32, 077 rapes reported in 2015 neW delhI, AprIl 27 (pTI): A total of 32, 077 rape cases were reported in 2015 across the country, government said in the Rajya Sabha on Wednesday. “As per the information provided by National Crime Records Bureau, a total of 32,077 cases of rape reported, out of which 1,706 were gang rapes during 2015,” minister of state for home Haribhai Parathibhai Chaudhary said. The minister said the central government has set up a victim compensation fund under the home ministry for assisting and supporting victim compensation schemes of states and Union Territories with an initial corpus of Rs 200 crore.

Drought raises trafficking JnNURM Housing Scheme: Out of hazards in Indian villages bounds for genuine beneficiaries?

MUMBAI, AprIl 27 (ThoMson reUTers FoUndATIon): The worst drought in decades across several states in India is forcing tens of thousands of people to migrate from rural areas in search of water, food and jobs, increasing the risk that they may be trafficked or exploited, activists said. About 330 million people, almost a quarter of the country’s population, are now affected by drought, the government estimates. Destitute women, children and older family members left behind in the villages are most at risk of exploitation. “People in the rural areas have always been vulnerable because they want better jobs, better lives,” said Mangala Daithankar at non-profit Social Action for Association and Development in Pune, in Maharashtra state. “The drought has aggravated the situation because they are so desperate now. They have absolutely nothing,” said Daithankar, who has worked in the state’s drought-hit Marathwada region for about two decades. Maharashtra is one of the worst affected states, with successive years of poor rainfall ravaging crops, killing livestock, drying up reservoirs and forcing farmers into indebtedness that has led to thousands of suicides. In the state’s Jalna district, scores of villages house only destitute women and children left in the care of older relatives who keep an eye on their homes and parched fields.

“There’s no water, so there are no jobs to be had on the fields and no food to feed their families,” said Vishwanath Todkar at nonprofit Paryay in Osmanabad district, which is helping build water management systems in some villages. “The women and children are particularly vulnerable, as there is no one looking out for them,” he told the Thomson Reuters Foundation.

Men and their wives have moved to cities including Mumbai and Pune in search of jobs on construction sites and as day labourers, sleeping under flyovers and on pavements. Some have been reduced to begging on the streets, activists say. Others, with their

families, have been lured to work for little money in harsh conditions in one of the hundreds of brick kilns in the state. Many single women and widows have been trafficked into prostitution in the cities. “Disasters are the ground zero for trafficking,” said Dhananjay Tingal, executive director at Bachpan Bachao Andolan (Save the Childhood Movement), which says it has rescued more than 85,000 children from modern slavery in India. Prime Minister Narendra Modi has pledged a nationwide drive to conserve water, but activists and economists have slammed the government’s lack of “compassion” on the issue. In an open letter to Modi, 170 activists, aca-

demics and economists said the drought had resulted in “massive distress movement of populations, causing broken childhoods, interrupted education, life in camps, city pavements or crowded shanties”. In Karnataka, the drought has hit an estimated 10 million people. “The crisis is by far the worst the region has seen in many years. There is no fodder, no water and no agriculture in the region as of now,” said Amlan Aditya Biswas, regional commissioner in Gulbarga in North Karnataka. “It all depends now on the rains,” said Daithankar. “People will come back to the villages if the rains are good. Otherwise there is nothing for them to come back to.”

On papers, the listed beneficiaries for the Jawaharlal Nehru National Urban Renewal Mission (JnNURM) housing scheme appears to fulfill the criteria required to avail the housing scheme and therefore deemed genuine. However, if one takes a stroll around the squalid section of the different wards and colonies in Kohima, a number of the ‘real’ genuine beneficiaries are not even aware that such affordable dwelling plan even exists. Vesalü, a sweeper, and mother of four-school going children reside in New Market area, Kohima. She is the sole bread earner in her family with a monthly income of around Rs 4000, which she earns by cleaning and sweeping commercial areas in Kohima town and through weaving. Apeni, who resides in a rented house sells edible frogs in Kohima town, which earns her a meager 3000 rupees per month. Apeni has two children both in college while her husband is a seasonal wage labourer. Both the family falls under the BPL category. They have not heard about the Jawaharlal Nehru National Urban Renewal Mission (JnNURM) housing project for marginalized people like them. “We have no idea that such basic facilities exist for people like us. We weren’t even informed or approached by anyone about it,” the two families in a conversation told The

Morung Express. The Municipal Affairs Cell under the Urban Development Department had given responsibility to the ward and colony leaders for selecting the beneficiaries for the housing scheme. The beneficiaries are required to pay Rs. 30,000 for availing the dwelling unit. One criterion is that a beneficiary should have a monthly income below Rs 5000. The housing also claim to come with provisions of all infrastructure amenities such a school buildings, community hall, water supply, electricity and sanitation. Further provisions for the housing scheme also maintain that the housing must be affordable- where the poor are linked to formal banks for credit at low interest rates that will allow them to repay loans in easy installments. Another component is that the dwellings must be close to the workplaces of the beneficiaries and within city limits and planned with in-house metered water connection, lifeline tariff with payments in easy installments. As is the

case of many government schemes, while the ‘deserving’ are unaware, countless of people ‘ineligible’ for availing the housing scheme have reportedly bought the dwelling units. In addition, most of the beneficiaries actually have no plan to reside there. “It cost just Rs 30,000. And after all it is a piece of property and therefore a future investment,” was the candid response from one of the beneficiaries who did not want to be named. According to the Nagaland Economic Survey 2015-16, Kohima has a total of 8505 BPL beneficiaries. However, the question remains as to how many of them are actually given opportunity to avail the housing scheme. The JnNURM housing scheme would be failing to serve its purpose if genuine beneficiaries - marginalized sections of the societycannot avail the scheme. For a start, bogus beneficiaries must be weeded out of the list and conditions prerequisite for the housing scheme strictly adhered with - instead of flouting it with impunity.

Rio responds to show cause notice HSLC & HSSLC results declaration on May 3

dIMApUr, AprIl 27 (Mexn): Lok Sabha MP from Nagaland State, Neiphiu Rio, has requested the Disciplinary Action Committee (DAC) of the Naga People’s Front (NPF) to withdraw the show cause notice issued to him in the “greater interest of understanding and unity of the NPF, and in the true spirit of reconciliation and oneness of the NPF party.” This was stated in a response - released to the press today - to a show cause notice issued to Rio by the DAC of the NPF dated April 13, which he said he received on April 18. He was also issued an earlier show cause notice on April 4 to which he had already replied on April 14. Rio asserted in his recent response that he was “always for reconciliation, party unity and oneness.” He thus denied the “false allegation of anti-party activism and harbouring of dissident movement,” terming them to be “completely untrue.” The MP also clarified that he does not have to enter State politics

“through backdoor,” thereby putting on record that he has “not spoken to any party leader or elected Member of any intention to return to State politics.” “Being one of the founding members of the NPF party,” Rio asserted that “I have always strived for party unity and desired true reconciliation in letter and spirit.” Reiterating the NPF party election manifestos of 2003, 2008 and 2013, Rio stated that he stands by the commitment made to the people that the leaders will “step down to pave way for an alternative arrangement in the event of a political settlement that is honourable and acceptable to the people.” The NPF leader also made known that he had supported TR Zeliang’s leadership when the latter had majority support. neW delhI, AprIl 27 (pTI): A demand was made in the Lok Sabha today for repeal of the “draconian” Armed Forces Special Powers Act (AFSPA) in the North East, with a few members saying it was the biggest deterrent in integrating the youth of the region with India. Participating in a discussion on the Demands for Grants of the Ministry of North East Development, members in the House made a case for bringing in change of strategy and political will for progress of North Eastern Region. “For 50 years we have clamped AFSPA on the region. Armed forces have killed 50,000 plus civilians in North East. AFSPA has been the

biggest deterrent of integrating NE youth with India... Remove AFSPA without any conditionality,” said BJD member Tathagata Satpathy. Thokchom Meinya (Congress) demanded immediate repeal of AFSPA from Manipur, saying the Act has been “draconian and black law”. He said many agencies have said AFSPA should be repealed and the Centre should immediately repeal it. Satpathy said the government at the Centre would have to change its strategy to integrate the North Eastern people with the Indian culture. “It is a change in political will that is needed. Tseminyu, April 27 (mexn): The Rengma Selo Zi (RSZ) while appreciating the initiative of the Rengma Hoho has extended its full and unflinching support with regard to the demand for creation of Tseminyu district. The RSZ, through a press note, reiterated the fact that the Rengmas as a community has continued to be deprived of this rightful claim even after more than half-acentury of statehood. The Rengmas, since times immemorial have a distinctive identity, culture, language, geographical territory and most importantly a unique history and a defined jurisdiction, the erstwhile Rengma Hills was only to be divided and neglected in both the states of Nagaland and Assam. It reminded the State govern-

ment that, even after statehood, Tseminyu being one of the oldest sub-divisions was at par with the then other sub-divisions and as old as Longleng, Kiphire, Peren, and Phek among others, whereas these sub-divisions were upgraded into districts, Tseminyu was only to be sidelined decades after decades under successive governments. As the 2011 Census, Tseminyu sub-division has recorded a total population of 56,844 with 39 recognized villages (as per 2011 Census), three townships, two Rural Development blocks (Chunlikha and Tseminyu) and an outpost EAC Hq at Tsogin besides various established Government offices and public institutions. The display card is being issued by the office of the Deputy Commissioner of Police (Traffic), Dimapur and process will be completed within a month. Backyard livestock farming is gaining momentum across the state. Livestock farming in a scientific and profitable way can play a vital role in improving the rural economy, according to the Annual Administrative Report 2015-16 of Veterinary & Animal Husbandry Department. Livestock and poultry farming has been an integral part of the people of Nagaland since time immemorial and are symbolic to the health and wealth of a Naga family. Animal husbandry practices have been playing a pivotal role in supplementing family income and generating employment to the rural poor apart from efficient utilization of agriculture products and byproducts not suitable for human consumption. “This inherent aptitude of the people needs to be exploited to provide valuable animal protein essential for maintaining physical health of the people as well as to provide draft power for cultivation especially in the foot-hill areas of the state,” the report stated.

In absence of any organized industry in the state, the animal husbandry and dairying alone can absorb a large fraction of such vast number of en-employees in the state, the report stated. lar and common which acts as a bank in times of need, the report stated. In peri-urban areas, many semi-commercial piggery farms are cropping up which is providing employment, financial assistance to the entrepreneurs and also meeting the pork demand of the state to some extent. Presently, the department is maintaining 10 nos of functional piggery

farms. These farms are producing crossbred piglet to the farmers for their parent stock, the report stated. The department has established 11 veterinary hospitals, 17 dispensaries and 127 veterinary health centres and 22 functional QCPs. These institutions provide veterinary services and consultancy to the farmers and livestock farmers both in the urban and rural areas.

Security beefed up in Manipur areas after three murders

Imphal aprIl 27 (IaNS): Police have beefed up security in some areas of Manipur to prevent clashes in the wake of three murders that could have a communal fallout. Meanwhile, security personnel and agencies have been pressed into service to bring the attackers to book. A number of organisations have been demanding that the culprits be booked immediately to ease the tension. There have been various forms of agitations in Ukhrul district of Manipur to press the demand for punishment to the killers of a truck driver, P.A. Chinasang, who was abducted by some persons on April 18. His decomposed body was exhumed from a forest after one suspect, Nganlinlen

Baite, and his accomplices were arrested. During interrogation, Baite allegedly confessed to the crime and led a police team to the spot where the body was buried. While the rest of the country lags, Left-ruled Tripura retained its top position for the seventh consecutive year in providing jobs under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) - a staggering 94.46 person days per household - in just ended fiscal 2015-16 against the national average of 48.51 days. EPFO drive: Aadhaar to become Apple sales fall after 13 yrs primary identifier to settle PF claims

Washington, april 27 (ians): Hit by a slower growth in its flagship iPhone, iPad and Mac sales globally, Apple announced revenue drop for the first time since 2003 as the tech giant released earning reports for the second quarter of the fiscal year 2016 that ended on March 26. The company on Tuesday posted a quarterly revenue of $50.6 billion and quarterly net income of $10.5 billion ($1.90 per diluted share), compared to revenue of $58 billion and net income of $13.6 billion ($2.33 per diluted share) in the year-ago quarter, the company said in a statement. Gross margin was 39.4 percent compared to 40.8 percent in the year-ago quarter while international sales accounted for 67 percent of the quarter’s revenue. Despite the fall in revenue, Apple CEO Tim Cook said that his team executed extremely well in the

face of strong macro-economic headwinds. “We are very happy with the continued strong growth in revenue from Services, thanks to the incredible strength of the Apple ecosystem and our growing base of over one billion active devices,” said Cook. iPhone sales were down year-over-year for the first time since the product’s launch in 2007. “The company predicts that the year-overyear quarterly decline will continue next quarter,”

The market, which opened after two days of jewellers’ strike against 1 per cent excise duty on non-silver jewellery witnessed rising demand from retailers and stockists for the ongoing wedding season amid firm global cues. Different jewellers associations had collectively called a three-day strike on Monday, demanding rollback of the one per cent excise duty. Globally, gold rose 0.08% to USD 1,244.30 an ounce in Singapore. In the national capital, gold of 99.9 and 99.5%purity rose by Rs 215 each to Rs 29,790 and Rs 29,640 per ten grams respectively, while sovereign held steady at Rs 23,200 per piece of eight grams. In a bid to ease claim settlement like PF withdrawals, retirement fund body EPFO has planned to make Aadhaar as primary identifier for settling Aadhaar-seeded PF accounts without employers’ attestation. This is part of Employees Provident Fund Organisation’s (EPFO) special drive to consolidate multiple accounts of an employee. As on April 25, 6.77 crore UANs have been issued. Aadhaar has been uploaded against 1.30 crore UAN (Universal Account Number), out of which 1.03 crore Aadhaar have been digitally authenticated by the establishments, EPFO said in a statement. “With the enactment of Aadhaar Act, 2016, EPFO is now seeking to make Aadhaar, the primary identifier. FILE I have never deviated from my declared Ao SendenMEx & Gorkha Union resolve stand: Rio responds to show cause notice DiMApur, April 27 (MExn): In a response to the show cause notice issued to him by the Disciplinary Action Committee (DAC) of the Naga People’s Front (NPF), Lok Sabha MP from Nagaland State, Neiphiu Rio, has stated that the “primary purpose” for his venture into national politics was to “hasten the peace process and the ongoing political dialogue in tune with our NPF Manifesto.” In that, he reiterated that “the issue of the Naga struggle for self determination has been successful,” basing his argument on Government of India’s (GoI) recognition of the “uniqueness” of Naga history, leading to the negotiations/peace process culminating in the August 3, 2015 ‘Framework Agreement.’ “It is the opportune time for all Nagas to be

pragmatic and come together to work out a political settlement with the GOI in order to move forward and ensure a brighter future for our younger generations,” he stated. Taking note of the “allegations” made in the show cause notice issued to him on April 13, Rio clarified that “I have never deviated from my declared stand on the Naga political issue and I have tirelessly strived for bringing early political settlement that is honourable and acceptable to the people.” In two years of becoming an MP, he said that he has taken up the issue of development in Parliament “from all possible angles.” Moreover, “I have extended my fullest cooperation to the State Government in my role of monitoring national flagship programmes and I have

always given positive suggestions for more effective implementation of the programmes,” stated Rio. Reiterating that “some of the greatest sacrifices” of his political career were made for the “Regional Cock Party,” Rio stated that “When I have given my best for the building up of this party, the question of dividing or doing damage upon the party just does not arise.” With regards to this, he said that he believes in democracy “in every sense of the word.” The MP said that he endorsed TR Zeliang’s leadership when he had “majority support.” However, “I had initially proposed Mr. Noke to succeed me but when I learnt that Mr. T.R. Zeliang had garnered majority support without my knowledge and through a signature campaign and

therefore I requested Mr. Noke to withdraw his candidature and unanimous endorsement was given to Mr. T. R. Zeliang. Likewise, when the majority of NPF MLAs supported the leadership of Mr. Kaito and Mr. Noke, I extended support to the majority group within our party.” On the allegations that he had a hand in lodging a complaint against the Chief Minister on the issue of educational qualification, Rio brought to attention that “these type of allegations pertaining to cases, which are subjudice of attributing motive to me so as to give the impression that the cases are motivated tantamount to interference with administration of justice.” On the other hand, he said he got a “rude shock” to learn that “two senior functionaries of the NPF party, namely Mr. S. It may also be noted that as per Section 2 of 'The Prevention of Insults to National Honour Act, 1971'- Whoever in any public place or in any other place within public view burns, mutilates, defaces, defiles, disfigures, destroys, tramples upon or otherwise shows disrespect to or brings into contempt (whether by words, either spoken or written, or by acts) the Indian National Flag or any part thereof, shall be punished with imprisonment for a term which may extend to three years, or with fine, or with both. The Ministry, therefore, has requested to ensure that on important national, cultural and sports events, Flags made of paper only are used by public in terms of the provisions of the ‘Flag Code of India’ and such paper Flags are not discarded or thrown on the ground after the event. Such Flags are to be disposed of in private consistent with the dignity of the Flag. Wide publicity not to use National Flag made of plastic should be made along with its advertisement in the electronic and print media.

magine the life of persons living with disabilities in Nagaland. With some form of long term physical, mental, intellectual or sensory impairment that hinders the possibility of equal participation in society with others, day-to-day life would be difficult, to state it mildly. As a child, schools would be inaccessible, it would be nearly impossible to commute from one place to another, healthcare would be far-fetched as a result (even if specialised treatment was offered) and friends would be hard to come by. As an adult, the problems would grow manifold. It is no wonder that we never see Persons with Disabilities (PwDs) out on the streets of Nagaland carrying on societal transactions as is common elsewhere in the world. Living in a society that puts little effort towards making it accessible to all creates a consciously disabled social set up. At least 29,613 persons in Nagaland State, according to its 2011 census, are living with disabilities with almost complete exclusion from the public sphere—government offices, housing, roads, toilets, transportation, church buildings, entertainment avenues, tourist spots, food joints, markets, stadiums, even entire villages have closed their doors to roughly 1.5 percent of the State’s population. Developers forget that a simple staircase can create discrimination. Add to this the deep social stigma attached to disabilities, and we exclude a much larger percentage of people (including care givers), with myriad talents, from ever enriching us. We are, in turn, creating a place where violence, abuse, exploitation, untouchability, torture and other risks to life have to be borne in silence despite the rhetoric of justice and rights for all. The Nagaland State Disability Forum (NSDF) has recently revealed that government schemes meant for PwDs were not being made available to all of them. The only District Disability Rehabilitation Centre stopped functioning in 2013 (till when it was run with the help of other organisations). Some NGOs are the only ones stepping up to the needs of PwDs. While various (usual) excuses have been made for the government’s failures, the onus for building an enabling society lies with the entire community, not just with the government. Let us try to contribute where we can—treat people as equals but help each other through the best of our abilities, be aware of the discrimination we dole out when we forget to build a ramp in a building or exclude someone from a meeting unable to climb or see, make sure that when we ask for ‘our’ rights we also speak out for ‘others,’ try resolving issues without leaving people in immobile corners, include them in our familial, social, economic, religious, cultural and political discussions, make conscious efforts to protect people from abuse, respect their privacy, respect their needs, ask for schools to be better equipped to educate all children, health services to be conscious and wide ranging, opportunities for work and employment galore, opportunities to go out and enjoy fresh air, pizza and a movie. Each year, between 770 billion and 1,760 billion dollars are needed to develop water resources and services worldwide — yet the number of people without “safe” drinking water is about as large as those who lack access to basic sanitation: around 32 per cent of the world’s population in 2015, Transparency International on March 22 reported. And asked how can so much be spent and yet such massive shortfalls still exist? “One answer: About 10 per cent of water sector investment is lost to corruption.” This striking information came out on the occasion of World Water Day 2016, as the Water Integrity Network (WIN) released a new report that documents the legacy of corruption in the water sector. The WIN report reveals corruption’s costly impact on the world’s water resources. It also shows the degree to which poor water governance negatively affects the world’s most vulnerable populations – specifically women, children, and the landless. While access to water and sanitation were formally recognised as human rights by the UN General Assembly in 2010, the reality is far from this goal, says WIN, a network of organisations and individuals promoting water integrity to reduce corruption and improve water sector performance. “According to the World Health Organisation and UNICEF, some 663 million people lack access to so-called “improved” drinking water sources globally… this contributes to 1.6 million deaths annually, most of whom are children under 5 years old.” Although the UN’s new 2030 Agenda includes a Sustainable Development Goal (SDG 6) on water and sanitation as well as a mandate for accountable and inclusive institutions at all levels (SDG 16), action is needed so that pervasive and systemic corruption do not continue to seep from the water sector, according to the report. The study cites some specific cases. In 2013, Malawi’s reformed public financial management system was misused to divert 5 million dollars in public funds to the private accounts of officials. Another case: in 2015, an audit of the 70 million euro phase II national water programme in Benin, which included 50 million euro from the Netherlands, revealed that 4 million euro had vanished. Dutch development cooperation with the Benin government was suspended thereafter to safeguard additional funds. Corruption is, however, not limited to developing countries. In fact, WING cites an example from the United States. “In California, a member of the State Senate in 2015 declared a system of permits that allowed oil companies to discharge wastewater into underground aquifers to be corrupt.” Furthermore, the Water Integrity Global Outlook 2016 (WIGO) shares examples of both corruption and good practices at all levels worldwide. In this sense, WIGO demonstrates how improved governance and anti-corruption measures can win back an estimated 75 billion dollars for global investment in water services and infrastructure annually. It therefore highlights and draws lessons from those examples of where governments, companies, and community groups have won gains for water consumers and environmental protection. “The report proposes to build ‘integrity walls’ from building blocks of transparency, accountability, participation and anti-corruption measures,” says Frank van der Valk, the Water Integrity Network’s executive director. “Urgent action by all stakeholders is required.”

Ending of Child Sexual Abuse in India Means Changing Mindsets

n his decades as an activist against child labour, Ashoka Fellow Kailash Satyarthi noticed that the boys and girls rescued from mines, factories and small workshops have recently started speaking out about a previously hidden aspect of their mistreatment: child sexual abuse. “They consider it as part of their life,” Satyarthi said. “But after a little effort they come out and they themselves realize they have gone through such a hideous crime.” The experience of these children and what seems to be an epidemic of this abuse in India compelled Satyarthi, a Nobel Peace Prize winner, to found “Full Stop,” a campaign to raise awareness and educate about child sexual abuse. As part of his mission, Satyarthi urged religious leaders in India – many of whom have millions of followers -- to address the issue. “I’ve been calling upon them to please announce in their congregation or on their television channel,” Satyarthi explained. “I asked them to say that whosoever does child sexual abuse should not be considered a part of that faith. Boycott it. Outcast it. ‘He's not a Hindu, He's not a Muslim, He's not a Christian.’ The faith leaders should speak out. It will create an impact.” But Satyarthi said he has not seen any concrete results so far. “They don't have the courage to speak out,” he said. “But what is the purpose of religion? You are a faith leader and have such a big following, but you cannot protect our children.” They are not the only ones to leave children unprotected. The statistics are startling. With one-fifth of the world’s children, India holds the dubious distinction of the largest number of child sexual abuse cases globally. More than half – 52.3 percent -- of Indian children have been sexually abused, according to the 2007 “Study on Child Abuse” by the government’s Ministry of Women and Child Development. (Sexual abuse is a problem that affects children worldwide. According to one study, one out of five girls and one in ten boys are victims.) Satyarthi and other Ashoka Fellows whose work impacts children say key factors in Indian society explain why child sexual abuse is such an entrenched problem in the country. And will continue to be without systemic changes in attitudes and mindsets. Social Taboo and Silence It’s not only faith leaders who do not want to address child sexual abuse. There is a general aversion within Indian society. “In our country, sex and sexuality is such a bad word,” said Rita Panicker Pinto who founded Butterflies, an organisation which works with vulnerable and marginalized children. This has a direct effect on children in India. Parents won’t discuss sex with them. And Pinto said teachers are often so embarrassed by the subject they talk about it theoretically or as a physiology lesson. The taboo also makes it that much harder for victims of sexual abuse to report it. “How do you expect children or

even older survivors to talk about anything sexual to their family members? Especially something which has so much shame associated with it,” said Anuja Gupta. She is the founder of RAHI (Recovery and Healing from Incest), a centre for adult women survivors of incest and child sexual abuse. RAHI was founded 20 years ago and was the first Indian organisation to address the subject. With victims unable to speak out, the consequences can be grave. The abuse may continue. The victim is unable to get help. And the abuser – “who are just people like you and me” according to Gupta – is able to hide his or her crime. “Silence is the friend of the abuser,” said Gupta. “Sexual abuse includes silence and secrecy and shame.” Family Above the Individual In the overwhelming majority of cases, the perpetrator of child sexual abuse is known -- a relative, neighbour, teacher, etc. Most children, according to studies, do not report their abuse, finding it difficult to raise their voices against someone “trusted.” Family is often structured so that children’s voices are discounted or ignored. “Parents don't find time to respect a child's voice,” said Satyarthi. “It begins with mutual respect and mutual sharing, but it does not happen. It's kind of a monologue. It's the parents who think they know everything.” Even a child who would attempt to speak out about abuse may come up against a formidable force. “There is a kind of sanctity that the family has in Indian society,” explained Gupta. “Where nothing in the family can be discussed or be considered wrong. It’s the concept of family as being above the rights of individuals, especially the rights of women and children. And you can't really touch it. It's really difficult to work against that.” Gupta added that the concept of respecting your elders is especially debilitating. If children are taught not to talk back and become fearful of elders, they are powerless against abusers. In addition, adults may not respond if a respected person is accused or sus-

pected of abuse. “Sometimes we are so protective of that so-called family reputation and social norms and respect,” said Satyarthi. “So we cover up many of those evils.” Patriarchy and Status of Women and Children The horrific “Nirbhaya” gang rape in 2012 drew worldwide attention and brought a greater focus on violence against women and children in India. In its aftermath, Panicker Pinto’s organisation Butterflies gathered a group of adolescent girls and boys to talk about the issue. The resulting discussion laid bare a fundamental problem in Indian society. Panicker Pinto recalled: “The girls said, ‘What do our brothers witness in our homes every day? They witness our fathers brutalizing our mothers and us. It’s verbal abuse, physical abuse. They witness this right from infancy. Then they grow up to think it's fine to use verbal abuse, sexual abuse, and physical abuse against women.’” In this patriarchal structure, women and children are rendered powerless. “If you're looking at changing anything to prevent child sexual abuse, you really need to question patriarchy as a system,” said Gupta. “You need to look at changing mindsets. It has to start with how do you treat women and how do you treat children in the family. And how do you bring them up? That needs to change.” Awareness and Education In 2012, India enacted The Protection of Children from Sexual Offences (POCSO) Act. According to the law, it provides protection from sexual assault, sexual harassment and pornography while “safeguarding the interests of the child at every stage of the judicial process …” The law also makes it mandatory to report alleged child sexual abuse. But its implementation may be less effective because of a lack of awareness. “Most people have no idea how to react to (a report of sexual abuse),” said Satyarthi. “Most people are not aware of the various laws in relation to child

sexual abuse. Even police authorities are not aware of the nitty gritty of the system.” Beyond the legal aspects of the abuse, its effects on the person are little understood, according to Gupta. “People don't have a clue,” she said. “It's taken 20 years for people to say child sexual abuse is happening. But the fact that the consequences could be so devastating and continue throughout a lifetime is not very well understood.” She continued: “Child sexual abuse has devastating consequences. It has a cost on your physical, emotional, mental, sexual and reproductive health, even as an adult. The kind of impact, and the severity of impact, is not really understood.” Raising awareness and educating the public continues to be a key part of these Ashoka Fellows’ work. Satyarthi’s Full Stop not only provides support to victims and their families but provides information to medical personnel, teachers, social workers and the police. Gupta’s RAHI Foundation has programs such as ASAP (Adolescents for Sexual Abuse Prevention), an effort in schools involving students, teachers, counsellors and parents. Panicker Pinto’s Butterflies reaches out daily to thousands of street and working children who are particularly vulnerable to abuse. But it will take some time for their work to be fully effective, at least according to Gupta. “My own sense is that for children to start talking, it’s going to take another 20 years of work,” she said. “You have to create situations where children are able to talk. That depends on adults. So the question really should be why adults don’t listen. What happens when children disclose? Nobody is going to believe them and they're going to be blamed.” Gupta continued: “The focus needs to be on how do you help adults acknowledge the issue of child sexual abuse, the extent to which it is happening, and educate, sensitize and train them to address this issue.” M-R Abraham is Storyteller in Residence at Ashoka India. Rs.399 A country may be democratic or authoritarian, but the regime will always maintain influence, covert at least, on police, especially when investigations may lead towards its own functionaries or those closely associated with it. Any honest and conscientious police officer who thinks their work is an end in itself will soon be disabused of their notions, and may not only be removed, but face other threats too. Qiu Xiaolong's Chief Inspector Chen Cao of the Shanghai police is the latest to face this situation. As head of its Special Case Squad, he has diligently but with discretion, investigated a several sensitive matters, including those which could have embarrassed the ruling Communist Party, pleasing senior leaders as well as managing to ensure justice of sorts. But suddenly, he is removed from his police post and instead made director of the 'Shanghai Legal Reform Commit-

tee', a high-sounding title for a powerless and mainly meaningless job. Mulling over what has led to his shifting out, he decides to take some time out and tend to his father's grave in the nearby town of Suzhou. On his way back, Chen is caught in the open in a rainstorm and a young woman, driving past, comes to his help. As he, not keen to reveal his real identity, happens to blurt out he is a private investigator, she seeks to hire him to keep tabs on a woman in Shanghai and an influential man she is seeing. He tries his best to sidestep her but finally agrees to consider it. Back in Shanghai, he decides to try to find out what his new work entails but his decision to meet a senior official and discuss various current issues leads to unexpected consequences for him. The same night, Chen faces an attempt to force him into a compromising position and discredit him, and subsequently threats to his life. Meanwhile his close associates, like former assistant Yu Guangming, who was named his successor, are also targeted,

and his office and mother's home ransacked. And then his 'client' in Suzhou is murdered as well as a policeman who has crucial information. What crime implicating high-up officials is Chen not meant to investigate and who is out to get him? Who can he trust or seek help from? And what does the case of a foreigner found dead in mysterious circumstances have to do with all of this? These questions form the crux and their answers are slowly revealed in this ninth installment of the series, which besides being an engrossing mystery, offers an unparalleled look into the complexities and paradoxes of today's China. While the plot will seem familiar to anyone who follows China regularly, the Bo Xilai case in particular, what sets Qiu's work apart is the ambiance of China he evokes, be it the politics and social habits of the ruling class, including their escapades, the public debates this engenders - that description of the argument in the bus in the starting is matchless, the environmental costs of unrestrained economic growth, especially its effect on food items, the cui-

sine, poetry and disappearing facets of culture, especially the Suzhou opera form (which is a fairly regular motif in several of the earlier works). Those familiar with the earlier works will find some of the 'old friends' back and in more meaty roles - Yu's father, the Old Hunter, Yu's wife Peiqin, Chen's former 'little secretary' White Cloud, a journalist, a hacker and others, while tracing the protagonist's course from someone who is concerned about the problems of his country to a deeper dejection and questioning whether what he does will make any difference. But poet, literary translator, academician, and, of course, crime novelist Qiu (1953-), who went to the US in 1988 to write a book on T.S.Eliot, but had to stay back as media reports about his fund-raising for Chinese students could have caused problems back home in the wake of Tiananmen Square and the consequent crackdown, does not restrict himself to his homeland to raise some wider concerns. The rapacity of the the political class and the use of old nationalistic slogans to divert attention from contemporary problems will strike a particular chord!

Obama: The Conflict Resolution President?

n the eighth year of Barack Obama’s presidency the struggle over assessing the correctness of his foreign policy is understandably under way. Unfortunately, too often the struggle is waged in extreme, ill-founded terms. Many Republican leaders and pundits accuse Obama of being naïve, weak, indecisive, and even at times of pursuing non-American interests and goals. Obama himself, in his unflappable manner, ignores the wildest charges and tries to explain the rationale for the foreign policy choices that he makes. His team defends and explains the grounds for choosing the least bad option in difficult circumstances. They agree on the importance of not doing “stupid stuff.” It is, however, worthwhile to seek an understanding of the foreign policy doctrine or style that Obama generally has used. Some observers, like Andrew Bacevich, think he remains essentially within the Washington foreign policy consensus in dealing with the Middle East. Yet Obama characterizes himself differently, as reported by Jeffrey Goldberg. In “The Obama Doctrine,” published in The Atlantic, Obama has expressed some distance from that consensus, which he views as overly militarized. And yet he wants to characterize himself as a realist. That is probably a politically useful guise. In fact, Obama has been quite eclectic and pragmatic in his policy making. More significantly, he has often drawn from the evolving conflict-resolution approaches. More specifically, his conduct often has been congruent with a constructive conflict approach that synthesizes the research and experience of work in the conflict resolution and peace studies fields. Obama has tried to minimize U.S. resort to violence, while narrowing the targets and drawing upon multilateral support. In addition, he has used diplomacy

to restructure conflicts and has taken into account how adversaries view a conflict so as to maximize the effectiveness of non-coercive inducements. His administration has recognized that diplomacy takes many formal and informal channels at multiple levels. Each effective engagement helps build a basis for future engagements in future conflicts. These understandings are central to a constructive conflict approach, derived from empirically grounded knowledge about ways to reduce destructive conflicts. Indeed, Obama has had notable foreign policy successes by acting in accord with a constructive conflict approach. Furthermore, some seeming failures might well have been averted, not by more militancy, but by more prompt and consistent use of constructive conflict strategies. Importantly, in accord with the constructive conflict approach, Obama recognizes that conflicts are rarely zero-sum, whereby what one side wins is at the expense of the opposing sides. Rather, in constructively transforming conflicts it is useful to recognize that both sides can make some gains, even if not equal ones. Furthermore, Obama understands the usefulness of considering the interests and concerns of opponents and their supporters in a conflict. Even antagonism about one or more matters does not rule

out finding some shared interests with particular elements in an opposing party on some other issues. These and other considerations are applicable to Obama’s fresh break from the harsh U.S. policy toward Cuba. Certainly, with the end of the Cold War, Cuba posed no direct threat to U.S. interests. The U.S. policy of a trade embargo did not isolate Cuba from good relations with other countries and allowed Cuban officials to blame economic sanctions for their own failures. The new engagement policy enhances American soft power, expanding the appeal of its values and practices. This can be expected to increase U.S. influence in the world and to be more effective in changing Cuba. China’s growing economic and military power increases its competition with the United States, and its territorial claims in the South China Sea raise tensions. But these developments need not result in military conflict. Obama’s trade and investment policies enhance economic inter-dependence with China, constituting a barrier to hostilities. The U.S. administration recognizes the great complexity of interlocked conflicts in the Asia-Pacific region, which exacerbates tensions; but it also recognizes the opportunities that complexity provides for diplomatic tension reduction. Furthermore, the many confidence-building security measures and

joint military exercises and exchanges can help prevent misunderstandings and accidents. Even cooperative and shared actions with mutual benefits have been achieved, as in the case of reaching agreements on countering global warming. The nuclear agreement with Iran is another important achievement. Despite Iranian assistance in Afghanistan immediately after the 9/11 attacks, George W. Bush characterized Iran as one of the three countries constituting the Axis of Evil. In addition to threats and condemnations, some economic sanctions were imposed to force Iran to abandon its nuclear development efforts. This clearly was unsuccessful. President Obama’s administration undertook a different strategy. It recognized Iran’s right to develop nuclear energy for peaceful purposes, engaged with Iranian officials with civility and respect, and explored possible arrangements that might preclude Iran’s attaining nuclear weapons. With the prospect of an agreement, the Obama administration was able to expand UN Security Council sanctions on Iran for failing to cooperate on earlier resolutions and its continued nuclear activities. The negotiations were consistent with the constructive conflict approach. They focused on a single element in the conflict. As in most successful negotiations, a blend of carrots and sticks proved effective. The current destructive conflicts in Syria, Iraq, and Ukraine are outgrowths of local grievances. But those conflicts were exacerbated by overly ambitious and militant U.S. interventions for several years. Moreover, a wide range of actors did not pursue more constructive alternatives . In short, Obama is not naïve or timorous, nor has he been unmindful of protecting American interests and values. A greater public appreciation of his thoughtfulness and of the evidence of the benefits of a constructive conflict approach would increase the chances for more creative and effective American foreign policy choices in the future. To Create Wealth or Success, You Need Leverage

ll great achievers, throughout the ages, have applied the power of leverage in one form or another. Archimedes, the most-famous mathematician and inventor in ancient Greece, is known to have said, “Give me a lever long enough and a place to stand and I will move the entire earth.” But on your own, you are without leverage. You have to rely on your own knowledge, your own experience, your own resources, and your own money. This is the long, slow way to wealth. Eventually, your resources run out. You become discouraged; and you quit. If you want to create wealth the easier way, you need leverage. But what exactly do we mean by leverage? In the physical sense, a lever is an assisted tool to gain an advantage. For example, you can more easily lift a heavy object with a lever than you can lift it unaided. In finance, leverage is a powerful technique to multiply your financial gains with just a small amount from out of your pocket. There are three parts to leverage. The first part is the Objective (Your Dream) that you intend to bring into reality, which could be, say, to build a multi-crore business firm. The second part is the Fulcrum, which would represent you and your commitment. Like the Fulcrum, everything hinges on you. The third part is the Lever itself, which could be many kinds. And assuming your Lever is strong and long, you will be able to move large objects---that is, control a lot of things with minimal efforts and do so with speed.

Islam as state religion—the story of Bengal

The existence of a particular state religion openly gives preferential status to one group of citizens, thus creating various classes of citizens

engal is a tragic country. Its west (whose present political form is the state of West Bengal, as a part of the Indian Union) has a Hindu Bengali majority and a secular constitution that has done bare little to better the extremely precarious socioeconomic condition of the vast majority of Muslim Bengalis, most of whom have negligible assets and nearly zero social security – something that is true for most of the non-savarna Hindu Bengalis too. Its east (whose present political form is the sovereign nation-state called the People’s Republic of Bangladesh) has a Muslim Bengali majority and has successfully driven out millions of Hindu Bengalis (decreasing their population percentage from 22% in 1951 to 8.5% in 2011) in the 70 years since its formation through partition – across periods of Pakistani occupation, secular constitution and since 1988 a non-secular constitution with Islam as state religion. The People's Republic of Bangladesh did not always have a state religion. In fact, its 1972 constitution had secularism as one of the basic principles of the state and banned all religion-based politics. Such clauses have to be looked upon in the context of the 1971 Bangladesh liberation struggle, where West Pakistan occupiers and their East Bengali agents touted the freedom struggle as a Hindu conspiracy, with the liberation warriors doing India's bidding. It is also true that during 1971, Hindus of East Bengal were targeted in hugely disproportionate numbers. Also, the liberation struggle against a brutal occupation force that claimed to espouse Islam as its ideology created, in the context of the Cold War, the opposition yearning space for a cross community secular-populist resistance that later got incorporated into the 1972 constitution. This is the much invoked, celebrated, cursed, used and abused concept of Ekattorer Chetona (spirit of 1971). However, that idea that secularism truly represented the spirit of 1971 and by extension, that 1971 was a refutation of the Two-Nation theory, has also been questioned at various times. This view maintains that Muslim Bengali participation in the Pakistan movement was to secure the rights and dominance of Muslim Bengalis in the context of Bengal. Even after the elimination of Hindu contest after the 1947 Partition, this Muslim Bengali aspiration was not realized due to the quasi-colonial relationship between

West Pakistan and East Bengal. Thus 1971 also represented the stage two of the Muslim Bengali struggle for rights and dominance, in order to fulfill the promise of 1947 and is no negation of the Two-Nation theory, as such. While the 'spirit of 1971' camp contends that the Liberation struggle was not waged to create a smaller Islamic Eastern Pakistan but a sovereign, secular Bangladesh, premised on non-communal ethno-linguistic nationalism. Both positions have significant support. After the assassination of Bangabandhu Sheikh Mujibir Rahman, the subsequent unelected or fraudulently elected governments tried to play the Islam card to make up for their illegitimacy in an area where there is a long history of the usage of Islam as a potent rallying point. Thus, secularism was eliminated from the constitution and in 1988, besieged by an increasingly united opposition to army rule, the President H.M. Ershad incorporated Islam as the state religion in the constitution. Almost immediately, on behalf of the Committee for Resistance against Autocracy and Communalism, 15 eminent citizens cutting across religious lines (including figures like ex-Chief Justice Kamaluddin Hussain (deceased), Poet Sufia Kamal (deceased), Professor Anisuzzaman, Professor Sirajul Islam Chowdhury mounted a legal challenge to Islam as state religion. That legal challenge of 1988, in the form of a writ petition, was finally listed for hearing on 28th March, 2016! The petition was dismissed in 2 minutes, without any hearing. Islam remains the state religion of Bangladesh. In short, nothing changes. When Islam was incorporated as state religion in 1988, all major opposition parties, including Sheikh Hasina Wajed-led Awami League (AL) and Khaleda Zia-led Bangladesh Nationalist Party (BNP), had denounced this move and had promised to scrap this state religion clause once in power. When in power, neither the AL nor the BNP walked their original talk, even though in certain times (including the present) they have held the necessary 2/3rd majority in parliament to unilaterally amend the constitution. What had changed is the political climate? It is undeniable that Islam plays a much bigger role in Bangladesh politics now than it did during the 1971 Liberation war or the heady days of the anti-dictator, pro-democracy movement of the 1980s. This shift is real and political parties have responded by variously pandering to majoritarianism, rather than providing ideological leadership to the people. The AL in 1988 called for a strike and protest in response to General Ershad's annoucement of making Islam as state religion. The AL itself got its present name in 1953 by dropping the word 'Muslim' from its original name Awami Muslim League (the other such example being Kashmir's National Conference that changed its name from Muslim Conference in 1939), trying to become a uniter of the people of whom 1 in 5

were Hindus at that point. If one imagines the 1953 name change issue in today's Bangladesh, the communalization of politics and the numerical marginalization of religious minorities would have made such a move impossible and unnecessary. Times have changed. General Ershad knew the potency of his move. His change has stood the test of time. Even when given the chance in a 2011 legal order to return to the original 1972 secular constitution, the AL government passed the 15th constitutional amendment, retaining Islam as the state religion and adding back secularism as a basic state principle simultaneously. Defending this decision, Prime Minister Sheikh Hasina Wajed said in 2011 that 'people are 'emotional' about matters of religion', thus making clear which community's 'emotions' matter and which community's don't, when it comes to matters of religion. This apparent anachronism is more reflective of the political currents that AL has to navigate, with Ulema all over Bangladesh presenting secularism as an anti-Islam ideology. The face of state religion may be preferable to the mask of secularism – it would save the Hindus and other minorities of Bangladesh from hopes of equal citizenship being periodically raised and dashed and each time these discussions arise, it is opportunity for renewed mobilization of Islamist groups whose final brunt is borne by the Hindus, thus pushing them further into a security hostage relationship with the ruling powers. Even in 1988, almost on cue with the original promulgation, temple desecrations happened in Satkhira and non-Muslims (including tribals) were threatened with eviction. While the Muslim Bengali dominance has been very well entrenched after 1971, this has not prevented regular anti-minority attacks, through the years of secularism or Islam as state religion, just like secularism has not prevented the religious minorities from being represented disproportionately highly among the victims of most riots in the Indian Union since 1947. A specific state religion represents the symptom of a political crisis – namely, an attempt at hiding questions of injustice that affect all by promoting an ideology that unites a significant portion of the population. Thus, not the presence or absence of Islam as state religion but questions of justice that are crucial to the concerns of the remaining minorities of Bangladesh. These include, return of forcibly/fraudulently captured property using local influence or the various variants of the inhuman Enemy property act by individuals or the state, stemming the decrease of minority population percentage by ensuring security of women and religious places (the economics driven emigration apply to all communities), full implementation of the Chittagong Hill Tracts accord, among others. One of the most famous slogans espousing the spirit of 1971 Liberation war was “Dhormo jar jar, Rashtro shobar” (religion is personal, state is everyone’s). In a speech on 6th February 1972, Sheikh Mujibur Rahman talked about the ideals of West Pakistan's leaders that were “incompatible with the civilized world”. Two of those were, 'Islam is in danger' and 'Hindus are our enemy'. Bangladesh cannot afford to become what it fought against. State religion Islam or not, Islam is not in danger in Bangladesh and her Hindus are not the enemy.

And here’s your gain: your Rs.20,000 investment has earned you Rs.10,000, which is a 50% return on your money on just one deal. 5. Applying Tools and Skill. If you want a speedy result, you need high-tech tools---computers, the Internet, phones--- that can aid fast communications, fast calculations, and fast decisions. Having appropriate tools and knowing how to use them (the skills) is critical to your success. Think of those who are extremely successful today. Do they work 10 times harder? Are they 10 times smarter? Of course not. The bottom line is that they have developed their skills. 6. Following a System. Whether your primary focus for wealth-creation is in investments, real estate, business, or technology, you should learn whatever you can about that particular field. Systems which are developed through years of trials and errors can produce predictable outcomes with fewer defects. As such, mastering the systems or the processes will help you to get more results at a much higher speed. Most high-net worth people are masters at using all six kinds of leverage. Granted, only one kind of force to the lever might not be powerful enough, but when you put together several of them--- the combined forces of mentors, teams, networks, others’ money, tools, and systems--you can achieve almost anything in life.

AMU seeks CBI inquiry into killings

AligArh, April 27 (iANS): Aligarh Muslim University (AMU) has sought a CBI or SIT probe into the violence on the campus that left two students dead. Vice Chancellor Lt. Gen. Zameer Uddin Shah made the request in a letter to Uttar Pradesh Chief Minister Akhilesh Yadav. He also wanted the probe to cover the damage done to vehicles and the proctor's office on the night of April 23. Aligarh District Magistrate Balkar Singh has already ordered a time-bound magisterial inquiry into the violence. But the university feels that the Central Bureau of Investigation or a Special Investigation Team must get to the bottom of how and why two groups of students clashed. Earlier, the vice chancellor announced that in future every room in all hostels would be vacated by students by June 15. Only medical students would be allowed to stay on. AMU has also decided that no person will be allowed to enter the administrative block without valid proof of identity or prior appointment. In a written response to a question in Lok Sabha asked by over nine MPs, Y S Chowdary, Minister of State for Earth Sciences, said in the last four years, 4,204 people have died due to heatwave. In 2013, 1,433 people died due to heatwave of which 1,393 were from undivided Andhra Pradesh. In 2014, the figure dipped to 549, but rose to 2,135 in 2015, with Andhra Pradesh recording over 1,422 deaths, followed by 584 in Telangana. Until March 2016, the intense heatwave has claimed the lives of 87 people, with Telangana topping the list with 56 deaths, followed by 19 in Odisha. Saudi reform plans flirt with social change RIYADH, ApRIl 27 (ReuteRs): Reforms promised by a young Saudi prince are couched in references to the kingdom’s Islamic tradition but include ideas likely to upset some conservatives, risking future ruptures over the direction of society. ungodly, and some clerics even see patriotism as tantamount to idolatry. “When he talked about quality of life, about entertainment, he is aware of the changes in our culture and that’s what people understood him to be talking about. But at the same time, he showed reluctance,” said Jamal Khashoggi, a leading Saudi journalist. Prince Mohammed has presented himself as the face of Saudi youth, devoutly Muslim but in a way different from the older generation of clerics, being more open to the outside world and more accepting of its cultural influences. As a mark of the internationally-oriented nature of Prince Mohammed’s ambitions, Vision 2030 used the Western calendar in its title, not the Islamic Hijri calendar officially used in Saudi Arabia, under which this year is 1437. When he presented his plan, the prince gathered clergy, intellectuals and journalists from across the spectrum.

But the government’s recent decision to increase curbs on the religious police, and continued support for women working, have prompted conservative anger, showing how sensitive the cultural struggles are. A video posted on YouTube before Prince Mohammed announced the reforms was titled “Before the Catastrophe” and portrayed a society riven by the moral degeneracy of the West before succumbing to chaos and violence. WARY STEPS OF CHANGE The Al Saud have always stepped warily with the clergy, aware that the most dangerous challenges to their rule in the kingdom’s 70-year history have come from aggrieved religious conservatives. However, they have also traditionally balanced that caution by giving space to the Westernised business elite, and to those liberal intellectuals who have historically backed Al Saud rule, to push social boundaries

and nudge the kingdom towards change. Under a pact between the Al Saud and the Wahhabi clergy dating back to the 18th century, the princes had responsibility for governing and the clerics for religion. Over the centuries, however, the definition of where each of those spheres of influence begins and ends has shifted, often marking the boundary of cultural battlegrounds. In recent years changes to education, which is shifting from the domain of the clergy to that of government, to law, in which proposed reforms have encroached on clerical prerogatives, and to the public role of women, have dominated internal disputes. “If you do it too fast, it has a negative impact. Reform in Saudi Arabia always has a precondition: it has to come from inside, it has to be gradual and it has to take into account what people believe is right,” said Abdulaziz al-Sager, head of the Gulf Research Centre based in Jeddah and Geneva.

CULTURAL TUSSLING Saudi Arabians are avid consumers of Western media and culture. Despite the cinema ban, Hollywood films and recent television series are widely watched at home and discussed. Saudis view YouTube more than any other nationality, measured per capita, and both liberals and conservatives use social media to spread their views. So when Prince Mohammed promises land for cultural and entertainment projects, and support for “talented writers, authors and directors”, he seems to point towards a reversal of the ban on cinemas, but without explicitly doing so. But potentially most explosive of all is the renewed commitment to reform education, a process started under King Abdullah who died last year. Prince Mohammed has sworn to create “an education system aligned with market needs”, a far cry from schooling that still draws heavily on Koranic teachings. Traditionally, one way the Al Saud had of persuading the clergy to accept change was to spend money on big religious projects, thereby demonstrating their continued support for Islam in Saudi Arabia. While one aspect of the new plan was for a huge Islamic museum, even that may cause friction: Wahhabi doctrine holds the display of ancient artefacts, even those associated with the Prophet Mohammed, to risk committing idolatry. With his plan predicated on cutting the indiscriminate spending of the past, however, and with a new age of austerity looming due to cheap oil, Prince Mohammed might be denied the luxury to stage cultural warfare with petrodollars.

Novel genetic method could lead to vaccine for cancer, asthma lONDON, ApRIl 27 (IANs): Danish researchers have developed a novel genetic method that could lead to the development of safe and effective vaccines for controlling diseases such as cancer, asthma, and allergies. “The major research breakthrough is that we have created a general and user-friendly platform for the development of a special type of effective and safe vaccines,” said one of the researchers Adam Sander from University of Copenhagen in Denmark. “The highly effective method opens a new door for controlling diseases such as cancer, asthma, allergies and cardiovascular diseases by means of vaccines,” Sander pointed out. The method was described in the Journal of Nanobiotechnology. The idea behind the new technique is to mimic the structure of a virus. When you have made the virus structure, it is used as a platform onto which are glued harmless parts of the disease which you want to vaccinate against. This creates an overall virus-like structure, which constitutes an important danger signal for the body. The immune system would therefore produce antibodies against the disease - a mechanism which has been difficult to activate by traditional vaccines. The technology is also so effective that it can trick the immune system into attacking the body’s own cells, which may be used in the treatment of a number of serious diseases, such as cancer, which are not caused by foreign organisms, the study said. “Previously, it was a major problem to activate the immune system and get an adequate response. We have lacked the possibility to easily create a vaccine which mimics something that will trigger a natural response from the body, but the new virus-like platform now allows us to do so,” Susan Thrane from University of Copenhagen noted. “In other words, we now have a unique technique that enables us to develop vaccines against diseases that we have so far been unable to fight,” Thrane pointed out.

Formal negotiations between the Chinese and representatives of the Dalai Lama broke down in 2010, and the stalemate since then has cast a pall over Tibetans in exile.

U.S. warns of ‘other’ options if North Korea continues nuclear, missile tests seOul/WAsHINGtON, ApRIl 27 (ReuteRs): The United States warned on Tuesday it would consider “other” options, which could include new sanctions or security steps, if North Korea continued nuclear and ballistic missile testing. South Korea’s Yonhap news agency earlier said North Korea appeared to be preparing a test-launch of an intermediaterange ballistic missile, after what the United States described as the “fiery, catastrophic” failure of a launch attempt this month. It is widely expected to conduct a fifth nuclear test soon, perhaps ahead of a congress of the ruling Workers Party congress in early May. President Barack Obama said the United States was working on defending itself and its allies against potential threats from North Korea, which he called an “erratic” country with an “irresponsible” leader. In a CBS interview that aired on Tuesday, Obama said the United States was spending a lot more time positioning its missile development systems to set up a shield “that can at least block the relatively low-level threats,” posed by North Korea. U.S. State Department spokesman Mark Toner urged North Korea to refrain from actions that destabilize the region and said Washington would consider “other” options if Pyongyang continued nuclear and missile testing. Toner noted that past steps had included sanctions and security measures, but declined to elaborate. “I think it’s pretty clear that as North Korea continues to make decisions that we believe are counterproductive, that we’ve got to also continually look at what our options are in terms of response,” he told a daily briefing. Asked what those options were, Toner added: “We don’t want to announce anything before it’s been fully formed and fully vetted.” North Korea tested its fourth nuclear bomb on Jan. 6 and launched a long-range rocket on Feb. 7, prompting a significant tightening in United Nations and U.S. sanctions. It has conducted several missile tests since, including what it said was a submarine-launched ballistic missile on Saturday. On April 15, North Korea failed to launch what was likely a Musudan, a missile with a range of more than 3,000 km (1,800 miles), meaning that it could, if launched successfully, hit Japan and also, theoretically, the U.S. territory of Guam. Yonhap quoted an unnamed South Korean government official as saying

there were indications North Korea might try to launch another of the missiles, which is not known to have been successfully flight-tested. The two Koreas remain technically at war after their 1950-53 conflict ended in a truce, rather than a peace treaty. Obama said there “was no easy solution” to the North Korean threat. He said that while the United States “could destroy North Korea with our arsenals,” there would not only be humanitarian costs, but also a potential impact on South Korea. Experts see North Korea’s Musudan test as part of an effort to develop an intercontinental ballistic missile that can reach the mainland United States. Obama said it was important to guard against such attacks. “They are erratic enough, their leader is personally irresponsible enough that we don’t want them getting close” to obtaining such weapons, he said. The April 15 failure was seen as an embarrassing blow for its leader, Kim Jong Un, who has claimed several advances in weapons technology in recent months. North Korea said its submarinelaunched ballistic missile test on Saturday was a “great success” that provided “one more means for powerful nuclear attack”. South Korea on Tuesday described the test, which sent a missile travelling about 30 km (18 miles), as a partial success. World No.9 Tai disposed off South Korean Kim Hyo Min 21-12, 21-8 in 31 minutes at the Wuhan Sports Center. India's only men's singles contender, Srikanth went down to Lee Dong Keun of South Korea 21-13, 1221, 19-21 in an hour and 15 minutes. It was their maiden fight on the circuit. The top three men's singles seeds of Chen Long, Lin Dan and Lee Chong Wei eased into the second round.

Also exiting the competition was the doubles pair of Jwala and Ashwini, who lost to Chang Ye Na and Lee So Hee of South Korea 15-21, 11-21 in 37 minutes. India's campaign also ended in the men's doubles competition as Pranaay Jerry Chopra and Akshyay Dewalkar lost to Hong Kong's Or Chin Chung and Tang Chun Man 19-21, 17-21. Another Indian pair, Manu Attri and B. Sumeeth Reddy crashed out against fifth seeded Japanese pair of Hiroyuki Endo and Kenichi Hayakawa 15-21, 13-21 in 32 minutes.
