Message from the National Coordinator

My dear Scouts, I always find pleasure in reaching out to you through our annual report covering all scouting activities in a year. We have always believed in investing for the young people, as they are the flag bearers of this organization carrying the global scout spirit based on the ideas conceptualized by the great leader Baden Powell. It is important to keep attracting new young citizen of the country to this movement and retaining the existing ones by providing quality youth program. We are successful to revise our major policies and formulating new to guide ourselves towards the direction of success and sustainability. As the whole world affected by Covid19 pandemic, we came out of our homes for the people and we have made our presence in the time of urgent necessity. Now Scouts can proudly say that they belong to such an organization, which touches the hearts of the people supporting them to recover from the pandemic. We had committed that we will grow Nepal Scouts as a leading youth organization of the country through our provincial and local structures that paves the ways and ensures our presence in all segments of the society. To support the team in their respective level, we have set up a professional team as well as suitable policy documents for their functionality. The year 2021-22 was one of the remarkable year in the history of Nepal Scouts. We have formulated our new strategic plan with the support of WOSM APR and WAGGGS AP Region after twelve years of previous plan formulated. The new plan called vision 2032, which will guide us to the next 10 years to ensure delivery of quality scouting based on our six priority areas. It had also vision to achieve 700,000 members and competent leaders in our movement. We have also faced some legal and technical difficulties in this year, which tried to create obstacles to our ambitious mission to make Nepal Scouts a pioneer

youth organization, but my team and I never compromised for the development of Scouting in Nepal ensuring good governance, financial stability and significant growth. We have proved ourselves that Nepal Scouts is fully competent to organize world standard events. In the history of Nepal Scouts, we successfully conducted the first Course for Leader Trainers for our adult leaders. Similarly, there are several courses running in the local and provincial level to produce competent adult leaders to reach the unreached young people in grass root level. I believe, the coming year will not be easy in compare to this year but I also believe we will definitely prove that Nepal Scouts is not anymore the organization we used to have few years back. I thank you all and hoping to work together make Nepal Scouts greater. Let’s create a better world.

Brothers and Sisters in Scouting, Nepal Scouts completed 70 years of movement this year. With the hard work and dedication of our senior leaders, today we can proudly say that Nepal Scouts is one of the important organization in the country to provide life skills, moral education, opportunities of social and intellectual transformation of young people. After long transition in the leadership level of Nepal Scouts, we are finally able to entertain the leap transformation on various aspects of an organization ensuring good governance, providing quality youth programme enhancing capacity of adults, projecting significant growth, finding potential partnership and resources and ensuring the effective communication. With the support of dedicated professionals and competent volunteers, we have prepared necessary policy documents and started implementing them to achieve the mission and vision of scouting. As a professional, my team and I is always committed to deliver quality support to the volunteers and committed towards the better implementations of the plan and strategy made by the leadership in our fullest capacity. Our Significant presence has already been visible at the ground level of the country where our support staff are present there and started their functions for the development of Nepal Scouts in a structured manner. My observation now is that Nepal Scouts is evolving towards being a premier and preferred youth movement and a leading organization with a value-based education system in Nepal. In this year, we have also been able to show the region and the world that Nepal Scouts is now restructured, and well managed. We were able to represent in world and regional level in different capacities within both of the organization, WOSM and WAGGGS. Vision 2032 is now our top priority and we, all professionals will not waste our single minute

compromising in delivery of quality service to achieve the vision. Of course, the few numbers of professionals cannot achieve the vision that we have made. We are always incomplete and incompetent without support of our dedicated and hardworking volunteers. That is why we are looking forward to work closely with our volunteers. We are always thankful to all members of this movement and loyal towards the organizational plan, strategy and vision. Lastly, the graph of growth of Nepal Scouts will be higher in coming years and I am fully confident that our young people and adult leaders will bring our beloved movement to the new height.

The National Ad hoc Committee of Nepal Scouts was formed on 6 January 2019 in the leadership of Mr. Lok Bahadur Bhandari. The 5 member committee of Coordinator Mr. Bhandari completes with the leaders, Mr. Bijendra Dhwoju from Bhaktapur, Mr. Shiva Bahadur Bhandari from Kaski, Mrs. Seema Karn from Dhanusha and Mr. Indra Bhushan Adhikari from Sarlahi. The team created for the development of Nepal Scouts was formed by the then Minister of Youth and Sports and Chief Scout Hon. Jagat Bahadur Sunar(Bishwokarma). Hon. Chief Scout administered the oath of office and secrecy to the Coordinator Mr. Lok Bahadur Bhandari. The members of the committee took solemn promises from the Coordinator.

The committee brought major changes in the development of Nepal Scouts by appointing the 7 Province team and forming bodies at 753 local level to facilitate the scout activities at the roots of the society. Scouting reached in all segments of the society and the biggest expansion took place in the history of Nepal Scouts. The leadership also appointed professional team at the province after arranging funds in coordination with the different levels of government. The national leadership of Nepal Scouts is successful in formulating many policies that governs Nepal Scouts in development, expansion and membership growth of Nepal Scouts for reaching out to the millions of young people of the country.

LAUNCHING CEREMONY OF NATIONAL YOUTH PROGRAMME POLICY

On 31st October 2021, Nepal Scouts had successfully launched National Youth Programme Policy. The launching program was conducted on the administration of Mr. Ram Prasad Bhattarai, Director of Nepal Scouts and Leader Trainers Mr. Devraj Ghimire and Mr. Bijendra Dhwoju. The event started with Special remarks, a Video message from the Chief Scout, Minister of Youth and Sports, Hon. Maheshwor Jung Gahatraj (Athak). He said the event was a historical moment for Nepal Scouts and he believed in the proper implementation of NYPP. He appreciated the WOSM Consultants, WAGGGS Volunteers and Nepal Scouts Team for their great effort in the development of Nepal Scout’s firstever Youth Programme Policy even during the Pandemic situation. The main session was facilitated by Mr. Devraj Ghimire and was ended with a Q&A session by Mr. Bijendra Dhwoju. WOSM Consultants and WAGGGS Volunteers had also shared their

experience of working with Team Nepal for the drafting of NYPP. The Program was further progressed with special remarks by Mr. J.R.C Pangilinan, Regional Director, World Scout Bureau APR support center, and Ms. Bronwyn Hughes, Chair, Asia Pacific Regional Committee, WAGGGS, and wrapped up with the closing remarks and vote of thanks by Mr. Ram Prasad Bhattarai, Director, Nepal Scouts. Mr. Bhattarai said, “This is a historic achievement for Nepal Scouts, this document will create an impact on Youth Programme of Nepal Scouts. He also added that Youth Program and AIS is the backbone of Nepal Scout which was impossible without the support from World Scout”. The programme was attended by Province Scout Coordinators, Committee Members and trainers of Nepal Scouts along with the staff and Scout Masters from all around the country.


BRAND MANUAL Under Youth Programme, different Brand Manuals had been successfully drafted and published. The manuals had been already disseminated to the all provinces and local associations as well. The manuals are also uploaded in our websites so that anyone can have easily access to it. The Manuals are: • •

Uniform and Badge Manual Flag and its etiquettes

Uniform & Badge Manual This manual is designed based on the needs and desires of the young people so that we can attract and recruit more youth in our Scouting Movement. It is developed for maintaining the uniformity of Scout uniform in the country. It includes the guideline about Formal Scout Uniform, Informal dress, and also about the use of Badges existing in Nepal Scouts.

Flag & its etiquettes This manual includes about the different types of flags that we use within Nepal Scouts. This emphasizes on the procedure of the Flag Hoist and Flag Lowering. This is also designed to maintain uniformity in the use of flags in scouting of Nepal Scouts.

HELEN STORROW SEMINAR 2021 POP-UP Nepal Scouts had kicked off the Helen Storrow Seminar 2021 Pop-up for the first time. The pop-up was started on 2nd October 2021 and will end on 4th October 2021. Helen Storrow Seminar 2021 was based on the theme “Leading Change for Equity, Nature and the Climate”. WAGGGS Leadership Mindsets session was run and delivered information on Helen Storrow Seminar and pop-ups event.

Similarly, the virtual pop-up connections with the Girl Guides from the Netherlands were also participated and interacted with each other with Nepal Scouts participants. Altogether, there were 40 participants in the pop-up.

Celebration of International Women’s Day On the occasion of International Women’s Day 2022 (IWD2022), YESS Alumnae and Nepal Scouts had successfully conducted an online session by rolling out the IWD 2022 activity pack and STV ( Stop The Violence) Voices Against Violence curriculum. Session was very interactive with the active participation of 40 young girls, YESS Girls National Task Force 2022 , YESS Girls National Task Force 2021 and Rangers from different crews.

Back To My Roots Campaign Award YESS ALUMNAE Ms. Roji Tamang (YESS Participants 2019, Nepal to Uganda) was awarded with Back to My Roots Campaign Award 2021 on 9th December 2021. The ceremony was organized in presence of Honorable Minister Maheshwor Jung Gahatraj, Athak (Ministry of Youth and Sports), Mr. Rabin Dahal, National Coordinator, and Nepal Scouts newly formed committee.

Handover Of Statement To Ministry Of Women, Children And Senior Citizen YESS Girls Movement-Nepal Scouts National Task Force Members 2021, Team Wheel of Change had successfully handed over the statement to the policy makers of the country. The letter was presented to Mr. Umesh Dhungana, Spokesperson and Joint-Secretary of Ministry of Women, Children and Senior Citizen, which is the line ministry in the sector of Women’s welfare. Due to the covid-19 pandemic, many young girls and women have been affected in different aspects. The team prepared the document of urgent attention after a rigorous research about the related topic and mentioned 7-point statement of how the girls and young women in Nepal have been affected by COVID-19; and requested them for urgent action to minimize the impact and uplift the status of young girls and women.

PLANTATION FOR PEACE On the occasion of celebrating international peace day 2021, Team Wheels of Change of YESS 2021 National Task Force organized the plantation program with the theme of “Plantation for Peace” at Kakani International Scouts Training Center. The team collaborated with the other

task force members, YESS Alumnae and other rovers and rangers from different crews of valley as well. About 32 participants planted 500 plants of different species.

Disaster Management Training 2021

Disaster Management Training was successfully conducted from 4th of December to 8th of December. This is the 2nd Batch team that are now ready as a emergency response team in their respective communities. A total of 64 participants were present for the duration of province. The participants were from all seven provinces. With this Nepal Scouts aims to prepare a task force team in each province that are inept to be the first responders. The DMT included fire rescue, rope rescue as well as other fundamentals required for emergency team. A night drill from 12:00 a.m. with a simulation was also carried out where a plane crash scenario and vehicle accident in a cliff was envisioned. In addition, the scenario also included a drill for Medical First Responders (MFR). A team from UNICEF Nepal also conducted a two hour session on 7th of December in the topic Sexual exploitation and abuse and the basic function of communication with communities along with it efficacy. The Scouts were also taught to use the scouts rope as a rescue items in times where there is the absence of material.


Furthermore, the Scouts were also made aware of different agencies that have a vital role to play in any disaster/crisis/emergency situation. In this regards, a disaster management committee was formed with the participation of the participants in which each individual were given a particular role/post and were asked to come to a conclusion in managing the disaster. A multi stakeholder simulation analysis in times of disaster was carried out in which the security agencies, government agencies, media, political parties and local people were envisioned. With this, the participants are now aware about the different stakeholder that are present in the field in time of disaster/crisis. Furthermore, a session from Uttam Pudasaini (APF DMT) gave a field perspective to participants on how a different stakeholder play a part and what are the capacity of the stakeholder. The training was facilitated by RNA16 team led by Arun Saiju.

Finland Nepal Peace Education Project Partnership Nepal Scouts and Finland guides and scouts are in continuous discussion to formulate the “Peace Education Activity Pack”. With the expertise of students from the Department of Conflict, Peace and Development Studies, Tribhuvan University, the curriculum is being designed. Three thematic areas of the Peace Education Activity Pack are identified. They are: a. Combating Hate Speech b. Conflict Resoulution Skills c. Skills for life The activity pack will soon be rolled out as a pilot project around the Kathmandu Valley. However, the project is to be implemented in all the 7 provinces. TimeOut Foundation is also supporting the project and they provide technical assistance in implementation of the project. Scouts as a ambassador of peace, this project aims to enhance skills of the young scouts in relations to peace education. Peace education activities are also being conducted at Finnjamboree Kajo in July 2022 as a part of partnership project.

Blood Donation

The blood donation programme was organized at Nepal Scouts NHQ office, lainchaur from 10:00 a.m. to 2.00 p.m. The program was conducted to celebrate the International Peace Month I.e. September 2021. It also focused on awaring people about the need to donate blood and promote healthy lifestyle.

Heritage Cycling On 25th September, Nepal Scouts conducted a peace rally with the title “Heritage Cycling”. In Bagmati Province, eight heritage sites were identified of which six are the UNESCO listed heritage sites.

Of total 538 cyclists from those points merged at Basantapur Darbar Square. Each local coordinator of the respective point was assigned to coordinate, communicate and manage the cyclists. The cyclist was wearing a common t-shirt where peace pledge were attached. The leading cyclist from each point carried Nepal Scouts flag as well as Messenger of peace in the cycle.

PEACE DIALOGUE The group was divided into three, Group A, B and C respectively. In each group there were 2 rebel and 2 humanitarian group as well as there were 2 designated observer in each group, one from YESS Girls team and one from Nepal Scouts NHQ Staff. Observer was requested to shared their general observation at the last of the sharing session that we would be able to collect feedback for future reference. A total of 24 young girls were involved in the negotiation roleplay. Along with that, the professional staff at National Headquarter were observer during the role-play. The tone of langauge, expression, sitting arrangement, initiation of the dialogue were observed by the observer. The Participants acquire a systematic framework for analyzing and understanding negotiation process. The scenario was able to enhanced the participants awareness of strengths and weaknesses as a negotiator. It helped them to learn and maximize value of negotiations skills in community. They gained problem-solving techniques for distributing value fairly while strengthening relationships. It also helped participants to discover how effectively to manage and coordinate across and behind-the-table negotiations.

Cardiopulmonary Resuscitation Training Neapl Scouts conducted “Cardiopulmonary Resusitation Training” on the occasion of International Month of Peace and World Heart Day on September 29 at Nepal Sccouts National Headquarters, Lainchaur, Kathmandu. There were a total number of 22 participants that attended the program. Dr. Ranjit Baral, a senior cardiologist and Ms. Poonam Karmacharya facilitated the program and demonstrated the fundamentals to conduct CPR training. At the end of the session there was a Q & A session with Dr. Ranjit where participants queried about the various aspects of heart diseases and some taboo that they heard around their community.

Mask Campaign With the onset of the Covid-19 pandemic, Nepal Scouts in partnerships with UNICEF reinforce the mask campaign across all seven provinces. Since the Covid-19 and lockdown effected education sector, the program intends to create a sustainable solution by creating mask bank at the schools. Mask bank concept is thought to create a sustainable solution in terms of mask usage to the children. At each 7 provinces, 10 schools were selected as per the cluster of SMS campaign. In those schools the stakeholder meeting was conducted with the presence of local government authorities. Similarly, lead volunteers from the cluster are recognized as the focal person in mobilization of the volunteers to create awareness about the use of mask.

Stop The Violence(STV) Training of Trainers There is a continuous violence that is occurring on the society. For creating the awareness and advocacy in regards to the gender disparity and gender empowerment 4-day training session started on “Stop The Violence” program. There are 35 participants who are participating in the training from their respective provinces. Facilitator from WAGGGS, Anber Raz and Nefeli Themeli conducted the session. Nepal Scouts hope to raise awareness regarding the gender-based violence across the country and advocate on the issue. We believe, such training session will help to empower scouts and develop their capacity to take action in their respective community. The economic, social and cultural attributes that are associated along with gender and gender-based violence are discussed in the session. Nepal Scouts, is preparing for a society where no any form of violence is witnessed and in the process scouts become ambassador of peace.

Project 3L (Life Long Learning) 2020 A Roll Out session has been completed in Central School for Deaf, Naxal, Kathmandu on 1 March, 2022, under the 3L Project 2020 funded by Friends of Asia Pacific WAGGGS(FAPW). Nepal Scouts AIS/Training Officer Mabila Khadka rolled out the session with the help of transcriber teachers of the school along with Scout Leaders and Ranger Scouts. 11 girls and 13 boys participated in the session. Another Roll Out session has been successfully organized at Laboratory Secondary School, Kirtipur Kathmandu on 5th March 2022 for Visually Impaired Students. Project 3L 2020 has been funded by Friends of Asia Pacific WAGGGS (FAPW). Nepal Scouts AIS/Training Officer Mabila Khadka rolled out the session with the help of writer students of the school along with Scout Leaders and Ranger Scouts. A total of 34 participants (17 Visually Impaired Students and 17 Writer Students to support

each visually impaired student) participated in the session. In the session, the participants learned about basic knowledge on scouting, leadership mindsets, and shadow pandemic based on various activities. The students were thankful the gesture and were happy and committed to join Scouting. National Coordinator Bhandari announced that working with the people of different ability is the new beginning in Nepal Scouts and he will arrange training for the teachers of the school and provide free scout uniforms for the students to bring them into Scouting.

MAHASHIVARATRI SERVICE CAMP  2078 On the auspicious occasion of Mahashivaratri 2078, Nepal Scout completed the service camp at Pashupatinath temple. For the efficient management of the crowd, 666 scouts were mobilized around the temple premises. The scouts volunteers worked in shifts from morning till night. Besides, the scouts were also mobilized in other areas such as Doleshwor and Datratrya temple at Bhaktapur, Shiva mandir at chandannath jumble, caturbhurjeswor temple at Sarlahi. With the motto of serving the community and engaging youth in community led activities, the occasion helped to provide an opportunity to all scouts to develop their interpersonal and communication skills. One of the key priorities in the volunteerism is the community engagement of which all scouts were able to be part of. Every year, scouts are mobilized on the special occasions of Mahashivaratri and in future more scouts will be mobilized to facilitate the people around the temple.

Co-Creation Adolescent Psychosocial Content Design Nepal Scouts with UNICEF Nepal conducted a human-center design workshop on 4-5 April. The workshop was entitled “Co-Creation Adolescent Psychosocial Content Design” that relates to the psychosocial behavior and a broad area of mental health. The pilot workshop included 12 scouts including Boys/ Girls and Rover/Ranger section. The workshop is planned to scale to every provinces of the country and formulating a content that are specific in regards to demographic, sociocultural, socio-economics and age-groups. Resource persons from TPO Nepal and UNICEF Nepal facilitated the session. In the growing time where mental distress are being witness, this workshop that involved the young people hope to create a platform where the mental health is discussed openly and not limited to the taboo. Early detection is one of the best method to prevent the mental health issues. The rising case of suicide that at one time number to 19 per day is a case for concern. The staggering number around the country in the midst of Covid-19 calls for a intervention at every level of the country. Thus by including the varied age-group this workshop hopes to capture the essential method that the young people experience in their daily life.

Surf Smart 2.0 Surf Smart 2.0 is a WAGGGS led initiative of which Nepal Scouts is part of and have implemented the project across the country in seven provinces. It aspires to create generation digital who would be aware about the digital world and create a positive online community. MTOT session of Surf Smart 2.0 was conducted at Kakani International Scout Center, Nuwakot. A total of 42 participants from all seven provinces took part in the training. The two-day event was started on 17 November. The closing ceremony was atteded by the Director of Nepal Scouts Mr. Ram Prasad Bhattarai, WOSM COnsultant Mr. Devraj Ghimire, WAGGGS Global Programme Manager Prerana Shakya. The MTOT participants conducted a TOT session in their respective provinces. A total of 187 TOT participants were taught about the surf smart from 7 provinces. The TOT participants were clustered at 2 local levels. The

Scout mobilization to fight drug abuse With the major focus on Drug abuse management strategies a 4-day program against drug abuse was successfully conducted at Pokhara. The management strategies include “Demand Reduction Strategies”, “Supply Reduction Strategies” and “Harm Reduction Strategies”. In this regards, the aim was to reduce the desire to use drugs and to prevent, reduce or delay the initiation of drug use. On the other hand, the management areas was also focused on disrupting the supply and availability of drugs. This program also focused on the aspect of making a drug illegal that may even increase the harms associated with its use through criminalization of drug users. Participants from all seven provinces were present. This is the Training of Trainers program and the participants will now be delivering an orientation session in their respective provinces. Apurva Rai from recovering Nepal facilitated the session where in the participants learnt about the basic aspect

of drug abuse, addictive behavior, the need of psychosocial counseling, aspect of depression, and other materials in terms of substitute product. At the society level, the aspect of codependency wherein a member of a user’s family have their lives intertwined with the user and experience the fallout of his disorders were also discussed among the participants. Exercise on the community mapping technique for identifying the key stakeholders that are available were practiced along with the techniques of action plan.

45th and 46th Boys Scout Wood Badge Training The 45th and 46th Boys Scout Advance training was conducted in Suryabinayak, Bhaktapur. The training was scheduled from 4th June, 2022 to 10th June, 2022.A total of 44 participants from Bagmati Provinces successfully completed the third stage training. Mr. Bhakta Rajbhandari, Leader Trainer and Mr. Ram Gopal Karmacharya ,Leader Trainer were the course Leader of the 45th and 46th Advance Training respectively.

44th Boys Scout Wood Badge Training The 44th Advance training was conducted in Mattikhan, Kaski. The training was scheduled from 8th Aug, 2021 to 14th Aug, 2021.A total of 32 participants from all 7 Provinces of Nepal successfully completed the third stage training. Nepal scouts training team was there to ensure the efficient and quality delivery of the training courses to the participants. Mr. Bijendra Dhowju, Member, National Ad-Hoc Committee was the course Leader of the training. Karnali Province Nepal Scouts has successfully managed to organize the Provincial level training after such a pandemic with the Participants from all local levels of Karnali Province. The objective of this training is to support the vision of “Nepal Scouts, by 2023, with 3,15,000 members is a self-reliant, well managed, premier youth movement , with positive image nationally and internationally contributing to the society through the development of young people by competent leaders’. The Karnali Province BTC/PTC was conducted in Kakani International Scout Center, Nuwakot. The training was scheduled for 24th Dec 2021 to 29th Dec 2021. In the training, BTC Courses, 453 – 458 with 180 participants and PTC Courses, 338-339 with 61 participants and a total of 241 participants were trained. A team consisting of Volunteers, Trainer of Leaders and professional staffs ensured the efficient and quality delivery of the training courses to the participants. The Closing session was chaired by National Coordinator Mr. Lok Bahadur Bhandari in which participants, training team members and support staffs received the certificates and token of love from the National Co-ordinator, Mr. Lok Bahadur Bhandari.

After the completion of the Karnali Province Training Nepal Scout continued its Provincial level BTC/PTC training at Kakani International Scout Center, Nuwakot with participants from all local level of Sudurpaschim Province. The training was scheduled for 30th Dec 2021 to 4th Jan 2022. In the training, BTC Courses, 461 – 467 with 181 participants and PTC Courses, 342-344 with 78 participants and a total of 259 participants were trained.

The Madhesh Province BTC/PTC training was conducted after the successful completion of Sudurpaschim Province training at Kakani International Scout Center, Nuwakot. The training was scheduled for 5th Jan 2022 to 10th Jan 2022.The main objective of the training was to support in the membership growth of Nepal Scout. In the training, BTC Courses, 468 – 475 with 199 participants and PTC Courses, 345-347 with 84 participants and a total of 283 participants were trained.

This training is expected to support in the membership growth and achievement of vision and mission of Nepal Scouts’.The Counsellor, Course Leaders and support staffs played an important role in managing and ensuring the quality of the training. The Closing ceremony was held on 4th Jan 2022. Mr. Lok Bahadur Bhandari, National Coordinator attended the closing ceremony and handed over the certificates to the participants, training team and support staffs.Mr. Lok Bahadur Bhandari asked the participants to disseminate the learnings and practices of this training to local levels which helps in the development of Scouts in the local level.

The Closing session was chaired by National Co-ordinator Mr. Lok Bahadur Bhandari in which Certificates were distributed to the Participants, Training Team and Support Staffs. Mr. Ram Prasad Bhattarai asked the participants to implement 90% of the learnings of this training and they can seek the support from the Provincial Scout Office or even from the National Headquarter. He also advised the participants that the certificate is their achievement as it worth their time and sheer dedication to learn in such a challenging weather condition. Mr. Lok Bahadur Bhandari said in his speech that this training will help in the development of the Scout in Madhesh Province by enhancing the Scout learning in every Municipality and Schools. Every participant must implement the learning of this training to support the mission and vision of Nepal scouts.

CLT Training Nepal Scouts has successfully organized the first historic Course for Leader Trainers (CLT) with the enthusiastic participation of 25 Assistant Leader Trainers including 1 International Participant from The Scout Association of Maldives at Hyatt Place, Kathmandu, Nepal from 9th April 2022 to 15th April 2022. The training course was organized with valuable support from WOSM Asia Pacific Support Center, had a team of International Trainers, Mr. Antong S. Rahmat from Singapore Scout Association, Mr. Mozahid Hossain from Bangladesh Scouts, Mr. Mohamed Nazeef from The Scout Association of Maldives along with the constructive presence of Mr. Syd Castillo, Director for Educational Methods, World Scout Bureau, Asia Pacific Regional Support Center and Leader Trainers from Nepal Scouts. The course was led by Mr. Devraj Ghimire, Chairperson of WOSM AP Educational Methods Subcommittee. The trainers from Nepal Scouts Mr. Bijendra Dhwoju, Mr. Shiva Bahadur Bhandari, Mr. Kamal Bahadur Deuja, Mr. Achyut Prajapati and Mr. Ram Prasad Bhattarai served in the course as resource persons and tutors along with professional staffs from Nepal Scouts Educational Methods department. The highestlevel training of Trainers for Unit Leaders, CLT aimed to meet the need of competent National

Leader Trainers at Nepal Scouts for achieving the organizational vision and mission. In the opening ceremony, the director of Nepal Scouts Mr. Ram Prasad Bhattarai welcomed all the trainers and participants on behalf of the National Coordinator and Nepal Scouts and hoped this course will take Nepal Scouts into another level of development by training quality trainers. Course Leader Ghimire said that this historic training will be a milestone for massive growth and development of Nepal Scouts aligned with the national vision. The closing ceremony was organized in the valuable presence of dignitaries from Nepal Scouts and Asia Pacific Region, WOSM including Hon. Dale Corvera, Chairman, WOSM, APR and Mr. J.R.C. Pangilinan, Regional Director, WSB, APR Support Center.


Mr. J.R reminded the participants about the scout sign in three words; First- Thanksgiving in which he thanked all the concerned ones involved in making the training a success, Second - Celebrating the successful completion of training course and, third – Challenging for which he challenged the participants to continue the course and complete all the necessary requirements to obtain the four beads and continue doing volunteering work in the movement. Hon. Dale Corvera, in his key remarks expressed that through the training, Nepal Scouts has achieved its dream to have a new generation of the trainers and motivated the participants that it is the responsibility of the participants to be aware about fulfilling the dreams of Nepal Scouts and therefore participants must have to commit themselves to actively conduct trainings so that the leaders in the Nepal Scouts will be also trained. The national coordinator of Nepal Scouts, Mr. Lok Bahadur Bhandari in his closing remarks mentioned that Nepal Scouts was in need of competent Trainers to achieve the Vision 2023 of Nepal Scouts. The training is expected to fulfill the need and the participants are in a historic role on having a very important role to provide strategic direction to Nepal Scouts through upcoming Unit leaders Training Courses that will be organized in every nook and corner of the country.

NADP Toolkit Orientation Oct 8, 2021, Nepal Scouts NADP Toolkit Orientation was successfully conducted in the active participation of 81 participant Trainers of Unit Leaders and the Provincial office (Staff and Executive members) of Nepal Scouts. Nepal Scouts has been undertaking WOSM Services and WAGGGS Consultation for the preparation of the National Adult Development policy since July 2020. With huge efforts of the Team involved and related stakeholders, Nepal Scouts has received its National Adult Development Policy. Nepal Scouts NADP Toolkit Orientation is the implementation basis of NADP. It consists of various documents that support the implementation of the National Adult Development policy. Nepal scouts NADP toolkit orientation program aims to notify the adults about the National Adult Development Policy toolkit as the basis of the NADP implementation. The event was officially started with the welcome note from Mr. Ram Prasad Bhattarai, Director, Nepal Scouts followed by the Information Session led by Mr. Devraj Ghimire on National Adult Development Policy. Mr. Bijendra Dhowju then explained in detail about the documents of the toolkit and the ways to implement the documents. Lastly there was closing remarks by Mr. Ravi Paudel, Asst. Director, Nepal Scouts.

NADP Infographic Series The implementation of Nepal Scouts NADP policy contributes in achieving the mission and vision of Scouting by providing better support for the Adults, by developing their leadership quality at different levels. Nepal Scouts NADP info-graphic series aimed to appraise adults about National Adult Development policy. The infographic series was scheduled from 22nd Nov. 2021 to 21st Dec. 2021. In the series 15 Promotional Graphics was shared on the social media sites of Nepal Scouts in alternate days. There were total of 38.97K Views and 1,25,671 Post engagements in 15 promotional graphics in the social media.

Compass 32 Interaction Programme Nepal Scout has successfully organized the “Compass 32 Interaction Programme” with the enthusiastic participation of total 48 participants including National Leader Trainers, Assistant National Leader Trainers, Provincial Committee Members, provincial offices and Unit Leaders of Nepal scouts from all 7 provinces on 3rd April 2022 on Zoom platform. The main objective of this program is to provide an updated information to the Leaders of Nepal Scouts about the Compass 2032 and WAGGGS strategies for 2032. The input speaker for the event Ms. Rupa Gautam, Regional Coordinator, APR WAGGGS provided the short information on WAGGGS and its vision and mission. She also talked about the five essential elements of the Girl Guide/ Girl Scout educational method. Further, she talked about Compass 2032 which is the new 12-year vision for the Girl Guide and Girl Scout Movement. It captures the world girls and young women want to see and challenges every Girl Guide and Girl Scout organization to priorities making this world a reality. The participants also carried out group discussion followed by presentation on the six compass conversations.

Nepal Scouts Vision 2032 Nepal Scouts successfully organized National Strategic Planning Workshop which was held from 16-20 April 2022, followed by National Membership Growth Seminar respectively. The main objective of both the events was to create and explore the opportunities and to foster Nepal Scouts as a leading youth organization across the Nepal. The first day of the workshop was initiated by an Integration Session followed with Opening Ceremony which was chaired by the National Coordinator of Nepal Scouts Mr. Lok Bahadur Bhandari in presence of Hon. Dale Corvera, the chairman of Asia Pacific Regional Scout Committee .Special remarks was delivered by special guest Ms. Maiya Twayanabasu, the Member of AP Regional Committee of WAGGGS as well as Mr. JR C Pangilinan, the Regional Director who highlighted and emphasized the cordial relationship between WAGGGS and WOSM with Nepal Scouts and how the Government of Nepal is supporting and cooperating the Nepal Scouts to achieve its Mission and Vision. National Coordinator of Nepal Scouts Mr. Lok Bahadur Bhandari lightened the importance of workshop to obtain an ambitious strategy and achieving Nepal Scouts mission for next decade.

Disaster Management Camp, Bangladesh 18 representatives along with one contingent leader Mr. Pawan Koirala from Nepal Scouts participated in the 3rd National Disaster Management Scout Camp, 2022 which was held from 26th to 30th March 2022, in Mithamain, Kishorganj, Bangladesh. Nepal Scouts organized a Farewell Program for the participants on 22nd March 2022 in presence of National Ad-Hoc Committee Coordinator Mr., Lok Bahadur Bhandari and Nepal Scouts National Headquarter Director Mr. Ram Prasad Bhattarai. Mr. Bhandari gave his insightful suggestions and wishes to participants for a fruitful and successful mission.

3rd SAANSO & 23rd International Adventure Programme, India 3rd SAANSO & 23rd International Adventure Programme was held at the Bharat Scouts & Guides, National Adventure Institute, Pachmarhi, and Madhya Pradesh, India from 2nd to 8th Feb 2022. There were 9 participants from Nepal Scouts who participated in this event. The International Adventure Programme was held for seven days, gathering Scouts and Adult Leaders aged between 12 to 45 years old. It was included series of physically challenging and high-adventure activities covering land, sea and air.

Bangladesh Scout Conference for SDG Bangladesh Scouts, organized a conference as one of the events of “Dhaka OIC Youth Capital 2021”. The theme of the conference was “Scouting for Better Environment”. There were 5 participants participated in the Bangladesh Scout Conference for SDG.

27th Asia-Pacific Regional Scout Conference 27th Asia-Pacific Regional Conference was held virtually from 15th Feb to 20th Feb 2022 virtually. Total 14 observer, 5 delegates and one as head delegate from Nepal Scouts participated respectively. The Regional Scout Conference meets once only in three years in order to discuss and for reporting the actions which has been taken in past three years relating to the MOs objectives in the APR plan. In this forum, Nepal Scouts has shared vision and objectives. The conference also elected the members of the Regional Scout Committee and facilitates coordination and international solidarity from all the members of National Scout Organization.

14th World Scout Youth Forum Two delegates including one Regional Youth Representative (RYR) along with 5 observers participated in historic 14th World Scout Youth Forum virtually which was held on 18th- 22nd August 2021. Participants got opportunity to discuss about the objectives and vision of APRSYF which helped to connect Youths around APR enhancing effective decisions making to the community and region presenting ideas into action, problems and solution on present context in the NSOs as well as communication capacity and concepts of Sustainable Development Goals.

10th APR Scouts Leader Summit To capture the historic moment of having the 10th Asia- Pacific Regional Scout Leaders Summit held virtually from 4th April to 11 April 2021 virtually. Where 4 representatives from Nepal Scouts ad-hoc committee participated. In this event the badge was also designed and produced. The concept and meaning of its design was in the face of global pandemic the spirit of Scouting never stops. The logo shows the signal to connect Scouts from different directions and locations (4 directions in APR: North, South, East and West with young people) through digital platform with WOSM Emblem. While the 4 waves or seas symbolizes the sub- regions namely: Northeast Asia, Southeast Asia, South Asia and Oceania.

42nd World Scout Conference 42nd World Scout Conference was held from 25th to 29th August 2021 virtually. Total 25 participants including 6 Delegates, 14 observers and 5 participants participated in conference. 42nd World Scout Conference and 14th World Scout Youth Forum brought together a total of more than 3,000 leaders from 170 National Scouts organizations and global partners to shape the future of the Worlds leading educational youth movement.

37th World Scout Conference, WAGGGS WAGGGS 37th World Conference was held on Tuesday 27 July to Saturday 31 July 2021, virtually. There were 2 delegates and 10 observers participated in the conference. Conference launched new events platform at the beginning of July where the whole World Conference was delivered. Before and during the World Conference, chance to speak and create networking sessions with other participants and your delegation within the platform. There was exhibition space where the candidates, the bidding countries, Motion 32 and other exhibitors displayed useful information.

International Award & Recognition:

Mr. Devraj Ghimire, the Leader Trainer of Nepal Scouts and Mr. Naval Prasad Upadhyay, the Assistant Leader Trainer, has been appointed as Chairman and Member of the WOSM APR Educational Methods Subcommittee and WOSM APR Diversity and Inclusion Sub-Committee respectively. The WOSM Asia pacific Regional Scout Committee appointed them for the term of 2022-2025.

Mr. Ram Prasad Bhattarai , Director of Nepal Scouts and former MOP NSO Coordinator received the award of “Messengers of Peace Special Recognition” in appreciation for his enormous contribution to advancing the culture of peace and the Messengers of the Peace Initiative in Nepal and Also in Regional and Global Level.

Nepal Scouts organized a Special Ceremony in Kakani International Scout Centre on 9th December 2021 to hand over Certificates and Souvenir to MoP Hero 2021 from Nepal Scouts Mr. Sabin Karmacharya. The ceremony was organized in presence of Honorable Minister Maheshwor Jung Gahatraj, Athak (Ministry of Youth and Sports), and the Secreatary of the Ministry Dr.Damodar Regmi.


APR NSO MoP & NSO Growth Coordinators Appointed Mr. Ravi Khanal and Mr. Santosh Kumar Thapa appointed in remarkable responsibilities for the development of young people in Nepal, through the significant movement of Scouting as an APR NSO Membership Growth Coordinator (2022-2025) and Messenger of Peace coordinator respectively.

APR WOSM Photo Contest Gold Award Nepal Scouts Photographer Mr. Yogendra Bhujel has won the Gold Award in the photography contest organized by WOSM APR. His photo has been declared the best in the annual prize in photography among many contestants from the region. His photo has also been featured in the APR calendar for the year 2022.
