Yogendra Kumar, IFS (Retd), former ambassador, Government of India today said there is clear recognition, both at the Centre and regional level, that the North East states should be fully involved in the shaping the central government’s ‘Act East Policy.’ This, Kumar reasoned is because the NE states are now at the centre of the policy. “There is need for all programmes of the government, under this policy, to have a regional aspect,” Kumar said, while speaking at the Ministry of External Affairs (MEA) organised distinguished lecture series on the topic “India’s Look East and Act Policy in the present international context and role of north eastern states.” The lecture was held at Nagaland University, Kohima Campus Meriema. Eastern Council should be better engaged with the Association of South East Asian Nations (ASEAN). “The think tanks from the north eastern region should also be part of the think tank network of ASEAN.” Universities in the North East like Nagaland University should be part of the university network with ASEAN, he proposed. Kumar called for institutional arrangements with the MEA, whereby the latter should consider opening a branch secretariat at one of the NE state capitals to cover the entire region. The NE states, he added, also need to engage further in order to become drivers of this policy and take advantage of the same. Kumar informed that the centre has decided to upgrade India’s policy towards South-East and East Asia from ‘Look East’ to ‘Act East’. He said that since the launch of the ‘Look East Policy’, and with the opening up of Myanmar, the success of this policy hinges on the full involvement of the north eastern states. “The reason for that is that India’s influence with South East Asia cannot be tangible unless it takes advantage of the opening of the neighbouring economies with the help of various connectivity projects. Equally, this is critical to the growth of the north eastern states themselves who suffered the adverse consequences of partition in 1947 due to the disruption of road, rail and port links. It is here that a major effort is required so that the north eastern states can feel a sense of ownership of the LEAP and of being major stakeholders in this policy,” Kumar said. Kumar added that the current lack of involvement of NE states would perhaps continue until major infrastructure projects in the region become fully operational. “The inter connectivity within the region is also extremely critical for equal benefit to all the states,” he said.

Planning to learn driving but still undecided on where to choose from the burgeoning training institutes around you? Why not head towards Virazouma (7th Mile Dimapur), where the Nagaland State Transport (NST) runs its ‘state of art’ Driver Training Institute (DTI). The NST officials declare that the institute is a “first of its kind” DTI in the North East where trainees not only learn to drive but also etiquettes expected from a responsible driver. A visit to the sprawling campus attests the claim to some extent. However, as a government initiative, things were not always this way. The institute was conceptualized in 2006 to impart ‘responsible driving’ with assistance from the Ministry of Road Transport & Highways, Government of India. But it struggled until a technical seminar with TATA Motors Ltd in November 2012 culminated into a joint venture and rescued the fledging institute. According to the DIT statistics, more than 2000 drivers have been trained at the institute since it started the course from 2010. “The institute in now running successfully” stated Bendangtoshi, Dy.

General Manager NST and the head of the DIT, adding that, “It is of paramount importance not only for the point of safety but for smooth functioning of escalating traffic in our state.” The institute offers training for Light Commercial Vehicles (MCV) and Heavy Commercial Vehicles (HCV) at Rs 4500 and 4000 respectively. Hostel facilities are available free of charge for male candidates, though, they have to pay a mess fee of 3300 per month. Non-hostellers can travel for free in the NST staff bus which leaves for the Institute every morning at 9:20am from the old NST station, Dimapur. Classes run from Monday to Friday, while Saturday is set

aside for maintenance. There are 3 automobile engineers and 6-7 expert instructors who were trained at Jamshedpur. Vehicles for training include buses, LMV, Gypsy, Tata Magic and Tipper trucks. The driving track is the best in the state conforming to standard norms prescribed under the Indian Motor Vehicles Act, while different terrain tracks are also in place. According to the Bendangtoshi, the driving simulator used in the institute is the first of its kind in the NE. The institute also boasts of a two steering vehicle, one of only two in the state, the other being used by the home department. For theory and maintenance classes, students

learn from ‘cut models’ of different car models besides the basic road etiquette, health, legal and accident lessons, including learning signage and observance of traffic rules. A handbook on comprehensive traffic rules is also provided. Asu, a trainee from the fire department said that his training in the institute was poles apart from private classes he had attended before. In the theory classes, he was especially impressed with the simulator which put new trainees at ease and made them experience driving before getting into an actual car. Roukhouhelie Angami, another trainee from Kohima, compared the training here to earning a ‘Di-

ploma’ in driving and that for a person like him with limited schooling, the certificate would go a long way in opening up avenues. Though he drove a LCV before, Roukhouhelie confided that he was not very familiar with traffic rules, signage and maintenance. “I am confident that I will do no wrong in the road,” he said. Going forward, Bendangtoshi informed that he has several project in the pipeline “subject to approval by competent authority.” The DTI is planning to requisition various department and district administrations to offer refresher course or fresh training to their drivers. He further informed that training for women, which was open only for one month, will now be open for every batch beginning June, with dedicated instructors. Placement outside the state is also in pipeline in coordination with Tata Motors. A minimum age of 18 and Class VIII passed are the criterion for training eligibility. Bendangtoshi maintained that the training would be beneficial for school drop-outs with limited avenues as the certification from DTI will open opportunities. The next batch of training starts June 1 and registration on ‘first-come-first basis’ is open till May 30.

Security has been beefed up in Manipur capital Imphal with police and administrative officials put on alert in view of the high-profile visit by Union Minister of State for Development of North Eastern Region (DONER) Dr Jitendra Singh and a team from Ministry of Home Affairs consisting of 31 MPs from the Parliamentary Standing Committee to the state. Official sources informed Tuesday that the MHA team is likely to arrive here on May 27 in a threeday visit to Manipur while Dr Jitendra Singh on May 28 in a one-day visit to the state. The MHA delegation’s itenary is expected to include Moreh town in Chandel district. The delegation is likely to hold a security review meeting with top Assam Rifles officials there.

10 NDFB cadres killed, over 300 nabbed in five months: DGP guwAhAtI, MAy 26 (IANS): During the fivemonth security operation against the anti-talks faction of the National Democratic Front of Bodoland (NDFB) militants, 10 members of the outfit have been killed and over 300 cadres and linkmen arrested, an official said. Assam Director General of Police Khagen Sarma, revealing this on Tuesday, said the continued operation against the outfit also resulted in substantial improvement of the law and order situation in the hill state. "We have also recovered over 100 sophisticated arms, including factory-made weapons, and 62.5 kg of explosives during our operations all these months in different locations of the state," Sarma said. Assam Police in association with the central paramilitary forces and the army launched the operation against the NDFB faction, which is opposed to any peace talks, after the outfit massacred over 70 civilians, including women and children, in three districts of Assam on December 23 last year. Giving the report card on five months of the operation, the DGP told the media that the operations were continuing and 343 cadres have been arrested so far. Of these, 204 were active cadres and the rest were over ground workers and sympathisers. After the December 23 massacre, the central government ruled out any talks with the NDFB faction and sent additional companies of security forces to assist Assam police in its operation against the militants.

NE to become food sufficient soon: ICAR chief AgArtAlA, MAy 26 (IANS): The northeastern region, which comprises eight hilly states, occupies eight percent of India's land area and is home to four percent of the country's population, is predicted to achieve food sufficiency in five to six years, a top agricultural scientist has said. "Powered by good climate, sufficient water and devoted manpower, the northeast region is expected to be a food sufficient area in five-six years," Indian Council of Agricultural Research (ICAR) director general and renowned agricultural scientist S. Ayyappan told IANS in an interview here. "With the collective efforts of the ICAR and states' agricultural experts, we could improve food production and productivity in all the northeastern states. The deficiency of foodgrains has reduced from 8.33 percent per triennium (three years) in 2012 to 2.51 percent per triennium in 2014." Accepting the fact that there is a growing trend of people moving away agriculture sector, the scientist said that ICAR has been introducing new methods of agriculture with more profit.

Tata Motors reported a 56 percent fall in net profit to 17.17 billion rupees ($268.3 million) for the JanuaryMarch quarter, compared with 39.18 billion rupees a year earlier. Net sales rose 4 percent to 672.98 billion rupees. Analysts had on average expected a profit of 40.95 billion rupees, according to Thomson Reuters Starmine.

Charter will provide $100 in cash and shares of a new public parent company equal to 0.5409 shares of Charter for each outstanding Time Warner Cable Inc. share. The transaction values each Time Warner Cable share at about $195.71. The companies on Tuesday valued Time Warner Cable at a total of $78.7 billion. DuBaI, May 26 (PTI): Saudi Arabia is planning to build the world’s largest hotel with 10,000 rooms at a whopping USD 3.5 billion in the holiest city of Mecca. Designed by Dar Al Handasah group, the project has a total built area of 1.4 million square meter and will be set in the Manafia area in Mecca’s central zone, DesignMENA reported. The 45 stories tall Abraj Kudai hotel will be a spectacular structure comprising 10,000 rooms in 12 towers besides 70 restaurants and four helipads once completed in 2017. While 10 of the towers are intended to provide four-star accommodation, the remaining two will offer luxurious five-star amenities, said the hotel’s architect. “We are honoured to be trusted with such a challenge. Designing hotel interiors on such a massive scale, with no operators yet in place, requires complex programming and design resourcing,” said Andrew Lindwood, head of design at Areen Hospitality, which will design the hotel’s interior spaces. Funded by the Saudi Ministry of Finance, the hotel is aimed at accommodating the rising number of Muslims who visit Mecca and other holy cities during the annual pilgrimage. “We respond to such a challenge, without ever losing the creative essence needed to welcome and surprise the guests expected at Abraj Kudai,” Lindwood said. Modelled on a traditional desert fortress, the remarkable complex will house a bus station, shopping mall, food courts, conference centre and a lavishly appointed ballroom atop a 10-story podium.

Survival Nagaland suggest NVCO condemns inflated onion price in Kma measures to strengthen ILP Dimapur, may 26 (mExN): Lauding the continuous efforts of the Dimapur and Kohima Police in cracking down on ILP defaulters, the Survival Nagaland today highlighted loopholes in the present system of ILP (Inner Line Permit) and suggested corrective measures. SN suggested that ILPs forms should have a bar-code number like train tickets and air tickets so every ILP forms issuing booth will maintain judicious and transparent record of number of ILPs issued for every month/year. This will check the dalal system and issuing form randomly without any limit or check, it said in a press release. It also stated that ILPs should be issued for a particular district only at a time and not for the whole state of Nagaland. “For example, if someone is applying to visit Kohima then it should be for Kohima district alone and must not enable the person to visit any district with that ILP. If the applicant wants to visit the other district(s), they should apply for the same.” The number of ILPs issued, it added, should be limited for a particular time

for a district and the state in general. This will enable the govt. machineries to keep a check on the unabated flow of illegal immigrants, according to Survival Nagaland. Further, it was proposed that renewal of ILPs should be based on the bar-code number initially issued and the guarantor should be allotted only limited number of forms so that no manipulation and tampering takes place. Each ILP issued should not be for more than 3 months, it added. The movement also put forward that contractors/ builders must be allowed to bring limited migrant labourers for a time-bound manner. Suggesting that the labourers must be made mandatory to leave as soon as their works are completed, SN said it has been found that many migrant workers brought by the contractors/ builders keep on staying even after the completion of works and apply for residential documents in Nagaland which has resulted in “abnormal growth” of illegal immigrants in all the districts of the State. Meanwhile, it advised that the ILP demarcation

area should be the one originally in the BEFR Act of 1873, the Dhanisri river or the New Field Check-gate. According to this Act, the state govt. has the power to bring or alter any area of the state under the purview of ILP, it said, adding all NGOs and apex bodies should demand for its immediate implementation. It was also suggested that a fixed rate of labour charge and daily wages should be fixed by the district administrations for skilled, semi-skilled and unskilled labourers so local unemployed youths are not affected and deprived of their due share by the migrant labourers “who monopolise the market by their low charges thus driving out the local youths out of work by their low charges and again after driving out the local youths, they start demanding prices at their whims.” This, the SN stated, will not only curb the high demand of local labourers, but also not leave them jobless at the same time give equal share. “This is affecting not only the Nagas but many genuine Indian labourers like Biharis, Oriyas, Nepalis, Bengalis, Adivasis, etc.”

Dimapur, may 26 (mExN): The Nagaland Voluntary Consumers’ Organisation (NVCO) has condemned the selling of onion (wholesale) at an inflated rate in Kohima. A press release from press & media cell, NVCO stated that some traders in Kohima were selling onions at a wholesale rate of Rs Rs.38/per kg which is more than the Kohima Municipal Council’s (KMC) retailer rate of Rs. 35 per kg. A complaint concerning the same was reported

to the president of NVCO on May 26. It was also reported that the retailers are charging Rs.40/- to Rs.50/per kg of onions against the KMC retailer rate of Rs.35/per kg. Condemning the conduct of the few “unscrupulous” traders involved in the unfair trade practices, the president of NVCO & Convenor ACAUT Nagaland (Legal Cell) Kezhokhoto Savi has appealed to all consumers to be more alert as a consumer. He urged the consumers not to

pay more than Rs.35/- per kg of onions to the retailers in Kohima markets. “It is confirmed that the prevailing Dimapur wholesale rate is Rs.24/- per kg of onion and there was no rise in price either wholesale or retail. No consumer should allow such artificial rise in price in the market so as KMC,” he stated. The NVCO further demanded that the rights of the consumers be honoured and appealed to the KMC to take stern action against the defaulters.

The Naga Caravan: The Presence of Absence

C

omplacently nestled in the present state of affairs of Naga Society, it has become quite a difficult proposition to envisage a future of our society even as the hope for a bright future slowly fades away into wishful thinking. Over the course of human history, many great and noble ideas have come up in the civilizing process of humanity but sadly the desired power to create unconditional peace, love, harmony and togetherness through such ideas have failed because humans failed to think positively, engage productively and understand the underlying truth within the idea. The resultant effect has seen a movement towards fragmentation and dispersal in all spheres of life rather than a confluence into a unified merger. Same thing seems to have happened to our Naga Caravan but with a greater degree of fragmentation. We know too well about the general Naga definition of a ‘good life’ embedded in materialism. As such there is a consequent engagement in the manufacturing of such a socially accepted idea of ‘good life’ through all possible means with the attitudinal trend of ‘the juice is worth the squeeze’ without care and concern for the other and its inherent consequences on the larger good of the society. But, a truly good life for the self and the other and for the good of humanity can only come about by honestly encountering with the question of what is it to be human and what makes each of us a human. Meaningful values like love, peace, truth, good, justice, equality, etc. have been on the tip of our tongues but not necessarily guided by the principle of the moral thereby failing to convey its underlying meaning and essence. It is so much present everywhere but without application and thus the presence of absence. We have rather wasted our resources in hypocritic talking about these values. For now it seems nothing more than beautiful words and quotes because we have only managed in putting politics into these values and translated them to politics of unity, peace, love, equality and so on thereby endorsing as willing slaves to the materialist caravan. The question of what is it to be human and what makes each of us a human is a political question, a legal question, a social question, a cultural question, a religious question and a moral question. From all these emerges the concept of peace, freedom, equality, justice, right, good, truth, morality, responsibility, theology, etc. These concepts not only provide impetus for a meaningful living but also form the platform from where power can emerge. This form of power is an essential ingredient to live and enhance a meaningful living and thereby a ‘qualified life’ for the individual and society. Nagas today seem to be traversing a trajectory of life wherein we have lost all sense of our existence, our life and thereby meanings. There is an urgent need to sincerely address the predicament that makes each one of us a human. We need to come together as a new community beyond the present trend and understanding of politics and religion and more so the materially calculated idea of ‘good life’. This ‘coming’ new and pure community should be beyond the scope and grasp of the current trend of understanding. In order to establish a new societal order and harmonious living, it is not necessary to destroy everything or to try building new paradigms. It will be more than enough to begin by displacing a ‘stone on the middle of the road’ or by replacing ‘corruption in our pockets’ with sensibilities of the meaningful concepts and turn them into values. But this small displacement seems so difficult to achieve for the Naga caravan that a possible solution becomes so difficult and this inability calls the need for a ‘messiah.’ For now our society is in desperate need of more than a messiah. So their king goes on before them, and the LORD at their head” (Micah 2:13, NASB). The Naga Experience The Nagashad never submitted to any ruler before, not even the British. But when India was about to get her independence from her Colonial ruler, the Nagas were fearful that India’s freedom could mean Nagas’s bondage. Thus, the Nagas began to ask, why should we surrender our freedom to India now? So, in order to defend their way of life, the Nagas declared that they were an independent people and would be an independent nation on August 14, 1947, a day earlier than India’s declaration of independence. Then, to answer India’s continuing refusal to recognize the Nagas’ independence, a voluntary Naga plebiscite was conducted on May 16, 1951, and to which over 99 percent of the people reaffirmed their support for independence. The result was then sent to British India in Delhi and the United Nations in New York. Okay, so now what? Till today, what the Indian leadership has failed to understand is this: that the Nagas are a people with an indomitable spirit fostered by their ancestral sense of pride and honor…and that she (India) is guilty of suppressing that pride and violating that honor. We wish that the people of India would come to us, talk to us and try to know us. But unfortunately, they don’t. So, it is incumbent upon us to go to them. Although no Indian would enjoy hearing about their Army’s atrocities committed against our men and women in the past, many of them still do deeply care about justice, past or present. Thus, if a fair referendum were to be conducted among the Indian masses today on the rights of the Nagas, they would, I believe, overwhelmingly vote to treat us with justice. If what happened in Nagaland were to have happened in Africa, it would have become the hottest agenda item of the United Nations and possibly the aggressor country would have been boycotted. Or just like the ethnic Russians of Crimea got help from Russia, the Nagas could consider asking for China’s intervention. However, such action won’t be in the best interest of the Nagas or the Indians, but finding a mutually acceptable and honorable solution is. The Problem with Young Dictators

T

he classic image of the dictator clinging to power, resisting the world’s entreaties to resign, and fending off internal attempts at ouster is that of an old man, stubborn and long past caring what others think. He’s been on the throne for so long that his name has become synonymous with the state — l’état c’est moi! — and his very longevity has become a stinging rebuke to his opponents. The rogues’ gallery of elderly dictators, while ideologically diverse, is united by two things: sheer cussedness and extreme avarice. Robert Mugabe, the current president of Zimbabwe, is 91 years old. Before they were toppled in the Arab Spring uprisings, the trio of Hosni Mubarak of Egypt (83 at the time), Zine El Abidine Ben Ali of Tunisia (74 at the time), and Muammar Gaddafi of Libya (69 at the time) were all past retirement age. In Uzbekistan, Islam Karimov is 77 years old; in Sudan, Omar alBashir is 71; in Uganda, Yoweri Museveni is 70. Paul Biya has ruled Cameroon for nearly 40 years. He is currently 82 years old and world’s longest serving non-royal national leader. Cameroon is one of the poorest countries in the world. Biya has reportedly amassed a fortune of $200 million. Of course that’s peanuts compared to al-Bashir’s $1 billion, Museveni’s $1.7 billion, or Mugabe’s $3 billion. Political opponents of such leaders hope that age will eventually bring a certain degree of weakness or infirmity of purpose that will bolster efforts to dislodge the tyrants. Who can forget the moment on December 21, 1989, when the aging Romanian autocrat Nicolae Ceausescu realized that the huge crowd assembled in downtown Bucharest was not on his side? In his befuddlement Ceausescu suddenly lost his cloak of invincibility and turned back into the frail 71-year-old that he was. Even if these dictators remain determined to cling to power, surely sickness or even death will effect a change of regime. Perhaps only a few years or even months will pass before the laws of biology accomplish what the laws of politics have not. But what can you do with the exceptions to this rule of dictatorial decrepitude? Some autocrats are merely middle-aged, like Alexander Lukashenko of Belarus, who is only 60 years old, even though he seems to have been in power forever. Kim Jong Eun of North Korea is only in his early thirties and serves as a reminder that hereditary succession is one way that dictators (Eternal President Kim Il Sung in this case) can exert influence even after their death. Equally challenging is the case of Bashar alAssad. He’s been in power for nearly 15 years, which puts him in the top 25 of longest-serving leaders. But he’s only 49 years old (and has amassed only $550 million). His father ruled until he was nearly 70. Can Syria or the world endure another two decades of despotism from Assad the Younger? The Future of Syria According to recent news reports, Assad is now on the defensive in Syria’s four-year civil war, which has claimed the lives of more than 220,000 people, including 67,000 civilians and 11,000 children. Rebel forces have made significant territorial gains of late, including key cities in Idlib province. In midMay, rebels seized the Mastouma military base, one of the last Syrian Army holdouts in the area. You can see in this map from February that Assad’s forces controlled only a spit of territory in this section of Syria. Aleppo, another island of government control northeast of Idlib, may be the next focus of opposition forces. Assad continues to hold onto a large swath of the coast and the land between Idlib and Damascus. Although it retains only half of Syrian’s territory, the government has jurisdiction over a significant majority of the population. The opposition’s success seems to have resulted from greater coordination between the moderates and the Islamists. A new military formation, the Army of Conquest, has emerged in the Idlib region, consisting largely of Islamist factions including the al-Nusra Front. U.S.-supplied weaponry has also played a pivotal role. Another factor behind the recent military

D

uring a press conference in March, Chief Cabinet Secretary Yoshihide Suga expressed concern over comments I had made during a program on TV Asahi, a major private broadcasting network: I had announced that I would no longer be appearing on the show after being subjected to “fierce bashing” from the prime minister’s office. According to the daily Asahi Shimbun, Mr. Suga said, “We will closely watch how the TV station handles the issue in line with the Broadcast Law” — a veiled threat to revoke the station’s license. On April 17, a special panel of the ruling Liberal Democratic Party (L.D.P.) held a special meeting at party headquarters and summoned executives of both TV Asahi and NHK, a public broadcaster, to discuss two TV programs the party thought had been critical of the administration of Prime Minister Shinzo Abe. After I appeared on Tokyo MX TV, a local station, on April 25, an executive member of the L.D.P. reportedly told some journalists, “I heard that there was a TV station which allowed Mr. Koga to appear on a program. What a courageous TV station, I should say!” And so it is that the Japanese government tampers with the media’s independence. This is happening partly because of longstanding structural characteristics that govern the relationship between the media and the state in Japan. But the Abe government has been especially aggressive in using those to its advantage, and major segments of the industry are quickly internalizing its preferences. Instead of pushing back against Mr. Suga’s intimidation, for example,

advances is a Qatar-brokered compromise between Turkey and Saudi Arabia that enables greater external coordination in support of opposition forces. Meanwhile, rebels in the southern part of the country have also made gains. And the Islamic State (ISIS), despite aerial bombardment and a recent Special Forces raid by the United States that killed a top ISIS leader, has been on the verge of seizing Palmyra, a key city between Damascus and Homs (over in Iraq, ISIS has also taken the key city of Ramadi). Assad himself seems to be feeling the heat. His inner circle is getting fidgety: Three top intelligence people have been sidelined over the last few weeks. The latest, Ali Mamlouk, has been placed under house arrest on suspicion of plotting a coup. But don’t count out Assad quite yet. He still has the support of Iran and Russia. Hezbollah has ramped up operations along the Syrian-Lebanese border. And the raids conducted by the United States and other countries aimed at reducing the influence of ISIS may eventually take some pressure off the government in Damascus. “The regime lost an important provincial capital that was surrounded by opposition militias,” Syria expert Joshua Landis observed in response to rumors that Assad has told Alawite families to leave Damascus. “Morale has been damaged, but the regime is neither giving up the ghost nor preparing to abandon Damascus for some coastal Alawite enclave.” Assad is young. Perhaps he thinks that he can outlast the rebels. He no doubt believes that maintaining his rule over even a portion of Syria is preferable to ruling over nothing. His current predicament of enduring the opprobrium of the international community is a great deal better than suffering the fate of Ben Ali (in exile in Saudi Arabia), Mubarak (in jail in Egypt, for now at least), or Gaddafi (in an unmarked grave in Libya). An old dictator might give up, thinking that he doesn’t have much time left anyway. A young dictator, however, looks at all those years of exile, ignominy, and obscurity — not to mention the constant

fear of retribution — and may well decide to do just about anything to avoid that scenario. Syria’s Dirty War Outsider observers eager to write the epitaph for Assad are constantly looking for the tipping point: the key military victory for the opposition that will cause mass defections in the government army, inspire a palace coup in Damascus, or simply precipitate a cascade of losses as Assad’s forces fall back toward the capital. What’s happening in Idlib province doesn’t seem like that tipping point, but this wishful thinking is understandable. Assad continues to engage in outrageous cruelties, including the use of chemical weapons (as detailed by Annie Sparrow in a recent New York Review of Books article). The “anything but Assad” approach begins to look pretty good in this context. But of course most post-Assad futures look absolutely terrifying. The worst would be if the Islamic State’s “caliphate” took over the entire territory, killing its enemies, forcing millions to flee, and pillaging whatever of value remained. It’s to be hoped that once Syrian Sunnis are no longer a persecuted majority, members of this diverse community will no longer be tempted by the millenarian messages of ISIS militants. It’s not clear whether Syria would be in any better hands if the Nusra Front took over and turned the country into a hospitable place for their friends in alQaeda. Turkey and Saudi Arabia seem to be banking on the new Army of Conquest to topple Assad, and the Front is the major muscle behind the new initiative. The United States has been uncomfortable with the Nusra Front and prefers to provide arms and training to the so-called moderate opposition. But in wartime, and in a chaotic environment like Syria, “moderate” is about as meaningful as “patriotic.” What’s clear, however, is that the Obama administration believes that the ongoing rapprochement with Iran will do more to untangle the Gordian knot of Syria than a coherent strategy on the ground. Realizing this, Ankara and Riyadh have moved closer together to coordinate their anti-Assad efforts. In theory, some kind of multipartisan political formation could replace Assad, perhaps even leaving him in place as a figurehead for the sake of appearances during a transition period. But such a “political solution” has not gone anywhere, for Assad has resisted all pressure to compromise. The first chairman of the Transitional National Council, Burhan Ghalioun, puts it rather bleakly: “The talk is of a political solution in order to cloak a diplomatic vacuum and to nurture the illusion that something is being done at international level and that the people of Syria are not being abandoned, left to be massacred before the eyes of the world.” The Syrian National Council is supposed to be the government-in-exile that could replace Assad, whether he leaves voluntarily or is forced out. But the council’s a mess. It’s disrespected inside Syria, riven by disagreements, and incapable of showing leadership. It has a relatively new head, Khaled Khoja, who has promised to remedy these ills. But he’s got a tough row to hoe. So, if we are to expect a military stalemate for the near future, a stubborn and still young dictator refusing to compromise, and several bleak alternatives to the Assad regime, should we just make like the Obama administration and invest our geopolitical capital in a more promising portfolio? It’s tempting to assume that Syria will be a mess for as long as Iraq has struggled with internecine conflict and insurgency (12 years and counting), Lebanon suffered a civil war (15 years), and Afghanistan has been in revolt and rebellion (since the 1970s, the 19th century, or 330 BC when Alexander the Great attempted to pacify the region — depending on which historian you consult). But one thing’s for sure: Bashar al-Assad is not going to age out of office any time soon. He refuses to be ignored. One way or the other, we’re going to have to deal with the young dictator.

The threat to press freedom in Japan Shigeaki Koga NYT TV Asahi reprimanded the employees who had produced the TV program during which I criticized the government. And instead of invoking the antiinterference provisions of the broadcasting laws to resist questioning by the L.D.P., those TV executives complied with the party’s summons. In Japan, relations between the state and journalists are formally maintained through a network of reporters’ clubs, or kisha kurabu. There is a reporters’ club for each ministry, each local g ov e r n m e nt, each political party, each industry association. Membership in the clubs is generally limited to reporters at major media companies. Typically, only members are allowed to attend the press conferences, and only members have access to the organizations’ officials. In return for endowing reporters with this privileged status, the officials take it for granted that their organizations will get favorable coverage. And very often they do. Another problem is that the media

in Japan is not regulated by an independent agency. For example, it is the government itself — specifically the Ministry of Internal Affairs and Communications — that grants licenses to TV stations, and these are up for renewal regularly. Consequently, TV stations are under constant supervision and fear losing their right to operate if they challenge the government. Given Japan’s parliamentary system, this means that the ruling political parties themselves have a large influence over broadcasting. What’s more, there is virtually no separation of management and the newsroom at major media companies. A company’s chairman or president will often micromanage news coverage, or even the behavior of individual reporters. Few of them dare to challenge such intrusions because of the Japanese employment system: Historically, a job at a leading media company has meant security and a very high salary until retirement. Many journalists, recognizing

that their bosses are obedient to the government and themselves eager to protect their own careers, hesitate to be critical of the government. Company loyalty trumps the professional ethics of independent journalism. This system hardly is new. It has been in place since before World War II, and an independent agency regulating the media that was established by the Allied forces during the occupation was abolished in 1952 by Japanese conservatives. But recently the government has applied pressure on the media to an unprecedented extent. Under the Abe administration, the top executives of major media companies go out for fine meals or to play golf with the prime minister and high-ranking government officials. And they are unabashed about making this known to the public. Last November, soon before the general election, the L.D.P. sent socalled request letters to major TV stations, enjoining them to ensure that their coverage would “not be one-sided” and with instructions on how to select topics to cover and commentators to interview. The party wrote to one station to complain that one of its programs had suggested Mr. Abe’s economic policies benefited only wealthy people — a view shared by many Japanese, according to opinion polls. How can the media act as a government watchdog under such conditions? The Abe administration’s treatment of journalists is worthy of an authoritarian state, not the liberal democracy Japan is supposed to be. ne day this April, instead of coming home from school, two teenagers left their valley high in the Caucasus, and went off to war. In Minneapolis, Minnesota, a 20-year-old stole her friend's passport to make the same hazardous journey. From New Zealand, came a former security guard; from Canada, a hockey fan who loved to fish and hunt. And there have been many, many more: between 16,000 and 17,000, according to one independent Western estimate, men and a small number of women from 90 countries or more who have streamed to Syria and Iraq to wage Muslim holy war for the Islamic State. Abu Bakr Al-Baghdadi, the group's leader, has appealed to Muslims throughout the world to move to lands under its control — to fight, but also to work as administrators, doctors, judges, engineers and scholars, and to marry, put down roots and start families. "Every person can contribute something to the Islamic State," a Canadian enlistee in Islamic State, Andre Poulin, says in a videotaped statement that has been used for online recruitment. "You can easily earn yourself a higher station with God almighty for the next life by sacrificing just a small bit of this worldly life." The contingent of foreigners who have taken up arms on behalf of Islamic State during the past 3 1/2 years is more than twice as big as the French Foreign Legion. The conflict in Syria and Iraq has now drawn more volunteer fighters than past Islamist causes in Afghanistan and the former Yugoslavia — and an estimated eight out of 10 enlistees have joined Islamic State. They have been there for defeats and victories. Following major losses in both Syria and Iraq, the fighters of Islamic State appear to have gotten a second wind in recent days, capturing Ramadi, capital of Iraq's largest Sunni province, and the ancient city of Palmyra, famous for its 2,000-year-old ruins. There are battle-hardened Bosnians and Chechens, prized for their experience and elan under fire. There are religious zealots untested in combat but eager to die for their faith. They include around 3,300 Western Europeans and 100 or so Americans, according to the International Center for the Study of Radicalization, a think tank at King's College London. Ten to 15 percent of the enlistees are believed to have died in action. Hundreds of others have survived and gone home; their governments now worry about the consequences. "We all share the concern that fighters will attempt to return to their home countries or regions, and look to participate in or support terrorism and the radicalization to violence," Nicholas J. Rasmussen, director of the U.S. government's National Counterterrorism Center, told a Senate hearing earlier this year. "Just like Osama bin Laden started his career in international terrorism as a foreign fighter in Afghanistan in the 1980s, the next generation of Osama bin Ladens are currently starting theirs in Syria and Iraq," ICSR director Peter Neumann told a White House summit on combating extremist violence in February. One problem in choking off the flow of recruits has been the variety of their profiles and motives. Associated Press reporters on five continents tracked some of those who have left to join Islamic State, and found people born into the Islamic faith as well as converts, adventurers, educated professionals and people struggling to cope with disappointing lives.

hey say that ‘With great power comes great responsibility’. But in a democracy, ‘With great mandate, comes a great responsibility’. The unprecedented mandate given to the AamAadmi Party in the recent Delhi elections meant that expectations of Delhi’s citizens from the ‘new kid on the block’ were sky high. Now with the Delhi Government’s 100 day anniversary overlapping with one year anniversary of the Modi Government at the centre, many political pundits have taken out their yellow legal pads and drawn a point by point comparison of the performance showed by the respective Governments. It is amusing to note that even decades old political parties fail to get the kind of scrutiny offered to AAP ever since its inception. The AAP government in Delhi remains the most reported state Government in the country. While others may get bogged down by such intense scrutiny, AAP has happily taken it in its stride and involved the aamaadmi at every possible step of decision making. AAP’s 100 days journey has seen many hits and a few misses. A flashback of some of the major decisions taken by the Delhi Government in the past 100 days might just remind us why the people of Delhi chose AAP over others. 1031 rings all day long Political parties in India have a simple rule. Come to power, enjoy for 4 years, fulfil a couple of promises from the manifesto in the fifth year, make a new manifesto with same points for the next election! So when AAP got down to work from the very first day, it raised many eyebrows. AAP wasted little time in re-introducing the corruption helpline 1031 and get the ball rolling on its most critical election promise – eradication of corruption. The helpline got 12,731 calls in the first 24 hours of its operation. By the time the helpline had completed one month in operation in the first week of May, it had received over 1.25 lakh calls, resulting in 25 arrests, including that of a Delhi Police constable. As of writing this piece, more than 35 officials have been arrested and 152 suspended. The

"There is no typical profile," according to a study by German security authorities, obtained by AP. The study reported that among people leaving that country for Syria out of "Islamic extremist motives," 65 percent were believed to have prior criminal records. They ranged in age between 15 and 63. Sixty-one percent were German-born, and there were nine men for every woman. In contrast, John G. Horgan, a psychologist who directs the Center for Terrorism & Security Studies at the University of Massachusetts Lowell, found some common traits among American recruits or wouldbe recruits for jihad. Typically, he said, they are in their late teens or early 20s, though a few have been in their mid-30s. "From a psychological perspective, many of them are at a stage in their lives where they are trying to find their place in the world — who they are, what their purpose is," Horgan said. "They certainly describe themselves as people who are struggling with conflict. They are trying to reconcile this dual identity of being a Muslim and being a Westerner, or being an American." Some are driven by religious zeal to protect the caliphate, or Muslim theocracy, that the Islamic State has proclaimed in the one-third of Syrian and Iraqi territory now in its hands; others are thrilled by the chance to join what is tantamount to a secret and forbidden club. Still others appear to enlist mainly because others do. "What they have in common is that they are young, they are impressionable and they are hungry for excitement," Horgan said. Once recruits arrive in areas held by Islamic State, they appear to receive only rudimentary military training — including how to load and fire a Kalashnikov assault rifle. Nonetheless, they have been in-

volved in "some of the most violent forms of attacks" by the group, including suicide bombings and filmed beheadings of foreigners, said William Braniff, executive director for the National Consortium for the Study of Terrorism and Responses to Terrorism, a multidisciplinary research center headquartered at the University of Maryland. Areeb Majeed, 23, from a suburb of Mumbai, India, joined Islamic State in May 2014 and fought for six months, killing up to 55 people and taking a gunshot to the chest. But all was not heroics. He eventually called his parents from Turkey and asked to come home, according to Indian newspapers. “My village is under attack...”; “I need to go to war”. These are the words we will hear from the people around us every day. As urgent and panicky as it might sound, no war is happening in the real world but it is happening in the virtual world. Yes, there are clash of clans happening online, where the players are building communities, training troops for battle, attacking other players to earn gold and elixir. In this article, the writer who is an avid player himself tries to look at this epic combat strategy game Clash of Clans (COC) as a form of escapism from the real world.

t was a humid afternoon at the dentist’s. My dad was in for a root canal procedure. Quiet shadows making vague movements could be seen through the frosted windows. The nervous silence that one finds in the waiting rooms of dental wards was however absent. The clamour of something like the clink of coins echoed through the room every few minutes. The other patients awaiting their turn peered curiously towards the source. It came from the direction ofa rather haughty young lady who was probably in her 20s sitting in front of me. She was busy with her smartphone and seemed unaware of her surroundings. How was she minting money right in the dentist’s ward? Curiosity got the better of me, and I strained my neck to spy on what exactly was happening on her phone. She sat there playing a game, oblivious to the worries of the other patients, unmindful of the pain the old granny she had come with was experiencing. The granny seemed perturbed, and from the way she winced periodically in pain, I feared the worst- she was here for an extraction. Suddenly, I could hear the painful dying groans of women coming from her phone. This obviously had an effect on the granny. Her eyes winced in fear of anticipation of the pain one always expects at the dentist’s. A victorious trumpet blew. The young lady smiled in accomplishment. She had won a war, while sitting beside her granny, at a dentist ward. I would later come to know that this game was Clash of Clans. Clash of Clans is a strategy video game released for Android and iOS platforms. It is a freemium game which means users do not have to necessarily pay money to play it. In Clash of Clans, the player assumes the role of the leader of a village set in the medieval ages. The player can attack the villages of other players for loot, and simultaneously upgrade the armiesas well as the defences of his own village to protect it from raids from other players. This game also allows users to join ‘clans’, chat with other players, and help each other with troops, and war with other clans. So what is it about this game that makes it so popular? I knew I had to try it. After three failed attempts of downloading the game, through a network that was supposed to be 3G, I finally had the game. Players are required to choose a username, and I named myself ‘Belfire’, the son of the mythical wizard Rumplestiltskin. When I play the game I am no longer an Assistant Professor of English, but a fierce warrior who can do anything to save the interests of his village. I know a friend who is the sweetest person ever, who wouldn’t even hurt a spider. Yet on this game, she is known as ‘Wicked Witch’, and is a ruthless warrior. Games like these form an escape from reality and the accomplishments I achieve by moving my fingers do bring a sense of fulfilment. It allows me to be a hero, and save the day. After all, isn’t that what we all want? And so it began. I started getting notifications at 2am“Your village is being raided by Mirea!” Who was Mirea and what had I ever done to her? Why was she raiding my village! A man who can never even get up at 6am to jog was now wide awake at 2am exacting revenge from Mirea for destroying his village. I learnt to attack other villages (might I add without the slightest feeling of guilt), and felt satisfaction as my warriors collected the loot. My village was constantly raided as well, and the notifications would come pouring in. If I did not open the game for too long, a notification would read “Come back, your warriors need a leader!” Oh how could I ignore such a plea! I found myself engaged in prolonged talks about war strategy with my friends. Gamers argue that it has positive aspects as well. It allows one to relive childhood mythical stories of gallant medieval wars, it fosters a sense of team spirit – crucial for winning clan wars, and tests the problem solving and reasoning skills of players on the basis of how well they are able to strategise. Each war is new, and each day is unpredictable! It is this unpredictability which makes the game appealing. Whenever I feel I am perhaps taking this game too seriously, I can just visit any one of the many Clash of Clans Facebook groups to participate in virtual discussions with other players. A clan search reveals more than 70 ‘clans’ existing in Nagaland alone‘Naga Warriors’, ‘Padampukhri’s, ‘Chumu Kings’ and many others. Clash of Clans, since its release in 2012, has become a part of pop culture. Clash of Clans is taking the mobile gaming world by storm, and as such, is possibly a revelation into the human psyche and our deepest desires. New Delhi, May 26 (ap): Four months after becoming prime minister, Narendra Modi stunned Indians by picking up a crude straw broom and, holding it like a dance partner, gently sweeping at a small pile of green leaves on a New Delhi street. Modi, ever the darling of photo ops and grinning selfies, seemed to be calling for a cultural revolution, defying centuries-old hierarchies that make the idea of an official cleaning a street anathema in Indian society. By leading a new campaign called "Swachh Bharat Abhiyaan" or "Clean India Mission," Modi challenged those divisions while dignifying labor and elevating cleanliness as a nationwide goal. That was the first and last time the public saw Modi with a broom. As he passes one year in office, India is as filthy as it ever was with some of the world's most polluted air, rivers stinking with sewage and more than half the 1.2 billion population still defecating in the open. Despite lofty promises of a new pristine world filled with smart cities, sparkling waterways, solar panels and toilets for all, it is a mystery how Modi plans to get there. At the same time, environment experts say, the government is laying the groundwork to dismantle hard-fought laws for protecting the environment. With hundreds of millions mired in poverty, many believe economic growth at any cost is the only thing that matters. The latest budget slashed environment funds by 25%, with little outcry. Modi's approach embodies "the idea that like the West we will grow and clean up later," said historian Ramachandra Guha. "But we don't have access to colonies like Europe had," he said. India has a long record of making plans that come to nothing.

Previous governments also vowed better sanitation, cleaner rivers, renewable energy and various anti-pollution measures. Modi's promises on the environment include expanding solar power five-fold by 2022, ensuring everyone has access to a toilet by 2019, and cleaning the Ganges river of sewage and pollutants. The sanitation pledge alone requires building 70,000 toilets per day. The country is still 100 million toilets short of its goal while funds for sanitation were halved in the last budget. Environmentalists worry most about what is to come from Modi's government. They point to a mounting assault on environmental protections meant to check pollution, prevent unfair land-grabbing and establish legal rights for tribal communities to oversee the land they live on. One of Modi's first acts as prime minister was to form a committee that within three months issued a report recommending a wholesale shift in environmental regulation. The recommendations include eliminating independent pollution regulators and having industries police themselves.The Subramanian Committee report also suggests revising the mandate of India's environmental courts so that they consider only existing law and not scientific arguments and other considerations. While it's unclear which recommendations Modi's government will adopt, environmentalists believe it will embrace most of them within legislation soon to be presented in Parliament.Modi and many of his ministers have made clear they see India's environmental laws as roadblocks to economic development, holding up industry and halting infrastructure such as dams, highways and railways.

had been left helpless against ever-climbing inflation and economic insecurity. Urgent and decisive action was needed," Modi said. Talking about his government's work, he said, "Runaway prices were immediately brought under control. The languishing economy was rejuvenated, building on stable and policy-driven proactive governance." He said the economic growth has been revived and India is among the fastest in the world. endorsed by major rating agencies and international institutions across the world." The government, he said, has implemented the pending "bold reforms" like decontrol of diesel, raising Foreign Direct Investment (FDI) limit on insurance and defence and is moving ahead to roll out the Goods and Services Tax (GST). He said the Indian economy is expected to grow at over 8 per cent in the current fiscal, up from 7.4 per cent in 2014-15. The fiscal deficit is budgeted to come down to 3.9 per cent of the GDP this fiscal, from 4 per cent a year ago.

Asia’s migrant domestic workers rally to fight low pay and abuse BANGKOK, MAy 26 (ThOMsON ReuTeRs FOuNdATiON): Suay Ing was nine when she was first employed as a domestic worker, cleaning for a family and sleeping in their laundry room in the northern Thai city of Chiang Mai for $10 a month. The eldest of four children of migrant construction workers from Myanmar, Ing was 14 when she was trafficked to Bangkok by a broker who promised her a job and abandoned her. Hungry and with no identification papers or money, the unkempt child finally found a noodle shop owner willing to hire her for 3,000 baht ($100) a month in exchange for working 12hour shifts with three days off a month. Over the next 14 years, he taught her to manage the shop, but also beat her, docked her pay and even denied her food. “Even if my staff did anything wrong, I had to take responsibility for it. He would say, ‘How do you want to be punished? Do you want to be slapped? Do you want me to take your salary?’” recalled Ing, who is now 31. Two years ago, she plucked up the courage to leave her abusive boss, turning again to domestic work, but this time, armed with greater knowledge of her rights, she got decent pay, days off and reasonable hours. Over time, Ing began sharing her experiences with other domestic workers and she now offers advice on how to find safe, fair employment with the Network of Migrant Domestic Workers. “I tell domestic workers to ask about their days off, about whether or not they will have their sal-

aries cut if they go home,” Ing said in a voice that speaks to her determination to keep others from suffering hardship. “If the domestic workers ask these questions, then the employers know they can’t take advantage of them.” Asia is home to 41 percent of the estimated 53 million domestic workers worldwide, most of them women who enjoy few rights, work excessively long days and earn far below the minimum wage, rights groups say. Under Thai law, domestic workers are entitled to at least one day off per week. Labourers have a right to an eight-hour workday and a minimum wage of 300 baht a day, but these do not apply to domestic work, which is not considered formal work. The MAP Foundation, a migrant rights group based in Chiang Mai, said most domestic workers it had surveyed are paid between 4,300 baht and 5,000 baht

($130-$150) a month and work up to 14 hours a day. “Thai society does not see domestic work as work, so the person doing housework is not a worker,” said Poonsap Tulaphan, director of the Foundation for Labour and Employment Promotion, a Thai organisation that helped set up the Network of Migrant Domestic Workers and its Thai predecessor, HomeNet. “No Rights At All” The Myanmar domestic workers’ labour woes in Thailand reflect a wider problem across Asia. Many migrant domestic workers come from the Philippines, Indonesia, Laos, Cambodia and Myanmar, and work in neighbouring countries as well as the Middle East. Occasionally, cases of violence make the headlines, such as the 7-yearold girl from Myanmar who was enslaved for five years in Thailand, or the Indonesian maid, Erwiana Sulistyaningsih, whose em-

Abuse and exploitation in the Middle East has been so extreme that Indonesia recently barred domestic workers from working in 21 countries, media reports said. Activists say travel bans will only push women to migrate through illegal channels, putting them at greater risk of abuse. The best fix is to persuade governments to protect their citizens’ rights, says Elizabeth Tang, general secretary for the Hong Kong-based International Domestic Workers Federation. She said Asians have traditionally hired domestic workers from indigenous or ethnic minority groups, lower castes or poor families, and believe they are doing them a favour by doing so. “Employers tend to think, ‘You’re so poor. If I don’t give you work in my house, you will probably

die, you will have nothing to eat.’ These kinds of attitudes are deep rooted,” Tang told the Thomson Reuters Foundation. Governments also need to tackle unscrupulous agencies that lure women into domestic work abroad and charge exorbitant fees amounting to six months of wages, Tang said. With poverty at home, many women have no choice but to pay, putting homes and property up as collateral to pay broker fees. “In Cambodia and Indonesia, they have no rights at all and earn about $30 to $60 a month. This is the main reason they have to leave their countries and go abroad, even if they don’t know what will happen to them ... because what they earn at home will get them nowhere,” Tang said. Organised And Informed Many migrant domestic workers land in their new countries of employment unable to speak English or the local language, and with no friends, family or money. Organised networks - such as the ones the Filipinas, Indonesians and Thais have set up in Hong Kong - have helped to give women support and information to protect themselves. In Thailand, for example, the Network of Migrant Domestic Workers says about 15 of its 75 Burmese members have at least one day off each week. “I have worked as a domestic worker for 20 years, but I never cared about rights because I never met anyone who told me that I have rights ... I just wanted money, and thought I had to work to earn money. But ... then I learned my rights.”

Netanyahu offers to resume peace talks with settlement focus, official says

JeRusALeM, MAy 26 (ReuTeRs): Prime Minister Benjamin Netanyahu has proposed resuming peace negotiations with the Palestinians but with the initial focus on identifying those Jewish settlements that Israel would keep and be allowed to expand, an Israeli official said on Tuesday. Peace talks collapsed in April 2014 over Israeli settlement-building in the occupied West Bank and East Jerusalem, areas Palestinians seek for a state, and after Abbas angered Israel by reaching a unity deal with the Islamist group Hamas in Gaza. Asked about Netanyahu’s position, a spokesman for Palestinian President Mahmoud Abbas said settlement activity had to stop altogether before peace talks resume and that all core issues of the conflict with Israel needed to be addressed simultaneously. In a meeting in Jerusalem on Wednesday, Netanyahu told Federica Mogherini, the European Union’s foreign policy chief, that some of the land Israel captured in a 1967 war would remain in its hands while other parts would be left under Palestinian control, the Israeli official said. “Therefore negotiations should be resumed in order to define those areas in which we can build,” the official said, quoting Netanyahu. The remarks were first reported in the left-wing Israeli newspaper Haaretz. With the inauguration two weeks ago of his new right-wing government following March elections, Netanyahu faces U.S.

New test to help early diagnosis of ovarian cancer WAshiNGTON, MAy 26 (iANs): Opening up the possibility for early diagnosis of ovarian cancer, scientists have identified genetic material that distinguishes its cells from normal cells. These genetic material includes six mRNA isoforms produced by ovarian cancer cells but not normal cells could be used to diagnose early-stage ovarian cancer. Ovarian cancer is very difficult to diagnose and treat, making it an especially fatal disease. “We were inspired by many studies aimed at using DNA to detect cancer,”

said first author Christian Barrett at University of California, San Diego School of Medicine and Moores Cancer Center. “But we wondered if we could instead develop an ovarian cancer detection test based on tumour-specific mRNA that has disseminated from cancer cells to the cervix and can be collected during a routine Pap test,” Barrett said. They identified six mRNA isoform molecules that have the tumour specificity required for an early detection diagnostic of ovarian cancer. In contrast to DNA, mRNAs

are complementary copies of the genes and carry the recipe for every protein that the cell will produce from the nucleus to the cytoplasm. Whereas a cancer cell might harbour just one or a few copies of a DNA mutation, but mRNA variants can occur in hundreds to thousands of copies per cell. For the study, the team analyzed mRNA sequence data from 296 ovarian cancers and 1,839 normal tissue samples. The study was outlined in the Proceedings of the National Academy of Sciences.

Malaysian police reveal grim secrets of jungle trafficking camps BuKiT WANG BuRMA, MAy 26 (ReuTeRs): Malaysian police forensic teams, digging with hoes and shovels, began pulling out the remains of dozens of suspected victims of human traffickers on Tuesday from shallow graves discovered at a jungle camp near the border with Thailand. The government said it was investigating whether local forestry officials were involved with the people-smuggling gangs believed responsible for nearly 140 such graves discovered around grim camps in the country’s northwest. The dense forests of southern Thailand and northern Malaysia have been a major stop-off point for smugglers bringing people to Southeast Asia by boat from Myanmar, most of them Rohingya Muslims who say they are fleeing persecution, and Bangladesh. On Tuesday authorities took a group of journalists to one of the camps, nestled in a gully in thick jungle up a steep, well-worn path about an hour’s walk from the nearest road. Apparently abandoned in haste, what remained of the camp was little more than a tangle of bamboo and tarpaulin, but one police official, who did not want to be identified, said it could have help up to 400 people. Thousands of Rohingya Muslims are ferried by traffickers through southern Thailand each year, and in recent years it has been common for them to be held in remote camps along the border with Malaysia until a ransom is paid for their freedom. State news agency Bernama quoted Malaysia’s police chief, Inspector General of Police Khalid Abu Bakar, as saying that the camps were thought to have been occupied since 2013, and two were “only abandoned between two and three weeks ago”. Khalid told reporters on Monday that police had been “shocked by the cruelty” of the fenced camps, where he said there were signs of torture. The scale of the discoveries has raised questions about the level of complicity by officials on both sides of the border. LONDON, MAY 26 (AP): England took a thrilling first test at Lord's when it bowled out New Zealand for 220 to win by 124 runs with 9.3 overs to spare in the final session on Monday. Six bowlers shared the wickets as the team produced a victory following a tumultuous buildup, including the sacking of their coach, in an engrossing match that was a gift to test cricket. Fortunes fluctuated daily, and swung England's way for good with terrific swing bowling at the start of New Zealand's second innings. The Kiwis lost their openers within the first seven balls, and Ross Taylor for 8, and in half an hour they were in survival mode. They stalled England for 62 more overs, and were finished off under lights, Stuart Broad taking his third wicket. "It was a real team effort," captain Alastair Cook said. "It's been a rocky road for us over the last two weeks but from the mo-

ment the team turned up (last) Monday morning and hacked away around Grove Golf Course, there's been a really good spirit. Just as the wickets on the last day were shared, so were England's match honors. The positive-minded New Zealanders would have fancied the target of 345 in 77 overs achievable an hour before lunch, but in a blink they were in tatters. Openers Martin Guptill and Tom Latham went for ducks, followed by Taylor at 12-3. There was a touch of deja vu about it all, which recalled New Zealand's debacle at Lord's two years ago. Back then, New Zealand earned a target of 239, only to be routed for 68. Panic seized them then, but not on Monday. In the men's draw, seventh-seeded David Ferrer clinched his 300th career match-win on his favorite surface with a 6-1, 6-3, 6-1 victory over 94th-ranked Lukas Lacko, and 2014 U.S. Open champion Marin Cilic breezed past Robin Haase 6-2, 6-4, 6-2 to win his first Grand Slam match this year. Cilic is playing in his first major of the year after missing the Australian Open because of a shoulder injury.
