hether or not to relocate can be a difficult decision. Sometimes such decisions are borne out of necessity when a parent is relocated by his or her company. Other times it is a personal reason to try out a new neighborhood or upgrade to a larger home. Whatever reason is behind a move, it can take some time to adjust to both the idea of moving and the new living space — especially for children who may seem disconnected from the decision. Barut’s philosophy is that buying or selling a home or investment property should not be a stressful or ugly process, it should be a pleasing, satisfying and even happy experience. And with the attention to detail and customer service extended by him and his agents, Barut applies the “whatever it takes” work ethos to every client and makes sure the client is satisfied when they complete their transactions with MTR.

‘YES In My Backyard’ is new attitude By LAWRENCE CARNICELLI

new acronym popping up in real estate-related conversations nationwide is “YIMBY.” It stands for “Yes in my backyard.” YIMBY won’t make much sense unless you are familiar with its counterpart, NIMBY, or “Not in my backyard.” NIMBY has become a rallying cry against new construction, even by those who are only remotely affected by it. In a 2015 Forbes article titled “Nimby Nation: The High Cost to America of Saying No to Everything,” Christopher Helman described NIMBYism as a political phenomenon that prevents or increases the costs of nearly every new public and private infrastructure project. However, over the past few years, a host of self-described YIMBY groups have cropped up in different cities throughout the U.S. and Canada, especially in cities where housing prices are high and anti-development sentiment is strong. YIMBY groups have surfaced in densely populated cities like San Francisco, New York, Vancouver, Seattle, Washington, D.C., Boulder, Portland and Boston — and they have challenged the entrenched NIMBY groups who favor keeping things as they are. In fact, there are signs that NIMBYism is losing traction to YIMBY’s more progressive and cooperative dynamic. Across the country, residents who would have likely protested new construction in the past are now welcoming developers and pushing lawmakers to allow them to build more housing. “We’re saying yes to opportunity, in contrast to the gloom-and-doom negativity of NIMBY,” said Jesse Kanson-Benanav, chair of A Better Cambridge, a housing advocacy group in Cambridge, Mass. These progressive housing advocates have accepted the common-sense economic argument that when populations grow rapidly, so too must the housing stock in order to stabilize prices. YIMBY groups support new housing growth — both market-rate and subsidized — and engage in political activism by calling for zoning changes and pro-housing political candidates. They also embrace the laws of supply

YIMBYism is growing rapidly — simply by appealing to reason and a sense of fairness. Simply put, subscribing to YIMBYism means you are an advocate for housing. It also means you believe that not having enough housing to accommodate everyone will only lead to the displacement of those most in need. Additionally, YIMBYs uphold the belief that we, as a society, must embrace all people, including newcomers. “I don’t understand the hostility to newcomers,” said Sonja Trauss, director of the San Francisco Bay Area Renters Federation. “I don’t know how somebody could look back at the history of the 21st century and think it’s okay to say that ‘X’ person doesn’t deserve to live here.” YIMBYism also reflects a deep understanding about the social benefits of housing growth, as calls for denser devel-

opment appear to be driven by a desire for good urban design and social justice; YIMBYs are aware that tight landuse regulations disproportionately push out the poor. This is why YIMBY groups support market-rate housing and feel there is no real downside to it. You’ve likely heard of an apartment or house that was once occupied by a lowincome family and is now occupied by a middle-income or high-income family. High-income families routinely move into existing housing — that’s what happens when you don’t build market-rate housing. With more housing, the cost to rent or buy a home will not rise as quickly, which will allow more people from different economic backgrounds to live here and share in the prosperity of the local economy. As more people are affected by rising housing prices, more are becoming aware of the problems that arise from a lack of inventory. There are many who are beginning to realize their children and grandchildren won’t be able to afford to live near them. It’s no longer just low-income folks who are housing-burdened; it has moved up the ladder, and people of all social classes are now affected. “You can work to dismantle the system without demonizing developers,” said Laura Loe, a Seattle-based housing advocate. With that in mind, if we want an adequate supply of housing, we have to find a way to trust — and work with — developers. You may not like their business models, but we need them if we want more housing inventory. But we have seen that even modest developments have come under attack; therefore, unless there is a more consistent YIMBY voice, you are going to see more of these developments die on the vine. With YIMBYism on the rise, it seems that NIMBYism has met its match. More pro-housing advocates are attending council and planning meetings; new projects that would traditionally yield opposition testimony are garnering support, too. It is an important shift, given that most decisions about housing and planning are made at the local level. There’s no doubt that affordability is an important issue. But talking about affordability isn’t necessarily what inspires people to support building more housing.

ccording to a recent edition of the “Public Schools Newsletter,” the National Bureau of Economic Research has found there is a definite correlation between school expenditures and home values in any given neighborhood. A NBER report titled, “Using Market Valuation to Assess Public School Spending,” found that for every dollar spent on public schools in a community, home values increased $20. The findings indicate that additional school expenditures may benefit everyone in the community whether or not those residents actually have children in the local public school system. Kihei benefits from this enhanced value equation with two elementary schools already open. As Gene Zarro, CEO of the South Maui Learning Ohana, has said, the new three-story Kihei Charter School is set to open, as scheduled, in the

Maui Research & Technology Park in August 2018 with an estimated 635 students in grades K-12. This will consolidate the current elementary, middle and high school locations and provide for an additional 100 student slots. At full capacity, the school will accommodate 700 students. Funds were granted to the SMLO by the United States Department of Agriculture in the form of a 40-year $17.7 million loan. The Kihei Charter School was the last and the largest loan approved by the United States Department of Agriculture for a non-profit before Kihei became no longer eligible for such a loan due to its population growth. It has now moved from the government’s official rural category classification. The innovative school will have a photovoltaic system on the roof and in the parking lot. The school is taking full advantage of the sun to minimize their operational costs. But being close to a school,

even a green one, is not enough for today’s homebuyers. According to a 2010 story in the Wall Street Journal, the performance of a school was an increasing parental concern. All evidence points to this measure continuing to be an important consideration. community and then (having) those kids going out into the community and being great community leaders and serving the community.” With another daughter about to become eligible for enrollment in kindergarten, Pali, who lives just down Piilani Highway from the new school site, has made her decision about the educational future of her family. “It’s the Kihei Charter for us,” enthused Pali. With the coming of the Charter School to the MRTP and the development of a planned community in the park with mixed use, residential and commercial uses, options may continue to present themselves to the charter school and the expanded community planned nearby. The Kihei Charter School believes it has to grow to serve the educational needs of all of Maui, not just Kihei.
