The Ceasefire Monitoring Group (CFMG) met in Dimapur on July 6. CFMG chairman, DK Pathak held separate meetings with the Ceasefire Supervisory Boards of the GPRN/NSCN and NSCN-R and also with the NSCN (IM)’s Ceasefire Monitoring Cell at the NAPTC, Chumukedima. Unlike earlier CFMG meetings when the Chairman often briefed the media, today’s meeting was bereft of post-meeting media briefing. Pathak chose not to comment about the meeting. He only informed that the implementation of the Ceasefire Ground Rules was discussed with the 3 Naga Political Groups in ceasefire with the Government of India. Stating that it was routine meeting, Pathak when prodded further said, “The idea of such meetings is to resolve differences, not to create controversy.” Supervisor of the CFSB, GPRN/NSCN, Jack Jimomi declined to make any comments. The CFSB, NSCN (R) also maintained a similar stance while terming the day’s talks as regular with some internal matter discussed. It was the CFMG’s 74th meeting with the CFMC of NSCN (IM), 13th with the CFSB of GPRN/ NSCN and the 3rd with CFSB of NSCN (R). DGP, Nagaland LL Doungel, Commissioner Nagaland, Sentiyanger Imchen and IGAR (North) Sanjay Gupta also attended the meetings.

This summer, 33 students of Oriental Theological Seminary (OTS) are on a unique mission. Perhaps, one of their biggest challenges– spiritually, emotionally as well as physically. On a mission to spread the message of “Clean Election” as a part of their summer internship, the students are traversing through two constituencies of Nagaland. The journey that kickstarted on June 20 will culminate on July 20. By then, the students, divided into 5 groups, would have covered more than 35 villages and towns in Tseminyu and Pughoboto areas. Rev. Dr. Chekrovei ChoO, Associate Professor of Applied Theology in OTS said the mission objective is about “conscientising people” and spiritualizing with the Churches. The mission briefing also involves meeting people from various walks of life and analysing the ground realities, observing practical challenges and findings ways out of it.

For instance, Dr. Choo opined that until there is clean e-roll, the idea of clean election does not hold waters. “This is beyond the jurisdiction of the church and needs people involvement at ground level.” Prior to their mission, the students were given one-week total orientation especially on interpersonal relationship and group dynamics at the mission centre in OTS. While, six faculties dropped them to start their mission on June 20, they have been left on their own since then. A mid-way assessment was done by two faculties on July 5 at their respective locations. The Council of Rengma Baptist Churches (CRBC) and Sumi Aphuyemi Baptist Akukuhou Kuqhakulu (SABAK) are actively endorsing the mission. Besides door-to-door education of households and church services, they hold interactions with various stakeholders, including Gaon Buras (GBs), Village Councils, members of Rengma Hoho; and other ‘important person’ including party political agents, youth and women. While the response has been positive, many were skeptical. “It will take time,” was a common refrain. At the ground level, people are still lost. The NBCC campaign is yet to have an impact in the interiors. It is quite a surprise, Aier noted. Election is viewed as a “One-time opportunity” for the people

In some cases, people considered OTS’ visit as another political party and assumed that the team “were coming with lot of money,” Aier added. Youth involvement in politics was also a common concern. “If flow of alcohol is stopped, clean election is possible,” a group of women told the team. One common trait was the “blame game.” As Aier pointed out “the church blames the public, who in turn blame the politicians, who return the favor equally.” However, the CEC effort is definitely bearing fruits. In Tseminyu village, for the next election, various NGOs

and people will collaborate and among others, stop door-to-door campaigns and provide a common platform for the candidates. In Tseminyu Town, we had a positive interaction with members of influential youthgroup(club)andhopefully, their involvement in the process will have a deep impact, Aier further stated. The group will be covering another 4-5 villages besides meeting different stakeholders before the mission ends. ‘Outside factors’ Another group - covering Asukiqa and Puhuboto areas under Pughoboto was camping in Lazami Village, their sixth village.

“Almost all the people agree that one of the most common problems is the involvement of villagers residing outside, during election,” said Vitoka Chopi, another MDiv student of OTS. Besides regular activities as the first group, another strategy is holding separate open discussion with women, youth, and men. Most people are skeptical and reluctant to share, but once a person breaks the ice, it opens a floodgate, observed Chopi. In many villages, the involvement of non-state actors was a crucial concern and their influences, especially during election, were very high. The Sumi Students Union (SKK)’s ‘Amikucho Kikishe’ (Clean Election) campaign launched in April is also making an impact. Most of the attendees have an idea about the concept, Chopi informed. However, many are still ignorant and everything is not in black and white. For instance, in one meeting, a young man opined that ‘backdoor appointment is positive’ as most could not get through the competitive exam. It was seconded by another. The team will be covering 5 more villages and towns, besides holding fellowship with SABAK, Kohima on July 20.

Incidentally, Shisunu already has a Clean Election Sub-Committee while in Ehunu Village there was a Clean Election Monitoring Action Committee. Kandinu, a candidate village since 1964 is not fielding anyone from the village next election, but has affirmed for clean election. Sharing his experience, Shozenlo Thyug, another M.Div student said: “People were most interested with the Youthnet analysis of election expenditure in 2008 &13.” A 60 plus old man during a meeting confided to the team that he had never allowed his wife to vote barring once or twice. The election commission is faulted too. “They are sending security, but they never do anything when malpractices or other activities occur.” In all the areas the teams visited, there is a common refrain perhaps felt across Nagaland. “It is loss for us if it is done only in our areas or by us.” Finding solution to this predicament would be a key factor for the success of the CEC.

RTE Act, the no-detention policy unveiled by the previous UPA (United Progressive Alliance) government, came into force on April 1, 2010, with the intention of ensuring that every child aged between six and 14 received school education. However, for the past many years, concerns have been raised about the negative impact of the policy on the academic performance of students. The Minister also said that a probe was going on into the massive irregularities in the Tripura University, a central varsity. Teaching and non-teaching staff of the Tripura University have been agitating for several months against alleged irregularities in the central varsity. The Tripura assembly also recently unanimously adopted a resolution, urging the HRD Ministry to take action on the complaints. The University Grants Commission (UGC) recently directed a special audit of the university to check complaints of financial, administrative and academic irregularities. The UGC order follows an HRD Ministry directive.

Interlocutor to the Naga Peace Talks, RN Ravi today held consultations with various Naga civil societies in Kohima regarding the settlement of the Naga political issue with the Government of India. The closed door consultative meeting which went late into the night was reportedly held separately with the Naga Mothers Association (NMA), Naga Students Federation (NSF), Senior Citizens Forum, Rengma Hoho, Nagaland Gorkha Association, Angami Public Organization, Chakhesang Public Organization, Nagaland Tribes Council and Western Angami Public Organization. The local media was not made privy to the meetings despite requests. It is learnt that almost all the Naga civil societies attending the meeting reportedly made their feelings clear - that the settlement should be inclusive, including all the Naga political groups. Sources from the civil societies quoting the words of the Interlocutor, disclosed that this may well be the last meeting before initiating the implementation of the Framework Agreement, which possibly could take place this year itself. “We were told that settlement to the Naga peace talks is coming soon and that the Framework Agreement is likely to be implemented by this year itself,” a participant of the meeting who did not wished to be named stated. This could however not be independently confirmed. Naga Mothers Association (NMA) Advisor Dr Rosemary Dzuvichu said RN Ravi appeared more positive this time, on the context of an early settlement being reached between the NSCN (IM) and the Government of India on the Naga peace talks. The NMA during the meeting also raised concerns on the ongoing ban against the NSCN (K) and urged for a peaceful dialogue between the GoI and the NSCN (K). “We also stressed

Today, he held a series of meeting at de Oriental, Kohima and will be holding another round of consultation on July 7 at the Police Complex, Chumukedima. The closed door ‘consultative’ meet did not include the media. After repeated requests and a two hour wait at De Oriental, media persons were given a “good one minute” with the Interlocutor, where he said, “We are close to a solution and we wanted to have one more round of consultation with the Naga civil society.” According to Ravi, the consultations with the civil society are being held to get their views, perceptions, and their positions. “If they have something to say, we will take it,” said Ravi quickly stated. Asked whether the Government of India plans to

Tuli, July 6 (MExN): The first ever Sub-District Industries Centre (SDIC) and a Common Facility Centre (CFC) for Bamboo, Cane and Wood-Based Handicraft cluster was inaugurated at Tuli on July 6. Addressing a public gathering at the inaugural function, Parliamentary Secretary, Industries & Commerce Amenba Yaden urged the public of Tuli Sub-Division to make full utilization of both the facilities in order to usher in an economic revolution in the area. He said that, although Tuli was declared an industrial zone long time back, it could not grow mainly due to absence of an enabling entrepreneurial ecosystem. He hoped that the establishment of the SDIC would facilitate ease of doing business policy of the government wherein an entrepreneur will be assisted through single window system. KohiMa, July 6 (diPr): Deputy Commissioner, Kohima, Rajesh Soundararajan, IAS has issued a notification that license for all categories of arms as prohibited arms/ bore can be issued only by the Central Government that requires prior approval of the Ministry of Home Affairs. The Deputy Commissioner also stated that, the issuance of special permit for prohibited arms/bore by the State Government has been discontinued with immediate effect, and all such permit issued till date will stand cancelled. In view of cancellation of special permit the holders of such permit under Kohima District have been directed to surrender their license along with the weapon to the nearest /respective police station within 30 (thirty) days from the date of issue of this notification. The notification further directed the holders to apply for regular license from the Government, which shall be issued only with the approval of the Government of India, Ministry of Home Affairs. Also in pursuance of the instruction of the Election Commission of India, the DC informed that all licensed arms holders of Kohima Town area, Kohima Village, Chedema and Chedema Model Village are directed to deposit their arms in nearest police station between July 15 and 22 without fail. This is for strict compliance of all concerned. Debris of IAF helicopter, crew's bodies recovered new Delhi/itAnAgAr, july 6 (iAnS): The wreckage of the Indian Air Force helicopter that crashed in Arunachal Pradesh on Tuesday and the bodies of the three crew members and one policeman on board have been recovered, the IAF said on Thursday. A court of inquiry has been ordered to ascertain the reason for the crash in the northeastern border state's Papum Pare district. A defence statement said Arunachal Pradesh Police team spotted the wreckage of the helicopter on Wednesday evening during the search by joint rescue teams of Army, the National Disaster Response Force, police and the Indian Air Force. The wreckage and the bodies were found in Sopho Yuha, near Hostallam village, about 30 km from Itanagar. On Thursday morning, rescue parties comprising IAF's Garud commandos and a medical team, Army, NDRF were able to reach the crash site along with the Arunachal Pradesh Police team that had sighted the wreckage. "The bodies of three personnel have been recovered so far. A Court of Inquiry has been ordered to investigate the cause of the accident," the IAF said. The crew comprised Wing Commander M.S. Dhillon, Flight Lieutenant P.K. Singh, Flight Engineer Sergeant Gujjar while Indian Reserve Battalion member Nada Umbing had boarded the helicopter from Pilputu Helipad near Sagalee on Tuesday. The Advanced Light Helicopter (ALH) of the IAF engaged in flood rescue mission in the state went missing at 3.50 p.m. on Tuesday after it took off from Pilputu. The helicopter was evacuating people stranded in Sagalee and Dambuk due to massive landslides caused by heavy rains. Papum Pare district official J.Pertin said the helicopter had made five sorties since it arrived there at around 10.30 a.m. on Tuesday morning. "In the sixth sortie to Naharlagun, for unknown reason, the crew did not take the last batch of nine civilians and took off from Sagalee with just one policeman, who was deployed to help the two crew members and then went missing," Pertin told IANS.

‘China could stoke unrest in Sikkim’ Beijing, july 6 (iAnS): China could stoke unrest and aid "anti-India movements" in Sikkim to help it secede from India, an influential Chinese daily has warned in an unusually strong editorial, amid a soaring border row between New Delhi and Beijing. Taking the anti-India rhetoric to a completely different level, the staterun Global Times, which on Wednesday virtually called for war over the stand-off in Doklam area, said: "Bhutan will also witness anti-India stir, which will negatively affect India's already turbulent northeast area and rewrite southern Himalayan geopolitics". The daily said creating trouble for India in Sikkim and neighbouring Bhutan was one of the "tools" to deter New Delhi from "provocations". The newspaper said Beijing was not afraid of India using the Dalai Lama card which has been "overplayed". "Beijing should reconsider its stance over the Sikkim issue. Although China recognized India's annexa-

tion of Sikkim in 2003, it can readjust its stance on the matter," the editorial warned. "There are those in Sikkim that cherish its history as a separate state, and they are sensitive to how the outside world views the Sikkim issue. As long as there are voices in Chinese society supporting Sikkim's independence, the voices will spread and fuel pro-independence appeals in Sikkim." Sikkim was a kingdom until 1975 and became India's 22nd state. It is one of five Indian states that share border with China. Manipur Chief Minister, N Biren Singh said that the State Government of Manipur has taken up various relief measures and immediate steps have been taken to tackle the recent flood situation of the State. This was stated by him today at the press conference held at CM’s Secretariat in presence of Minister for Agriculture, Veterinary and Animal Husbandary V. Hangkhanlian and Minister for CAF & PD Karam Shyam. Highlighting the shortages of the daily essential commodities during the flood situation, the Chief Minister assured that 12,000 Metric Tons of rice is available under the CAF and PD department and is ready to be distributed to the general public of the State. Such rice would be made available at Rs 22.53 per kilo to the general public of the State, he added. Mentioning that the flood hit farmers of the State need not to be panic of the situation, N. Biren Singh said that short duration paddy seed varieties which can be harvested in 100 days such as RC Maniphou-12(RCM12) and Maru Taru University-1010(MTU1010) are available for the flood affected farmers of the State. Either

paddy seed varieties or the rice seedlings will be available at free of cost to the people, he added. He further said that a total area of 40,000 hectares of agricultural land have been affected viz. 14,079 hectares in Imphal East, 7,700 hectares in Imphal West, 9,000 hectares in Thoubal, 9,210 hectares in Bishnupur and 20 hectares in Urkhul in the recent flood in the State. 20.51 percent of agricultural area has been affected out of the targeted area of 1,95,000 hectares in the State. Transplantation of such short duration paddy seed varieties can be taken upto the month of August, he added. The Chief Minister said that the government would identify and verify the total submerged area affected by the flood in the State soon. On the occasion, of Minister for Agriculture, Veterinary and Animal Husbandary V. Hangkhanlian said that certain measures have been taken up by the Agriculture and Veterinary department and mobile team, five Rapid Action Teams of the Veterinary department, headed by two doctors with field assistants have already been set up for treatment and necessary vaccination of the animals in the flood affected areas. Mobile Plant Health camp has been set up for the farmers, he added.

The 19305 Indore – Guwahati Weekly Express will leave from Indore every Thursday at 14-00 hrs to arrive Guwahati at 14-25 hrs on Saturday. During return journey train number 19306 Guwahati – Indore Express will leave Guwahati every Sunday at 05-15 hrs to arrive Indore at 0710 hrs on Tuesday. The train will cover the distance of 2280 kms between Indore and Guwahati in less than 50 hours. Flood situation remains unchanged in Assam, CM holds review meeting guwAhAti, july 6 (iAnS): The flood situation in Assam remained unchanged on Thursday with close to four lakh people still affected in 15 districts of the state. Chief Minister Sarbananda Sonowal on Thursday reviewed the flood situation and directed Revenue and Disaster Management Department and district administrations to reach out to the affected people and step up relief and rescue operations across the state. He also asked the MPs and MLAs to remain in their constituencies and supervise rescue and relief operations. The Chief Minister also took stock of the prevailing situation and directed district administrations to provide relief materials including pure drinking water, medical facilities and security to the camp inmates. He also asked Revenue and Disaster Management Department to disburse an ex-gratia relief to the next of the family members of those killed in the current spate of flood within 48 hours. Sonowal also asked Animal Husbandry and Veterinary Department along with SDRF to undertake operations to rescue the marooned animals and provide fodder to cattle and the Agriculture Department to ensure supply of superior quality seeds to the farmers whose crops have been devastated in the flood. He also asked APDCL to see that no casualties take place due to electrocution. The current spell of flood affected 47 revenue circles and 857 revenue villages as well as 3,94,000 people necessitating the Government to open 128 relief camps. Flood have already damaged more than 16,000 hectare crop area while 19 people lost their lives due to rising water levels of the rivers like the Brahmaputra, Dikhow Dhansiri, Jia Bharali, Beki, and Kushiyara.

Using Skype, researchers were able to receive incoming calls, dial out and place callers on hold with the battery-free phone, the study said. “The cellphone is the device we depend on most today. So if there were one device you’d want to be able to use without batteries, it is the cellphone,” said Joshua Smith, Professor at University of Washington. “The proof of concept we’ve developed is exciting today, and we think it could impact everyday devices in the future,” Smith added.

bengaluru, July 6 (IanS): In a bid to prevent impersonation fraud, Microsoft has integrated its “Made for India” Skype Lite app with Aadhaar, allowing users to verify the caller’s identity online. “With the latest version of Skype Lite, Aadhaar integration can be used to verify users’ identity online, helping them communicate more securely with others,” Microsoft said in a statement. Aadhaar is considered to be the world’s largest national identification number project and allows users in India to communicate with government, business, and others with a higher level of trust and lower potential for fraud. This feature can be particularly useful for making a Skype Lite call to an important business client or government representative. By using Aadhaar, both parties can verify their identity at the beginning of the Skype Lite call to prevent impersonation fraud. Either party can request Aadhaar verification over a video call using Skype Lite. In order to confirm your identity, you will need to click on “Verify Aadhaar identity”, enter your 12-digit Aadhaar number and then authenticate with a one-time password sent via SMS. Once validated, you can choose to share pre-selected Aadhaar information with the other person to confirm your identity. “You will still get the same great Skype Lite experience during the call and once you’ve finished speaking, both parties will see the Aadhaar verification captured as an event within the conversation,” Microsoft said. “Skype will not store any Aadhaar information and as always, your personal information -- including your video and audio conversations -- is securely encrypted,” the statement added.

Wildlife Range in Wokha soon Wokha, July 6 (MExN): A Wildlife Range in Wokha would be created soon, a state government informed recently. Speaking on behalf of Government of Nagaland, Imtienla Ao, Secretary, Forest Department disclosed this while discussing the financial condition of the Government and budget allocation to the Forest Department during ‘HumanElephant (Wild Animal) Conflict Mitigation’ awareness campaign on July 4. I

t is imperative for Naga society to introspect whether or not the public discourse is talking about corruption with abhorrence. Today, the practice of corruption in Naga society has gone up to the ‘next level’ in spite of the issue being the focus of many household discussions. When it comes to tackling an issue like corruption, realizing and understanding the society’s position of its collective attitude, as well as, the depth and breadth of the moral vacuum are necessary. This is important because, as long as the collective attitude of the engaging society is indifferent towards such sordid indulgences, there cannot be talks of the issue with abhorrence towards corrupt practices. It is very important for the society to change its collective attitude towards corrupt practices if it is to engage in a genuine and effective fight against corruption. The morality level of a society grounded in the lowest ebb engaging with an issue like corruption is something akin to attempting to grab a giraffe’s neck by a crawling child. So, campaigns against corruption cannot be effective as long as the moral vacuum is left unaddressed. It is high time for ‘concerned’ people to take this perspective seriously. As commented earlier in this column, there are no quick fixes or smart strategies to address the challenge of corrupt practices and hypocrisy. The Naga tragedy is that, our present society considers slogans such as ‘Moral Soundness’ as another clichéd campaign since such slogans no longer stimulate the public mind. The society’s sense and loss of understanding to distinguish between morality and ‘otherwise’ is also responsible for this grim trend, thereby, making the campaign lay inert. Sadly, such is the degree of moral crisis where our society is not in a position to appreciate someone’s progress propelled by talent and sheer hard work. Or for that matter, instead of raising eye brows in disapproval to the exploits of the powers that be, our society rushes to applaud them. In so doing, a sort of an aura around the corrupt is created. It is high time our society realizes that, unlike other issues, the collective attitude of a society is indissolubly linked with the effectiveness of public campaigns on issues such as corruption. When the attitudes of people towards corrupt practices begin to change, then, they become more conscious of the consequences of corruption. Hence, the case for supporting campaigns against corruption will become compelling to them. The Naga dilemma is that, ‘a blind leading another blind’ narrative is now defining our sorry story. If the collective attitude is indifferent towards corrupt practices, then, where will the required stimuli come from? This is the pertinent question today. This situation demands for stimulating concerted discourses on how to correct our attitude towards corrupt practices and should be initiated as part of the ground laying measures to fight corruption. This suggestion, however, does not mean to say that the ‘conventional’ or ‘traditional’ measures to deal corruption should be smothered.

Progress on World Hunger Has Reversed

W

orld hunger has increased, reversing years of progress, said a UN specialised agency. During its biennial conference held in Rome, Italy from 3-8 July, the Food and Agriculture Organisation (FAO) noted that the world is facing it’s worst food crisis since World War II. “I wish I could announce here today some good news regarding the global fight against hunger…but, unfortunately, it is not the case,” said FAO’s Director-General Jose Graziano da Silva to member states at the opening of the meeting. FAO has identified 19 countries facing severe food crises due to a combination of conflict and climate change including South Sudan, Northeast Nigeria, Somalia, and Yemen where nearly 20 million are affected. Though South Sudan recently declared that it no longer has areas in famine, millions are still on the brink of starvation as violence and insecurity ensues. In fact, almost 60 percent of hungry people around the world live in areas affected by conflicts and climate change. With no relief to be seen, many turn to migration, contributing to the doubling of global displacement, said Graziano da Silva. The concerning trends comes just two years after the adoption the internationally agreed Sustainable Development Goals which includes targets to eradicate hunger by 2030. “Strong political commitment to eradicate hunger is fundamental, but it is not enough. Hunger will only be defeated if countries translate their pledges into concrete action, especially at national and local levels,” said Graziano da Silva. Though peace is important to end these crises, the international community cannot wait for peace in order to take action, he added. Italian Prime Minister Paolo Gentiloni similarly called for “renewed and extraordinary efforts” during a keynote address, particularly pointing to the influx of migrants into the European Union (EU) country’s shores. Italy is one of the major destinations for migrants who embark on dangerous journeys across the Mediterranean sea. In the first six months of 2017, Italy has taken in over 82,000 migrants. In the past week alone, more than 10,000 migrants have been rescued from overcrowded, unstable boats by the country’s coastguard. Overwhelmed by the numbers, the country has threatened to close their ports to rescue ships unless other EU countries share responsibility and help take in migrants. However, responding to emergencies alone will not be sufficient. “To save lives, we have to save their livelihoods. We cannot save people and put them in camps,” said Graziano da Silva. FAO has highlighted the importance of work around climate change mitigation and adaptation, sustainable agricultural production, migration, and support of conflict-affected rural livelihoods among its key priorities. “There is no peace without sustainable development, and there is no sustainable development without peace. Vulnerable people, rural people cannot be left behind…we have to build the conditions for them to thrive, for them to have hope, for them to exercise their human right to food,” Graziano da Silva concluded. Around 1000 participants are expected to attend the 40th session of FAO’s conference, including a 176 member delegation. Participants will address pressing policy issues related to global food security and will review and vote on FAO Director-General’s proposed program of work and budget for 2018-2019.

decade ago, it was difficult to get Western policy makers in governments to be interested in the role of religious organizations in human development. The secular mindset was such that religion was perceived, at best, as a private affair. At worst, religion was deemed the cause of harmful social practices, an obstacle to the “sacred” nature of universal human rights, and/or the root cause of terrorism. In short, religion belonged in the ‘basket of deplorables’. Yet, starting in the mid-1990s with then President of the World Bank, James Wolfenson, and celebrated in 2000 under then UN Secretary-General Kofi Anan when the Millenium Development Goals were agreed to, a number of religiously-inspired initiatives coalesced, all trying to move ‘religion’ to international development’s ‘basket of desirables’. The arguments used to begin to generate positive interest in the role of religious NGOs in international multilateral fora were relatively straightforward. Today they are almost a cliche: religious institutions are the oldest social service providers known to human kind, and several basic health and educational institutions of today, are administered or influenced to some extent, by religious entities. So if we are serious about strengthening health systems and universal access to healthcare, enhancing educational institutions, content and accessibility, protecting our environment, safeguarding the rights of marginlised and vulnerable populations, countering social exclusion and ensuring human dignity, then – the argument is – we have to work with those who influence minds, hearts, and continue to provide and manage significant amounts of social services in most countries. Facts and figures as to how many social services are provided by/through religious institutions continue to be provided and roundly disputed. The number of initiatives within the secular multilaterals – like the UN – which focused on ‘religion and development’ began to slowly attract the attention (and the money) of some western donor governments such as Switzerland and Norway, both of whom were keen on mobilising religious support for women’s rights in particular. Some governments (such as the USA and the UK) dabbled in engaging with religious NGOs both at home in their own countries, and supporting some of them in their development and humanitarian work abroad. Nevertheless, from a multilateral perspective, the larger tapestry of western donor support to efforts around religion, tended to be marginal – dipping toes in the water rather than taking a plunge. With the increasing presence of al-Qaeda on the world stage in 2001, and the subsequent war in Iraq and Afghanistan, the world witnessed the emerging gruesome hydras of religious extremism, at once fueling, and being fueled by, the phenomena of ultra nationalism, racism, xenophobia and misogyny. Some western governments spoke openly of engaging religious actors in counter-terrorism, but this narrative was fraught with political tensions. It was only when migrants appeared to ‘flood’ European shores (albeit in numbers which are only a fraction of those ending up in developing countries), that there was a noticeable surge of keen interest by several western governments in ‘this religion thing’. For the UN developmental entities who had invested significantly to generate the interest of their largest western donors in the relevance of religions to development, spurred by the learning from the MDGs and with a view to realizing Agenda 2030, there was a noticeable volte face which was taking

place right under their noses. Almost overnight, UN-steered initiatives to engage with religious actors and enhance partnerships around health, education, environment, women’s rights, humanitarian work, all of which had been painstakingly prepared and backed by years of research, consultations, networking and shared practice (as the work of the UN Interagency Task Force on Religion and Development testifies) became the object of desire by some governments. Rather than seek to support the UN in continuing to engage with this work and the critical partnerships developed and labored over for years, however, the objective of these governments is to seek to directly manage the convening, networking and funding roles of faith-based entities, ostensibly with the same objectives of achieving the SDGs. But there is a critical difference between the UN convening and working with faith-based organizations and religious leaders, and one or a handful of governments doing so. To survive, to thrive, and to protect human rights, the agenda of multilateral entities has to remain distinct from the national selfinterest of any one government – or a handful thereof – no matter how powerful this government (or these governments), may be. This applies to all issues, constituencies and types of partnerships outlined in SDG 17. But the argument here is even more powerful: that where religions are concerned, the need for unbiased and non-partisan engagement with religious actors, distinct from any one nation’s self-interest, is crucial. If there is suspicion about the role of a non-western government in supporting religious actors in countries outside of its own, then why do we not also suspect western governments of involving themselves in supporting religious efforts in countries

other than their own? This question becomes especially pertinent when we begin to look at the religious composition of the western governments now keen on ‘supporting religion and development’ abroad – they are mostly Christian. And if we look at the governments viewed with much suspicion who have long been supporting religious engagement overseas (also for development and humanitarian purposes, one might add), they tend to be Muslim. A coincidence perhaps? To avoid these kinds of questions, it would behoove all concerned parties interested in achieving the significant targets of the Sustainable Development Goals, and with a view to endorsing the United Nations’ mandate of safeguarding peace and security and protecting human rights, to support the efforts of the UN system in engaging the whole of civil society. Rather than efforts driven by some governments, to work with select religious actors, in some countries, the challenge (which is fully achievable) is to strengthen the multi-faith and broad-based civic coalitions of legally registered, bona fide NGOs, working with and known to their governments and to the UN entities, at national, regional and global levels, to deliver for the world. Otherwise, the danger is that such efforts will be misconstrued as the new colonial enterprise in international development, playing into rising religious tensions globally. History is replete with examples where mobilizing religious actors in other countries, no matter how well-intentioned, can create some rather unholy alliances. Time Stands Still for Nepal’s Conflict Victims marty logan

econstruction and reconciliation require finances and physical structure, but the families of the victims of the conflict first and foremost need their integrity protected. Physical and financial compensation mean little without justice,” wrote Suman Adhikari nearly 11 years ago, during a ceasefire in Nepal’s Maoist insurgency. The conflict ended later that year, leaving 17,000 dead over a decade, including Adhikari’s father. A teacher and headmaster in Lamjung district, he and his fellow teachers in January 2002 refused Maoist demands to hand over 25 percent of their salaries. Days later, cadres seized him as he was teaching a Grade 10 class, bound his hands and legs, and dragged the man out of the school to a forest, where he was stabbed in the stomach and shot in the head. His body was left tied to a tree. Soon after, Suman returned to the capital Kathmandu, where he began talking to other conflict victims about their own horrible experiences. They met with civil society organisations and political leaders, created an organisation and submitted their demands to political leaders then crafting the Comprehensive Peace Agreement (CPA). Today, as chairperson of the Conflict Victims Common Platform, Suman finds himself repeating many of the same requests. One of the Common Platform’s main demands is that the government provide needs-based compensation

to victims. The state has paid most of them Rs 500,000 (4,834 US dollars) as interim relief since the conflict ended but Adhikari says one-off payments can’t replace many of the breadwinners who families lost; without them, many are still struggling to find sufficient work or pay school fees. “Many victims have been unable to get on with their lives. They are frustrated and suffer from psychological trauma,” he says. While society moves on, with, for example, the political leader who was prime minister three times during the insurgency taking over as PM again last week from former Maoist supremo Prachanda, victims are being forgotten, Suman says. “They still haven’t had the chance to speak of their pain properly, from the heart.” A recent report found that victims have diverse demands for ‘truth’. Prepared by the Nepal office of the International Centre for Transitional Justice and local think-tank Martin Chautari from recent interviews with victims, it noted that many people needed closure and an end to their ambiguous losses. “Our people will come home today or tomorrow. We watch the roads,” said one woman in Bardiya, the district that had the most disappearances during the conflict. Recognition is also a common wish, Aileen Thomson, head of ICTJ Nepal, told IPS. “They feel that the violation happened because of their membership in certain communities … a lot of times violations perpetrated by the

State were because of perceived associations with the Maoists, which was really tied to identity and community and where you lived.” The survivors want society to know that their kin were innocent victims, caught in the crossfire, adds the report. Just as victims’ demands varied, civil society also had different ideas about what transitional justice should achieve, says Mandira Sharma, cofounder of Advocacy Forum, an NGO that filed numerous court cases for conflict-era crimes. But those theoretical discussions were shelved when it became apparent that political leaders from both sides were hoping to use the process to avoid prosecutions, adds Sharma, who is now doing a PhD in human rights and law. “We went to see the prime minister at that time, Girija Prasad Koirala, and he was very open and honest. He said ‘Look, I had concerns raised by the military, I had concerns raised by the Maoists, and I have assured them that nothing will happen to them… We have to turn now to development, and we have to forget what happened’.” Instead, Advocacy Forum and other groups continued to take cases to court. After victims received their interim relief, “You could have closed the chapter forcing victims to be quiet with that, but that would have been temporary: this deep sense of injustice would have remained,” Sharma says. “In that past that’s what we did (using commissions formed after earlier political milestones like Nepal’s return to democracy in 1990). That hasn’t

helped us to heal, that hasn’t helped us to improve the justice system, to correct the sense that certain people are always above the law. And there’s a very deep sense of inequality in our system because of this. We identified this as something we had to fix.” Today though, transitional justice appears at a near standstill. The government created truth and disappearances commissions in 2014, but the legislation was severely criticised on several fronts. The Supreme Court later struck down a provision that grants amnesty for serious human rights violations. Human Rights lawyer Raju Chapagain says that while the laws creating the bodies must be amended, the truth commission could be making efforts to advance transitional justice, which would also help to diminish a strong sense of scepticism about the body. “Nothing is preventing them inquiring into human rights violations. Commissions have powers equivalent to courts; they have adequate powers in terms of inquiries,” he says. By taking action the commission could overcome its “credibility gap,” Chapagain adds, but it has failed to date, in part because it hasn’t engaged with victims. The truth commission opened its office in Pokhara, west of Kathmandu, this week, one of seven regional centres, but Adhikari says the body still refuses to engage with victims. “The commissions are not good, the appointments are political, the commissioners are new to this: they should at least have a willingness to learn and to collaborate – but they don’t listen to us.”

W

eeds have been existing on the earth ever since man started domesticating/cultivating plants and animals around 10,000 B.C. Weeds have been recognized as a problem since then and the battle against weeds is a never ending one. Between humans and continuing food supply, there stand four natural hazards, e.g. weather, weeds, insect pests and plant diseases. Sometimes these hazards work independently and many times they work hand in hand. Weeds are the most underestimated crop pests in tropical agriculture although they cause maximum reduction/loss in the yields of crops than other pests and diseases. Of the total annual loss of agricultural produce from various pests in India, weeds roughly account for 37%, insects for 29%, diseases for 22% and other pests for 12% (Yaduraju, 2006). They decrease quantity and quality of produce/food, fibre, oil, forage/fodder, animal products (meat and milk) and cause health hazards for humans and animals. Thus weed control is indispensable in every crop production system. 1. Prevention of weed First prevention means stopping weeds from infesting an area. It advocates not permitting a weed alien to an area to enter into and infest that area. The area could be of any dimension, a block, a district, a state or a country. However, the success of weed prevention decreases vis-à-vis difficulty in achieving it increases if the size of area increases. In true sense, it was earlier intended towards prevention of exotic weeds. Secondly, in crop field situation, prevention highlights on the aspects how best the seed reservoir/bank could be exhausted, although complete exhaustion is a rare possibility. In this situation, preventing weeds to emerge from soil and grow vigorously and/or preventing existing weeds to come to seeds, tubers, rhizomes or other propagules for dissemination are considered to be preventive approaches. The weed control/management measure adopted the year before, in fact, may be a preventive approach for the coming year. Even certain cultural practices/methods such as stale seedbed; competitive crop and cultivar; time, method & rate of sowing; spacing; irrigation; time, method and rate of fertilization; intercropping; crop rotation; cover crops; etc have bearing towards reducing growth and seed production of weeds. Thus prevention requires a set of practices rather than a single practice to tackle the introduction and spread of weeds. Their individual effect is small, but the impact is enormous when the very/same practices followed together for a long period under certain situation. Impact assessment/quantification of prevention approach should focus on the combined effects of all practices adopted together rather than that of a single practice. In certain agro-ecosystems/crop field situation, a single option of prevention not attended may mar the effect of all other practices carefully attended towards prevention. This makes impact analysis on quantitative term difficult and prevention a more qualitative aspect. The measures/options normally suggested towards prevention of weeds seem to be simple and easy, but difficult to execute/follow and achieve the result compared with control. Preventive measures/methods i) Pure and clean crop seeds and seed certification Always use pure, clean crop seeds, which do not add seeds of the exist-

ing or new weed species to the soil seed bank. It acts as an insurance/ check against increasing weed (both existing and new weeds) problem in the long run. ii) Stale seed bed Stale seedbed technique is a cultural-cum-preventive measure. It is cultural from the point of view of pre-sowing 2-3 tillage invariably adopted by farmers since long time to prepare a good seed bed and to control early flushes of weeds. iii) Well-decomposed farm yard manure (FYM)/compost: Fresh or undecomposed farm yard manure/compost is a source through which weed seeds are added to soil. Therefore, it should be always well-decomposed/well-rotten and free from weed seeds. iv) Clean farm machineries and farm animals Farm machineries like tillage and harvest implements are another source from which weed seeds get into crop field. They should be cleaned properly and the soil sticking/adhered to the implements particularly ploughs, tractors must be removed before it is carried to another field. Accordingly similar treatment may be given to the farm animals since several weed seeds adhere/entangle with the furs and skins of animals by means of some hook like structures and disperse. These are very small efforts towards weed prevention and have hardly been ever evaluated or quantified. v) Clean irrigation channels and water or alternative irrigation method/system Irrigation water carries soil and weed seeds to a crop field. Some sub-surface (drip) and over-head (sprinkler) irrigation systems may be installed as per feasibility and applicability in crops, soil and climatic conditions vi) Clean farm bunds, roadsides, fences and other non-crop areas Weeds on farm bunds, paths/roads and fences should be controlled occasionally always before they go for flowering to avoid weed perpetuation in the field. Similarly weeds not controlled by measures adopted should be removed from the field before they flowered vii) Sand, soil from an infested area should not be transported and used to a clean or cultivated area. viii) While up-rooting crop seedlings, weed seedlings up-rooted may be removed before crop seedlings are taken to main field. In transplanted crops like vegetables, rice, this may be an important mechanism of spread of weeds. Otherwise, weed control has to be exercised in the nursery. ix) Weed/plant quarantine laws An enactment is always required to check movement of noxious and pernicious weeds such as Striga sp, Orobanche sp, Parthenium hysterophorus, Eichhornia crassipes, Chromolaena (=Eupatorium) odoratum, Salvinia molesta, Lantana camara etc. It could be both interstate and inter-country movement. Weed law prevents dissemination

by manual, physical or mechanical ways of weed species in general and noxious weeds in particular across regions, states or countries. It also prevents farmers from using mislabeled or contaminated crop seeds. Weed law exists only in Karnataka in India, which declares Parthenium hysterophorus as a noxious weed. It should be enacted across states and countries and should include most of the noxious weeds. Again noxious weeds can be prohibited ones (having seed as well as vegetative propagation and difficult to control) and restricted ones (objectionable in cropping areas but controlled). Weed Quarantine Law enforces isolation of an area where a serious weed has established and prevents further movement of the weed into a non-infested area. To achieve this, import of weed seeds separately or as admixture with crop, should be prevented strictly. To enforce the laws, a number of quarantine stations across the length and breadth of a country requires be operational in places from which possible entry of weeds through food grains, feed and other means is apprehended. Airports for prevention of intercountry/inter-continental movement and rail stations, bus stops, for checking the intra-country/inter-state movement of weed seeds should have a strong regulatory authority of which at least a member should be weed scientist, preferably weed biologist. All noxious weeds of the world should be identified and enlisted before declaring weed laws. Similarly Plant Quarantine (Regulation of Import into India) Order was enacted/issued in 2003 and till June 28, 2006 nine Amendments have been incorporated into it. This imposes regulation on the import of plants, plant products, soil, earth, clay, compost, sand, peat, sphagnum moss, germplasm, transgenics or genetically modified organisms, live insects, microbial cultures, wood or timber. No consignment of plants and plant products such as seeds of coarse cereals, pulses, oilseeds and fodder seeds and seeds/stock materials of fruit plants for propagation, if found infested or infected with a quarantine pest or contaminated with noxious weed seeds shall be permitted to be imported. Pest Risk Analysis (PRA) and fumigation towards disinfection/ disinfestation as applicable will be pursued well before shipment of the product or in certain cases before unloading the materials in India. The order/law if function properly may prevent entry of exotic weeds including noxious. 2. Eradication of weed Eradication means complete elimination or removal of all live weeds/wild plants/plants including their seeds and vegetative propagules from certain area. It is taken to the belief that once a weed is eradicated from an area, it will not reappear unless introduced. Eradication is very difficult to achieve or hardly achieved in terms of complete exhaustion of seed bank and vegetative propagules of weeds from soil. On the contrary, very high dose of soil sterilants

and fumigants applied for the sake of eradication unnecessarily leads to soil and water pollution. That’s why it is not or rarely desirable and its adoption is discouraged nowa-days on the ground of high cost, difficulty in accomplishment and for urges in maintaining biodiversity for pest management in crop fields. Eradication brings about temporary or long sterilization effect of soil. Better it is advised to apply/try in small areas such as vegetable and rice nurseries, flower beds, in industrial and factory premises, where immediate residue may not likely cause hazard. Eradication may lead to more soil erosion from the treated area. Therefore, management of weeds to certain extent rather than their eradication is advocated and exercised. However, it may be adopted in certain crop fields if the reasons are justified, e.g. for perennial (Cyperus rotundus, Cynodon dactylon, Convolvulus arvensis, Cirsium arvense etc.) and parasitic weed control in some arable lands and noxious and invasive weed control in non-crop situations. Its adoption is justifiable around oil refineries, industrial and factory premises, housing complexes and railway tracts for fear of fire hazards from the existing/ growing weeds. Eradication may also be adopted in and around farm yards where harvested farm produces are kept for threshing and further processing. For eradication programme, whatever chemicals opted should be non selective and should act through soil since soil needs to be sterilized. Several soil sterilants, e.g. methyl bromide, metham, EPTC, NaClO3, chloropicrin (tear gas) and dazomet (DMTT) are recommended for the purpose. They are of course out-dated and their rate of application is very high. Therefore, certain triazines (e.g. simazine, atrazine), phenylureas (e.g. linuron, diuron) or even phenoxyalkanoic acids (e.g. 2,4,5-T but banned in India) may be used for the purpose, but the dose should be much higher than recommended for usual weed control in the crop fields. For example, in crop field, simazine (triazines) is used @ 1.0-2.0 kg/ ha depending on soil type, soil pH and organic matter content, but the same as a soil sterilant, may be used as high as 40 kg/ha or more on pathways, roadsides, fence lines, industrial and factory premises and other non-crop areas. 3. Control of weed Earlier there used to be spoken of three major concepts, viz., prevention, eradication and control of weeds. People did not think much about management of weeds. They use to use “control” to mean control of weeds and definitely not to mean management of weeds. Unlike weed prevention, control is exercised normally after the weed problem arises/exists (Zimdahl, 1999) or known to users from previous history of weed infestation in a certain area/crop field. Control is easier to practise than prevention and eradication and can be put/made to work well with short-term economic or cultural planning goals. However, prevention and eradication require long-term thinking and planning. That is why weed control options have been adopted widely among people. Methods/tools, severity of weed infestation in terms of population, species diversity and age/stage of growth, production systems and capital invested greatly affect the degree/level of weed control achieved in a farm. Management has become more popular because it has some significant bearing over control in terms of maintaining bio-diversity and for preventing sudden insurgence of other pests/weeds etc. However, control still bears significance when many farmers use only herbicide to control weeds in crops. For example, to control Phalaris minor or Avena ludoviciana in wheat, farmers resort mainly to herbicides in north-western wheat belt of the country. We talk of management of weeds much, management is hardly executed.

CONCLUSION: Knowledge of weed seed characteristics, morphology, ontogeny, nature of competition and degree of association with crops are pre-requisite for suggesting some efficient weed control measures. It makes the users/ scientists quite acquainted with the nature and spectrum of weeds existing in the crop fields and accordingly guides them to adopt certain measures. Identification and naming of a particular weed based on its genus, species or certain biological characters may not be much useful to users since weed control usually, unless specific weed problem in certain area, aims at composite weed culture and not on individual species of weeds. Therefore, some common characteristics of the species, which are clearly visible and easily understandable by users, are to be exploited for making of their classes/groups and for recommending suitable control measures. SUMMARY: Weed management decisions vary according to plant life cycles, infestation size, environmental parameters and management objectives. Hand-pulling a perennial weed species such as Canada thistle or leafy spurge is a futile effort, but very effective for control of a biennial plant such as diffuse knapweed. Releasing bio-control insects for control of dalmatian toadflax on a 500 acre property is wise, but relying on insects for controlling small patches on a 40 acre pasture is inefficient. Successful weed management requires proper plant identification, selection of effective management methods and monitoring the effects over time. Prevention is the most essential aspect of weed management. Eradication is very difficult to achieve or hardly achieved in terms of complete exhaustion of seed bank and vegetative propagules of weeds from soil. Xi, Modi unlikely to meet at G20 due to border row

BeiJiNg, July 6 (iANS): Chinese President Xi Jinping and Indian Prime Minister Narendra Modi are unlikely to meet on the sidelines of the G20 summit, with Beijing saying on Thursday that "the atmosphere is not right" due to their border stand-off. The two leaders were expected to meet at the Hamburg summit in a bid to resolve the simmering border dispute in the mountainous Sikkim sector. "The atmosphere is not right for a bilateral meeting between President Xi and Prime Minister Modi," a Chinese Foreign Ministry official said. The Foreign Ministry made it more evident by saying that the "trespass" by Indian troops into Chinese territory "had damaged the political foundations of bilateral relations between China and India. "As for the arrangement of the bilateral meeting (at G20) between President Xi and Prime Minister Modi, I have to point out that recently Indian troops trespassed into China and obstructed normal activities of Chinese troops in Doklam region," said For-

New Delhi, July 6 (iANS): The Chinese Embassy on Thursday described India's claim of Doklam region belonging to Bhutan as "groundless" and said that for any meaningful dialogue Indian troops must pull back from the area "unconditionally and immediately". Li Ya, Political Counsellor of the Chinese Embassy, in a video message said, "On June 18, Indian border troops crossed the Sikkim section of the ChinaIndia boundary triggering a close range face-off." He said the Sikkim sector is "delimited" by the 1890 Sino-Britain convention relating to Tibet and Sikkim. "In essence, China's territorial sovereignty has been undermined by the Indian border troops," the Chinese official said, repeating the accusations levelled by the Chinese Foreign Ministry in Beijing. The Chinese political counsellor said that following the face-off the Indian side has claimed that Doklam belongs to Bhutan and that China "changed the status quo" of the area and New Delhi cited its security concern. He said India has given "three major arguments to justify its trespassing into Chinese territory". Li, who claimed that he has first-hand knowledge of the area, said that based on his knowledge and work "for the past decade" India's "position is groundless". ings in Beijing, Li said "Doklam belongs to China". "We have strong evidence to prove that Doklam belongs to China. Doklam has always been the traditional pasture for Chinese border inhabitants. "Today the Chinese border troops still patrol there and the herdsmen graze their livestock there, and production and living facilities have been built there," he said. "As to Indian security concerns, India crossed a delimited boundary into another country's territory in the name of security concerns, no matter what kind of activities it conducts there, which will not be acceptable to any sovereign state." SC gives govt six months to show FSSAI to address concerns on health supplements results of PM's crop insurance scheme

New Delhi, July 6 (iANS): The Supreme Court on Thursday gave the central government six months time to demonstrate the gains of Pradhan Mantri Fasal Bima Yojana on the ground level as it observed that a serious issue like this could not be dealt with overnight. The bench of Chief Justice Jagdish Singh Khehar and Justice D.Y.Chandrachud said: "We are of the view that a serious issue like this can't be dealt with overnight, it will take time to implement it (PMFBY)." The top court gave six months as Attorney General K.K.Venugopal sought a year's time to see the gains of the scheme. Urging the court to close the matter, he said: "Why should the court interfere when government is doing all to help the farmers." He said the scheme that was launched just a year ago has covered 5.3 crore farmers, or 40 per cent of the country's 12 crore farmers and covered 30% of the total crop area in the country. However, Chief Justice Khehar refused his demand, saying: "We are

not going to close the matter." "Whatever needs to be done has to be done, not on paper. We are not going to close. We are keeping ourself in the loop to know what is going on. You may be doing a good thing." Pointing out that inability to pay loans was the major cause of farmers suicide in the country, Chief Justice Khehar said: "Inability to pay the loans is the major cause of farmers' suicide. If all of them have been covered, then how can you say that only 40 per cent have been covered?" At the outset of the hearing, Chief Justice Khehar called for some alternatives to address the farmers woes observing that paying compensation to the famers was no solution. "Don't worry about the directions, tell us what are you doing (to address the issue of farmers suicide)," the bench said as Attorney General referred to earlier directions issued by the court. Suggesting an insurance policy with low premium, the bench said that there must be something to

soften the impact if a farmer was not able to discharge his loan liabilities. Asking Venugopal to tell what the government was doing and how it was doing, the bench said: "First you decide what you are taking from the farmers. Rest will be divided between you and the states." Appreciating the crop insurance policy, senior counsel Colin Gonsalves appearing for the petitioner NGO Citizens Resource and Action and Initiative (CRANTI) said that the Madhya Pradesh and other state governments were not fixing minimum support prices and as a consequence, the farmers were selling their agriculture produces at throw away prices. Rejecting the government's description of the NGO's suggestions as something in the "in air", he said that they were based on the expert reports including one by noted agriculture scientist M.S. Swaminathan. CRANTI is seeking compensation to the families of the debt-ridden farmers who had committed suicide because of serious financial difficulties.

One of the provisions cited by her said that three members can take oath before the LG or a person appointed by him/her for the purpose. "Since when is application of Law a 'murder of democracy'? "See the law. Central government has the power to Nominate and LG has the power of oath giving..!," Bedi added. "I am an agent of law, I am working according to that. Cabinet came to me asking why are you meeting people? Why solving civic problems? They said you are supposed to be a rubber stamp," she told reporters.

New Delhi, July 6 (iANS): BJP leader Subramanian Swamy on Thursday filed a PIL seeking a time-bound court-monitored probe into the death of Sunanda Pushkar, the wife of Congress leader Shashi Tharoor. Pushkar, 52, was found dead under mysterious circumstances in a luxurious Delhi hotel on January 17, 2014. Swamy sought a timebound probe in the case, saying "very influential people are involved in the case, leading to attempts to protect them, and the matter has faced a lot of unnecessary delay already". The PIL sought a courtmonitored investigation by constituting a "multi-disciplinary SIT consisting of Intelligence Bureau, Enforcement Directorate, RAW, Delhi Police and headed by CBI", or a timebound CBI probe. "It's an extreme example of

It unfolds the apparent apathy on the part of all those concerned with the administration of criminal justice," said the plea. He said that FSSAI had set up a technical panel with representatives from food supplement companies to put together the framework for goods manufacturing practices (GMPs) for nutraceuticals and food supplements. Agarwal said though there are many companies that import food supplements, the FSSAI intends to provide them a level-playing field. But considering the 'Make in India' campaign of the government, their focus is on promoting much of processing and manufacturing within India. The FSSAI chief added that it is imperative for both the industry and government to work together to provide a more robust framework for growth of food supplement and nutraceuticals sector in India. He also feels that the new law is not a perfect GST as it is fraught with multiplicity of rates and full of compromises. Sinha warned of an imminent threat of indiscipline among states, if they follow Tamil Nadu in their desire to earn more revenue. Tamil Nadu has levied an additional 30 per cent entertainment tax along with the 28 per cent GST rate. "Tamil Nadu's additional entertainment tax is baffling. Any additional levy by states, right in the beginning, was eminently avoidable. There is not only a threat of indiscipline. If the states go their own way and no not abide by one discipline, the whole thing will unravel, then what's the point of GST," he told IANS in an interview. Such matters should be brought to the notice of GST Council, which should discuss and persuade states not to adopt such things, he said. "It is a matter of consensus." "Sardar Vallabhbhai Patel worked for the geographical integration of India and achieved it. But the country's economic rules continued to vary from state to state. After 70 years, the Narendra Modi government has worked with zeal and successfully persuaded all state governments to give up 17 types of local taxes and 23 types of cess levied by them in their states and accept the GST system," Jaitley told a gathering of Bharatiya Janata Party workers at Talkatora Stadium here. "With the implementation of the GST (from July 1) the dream of economic integration of India has come true," he added. It relates to one out of the three taxes. Economic reforms is much wider subject. The kind of attempt that was made in 1991 to introduce budgetary reforms, change industrial policy, taxation, was much bigger than GST is today," he said. "Also almost 40 per cent of revenue stream is outside GST in terms of alcohol, electricity, petroleum products. We are covering only 60 per cent revenue under GST," he added.

Hong Kong seizes largest ivory haul in 30 years HONG KONG, July 6 (ReuTeRS): Authorities in Hong Kong this week made their largest haul of contraband ivory in more than 30 years, amid surging illegal wildlife seizures fuelled by lax regulations and buoyant demand from mainland China. The former British colony situated at the mouth of China’s Pearl River Delta is one of the world’s top global transit hubs for endangered species and their products, such as shark fin, pangolin skin and rosewood furniture. Customs officials on Thursday said they had seized 7,200 kg (15,873 lb) of ivory tusks, valued at around HK$72 million ($9.22 million), at a cargo warehouse beside the city’s harbour. The ivory was discovered in a 40-foot container from Malaysia declared to hold frozen fish, beneath which officers found the tusks. “The 1,000 boxes were half-empty when we found them with frozen fish put around the ivory,” said customs official Raymond Chan. Conservation group WildAid estimated the tusks had probably been taken from about 720 elephants. Hong Kong’s agriculture, fisheries and conservation department said it was investigating the shipment’s final destination, probably a nearby country. A special administrative region of China, Hong Kong has lagged other places, including the mainland, in adopting tighter rules against trading of ivory and other endangered species. Regulatory loopholes allow traders to use a stockpile of legal ivory as cover to smuggle illegal ivory to unsuspecting buyers, say groups such as the World Wildlife Fund and WildAid. China, Singapore and the United States have all banned the ivory trade, with the mainland closing down all operations by the end of this year. Hong Kong, however, has only timetabled a ban by 2021. Legislators are set to discuss the issue on Friday and decide if traders should be compensated in the case of a total ban. The teeming port city has the largest retail market for ivory, with 90 percent of consumers from the mainland. Hong Kong has been trading ivory for more than 150 years, fashioned into jewelry and sculptures, but activists say illegal poaching is pushing elephants towards extinction. Following a recent spate of arrests of reporters, the United States and the European Union have raised concern that despite Myanmar electing its first civilian government in about half a century, its media face increasing curbs. BeIJING, July 6 (ReuTeRS): The liver function of China’s Nobel Peace Prize winning dissident Liu Xiaobo has worsened, the hospital treating him said on Thursday, while one source close to his family said doctors had halted medication. Liu, 61, was jailed for 11 years in 2009 for “inciting subversion of state power” after he helped write a petition known as “Charter 08” calling for sweeping political reforms. He was recently moved from jail to a hospital in the city of Shenyang for treatment of late stage liver cancer. Liu has been being treated for various conditions as side effects of his cancer, including a build up of fluid in his stomach caused by liver scarring. “Liu Xiaobo’s liver function has worsened, his bilirubin levels are gradually rising,” the hospital said in a statement, referring to a substance produced by the liver, high levels of which can indicate liver failure. Asked about Liu’s condition on Thursday, Chinese foreign ministry spokesman Geng Shuang said he had nothing new to add and reiterated that China hoped other countries would not use “individual cases” to interfere in China’s internal affairs.

A liver expert from Beijing, Mao Yilei, had come to Shenyang to lead a consultation on Liu’s condition, the hospital said on Wednesday. The team decided to adjust his treatment plan and the family said they understood, the hospital said on Wednesday, without providing details. "It's like flipping a coin 200 times a day and then hopefully you win the majority of those coin tosses," the German 27th seed, who plays Mikhail Kukushkin on Thursday, says. "You need to be ready mentally to (play serve and volley) for months and months at a time. Maybe lose 6-2 6-2, get passed 75 times, and still be okay the next time you do it."

There are multiple reasons, it appears, that only a handful of players -- Zverev, giant Croatian Ivo Karlovic, Luxembourg left-hander Gilles Muller, Queen's Club champion Feliciano Lopez and Ukraine's Sergiy Stakhovsky -- are serve and volleying. essentially a baseliner, won the Wimbledon title in 2002, serve-and-volley made up 33 percent of total points in the men's draw. Now it is in single digits. Yet when utilised the success rate is high. Muller followed his serve in a relatively modest 32 times during a five-set marathon against Czech Lukas Rosol on Wednesday but won 81 percent of those points. "You have to mix it up, you can't give these guys too many targets," Muller, who was bumped up to 16th seed from a ranking of 26 because of his grasscourt acumen, told Reuters. "But I use it a couple of times a game, maybe more. Back in 2001 when I was reached the junior final the courts were really fast. The bounce is still low, but it's slow too.

"That makes it harder." Stakhovsky, who in 2013 famously beat Wimbledon king Roger Federer playing old-school serve and volley tennis, said the tactic can cause shocks every now and again but the percentages are loaded in favour of those who stay back. There is hope though for lovers of the volleying arts. "If I were coaching a young player I would teach them to serve and volley," 34-year-old Muller said. "95 percent of the top 100 are not doing it so that means they never practise to prepare for a serve and volleyer coming at them. "I know each player very well and their respective capacities. However, I am aware that during the competition some players will be hogging the limelight more than others." His experience of handling youth teams in the past could hold him in good stead. BRisBaNe, JULY 6 (aFP): Australia's players on Thursday boycotted this month’s Australia A tour to South Africa, escalating a bitter pay dispute which threatens to derail senior tours to Bangladesh and India as well as this year's home Ashes. The Australia Cricketers’ Association (ACA) said the players were unavailable to tour South Africa for the Australia A team without an agreed pay deal or new Memorandum of Understanding, after their existing contracts with Cricket Australia expired on June 30 following months of increasingly acrimonious wrangling. “It is with great frustration that with no progress towards resolving the current dispute, Australia A players confirm they will not tour South Africa,” ACA said in a statement. “This decision is made in support of more than 200 male and female players who are now unemployed.” Cricket Australia (CA) said it was disappointed with the players' decision not to go on the A team tour

of South Africa. “CA regrets that players have made this decision despite progress made in talks between CA and the ACA in meetings over the past week, including regular communication between CEOs,” it said in a statement. “While a new MOU has not yet been agreed, CA is of the view that these talks should have enabled the tour to proceed as planned.” CA said it has advised Cricket South Africa of the players' decision.

"When we gathered the data and looked at the facts, we said, 'Oh my God, if we just reduced the abandonment rate by even 10 percent, we could perhaps double the size of the industry.'" The musical instrument industry grew 9 percent to $7.1 billion in retail sales over the past five years but remains well below its 2005 peak of $7.7 billion, according to data from The Music Trades magazine. Moreover, the electric guitar was virtually absent from the Top 20 music charts in the past five years. The guitar industry hoped video games like "Guitar Hero" would ignite interest among teenagers. The move, which is not connected to any talks of a Wayne Rooney deal in the opposite direction, is expected to be formally announced within the next 36 hours. Lukaku had been United's number one target for next season, the source said. United will not now be pursuing any interest in Real Madrid's Alvaro Morata. "Chelsea's interest in Lukaku allowed United to fly under the radar on this," the source said. "But he has been the club's number one target."
