Stewards of the environment In every issue of Marina World we report on environmentally progressive steps being taken by marina developers, planners and operators around the world. This is especially laudable when non-mandatory, and more so perhaps when near neighbours are less than fastidious about polluting the waters. Oil pollution prevention is always of particular concern. We all believe that efforts to prevent oil contaminating our waters will not only enhance the boating experience but promote the well-being of marine life. And, as stewards of the environment, so we should. But, at times, it’s tempting to wonder just how much the boating industry is a true polluter. The oil spill from the BP Deep Water Horizon rig, which exploded in April of this year, released somewhere between 500,000 and 1,000,000 barrels of oil into the ocean. To give a perspective, this is between two and four times the amount of oil lost from ‘Exxon Valdez’ in 1989. This isn’t a steady drip or an occasional leak, it’s a massive flood of oil, and yet scientists remain unclear, confused and divergent as to where it’s gone or how much harm it will do. While the verdict seems clear that tiny amounts of oil released to the seas by recreational boats can damage the ecosystem, when it comes to assessing the effect of up to one million barrels the jury is out. The US National Oceanic and Atmospheric Administration (NOAA), the nation’s leading scientific resource for oil spills, reported in an early August press release that a staggering 25% of the total oil spilled in the rig explosion ‘naturally evaporated or dissolved’ and a further 16% ‘was dispersed naturally into microscopic droplets’. That’s an impressive ‘natural’ ability to deal with an incredible amount of oil. Early indications that the oil was degrading quickly ‘through a number of natural processes’ have been subsequently confounded, however, by lower than expected water temperatures (oil degrades more slowly in the cold). While this might prompt sceptics to question the real environmental risk of very small fuel spills – why can’t these evaporate, dissolve or degrade naturally? – it shouldn’t stop responsible operators from taking preventative measures, and it’s wise also to guard against unseen threats. New reports released by the Woods Hole Oceanographic Institute – 19th August – point to an ‘underwater plume’ of trapped oil in the Mexican Gulf. You can’t see the oil with the naked eye and, if you were to fill a sample jar, you couldn’t smell it either. But it measures 1.2 miles (1.9km) wide by 22 miles (35.4km) long and drifts more than 3,000 feet (914m) below the surface of the water. It poses a very real risk to marine organisms living in very deep water, many of which migrate to shallower seas, but long term effects are yet to be assessed. Keep up the oil spill prevention measures, even if - on the surface - it doesn’t look like you need them.

New operator for Maryland marinas USA: Aqua Marine Partners (AMP) has signed an agreement to operate two Maryland marinas, which were recently sold to CNL Lifestyle Properties by Covenant Cove Marine (CCM). CCM will stay on as the exclusive sales and service provider to the facilities.

COLOMBIA: A brand new marina in Santa Marta on the northern Caribbean coast of South America has signed a management agreement with Island Global Yachting (IGY) and becomes an IGY destination. The marina, which officially opened on 1st September, has 256 berths for vessels of 25-132 feet (7.6-40m) and is set to become a haven for sports fishermen. It benefits not only from a strategic location within the Caribbean but also enjoys close proximity to the Panama Canal. Naturally protected in a soft-sand bay, Marina Santa Marta has 24-hour security, floating docks, dedicated facilities for captains and crews, a helicopter landing pad, on-site port authority, and immigration and customs. Vessel amenities include pump-out and fuel, electricity, WiFi and water. IGY’s marketing initiatives for the marina include a strategic media plan complemented by a global public relations initiative and various promotional events. All staff will undergo IGY special training.

ACI rebuilds four facilities CROATIA: Further to the successful rebuild of Adriatic Croatia International Club (ACI) marinas in Trogir, Vrboska, Skradin, Pula and Pomer, Marinetek Group subsidiary - Marinetek NCP – has won the public tender to rebuild four additional ACI marinas in 2010. The contract includes turnkey installation of new floating pontoons, safety equipment etc. The contract value is €3.2 million. ACI has 21 marinas with a total of 600 berths along the Croatian coastline from Umag down to Dubrovnik and is currently working on extensive refurbishment. Marinetek NCP will deliver 50 Heavy Duty floats to replace the sixpier 274-berth system Supetarska Draga Marina currently offers for yachts up to 18m in length and will manufacture three pontoons for an extension at Skradin Marina. Two will be of Marinetek 3800 Breakwater series for yachts up to 50m and will feature 10-ton bollards, the strongest Seaflex mooring system with 14-ton sinkers and Rolec three phase 125A power pedestals. The third HD-Pontoon will incorporate an overpass bridge.

Milna Marina will have two new pontoons, the outer one forming a breakwater to protect the new marina basin and act as a landing stage for transit vessels. The new Marinetek Aluminium Pier system will be used to create an access pier between the two pontoons. A new floating breakwater will also be installed at Rovinj Marina, 120 nautical miles north of Sibenik. The pontoon will accommodate bigger boats up to 15m and will, again, be moored by Seaflex. Marinetek NCP has been very successful since production started in 2006. Turnover has increased annually and in 2010 will exceed €4 million.

First phase at Wyndham selling well AUSTRALIA: Marina berths of 10-30m in the first phase development at Wyndham Harbour, Victoria, are selling well. An exclusive limited number of 99 year berths has also been made available. Located just 30 minutes’ drive from Melbourne’s Central Business District (CBD), the AU$440 million Wyndham Harbour project is designed to become a major boating and lifestyle destination. Once complete, the world-class development will be the only safe boat

harbour between Williamstown and Geelong and will feature up to 1,000 wet berths and dry boat storage for a further 390 vessels. It will be the largest marina in the state of Victoria and the second largest in the country. The development will also feature luxury

waterfront houses and apartments, new walking trails, green parks, beaches and a vibrant central hub to be known as Marina Square. The marina is seen as a much needed commodity by the Boating Industry Association Victoria (BIAV), as BIAV general manager Clyde Batty confirms. “Boating is becoming increasingly popular across Victoria, resulting in a strong need to provide the public with marina facilities. Wyndham Harbour will provide important and much needed infrastructure for a boating lifestyle in the west of Melbourne. A safe harbour with the proposed amenities provides families with a great environment to enjoy recreational boating in Melbourne waters.” Wyndham Harbour’s project director, Sonya Miller, said interest among the boating community had been strong. “The idea behind this development was first conceived over 25 years ago so it has been a long time coming,” she said. “Melbourne is ready for this marina development; the project has had an overwhelmingly positive response amongst both the boating and wider community. It’s a great opportunity to make the most of a fantastic bayside location so close to the city.”

Riviera master Phase one in Istanbul planning under way MOROCCO: Mourjan Marinas IGY has formed an alliance with Moroccan investment firm Libra Capital to start the master planning process for the Riviera Waterfront project in south-west Morocco. Plans include a range of commercial, residential and leisure facilities such as luxury hotels, golf courses, a recreational marina and exclusive retail and dining outlets. As well as accommodating smaller yachts, there are also plans to capitalise on the

trend for larger vessels with a substantial number of berths being planned for superyachts. Mourjan has been engaged to lead a variety of marine environmental studies, commercial viability and feasibility studies ahead of construction.

TURKEY: Poralu Marine is installing phase one pontoons at Istanbul E-Marina, west of the city of Istanbul on the Sea of Marmara. An integral part of a major residential development that offers marina berths to on-site property owners, the facility will eventually have 765 berths.

Poralu commenced its programme in mid-May when its Turkish agent delivered and installed pontoons for 609 berths. The remaining 156 moorings will be completed in the second phase. The first 609 moorings are intended to accommodate boats between 10 and 25m in length with ten further berths set aside for yachts of 35-50m. The

system comprises 1,584m of pontoons, varying in width from 2.25 to 3m, and incorporates 11 bridges. The first boats should moor up at the start of the 2011 season. The contract for Istanbul E-Marina, placed by Enelka Taahhüt Imalat ve Tic Ltd, follows Poralu’s completion of Didim Marina in Izmir in the second quarter of 2009. It is thus the company’s second Turkish project.

Salacia developers award contract

AUSTRALIA: Salaciawaters and Lotte Engineering and Construction, developers of the AU$650 million Salacia Waters project in Paradise Point, Queensland, have appointed Superior Jetties to construct their $11 million marina. The contract was signed at the Sanctuary Cove Boat Show. Salacia Marina will have 72 private marina berths of 10 to 35m and will offer residents a range of individual long term lease options. Lotte Engineering’s Australian director, Harrison Byun, commented: “Given the spectacular location of the site and the reputation of the Northern Gold Coast as a haven for boating enthusiasts, Salacia Marina will be a valued asset, so it is exciting to see it move forward.”

Durrat signs consultancy agreement BAHRAIN: Durrat Marina has signed a consultancy agreement with Bahrain-based Beaucraft for its mixed use marina development project. The agreement covers the marine aspects of the marina and also includes consultancy and advisory services for the yacht club and maintenance centre, retail, food and beverage, and commercial area within the project. Durrat Marina, which is located in the southern region of the kingdom and is part of the prestigious Durrat Al Bahrain master development, is an investment residential and recreational project that

MIAA to train Korean managers KOREA/AUSTRALIA: The Gyeongnam Provincial Government, Korea, has signed a Memorandum of Understanding (MOU) with the Marina Industries Association of Australia (MIAA) for the delivery and development of marina industry training. The signing of the MOU stems from a successful pilot one day training course held for Korean delegates attending the Sanctuary Cove Boat Show in May this year. Twenty new marina development projects are planned for construction in Korea within the next five years. The MIAA will present Marinas 101 training for 50 Korean delegates at the Yacht and Boat Korea Show, which is being held 14th-17th October 2010.

SPAIN: Vilanova Grand Marina, Barcelona, has signed a multi-year service and marketing agreement with BWA Yachting of Switzerland. BWA will provide specialist services to superyacht captains, crews and guests. Since opening in April 2009, Vilanova Grand has registered a 60% occupancy rate, offering both short and long term options for 49 berths of 25-80m in length.

Rhu Marina contract awarded UK: Walcon Marine has won a £1.4 million contract to extend Rhu Marina on the west coast of Scotland. The project will involve the addition of 58 new berths, replacement of an existing floating breakwater and the installation of a new wave attenuating pontoon.

Steve Sammes CMM, chairman of the MIAA Education Committee, described the agreement as marking the beginnings of an exciting new era for the MIAA and its training programmes. Mr Seo Man-Geun, Vice Governor of Gyeongnam Provincial Government, commented: “With the future growth of the marina industry in Korea, the MOU aims to build close commercial and industry links between the parties and will promote the improvement of the marina industry as a whole through mutual cooperation.”

As announced in the July/August issue of Marina World, the project is being spearheaded by The Crown Estate, which owns the site as part of an extensive property portfolio. Walcon will remove and dispose of the existing floating breakwater on the southern side of the marina and replace it with a 180m all-concrete structure manufactured in Sweden by SF Marina and delivered by sea direct to the site. At the same time, a 150m wave attenuating pontoon based on Walcon’s heavy-duty Waliflote system will be installed on the western boundary. The new marina pontoons will be built using the high strength Walcon System 21, featuring a galvanised steel frame and hardwood decking, and will provide additional berthing for vessels of 12-15m in length. will be undertaken by Walcon’s own demountable rig and, when complete, the marina will boast 240 berths. Work is planned to start in the third quarter of this year for completion in time for the start of the 2011 season. The marina will remain open throughout.

Boosting berths in Africa ALGERIA & LIBYA: Port de Peche de Stora, a fishing port in Algeria, is being enlarged to incorporate an inner basin for professional and sport fishing boats and an outer basin for visiting yachts. The initiative is the result of previous cooperation between Italian engineering company Ingemar and INGRA of Croatia, which has been operating in Algeria for some time. Stora Port will berth 320 boats of 6-30m in length at fixed piers and Ingemar floating pontoons with fingers. Ingemar also enters the Libyan market for the first time with a floating pontoon contract for Porto di Andalous Marina in Tripoli. The order was placed by Etaph of Tunisia, which is helping develop the project as the first tourist port in the city.

Rebuilding a Californian ‘treasure’

An upmarket boaters’ paradise, Newport Beach is home to hundreds of boats of all shapes and sizes. This view covers just half of the harbour.

When visiting Newport Beach – the cradle of yachting in Southern California - one is constantly reminded of the history of this traditional natural harbour. When contracts were awarded for the refurbishment of Balboa Marina in the heart of Newport Beach, each contractor was conscious of being entrusted with a California treasure. Robert Wilkes reports Located 45 miles south of Los Angeles, Newport Beach lies on the southern border of what was, and to a great extent still is, the 185 square-mile Irvine Ranch. Founded by James Irvine in 1864, it was formed from a series of Mexican land grants. Rather than sell their valuable property piecemeal, his heirs decided they would develop it under a long-term master plan. The Irvine Company continues that work today. As California boomed, the rich and glamorous kept their yachts in Newport Beach. Where else? There were no natural harbours not dominated by industry, and Marina del Rey was a salt marsh until 1965. But Newport Beach is not just an anchorage. Its islands

and channels are home to some of the world’s most desirable waterfront property and, to this day, Newport Beach is unchallenged as the Beverly Hills of boating. Not surprisingly, there is a Ferrari dealership nearby. California Recreation Company, a division of The Irvine Company, owns and operates Balboa Marina and four other marinas in the area. The marina is located on the Pacific Coast Highway on the eastern edge of the harbour and directly across the narrow channel is horseshoe-shaped Linda Island with gracious homes and private docks. The original Balboa Marina was built in stages from the 1940s to the 1960s, when boat types shifted from classic wooden Chris Crafts to mass-produced

glass fibre yachts. Balboa Marina, with around 130 slips, needed refurbishment to accommodate modern yachts.

Good stewardship The decision to refurbish the marina was less about economics than about good stewardship of the property. The location is so desirable the marina has never had a shortage of well qualified tenants but The Irvine Company takes a longer view and took great care to do it right. The company hired the best consultants, engineers and marina professionals it could find and adopted a very thoughtful, deliberative approach. The company hired several consultants, including Bellingham

Marine (BMI) to plan the marina, Anchor QEA (Anchor) for environmental consulting, and URS Corporation of Huntington Beach, California, for engineering services. Eric Noegel, manager of project development for Bellingham Marine’s Southwest Division, was consultant on the project for the marina design, providing drawings and models of a variety of layouts for the initial planning stage. Management looked at a number of configurations with a variety of slip mixes and decided to stay mid-range and build a marina that would cast about the same shadow over the water. BMI, familiar to the Irvine Company because it had earlier designed, built and installed a new marina for sister company Irvine Apartment Communities at Bair Island Marina in Redwood City, California, was later invited to bid for the project. Irvine was looking for a company that could manage the entire project, not just build the marina, and selected BMI as general contractor. The final configuration was, of course, influenced by regulatory requirements. The owners wanted a design that would streamline the permitting process and with guidance

from their consulting team, adopted a plan that would address the concerns of the various regulatory agencies in the planning stage. This cooperative strategy proved successful.

Complex permitting The permitting process was complicated. It began with the California Environmental Quality Act (CEQA) which must be satisfied before applying to other agencies, such as California Water Quality Control Board, California Fish and Game, National Marine Fisheries, US Fish and Wildlife, and the EPA, just to name a few. Two issues had to be resolved

before the marina could be dismantled and rebuilt. The first was to dredge the channel and the second was to implement eel grass remediation. Dredging required different approaches for each side of the channel. On the Linda Island side, private sea walls, pilings and docks had to be left undisturbed and, on the marina side, the existing sea walls had to be reinforced to withstand anticipated geophysical forces. Dredging was a delicate task that took two months. The owner was especially mindful of the island neighbours whose expensive homes, sea walls and private docks are located just yards across the channel. Devices were installed on the home owners’ sea walls to detect motion and monitor vibration from the dredging and existing cracks or defects were monitored to ensure they were not made worse. Videos were made to record conditions before and after dredging and a laser device used to safeguard seawalls from deflection during dredging. These measures reassured the neighbours and dredging was completed without incident. Balboa Marina’s sea wall was another story. It comprised precast concrete sheets that had to be strengthened before dredging could begin. City engineers specified a safety factor of 1.5 to 1, or 50% stronger than the maximum expected load. A tie-back system was designed by the engineers at URS. Augers were used to bore through the wall and into the banks and long tiebacks were set into the banks and fixed

Ecological concerns Ecology is always a major concern when refurbishing in California. The project team conducted periodic water quality sampling to ensure compliance with the conditions of the permits. Additional testing by Anchor analysed the dredging material to determine its toxicology. The news was good. They found it to be sufficiently nontoxic to deposit in the ocean, far preferable to trucking thousands of tons of dredging material to a contaminated-soil dump. “We cleared the plan with the Army Corps of Engineers and the EPA,” said Dr Joshua Burnam, who led the project for Anchor. “If we had had to use a land fill instead of the ocean, it would have cost three times as much.” Barges were towed to a specified area in the ocean and 31,000 cubic yards of dredging material was offloaded. The consultants next turned their attention to the Department of Marine Fisheries and NOAA requirements for eel grass mitigation. Eel grass is considered essential for preserving and enhancing the local marine ecology as it provides food and habitat for fish and invertebrates. But eel grass needs light to grow. At the time of the refurbishment, the eel grass area at the marina had gradually diminished over the years to about 400 square feet. NOAA’s eelgrass policy requires a 1.2 to 1 mitigation ratio; more eelgrass must be cultivated than originally existed. But what was most interesting was how NOAA calculated the requirement for Balboa Marina. Rather than starting from conditions at the marina, NOAA calculated a theoretical value for a “potential” eel grass area. The new marina would need to set aside more area for eel grass than the one it replaced. When NOAA announced its requirement for about 7,800 square feet of eel grass, it was considerably more than the consultants and the marina owner were expecting. Nevertheless, the owners decided not to contest it. They turned to their consultants for a solution, and the result was imaginative. They designed an underwater ‘half’ sea wall and filled it with dredge material. This formed a sunken ‘flower

concrete platform anchored by four pilings driven into the bank. This novel solution saved the marina from going over the limit. Land side improvements were extensive, including longer and wider ramps for ADA access. Original utilities were removed and replaced with new systems and electrical substations were installed for more efficient transmission. Functionallydesigned locker boxes were installed and new pump-out equipment was provided for tenants and for the public.

bed’ that brought the bottom closer to the surface, creating more light to propagate healthy eel grass. It worked spectacularly well but obviously cost the marina some potential slips.

Innovative design Once dredging was completed, refurbishment of the marina began with the removal of all docks and pilings. BMI installed its Unifloat system and included single-cast fingers for reduced maintenance and increased stability. Main-walk floats were constructed with specially angled intersections to follow the curvature of the channel; a gradual change of about 80 degrees. “Building these floats involved a process of achieving the ideal curve while keeping in mind practical realities of the concrete casting process,” said Noegel. “Bellingham Marine has decades of experience manufacturing docks in curved configurations. Our manufacturing team was able to come up with great solutions and everyone was satisfied with the result.”

On shore, new storm water systems, guardrails and concrete pavements were constructed and rest room and trash handling facilities were improved. A French drain was constructed along the sea wall to capture run-off, including a filter system to handle oil and debris from the car park. The property was regraded to improve drainage flow patterns and maintain water quality in the bay and new asphalt was laid down. A fire pump system with an enclosure was built to meet the requirements of the fire department. Generous six-inch diameter HDPE fire lines were installed and new lines were added to deliver potable water. Greg Sinks, manager of the project for California Recreation Company, reflects: “It was a long, careful, deliberate process - but we got the marina we wanted and we’re very happy with it.”

First-of-kind marina planned for East Africa

A marina resort, anticipated to launch Kenya into the luxury boat market, is a first for East Africa and a significant contributor to the country’s Kenya Vision 2030 development plan. Situated on spectacular Mombasa waterfront across the creek from Fort Jesus, English Point Marina will be an iconic and landmark multiuse development that will attract an investment of around US$50 million. It sits across from the stunning old Mombasa skyline in a natural marine basin with a breakwater coral shelf that is perfect for a marina.

Earlier this year, Mombasa played host to the 100m luxury yacht owned by Microsoft co-founder, Paul Allen. Kenya reported a 16% rise in international arrivals for the first quarter of 2010 as its market diversification efforts lured new tourists from China, India and the Gulf region.

Sustainable strategy English Point Marina has been designed from the ground up with environmental issues in mind. Energy and sustainability consultant XCO2 Energy of the UK was commissioned to reduce greenhouse gas emissions and operational costs, and carried out on-site microclimate analysis to give guidance to Broadway Malyan. The intention was to make building efficiency paramount to the scheme. After efficiency measures were designed into the architecture, XCO2 developed a low carbon building services strategy, selecting efficient systems across the development. The final stage was to develop a low carbon energy strategy, which included efficient energy supply with clean generation on site from renewable technologies. A full feasibility of all available options for efficiency and energy generation was carried out using environmental modelling, enabling XCO2 to make a 3D computer simulation of the scheme against recorded weather data from the site. This methodology was a means of making very accurate predictions of energy use and generating annual energy demand profiles to ensure costeffective technologies were selected that produced payback and high carbon dioxide savings. Key implementations include: • A central AC unit per apartment that saves 15-20% on energy consumption • Solar heated water in apartments and

throughout the development • Grey water treatment and recycling. After treatment, the grey water is pumped through a special circuit to all toilets for flushing, reducing the fresh water demand by 50-60% • Black water treatment that eliminates raw sewage disposal and produces methane gas as a by-product. The methane is used in the hotel kitchens • Wind turbines to supplement power from the grid • Solar shading to eliminate the effects of direct sunlight on apartments and hence reduce AC use • Low energy and LED lighting • Dual flush toilets and aerated taps • Rainwater harvesting for irrigation and toilet flushing • Use of locally sourced natural materials Occupied spaces have been designed to take cross ventilation into consideration to maximise ventilation rates and reduce the demand for mechanical cooling.

Tourist attraction The developers envisage that English Point will attract cruising yachts from the Seychelles, Mauritius and South Africa, international boat races, sea water fishing competitions and luxury charter services offering private cruises to Lamu, Zanzibar and other coastal destinations. The development comes at a time when the local industry is highly

Announcing the launch of the development plan for the project, Tourism Minister Najib Balala said the project ties in well with Kenya’s development blueprint Kenya Vision 2030. “Repositioning of the Coast Circuit, opening under-utilised parks and providing niche products are the key drivers towards the government achieving Vision 2030 through the tourism sector,” he said. “Our aim is to make Kenya one of the top ten long haul tourist destinations, offering diverse and high end experiences by 2012 to a target five million tourists per year. With landmark investments such as this, our aim is not a long shot,” he continued. The Kenyan economy relies heavily on agriculture, tourism and remittances from Kenyan citizens living overseas for its economic growth and much-needed foreign exchange. Kenya’s service sector, which contributes about 63% of GDP, is dominated by tourism. The magnitude of the English Point Marina investment will create more jobs in the service sector. The developers project a workforce of 400 during the two-year construction phase and a workforce of 200 when all is complete in August 2012. The apartments will, furthermore, provide a wonderful opportunity for international and local investors to own property in a burgeoning property area as the marina comes on the verge of an anticipated expansion of Mombasa Port, which will require high end real estate to accommodate an influx of professionals. Nearby Lamu is equally being prepared for port development; one of Kenya’s biggest infrastructural investments since its independence in 1964. These developments are expected to make Mombasa one of Kenya’s corporate hubs.

Keeping it in the family Careful planning at Dolphin Marina and Restaurant in Harpswell, Maine, assures its survival as a family-run marina in an ever-changing and competitive industry. Sarah Devlin reports

Making changes The story starts on a melancholy note. Jean Saxton passed away in 2008. Four days later, the family received a surprise visit from the Maine Department of Environmental Protection (DEP) and the US Environmental Protection Agency (EPA). They were told the marina was in violation of several regulations and codes, and were facing potentially crippling fines. But the family didn’t fold its cards and leave the table. Malcolm and Jean’s grandsons, Chris and Bill, outlined their existing plans for the facility to the DEP and EPA officials. They needed capital.

Founded in 1966 by Malcolm and Jean Saxton and built on land purchased and used by Malcolm’s family since the early 1900s, Dolphin Marina and Restaurant is, without a doubt, the very definition of a momand-pop marina. Handed down through the family, the operation is now run by the third generation of the Saxtons. Within the last two years, Dolphin Marina has had a major overhaul as a result of winning various grants, has become certified as a Clean Marina, and is looking to own the first LEEDcertified restaurant in the state.

Remarkably, the departments embraced the Saxtons’ ideas for their marina and helped them reach their goals. “Our family had been working towards a new vision for the business and land before the team of environmentalists from EPA and DEP showed up,” Chris Saxton states. “It was a shock, yes.” With guidance from the Maine Marine Trades Association and the Maine Department of Transportation (DOT), the Saxtons found themselves poring over information about available grants and government funding. The DOT administers the US Fish and

Wildlife Boating Infrastructure Grant, commonly referred to as BIG, and is responsible for millions of dollars in capital growth in the US marine industry. After working through the paperwork, Dolphin beat out much larger establishments to win $363,000, with matching funds totalling $134,000. Plus, they received a $25,000 grant via the Pump-Out Program at the DEP, the very organisation that had initially highlighted their code violations. “This unannounced meeting put us on point and accelerated the process,” Saxton says. “We are very fortunate to have good relationships with representatives from all of the town, state and federal agencies. The important thing was to be honest, diligent and open to what needed to get done. “It could have been much worse,” he recounts. In a notoriously difficult area to build or expand, the Saxtons received a unanimous vote from the town planning board in August 2009, due in large part to the family’s long-standing presence in the area. It’s also a safe bet their plans to include a family trust forbidding any future development in the area helped garner some favour as well. Before beginning their renovations, the marina and restaurant impacted 7 acres (2.8 hectares) of waterfront property. Attentive planning allowed them to reduce their impact to fewer than 2 acres (0.8 hectares), thereby lowering the impervious surface footprint from 87% to 70%. To prevent development in the future, the Saxtons also put a family trust on the property at the tip of Basin Point in Potts Harbor where the marina is located. “These were not all easy decisions to make,” Saxton admits. “But they were the right decisions to ensure our family can sustain a living here for years to come and protect Basin Point from development.”

“Removing the old boat shop and repair facilities was a necessary step to get where we are today,” Saxton explains, claiming the family didn’t want to construct multiple steel boat storage and repair buildings on such a beautiful property. (They are allowing the space to grow to its natural state.) Instead, they shifted their attention to lowering their environmental impact and realised their aim to become a green facility by being awarded a Gold Level Clean Marina designation

in Maine. This means the marina and facilities are 100% compliant with Clean Marina’s Best Management Practices.

Clean and green The Saxtons take environmental stewardship very seriously. Until 2008, the grounds housed a boat-repair facility that had sustained a fair amount of disrepair but, with some upgrades and a makeover, could have brought in substantial revenue considering the yard’s location. They chose to remove it altogether.

MARINA PLANNING with an underground tank, triple-walled piping and new pumps. In order to revamp their mooring systems, the Saxtons called in two separate groups. Both Novabraid and Yale Cordage worked together to develop a one-to-one scope mooring system comprised of strong, durable and ‘stretchable’ mooring line that doesn't scrape the ocean bottom like a traditional three-to-one scope. “It requires little maintenance and [allows us] the ability to use more moorings in the same space,” Saxton comments.

They are also focused on making their on-site restaurant an ‘Environmental Leader’, guided by standards set forth by the Maine DEP. Finally, the family plans to rebuild the on-site restaurant as a Certified Green Restaurant - the only restaurant in Maine to achieve that designation - in an Energy Star, LEED-certified building. The Saxtons revised their stormwater plan by carefully monitoring a natural vegetative buffer along 600ft (183m) of shoreline and continuing to hay and seed disturbed areas to filter sheet flow. They perform all work inside to contain by-products as much as possible and, although it’s expensive, the marina crew contains its bottom-wash waste water and hires a licensed professional to haul it off. “It’s a necessary step in protecting

our coastal waters for years to come,” Saxton says. “We believe what we are doing is good for our family, business and community.” Since Casco Bay was designated a No-Discharge Zone in 2006, a handy vessel pump-out service is a highly attractive amenity for transient boaters. Dolphin’s composite pumpout float, built by Harbor Technologies in Brunswick, Maine, is 20ft x 8ft (6m x 2.5m) and holds over 400 gallons (1,514 litres). The pump-out is operated by the boaters and is available free of charge seven days a week, 24 hours a day. “It has saved thousands of gallons of waste from entering Casco Bay,” Saxton confirms. “Boaters are very happy with the system and it has drawn more people to our facility as a result.” Plans also included a new fuel system

Education is also a major component of their business plan. One of the only marinas in Maine to celebrate National Marina Day this past June, Dolphin Marina staff set up a stand with pamphlets on green boating practices and gave out free oil-absorbent bilge cloths to festival participants. Plus, they are building a second floor above the restaurant to house marina offices and to hold events in boating safety and survivor training. The marina continues to operate during renovations and will have a chandlery, a weather centre, a shower room, laundry facilities, an improved launch ramp, haul-out services and indoor/outdoor boat storage. “My grandparents had the dream. But our parents built the dream,” Saxton says. “The rest of the family from this point on is continuing the legacy, making sure there is a sustainable, healthy future for those after us.” Upon completion in 2011, the marina will have 50 slips, over 100 moorings, and will employ 30 people, many of whom are members of the family.

Over the past 20 years, marinas have been transformed from centres for sailing enthusiasts into vibrant social destinations in their own right. Part of this transformation is due to increased focus on ‘setting the scene’, and lighting effects are increasingly being used to create special ambience. Underwater lighting came next, taking its lead from successful use on superyachts. It was felt that, with minimal design modifications, lights used to illuminate a single luxury hull would be ideal in a marina and complement the recent LED developments above deck. Initially, underwater lighting presented problems including water ingress, marine life build-up and corrosion but issues were quickly overcome with amazing results. The most recent lighting innovation – and probably the most spectacular – is the LED fender light. This specially developed heavy-duty seawater resistant rope light produces an instant and hugely effective mood light, which proved highly successful at the new Yas Marina & Yacht Club in Abu Dhabi during the 2009 F1 Grand Prix. Marina lighting has now become so important that it actually often features in marina marketing strategies and promotional campaigns – but there’s more to come. LED lighting above and below water has far from reached its potential. Watch out for the next generation of marina lighting we are currently developing, which is designed to offer spectacular light shows operated by a computer management programme. Such new lighting spectaculars will deliver Disneyland style light shows to a marina near you in the very near future.

A pioneer in the incorporation of optional LED illumination for pedestals in Europe and the Middle East and claiming to be first to offer it as standard in the USA, Electro-Tec is now marketing its full suite of lighting options by means of a new lighting solutions service. Re-design for leading lights Enhancements have been made to Sealite’s SL48 and SL96 leading light models to further improve their ability to withstand the harsh marine environment. Designed to offer vessels clear night navigation, the SL48 is 2ft in length with a visible range of 7.5-13+nm while the SL96, at 4ft, offers a range of 8-14.5nm. Both models now benefit from new robust anodised aluminium housings with additional end caps to prevent water ingress. Sealite has also created a new multi-segment lens to replace the single unit lens that previously spanned

The smaller lenses are positioned at intervals to improve sealing control and, together with the housing, have helped increase the waterproof rating for both lights from IP66 to IP68. and whether you foresee boat owners operating the system rather than marina staff. Another consideration is installation. Whether you’re talking about a newbuild or a reconstruction project, you want to be clear about where your pumps will be located and how far the sewage must travel in order to get to the sewage lift.

Convenience, easy access and reliability Although the days when boaters emptied their black-water tanks into marina or harbour waters are long gone, in many parts of the world boaters still need to be encouraged not to discharge waste near the harbour or further offshore. If this ‘encouragement’ is to reap rewards, onshore pump-outs need to be convenient, easily accessed and reliable. Sarah Devlin reports The decision by marina operators regulations or legislation than by grant to offer pump-out services is less eligibility, tax breaks and a wave of influenced by specific governmental certification, such as Clean Marina, Blue Flag and Clean Vessel Act. These factors, hand in hand with the overall focus on sound environmental management at the modern marina, are prompting marina operators to re-evaluate the systems they already have and concentrate on the systems they want to build.

Next, look at the overall life-cost of any system. Something with a low initial cost may or may not last a long time, in which case maintenance and repair may end up costing more money on an annual basis. Consider initial cost against maintenance costs and staff time over a ten year period. For instance, the difference in cost between a diaphragm pump as opposed to a peristaltic can vary, but spanning over ten years, the cost may work out. Finally, ask questions. Always ask questions.

Diaphragm systems

Types of pumps When exploring options for a pumpout system, it’s wise to choose the type of system you would like before sending out for bids. At a very basic level, marina pump-outs work on three principles: diaphragm, vacuum or peristaltic. Plus, you must choose between portable, stationary and centralised vacuum systems, or a combination of these. You must decide which system works best for your marina, based on size, amount of use and the layout of your facility. For the most part, smaller marinas use portable pump-outs, whether it’s a cart the staff or boat owner drags to the boat or a pump-out boat that regularly or by appointment visits boats in their slips and on their moorings. Mobile systems require very little capital investment. A stationary or fixed system works well for marinas with a fair amount of traffic and can require a bit more engineering to move the waste from the boat to its destination. Stationary systems are available in single units or as slip-by-slip pedestals and can save space and keep docks and finger piers clear. One thing pump-out manufacturers agree on is that all facilities are unique and the goal is to empty the boat’s black-water tank.

Diaphragm pump-out systems are universally the least expensive and the oldest technology in the world of marina pump-outs. For a smaller marina, a diaphragm pump-out with its affordable initial cost, low suction and low discharge can make a lot of sense when the material doesn’t need to go a great distance. According to several manufacturers, this type of system is steady and reliable. “Anyone with a couple of wrenches can fix a diaphragm,” says Peter Burlinson of Edson International. Leo Borst of Seijsener concurs. “There are only a few parts that ‘bruise easily’,” he says. But, Robert Macdonald of Marina Utilities adds a caution. “A diaphragm you have to rebuild every year if the system is used all the time and can dry out if not used regularly. You really want a system that works at the push of a button.”

Vacuum systems

With regular maintenance, a vacuum system can work as well as a peristaltic and can be more suitable for high-volume, larger marinas or docks. “We utilise vacuum systems when a lot of suction points are to be installed,” Borst says. “Or for use with tall ships or charter ships.”

Peristaltic systems

In a nutshell, a peristaltic pump is a self-priming, rotating positivedisplacement pump. Two rollers alternately compress and relax a tube confined within the housing to generate suction and discharge pressures. “Peristaltic systems are most cost effective, primarily due to maintenance,” MacDonald states. “The technology is high,” Sutcliffe states. “But the engineering is very basic. There’s very little equipment put in the flow of the waste.” Overall, larger marinas use peristaltic systems for their pressure capability, or the rate and positive displacement required to move sewage to its final destination at which sewage is moved to the onland sewage lift. But, the initial cost of a good peristaltic system can be daunting.

The companies Waubaushene (WMW)

Waubaushene (WMW) is arguably the largest pump-out manufacturer in Canada and specialises in vacuum pumps, including those for commercial shipping docks and ferry terminals.

The pump-out system delivered by Seijsener to Terschelling Yacht Harbour, Netherlands, utilises a suction hose of up to 50m to service vessels moored up to four deep.

“Vacuum systems are tremendous,” Gary Sutcliffe of LeeStrom asserts. “But you’re introducing more equipment. The user has to understand how the machine works.” Don Osborne of Waubaushene (WMW) counters, “Unlike other types of pumps, the effluent does not come in contact with any moving parts.” Plus, he claims, the vacuum systems pump at a much higher rate and can handle bigger, hard solids that might make it through the system, such as a mobile phone that accidentally

Don Osborne of WMW states that many of the pumpout systems WMW sold 15–20 years ago are fully operational today and their pumps can be placed as far away as 2,000ft (610m) from the pump-out point. “Using highly efficient equipment, performance rates can be in excess of 200 gallons per minute, depending on the selected model,” Osborne claims, which reduces the amount of time transient megayachts must remain dockside. By contrast, seasonal boaters want to stay put. “They require the pump point on the slip rather than at the gas dock as moving the boat is time-consuming and costly,” he says. Edson has been manufacturing pumps for over 100 years. Based in New Bedford, a nationally recognised fishing capital in the USA, Edson started its company based on pumping out septic trucks or so-called ‘honey wagons’ in the 1800s. Edson offers in its line of sewage pump-out systems vacuum,

It must be robust and simple. Although trading on selling durable, simple to operate pump-outs, LeeSan has also remembered the aesthetics with stainless steel mirror finish options.

EMP Industries offers systems of various sizes under the name SaniSailor. Available as portable devices up to centralised systems, all SaniSailors are peristaltic. “If you don’t have a pump-out available, it’s a stigma,” Tom Callahan of EMP Industries says. “Amenities are important and boaters are really educated; they demand service.” Callahan mentions installation as an important factor when choosing a pump-out. “You want to consider flexibility in equipment so there can be

According to SmartFill literature, ‘This was their tanker’s maximum output capacity and compares to their previous operating averages of around 18 gallons per minute.’ Following that logic, vessels will spend less time at the dock, allowing the marina to fuel up more boats and cut back on emissions from boats either idling in the harbour as they wait for space at the dock or as they idle at the dock. This ultimately reduces boater operator costs as well. Also, since vessel operators are not allowed to load cargo while refuelling, less time is wasted waiting for the fuel tank to fill. By cutting back fuelling time, operators of the larger vessels that visit a marina will appreciate the timesavings while marina staff can cut back on time spent fuelling boats.

Fill up - the smart way For years, fuel spills have been accepted as an unfortunate side effect of boating, difficult to manage and impossible to fully prevent. Most spillprevention technology has involved absorbent pads and dispersing agents. Even so, it is estimated that a billion litres of fuel spill into the ocean each year, and all marina staff and boaters are familiar with the tell-tale trails of fuel spilling down the side of an otherwise pristine hull, either from fuel bubbling up to the nozzle or working its way out of the boat’s fuelling vent. This is all a result of the air in the empty fuel tank not displacing at equal times or even quickly enough for the

dockside fuel pumps, and fuel often works its way into the fuel vent-lines as a result of a boat’s natural movement while under way. Even with mitigated fuelling speeds, as air leaves the tank it pulls fuel through the vent-line. Florida-based Wasp Fueling Systems claims to have discovered a solution. Its patented SmartFill system connects directly to the vessel’s air vent and creates a pneumatically powered vacuum that pulls air from the tank at speeds equal to a fuel pump’s operating speed.

SmartFill also has its own sensor unit to measure changing pressure levels in the fuel tank as well as air volume and liquid volume in the vent lines to determine when the boat tank is full, regardless of existing sensors on the vessel. Once the tank is full, SmartFill automatically shuts fuelling off. “A few installations are currently scheduled in Costa Rica and one is being set up in the Long Island [New York] area,” says Ernie Zavoral, a marketing rep for Wasp Fueling Technology. “Cost varies, depending on application and what the marina is looking for in terms of aesthetics and capabilities.” For a video of SmartFill demonstrations, visit www. waspfuelingsystems.com - it’s worth watching. Selling fuel is one thing but selling ‘clean’ fuel is seemingly another. According to US company ValvTect Petroleum, it is all too common for gasoline (petrol) and diesel storage tanks at marinas to contain excess

The first ‘legal’ fuel bunkering pontoon on the Black Sea coast of the Russian Federation has been installed by Latvian manufacturer Pildne for Rosneft Oil, one of the largest oil companies in Russia. water and other contaminants such as bacteria, algae and debris. When this is pumped into your customer’s boat it can cause engine shut-down or even permanent damage. The new grades of ethanol gasoline and ultra low sulphur diesel can make the situation even worse. Designing for the freeze Dutch manufacturer, Seijsener, has been trading successfully on the durability of its products in northern Europe and Scandinavia, reporting doubled sales for customised pedestals over the past year. Part of its success is down to a newly formed arrangement with Norwegian pontoon manufacturer, Orsta.

Several new and renovated marinas throughout the USA and Latin America have recently installed newly UL-listed Accmar Equipment pedestals. Manufactured with marine grade aluminium housings, pedestals are designed to provide easy access for installation and servicing. The largest model, a 45in unit, forms the basis of an order for Al-Colletta Marina and is being installed by Miamibased Shore Marine Construction. Another marina project renovation in

Central America also calls for 45in units but has additionally specified digital metering. “Our client wanted a way to monitor amperage, voltage and kW/ hour usage in a more sophisticated way than the traditional mechanical counter meters,” explained Accmar president, Juan Pizarro.

In Norwegian harbours, the combination of sea water, Atlantic west winds and very low winter temperatures pose specific problems for service pedestals. For this reason, Orsta approached Seijsener for a suitable pedestal to fit with its pontoons. The result, a Pacific-type aluminium pedestal, is of one-piece construction with extruded profiles for additional sturdiness. The profiles also function as fixing rails for assembling switches and safety devices, making the pedestals easy to dismantle and easily recycled after a long service life. The Pacific is customised for use on Orsta pontoons, coloured to match the metal components of the jetty system and has a base plate that fits exactly in its recess. The result is a seamless look. Head office investment Rolec Services has commenced construction of a new £2 million head office building in Boston, UK. The premises will comprise an office block for 40 personnel and a state of the art manufacturing plant with 40 workstations, each capable of producing all of Rolec’s marina services products. “We designed and built the Wisbech premises we are currently operating from to accommodate around 40 people and we’ve outgrown this facility in recent years,” Rolec managing director, Kieron Alsop, told Marina World. “We plan to move into the new complex in April 2011 but will retain the Wisbech office and factory with a view

to hopefully expanding even further and using it again in the future.” The Boston premises, purchased three years ago and used for storage and back-up manufacturing, will be completely demolished and replaced with the brand new complex during a 40 week construction programme. When complete, it will also house a training facility designed specifically to educate Rolec personnel and international representatives in product and after sales support matters. RMCS prepares new product launches A competitively priced smart card, and RFID systems that can be independent or linked to a proven metering/control system, are amongst several new product releases planned by UK company RMCS in coming months.

Reporting a busy order book and expanding export sales, RMCS has appointed agents in most European countries and in the Middle East over the past year. It has also appointed two dedicated sales personnel and a full time drawing engineer to ensure that all projects are backed up with detailed drawings at tender stage and upon completion. Recent pedestal contracts have been completed in the UK at Greenham Lock Marina in Newbury on the Kennet & Avon Canal and at Mylor Yacht Harbour, Falmouth, Cornwall. Do you offer a vibrant events programme that enhances ‘destination appeal’? If not, it might be time to think ‘party’. Sometimes you just get a feeling for something – it was the same when I set up Chichis,” she adds. “I started to analyse the market and visited yacht shows in Abu Dhabi, Monaco and so on in order to better understand and get a feel for the market. Clean-up and support Rivergate Marina & Shipyard in Queensland, Australia, has designed, developed and constructed a multi-purpose vessel capable of quickly and efficiently clearing debris from the Brisbane River. Flexible software for business growth Marina Master software, the result of 18 years’ development work by IRM of Slovenia, offers a number of up to the minute features that help marina operators optimise and connect all processes within the marina. While acknowledging that all systems are only ever efficient and useful if the end-user maintains the data input, IRM has consciously developed software that can be easily modified to incorporate new thinking. “If, for example, management decides that in future the marina will also offer servicing and repair of boats or there is a new decision to start a charter service, the software must be able to support these initiatives,” explains IRM general manager, Tone Britovšek. “Software should only be a tool for implementing improvements.” It is also important that all vital information on business operation can be accessed rapidly by management to ensure accurate and swift decision making and help create an organised, service oriented environment that impresses marina guests, he believes. One of the most interesting new Marina Master improvements is the addition of ‘movement control’ using RFID. This automatically monitors boat movements and displays all changes on a large screen. Ingemar launches aluminium system Italian marine engineering company, Ingemar, has designed a new range of aluminium modular floating pontoons and fingers to complement its well established steel framed products. Designed - like the steel versions - to moor very large yachts, the new range is manufactured from light weight

heavy-duty aluminium that is versatile in use and offers high structural resistance.

Ingemar has used extruded aluminium profile technology to ensure long operational life and to optimise the performance of the modular sections, which are fitted with variable runners to connect fingers, accessories and other components. A new Wood Plastic Composite (WPC) decking product developed by UPM-Kymmene incorporates the first industrial scale use of waste offcuts and trimmings from self-adhesive labels. UPM ProFi Deck – which could equally well be called a Paper Plastic Composite – combines the best characteristics of wood fibres and plastic and is manufactured mainly from recycled raw material. Its prime ingredients are cellulose fibres and plastic polymers that are surplus byproducts in UPM’s self-adhesive label manufacture and processing. The only added materials are clean high performance polypropylene, different fillers and colour.

ProFi Deck enhances the environment in several ways. In addition to reducing landfill and incineration through its recycled content, it contains no PVC, no biocides and has no toxic ingredients that could leach out. Its high friction surface has been achieved without wire brushing. This means safety in wet or dry conditions and classleading low moisture absorption levels. SF units in place for Squibs event Royal St George Yacht Club in Dun Laoghaire, one of Ireland’s oldest yacht clubs, installed four SF Marina floating concrete breakwaters prior to playing host to the 2010 Squibs National Sailing Championships. SF Marina Ireland/Milford Marina Systems director, Rod Calder-Potts, who took charge of the project, confirmed it as the third major SF installation in Dun Laoghaire Harbour and the eighth in the Dublin Bay area. Weighing over 250 tons each, the four SF 500 breakwaters measure 80m long x 5m wide. Engineered to handle harsh weather conditions and attenuate waves, the units are constructed from reinforced concrete and Styrofoam for superior strength, stability and buoyancy. Double capacity lift with shallow draft

A new Sealift2 shallow draft (SD) floating dry dock is now in full operation in Cowes, Isle of Wight, UK. The unit doubles the lifting capacity of the RD model, which had previously been installed.

Space-saving fingers EB Docking Solutions has installed 14 of its EB30 systems at Kip Marina in Scotland (above). The unique docking arrangement, set at 30 degrees to the pontoon, has increased berthing capacity from 18 boats to 28. Another major advantage for the marina is that reduced fairway is required for boats entering or leaving berths. Instead of the usual 1.5 boat lengths required, manoeuvring is accomplished in just half a boat length. EB30s are 70% narrower than traditional fingers and are manufactured from galvanised steel. Sealift2/SD lifts 60ft motor boats and yachts weighing up to 50 tons in less than five minutes and incorporates a full onboard water treatment plant which removes all oils and metal traces from the washoff and discharges clean water back into the river. Hull cleaning, anode replacement and re-launch can be accomplished in under an hour. The floating dock was towed in sections to Cowes by a massive 1,600 ton barge crane, joined on site and secured with piles. This was followed by testing, certification and staff training. With a throughput of 10-12 boats per day, Sealift2/SD yields excellent returns on investment and this can be further improved if the last lift of the day is reserved for longer jobs such as overnight antifoul painting. Installation is straightforward and does not require costly civil engineering works.
