Picking your own strawberries in Bahrain – it’s not a classic Decemberissue story. Elsewhere in the world, magazines are dense with trees and baubles, stockings and wrapping paper, fairy lights and feasting. There cannot be many places where, on 25 December, you can take up your basket and gather strawberries, cucumbers and tomatoes from a greenhouse by the sea (see “Cuttings” in this edition). Of course, the manager of the Hanging Gardens, Altayeb Abbas Ali Altayeb, can’t promise the strawberries will be in fruit on that particular day, but hoping for the best is bound up with this season of goodwill to all men. There are plenty of baubles and fairy lights here as well, some of them strewn across tables to offer inspiration for parties (see “Table talk”). The Christmas stamps shown here are from Amani Alaali’s “Dressing up” feature about festive decorating. And when you tire of the glitter, there is serious house-related material, too. In “Market Outlook”, the Cluttons winter report shines a light on Bahrain’s residential sector. News etc GLOBAL ECONOMY HITS LUXURY HOUSE PRICES The recently published Knight Frank Global Cities Index stated that luxury homes in some of the world’s top cities saw a slowdown in price growth in the last quarter as new taxes, elections, referendums and economic jitters took hold. Despite an average annual growth rate of 3.8 per cent, 18 of the 37 cities tracked by the Global Cities Index saw their rate of price growth slide compared with last quarter. Work has restarted on the Landmark Cityview tower in Bahrain’s Seef District following a five-year delay. The residential tower was launched in 2009 but was stalled in 2011. According to the project’s Bahrain-based developer, Cityview, mobilisation and site preparation by the contractors, Poullaides Construction Company, are now underway and construction should be completed by September 2017. The tower, which is a joint venture between Ithmaar Bank and Ebrahim Abdulaal Al Fahad Group, was among several stalled developments being reviewed by a government committee created to address the projects’ problems. Currently, there are four stalled Bahraini developments being reviewed by the committee, including Marina West, Amwaj Gateway, Juffair Views and Sunset Hills.

ECONOMIC BACKDROP Despite the persistence of low oil prices, the Bahraini economy appears to have fared well during H1, with GDP rising by 3.5 per cent on an annual basis. Both the oil and non-oil sectors registered growth, with expansion in the business services and construction sectors being of particular note (Oxford Economics). Manufacturing (2.2 per cent), hotels and restaurants (1.3 per cent) and real estate (-0.4 per cent) were the laggards and while government spending continues to be supported by the US$10bn GCC Development Fund (Oxford Economics), the ongoing erosion of well entrenched subsidies, combined with higher government fees and low oil prices, suggests that growth during the second half of the year will be curtailed to an extent. This, combined with a 34 per cent decline in oil revenues and a rapidly expanding budget deficit which rose from BD455mn in 2014 to BD1,517mn in 2015, means that GDP growth this year is likely to slow to match the 2015 level of 2.9 per cent, before weakening to 1.7 per cent in 2017 (Oxford Economics). The quieter economic conditions continue to hamper the property markets in the Kingdom.

RESIDENTIAL MARKET RESIDENTIAL RENTS CONTINUE TO STAGNATE

With the exception of Amwaj Islands where there was a marginal BD50 per month rise in rents for four-bedroom villas, no other submarket in the Kingdom registered any change in rents during Q3. In fact, it has been a year since there has been any movement in average rents across all the other submarkets we track. The minor uptick registered for Amwaj Islands drove up villa rents by a negligible 0.7 per cent during the third quarter. Four-bedroom villa rents on Amwaj Islands remain the highest in the Kingdom at BD1,550 per month, on average. By contrast, onebedroom flats in Al Seef (BD550 per month) are amongst the most affordable in the four main areas for expats that we monitor. The stagnation in rents is reflective of weaker underlying fundamentals in the market, underpinned by economic fragility and the ongoing impact of the low oil price environment, which has curtailed job creation levels and dampened overall sentiment. 30 AH DECEMBER 2016

RENTAL BUDGETS OUTPERFORM EXPECTATIONS While it’s clear that the impact on household finances from the economic fallout will be significant this year, especially as inflation is forecast to end the year at 3.4 per cent, up sharply on 1.5 per cent from 2015 (Oxford Economics), the full impact of this on household budgets appears to have been relatively subdued thus far, with rental budgets demonstrating a great deal of resilience and outperforming our expectations. In fact, data from Bahrain Property World (BPW) showed that average searched budgets in Q3 crept up to between BD591 and BD825 per month, from BD582 to BD789 per month at this time last year. The ongoing growth in the non-oil sector and subsequent steadying in the rate of job creation levels appear to have cushioned the blow to demand for residential property and as a result, rents have remained steady. Expat-dominated areas such as Amwaj Islands and Juffair remain the most sought after residential locations in the Kingdom, with the

latter overtaking Amwaj Islands to become the most searched for location by tenants in Q3 (BPW). Rents for one-bedroom flats in Juffair start from BD600 per month on average, positioning it as Manama’s second most expensive expat submarket, behind Reef Island, where average rents stand at BD700 per month for onebedroom apartments. As we previously reported, Saar recorded a sudden surge in activity earlier this year, which was in part driven by the subsiding of tensions and also due to the concentration of amenities and ease of access to schools and shopping areas. This trend has persisted and BPW data for Q3 positioned the area as the third most popular searched area. With threeand four-bedroom villa rates still holding at an average of BD950 per month and BD1,200 per month, respectively, rents here remain cheaper than those in Adliya and Amwaj Islands, suggesting its popularity amongst tenants seeking centrally located, affordable housing is likely to persist.

Q. The report – which was completed

before Donald Trump’s success at the polls on 8 November – makes reference to the possible impact of the US election. What impact do you think the new presidency may have on the property market in this region?

OUTLOOK STABILISES Despite the somewhat positive state of the residential rental market, the proportion of searches for villas continues to ebb and has now fallen to just under 35 per cent of all searches, down from 41 per cent last January, although the rate of decline appears to be slowing, hinting at a possible bottoming out of the market and perhaps more crucially at the continuing importance for households to contain expenses. That said, quality and perceived value for money continue to drive interest in newly launched schemes, suggesting that tenants are very much in the driving seat and can cherry pick from a range of options on the market. At Segaya Views and Cebarco Tower for instance, we have recorded a steady level of enquiries for the 140 furnished one-, two-, and threebedroom apartments on offer, with rents starting from as little as BD650 per month. Households in Bahrain have been faced with some very challenging headwinds over the past 12–18 months, with subsidy removals and job security fears denting confidence and driving down budgets, but we appear to be entering a period of stability with the market flattening out. The GCC Support Fund has undoubtedly 32 AH DECEMBER 2016

contributed to the stability, by helping to maintain a steady rate of job creation in the non-oil sector, which has been reflected in our experience through a steady, but stable number of rental requirements. We had previously expected to see rents decline by 5 per cent on average through the course of the year, but we have now revised up our forecasts for the residential rental market, with little to no declines now anticipated as we head toward the end of 2016.

LOOKING AHEAD Looking ahead to 2017, the performance of the market will very much depend on the government’s ability to maintain its relatively high state spending levels and also the ability of the world economy to shake off the dampening effects of a slowing Chinese economy, unresolved EU sovereign debt issues, a British exit from the EU and any impact resulting from the US presidential election. The current stability is a positive indicator and has come earlier than we expected. Our view is that the market will remain relatively at until next summer or autumn at the earliest, before there is potential for a resumption in any rent rises.

“I think there are a couple of key concerns. The first is to do with Trump’s vision to make the US self-sufficient and whether or not this extends into the energy sector. We could be in a situation where the world’s largest economy stops relying on imported oil. The US has idled about 2,000 oil rigs in the Gulf of Mexico. If these were put back into production, it could mean oil prices stay low for longer. “Another concern is the strength of the US dollar. All GCC states except Kuwait have had a fixed peg that has remained unchanged for decades. It depends on how many of Trump’s election pledges get converted into policy, but these may impact on the strength of the dollar. A weaker dollar will reduce the buying strength of the Bahraini dinar, causing rising inflation. The combined impact of lower oil prices, rising inflation and a weaker dollar could be debilitating. “However, this wouldn’t happen overnight; we would see it coming. And it’s not all negative – there is a flip side. In times of uncertainty, investors retract, so regional investment may seem more attractive and get a boost. For example, Saudi investors may reject US investment for a period and look to invest within this region instead.”

Q. This report revised Cluttons’ earlier

residential rent forecast. Can you expand on why you think rents are performing better than expected?

“There has been a return to stability sooner than we predicted. This is due partly to the GCC Support Fund, from which Bahrain has received US$1bn per year since 2010 and will continue to do so until 2020. The government has been using the billion dollars it receives annually to improve infrastructure and create social housing, thereby improving social stability. It has invested wisely, and there is strong growth in the non-oil sector, which is very positive.”

h, November – the time when Halloween is just over and wherever you look, shops are starting to bring out the Xmas trees and garlands. And now it is December. You can’t argue with the facts, people: 2016 is coming to an end and, like many others, I'm sure, I am wondering where have the weeks and months gone? In any case, the end of the year is a time for taxes and personal reflection. For almost two years in this magazine, I have had the pleasure of sharing my “two cents' worth” on the use of companies when buying real estate and on obtaining a second or new nationality/ passport by investing in real estate in some of the planet’s most beautiful countries. I thought this might be a good time for me to thank you for all your encouragement and to review a few tricks we looked at or you asked me about in private emails.

One of the first uses for a company in

connection with real estate was using a Bahrain-registered WLL (a company with limited liability) with an activity, which allows you to develop, own and maintain property in the Kingdom. This type of company allows you, or your family as a group, to own property in select areas of Bahrain – and subsequently provide visas for yourself and your loved ones. These areas include villas and apartments in Amwaj, Riffa Views, Juffair, Durrat al Bahrain and – if you’d like to purchase your own “embassy” – also the Diplomatic Area. Should you find yourself in a real spending mood and come across a land plot that is zoned for buildings as high as and above ten storeys, you are no longer restricted to those areas in Bahrain, but are able to purchase, develop and own your apartment tower in any part of the Kingdom. Selling your apartment in Bahrain at some point, if it is owned through a company, may also make your property more interesting for a potential buyer, because only ownership

of the company needs to be transferred at a nominal fee. Transferring direct ownership of real estate from one person to another with the Bahrain Survey and Land Registration Bureau incurs a fee of 2.0 per cent of the purchase price.

Based on the aforementioned article, some readers asked me if this could be applied to other jurisdictions such as the UK or the Philippines. And the answer is, of course: yes! Due to their inherent nature, offshore companies are used as a tool for tax planning. Assets and revenues derived from a variety of activities are often owned by a company registered under the laws of taxoptimised jurisdictions, where the government doesn’t levy taxes or fees or simply doesn’t want a “piece of your pie”. Most people think of paying their personal income or property tax in connection with the taxman, but it was inheritance and sales taxes which concerned us in that article. DECEMBER 2016 AH 35

Owning property in the UK through an offshore company, for instance, won’t eliminate the property tax due to your local council, but when this property passes on to someone else, either through sale or the owner’s passing, ownership – as far as the UK land registry is concerned – remains the same; therefore, no inheritance or sales taxes are due. Should you plan on retiring to the Philippines, for instance, “offshore company ownership” of a villa or an apartment will have similar benefits, but foreign individuals or companies cannot own real estate at a higher rate than 40.0 per cent when it comes to land or individual houses. If you plan on purchasing condos in a larger complex, you can fully own your individual unit, provided that Philippine nationals own at least 60.0 per cent of the development. It’s important to note that setting up an offshore entity at 60/40 in favour of your Philippine spouse, for example, won’t work, as companies are looked at as “foreign investors” no matter 36 AH DECEMBER 2016

what the set-up. It would have to be your wife or husband who owns the property at the legally prescribed 60.0 per cent rate.

As a final topic, I’d like to remind you of the perfect gift for any festive occasion:

a condo in Dominica or St Nevis & Kitts. Beautiful tropical islands in the West Indies welcome real-estate investors with such open arms that not only do they allow foreign

investors to take up residency in the country (as most jurisdictions do, including Bahrain); they also go the extra mile and offer property owners full protection by giving them citizenship. Reasons for owning apartments in such a beautiful part of the world are easy to find but the advantages of becoming a West Indian citizen may not be so clear. Remember, however, that nobody has any issues with those (mostly) former British Colonies and so visa-free travel is a reality as a passport holder of St Kitts & Nevis, for instance. Travel the world and come home to your hammock under your own personal palm tree. If this last reminder of the Caribbean has given you ideas for the holidays, all that is left to me is to wish you safe travels, a memorable time with your loved ones no matter what you do and when, and to tell you that I’m looking forward to you “reading” me in 2017 right here, in Arabian Homes magazine.

s executive sous chef at the Ritz-Carlton Bahrain, Yann Bernard Lejard works in all of the hotel’s 12 kitchens, including the kitchen that supplies Cantina Kahlo, the Mexican restaurant that opened in September. Yann was born in Paris and grew up in France. He has been a professional chef for 25 years, working in 15 countries including Russia, Spain, Ireland and Indonesia before moving to Bahrain since 2014.

Describe your perfect kitchen.

“My perfect kitchen would be very simple, very clean, with no sound – like a laboratory. All the preparation would be done in the back; the

kitchen itself would be only for assembling food. I would need a good oven with a thermometer, which is important. Also, the drawers should be the height of a man, neither too high nor too low. “I would have a big table or island in the centre, with chairs so you could sit down while cooking, and the table should be 90cm high, the ideal height.”

Which equipment do you use most often?

“I have three things that are essential to me in the kitchen: tongs, my knife and a syringe for putting sauces on the plate. I have two pairs of metal tongs – one is twenty-first century, and I use it to place delicate



What is the first thing you remember making in the kitchen?

micro-herbs on the plate. I have another pair that was originally made as a surgical tool and is 22 years old – my father engraved my name on the end. “My knife was a gift from a recent trip to Amsterdam, where I went to work on a book about pasta [the German-language book, Pasta, by Michelin-starred chefs, was recently published by Het Imperium]. This knife is constructed from 65 layers of steel and was hand-made in Japan. “Plates are most important for a chef, to shine a light on your creations. At the moment there is a big trend for handmade ceramics. A simple, beautiful plate will contrast with elaborate food – you need to make sure they work together perfectly. In the Cantina Kahlo kitchen, we also have Mexican-style wooden platters and brown and teal pottery for serving some of the food. The tortilla press is from Texas.”

“I remember creating a recipe with my mother when I was a boy. She was making soft-boiled eggs and I suggested she add Parmesan and truffle oil. I still love these ingredients – for a simple supper at home, I might cook pasta served with truffle oil and Parmesan, and perhaps a soft-boiled egg.”

What inspires you in the kitchen?

“I take my inspiration from every part of life. I love high-contrast colour and am inspired by artists like Pablo Picasso and Jackson Pollock. [You can see examples of Yann’s painterly cooking on Instagram at #yblinc.] I love music, too, everything from Vivaldi to rock’n’roll. I used to listen to classical music during service in the restaurant, and it makes me go into a state like a sort of trance. It’s very meditative.”

YANN’S ESSENTIAL KITCHEN TOOLS & APPLIANCES Besides his knife, tongs and syringe, Yann likes the Thermonix (2) and heavy-duty speed blender Xtreme (3). The kitchen also uses (4) a Circulator Sous Vide machine (which maintains water at a consistent temperature by circulating it, thereby helping to lock in nutrients) and two hand blenders – one by Bamix (5) and another by Dynamix 160 (6). Since Cantina Kahlo specialises in Mexican specialities, the tortilla machine (7) and Margarita Madness blender (1) are essential pieces of kit

he Premia showroom is filled with a wide variety of homewares – everything from modern tables and chairs to elegant cutlery and sparkling glasses and décor items. Yet despite the diversity of merchandise in this showroom, what’s displayed represents a mere handful of the 5,000 items sold by the company. “It’s been a remarkable first year for us,” says Rohit Kapoor, Director of Premia Enterprises. “The retail showroom is open to the public, but this is not really the primary business,” adds Rohit. And sure enough, Managing Director Shabbir Sharafali states the aim of the company is to be the market leader and a supply centre of furniture and accessories for hotels, restaurants, schools, apartments and offices. Project supplies are the main focus, and Shabbir adds that as well as furniture and accessories, the company also sells hotel bedlinen, bath and table-linen, tableware, glassware, cutlery and “guest amenities” – the soaps, shower gels and so on used by

hotel guests. Some items are even being produced in Bahrain. “We are a 100 per cent Bahrain-based company,” says Shabbir. “We produce a range of furniture designed in Bahrain, as well as sourcing items from overseas. One of our targets is to export our Bahraini goods – the furniture, linen, crockery and amenities – to other GCC countries.” Rohit explains that another goal is to offer a totally bespoke service. “We want customers to be able to come to us with their requests and for our in-house designers to be able to fulfil their requirements.” Premia sells goods to more than 35 hotels in Bahrain, including the Diplomat Radisson and the Four Seasons. It also supplies items to more than eight restaurants, as well as 15 to 20 furnished apartments. Many of these furnished apartments are equipped with stylish modern furniture. “Our showroom is open to individual shoppers looking for excellent-quality furniture at affordable prices, such as the iconic ‘Barcelona’

chair by Mies van der Rohe, which is famous in Europe. I don’t think it is available elsewhere in Bahrain. Our goal is to supply the best products like these, at the best price. Quality lasts regardless of the price,” says Rohit. To date, business has exceeded their expectations and Shabbir suggests this is because the hospitality industry is very strong in Bahrain. “Our Ministry of Tourism is focusing on promoting tourism round the world and all those tourists have to stay somewhere. Furthermore our local three-star hotels have been asked to upgrade and the hotels currently under construction are five- and four-star hotels, so there is plenty of scope for supplying items to hotels. The economy is growing at a tremendous pace.” He thinks the main thing that sets Premia apart from other companies is its focus on quality and the range of products that it sells. “From furniture to linen to kitchen to restaurants, to housekeeping to accessorising, we are a one-stop showroom for all your needs. We undertake rigorous research into

our suppliers and their machinery and work practices, and have people dedicated to this analysis. “I want to ensure that we provide the highest possible quality at the most reasonable price for our clients,” he adds. Most important, however, is the fact that they enjoy their business – “We truly love our work,” says Shabbir. Rohit agrees. “It is not really work; it’s our passion, and we have made our passion our work, to make the clients happy in the end. Currently we have over 5,000 items under our belt and the list is growing steadily. Possibly we will end up selling thousands more within a span of five or six years.” From the looks of it, Premia is on the right track, catering to a niche segment, providing the finest products to the finest clients. With the dynamic duo’s vision and track record towards quality and service, the company looks set to accomplish another record-breaking year. AH DECEMBER 2016 AH 43

arah Al Humaidhi is a busy woman. As well as designing interiors for private and commercial clients, she has launched her own brand of accessories – Pieces By Farah – and also runs workshops in interior design across the GCC. Twice a year, this teaching schedule brings her to Bahrain. “My workshops are aimed at those who have a desire to learn more about interior design but lack the time to study it in depth or make it their profession,” she says. “The workshops vary according to participants but, generally, the basic emphasis is that even a common man can confidently proceed with renovating a room or even their entire villa by themselves.”

The most valuable advice Farah stresses to her students is the importance of investing in the things you cannot see – the plumbing, wiring and electromechanical works embedded in the building. “Any problem with these things is not only time-consuming but expensive to repair. The more one plans, the easier life becomes. Plus, if you are working on a budget, it’s easier to update exterior finishes and choose luxurious accessories when cash flow allows than to mess about with things already fixed within the building.” Farah was brought up on good design – “I was nurtured in a design environment,” she says. Her father is an engineer and her mother runs a design publication company. Today, Farah finds inspiration all around. 46 AH DECEMBER 2016

“I have been inspired by nature, by my surroundings, by success stories and anything that brings out positivity.”

Among her own professional success stories is Skin Clinic in Kuwait City, in which Farah introduced lime-green elements, textured wooden walls and a waved ceiling to add warmth and interest to a medical facility that might otherwise have looked rigid and cold. “The lighting gives an inviting feel to the clinic,” she says. “Often a good design loses its appeal when the lighting – be it natural or artificial – is not properly channelled into a room.” Such practical considerations also underpin the designs of her small-scale accessories, Pieces By Farah, a collection of “functional and adaptable products” that she set up after gaining her MBA from the Kuwait Maastricht Business School. Her first degree, from the American University of Sharjah, was in interior design. Today, Farah says it is teaching that most inspires her. She says, “I believe that teaching interior design is the thing that I might be most passionate about. I now hold workshops across the GCC and my desire for the near future is to set up an institute that is a hub for short courses. In this world, people are multifaceted and not only perform well on the professional front but also accomplish spectacularly with their hobbies, too. So for those people who want to fine-tune their skills in design, this institute would be the ideal destination.”

he space where Kylee-Jai Wright paints her peg dolls is small. She works at a table in the corner of the dining room she shares with her husband and two small children and their dogs – rather in the way her craft is squeezed into a life busy with people and things. In fact, her dolls came into being as a result of Kylee’s role as a mother. “I think I’m becoming a feminist as I’ve grown older,” she says. “I began Petit Pegs because my daughter was into Frozen, and I didn’t want her to have the Barbie-style Frozen dolls in the shops at such a young age. I didn’t want those dolls to influence how she perceived women should look. I’m a craft addict so I thought I’d have a go at painting on the pegs I’d had in a drawer for ages. She loved the result, so we put off having Barbie for a while.” 58 AH DECEMBER 2016

Kylee’s peg dolls are exquisitely painted and immensely tactile. Among her recent work are sets of dolls depicting the Nativity (BD40) and Alpha Pegs (BD25), in which a doll portrays each letter of the alphabet. For all this variety – on her worktable, a wooden Iron Man stands next to a peg donkey – her dolls’ faces are uniformly pared down. “I paint some details on the pegs, but the faces are deliberately minimalist and expressionless, with just the eyes painted on. They are based on Waldorf toys, which are faceless to encourage children to add their own feelings during play.” A trained junior teacher, Kylee favours beautifully made, open-ended wooden toys over bright, plastic toys that do not evoke children’s imagination. She hasn’t worked as a teacher since her daughter was born in 2011, but Petit Pegs keeps her busy. “I get

edgy doing nothing,” she says. “My mum could never just sit down and do nothing either; she was always rushing about. While I was growing up, she worked making children’s clothes. My parents were always doing things, making things. My dad was an awesome artist and I tried to copy his pictures; being creative became part of my life.” Making peg dolls is an outlet for this creativity today, and so absorbing that Kylee has been known to “lose half an hour painting and have to run out to collect my son in my apron, covered with paint”. She uses non-toxic acrylics on the wooden pegs, which come from the States, because babies and young children put toys in their mouths. Her tools include a mix of artists’ and make-up brushes. “I cut half of them myself. My thinnest brush has only two hairs because some details need to be incredibly fine.” Her most enjoyable commissions are the wedding pegs – portraits of a bride and groom that can be used on the top of a wedding cake. “I love the wedding pegs because just knowing you are part of someone’s big day makes me feel a bit fuzzy,” she says. Painting customised family portraits is another favourite, “because every single one is different”. Although the dolls’ faces are generic, the details are not – Kylee matches a doll’s hair and eye colour to its subject, as well as copying whatever outfit the subject requests. Recently, she has collaborated with Mementos By Suzie so that her family dolls are available with names in boxed frames. Kylee’s own boxed family includes a self-portrait, recognisable because it has the necklace she wears every day. Custom families cost BD35 for two adults and two children, plus BD5 per extra child. “Babies are free,” she says. “I’ve just done one family with a new baby and I’ll make a fabric sling to attach it to the mother doll. A fireplace is a great feature to have all year round but it is especially good to have during the festive season. In Bahrain and elsewhere in the Gulf, the fireplace might just be a decorative focal point instead of a functioning fireplace. It could be

framed with a garland of some sort to make a great festive feature. A wreath above the fireplace is the ideal placement for it: it shows you are getting into the spirit of the season but it is also tucked away, unlike the wreaths that are hung on the front door.
