The rise of the Asian HNWI As detailed in World News in this issue, marina development and management companies IGY and C&N have both entered into joint ventures with Chinese partners to help further their inroads into Asian markets. Marinetek – a marina builder headquartered in Finland but with global reach – has fast tracked its plans and not only completed an impressive first reference in China but is at planning stage for a new factory in Xiamen. Various industry estimates indicate there are over 200 marina projects under way in China and, as outlined in our South Korea report (p. 37) marina development is also forging ahead in this other Asian new-to-boating country. South Korea is one of the most successful Asian countries in economic terms and, like Singapore, it has survived the global recession well. There are currently 11 marinas in the country, ten of which were built over the past five years, and over 30 more under construction or planned. The South Korean interest in boating owes much to the marketing efforts undertaken by the increasingly successful Korea International Boat Show and, indeed, boat shows in the S E Asia region are an excellent gauge of how interest has developed and spending power has increased. As Marina World closed for press, over 140 companies had signed up for the China (Xiamen) International Boat Show (4th-7th November 2011) and over 160 boats were confirmed for the on-water aspect of the show. The Phuket International Boat Show (PIMEX) held in March enjoyed a 47% increase in on-water displays and a 25% increase in overall exhibitors over 2010 according to show organisers Informa Yacht Group. Growth in boat sales in Thailand has, interestingly, been linked to the purchase of high end properties (see p. 9). Informa has high hopes for next year’s Singapore Yacht Show aiming to double the event in size in response to increased interest in the pleasure craft market and, as it points out, the recent Julius Baer and CLSA ‘Asia Wealth Report’ does much to explain the trend. According to the report, private wealth in Asia will reach an extraordinary 13 trillion dollars by 2015 – with China and India forecast to contribute over 40% of global growth alone. Indonesia is expected to have the highest growth rate in terms of High Net Worth Individuals (HNWIs) over a five-year period. Singapore currently has the highest concentration of millionaire households and Japan is also high on the list. Although there is a minor blot on the Asian landscape called ‘inflation’, it is nonetheless fertile ground for the boating sector.

Buy a villa, buy a yacht
THAILAND: The seas surrounding Thailand make for some of the most beautiful and uncluttered cruising grounds in the world and have long enjoyed a thriving boating scene. Regional experts, however, are noticing a shift to a more locally grown boating market, which is closely correlated to the luxury property market. High Net Worth Individuals (HNWI) from Asia and the West are seeking luxury villas in Phuket – and a yacht to go with them.

Fast track project for Townsville Precinct AUSTRALIA: A new mooring facility for the A$110 million Townsville Marine Precinct at the mouth of the Ross River in north Queensland has been completed on a ‘fast track’ basis as part of stage one of the project. The mooring arrangement, completed by Superior Jetties for marine maintenance facility Rosshaven Marine, will cater for a broad range of vessels, from small recreational boats right through to large military and commercial vessels up to 500 tonnes. The main pontoon incorporates a 55m walkway to which multiple vessels can be moored stern-to. It is supported

Phuket’s status as a world-renowned yachting destination, thanks to its marinas and exotic outlying islands, could be enhanced through further development of the industry here, and boost the high end property market even more,” said Patima Jeerapaet, managing director of Colliers Thailand in a recent report on the Asian property market. Property agents CBRE in Phuket Residential MarketView Q1 2011 agreed, reporting significant growth in the Phuket property market; especially at the higher end. Local yacht brokers are also noticing the increase. Majesty Yachts, which started a major sales campaign in Asia in 2011, has reportedly been overwhelmed by the response of local buyers. Tony Nixey from Majesty dealer Go Boating Thailand, confirms that the number of yacht buyers based in South East Asia with holiday villas in Phuket is growing fast.
More boats mean more marinas. Several marina developments are at planning stage in Phuket including an extension at Royal Phuket Marina, venue for the Phuket International Boat Show (PIMEX) in March 2012. Nearby Krabi is about to open a 100-berth marina as an extension of its Phuketbased property. Informa Yacht Group, organiser of PIMEX, is also seeing this seachange manifested in the number and quality of yachts booked in for the next year. “We had a 47% increase in the onwater display from 2010 to 2011 and a 25% increase in overall exhibitors. 2012 looks like seeing a similar increase. This is testimony to the stability and strength of the Asiabased buyer. In 2012, there will be a number of Asian and world debuts for many of the world’s leading brands,” said PIMEX event director, Andy Dowden.

project demonstrated the company’s ability to provide a high-specification product in a fast tracked programme. “Despite the adverse weather events that have impacted construction in North Queensland this year, this purpose-built mooring facility was delivered on time and on budget,” he confirmed. “It was an excellent team effort, with solid support from local contractors Pacific Marine Group and Minelec.”

UK: The Port of Poole Marina, a new development devised by Poole Harbour Commissioners that makes use of a disused ro-ro ferry terminal, is now open for business offering 65 berths for boats of 1015m and mooring for RIBs and jet skis. Designed and built by Walcon Marine, the facility has four main piers, together with a fixed bridge to an existing dolphin and an articulated ramp down to the berths. For the majority of the pontoons Walcon used its System 21
product with galvanised steel frame, hardwood decking and fibre concrete floats. The outermost pontoon was built using heavyduty Walifote units to give protection from waves coming across Poole Harbour from the south and east.

CHINA: Marinetek Group has transported an entire purpose-built marina system from Finland to China for installation as the first phase of Longkou Marina in the province of Shandong. A total of 18 open containers was required to ship heavy-duty pontoons, concrete mooring booms and extras, such as electrical and fire-fighting equipment, from the port of Vuosaari in Finland to Qingdao, China. From Qingdao, the products were transported by road to the marina site, some 180km north of the city. All marina elements were designed in Finland and manufactured at Marinetek’s factory in Vantaa in under two months. The entire project was completed in a record time of less than six months with installation undertaken by a local Chinese workforce under Marinetek supervision. The marina, which can berth vessels up to 30m in length, has been designed to withstand winds of up to 39m/second and has been anchored with strong steel piles. Water levels can vary by up to 4.5m. All products were designed to meet the specific requirements of the customer – Nanshan Group – one of the 500 biggest companies in China. Longkou is Marinetek’s first entry into
the Chinese market and precedes the construction of a Marinetek factory in Xiamen. “We have been following the development of the Chinese market very closely in the last few years and updated our corporate strategy accordingly,” says Ilkka Seppälä, CEO of Marinetek Group. “The original plan was not to go to China before 2012 but we decided to speed things up because we do not want to lose a share of the biggest market potential in the industry.” Henri Markus, managing director of Marinetek Marina Manufacturing in Xiamen, feels that the project has got Marinetek off to a notable and impressive start. “I have to admit that no one can believe that we really delivered concrete pontoons from Finland to China! However, these products represent top know-how that is not available from anywhere else. The completed marina is an important reference for us and a crucial first step in gaining ground in the country.”

CHINA: Camper & Nicholsons Marinas (C&N) has formed a joint venture with First Eastern Investment Group to develop the marina sector in China and Asia. First Eastern will also invest £4.2 million in C&N through the purchase of new shares. The new venture will be called Camper & Nicholsons First Eastern and will be centred in Hong Kong with Mandarin-speaking staff. Additional offices will be established via the First Eastern network in Beijing and Shanghai. James Beaver has been appointed chief operating officer. Nick Maris (CEO of C&N) will also be CEO of the new venture, which will be chaired by Victor Chu, chairman of First Eastern. Pontoon contract for Almouj OMAN: Owners of The Wave, Muscat – the US$3.5 billion mixed use residential and commercial development – have awarded Canadian company Technomarine the main pontoon contract for its 400-berth Almouj Marina. Phase one is expected to complete by year end, with 113 berths, a 40m fuel dock with high flow diesel pumps, pump-out, yacht provisioning and VIP berthing for megayachts. A specialised dinghy ramp will also be constructed for Oman Sail, an organisation dedicated to inspiring a new Omani generation to discover and enjoy sailing. Matthew Bate, director of operations at Mourjan Marinas IGY – the appointed managers at Almouj Marina – confirmed that all was progressing well and that construction was under way. “We are pleased to now be working with Technomarine who have brought innovative technology to ports and marinas for over 30 years,” he said. “This is another important milestone in the development of this exciting marina, which will be Oman’s flagship yachting destination and an ideal location for sailing enthusiasts locally and from across the globe. It also adds to Mourjan Marinas IGY’s growing portfolio of world class marinas in the Middle East.” The company is also in discussions with marine related businesses for the commercial space that will soon become available in and around the marina and Bate is encouraging interested boaters to register early in order to ensure they secure a berth.
More slips at Powell River CANADA: Marina facilities at the North Harbour in Powell River on the northern Sunshine Coast of southwestern British Columbia have been completely renovated and reconfigured. Bellingham Marine was selected by the City’s Waterfront Committee to install a Unifloat dock system, potable water and fire-fighting infrastructure, power centres and security services. The dock layout was reconfigured to increase berths from 278 to 315 and provide a greater number of slips for boats over 25 feet. Bellingham shipped the new floats to the job site in March
and completed construction in early July. “The committee is very pleased with the aesthetics of the final product and feedback from the community has been positive,” confirmed Waterfront Committee chair, Councillor McNaughton. “Users are very impressed with the stability of the entire float network,” he added.
Superyacht berths under way at Port Vell SPAIN: Work commenced this month (November) to transform Marina Port Vell, Barcelona, into a prime superyacht destination catering for yachts up to 180m. Already a popular yachting destination, the marina will remain functional as work progresses. Plans include new berths of 10-180m in length with the highest demand expected in the 60-90m range. Five-star concierge services, a restaurant and brasserie, captain and crew amenities, well planned security arrangements and up to the minute technology will all ensure that facilities meet the standards

Marco basin where a 20-24m berth costs about €270 a day and larger berths earn over €20 per metre and up to €36 per metre during major city events when a turnover of around €10,000 a day is typical. In 2010, a total of 174 vessels moored up in the basin with an average length of 46.25m. Examples included Johnny Depp’s 47.5m ‘Vajoliroja’, Paul Allen’s 93m ‘Tatoosh’ and Roman Abramovich’s 115m ‘Luna’.
Gondolas, vaporetti and a bid for the maxi-yacht Venice, capital of the Veneto region in northern Italy, conjures up many images with its world famous art, architecture, glassware, canals and bridges. Often referred to as ‘the floating city’ as it stretches across 117 small islands in the marshy Venetian Lagoon, it is car-free and boat-dominated. Modern Venice is not, however, all gondolas and vaporetti (water buses) as the municipality pays ever increasing attention to installing services and facilities for private yachts. The aim is to attract annual berth holders with serious boats. Donatella Zucca reports In the summer months, 10m of quayside in Venice can earn €6,500 a month and, on average, every metre of mooring space in the city can earn between €500 and €1,750 per year. The revenue is clear but the berths are hard to come by with fewer than 6,000 available in the province and only around 900 in the municipality of Venice itself. Most of these are leased by Venetians who will likely occupy them almost every day of the year.

The goal is to increase destination appeal and the challenge is being taken up by financial companies, local authorities, shipyards, shipping and business leaders like Alberto Sonino and Stefano Costantini, and a variety of specialist promoters. The effort is collective and, despite the complexity involved, the aim is for synergy. In part, the complexity is due to the variety of authorities involved and their individual jurisdictions. The City administers the Grand Canal and the small canals in the city centre while the Water Authority and the Harbour Authority govern the other canals. CITY FOCUS: VENICE Vento di Venezia on Certosa Island is the only true city marina. logistics, historical context and a mixed navigation system. This is made up of local transport and larger shipping coming from the coast, all of which is subject to a regularly monitored traffic code with rules, signs and speed limits. Further complications arise in the lagoon itself where there is little deep water and many shallows marked out by poles and lights. The lagoon is accessed from the Bocche di Chioggia to the south and the Bocche di Malamocco and Lido to the north. Although Venice is a waterworld for vessels up to 20m with good facilities, and good support is available for maxiyachts on short stays, all maintenance and refit tasks must be undertaken in Monfalcone on the Gulf of Trieste. A closer dedicated service centre is thus envisaged in Marghera, the industrial area of Venice.

Dedicated berthing Heading up maxi-yacht berthing in the city is Venezia Terminal Passaggeri via its subsidiaries Venice Yachts and Ships Assistance, a consortium of service companies, and Venice Yacht Pier – a company created to handle the reception aspects of the business. During events like the Film Festival, the most popular moorings are at Riva San Biagio and Riva 7 Martiri, within walking distance of Piazza San Marco (St Mark’s Square) or a little further out at San Basilio. San Basilio offers over 360m of mooring in water depths of over 9m and is protected by the Port
Facility Security Plan. It offers wi-fi and has a garbage collection service. Next in line are the mooring piles at Salute Island at the entrance to the Giudecca Canal and moorings on the same canal at the Adriatica Quay at La Zattere. Dockside water and electricity (125/250/400A) are offered here as in the San Basilio area at piers Tagliamento 15 and St Marta 24 and 25. A total of 11 quayside berths and nine pile moorings offering a total of 920m of berthing space is available. Service companies are to hand to assist with supplies, catering and organisation of parties, tours, helicopters etc. When Venetians are on vacation in August, boats up to 16m in length can moor up at the Diporto Velico Veneziano, the Darsena Dec at the Laguna Palace Hotel, the Consorzio della Cantieristica Minore and the Yacht Club di Venezia-Compagnia della Vela but only if they are very lucky. Longer vessels, up to 20m, may find space at Cantieri Dalla Pietà. The only true city marina, however, is Vento di Venezia on Certosa Island. This is the first phase in an ambitious redevelopment plan for the area that is being led by Alberto Sonino, CEO of Vento di Venezia company and marina. “We have all the necessary facilities, including a good shipyard for boat maintenance and a hotel,” he confirms. “Around 25% of the berths are for transients and the remainder for Venetians or for people using a boat

We are in the historic city centre and are served by the urban vaporetto,” he adds. The Vento di Venezia marina attracts an average boat length of 18-20m but also has 25 moorings for vessels above 24m and can host three yachts of 60m and above. Water depth exceeds 4m. “For the time being, we have 300 moorings but 50 more will soon be available to visitors,” Sonino confirms. The total project, covering 24 hectares of previously under-utilised land, will soon enjoy a new lease of life. “We have received the permissions and the biggest problems are behind us,” Sonino notes. “We can say that the work, which represents a €50 million investment, will be completely finished within five years.” Another high quality project is mooted at Santelena but until this is complete boaters must leave the city in order to find well equipped marinas. Options include Marina Fiorita, a tourist harbour with 160 berths for boats of 6-50m that, in the future, will work in partnership with Marina di Santelena. Located at Cavallino Tre Porti, 30 minutes away from San Marco, it enjoys a sheltered position in the north of the lagoon opposite Burano Island. “The water depth is more than 6m and by 2013 we’ll have a shipyard for maxi-yachts as we lack this kind of service in Venice,” explains Stefano Costantini, CEO of the company that
owns both marinas. “The idea is to build a drystack for around 500 small boats, a yacht club and new service infrastructure. We have modern equipment and payment systems and service bollards of 125A. At Santelena we’ll have 400A pedestals.” It is, furthermore, Costantini’s intention to offer a year-round service for visitors. “Venice is a cultural city that attracts visitors in the winter too. In summer, of course, we have the Lido in front of Santelena which, thanks to an Est Capital investment of more than €1 billion, is on its way to regaining its past splendour.” Yet further afield, although still accessible by runabout, are Marina del
Cavallino and Marina di Jesolo, both of which accommodate boats up to 30m in length. And for boaters wishing to meander into the lagoon, 320 moorings up to 25m can be found at Marina Pontegrandi along with three shipyards that winterise boats near to the village of Pontegrandi itself. Chioggia, a town with a thousand year old heritage in the southern part of the lagoon, offers Marina del Sole for boats up to 17m, and Darsena Le Saline with 450 moorings for 5-35m boats. The latter has a restaurant, swimming pool, wi-fi connection, technical services via a quality shipyard, dockside power and water, and keycard security for the docks.

Further to preparation of this article, Mr Giorgio Orsoni – the Mayor of Venice – shocked wealthy owners of maxi-yachts moored along the Riva degli Schiavoni with an announcement regarding potential taxation. “We are studying the possibility of an environmental tax. We will be checking if it is compatible with our existing legislation and, if it is, it will certainly be applied,” he said. “Once we have defined the framework, we will of course have to meet with the Port Authority,” he added.

COVER STORY: ENVIRONMENTAL MANAGEMENT Bimini Bay Resort & Marina has open water access to the Florida Straits to the west and a protective cove to the east. “The existing bulkhead and pier infrastructure were in excellent condition,” Richard Yarbrough, Bimini Bay Marina’s dockmaster, says. “We added some additional amenities and increased customer service…that’s what we’re focusing on.” The resort will also debut a beachfront restaurant with a club, beach-side service, a watersports centre and a lounge. According to phase plans, by 2014 the group will open a 100-room RockResorts hotel and spa as part of a deal with the developer for whom they manage the property.
Sustainability is key at Bahamas marina resort
RockResorts acquired management over Bimini Bay Resort & Marina in February 2011. Since then, it has tucked into a four-phase strategy to upgrade the facility and ‘green’ up its practices. Fast ferry service
As the westernmost spot in the Bahamas, Bimini tends to attract Miami, Florida, residents who purchase second homes there. “We match the lifestyle of people who come here,” Bill Lee, Bimini Bay Resort & Marina’s general manager, says. “Yachting the ICW in Florida isn’t so much fun after a while. Forty-five miles away and they’re in the islands. We are in Miami’s backyard.” As Marina World went to press, Balearia Ferry Lines, a ferry group out of Spain, was dredging to launch a 32-knot fast ferry service between Miami and Bimini. This bodes well for Bimini Bay Resort & Marina for many reasons, not the least of which is that the dredging outside Bimini Harbour will allow easier access for megayachts. “We have 31 megayachts,” Lee asserts. “There’s great depth once you’re inside the channel, up to 15 feet [4.5m], but north of the channel doesn’t get dredged [by the town]. The ferry is coming in now and dredging it and we’ll have 15 feet out to the ocean. That’s an immediate benefit.” Beyond that, Lee looks forward to marketing to charter megayachts. “We offer amenities those clients are interested in,” he says. “It’s one more stop for the party.” As for guests who arrive via ferry, Lee contends that day visitors or bluewater sailors can leave their boats at Bimini Bay Resort & Marina and ride the ferry to and fro. “Our guests have a commitment to travelling the Gulf Stream, but not every yachter wants to come across here,” he says. “And, when you think about the cost of fuel…leave the boat at Bimini, travel on the ferry. It’s easy.”

Eventually, plans include adding a hoist. “Plenty of homeowners who live down here would ask us, ‘Can we leave a boat on a trailer?’” Lee states. “We looked at the market and it makes sense to allow for that.”
Care of the environment
Eco-friendly practices and global health play a huge role in the corporate environment at RockResorts, which is named for Laurence Rockefeller (yes, that Rockefeller family) when he founded the company in 1956. The Rockefeller family has been famous for over a century for its worldwide initiatives that fund - through various foundations - social, economic and environmental causes on a global scale. RockResorts has garnered that same reputation as it builds and manages hotels and resorts designed with a respect for the natural environment, recognising that the surroundings must be preserved and protected. “Laurence Rockefeller was a real pioneer in ecotourism,” Lee claims. Overall, the company has pledged to reduce energy use a total of 20% by 2020 across all its resorts. These measures include using more efficient lighting, utilising new or improved heating and air conditioning systems, reducing vehicle idling time, automating energy systems and integrating alternative energy sources whenever possible.
It’s a growing trend and a viable ecofriendly practice to use local products whenever possible. In this regard, RockResorts’ restaurants create dishes with locally raised meats and poultry, seasonal and regional produce, hormone-free dairy products and sustainable seafood. In 2010, RockResorts and Vail Resorts eliminated nearly all plastic water bottles at its facilities and replaced them with reusable bottles and refilling stations. According to the resorts’ literature, RockResorts’ and Vail Resorts’ efforts will reduce an estimated 400,000 plastic water bottles from the waste stream annually as well as the 3,000 barrels of oil or so that would be required to manufacture and ship the plastic bottles. Both marinas at Bimini Bay Resort & Marina prohibit their guests from flushing their holding tanks overboard while in the marinas, and provide in-slip pump-out services. “We envision ourselves as the cruise ship that goes nowhere,” Lee
states, in reference to managing and eliminating waste. “We’re establishing processes and practices here at the resort. Eventually, we hope to extend those practices to the town of Bimini and act as a test case for the island communities.”
Four seasons
It should come as no surprise that people who ski or snowboard in the winter tend to migrate to the coast in the summer. With this in mind, many companies that focus on the recreational industry position themselves to profit from four-season destinations. RockResorts manages over a dozen resorts, with about half located in ski country and the other half on the coast. Sister company Vail Resorts runs some of the most popular ski destinations in the country, including Vail, Beaver Creek, Keystone and Breckenridge, and these resorts are known above all else for providing good customer service to an upscale clientele. Tapping into four-season recreational money is nothing new. Resorts and marinas around the world have been vying for the disposable income of people who recreate both on the water and on the slopes. RockResorts and Vail Resorts are doing this rather successfully. Bill Lee sums it up: “The same customer interested in a Colorado vacation is interested in an island vacation.” Hemingway, an enthusiastic skier and skilled fisherman, may have agreed.

Sporty pump boats now in third generation If you’ve spent any time at marinas throughout the United States, it’s likely you’ve seen Pump Kleen, the registered name of the pump-out boats sold by Marine Boatbuilders Company based in Warwick, Rhode Island. They have been designing and building good-looking, functional pump-out boats for almost 20 years. Most people think of workboats as big barges or banged up metal centreconsole units. The glass fibre Pump Kleen boats, by contrast, look like sportfishermen vessels with a nice sheer, a modified V-hull and the occasional T-top. Now in its third generation, Pump Kleen boats were launched in 1991, the year before the Clean Vessel Act (CVA) was enacted in the US. At the time, Marine Boatbuilders Company was a fledgling organisation selling patrol boats. That changed after company president Rick Audette was contacted by the town of New Shoreham, Rhode Island, home of the popular yachting destination, Block Island. “Back in the early ’90s, Block Island was seeing 2,500 boaters a weekend,” Audette states. “The anchorage was full. They asked me to build a pumpout boat for Great Salt Bay where people harvested shellfish. The water had become so polluted, the
DEM [Department of Environmental Management] shut them down for harvesting. The pump-out stations [alone] weren’t working.” With over half of the USA adopting CVA regulations and practices, Pump Kleen boats, which are manufactured in nearby Bristol at C&C Fiberglass, have grown in popularity. Most recently, a boat has been purchased by the State of Washington. In fact, the boats are “big in the CVA states, mostly towns and municipalities,” Audette says. “They’re worried about cleaning up the environment.” Although the 23ft (7m) boat with a 420-gallon tank is the most popular model, Marine Boatbuilders offers pump-out boats from 19ft to 31ft (6m to 9m) for marina operators to pull up to their moored customers and empty their waste tanks. The holding tanks in these pump-out boats range from 230 gallons to 950 gallons and the tank is equipped with an alarm to alert an operator when it’s

The company also offers floating restrooms for lakes, inlets, coves and places where there is limited access to bathrooms and it leases refurbished older models to smaller, private marinas. Electric Buddy for canal clean-ups Liverpool Water Witch, UK builders of an innovative range of workboats for waterway maintenance, has developed a new electric powered ‘Buddy’ for Waternet, a company responsible for maintaining and cleaning the houseboat strewn historic canals in the city of Amsterdam. Waternet sought to improve its working methods in a more sustainable and flexible way by minimising CO2 emissions. It also needed a clean-up vessel that could be transported by road on a trailer. Working with a Dutch company, Water Witch developed a prototype 8m boat powered by two 3.5kW electric motors. To save weight and space and enhance working range, lithium ion batteries were specified. As with other Buddy models in the company’s range, the boat efficiently collects litter and solid waste in a basket mounted between the hulls.
In order to cope with restricted headroom of canal bridges, a dropdown wheelhouse, which can be lowered in seconds, was devised. Solar panels were also installed on the roof of the wheelhouse. The hull is manufactured from 70% recycled aluminium and is 100% recyclable at the end of its working life, and the boat – most importantly – operates with zero emissions. The electric Buddy could start a trend. “Organisations are under increasing pressure to minimise CO2 emissions and the marine sector needs to address this,” asserts Water Witch

Complying with SPCC regulations US facilities that store large quantities of petroleum products should have had a Spill Prevention, Control and Countermeasure (SPCC) plan in place in order to meet the SPCC regulation deadline of 10th November. Failure to do so could result in fines up to $25,000 or more per day per violation. Marinas have turned to many different products in order to comply â&#x20AC;&#x201C; and not all need be costly or technically difficult to put into use. Good examples are the simple and cost-effective Barrier Boom and Polyvinyl Blanket System, custom-made by Kentucky based C I Agent Solutions. The Barrier Boom is filled with C I Agentâ&#x20AC;&#x2122;s special solidifier, a unique blend of non-toxic food grade polymers that turns oil, gas/petrol and other hydrocarbons into a rubber-like solid. While the boom allows unimpeded water flow during rain storms or snowmelt, it becomes an impervious barrier in the event of an oil spill. Claimed to offer 100% containment, it has a zero hydrocarbon flow rate and solidifies approximately half a gallon of oil per square foot (depending on viscosity). The Polyvinyl Blanket system is
ideal for sandy or other porous soils and should be positioned at at-risk sites under a layer of pea gravel. It allows storm water to flow through the blanket windows and side wall booms while removing hydrocarbon from the storm water. In the event of a large spill, the side walls completely solidify, preventing the emulsified hydrocarbons from leaching. With no need for concrete walls, sump pumps or oil/water separators, the systems can cost up to 80% less than traditional arrangements, and they last the lifetime of the equipment they protect. An impressive ambition to develop marinas Think of leisure boating in Asia and most people recall exotic destinations such as the limestone outcrops in Phang Nga Bay, Thailand, made famous in the James Bond film ‘The Man with the Golden Gun’, or the crowded harbour and marinas of Hong Kong. However, there are other not so well known countries in Asia that have even more ambitious plans to develop leisure boating. Prime amongst these is South Korea, which having elevated itself to become a notable industrial power, is now encouraging its 45 million strong population to think about leisure activities. Boating is high on the list of options. Mike Derrett reports
Economic success
South Korea is one of the most successful Asian countries economically, ranking thirteenth in terms of global economic power. It is similar to Japan, Hong Kong and Singapore in terms of Asian GDP per head. The country has survived the global recession well and GDP per capita grew from US$28,500 in 2009 to US$30,200 in 2010. Industry is taking an increasing global market share in the motor and electronics industries and is already the world’s largest commercial shipbuilding country. Since the 1960s, South Korea has achieved an incredible record of growth and global integration to become a high-tech industrialised economy. Four decades ago, GDP per capita was comparable with levels in the poorer countries of Africa and Asia. In 2004, South Korea joined the trillion dollar
club of world economies. Initially a system of close government and business ties, including directed credit and import, made this success possible. The government promoted the import of raw materials and technology at the expense of consumer goods, and encouraged savings and investment over consumption.
Leisure boating market
Although not as well known as the leisure boating market in Hong Kong, Phuket (Thailand) and Singapore, South Korea has in the past three years appeared on the boating market map courtesy of very strong central and provincial government support to promote leisure boating. With a surge in living standards over the past ten years, the government has encouraged a better quality of lifestyle for its people. They have increased leisure time due to the introduction of a five day working

The serious promotion of leisure boating was started in 2008 by Governor Kim Moon-Soo with the introduction of the Korea International Boat Show and Marine Festival in Jeongok Marina in Gyeonggi Province, some two hours by road from the capital city of Seoul. The first time event resulted in over 250,000 visitors to the show and festival, and with 250 exhibitors - many from overseas - the success of the event triggered an interest in leisure boating throughout the country. Now well established after the success of the June 2011 event, the show was awarded membership of the International Federation of Boat Show Organisers (IFBSO) in 2011.
Canal and marina developments
The number of marinas in Korea is growing rapidly encouraged by central and provincial government support to provide a leisure boating infrastructure. In 2007 there was one operational marina in Korea compared with 11 by the end of 2011 providing a berthing capacity for 3,800 boats. In addition, there are another 31 projects listed by the Ministry of Land, Transport and Maritime Affairs that are either under construction or planned.
Gyeongin Ara Waterway
The Gyeongin Ara Waterway is a massive canal project that will provide an 18km link from the Han River to the Western Sea at Inchon, effectively linking by waterway the capital Seoul to the sea for the first time since the end of the Korean War in 1953. Seoul, although situated on the Han River, has effectively been cut off from the sea because the lower reaches of the river form the border between North and South Korea. Scheduled to open in October 2011, primarily to act as a navigation canal for commercial ships up to 4,000 tons,

Completed early this year, Seoul Marina Yacht Club offers 45 berths for boats up to 13m. the waterway will also accommodate leisure boats with dedicated marinas at each end and foreshore landscaping along the banks of the canal. Eight theme parks are also included. The first marina, Gimpo Marina, will open in late 2011 situated at the junction of the Gyeongin Ara Canal and the Han River. It is being built and managed by local company CK Marinas and will have 136 on-water berths for boats up to a maximum length of 25m, 60 drystack places and a 50 ton boat hoist for a maintenance facility.

The future
There is no doubt that Korea offers some of the best marine industry potential in Asia. It is attracting government support in two ways. Firstly, for the development of a marina network to support domestic market growth and, secondly, for the development of a local manufacturing and support industry with, (in true Korean style), an eye on export potential.

Marine tourism: a basic priority for Greece’s Secretary General of Tourism

Marine tourism in Spain, Italy, Croatia and Turkey enjoys significant growth, with modern marina infrastructure and an increasing number of tourists eagerly enjoying water-based and land-based activities. The growth corresponds to an increase in quality of available services and to the communication strategies of each country. Does the General Secretariat of Tourism intend to give priority to the development of marine tourism in Greece as an upgraded type of tourism?
A
We are fully aware that the demand for professional marinas in Greece is constantly increasing, positively affecting marine tourism and creating opportunities for significant investments. We are aware that some Greek marinas are already operating in an exemplary manner and gaining international recognition but, at the same time, a number of marinas need to be significantly upgraded in order to respond to the size and increased number of sailing boats and megayachts. Most of these marinas are either not fully operational or are half-finished and constitute exceptional opportunities for profitable investments. Our aim is to intensively promote their development in the upcoming time period.

Cooperation between companies operating in the marina field and harbour management organisations has been legislated and we have safe sea waters and a region that lends itself to short sea journeys from one place to another within a network of tourist harbours in famous and attractive destinations. The General Secretariat of Tourism gives marine tourism a top priority by proceeding to issue tenders for the construction or completion and private administration of a number of important marinas that are currently half finished or ‘sited’, aiming to complete them during 2012. An early example is the marina of Mytilini, which is finished and awaits the appointment of a management agency. Additionally, the General Secretariat of Tourism lists the total number of marinas and harbour facilities of all types along the Greek coastline in order to initiate improvements. We also list the need for berths at leisure harbours in all areas across the country and compare the facilities with those of competitive countries.

development of marine tourism is the imposition of the special levy to third country flagged boats. As you already know, owners of this type of boat are obliged to pay a special levy to the Greek state for the overwintering time period. For example, a 12m boat with an American or Swiss flag, pays €1,200 for a seven month stay. By contrast, in Turkey and Croatia, for example, boat owners are not burdened with such expense. As a result, boat owners choose Greece for their summer itineraries but when the summer ends they overwinter in neighbouring countries. The special levy law (N2743/1999) instead of increasing the state’s income, has driven third country flagged boats away, limiting significantly the work cycle of enterprises operating in the overwintering field. As these, in turn, also pay VAT to the state, they also make a significant financial contribution. Do you intend to ask for a repeal of the levy in order to help develop overwintering services in Greece?

This specific matter is indeed critical and much debated with professional institutions. Our position is that the levy should be repealed in the long-term. But as the issue concerns public income, and budgets are critical at this time, we cannot take such an initiative without the cooperation, agreement, assistance and joint decisions of the Ministry of Finance. The Ministry of Finance needs to be convinced that the development of the overwintering services and the relevant VAT contribution will

The immensely time consuming permitting procedure for the creation of modern marina facilities is a significant deterrent to investment growth from foreign and Greek potential investors. This, coupled with the current economic situation in Greece, makes it imperative to significantly speed up the permitting process. Do you intend to proceed with any radical changes in the investment regime in order to help in the current negative climate? Do you believe the government will consider a new regime, with a significant decrease in the permitting timeline, for ‘fast track’ investments in harbour infrastructure?
Already in force, it allows us to improve or abandon various slow permitting procedures which are responsible to a significant level for any kind of delay in the permitting of marina infrastructure.

Promotion of marine tourism, as far as Greece is concerned, is basically down to ‘word of mouth’ reports from tourists who chose yachting activities in Greece for their vacations. As the market is competitive, this is not enough. In addition, competitive countries have also enjoyed a dynamic presence at international exhibitions and online for several years. Do you intend to include marine tourism when promoting Greek tourism abroad?
I am afraid I cannot agree with your assertion that ‘word of mouth’ communication is the only way that Greek marine tourism has been promoted up to now. I can refer you, at least, to the most recent advertising campaigns to promote Greece abroad in which special announcements regarding yachting and marine tourism are included, along with themed editorials and advertorials to sector-based tourist publications. The presence of the General Secretariat of Tourism - as the responsible Administration institution or Greek representative at exhibitions abroad might not be sufficient or appropriate, and we are aware of this. This is mainly due to budgetary obstacles. Despite the problems, however, we are trying seriously to improve the situation. The worldwide web over the last two years has evolved to become an important tool for promoting our country abroad, in both holistic but mainly thematic terms. The General Secretariat of Tourism recognises the undoubted need for a significant decrease in the time taken to gain marina permitting and has two administrative ‘tools’ to hand. One is the new Investment Incentives Law (voted in February 2011), which promotes a new way of thinking, new procedures and financing tools. This particular law is also directed towards encouraging an outward looking approach to business activity (compared to the current situation). The second ‘tool’ is the alteration and significant update of Law 2160/1993 for the creation and operation of marinas.

Solar solutions The Solar Powered LED Area Light and the Lighted Pile Cap are two of the latest lighting solutions available to marina operators and developers from Australian company Sealite. The Area Light is claimed to set a new standard in energy efficiency and light output and features a galvanised post, vandal-resistant battery enclosure and anti-tamper fittings. Each LED bank is driven by high efficiency LED drivers to maximise light output and LED life. The intensity is maintained at a constant level over various voltage shifts. The light uses a 140 Watt multi-crystalline solar panel and Sealite’s unique AL-01 LED light head. The light head body is constructed from extruded aluminium with injectionmoulded UV-stabilised LEXAN polycarbonate glass-filled end caps for superior strength and durability. Further expansion at Rolec Group Despite the current economic climate, Rolec Global Marina Services (RGMS), a company within the UK based Rolec Services Group, has continued to expand having recently completed its relocation to a new purpose-built office and factory complex in Boston, Lincolnshire. Ultimate testing for power pedestals HydroHoist Marine Group company, HyPower, is now implementing a PowerSnap Tested programme for its PowerPort modular pedestals and smaller sized EnergyMate models. Each and every unit is tested with power to ensure optimum operation from day one. “No one wants to be in the middle of a new construction or renovation project and have a just installed unit not work properly,” says Eric Farley, HyPower director of operations. “With our PowerSnap testing, we even test the fit of the receptacles and the photocell on our lights.” The procedure is a continuation of the quality control programme in which HyPower stress tests the polycarbonate pedestal casing to ensure durability and Hipot tests power loads on units with excessive currents to guarantee that each exceeds industry requirements. In the UK, RMCS has worked closely with Varis Engineering on a number of projects in the north of England and also secured a significant contract to supply pedestals for the new 240berth Droitwich Spa Marina in Worcestershire. Marina owner, John Weston, appointed RMCS in early July as the service provider

The marina was the first facility to use the product and was delighted to find that it withstood Hurricane Irene. Smart system for inland marina UK based Maricer has recently completed a contract for British Waterways Marinas to install a smart metering system at its Priory Marina in Bedford. The installation was completed utilising existing power cables at each berth. A total of 115 existing pedestals was removed and replaced with ten of the companyâ&#x20AC;&#x2122;s 1147mm pedestals at each pontoon head and 105 847mm pedestals. Each pedestal incorporates the usual switchgear protecting either 16A or 32A socket outlets, and MeterMACS products such as smart meters, data loggers and an iButton. An LCD customer interface was also installed in the larger pedestals to give customers up to date account information at the touch of a button.

A daisy chain of CAT 5 data cable is installed, linking the pedestals on each pontoon to RF2 repeaters for two-way wireless communication between the berths and the office where the Meter-MACS software is installed. Marina personnel now have total control of utility supplies without leaving the
office. For example, they can restrict usage to authorised customers only; get instant meter reads and client balance reports in either account and/or pre-paid mode; monitor and control in real time; and obtain instant management information relating to consumption, peak demand, maintenance and financial status. All-new LED light range US marina equipment manufacturer, Eaton Corporation, has released a range of energy-efficient LED lighting solutions. All are manufactured at the company’s factory in Williamsburg, Virginia. The Eaton LED, subject to months of research and development, is designed to use less than one-tenth of an amp at 120 volts with no special drivers or transformers required. The new LEDs can be installed on all Eaton power pedestals and upgrade kits and custom mounting plates are available for retrofit into Eaton and nonEaton equipment. A variety of lighting colours including cool white, amber and blue is available.

LEDs are also better for the environment as units had to be of the same width as the cable troughs on each side of the Simbro pontoon. This ensured that the metal surfaces formed an uninterrupted line. Modification was needed, as export manager Bas Durieux explained: “If we had stuck to our standard dimensions, the covers of the troughs would have been cut out to make way for the Harbour In units. This would have taken a lot of time and effort. By cutting the Harbour In units to size, however, the troughs only needed to be cut at the appropriate length. A real time saver!”

Real time weather service
Up to the minute weather information is paramount to safety at sea and Italian company Navimeteo has taken this one step further by offering marinas real time reports 24/7 in graphics form via its Navimeteo Harbour system. Various marinas in Italy have adopted the weather service. The system features simple, easily accessed, high detail, high resolution weather graphics. Recently introduced is the ‘traffic lights’ image. This is manually updated by the forecasters to indicate the general state of local marine weather conditions at the harbour, from fine (green) to dangerous due to gale
warning and rough seas (red). Orange indicates moderate conditions, e.g. a fresh wind or a risk of thunderstorm with no significant rise in sea level. Adjacent to the traffic light, are three icons for gales, high seas and thunderstorms, one or more of which can be
highlighted by the forecaster according to ‘real time’ warnings. All systems incorporate a messaging service that allows Navimeteo’s skilled forecasters to rapidly alert marina authorities if bad weather approaches.

UV with style A highly manoeuvrable, self-contained and sporty looking utility vehicle has been introduced to the marina scene by Italian company, Plus Marine.
Named T-Rex, the vehicle has been specifically designed to operate within
average pontoon widths and make u-turns if needed along the way. If a standard battery is fitted, T-Rex has a range of about 30km but this can be doubled if a special battery is installed. Each vehicle can comfortably carry one person and up to 100kg of goods (e.g. six bottles of wine or water), and each is installed with a Plus Marine transponder for pre-payment. The SF Type 600 was tested by the Water and Environmental Engineering Research Group at the University of La Coruna in Galicia, Spain. A 1/15th scale model represented a 100m floating breakwater.
Moored on a chain, the model was floated in a basin that measured 34m long x 32m wide x 1.1m deep. Fifty-two tests were undertaken and conductive sensor probes analysed wave heights, transmission coefficients and reflective wave properties. Unique tool for marina development In order to develop a successful marina or add value to an existing facility, it is crucial to assess other marinas in the area, determine the types of services they are offering and make your plans accordingly. This is not as straightforward as it sounds as Robert Holmes, Monica de Vast and Rob Vrolijks – all marina professionals working in the Netherlands – discovered.
Floating dry dock for Haslar Sealift2 International has been granted planning permission to install its ecofriendly floating dry dock at Haslar Marina in Gosport, UK.
The dock lifts 65ft motor boats and yachts weighing up to 50 tons in less than five minutes, enabling hull cleaning, anode replacement and re-launch in under an hour. All potentially toxic wash off is collected and processed by an on board water treatment plant, which enables the waste water to be discharged back into the sea in strict accordance with EU environmental standards. “Haslar Marina is a perfect location for our dock as it has some 600 berths with first class facilities but there is no space for lifting boats out onto hard standing,” says Richard Bayley, Sealift2’s managing director. “Our dock will bring much needed marine services to berth holders at Haslar and it will also attract boats from neighbouring marinas.” Sealift2 offers a range of services on its docks including one hour lift, clean and relaunch and overnight antifoul painting and hull polishing. Services are bundled together at discounted rates as Total Care voucher packs. Vouchers, which are valid for one year, can be used at either of the Sealift2 docks at Haslar or Cowes, Isle of Wight. Believing that more than one kind of marina existed, the trio set out to evaluate this in the summer of 2010. Their findings surprised them; they determined no fewer than 50 types of marina. Armed with this discovery, they realised that if they could put together a tool that would scan the different typologies of marinas in any given regional area, they could advise on how best a new marina would fit or locate a market gap in approach. The tool would be invaluable for Monica de Vast marina operators but also useful for policymakers, developers and town planners, helping them develop visions for the future. Working together, they created Marina Menu; a specialist database with detailed information on services, facilities, economics, berth space, land area, boat type, water type etc., for marinas in the Netherlands.
Marina Menu has won recognition from the Research Centre for Coastal Tourism, which has issued a ‘theme Rob Vrolijks report’, and is supported by HISWA Holland Marine Industry, more than 500 of whose 1200 Dutch members operate a marina. Holmes, de Vast and Vrolijks remain aware that Robert Holmes more marina types could be identified and would welcome partners from outside the Netherlands interested in developing the database to an international level. A new floating dock system known as the Marine Service Lift introduced by Italia Marine of Viareggio, Italy, offers yard operators a highly versatile and environmentally friendly option for boat inspections. The system, which requires no cranes, hoists or trolley supports, can lift vessels weighing up to 20 tonnes safely out of the water for hull and propulsion system checks and repairs. Claimed to be cheaper to purchase and install than traditional lifting systems, the Marine Service Lift also benefits from low maintenance costs as its structure is manufactured from galvanised steel framework and high density polyethylene. Running costs
are practically zero (less then 0.8kW/ hr per lift) and pollution is avoided due to a solid-liquid extraction containment system. Each unit measures just 7.1m wide x 18.45m long, takes up no land space and does not require permanent installation on the quayside. Only one operator is necessary. Mobile pontoon system for Nice marina The Marina St Jean Cap Ferrat in Nice, France, is to be fitted with a Mobi-Deck mooring system in order to increase its berthing capacity without taking up additional water space. The decision to opt for the system, which is manufactured by French company Arnaving, won the French government’s ‘laureat’ for exemplary pleasure ports in August. Mobi-Deck is the only system in the world to create 30-40% extra marina berths of 6-15m on the same surface of water as traditional docking systems. It involves no extension to port facilities and has no negative environmental
impact. The ‘mobile’ pontoons adjust in just four minutes to release a single manoeuvring area for any specific set of mooring pontoons.
