Dear Readers The country will be celebrating Israel’s 70th birthday this April. We are fortunate to have a homeland, a place to feel a sense of belonging. Our small nation has thrived in many arenas over these 70 years, from being labeled the “Startup Nation” to having one of the world’s strongest armies. Aliyah has changed as well. New olim have the ability to smoothly integrate into society while enjoying many benefits. The city of Modiin has come a long way in its 22 years and our residents have had a major hand in shaping the city. In this issue, we hear from our city officials and residents about their contributions to the city. Deputy Mayor Ilan Ben Saadon discusses his work with the city’s youth and the city’s “transportation revolution” (page 32). Alex Weinreb describes the nature and heritage sites that have been preserved for nature hikes in our city (page 14). Cherie Albucher shares how the ABC Group was founded – an English-speaking networking group to assist small business owners navigate the Israeli system (page 24). Miriam Landa shares her experiences of surviving the Holocaust and her journey of making aliyah to Modiin at the age of 84 (page 38). Take a moment this season to reflect on our nation’s history. Wishing everyone a Chag Sameach! Rachel & Caryn

An Unlikely Prayer for Redemption By: Rabbi Dr. Darrell Ginsberg There is at small tefilla recited after the Barech section of the Seder, at the time we pour the fourth cup of wine, that is quite perplexing: “Pour out Your wrath [shefoch chamatecha] upon the nations that do not acknowledge You….” The tefilla seems quite “aggressive.” Why recite it? Ritva references a debate in the Talmud Yerushalmi about the four cups of wine. One opinion refers to the four cups as cups of puraniyot, where God will “pour” His wrath upon those who do not recognize His existence. In fact, he goes so far as to say that the essence of our redemption is the destruction of the “horn of their kingship,” and we ask God to begin the process now. What idea is being conveyed here? The Talmud Yerushalmi referred to by Ritva (Pesachim 10:1) offers numerous other opinions. The most famous references the four different words associated with the redemption of the Jews from Egypt (vehotzeiti, etc.). Another one focuses on the four references of the kos Paro, noted in the dream of the

sar mashkim, and the subsequent interpretation by Yosef. The Midrash Raba (Vayeshev 88:5) expands the interpretation to the different descriptions offered in the dream actually referring to the redemption of the Jewish people. Therefore, the return of the sar mashkim to serving wine to Pharaoh is a focal point of the four cups (the Talmud offers a few other reasons, but we will stick with these for the time being). It is possible that there is one overall theme present: geula. Easy enough, right? In fact, one can see that redemption is a theme throughout the seder night. However, redemption is a multi-faceted idea, and the debate about the four cups reflects the complexity involved with understanding this fundamental concept. Let’s start with the four “terms” of redemption. The main thought is that redemption was more than the Exodus. Redemption was taking the Jews and tying them to a belief in God and subservience to Torah. There were many different “ingredients” to the redemptive process, and these are mirrored in the terms. Each reflected a component of said process.

The relationship between the cup of wine used by Pharaoh seems difficult to comprehend. It could be there is another critical concept of how the geula emerged. As we know, the successful interpretation of the dream of the sar mashkim was the first step to granting Yosef an audience in front of Pharaoh. We also see Yosef’s emergence as viceroy was of supreme importance in his future ability to bring together his brothers and father, leading to the complete Jewish nation. The seeds of the future redemption were planted at a time and place one would think completely insignificant. The detail that Yosef targeted in the dream, the kos Paro, was one that was pivotal in bringing about the needed chain of events. We see a well-known concept here, the idea that we should not think that shock and awe is the exclusive manifestation of God’s divine plan. The minute details, in many instances, serve as the initiators of the overall process. Returning to Ritva, the pivotal part of the geula is the future destruction of the kings who challenge God. Obviously, denial of God by those who are evil cannot be tolerated in the state of geula. However, having leaders who deny God is a chillul Hashem. As Jews, we are given the task of always being involved in sanctifying God through our actions. When we live in line with the system God gave to us, we have the opportunity to be mekadesh Hashem. At the same time, we do need God’s intervention at some point to help in overcoming those who won’t be “won over.” At the time of the geula, God will ensure that the desecration of His name will no longer exist. In other words, the geula cannot come into being alongside chillul Hashem, and this idea must be present during the seder night – thus, the four cups. The coming together of the Jewish people, families and friends, on the seder night, where we are intimately involved in the retelling of the great miracles and wonders afforded by God to our ancestors, is one of the strongest acts of kiddush Hashem that exists. It is a public declaration of our recognition of God, of His unique relationship with the Jewish people, and of how geula is the state we all yearn for. At the pinnacle of this process of kiddush Hashem, we now turn to God to ask Him to destroy those who perpetrate chillul Hashem, a most noble and necessary tefilla at this juncture. May we merit to see the geula, bimheira beyameinu. Rabbi Dr. Darrell Ginsberg is Rosh Yeshiva of Migdal HaTorah and Director of Amudim, both gap-year programs located in Modiin. Place2Heal By: Judy Bogen

My name is Judy Bogen, I am 48 years old, a wife and mother, a survivor of breast cancer and the proud founder of Place2Heal. I set up this organization almost two years ago following my own journey with breast cancer. During a three-year shlichut in the United States, I was diagnosed and treated for breast cancer. To say the least, this was a very difficult and challenging time in our lives, especially being so far away from all things familiar. Our friends and family were all in either the UK or Israel. The community in Silver Spring, MD stepped up in a way that we could never have imagined and soon we had all our food, rides, playdates and whatever else was needed, organized. During the time of my illness, I was mostly very low and struggling with the everyday challenges of dealing with cancer. The center where I received my medical care and cancer treatment was comfortable, airy and conducive to my overall wellbeing. Thankfully, we survived the storm and after

three years in the U.S., we returned home to Israel in the summer of 2011. As soon as we returned, while resettling our family into life in Israel, I decided that I wanted to bring about a change in the outpatient care here. I receive excellent care at Hadassah hospital, but I feel that there is much work to be done to improve the physical environment in the outpatient clinics of our hospitals. I decided to set up Place2Heal, to build an organization that would focus

on patient centered care and improving the patient experience in outpatient care in Israel’s hospitals. Some healthcare facilities in Israel are privileged to receive donations and build state-of-theart health centers. But there are many others who do not have this advantage. I spent over a year researching the concept of Evidence Based Design and how our surroundings can directly affect our stress levels and need for pain medication – among other things. I want to provide patients with the support they need while struggling with a challenging illness. This support does not necessarily have to be in the physical environment, but can also come in the form of alternative therapies, emotional support for patients and their families, and understanding the difficulties involved in how they cope on a day-to-day basis. For our pilot project, we are excited to be working together with the Kaplan Medical Center in Rechovot. With the use of color, lighting, acoustics, textiles, furniture and nature, we are taking the existing space in the Oncology Day Care Unit and transforming it into the optimum healing environment that the patients so richly deserve. I have spent time there talking with the patients and really listening to what they have to say. They have Continued on page 10

Is Your Water Clean Enough? By: Ashley Coleman

Drinking Water: We get a lot of calls from people complaining about the taste of the water they are drinking from the faucet and they ask us if anything can be done about it. Living in a country with a hot climate, we drink a lot of water most of the year and we try to educate our children to do the same. Although the water from faucets is not dangerous, there are undesirable quantities of chlorine, bacteria, cysts and unwanted tastes and odors. Those of us who like good-tasting water tend to go straight for the bottle‌bottled water, that is! We will sometimes buy dozens of bottles a month in order to provide drinking water for our family. Some of the bottles we buy in the supermarket contain natural mineral water, others are simply bottled filtered water that has gone through a cleansing process. It is worth checking on the bottle exactly where it came from and what method of purification it went through. One of the more popular methods of drinking water filtration is through the use of activated carbon cartridges. How does activated carbon filtration work? Activated carbon is often used to remove contaminants and impurities in our water. Carbon is probably the most absorbent material known to man, and it is uniquely efficient because of thousands of tiny pores that can absorb. The carbon is positively charged to attract negatively charged impurities such as chlorine, chemicals and volatile organic compounds. It also improves the bad tastes and odors in our water. Although there are several types of activated carbon filters available, the activated carbon powder block, a densely-packed cartridge is probably the most effective because it absorbs the largest quantity of contaminants and impurities in our water. These filter systems are installed under the kitchen sink and can either be installed in-line (directly connected to the cold water on the kitchen faucet) or can be connected to a separate filter tap that comes out of your countertop. Are your water appliances protected? This is also the time of the year that we get calls from clients telling us they have no or very little hot water from their boiler when turning on their electrical switch, and on occasions it even causes the electrical fuse to trip. Often these symptoms are as a result of the heating element burning out or being surrounded by large quantities of limescale. So, what is limescale? Without getting too technical, limescale in our water is caused by a high concentration of dissolved minerals, like calcium and 12

magnesium. When the water evaporates, it leaves behind calcium carbonate deposits. These limescale deposits build up on any surface that water is in contact with and can accumulate quickly. If we want to relate this to our homes, limescale gets into and accumulates in all our water related appliances – pipes, boilers, solar panels, washing machines, kettles and faucets. Over time, the accumulation causes a slowdown in performance, higher electricity consumption and in some cases malfunctioning of the appliance. What can be done about the situation? Ideally, we can protect our homes with a whole house filtration system. There are several systems available on the market, ranging in price and quality. A whole house filter is usually installed next to your water meter, so it filters all the water entering the house, both cold and hot. It is important to have a pre-filter cartridge to remove the sand, dirt and rust before it enters the house. These are the kind of particles that block our faucet aerators, washing machine inlet hoses and other narrow pipes in our home. In addition, and possibly more importantly, we need to deal with the limescale. Although there are several methods of water softening and limescale inhibitors, the recommended one is through the use of siliphos stones. What is Siliphos? It is a soluble mineral compound which acts as a sequestering agent which when added to water, has the ability or tendency to tie up and hold in solutions other minerals such as scale, the calcium and magnesium. These polyphosphates form bonds with the limescale causing the minerals to become more water soluble. Siliphos will successfully remove and prevent scale forming and accumulating in pipes. Siliphos ingredients are safe for human and animal consumption, are colorless and odorless. The ideal whole house filter system is a combination of both a pre-filter cartridge and siliphus stones, installed on the main inlet to the house next to the water meter. We at Ashley Coleman Plumbing and Water Filtration Services believe in long term cost effective solutions for all your plumbing needs. For more information on our high-quality filters, visit our website:acplumbing.co.il/service/water-filtration-systems, our Facebook page or call us on 052-8983396.

Real Estate in Modiin – Nature, Heritage and Community Life! By: Alex Weinreb Some will say that I am not objective, and to be honest, they are right. From the day Nili and I arrived in Modiin 21 years ago, we fell in love with Modiin at first sight! We have accompanied its development from the beginning back in 1996. We know the city, we feel totally connected to every street, every corner, every park, every hidden virtue, every house and every neighborhood. We also know lots of fellow Modiin residents (I can testify that Modiin’s main strength is its quality population!).

There is no place like Modiin! Modiin is a green city (over 50% of the city’s area is designated to be “green”!). It is blessed with a comfortable climate that combines the coolness of Jerusalem and the warmth of the coastal area. It is located in the “middle of the road” between Jerusalem and Tel Aviv, which is easily accessible, being close to main traffic arteries and Israel Railways. The special Modiin environment combined with its unique historical heritage and heavenly landscape which was in danger of total destruction, drew us from the very first day we arrived in Modiin to spearhead a residents’ movement to preserve and promote these unbelievable assets. As deputy mayor of Modiin, I was able to save, preserve and promote important nature and historical sites throughout the city. I also laid down the platform for preserving the city’s environment (“eichut hasviva”). Thanks to those successful efforts, today, many nature, landscape and heritage sites have been preserved and are an added value to apartment owners, such as the following sites throughout Modiin:

Givat HaTitura: In the Prachim neighborhood, you can enjoy walking around this 600-dunam hill with more than 80 different plant species, walk in the footsteps of the 1948 Independence battles that were fought there, visit the actual sites where the Maccabees lived and thrived, and enjoy the unbelievable view. Therefore, apartments adjacent or overlooking the Titura and surrounding area are in high demand. Umm el-Omdan: This is in the Buchman (Shevatim) neighborhood situated at the corner of Reuven and Shivtei Yisrael Streets. It was in danger of having the Shivtei Yisrael road built over it thus destroying the site which most probably was Modiin of the Maccabees! Again, as a city resident and then as deputy mayor, I succeeded in preserving this site (164 apartments were cancelled due to this action). The site includes the most ancient synagogue ever built in Israel (sometime before the Hashmonean period). The site also includes a mikveh that dates to the Maccabean days. The thought of buying an apartment next to the place where the Maccabees lived, combined with the Buchman shopping centers, shuls and schools have contributed to the high demand for apartments in this area. Nachal Anava Park: This is the main urban park that has a lake with paddle boats, an amazing amphitheater for performances, hiking trails, playground facilities and more. It begins at the Azrieli Mall and continues west for about 11 kilometers. The Anava Park is situated next to the Avnei Chen (Kaizer) neighborhood, which is characterized mainly by a young population, with a vibrant religious community. The adjacent train station and Azrieli Mall together with the Anava Park have upgraded the neighborhood tremendously and created a high demand for apartments. It is not only the added value of the environment and heritage that make Modiin so attractive. This city is built according to “holistic” planning which takes into account the topography on one hand and the needs of the residents on the other hand in such a way that private life is integrated with the life of the community. The neighborhoods are built on hills that descend to the valleys, where public buildings, schools, parks, shopping centers and public services are concentrated. This allows for a quiet living space in a rural atmosphere, with easy accessibility to the commercial and leisure areas in most of the neighborhoods.

In Modiin there are 3, 4, 5, and 6-room second-hand properties (one-level apartments, duplexes, cottages, some with elevators, gardens, porches, rooftops, etc.) for those purchasing their first house and for those wishing to upgrade their current house. Some people, on the other hand, downsize to a smaller apartment to be near family. This is my specialty. I also cater to clients from other cities and from abroad who want to live in Modiin and join the Modiin community. Call me! Alex Weinreb has a Bachelor’s & Master’s Degree in Archaeology and Israel Land Studies from Bar-Ilan University. Alex also served as deputy mayor of Modiin Maccabim Reut and city councilman. Today Alex’s current occupation is a real estate agent at Shumacher Realty. Contact Alex at 052-6517894 or walex@bezeqint.net

An Aliyah Story: The Brechers By: Baila Brecher In high school, after I saw the mini-series Holocaust and then read Leon Uris’ Exodus, I decided I was going to live in Israel. But I was in high school. I had to wait. Then, when I spent a year on Kibbutz Be’erot Yitzchak as part of the Hachshara program of Bnei Akiva, I decided again that I would make aliyah. But I didn’t. I didn’t think I could do it on my own. I went back to New York, where I completed my Bachelor’s and Master’s degrees and started working. But always with my eye cast toward what was happening in Israel. In early 1991 I watched as scud missiles from Iraq rained down on Tel Aviv. “This is it,” I thought, “I can’t stand not being there. I’m finally going to make aliyah.” And that time, I was serious. I started shopping. I got in touch with the Jewish Agency. I set a date. July 28, 1991 was going to be the day. Then, in June of that year I met Isaac. We started to date, in spite of my misgivings, because, well, I was leaving. That didn’t quite work out. The aliyah part, that is. Isaac became my husband in March of 1992. We talked about aliyah. We both wanted it and thought it was the right thing to do.

Life happened. Babies – three of them. Jobs. We bought the house. We fixed it up. School. Community obligations. And then, our eldest’s illness, which brought home the fact that life is precious and short and if you have a dream, you need to reach for it. Sixteen years after I postponed my aliyah for marriage, we stepped onto the tarmac at Ben Gurion Airport as a family of six (five humans + one canine). I don’t regret those sixteen years in America for one moment, but I am so proud of what we have achieved in the following decade of living here. Our daughters were 10, 11, and 14 years old when we arrived in Modiin. Many naysayers warned us how difficult aliyah would be with pre-teens and teenagers and thought we were crazy for taking them away from their comfortable American home. I’m not going to lie. It wasn’t easy. Each one of us (except maybe Ozzy, the dog) had to learn to cope with a new language, a new school or job, new friends. There were some difficult times related to that adjustment, difficult enough to make us question our decision. Slowly, though, we persevered. We all made friends, got educated, advanced in our jobs. We settled into Modiin and became part of a community. The girls served, both in National Service and the Israeli Defense Forces. They traveled the world. One just finished Hebrew University and the other two are deciding what’s next. And as their parents, we couldn’t be prouder of their accomplishments and excited for their futures. It took a long time for us to get here, but we are here, in the country of our people, living a normal life, with all its twists and turns. And we enjoy the ride.

International Day of Persons with Disabilities Imagine what kind of effort a person who is blind, has to go through to perform a simple task like taking money out of an ATM machine? Or how difficult and frightening it must be, for a deaf person to realize, by people running around frantically, that a fire alarm is going off or a terrorist attack is taking place. How about going to a club with friends and having to find out beforehand if there are steps to get in to the building, enough space to move a wheelchair around or toilets specially designed to accommodate disabled people. These questions are major issues for people who deal with disabilities day in and day out. On December 3rd, we mark the International Day of Persons with Disabilities. How many of us have day to day dealings with disabled people? How often do we see a disabled person and wonder how they get through the day? Most people do not want to look at the disabled because it is frightening to think that at any

moment, for many, many reasons, any one of us could be in that same position. Let us start off by noting that disabilities come in different forms. Some are physical, which can be seen (sometimes!) and some are mental and therefore not necessarily visible. People around the world want to feel accepted and liked, and disabled people are no different. For example, if you were speaking to someone you do not know on the phone, you would have no idea if the person on the other end of the line is a disabled person or not. Most of us would judge them on whether they gave good or bad service and the manner in which they spoke. If one saw them face-to-face and could see their disability, one’s perception of them often changes. It is human nature to form an opinion about someone, their age, race, gender, etc., and attitudes often change when one comes face-to-face and sees that the person is disabled and unfortunately in a negative way.

Raising awareness about disabilities at an early age, could help this “stereotyping situation.” A fun way to expose children to the idea of disabilities could start in kindergarten. For example, in the playground where the riding carts (“bimba”) are parked, there could be a “blue” parking space that signifies a disabled parking zone. This would initiate conversation about special parking for disabled people, which is something that they will see in the streets and parking lots. Very often, when children see disabled people, they realize something is “different” about the person and they stare. Most parents pull their children away, without an explanation. This is confusing to children who see this as a taboo subject. Most disabled people would be receptive to having children approach them and ask questions. This would help shrink the “monster” for most children. Often when disabled people approach offices, shops, public places, etc., accompanied by an abled-bodied person, members of the public will address the able-bodied person, completely ignoring the disabled person. This makes the “special needs person” feel completely invisible and worthless. In conclusion, we must change our perception of disabilities in order to make this stigma disappear. Children learn by example and it is up to us, as adults, to make all people feel accepted. Doing so would help disabled people be more included in social activities, work environments and the world in general.

Behind the Business: Dror’s Tires By: Caryn Meltz & Rachel Kops Your day may have started with the aggravation of a flat tire, but as soon as you pull up at Dror’s Tires, you’re greeted by Dror himself with a big smile. Dror Naftali has been fixing our tires since the first nails and screws became a constant reminder of the new city that was being built here. Dror grew up in a poverty-stricken home in Even Shmuel (near Kiryat Gat) where as a young boy he would go to the local minimarket to help out the owner, Shushan, who would in turn give Dror food to eat. Shushan would also invite Dror over for Shabbat meals. With tears in his eyes, Dror tells us of the passing of his mother when he was 18 years old and how he never got to truly

enjoy her presence in his life. Dror, who grew up secular, put a kippa on for the shiva and hasn’t taken it off since. It was a lifechanging moment, on so many levels. Dror went on to serve in the IDF in a fighting unit and signed on for keva. After nine years of service, during the first intifada, he was injured by a grenade and he suffered severe damage to his hearing – he jokes, that’s why he’s always speaking so loudly. As a result, he was discharged from the army and had to find a profession in the civilian world. A friend suggested that he work at a garage in Kiryat Malachi, and that’s where he started his career. During this time, Dror stayed in contact with Shushan, often spending Shabbat at his home and fell in love with his daughter, Tali. The family was thrilled to have Dror as a true member of the family, in spite of the murmurings of others saying that he came from a hard family life and how would he provide for their daughter. (Dror now has four daughters, one son, two grandchildren, and a successful business that he built up himself.) Shortly after Dror and Tali married, in 1995, Dror got a job at Continued on page 22

the tire place in Shilat. During his time working there, Dror became a familiar face to the locals. He opened his business, Dror’s Tires, in January, 2000. He hired Dalia on the recommendation of the owner of Bonofait, whose restaurant at the time was located next to his business. Asaf, who joined a year later, has become like a brother to Dror. Dror will only hire Jewish workers, which he said is hard to find. Clients ask about the quality of tires and why it’s important. “People need to understand that the tires are the heart of the car. If you don’t take care of your tires, so many other parts of the car can be impacted. That’s why I offer the [free] service of filling up air in my customers’ cars, I want to know that people are driving safely.” Last year, Dror moved locations in Shilat so that he could expand his business…and also provide a proper waiting room for his clients and an office for Dalia. In addition to tire service, Dror has a state-of-the-art wheel alignment machine using laser technology. He also sells and replaces car batteries, and sells car accessories. Dror’s roots are what give him his drive and positive outlook on life. “One never knows what burden another is carrying – the satiated don’t know what it’s like to be hungry and the hungry don’t know what it’s like to be satiated.” This motto is what’s

behind Dror’s big smile when he greets you at his business. Dror’s Tire Tips: Fill your tires with air on a monthly basis. Recommended in the summer to fill tires in the morning before the tires get hot. Cracked tires are more dangerous in the summer and smooth tires are more dangerous in the winter – need traction on the tire to avoid sliding and losing control of the car. Cars use more gas when low on air, so fill up! Dror’s Tires is located in Shilat, around the bend from Tzomet Sefarim, 08-976-2288.

Always Be Connected By: Cherie Albucher The decision to make aliyah is a huge life-changing decision. For most people this decision takes months or even years of planning. You take into consideration what is best for you and your family, often based on, the community in each city, the support offered for your kids in the school system, English municipal and medical services, shuls and social activities. But for the majority, the biggest and most stressful decision of making aliyah, is how will you survive financially and how you will be able to support your family. Over the years the pattern of aliyah has changed. From times when people made aliyah and started working in jobs that were not in their field of expertise due to lack of language or Israeli mentality, to modern-day aliyah where one spouse works overseas to support the family. There are also those entrepreneurs who made aliyah, and decided to integrate their businesses within the Anglo community where they lived. In 2009, Joshua Weiss, after working in hi-tech for 15 years in Israel, completed his training in personal coaching, decided to make a career change. He also realized that in order to promote

himself, he needed more than a flyer or advert. He needed the personal one-on-one connection but, after trying out various Israeli networking groups and not finding his place there, he knew something was missing. After a short survey on the Modiinlist, he decided to open the first English networking group called EMBN – English Modiin Business Networking. Their meetings were held at the Holy Bagel CafÊ with a group of 10 members consisting of both entrepreneurs and small business owners providing a service in English to the Modiin community, each looking for a place to both expand their business and support each other. After four years of heading and developing the group Joshua stepped down and Karen Black took over. Karen, a veteran member, brought a new spirit to the group including changing Continued at page 26

its name to ABC – Always Be Connected. She successfully ran the group for another six years while watching the dynamics and the needs of the group change over time. Envisioning the group as a community force, Karen recognized that to do this, the group needed a combined leadership. Looking towards empowering the group, she asked both Amira Solow, another veteran member and Ingrid Muller to take over the position. Today the ABC – Always Be Connected networking group offers a strong networking resource, providing businesses with the tools they need to help promote themselves and expand their business opportunities. As business owners, we all understand the importance of exposure and of advertising. Today’s marketing platforms offer us a huge range of options both in print and in social media. Beginner’s Guide to Kupat Gemel Lehashka’a By: Danny Newman

With interest rates remaining low, many people are looking for alternatives to the regular savings options offered through banks. Toward the end of 2016, a new savings vehicle came onto the market in Israel, called Kupat Gemel LeHashka’a. It is in essence a mutual fund that is offered by either insurance companies or investment houses. The State of Israel is trying to encourage people to save money for their future, in particular for retirement. As such, a number of incentives have been built into this relatively new investment vehicle, giving it certain advantages over a number of other savings options in Israel. What are the advantages of a Kupat Gemel LeHashka’a? · Money is liquid and available to be withdrawn with no penalties at all times. · Flexibility in being able to save into a Kupat Gemel LeHashka’a either via a monthly deposit, lump sum payments or both. · As with all short-term to medium-term savings plans in Israel (other than a Keren Hishtalmut), there is capital gains tax (currently 25%) on the profits. The tax is only paid at the time of withdrawing funds. · One has the ability to either switch investment tracks within the same company, or move the money to another Kupat Gemel LeHashka’a fund in a different company without incurring a tax event. This allows the fund to maximize its compound interest without any extra fees or taxation, until the money is actually withdrawn from the fund. · Should one choose to keep the money in the fund beyond the age of 60, and then take the money as a monthly

annuity, all the profits will be exempt from capital gains tax. Those wishing to withdraw the money after age 60 as a

28

lump sum will be able to do so with reduced tax on the profits. · While the rate of interest is not guaranteed, similar investment tracks in other investment vehicles within the companies offering Kupot Gemel LeHashka’a have historically far outperformed the interest rates in regular savings accounts in banks. Though it is important to note that past performances do not guarantee future ones. Each company that offers a Kupat Gemel Lehashka’a offers various track options, from solid “safer” tracks with low or no exposure to stocks and shares, to those with higher exposure and many other options in between. What are the management fees? There are two types of management fees that can be taken by the insurance company or investment house: 1. From the money being deposited into the fund each month. 2. From the accumulation in the fund each year. While the maximum fees that can be taken are 4% from the deposits and 1.05% from the accumulation, in practice many funds offer much lower fees. The fees via the Kupat Gemel LeHashaka’a are usually lower than many other savings plans with similar returns on the market in Israel. Many of the insurance and investment companies are currently charging no fees on the deposit, and between 0.7% and 1% on the accumulation. Additional advantages to this savings vehicle are that there are no other fees. No fees for buying or selling, and no fees for moving to different tracks within the same company, or in moving to a different company altogether. As mentioned, this lack of fees on switching tracks and companies, allows the fund to continue to compound without extra fees being taken, which occur in some other savings products on the market in Israel. Can I take a loan against the funds I have in the Kupat Gemel LeHashka’a? Many of the companies providing a Kupat Gemel LeHashasha’a, will allow one to take a loan of up to 80% of the funds in the policy at preferential rates using the money in the fund as collateral against the loan. Often the interest rates on the loan offered by the companies are more competitive than those offered from the bank or other loan companies. What if I have U.S. citizenship? As a Kupat Gemel Lehashka’a is considered to be a provident/ mutual fund, those who hold U.S. citizenship, should consult with Continued on page 30

their U.S. tax professional as to the viability of opening up a fund, and whether or not it may lead to adverse taxation due to PFIC issues. How much can I pay into a Kupat Gemel Lehashka’a? As of January 2018, each member of a family who has a Teudat Zehut (Israeli ID) can contribute up to 70,000 NIS in each tax year (January 1 to December 31). Different companies may have different minimum amounts, but even someone wishing to contribute as little as 200 NIS a month, should be able to find a fund able to accept them. A family with two parents and three children can open up five plans, and contribute up to 350,000 NIS (70,000 NIS x 5) each year. There is currently talk of increasing the individual limit in the near future, but as of December 2017, this has not yet been confirmed. If I am an Atzma’i (self-employed), should I save into a Kupat Gemel LeHashka’a? In most cases, it is advisable to first maximize contributions into a Keren Hishtalmut. Despite the funds being saved into a Keren Hishtalmut being locked in for the first six years after originally opening the fund, the money is subject to two tax benefits: 1. A tax-deductible expense on some of the money being deposited into the Keren Hishtalmut. 2. An exemption from Capital Gains Tax, once the fund is six years old. For the tax year of 2018, an Atzma’i (self-employed) can contribute up to 18,240 NIS into a Keren Hishtalmut. One should consider the advantages of first maximizing the contributions to a Keren Hishtalmut and then paying into a Kupat Gemel LeHashka’a. Are there any similar plans to a Kupat Gemel LeHashka’a for anyone wishing to contribute more than 70,000 NIS? Yes there are. Most of the insurance companies and investment houses offer similar investment and savings options to those on offer via Kupot Gemel LeHashka’a. In addition, they allow moving in between different investment tracks within the same company without incurring any extra fees, and likewise, the capital gains tax will only be paid upon withdrawing the funds. However, these funds will not have the potential tax breaks that a Kupat Gemel Lehashka’a has for those withdrawing money after age 60, and the management fees may be marginally higher. How can I start a Kupat Gemel LeHashka’a? You can either go directly to the companies offering them, or you can open them up with an insurance professional. Danny Newman is the Beit Shemesh Branch Manager at Goldfus Insurance. For more information about investment options and Goldfus Insurance, please visit www.goldfus-ins.co.il.

Meet Council Member Ilan Ben Saadon By: Rachel Kops and Caryn Meltz Ilan Ben Saadon has lived in Modiin since the city was first built. He holds a degree in architectural engineering that he received before his army service. When he went into the army, he was placed in the mapping division of Intelligence because of his background. As soon as he bought an apartment in the city he went to the Iriyah (located in a caravan at the time) and asked about working for the city. He worked in the Engineering Department and spent 10 years as the chairman of the Workers’ Committee fighting for the rights of the city’s workers. In 2008, Ilan decided to run for the city council as an independent. He became a member

of the City Council and moved from helping workers to helping at-risk youth in the city. Today, Ilan is deputy mayor and holds the health, social services, tenders, transportation, and fight against drugs portfolios. He also sits on many committees. He is most known for holding the transportation portfolio and his work on the “transportation revolution” in the city but his work with the city’s at-risk youth is closest to his heart. Ilan grew up in Lod (the youngest of nine brothers), where he was given everything that he needed to succeed and that is what he wants to give to the kids in the city. He started the Parents Patrol in the city ten years ago. There are 140 active volunteers, Ilan included, who go out to the city’s parks every Friday night from 22:00 until 3:00 or 4:00 in the morning. Over the past 10 years, he has touched the lives of many at-risk youth in the city with his programming and personal connection. Many of the youth that he has helped over the years have asked him to accompany them when they go into the army. There are high school dropouts in the city that would be lost without the programming and support from the city. He started a youth theater, soccer league, and “zoola” activities for those kids. He was instrumental in the establishment of the Branco Weiss High School in the city, providing an alternative for kids to complete high school with a full bagrut. He also started a project in cooperation with the Israel Police to help teens with criminal records, who can have their records erased by attending workshops, so that they can enlist into the army. A lot of the work he does with the youth is to prevent the next suicide by giving them everything that they need to succeed and feel like they have worth. The next project is to open a professional school to provide a solution for every teen. Ilan says, “there are no kids who can’t succeed, there are only kids who are not given the tools to succeed. The youth need to be told that they can do it.” Ilan is also concerned about the situation of young couples in the city. The city was built as a young city and the young couples are leaving because the city has become too expensive. The city invests a lot in the youth and then they leave because they have no choice. The government established the “low-cost housing” program but it doesn’t provide for everyone. The Israel Land Authority set aside 20% of low-cost housing in Modiin for “local residents” but Ilan is trying to get that number up to 35%. He Continued on page 34

is also trying to get a free chug for every child in order to help relieve the financial strain on young families. Ilan inherited the transportation portfolio two years ago, along with all the difficulties and challenges that come with it. Transportation is very important to the Iriyah as a main contributing factor to the quality of residents’ lives. The opening of the central bus station has been a major improvement to the public transportation in the city. There are more buses to Tel Aviv and Jerusalem, additional bus lines for the soldiers and a bus to Ramat Hachayal. The transportation center is a huge project with the public transportation constantly being improved and upgraded. There are many different people responsible for public transportation in the country, such as Ministry of Finance, Ministry of Transportation, manager of

public transportation and the bus companies. In Modiin, residents contact Ilan personally and he investigates the complaints and issues. A lot of the complaints are for problems beyond his control, such as the shortage of bus drivers in the country. Overall, the buses come on time and are clean. Modiin might be 20 years old but it’s still a young city and there will be more improvements to the public transportation as the city grows. The city needs to plan for lanes dedicated for public transportation, bike paths (which already cover a good part of the city) and to consider underground transportation. Ilan views public service

as an honor, to work for the public and do everything he can to improve all areas of life. He sees the job as a calling that he does out of love for the city and its residents. “I am grateful to Hashem for the opportunity to help people and work in the best city in the country,” said Ilan. He places importance on gratitude (hakarat hatov) and unity (achdut) among the Jewish people. To make his point, he reached for the Tanach sitting on his desk and opened up to that week’s parsha of Beshalach and read about how Moshe personally took care of dealing with Yosef’s bones. This was to remind everyone the reason that they were exiled to Egypt is because of hatred and the sale of Yosef by his brothers. It shows how important it is to respect everyone.

Enduring Power of Attorney By: Amira Solow, Advocate and Notary Imagine a situation where God forbid you, a family member or loved one, reaches a stage in which they are unable to make their own decisions, whether medical, financial, personal or otherwise. Prior to the recent reform in Israeli law, these situations were dealt with by means of a court appointed legal guardian, which meant that the legally incapacitated individual, had very little say in how their life was led. A reform in the Israeli law which came into effect in 2017, created an Enduring Power of Attorney (“EPA”), which provides the “Appointer” with the power to give detailed instructions as to how his or her affairs shall be managed, who will have the power to make decisions on their behalf in all matters relating to their finances, personal issues, health and assets – “the Appointee.” This tool is meant to minimize court appointed legal guardians, a nomination which can severely limit the freedom of the individual by appointing, without their consent or decision, another individual who may not follow their desires, wishes and beliefs or lacks the qualifications to carry out this responsibility. What in fact is an Enduring Power of Attorney (EPA)? Any adult, over 18, who has legal capacity, may draw up a legal document detailing how and by whom their financial, medical and personal affairs, including daily needs, place of residence, mental and social needs, shall be handled, if and when their physical or mental state deteriorates. A person’s state can deteriorate in a manner that affects their judgment and ability to make decisions, as a result of various reasons, such as accident, mental illnesses, old age and dementia. Therefore, it is imperative to sign an EPA even at a young age. The Appointer, has extended freedom, while still able to make and execute decisions, to appoint one or several appointees, or a combination thereto, and to include financial and medical matters, fully or partially. The Appointer is even permitted to instruct that the Appointee be entitled to receive a salary and state its amount. The appointment is usually based on either a trusting and loving relationship such as close family members, or professional expertise and experience, such as accountants and lawyers. The Appointee, must act according to the instructions dictated by the Appointer and is required to certify and sign before a lawyer (or medical professional when signing a medical power of 36

attorney) that they agree to the content of the EPA, including the primary guidelines included therein. If the primary guidelines are deemed illegal, impossible to carry out or endanger the Appointer, the Appointee is permitted to disregard the instructions and may petition the court for instructions. The EPA comes into effect when the Appointer can no longer manage their affairs personally and this way he can rest assured that his assets, health and personal matters, are being taken care of by someone he fully trusts. Additionally, the Appointer is entitled to nominate third parties who are legally entitled to receive information from the Appointees, or decide that the General Custodian’s Office shall supervise the Appointee’s actions. This is to ensure that the Appointer’s instructions are faithfully and accurately being carried out. It is important to know that the EPA must be drawn up and signed before a lawyer who has received qualification from the Israeli Bar Association in this specific field and is certified to prepare, advise and supervise the execution of an EPA. The lawyer drawing up the EPA is prohibited from being appointed as the Appointee or other third party, in order to prevent future potential conflicts of interest. While drafting this document, the lawyer will normally discuss at length with the Appointer all issues regarding their financial, personal and health matters. This conversation is crucial to accurately reflect the Appointer’s wishes within the EPA. The possibilities are endless as the Appointer can appoint various people or combinations of people to make decisions in different matters. For instance, a person can appoint their spouse for medical issues, their accountant and one child jointly for financial issues and their siblings for receiving information. Once the EPA has been signed both by the Appointer and Appointee, the lawyer must deposit the EPA with the General Custodian’s Office and receive confirmation of such deposit. The EPA will only become legally effective when at least one of the conditions set out by the Appointer is materialized, such as a joint decision by the Appointer’s family doctor and the Appointee. To summarize, the EPA is an essential tool for anyone concerned with their future, who wishes to plan financial and medical matters on their own, with a clear state of mind, via empowering individuals who they trust. Not Only a Survivor By: Annie Landa Rosen Despite Modiin being known as the “city of the future” with mostly young families, there are quite a few seniors among us. One such citizen is my mom, Miriam Katz Landa, who just recently celebrated her 90th birthday and simultaneously wrote her memoirs, Not Only a Survivor. At an evening commemorating both events, Miriam was celebrated by her friends and family. The event took place at the special art and garden therapy center (‫ )החממה של אליזבט‬run by her granddaughter-in-law’s mother, Elizabeth Kay, at Wendy’s nursery in Shilat. It was the perfect garden setting to celebrate Miriam’s life and story. Miriam survived the horrors of the Holocaust, World War II and Stalinist Europe, but as she says, she is “not only a survivor.” She is a college graduate, wife, mother, grandmother, and a spirited writer who fulfilled her life-long dream and made aliyah at the ripe young age of 84. She currently lives in the beautiful community of Modiin. When she first made aliyah, she rejected

the idea of living in a senior residence since she had wintered in Florida for almost 20 years before making the move to Israel and said that she’d had enough of old people and wanted to be around young people at this stage in her life, especially her beloved grandchildren. She never spoke about her experiences during the war when she was a busy working mother raising her family in New York. It was too painful and difficult and she had wanted to live a “normal” life putting all the horrors behind her. Once she finally arrived home in Israel, she was able to open up and begin really writing her story. She realized how important it was to tell the truths of what she had been through. Yad Vashem and the Claims Conference contributed to the production and printing of the book. This was thanks in large part to Leah Goldstein (a Modiin resident), who works at Yad Vashem Continued on page 40

and edited the book that Miriam herself wrote. Miriam writes in the book: “It is important for me that my children and grandchildren now know my story. I survived for a reason – maybe to raise two children and for them to raise children of their own. They need to know where we came from. Also – the Holocaust must be remembered, and this is my way to make sure that it is never forgotten.” The event was an opportunity to honor Miriam who really lived the journey of the Jewish people in the 20th century. Among the

40

speakers during the evening were her son, Peter Landa, who came from Springfield, NJ, and her great-niece, Rebecca Sternberg, who was here from Boston, MA. Peter spoke of Miriam’s bravery, perseverance and sharp humor through the many times she had to rebuild her life. His daughters, Margit and Rayna, both sent very moving video messages about how proud they are to be Miriam’s granddaughters and what a role model she is to them. Rebecca spoke of how special it is for her to be able to visit with Miriam and have multiple generations of her family together, like when lighting the Shabbat candles. It was most fitting that Rebecca was here to celebrate with Miriam because the book is dedicated to Miriam’s older sister, Magda Sternberg – Rebecca’s grandmother, for saving Miriam’s life countless times throughout the war while risking her own.

Miriam’s grandson Dov Rosen, who helped edit and compile the book, took the opportunity to say that rather than being thanked by Miriam for his contribution, he has to thank her for giving him the gift and the privilege of working on this amazing project. Dov’s wife, Ayala Kay Rosen, also spoke about how inspiring Miriam is in how appreciative she is for things like the weekly Shabbat dinners she shares with her family, as well as the big occasions like Ayala and Dov’s wedding last year. Another advantage for Miriam of finally being in Israel is to observe Yom Hashoah in a country where everyone commemorates what were her personal losses and history. Dov had the honor of organizing a Yom Hashoah ceremony when he was the communications officer for a large unit in the south. He invited Miriam to light the candle and prepared a presentation about her for the entire base. In her book, Miriam commented o n t h a t experience: “It was such an uplifting feeling to see all those uniforms and to love them as soldiers of our Jewish state. Before that, I could not get near a uniformed person; I was terrified of uniforms even in the U.S. Now I love them all.” Ayala is still serving as an officer in Air Force Intelligence, and Miriam’s granddaughter Leza is a commander in the education unit working with soldiers undergoing conversion. During Miriam’s first year in Israel, her grandson Shai was in the Yom Hashoah ceremony at his school, Mesuat Neriya, and Miriam was there for the siren. Every Yom Hashoah since then she still goes to light a candle at the school ceremony, now with her youngest grandson, Liad, because there is no more appropriate place for her to be during the siren than at her grandson’s school with hundreds of Israeli children. Miriam’s story ends with her saying: “In America I felt free for the first time in my life, but in Israel it’s different. Here I also feel I’m home…. It’s clear to me now why my old pessimism left me. I can believe that the future brings a better life for the generations to come.”

Spring Clean Your Diet By: Chavi Monheit During the winter months, it is easy to fall into poor eating habits because of the low vitamin D levels, cold temperatures, and lack of sunlight. During the winter, we spend more time sitting indoors which means less exercise and the sugary and carbohydrate- filled holiday of Chanukah does not help. But now that the weather is taking a turn for the better, it’s time to spring clean your diet. This does not mean restricting yourself to juice cleanses, detox fasts or any other mainstream fad diets out there. It’s about going back to basics with a balanced diet plan that will help you achieve your goals, while fitting in with your personal lifestyle. A few tips for spring cleaning your diet: Clean Out the Cupboards: As spring arrives and Pesach is just around the corner, now is the perfect time to throw away food that has accumulated in your pantry. Discard anything packaged, processed, high in trans-fats, sugary and salty snacks, and low-fat junk. Pesach cleaning is a perfect excuse to get rid of anything keeping you from reaching your goal and to start fresh.

It is important to remember that anything in your kitchen has the potential to end up in your body, and if it’s not going to help you get where you want to be, then it doesn’t belong in your cabinets! Rainbow Rule: Red, orange, green, white, purple. Eating a rainbow of fruits and vegetables is a great way to load up on fiber, vitamins, minerals and other disease fighting compounds. Each color has its own unique way of protecting the body and that’s why it’s important to try and aim for five colors a day. The more colors you eat, the better. Try a new fruit or vegetable every week! Drink Up: Drinking water during the colder months is not always appealing. This may lead to dehydration, which is a condition that can cause unclear thinking, mood change, constipation, and also lead to more severe medical issues. Although daily fluid intake can come from food and beverages, plain drinking water is a good way of getting fluids as it has zero calories. Now is the time to take hydration seriously again. Replace sugary lattes and sodas with water, green or herbal tea, seltzer, or unsweetened iced tea. Continued on page 44

Focus on Nutrients, Not Calories: When examining food labels, most people tend to focus solely on the calorie content. It is important to understand that not all calories are equal. It’s the quality of the calorie that has the most impact on health, not necessarily the quantity. For instance, a low-calorie food packed with refined carbs and simple sugars will not only leave you hungry, but will also provide you with little to no nutrition. Opting for nourishing foods should be our ultimate goal. Get Active: Being active is an essential component of any weight-loss program. When you’re active, your body uses energy (calories) to move, which helps burn the calories taken in with food, in addition to building muscle mass which burns calories as well. Exercise contributes to overall health, physically and mentally. The goal is to get in at least 150 minutes a week of moderate-intensity aerobic activity or at least 75 minutes a week of vigorous-intensity aerobic activity. It is important to incorporate strength training that works all major muscle groups, at least twice a week.
