay. We are now taking bookings for 2017, subject to the WBNSW 2017 Programme, we currently have 1 booked and 3 pending. The WBNSW Coaching Committee is looking forward to 2017 and working in partnership with Club Coaches, Clubs and their members for the betterment of the game. Very pleasing to see that the squads’ hard work in many areas on and off the green over the past four years is contributing to the significant successes enjoyed by our State representative teams. This year we enjoyed a two test series against Western Australia prior to the actual Australian Sides Championships with the third and final test being placed during the Sides Championships. This proved extremely beneficial for both State Sides with great match practice and a friendly rivalry between our two great States. Many thanks to WA Coach/Selector Therese Hastings, and officials from Bowls WA. On a sad note shortly after the team’s victory Katrina Wright retired from all further State Representative selection due to increased work commitments. Kat has been an integral part of the squad contributing immensely during the historic five Australian Sides victories in a row. Kat commenced her NSW representative career in 2003 winning an amazing seven Marj Morris trophies during this time. NSW over 60 squad Twelve new players were invited to trial with our 2015 NSW Over 60 squad at this year’s NSW State camp held at Cabramatta Bowling Club. The ladies also enjoyed a hit out with our open and Under 25 squads during the camp. From here the Over 60 squad of 24 players will come together again at Cabramatta in August for a final trial/camp where our team will be selected to represent NSW at the 2016 National Round Robin. Under 25 Our Under 25 teams competed in two successful series this year against both Queensland and Victoria. The squad also participated in our annual state camp at Cabramatta Bowling Club with both Open and Over 60 squads.

The WBNSW Under 25 State Singles took place at Cabramatta BC in August coinciding with the Over 60 state trials. Every effort had been undertaken to ensure all members between the ages of 18-25 have received the information regarding this event in the hope that we can continue and even increase numbers for this into the future. GOVERNANCE COMMITTEE

Beryl Watson (Chair), Robyn Procter During the year the name of the Constitution Review Board was changed to the Governance Committee, as the Committee deals with more than constitutional matters. During 2015-2016, the outstanding Club Constitutions and By-Laws were received and approved. As the State, District and Club Constitutions and By-Laws were not completed in sufficient time to be approved by the Clubs at the 2015 AGM, the changes have now been completed and will be voted on by the Clubs in a postal vote, with the result to be announced at the 2016 AGM. To help the Clubs understand the changes that have been made to the Constitutions and By-Laws several forums have been held throughout the State. Several Districts/Clubs have contacted the office because of their inability to fill all positions on the Management or Operational Committees due to a lack of members or the reluctance of members to take on any of these important roles. As long as a Club has a Secretary and a Match Committee person, Clubs can continue to operate as an affiliated Club with WBNSW. Many questions have been received asking for advice or assistance with conflict within the club or governance matters. Some of these questions are also Member Protection issues, which clubs were unable to resolve and WBNSW had to mediate to reach a satisfactory conclusion to the issue. It is essential that all our bowling members are treated with fairness and respect and should be aware of their legal and ethical rights and responsibilities, as set out in the Member Protection Policy. All Management Committees must be aware of the correct procedure that must be taken to resolve conflict, which is also set out in the Member Protection Policy. This year the Governance Committee has published articles in Bowls Matters on a variety of governance matters and these have been well received by members.

RISK MANAGEMENT AND POLICY COMMITTEE

Nanette Jemmeson (Chair), Beryl Watson, Topsy Roberts, Melanie Cantwell Risk Management is a key function of the Board of WBNSW and is based on the Australian Standard on Risk Management (AS/NZ ISO 3100:2009) and the Guidelines for Managing Risks in Sport and Recreation (HB 246:2010) that set out a systematic approach to managing risk. The WBNSW Risk Management Committee was reconstituted in April 2016 and consists of: Four (4) Directors, one of whom is the Director of Finance; and the Executive Officer. The aim of the Risk Management Committee is to provide a safe environment for the organisation and its members by establishing a proactive system that identifies and manages risks that have the potential to damage the organisation both legally and/or its reputation. All goals set for 2015/2016 were achieved and included: • • • • • •

A current Risk Management Plan and Policy. Setting the Risk Management Committee Terms of Reference. A current Risk Management Audit tool. A Risk Register that contains identified risks and is monitored quarterly. All policies and guidelines reviewed or revised by the due date annually, approved by the Board and distributed. Risk Management report be provided to the Board monthly.

Goals for 2016/2017: • • • • • •

JUNIOR BOWLS

Sharyn Renshaw (Coach), John Rodis, Neil Bayo, Gary Willis, Chris Green (Coach/Coordinator) NSW Juniors continue to impress with another year of outstanding results and representative performances from many of our juniors. The focus remains on junior development, policy building, education, playing opportunities, high performance and wide spread participation options. The NSW versus QLD test series at Taren Point Bowling Club was the first representative match for the year. NSW retained their respective shields; the girls winning the series 2 tests to 1 test and the boys having a commanding win with 2.5 tests to half a test for Queensland. Following the Interstate series, the NSW Drakes Pride Junior Carnival took place at Windang Bowling Club. The carnival, in its second year, included an Open Pairs, Singles (Girls, Boys Under 15 and Boys 15-18 yrs), Single Entry Event (Juniors played in a new side and in different positions each match) and wrapped up with a Turnaround Triples on the final day. Designed around the precepts of participation and enjoyment, the two major award winners were Molly Wilton (Player of the Carnival) and Toby Peters was awarded the ‘Greg Helm Spirit of Bowls’ Award (further results below). The NSW Combined High Schools (CHS) Exchange series at Port City Bowling Club, was the next fixture for the NSW State Side. With a number of players having been selected for the CHS side, other members of the NSW Under 18 squad were given an opportunity to represent at State level. The CHS side continued their winning streak taking out the 2015 encounter. Tuggeranong Bowls Club in ACT hosted the 2015 Australian Under 18 Championships. A few mixed results but overall a successful campaign saw the team claim 3 gold medals, 2 silver medals and a bronze medal. Following the event, 2 NSW players were selected in the Australian Under 18 Squad, Jono Davis (Dubbo Railway) and Kate Matthews (Raymond Terrace). The Annual City v Country fixture was held at Cabramatta in November. The girls this year were selected into two sides (blue and gold) allowing for more evenly contested sides. The event was fiercely contested; with the City/Blue side taking the series over the Country/Gold side. Following the series, the 2016 NSW State Squads were selected. Taren Point Bowling Club hosted the first State Squad training camp in January 2016. Players in the top tier received on green coaching plus information on goal setting, etiquette, measuring performance, social media, public speaking and nutrition/healthy eating patterns. The players also worked together on a direction for the coming year, setting the 2016 squad values. Following the training camp, players were selected for the second instalment of the Brett Duprez Development Series; played at Taren Point Bowling Club at the end of May 2016. The series had two new sides this year with Illawarra Academy and the Central Coast Academy joining last year’s contestants; NSW Boys, NSW Girls, a NSW National Training Centre Side and the Hunter Academy. The event was keenly contested with the standard of bowls extremely pleasing from all involved, NSW National Training Centre side took out the series with 28 points and a margin of 84 shots. The 2016 State Squad training program continued with successful regional training days across the State. The regional training days were based in the north, south, east and west of NSW and targeted at both the State Squad plus local hidden talent that is not always highlighted through State events. Each day included squad drills, interviews, one on one coaching and match play. The local juniors who attended camps, were involved in the squad drills and then joined with the State Squad players for matches together. Junior bowls at the participation level has also continued to rise again throughout the State this year with continued implementation and running of a number of programs. These programs have included: Schools programs, School Holiday Programs, Local Junior Academies (including Club, District and Zone level), Active After Schools Programs, Bowls Australia’s Jack Attack plus Junior Jack Attack and the involvement in Multi Sports Days for Students with Disabilities (held at different venues around NSW, giving students with disabilities the opportunity to try bowls). The development and success of junior bowls at both participation and elite levels throughout NSW is only possible due to the continued support and contributions from all the event sponsors, hosts and squad sponsors. A very special thank you goes out to all individuals and clubs who put in tireless hours into making NSW such a successful state in junior bowls.

Pairs The Zone 3 pairing of Nic Ellem and Justin Bullen claimed the 2015 NSW Junior Pairs Championship over Zone 6’s Kallan Egar and Jesse Herbert with a 23 - 12 victory in the final to claim the title. OVER 60s It was with high expectations that the NSW team travelled to Launceston this year and it was great to have a “full set”, with the Northern Territory fielding a team for the first time. Game 1: A solid start to the series against Northern Territory with wins on all three rinks had hopes running high. Games 2 and 3 against Victoria and the ACT unfortunately saw a reversal of fortunes with losses to both teams. Game 4 vs Western Australia This was a very tight contest, hard fought and with some outstanding play by the team, but to our disappointment 2 rink wins did not produce a winning margin and we went down by a mere 2 shots. Game 5 vs Queensland The Queenslanders came out firing and played extremely well, winning on 2 rinks. Game 6 vs Tasmania On this the final day of competition NSW were playing to salvage some pride and after close games on 2 rinks where the Tasmanians battled hard, we eventually emerged winners by 10 shots. Game 7 vs South Australia A much better game for the team saw convincing wins on 2 rinks to give us a good victory by 13 shots. Queensland were the undefeated and well deserved winners to take the Championship over second placed Western Australia. Whilst this was a disappointing series for NSW we did nevertheless manage to produce some fine performances at times which bodes well for next year. Thanks must go to Bowls Tasmania and North Launceston Bowling Club for an efficient and well organised event which even extended to fine and warm weather. Joan Thomas State Side Manager

These changes include going to a quarterly magazine from bi-monthly and also a reduction from 48 pages to 40. This was mainly to cut down on cost, which was getting extremely expensive to produce. Championships and Competitions plus District Association News have been taken out of the magazine and covered in “The Roll Up” the e-newsletter produced by the State Office. If you would like to receive “The Roll Up” just send your email address to the Sydney Office. We would still like Club Publicity Officers to send in their results and articles as normal as they still need to be edited before they go into “Roll Up” or the magazine. Edna Arnold (President), Gladys Barnes (Secretary), Edna Arnold (Treasurer) The New South Wales women bowlers are thanked for their ongoing support for Bowl for Others with the voluntary subscription of $1.00 paid each year to their clubs. Extra funds are also received from Charity Days, wrong biases and also individual members, who send in donations. Our Committee appreciated that so many clubs send best wishes on the work carried out. The subscriptions and extra funds assist in maintaining the yearly donation cheques given out at the Annual Presentation of Cheques Luncheon, to various medical research units and the Air Ambulance Service of New South Wales. We wish to thank the Country Vice-Presidents for acting on our behalf, collecting the Annual Subscriptions, also donations, from the Clubs in their District. When country bowlers are hospitalised in Sydney areas we endeavour to visit them, if possible, and also speak to them by telephone. The Air Ambulance Service transports many of these patients. NSW BOWLERS ARM COMMITTEE It is extremely encouraging to see the increasing number of women bowlers across NSW who are now extending their playing enjoyment by utilising a bowlers arm. The option of giving up playing due to aches and pains has now been taken out of the equation as the realisation develops that the opportunity of using a bowlers arm brings back the skills of playing successfully.

The NSW Bowlers Arm Committee maintains close cooperation with WBNSW to assist in promoting and supporting the women bowlers who are using or seeking to use a bowlers arm to carry on playing bowls at the highest level they wish to attain. Introduction to and individual coaching continues to be an important component of the NSW Bowlers Arm Committee. The first Monday of each month at Beresfield Bowling Club is when the NSW Woomeras Training Squad meets for skill development. This opportunity has been accepted by women bowlers, particularly after initial guidance received at Bowling Arm seminars and/or following Club Coach assistance. Two very important specific bowling arm tournaments are conducted each year which highlight and feature the talents of an increasing number of women bowlers. There are the NSW Bowling Arm Singles Tournament and the NSW Bowling Arm Pairs Tournament held at Beresfield and East Maitland Bowling Clubs. Both of these events provide possible selection into the NSW Woomeras Team that plays in the National Championships against Victoria, South Australia and Queensland. Gail Reid and Gloria Lamb, both of Beresfield BC, have been extremely valuable players in the NSW Woomeras playing strength. The NSW Bowlers Arm Committee in conjunction with WBNSW look forward to the ever increasing number of women bowlers extending their enjoyment of bowls through the use of such a valuable bowling aid. REGIONAL REPRESENTATIVE REPORTS

REGION 1 – Judith Padgen Region One consists of 4 Districts. Tweed Byron, Northern Rivers, Clarence River and Mid North Coast. The Region Pennant play-off has been completed with Lismore South winning the Grade 4, Condong Grade 3 and Park Beach Grade 2. As in most Regions the player numbers are dropping and all Districts are addressing the problem. All the Districts have indicated that they would like to go back to longer games. There is an inter-district game held each year and it is very competitive whilst being friendly and a chance for old friends to catch up. Mid North Coast introduced a competition for all the runner ups in the District Singles. This encouraged newer players to enter as if they lost the first round they could then compete in another competition with a trophy for the winner. We look forward to another successful year in 2017.

REGION 2 – Carole Graham Open and Senior Fours were played at Kempsey/Macleay RSL Bowling Club and both sections were won by teams from Port City. Triples to be played 22nd July at Taree Leagues Bowling Club. Open and Senior Pairs to be played 26th July at Kempsey Heights Bowling Club. The Singles are carded to be played 1st September at Westport. I am very happy to advise that all Meetings and Games have gone great within the Region, and I am very pleased to say that the 3 Districts also combine great as a Region.

REGION 3 – Elaine Radcliffe We started 2016 with a regional meeting at Inverell, where we had District Presidents, Secretaries and Match Committee Chair’s in attendance. It is always a good meeting to start the year off. In May, the regional Pennant play-offs were held in Tamworth: South Tamworth won Grade 2, North Tamworth Grade 3 and Armidale Ex-Services Grade 4. The Regional Championships were held in Narrabri and the winners were: Singles Narrabri, Open Pairs West Tamworth, Seniors Pairs Uralla, Triples South Tamworth, Open Fours West Tamworth, Senior Fours Narrabri. I must make mention that in the Open Fours team from Glen Innes who played in the final had 3 juniors, one of these girls skipped the team and they played very well.

REGION 5 – Tanya Jory Region 5 enjoyed another successful 12 months with the following players winning the 2015 Regional Championships: Singles – Natasha Scott (Raymond Terrace), Pairs – Kelly Richards and Natasha Scott (Raymond Terrace), Triples – Margaret Barnett, Kelly Richards and Natasha Scott (Raymond Terrace), Open Fours – Margaret Barnett, Molly Wilton, Kelly Richards and Natasha Scott (Raymond Terrace), Senior Fours – Denise Quinlan, Helen Ross, Marie Ashburn and Robyn Dean (Alder Park). The 2016 Regional Pennants winners were: Grade 1 Kurri Kurri, Grade 2 Beresfield, Grade 3 Fingal Bay and Grade 4 Lowlands. Congratulations to these girls and good luck at the upcoming State Pennants. At the time of writing my report our Regional Championships are yet to be conducted but knowing who our District’s Champions are I look forward to watching some exciting bowls being played over 4 days to find our Champions for 2016.

REGION 7 – Heather Skinner I am happy to report what a lovely time I have had attending Regional Play-offs, still to come the Triples and Singles. It is really amazing to see the appreciation on the faces of the recipients of the Medallions and also the Runner-up Certificates. The Hospitality of the Host Club has been excellent. The weather conditions in the Southern Tablelands can be very trying during the Winter months, but Goulburn Railway turned on a lovely day for the Pennant Play-offs. Good sportsmanship and good bowling was displayed by all players.

REGION 8 – Lynette Mulligan In my first year as Region 8 Representative, it has been a joy to meet lady bowlers from all 16 Bowling Clubs and to have enjoyed their friendship and hospitality. The State Medallions presented to Pennant team winners and District Champions have been greeted with much enthusiasm and the occasions on which I carried out those presentations were filled with much fun and a wonderful friendship in the game of bowls. As with all Women's Bowling Clubs throughout NSW, the Clubs in Region 8 have enjoyed good Pennant and Championship wins especially the second District Mixed Pairs Championships held in July. During my travels I have been undertaking a survey in order to assess why memberships are rapidly dwindling and the general interest in the game of bowls has lessened so drastically. I am hoping to present the results to WBNSW at the next Regional Representatives' Meeting scheduled for November.

REGION 10 – Joan Stair Following the State Annual General Meeting in September 2015, this region has been rather busy with the onset of warmer weather a number of clubs held their annual tournaments and presentation days. The inter region tournament between regions 10 and 11 was held at Tumbarumba Bowling Club during October, some 100 bowlers enjoyed a very friendly but competitive event in the very beautiful area of

the lower Snowy Mountains, once again excellent catering was provided by the Tumbarumba lady bowlers. The 2016 tournament will be held at Cootamundra Country Club in early October. I was invited and attended Lockhart Women’s Bowling Club 65th Birthday and Junee Women’s Bowling Club 40th Birthday. When invited I attended Management and Delegates Meetings at South Western District and Central Riverina. Championships have been finalised and medallions presented. I attended regional representative meetings at state office in November 2015 and February 2016.

REGION 11 – Pauline Payne The Regional Play-Offs were hosted by Murrumbidgee District at Leeton and District Club. There were a few days break in the bad weather, which made playing bowls almost a novelty. Everyone who participated expressed their enjoyment of event. A tremendous effort by the Murrumbidgee District bowlers. Riverina District is celebrating its 60th Birthday this year and an exhibition of bowling regalia is on display at the Albury Library Museum for 6 months from 29 August 2016, a lot of serious searching, researching and hard work has gone into this exhibition. I am confident that anyone living in or visiting Albury during this period would enjoy visiting the exhibit. Southern Highlands were fortunate in having Robyn Harris, Sue Franckiewiecz, Marg Bye, Kathy Jackson, Gloria Hartshorn and Maureen Dowling from the Tumut Club successfully completed the Markers and Measurers course. Gloria Hartshorn and Maureen Dowling went on successfully complete the Umpires Course. Sharon Gaha from Gundagai Club successfully completed the Markers and Measurers course. Bowls in regional Australia seems to be in a serious decline, dwindling numbers are affecting almost every club. Small clubs really are having a battle and nothing seems to stem the tide of club closures. I have often wondered if a Focus Group would be able to come up with new ideas for recruitment of players.

REGION 13 – Margaret Wicks This Region now consists of 2 Districts who are fiercely competitive resulting in very closely fought Regional games. At the conclusion of the 2016 Pennant season Taren Point will represent in Grades 1 and 3, Double Bay in Grade 2 and Sutherland in Grade 4. At this point in time in Regional Championships for 2016 Matraville R.S.L. will represent in Open Fours and Taren Point in the Senior Fours. A very interesting inter District game in late 2015 saw Sutherland District win the overall but Eastern Suburbs were successful in the Open games, whilst Sutherland won the Under 5 years’ section. Region 13 was the deserving winner of the Annual Region 13 v Region 14 match in 2015. Congratulations to all players and good wishes for success at State Play offs.

REGION 14 – Margaret Wicks District level Championships Region saw an interesting mix of Clubs gather for the Regional Play offs at the Western Suburbs Bowling Club in early June. Cabramatta will represent the Region in Grade 1, St. Johns Park in Grade 2, Western Suburbs in Grade 3 and Cabramatta in Grade 4. In recent Championship competition some very enthralling games were played resulting in Val Smith (Merrylands) winning Singles, Kay Moran and Karen Murphy (Cabramatta) winning Open Pairs, Saylee Jones and Willow Fong successful in Senior Pairs, Janice Agar, Sharon Renshaw and Beth Quinlan (St. Johns Park) winning Triples, Ellen Ryan, Kay Moran, Claire Turley and Karen Murphy winning Open Fours and Jan Hanley, Val Chard, Marion Moorey and Cheryl Trikeriotis (Roseland Flames) winning the Senior Fours. REGIONAL BOWLS MANAGERS

NEWCASTLE & CENTRAL COAST – Mark Whiteman Visits totalled 308 as at June 30, visits involved bowling clubs and many other stakeholders including government departments such as sport and recreation, local councils, schools, retailers, disability service providers and BA partnership providers. Promotion of Bowls Australia (BA) major events including newly named Bowls Premier League, Australian Open, Bowls Show, new partnerships including Royal District Nursing Service Health and Wellness sessions, Good Sports Program, Zaidees Foundation and Stockland to name a few plus education about BA resources to assist with recruitment/retention, coaching, officiating, planning, information technology and grants. State associations event promotion was also achieved, attendance at district association events also achieved, clubs have been actively involved in BA partnership events such as Sporting Schools, Health and Wellness sessions. There were 8 clubs successful with grant applications totalling $140,400; amounts ranged from $5,000 - $40,000.

NORTH EAST – Peter Bevan At this point there are 98 clubs in my area with 93 of those having a women’s club. Some 358 visits were undertaken to clubs, district meetings, events and functions as well as promoting Bowls Australia events such as the Australian Premier League, the Bowls Show, the Good Sports program, the new partnership with Stocklands and the Royal District Nursing Service, the Sporting Schools program and the Australian Open. A significant amount of resources were distributed to clubs in support of these programs and events. A number of meetings were arranged with women’s clubs to advise on the construction of Strategic Plans, as well as providing collaborative assistance with the WBNSW President, to mediate a number of disputes within clubs. Over the past year, over $33,000 was obtained to upgrade facilities at clubs. Other programs introduced included those relating to recruitment and retention of players, assisting at events, assisting at functions and providing assistance where requested in relation to IT matters. A number of major events including the State Championships and numerous Pennant events were attended throughout the year. Time was also taken to meet with senior regional administrators to brief on relevant matters. I look forward to continued good relations with WBNSW in 2017.

RIVERINA – David Inglis Visits totalled 321 which were mainly bowling clubs, both men and ladies, and which also incorporated several other stakeholders such as schools, Department of Sport and Recreation, sports academies, disability games etc. Assisted several clubs with recruitment drives which resulted in new memberships and coaching of new/existing players. Actively promoted BA partnership providers at all club visits including APL, the new Bowls Show, RDNS, Good Sports Clubs and Zaidee’s foundation. Discussed benefits of junior participation (schools) and the junior jack attack kits. Several clubs having now purchased these. Jack Attack format also raised at all meetings. Assisted with club milestone celebrations. Attended several region meetings and president’s days. Spoke at many clubs in regards to new initiatives by BA to assist with growth and development in our sport.

SYDNEY – Chris Wallace I feel very fortunate to be working in a role that I truly love – that is, visiting Clubs and other stakeholders, sharing my passion for the sport and providing any assistance where I can. During 2015/16, I had over 450 meetings with Club Committees or Management, Councils, primary schools, business partners, WBNSW (or BNSW) Staff/Board/Committee members and many Districts (or Zones). The topics that were often discussed included: membership recruitment and retention ideas; increasing participation (including casual/barefoot bowls); flexibility with respect to social bowls scheduling/formats; bowls on TV (SBS & Foxtel) and PC (streamed, BA YouTube channel); grant submissions; schools programs and the Government funded Sporting Schools initiative; the short format game Jack Attack; free health and wellbeing sessions provided by our partner RDNS; Junior Jack Attack bowls kits; website implementation/improvement and social media advice; coaching and umpiring. I also attended some of the WBNSW State events, as well as participating in the State Mixed Pairs (where my mother, Kerry, has carried me through to a second successive State Finals berth). Participation in sport, like society in general, is undergoing rapid change and as good Club members and administrators, we need to be prepared to alter our thinking and practices to some degree to move with our communities. A number of Clubs that have grown their membership or increased participation have done so largely as a result of making some minor changes. I am always happy to share ideas from other Clubs or visit to discuss any of the topics mentioned above. FINANCE REPORT

The Association was able to finish the 2015-2016 year showing a small profit. Though small this really was an excellent result in the current financial climate, interest rates continue to fall and the sponsorship dollar is harder to find. We are fortunate to have once again received a grant from NSW Communities of $35,000 up $5,000 from last year which helped in no small way to give us the result we achieved. Annual fees were down $40,000.00 and interest by $24,000.00. When you consider that these two items are the main source of income it makes the result even better and displays the fact that we strive continually to make savings in all aspects of administration. The end result was further exacerbated by the fact that over the preceding four years virtually no maintenance was carried out on our IT equipment. This resulted in us having to spend a considerable amount of money in replacing our server. We now have state of the art equipment which will see us well into the future. We invested in two laptops and a projector for the Board Room which will allow us to rent out this valuable space to bring in additional revenue. We also invested in a Card Printer which now allows us to print all our own membership cards and will give a considerable saving going forward. Unfortunately, I feel the move to Fixed Fees, forced upon us by Bowls Australia, is a giant backward step, both for clubs and for the Association. Great for BA but disastrous for the many clubs that will be unable to pay the fee and the income decline for Women’s Bowls NSW will be considerable. Yes we have substantial reserves but once we start using these reserves to survive then very quickly we will find ourselves in true financial trouble. The interest on our reserve funds was, and will be again, a very large part of our income, without it our income can only come from one source, our members. In conclusion, I would like to say that after a total of 14 years of service to the State I am definitely retiring. I am thankful for the many friendships I have made all over New South Wales in that time and wish both the State Association and the many clubs and bowlers many more years of happy bowling. To the ladies who have worked on the State over that time your contributions have been fantastic and on behalf of the members I thank you all.

New South Wales Women’s Bowling Association Inc. is an Association incorporated in New South Wales under the Associations Incorporation Act 2009. The financial statements were authorised for issue on 12th August 2016 by members of the Board. NOTE 1 – STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES Basis of Preparation The financial statements are general purpose financial statements that have been prepared in accordance with Accounting Standards (including Australian Accounting Interpretations) and the Associations Incorporation Act 2009. The Association is a not-for-profit entity for financial reporting purposes under Australian Accounting Standards. Australian Accounting Standards set out accounting policies that the AASB has concluded would result in financial statements containing relevant and reliable information about transactions, events and conditions to which they apply. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs, modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities. The amounts presented in the financial statements have been rounded to the nearest dollar. Accounting Policies a.

Income Tax The income of the Association is exempt from income tax in terms of Section 50-45 of the Income Tax Assessment Act 1997.

Inventories Inventories consist of publications, badges and assorted mementos and are measured at the lower of cost and net realisable value. Costs are assigned on an average cost basis and include direct costs and appropriate overheads, if any.

Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation and impairment losses. Property Strata title land and buildings are shown at their fair value (being the amount for which an asset could be exchanged between knowledgeable willing parties in an arm’s length transaction), based on periodic, but at least triennial, valuations by external independent valuers, less subsequent depreciation for buildings. Increases in the carrying amount arising on revaluation of land and buildings are credited to a revaluation surplus in equity. Decreases that offset previous increases of the same asset are charged against fair value reserves directly in equity; all other decreases are recognised in profit or loss. Any accumulated depreciation at the date of revaluation is eliminated against the gross carrying amount of the asset and the net amount is restated to the revalued amount of the asset. Plant and equipment Plant and equipment are measured on the cost basis and are therefore carried at cost less depreciation and impairment losses. In the event the carrying amount of plant and equipment is greater than the estimated recoverable amount, the carrying amount is written down immediately to the estimated recoverable amount. A formal assessment of recoverable amount is made when impairment indicators are present. No impairment loss has been recorded in the current financial year.

The assets’ residual values and useful lives are reviewed and adjusted, if appropriate, at each reporting period. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains and losses are included in the statement of comprehensive income. When revalued assets are sold, amounts included in the revaluation relating to that asset are transferred to retained earnings. d.

Financial Instruments Initial Recognition and Measurement Financial assets and financial liabilities are recognised when the Association becomes a party to the contractual provisions to the instrument. For financial assets, this is equivalent to the date that the Association commits itself to either purchase or sell the asset (ie trade date accounting is adopted). Financial instruments are initially measured at fair value plus transactions costs where the instrument is not classified ‘at fair value through profit or loss’, in which case transaction costs are expensed to profit or loss immediately

Financial Instruments (Cont’d) Classification and Subsequent Measurement Financial instruments are subsequently measured at either fair value or cost. (i)

Financial assets at fair value through profit or loss Financial assets are classified at ‘fair value through profit or loss’ when they are held for trading for the purpose of short term profit taking. Such assets are subsequently measured at fair value with changes in fair value (ie gains or losses) being recognised in profit or loss. The Association has not held any financial asset at fair value through profit or loss in the current or comparative year.

(ii)

Held-to-maturity investments Held-to-maturity investments are non-derivative financial assets that have fixed maturities and fixed or determinable payments, and it is the Association’s intention to hold these investments to maturity. They are subsequently measured at amortised cost using the effective interest rate method.

(iii)

Available-for-sale financial assets Available-for-sale financial assets are non-derivative financial assets that are either not capable of being classified into other categories of financial assets due to their nature, or are designated as such by management. They comprise investments in the equity of other entities where there is neither a fixed maturity nor fixed or determinable payments.

(iv)

Financial Liabilities Non-derivative financial liabilities (excluding financial guarantees) are subsequently measured at amortised cost.

Financial Instruments (Cont’d) Impairment At the end of each reporting period, the Association assesses whether there is objective evidence that a financial instrument has been impaired. In the case of available-for-sale financial instruments, a prolonged decline in the value of the instrument is considered to determine whether impairment has arisen. Impairment losses are immediately recognised in profit or loss. Also, any cumulative decline in fair value previously recognised in other comprehensive income is reclassified to profit or loss at this point. Derecognition Financial assets are derecognised where the contractual rights to receipt of cash flows expires or the asset is transferred to another party, whereby the Association no longer has any significant continuing involvement in the risks and benefits associated with the asset. Financial liabilities are derecognised where the related obligations are either discharged, cancelled or expire. The difference between the carrying value of the financial liability extinguished or transferred to another party and the fair value of consideration paid, including the transfer of non-cash assets or liabilities assumed, is recognised in profit of loss. e.

Employee Benefits Provision is made for the Association’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. These cash flows are discounted using market yields on national government bonds with terms to maturity that match the expected timing of cash flows.

Revenue and Other Income Revenue from the sale of goods is recognised at the point of delivery as this corresponds to the transfer of significant risks and rewards of ownership of the goods and the cessation of all involvement in those goods. Interest revenue is recognised using the effective interest rate method, which, for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. Revenue from the provision of membership subscriptions is recognised on a receipts basis for the financial year to which it relates. All revenue is stated net of the amount of goods and services tax (GST).

Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office (ATO). Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST receivable from, or payable to, the ATO is included with other receivables or payables in the statement of financial position. Cash flows are presented in the cash flow statement on a gross basis. The GST components of cash flows arising from investing or financing activities, which are recoverable from, or payable to, the ATO are presented as operating cash flows included in receipts from customers or payments to suppliers.

Comparative Figures When required by Accounting Standards, comparative figures have been adjusted to conform to changes in presentation for the current financial year.

Accounts Payable and Other Payables Accounts payable and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability.

Key Estimates Impairment The Association assesses impairment at the end of each reporting period by evaluation of conditions and events specific to the Association that may be indicative of impairment triggers. Recoverable amounts of relevant assets are reassessed using value-in-use calculations which incorporate various key assumptions.

Financial Risk Management Policies The Association's finance director is responsible for, amongst other issues, monitoring and managing financial risk exposures of the Association. The finance director's overall risk management strategy seeks to ensure the Association meets its financial targets, whilst minimising potential adverse effects of cash flow shortfalls. (a)

Credit Risk

The maximum exposure to credit risk, excluding the value of any collateral or other security, at balance date to recognised financial assets is the carrying amount, net of any provisions for doubtful debts, as disclosed in the statement of financial position and notes to the financial statements. The Association does not have any material credit risk exposure to any single debtor or group of debtors under financial instruments entered into by the Association. (b) Net Fair Values Methods and assumptions used in determining net fair value. The net fair values of assets and liabilities approximates their carrying value. No financial assets and financial liabilities are readily traded on organised markets in standardised form. Financial assets where carrying amount exceeds net fair values have been written down to the net fair value. The aggregate net fair values and carrying amounts of financial assets and liabilities are disclosed in the statement of financial position and in these notes.

Report on the Financial Report We have audited the accompanying financial report of New South Wales Women’s Bowling Association Inc. (the Association) which comprises the statement of financial position as at 30 June 2016 and the statement of profit or loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory notes and the statement by members of the Board. Board’s Responsibility for the Financial Report The Board of the Association is responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards (including the Australian Accounting Interpretations) and the Associations Incorporation Act 2009 and for such internal control as the Board determines is necessary to enable the preparation of the financial report that is free from material misstatement, whether due to fraud or error. Auditor’s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the Board, as well as evaluating the overall presentation of the financial report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
