Historic events

Fresh from the Diamond Jubilee celebrations which incorporated the distinctly maritime Jubilee Pageant on London’s River Thames, we now look forward to water-based events at the 2012 Olympics and Paralympics – held for a record breaking third time in the United Kingdom. Hosting sailing events often calls for upgraded or even new yacht harbours and service centres and over the course of the history of the modern Olympics – from Athens 1896 to the present day – increasing attention has been paid to sailing facilities and locations. In 1908, London – like Paris in 1900 – split yachting venues into two locations, Ryde, Isle of Wight and the River Clyde, Scotland. In 1920, the Belgian Olympics, which saw fewer entries and country exclusions in the wake of WW1, opted to host sailing events off Ostende. Dinghy classes were introduced for the first time. In the 1932 Los Angeles event, the competition races took place down the California coast at Long Beach. Much financial subsidy was needed in postDepression USA but the very first Olympic Village was built. Tokyo won the pitch for 1964; the first time the Games were held in Asia. Expenditure on facilities and transport infrastructure was massive and the sailing competitions, which comprised contestants from 42 nations (actually eight less than in Naples 1960) were held at Enoshima, a multi-million dollar marina on Sagami Bay. Kiel was host to the 1972 Munich event and developed ‘the world’s most complete regatta site’ to cater for 152 boats from 42 nations and, in 1988, South Korea nominated its second city, Pusan, for sailing competitions in the Seoul Olympics. Until South Korea was awarded the Games in 1981, recreational sailing was virtually unknown in the country. By 1992, when Barcelona claimed the torch, the focus was firmly on amenities and Spain was anxious to improve spectator involvement by bringing races closer to shore. A dilapidated quarter of the city was revitalised with an Olympic Village adjacent to a vast new marina (Port Olimpic). Sydney, well poised in 2000 to take advantage of its wonderful natural harbour, erected a tented village at Rushcutters Bay and constructed an impressive marina of temporary pontoons, and Athens expanded and modernised a 1960s harbour at Agios Cosmos for 2004. Sailing events for the 2008 Beijing Olympics were based around the specially built Qingdao Olympic Sailing Centre some 800 km from Beijing. The centre underpinned focus on the need for marinas in China. The 2012 Olympic sailing events have also been the catalyst for new and upgraded yachting facilities in Portland and Weymouth on the south coast of England. Events to come for 2012 IMI Marina Study Tour Boca Raton, FL, USA 23rd-24th October A two-day mobile training course that includes marina visits to provide an in-depth look at how different facilities operate in South Florida. MRA Educational Conference & Trade Show,Las Vegas, NV, USA 6th-8th November The 41st annual event will be held at the New Tropicana Las Vegas and adopts a theme of ‘Riding the Economic Wave to Success’. MDL runs second Med marina ITALY: MDL Marinas of the UK is to operate Marina del Gargano, a new 747berth marina in Manfredonia, Puglia. The marina, due to open in March 2013, will accommodate boats of 8-60m and boast a number of on-site facilities and services including 24-hour security, covered private car parking, concierge service, solarium and various lounges and restaurants. Jon Eads, chief operating officer at MDL Marinas, said the company was delighted to have been selected to operate the marina. “It’s very exciting news for us and our team is looking forward to putting the wheels in motion for our official opening next year,” he commented. MDL has been handling all

elements of business planning, service delivery, training, operations, security, marketing and berth sales since 1st June. “We have a mix of local and international team members at the marina and are looking forward to welcoming new and existing MDL berth holders to enjoy the marina in coming years,” Eads continued. In addition to owning and operating 19 marinas and boatyards in the UK, MDL runs Sant Carles in Spain and is building up a Mediterranean marina network.

The gates, which will be constructed inside the existing lock, will give sailors a 24-hour service instead of the limited access currently available. Building the new lock will cost £5 million and is part of a major investment being undertaken by MHPA to make Milford Marina one of

Detailed design and careful planning of the works will take place over the summer. This will be followed by a thorough tender process to appoint an experienced contractor later this year to build and install the gates. MHPA engineering director, Andrew Brown, says the project is on target for improved access to docks and marina before the end of 2013.

Real Madrid ‘sportainment’ for Al Marjan

Rebuild under way at Msida MALTA: Creek Developments plc, the company formed by berth holders to take over operations of Msida and Ta’Xbiex marinas from Malta Maritime Authority, has appointed suppliers for new marina facilities. Further to a tender process, Polidano Brothers Ltd and Marinelli Costruzioni SpA - as PMJV - have been awarded a contract to install a new system at the 762-berth Msida Marina. Polidano, the lead partner in the joint venture, is deploying the experienced team that installed moorings at Grand Harbour Marina to the site. They will place silt curtains around the working space and any displaced silt will remain

within a restricted areas. This will also serve as an exclusion zone to keep divers and other workers safe. All pontoons are being manufactured by Solent Marine of the UK. New Marinas is providing all other accessories including a web based utility billing and payment system and Opus International is undertaking certification of the design of the installation.

Jebel Sifah soft opens

OMAN: Jebel Sifah Marina in Muscat soft opened at the beginning of April. A celebratory event, attended by over 300 guests, was hosted by the marina operators, Orascom Marine Management, and Muriya Tourism Development.

UAE: A recreational tourism complex with a marina, luxury hotels, residences, shops, hightech amusement park and 10,000 seat sports stadium which opens directly on to the sea, is being planned by Spanish football club, Real Madrid, as the flagship of the Al Marjan Island development in Ras Al Khaimah (RAK). Described as a ‘sportainment’ destination, Real Madrid Resort Island will cost US$1 billion to build and will cover an area of 430,000 sq m. It is expected to attract around one million visitors a year and is scheduled to complete in January 2015. The project has the full support of the RAK Government, which is developing Al Marjan in order to boost tourism. The offshore complex, which is the first man-made island in the northern emirates, comprises a cluster of four coral shaped, interconnected islands and a peninsula that extends 4.5km out to sea. It will add 21km of sandy beaches to the RAK coastline.

Jebel Sifah Marina can accommodate 94 boats from 6 – 60m in length. It has additional space for 120 vessels in a dry storage facility that has a maintenance area and boathouse. When complete, the marina will also have a fuelling dock, pump-out facility and slipway. Boat owners can expect membership of the exclusive Jebel Sifah Boat Owners Club which includes use of a swimming pool, private beach, showers and changing rooms, berth holders lounge and various discounted benefits at the hotels and restaurants in Jebel Sifah, including the Sifawy Boutique Hotel, which opened for business in September 2011.

Huizhou marina planned CHINA: Financial Street Holdings has appointed Camper & Nicholsons First Eastern (CNFE) to undertake design, commercial and operational studies for Oceania Point Marina in Huizhou, Guangdong. CNFE will work with master planners Chapman Taylor on the project, which includes golf courses, five star hotels, private residences and a conference centre. The marina will cater for residents as well as boat owners from elsewhere in China and overseas, and will offer berths up to megayacht size.

Local fleet celebrates marina opening UK: The largest flotilla of yachts ever assembled in Belfast Lough, Northern Ireland, helped to officially open Belfast Harbour’s new marina. Over 60 boats sailed into the new facility at Abercorn Basin in the heart of Titanic Quarter.

Further contract in Doha QATAR: Dubai-based marina developer and operator, Mourjan Marinas IGY, has signed a marina management agreement with Four Seasons Hotel Doha. The contract will see if fully manage the hotel’s 112-berth floating marina, which is located on the shores of Doha’s West Bay. The marina berths yachts up to 35m and will be part of the new Nobu restaurant development, which anchors the northern end of the city’s Doha Corniche. It offers a boat ramp, round the clock security, dockmaster assistance and a fuel service. Mourjan is also undertaking full responsibility for the design, construction and operation of all marinas in Doha’s Lusail City, having welcomed the first yacht into Lusail Marina last year. Lusail Marina can accommodate 93 yachts of 10-40m in length.

“We have continued to broaden our reach locally and internationally this year and we are seeing some great results and strong partnerships in key markets,” said Mourjan Marinas IGY CEO, Michael Horrigan. “Our latest agreement in Qatar is very pleasing as it adds to our portfolio in the country which is fast becoming one of the focus destinations for boaters in the region.” Lusail Marina has enjoyed a successful first year of operation.

The facility is the largest city-centre marina in Northern Ireland and has good on-site amenities. “Belfast Harbour is encouraging boats to berth here on a permanent basis and also to use it as an opportunity to visit the city and Titanic Belfast,” explained Belfast Harbour operations director, Trevor Anderson. “Since Titanic Belfast opened there has been a large increase in the numbers of visitors to the marina and this is something we want to build upon as Titanic Quarter continues to grow.”

WORLD NEWS Freehold for Neyland UK: Neyland Yacht Haven Marina has marked the 40th anniversary of the foundation of the Yacht Havens Group by concluding the freehold purchase of its marina site from the local council. This has been a long term aim and enables Yacht Havens to cement its commitment to the future of the 420-berth marina. Known as Pembrokeshire’s ‘picturesque’ marina, Neyland is set within the beautiful Westfield Pill area of the Milford Haven Waterway and is an ideal base from which to explore the spectacular stretches of Milford Haven’s sheltered waterways.

Long awaited reopening at Bayland

Guests, assisted by the Sea Scouts and their talented Bugle Corps, celebrated the Bayland opening.

USA: Bayland Marina, located outside of Houston, Texas, in the Upper Galveston Bay, celebrated a grand reopening on 5th April. The original marina was destroyed by Hurricane Ike in 2008. The city mayor, his staff and other prominent local civic leaders were present at a ribbon cutting ceremony, along with tenants of the marina and some of the contractors who worked on the project. “People in Baytown, Texas, have waited three and a half long years for this day,” said parks and recreation director, Scott Johnson. Bayland is the only marina in the area so, when the

marina was destroyed, local boaters had to move their boats to locations outside Baytown. The new marina features floating concrete docks from Bellingham Marine. They are designed to withstand an 18ft storm surge and have high 20ft freeboard. Upgraded power and full utilities services at each slip have also been installed.

Marina de Lagos on the south coast of Portugal is one of many newly re-assessed marinas to have retained its 5 gold anchor status with The Yacht Harbour Association (TYHA). It is managed by Ingrid and Martinho Fortunato, both qualified Certified Marina Managers (CMMs).

MoU signed with Tianjin Commission CHINA: UCINA has signed a Memorandum of Understanding (MoU) with the Tianjin Binhai New Area Commerce Commission (TBNACC) to facilitate the development of marinas in the new coastal district of Tianjin Binhai on the eastern coast of Tianjin. The MoU was signed in Genoa in March by UCINA president Anton Francesco Albertoni and TBNACC president Xu Datong. The agreement provides for a strategic and cooperative partnership, with UCINA advising on the design and development of marina facilities and TBNACC giving UCINA members assistance in the initiation and consolidation of trade in China.

Shell Cove tenders AUSTRALIA: Shell Harbour City Council has announced that a call for tenders for the first three stages of construction of Shell Cove Boat Harbour in New South Wales is imminent. The announcement follows the signing of a $20 million (capped) contingency funding agreement between Council and the project manager, Australand, which covers a projected shortfall between the timing of revenue from land sales and the commencement of the second stage of the harbour. The harbour will accommodate a 300-berth marina with adjoining retail and commercial space, a residential development, technology park and boat servicing facilities.

Go ahead for Holyhead UK: Isle of Anglesey County Council has resolved to grant planning permission for the much discussed mixed-use marina development at Holyhead. The project, a joint venture development between Conygar Investment Company plc and Stena Line Ports, includes a 500berth marina, 326 apartments and townhouses, and 50,000 square feet of marine related retail and leisure space. Final permission is subject to a number of relevant planning conditions.

Revamp at Riviera Beach USA: The City of Riviera Beach Marina in Palm Beach County, Florida, is being upgraded as part of plans to regenerate the city waterfront. Marinetek North America is supplying new floating docks and breakwaters. City marina manager, Ed Legue, explains the revamp. “The 110 slip marina has been completely redesigned and will incorporate new 14ft wide floating concrete breakwaters and floating concrete docks including community day docks, water taxi docks and 21 boat lifts. Utilities will include 30A, 50A and 100A power, in-slip pumpout, WiFi, underwater lighting and highspeed fuelling. Transient dockage will be available for vessels up to 300 feet.” Significant upland development will also take place and include car parking, retail stores, housing and restaurants.

The floating dock system is specified to withstand a Category 3 hurricane and associated wave surges whilst 100% occupied and a Category 4 when empty. The Marinetek system exceeds these specifications and also satisfied City requirements regarding low maintenance, long lasting connection components by means of a flexible bolt/ rubber block design. The large dock sections (14ft wide x 65ft long) will be fabricated at a marine contractor’s yard next door to the marina thus reducing cost and delivery time.

NPA signs Nanaimo deal CANADA: The Nanaimo Port Authority (NPA) has signed an agreement with Pacific Northwest Marina Group (PNMG) to work towards granting it a 30-year lease on Nanaimo Marina. High costs, complex rules and boater prejudice Increasing drystack storage facilities would go a long way towards meeting the demand for berths in the Mediterranean. Development is, however, hampered by a preference for traditional wet berths, limited and expensive land costs and complex rules and authorisation procedures. Donatella Zucca reports The Mediterranean attracts 70% of the world’s largest yachts and sports an excellent internal yachting network. France, Italy and Spain dominate in terms of tourist harbours but despite offering a high number of berths demand still exceeds supply. In each of these three countries drystack has great potential for growth but suffers because potential customers are either unaware of drystack as an option or do not favour the concept.

Despite this, there are drystack examples in the eastern Mediterranean – in Corfu (Greece) and Selebi Marina and Kemer Marina (southern Turkey). Examples are both vertical and horizontal and most commonly utilise forklifts. They are operated by both private and public sectors. Private operators favour drystacks that form part of a large facility while state-run drystacks concentrate on providing places for boats of 5-8m; a berth size that is lacking somewhat throughout the Mediterranean region. Fees for a drystack berth are normally not much lower than for a wet berth although in Italy fees are currently 50% cheaper. This could, of course, easily change as more robust pricing policies are put in place.

Its associated marina basin has 170 berths and an outer dock for superyachts. Developing drystacks in France is therefore an important move especially if one considers how difficult or even impossible it is to build new coastal marinas. It is also appropriate as the demand for berths is mostly for small motor boats; around 80% of boat sales in France. France is one of the most advanced nations in Europe in terms of drystack with Creocean research revealing that drystack accounts for 4% of the total supply of berths in the country. Of a total of 24 vertical drystacks offering 6,648 slots, 18 are on the Mediterranean coast with 5,839 of the berths. Horizontal drystacks are less easy to quantify. In 2010, 14 were registered just for wintering and, again, the Mediterranean dominated with around 4,600 berths. Significant further expansion is also expected with at least 42 new projects on both Mediterranean and Atlantic coasts either ‘on paper’ or in the early stages of implementation. The typical French drystack is generally large and caters for boats of 4-8m. A few - of horizontal design - accommodate vessels of 10m or above. Examples are Port Maritime de Martigues (Côte Bleue) on the Charon Channel, which has 1,000 places mostly for boats over 8m and Port Inland de Mandelieu. At peak

times the latter launches 150 boats per day and, although devoting 69% of its space to boats of around 7m, can also accommodate vessels up to 11m. Although most existing facilities use forklifts, a few have turned to automation. The Phar’O system at Marseillan Plage is a good example of a self-service system that operates 24/7. New projects are hampered by the coastal law (Loi Littoral) especially on the Atlantic coast and the security of coastal sites on the Mediterranean where waterfront land is either highly urbanised or protected and drystack structures are considered to be unsightly. Concepts such as that of Nantes based company Blue Ring would be ideal as the vertical stacking

Complementing wet berths Spain, like Italy, devotes just 1% of its berthing capacity to drystack and facilities average 200 places. According to Creocean, there are seven drystacks (four public and three private) offering a total of 1500 berths. Projects under construction have direct access to the sea rather than access via an estuary or lagoon as is most common in France or Italy. Structures frequently offer a mix of hardstand and multistorey drystack and are both open and enclosed. The enclosed drystack at Port Forum, Barcelona, utilises an automatic system, the first such system in the country. Accommodating 245 boats of 9m and above, the drystack complements 170 wet berths for boats of 10-25m and an outer dock with 31 moorings for vessels up to 80m. Spanish Mediterranean installations tend always to complement a traditional wet marina and others use forklifts to service boats of 6-10m, most of which tend to be 8m and above. Tariffs are 25% lower than for wet berths and an average investment of €4,000-5,000 is made per drystack slot excluding the cost of land purchase. Demand is currently low but there is positive potential for growth. However, projects again face the significant difficulties of a shortage of sites, high costs, regulatory and environmental constraints.

DRYSTACK STORAGE Just for wintering As noted, Italian drystacks represent just 1% of all available berthing. Around 2,000 berths – a few more than Spain – are spread across some 30 structures with an average capacity for 100 boats. Of these, 95% are used for motor boats of 4-8m. Most are horizontal drystacks and almost all are associated with wet berth marinas and boatyards that offer a range of services. Irrespective of whether they are vertical or horizontal, Italian drystacks are found most often in lagoons and estuaries, rivers or lakes with access to the sea. As in the wet berth market, profits are currently hard to generate. An investment of €10,000 to €13,000 is required for an open rack slot and over €20,000 for a covered berth. Such high costs owe much to the inflated coast of waterfront land. Development is further discouraged by lengthy procedures for permitting, regulatory problems and uncertainty about the future fee structure which could make dry berths in Italy significantly more comparable with wet berth prices. Drystacks are primarily viewed as places to keep boats safely during the winter with easy access for repair and maintenance. As such, they complement a wet berth and are not in use year-round. In part, this is because Italians want to have their boats afloat, to be able to show them off and use them, even briefly, without following any special or pre-planned procedures. and there for dedicated drystacks in towns like Castiglione della Pescaia in Tuscany and Scicli in Sicily. Of the existing drystack facilities, the first to be built on the Ligurian Riviera is Deiva Marina, a 2,800 sq m hangar for 130-150 boats up to 6m. Boats are launched by means of a hydraulic platform on the seabed. A particularly fine example can also be found at Cala dei Normanni in Sicily with vertical racks on two or three levels to accommodate 182 boats up to 11m in length. A further 30 places are located in a covered building and 15 in an open area. The drystack has a 1,000 sq m water basin, which is fitted with 100 floating berths for summer use. “Around 80% of Cala dei Normanni is aimed at drystack users who telephone ahead and arrive to find their boat moored up and ready,” says Cala dei Normanni director, Massimo Acierno. “The remainder of the facility is available for transients. In 2011 we undertook about 4,500 drystack operations, 90% of which took place from May to September. During an average weekend in July we expect to lift and launch 90 boats a day using two forklifts. Each operation normally takes less than five minutes. All of our customers are local – the transient element is very negligible,” he adds. Far more common in Italy,

however, is the horizontal drystack, which is used to store boats in the winter. Examples include Marina dei Cesari in Fano on the Adriatic with open spaces for boats of 10-18m. Each boat can be further protected with shrink wrap if required.

The future for Italy Development of drystack in Italy must overcome stumbling blocks, as UCINA president Anton Albertoni explains: “Drystack would be a good way to help meet demand for berths but in Italy it is viewed as a building and various permissions are required. This makes realisation very complicated and not very convenient. Local councils also do not understand the benefits of drystack. If we ask a municipality to build a hotel there aren’t big problems but if we ask for a drystack – in Italian a ‘dry harbour’ – the answer is no! The very word ‘harbour’ is disliked.” “Despite the fact that we are a country of sailors, we are very ignorant about the drystack concept and in Italy they are mostly used as outdoor ‘parking’ for boats. Boats of 4 to 5m, usually owned by locals, are moored in the sea at swing moorings in the summer and are locked away in the owner’s garage or shed in the winter. For those who cannot do this, the problem is the relatively low value of the boat versus the cost of marina services. A boat coasting under €50,000, for example, requires a wet berth at around €7,000- 8,000 per year,” he continues.

RSYC opens vertical drystack The Republic of Singapore Yacht Club (RSYC) – the oldest yacht club in Asia – has completed construction of its brand new five-storey vertical drystack. The project is part of the club’s ongoing S$9 million expansion project, which began in mid-2011. One of the largest in Singapore, the RSYC drystack was officially opened on 18th May by former president S R Nathan, the club’s patron. It can accommodate 230 boats up to 35 feet in length and complements a 127 wet berth marina at the West Coast Ferry Road location. The drystack was built by Singapore based AWP Pte Ltd and WY Steel Construction Pte Ltd and is serviced by two Wiggins Marina Bull LoPRO forklifts, specially commissioned and shipped from the USA. The first forklift (able to transport boats up to 8 tonnes)

arrived in October 2011 and the second, which was upgraded to take heavier boats (up to 10 tonnes), was delivered in February 2012. RSYC has a team of 14 trained marina personnel to operate and manage all berthing. Customers who wish to have their boat launched and ready for use call or email 24 hours

ahead. Boaters returning outside of marina operating hours can moor up at the waiting dock and marina staff will lift the boat the following day. The waiting dock can host up to ten boats, depending on size. Each launch and recovery exercise takes about 15 to 20 minutes. RSYC reports an increase in enquiries from boaters who currently have wet or dry berths at other marinas and success with its new membership drive. “Since the announcement of the expansion project with 150 ordinary memberships pegged with guarantee berths, we have seen an average increase of 16% in sign-ups for membership with berthing rights over the year,” RSYC marketing and PR manager, Sharon Lee, told Marina World. Galicia marina wins 2012 PIANC design award

Combarro Marina on the northern shore of the Ría de Pontevedra in Galicia, Spain, has won PIANC’s Marina Excellence Design Jack Nichol Award for 2012. Built in the waters between the old and new Combarro fishing harbours and in front of a promenade constructed in the late 1990s, the marina was completed in June 2009 as the final phase in a waterfront rejuvenation project. Owned by Combarromar SA and designed by Ingenería Civil del Atlántico SA (INCAT), the facility was built by Ronáutica SA (maritime works) and

Dragados SA (civil works). Construction began in May 2007 and the first phase of berths was completed by August 2008 when the marina soft opened.

one of the best preserved villages in Galicia and an attraction for thousands of annual visitors, Combarro Marina is ideally positioned to serve the needs of recreational boaters. In an area famed for sweeping bays, soft winters and moderate summers, it has good natural protection from the Atlantic waves and has been carefully designed to fit well with both its urban and natural environments. Combarro Marina has facilities to suit many different types of customer. Unlike many other marinas, it has no associated residential development and permanent berth holders are residents and owners of summer homes in the area. Over 1,500 visiting boaters are also drawn to Combarro every year, usually staying for several days before travelling on to the Mediterranean or returning to northern Europe.

entrance gate. Additional berthing for vessels up to 60m is available on the outer side of the floating breakwater. All floating pontoons are manufactured from reinforced aluminium with concrete floats and timber decking, and all berths have Ronautica utility pedestals and access to a Deloule pump-out station, supplied by Equiport and installed on the fuel dock. Most of the berths are rented for the entire length of the 27-year concession, with 30% reserved for monthly or annual leases. In line with the terms of the concession, 10% of berths are reserved for transient boats but - due to high demand - almost all of the monthly/ annual allocation is used for visitors. At peak times in August, for example, the marina can host up to 75 visiting boats.

Covering an area of 6,200 sq m of reclaimed land, the public area offers open air parking for 48 cars and an underground car park for 116 vehicles. A two-storey commercial and hospitality building surrounded by a two-tier pedestrian walkway has several bars, restaurants and lounges. A piled platform, supporting all buildings, links the public spaces with the marina basin. The unmistakable bright red marina services building acts as the activity centre. Positioned to reach out over the water, it has been designed to resemble the bridge of a ship. It is a landmark for the marina with a shiny rounded polyester facade that brightens even the gloomiest day. The building is home to the public service offices, locker rooms, customer lounge and bar/ restaurant. A nautical services building, which serves the associated shipyard, is located in the new fishing harbour where five steel-plated buildings for

The 36,203 sq m marina basin is protected against storms from the west by the fishing harbour breakwater. A 4m wide 160m long reinforced concrete floating breakwater has been built to protect the basin from south-east wind generated waves. Environmental sustainability Environmental impact assessments for Combarro Marina were extensive and most of the construction materials used for the project were conventional, e.g. steel, concrete, aluminium and glass, and purchased with sustainability certificates. Appropriate forestry certificates were obtained for the extensively used tropical hardwood.

The shipyard, which covers an area of 1,500 sq m, is set well apart from the public spaces. Extensive repair and maintenance services are offered. use by fishermen already exist. To maintain architectural harmony, the new building follows the same model and is constructed from the same materials. The design for all marina buildings was a challenge as they sit within an historic site, and preservation of the scenic views of the old town was of major concern during the design stage. In order to blend with the surroundings, the commercial building – the biggest of the three – was deliberately split into modules, given different roof heights and kept as light and transparent as possible by the use of glass.

Technical area The technical area, where service and repair of all kinds of recreational boat up to 30m takes place, is set well apart from the public area in the fishing harbour esplanade so as to keep all noisy and dirty activities separate from leisure facilities. Covering an area of 1,500 sq m, the shipyard has a 50 tonne GH travel hoist and a six tonne GH crane. A 36m long floating pontoon is installed for boats undergoing repair and an auxiliary pontoon is in place for the crane. A workshop and Ronáutica-operated chandlery are incorporated within the nautical services building. Ronáutica offers its services for the sale and repair of boats, engines, electronics, carpentry and sail making. A public boat ramp and a floating

ramp for the on-site sailing school boats are also installed. The Olympic sailor, Sandra Azón, leads the Combarro Marina sailing school with courses for all ages.

Design innovation The unusual combination of conventional building and materials technologies prompted an innovative marina design that, in turn, ensured high performance and low costs. The commercial building is a good example of challenges faced and cleverly overcome. Built on reclaimed land, it was designed to have an underground car park. In order to keep costs at a reasonable level, the elevation of the building foundations is slightly higher than the minimum low water. In this way, conventional construction methods could be used that took low tide periods into account. All working plans were devised around the fact that the working area was flooded twice a day. The building structure is completely rigid to prevent concrete cracking if differential subsidence should occur in the long term. The marina services building is also innovative, largely because of the use of polyester panels on its ventilated facade. Positioned over the water, it is built on a reinforced concrete platform with the same system of piling as was used for the pontoons. The use of

The marina is well equipped with waste recycling facilities and pumpout and has an array of solar panels installed to supply hot water year round. Lighting has been used throughout the site to create adequate levels whilst avoiding light pollution. LED lights and energy saving lamps predominate. The maintenance of water quality in the marina is guaranteed by the absence of contaminated discharge in the Ría de Pontevedra, by the high tides of up to 4m and the open basin. The marina operates a nodischarge policy with all hull cleaning water collected and treated. Staff are fully trained in the use of emergency pollution control kits.

Winning the MEDA PIANC established the Marina Excellence Design Jack Nichol Award (MEDA) to recognise outstanding marina design in memory of the late Jack Nichol, a distinguished member of the PIANC Recreational Navigation Commission. For 2012, Combarro Marina competed with applications from Marina di Rodi Garganico in Italy and Sant Carles Marina in Spain. The PIANC Jury Report concludes: “The three marinas were all very close in the independent scoring; only a few points separated the three. After discussion by the selection committee, Combarro Marina was ranked highest as a facility that is safe and easy for boaters to use, well-designed, attractive and appealing to boaters, and utilises materials and construction methods that are environmentally friendly and minimise impacts on the environment. The design of Combarro Marina reflects not only the needs of the boaters it serves, but the surrounding community and environment.”

Red Sea destination resort for Jordan The Ayla Oasis project, an ambitious development programme for a residential tourist resort in Aqaba, southern Jordan, aims to offer a high profile alternative to other Red Sea destinations such as Sharm El Sheik and Hurghada. A key feature of the development is a 300-berth tourist port. Covering a massive area of 460 hectares, overlooking the Gulf of Aqaba and surrounded by mountain ranges which connect the Gulf to the Dead Sea, the new complex will feature a series of lagoons and artificial islands. The resort will include five luxury hotels with a total of 1,540 rooms, 3,000 residential units, a Greg Norman designed 18-hole golf course, a ninehole course, and many commercial units, entertainment and recreational facilities. Promoted by the Ayla Oasis Development Co and the Aqaba

Special Economic Zone Authority (ASEZA), the entire site is administered by Ayla Oasis and sponsored by the Saudi investment company ASTRA. The project has an overall estimated cost of US$1.2 billion. The first phase of the contract for crucial civil and electromechanical works, with an estimated value of US$230 million, has been awarded to Società Italiana per Condotte d’Acqua SpA. Italian company Ingemar is responsible for the design and construction of the floating structures for the new marina. The project, supervised by US company

Many of the new residences and hotels will have private moorings and independent access to the marina, which is a 31-hectare tidal lagoon. There will also be other units, which will overlook the upper and middle lagoons. Water from the latter will flow down into the tidal lagoon over a series of waterfalls and cascades. The middle and upper lagoons will be fed by a system of pumps and lifting apparatus that will extract seawater directly from the Gulf and pump it at about 10 cu m per second. Ingemar is currently finalising shop drawings for the works and programming construction of the pontoons, fingers and equipment that will create the principal landings for the project. The first phase marina will host boats of 10 to 35m and the floating structures will cover an overall surface area in excess of 7,000 sq m and extend for around 3km. Pontoons will be of aluminium alloy, supported by concrete encased polystyrene floats and decked with exotic hardwood. All will be anchored to the lagoon bed by fixed piles.

A series of pontoons will be installed to the south, between the residences. These will be 3m in width with floating fingers 12 - 20m long x 1.5 - 2m wide, with and without mooring poles. The pontoons will be custommade and shaped to follow a horseshoe design. A further series of pontoons is planned to the south-east, where the storage depot is located and the first Medmooring zone, further round in an anti-clockwise direction, will feature 2.5m wide continuous floating pontoons.

Current status

Maximum use will be made of all the natural elements – sun, sea and sand – expected of a destination resort.

The greatest number of finger berths is reserved for the northeast zone where 3m pontoons will boast many fingers as long as 20m. Pontoons in the northern zone complete the project and will, in part, be installed in the second phase of work and comprise pontoons and fingers for vessels up to 40m. Ingemar president, Lorenzo Isalberti, is proud to have secured the Jordanian commission, describing it as an

important challenge and a hugely important job to complete within a tight timeframe. “Participation in this extraordinarily important project is a tremendous honour and a huge responsibility for our company,” he said. “The venture, along with other ongoing installations in Turkey, Montenegro and Kuwait, is confirmation of our strong presence in the southern Mediterranean and our

The marina basin was flooded at the end of April and the pontoons are scheduled for completion by the end of the year. The first significant area, known as Marina Village, will be completed by 2014 and include around 250 residences, a luxury hotel, retail and commercial units.

Ayla Oasis managing director, Sahl Dudin, reports strong interest on the part of Middle East investors especially from Saudi Arabia, the UAE and Kuwait and points out the huge benefits of the project to locals. “Ayla will create new job opportunities in the Aqaba region and in Jordan with approximately 4,0005,000 permanent new jobs which, according to a study carried out last year, will generate a further 20,000 jobs,” he confirmed.

Sustainable sailing venues for the 2012 Olympics by Dan Reading As I write this article, the final preparations for the greatest sporting event in the world are under way. The Olympic and Paralympic Games will take place in the UK for a record breaking third time. Whilst the majority of events are based in London, the River Thames simply does not offer suitable sailing waters for 460 athletes. For this reason, the world class sailing waters off Weymouth and Portland on the south coast were chosen as venues for both the Olympic and Paralympic sailing classes. In addition to this, the events this summer will result in a huge number of spectators in craft of all shapes and sizes descending on both the River Thames and coastal waters. These vessels, ranging from superyachts to traditional narrowboats, will give us an unprecedented opportunity to showcase our marinas and promote our beautiful British waters. As a sustainability practitioner working in the marine industry, I believe that the events coming to the UK this year also offer a fantastic opportunity to demonstrate how sustainability can be integrated into the marine sector. And,

from the early stages of the bid to host the games, sustainability was a key element. In order to understand the gravitas of the task in hand it is useful to have an idea of the scale of the sailing events. The sailing competition area, known as the ‘field of play’, covers approximately 50 square km of sea. Moreover, for the first time there will be a ticketed area for the Olympic sailing events which will accommodate 4,000 people daily. This area is known as the ‘Nothe’ and is a small peninsula which houses an old fort built in 1872. Located a few miles away from the spectator area are the Athletes’ Village and ‘The Venue’. The Venue is formed of two existing developments which lie next to one another: the Weymouth and Portland National Sailing Academy, which has large slipways for launching athletes’ boats, and the Dean & Reddyhoff Portland Marina. Completed in 2009, this 560 berth marina will be used for

all the support boats, press boats and international officials. It is a state of the art facility and, as is to be expected, there were a number of environmental considerations made during its construction especially as it lies adjacent to areas of high environmental sensitivity. The area is subject to national, European and international environmental protection status and on top of this, it also sits along the Dorset and East Devon World Heritage Site – the UK’s first Natural World Heritage Site. With all this in mind, building a marina was no easy task. Dean & Reddyhoff Marinas was chosen as the developer and a number of studies were undertaken so as to obtain numerous consents. On top of the usual investigations, Dean & Reddyhoff commissioned traffic studies, air quality surveys, wave climate measurements and existing current flows as well as a comprehensive study of wildlife.

Protected species The site was tightly controlled and no piling was allowed to take place due to wintering birds. This also meant that restrictions were in place on traffic movements and working hours. Even now, each winter the marina has to carry out annual bird counts. Crucially, the aforementioned wildlife study identified an extremely small three-eyed worm known as the lagoon sandworm (Armandia cirrhosa). The lagoon sandworm is internationally protected and this almost stopped the whole marina development. To protect the sandworm, silt curtains were used during dredging and large boulders used for the breakwater had to be placed within 250mm of where they had originally been planned. The

ENVIRONMENTAL MANAGEMENT Stylish contemporary landside facilities ensure visitors have the best amenities. breakwater itself was constructed to be porous, allowing the tide to flow through and improve the water quality in the marina. In addition to the protected worm, the proposed development site was a potential area for the Portland Sealavender (Plumbaginaceae) to grow. This plant is extremely rare and only found on the small 1,150 hectare limestone Isle of Portland where it is protected by law. The marina group had to collect seeds and send them to cold storage. Once the sea wall had been built, a special formula of Portland stone and soil was added and left to settle. This created perfect conditions for growing the ultra-rare plant and the plants soon successfully colonised the sea wall. They are looked after by a specialist gardener who hand weeds the wall. The sea-lavender flowers in July and August, exactly when the Olympics and Paralympics come to town. It is an excellent example of how the marina has enhanced the survival of a rare species and its perfectly timed display will be a superb icon to help offset any contentions associated with the development.

Renewable resources and clean water On the dry side, all the buildings were built to BREEAM standards and achieved a ‘Very Good’ rating. BREEAM standards are recognised worldwide with over 200,000 certified buildings. To achieve a ‘Very Good’ the marina had to take into account the sourcing of materials as well as invest in renewable

energy generation amongst other things. The marina utilises two different types of turbines with five built in total; vertical and horizontal axis turbines result in energy generation from various wind patterns. Solar photo voltaic panels were also installed to further reduce energy bills. Resource efficiency has been integrated into the design as well as in the specification of marina equipment. For example, there are LED lights and water efficient fittings throughout. At the same time as designing water efficiency into the specification, the marina buildings were constructed to be slightly higher than the surrounding ground level as the area sits within a flood zone. The surface water drainage network was designed to ensure that no back flooding occurs. From an environmental point of view one of the most impressive features of the marina is its fuel berth. The quality of water in Portland Harbour is very high and it is designated as ‘shellfish water’. With mussel farms in the same harbour as Portland Marina it is vital that no fuel ends up in the water. The fuel berth is designed to minimise environmental risk. The sophisticated system incorporates double skinned fuel lines and a large bunded area on the fuel berth ensures no fuel is spilt into the water. The bunds are fitted with alarms so that marina staff know when to empty them. The fuel berth also has a sewage pump-out facility and is well equipped with fuel spill equipment. Regimented procedures are in place in case of an emergency spill. The marina itself was one of the first marinas to operate a zero ‘waste

to landfill’ policy whereby as much waste is recycled as possible and nonrecyclable waste is sent to a nearby high tech ‘energy from waste’ plant. All of the environmental initiatives helped Portland Marina win one of the first 5 Gold Anchor awards under the revised scheme administered by The Yacht Harbour Association which now includes a number of environmental criteria.

Just for the Olympics During the Olympics and Paralympics Portland Marina will be taken over by the London Organising Committee of the Olympic Games (LOCOG). When this happens, it will be operated in line with LOCOG’s sustainability targets which include delivering a low carbon event and will be used as a tool to showcase how the Games are adapting to a world increasingly affected by climate change. This includes ensuring that no waste arising during the 77-day Games period is sent directly to landfill from accredited venues. To achieve some of these objectives at the marina a number of measures have been implemented specifically for the Olympics and Paralympics. These include: • Employing me, a dedicated and experienced sustainability manager to oversee environmental compliances in all venues relating to the sailing events • Installing smart metering for all water supplies to allow for monitoring of flow rates and consumption at 15 minute intervals • Giving all support boats access to numerous oil and fuel spill kits

Building on its reputation for delivering heavy-duty commercial systems such as waste water treatment plants for municipal and government projects, Keco has launched a series of pump-outs specifically for commercial vessels and megayachts. The new series offers flow rates up to 265 gallons/minute (1,000 litres/minute) and standard equipment includes Baldor industrial motors and UL listed variable pump controllers with up to 20hp/15kW (NEMA 4X/IP66). “Facilities that cater to mega or super yachts require significantly higher performance and flow rates than we currently offer with our recreational marine pump-out line,” says Keco senior vice president, Andrew Bleier. “Our commercial line of pumps provides the same mechanical simplicity and safety features offered throughout our 900 Series peristaltic systems. The force main method is inherently more dangerous than vacuuming waste from the vessel. Leaks in traditional vacuum systems always result in loss of performance. But, as Dutch company Seijsener Marina Services discovered, real challenges arise when one has to take into account not only the height of the bank but also the tidal influences of the ocean. Jean Jacques Furet, harbour master at the marina in the historic French coastal town of Tréguier in Brittany turned to Seijsener for a unique solution. The company is keeping specific construction details under wraps but worked to develop a special pump-out station that copes with up to 12m of height difference between vessel and sewer – plus a horizontal distance of some 80m. The result proves that pump-out can be installed at even the most difficult sites provided high quality pumps are incorporated in the design. Pump-out for Weymouth UK company LeeSan has installed and commissioned a pump-out facility in Weymouth Harbour, UK, in time for the influx of boats expected for the Olympic sailing events. The company cleaned out and refurbished traditional brick pump and hose houses and installed new security doors. In one housing LeeSan installed a hose hangar and 20m of tough, specialist pump-out hose (along with appropriate valves) and rinse out facilities. In the other, it fitted a brand new LeeStrom LS30T peristaltic pump. The service is fully manned and operated by Weymouth Harbour staff. In general, the company reports an increase in the supply of dual function stand-alone pump-out units. In addition to the obvious black water pumping facility, units such as LS160WB and LS400WB also feature full bilge pump-out function via a suction pump and stainless steel probe with built-in micro filter. Oily bilge water is collected in a separate tank for ecologically sound disposal at a later date or, in some cases, for the oil to be recovered using a separation process.

This service enables boats to maintain a clean bilge while preserving the fragile marine environment from the damage caused by the discharge of oil or diesel fuel residue. The Blue Flag environmental programme, celebrating its 25th year in 2012, is marking the occasion with a range of innovations, celebrations and new country listings. It has awarded its first Blue Flag in Serbia and has approved pilot sites in Israel. “On its 25th anniversary, Blue Flag is proud to look back on years of quality, safety and responsibility,” commented Malcolm Powell, chair of the International Blue Flag Jury. “Its growth is a sign that this programme still has a bright future and we look forward to many more positive years,” he added. Special events are planned in various countries to mark the 25th birthday and Blue Flag is also launching its worldwide phone application for Androids and i-phones. Originally a French concept, Blue Flag became an international award in 1987 and has since spread across the world, expanding from one to 46 countries and reaching New Zealand, South Africa, Canada and Brazil. From 1st June there will be a total of 3,849 sites around the world. Each year, national Blue Flag juries assess all candidates to ensure they meet all of the criteria for beaches and marinas at the national and international level. Those that do are then forwarded to the International Jury, which focuses on set criteria that vary from year to year before giving a final verdict. The next International Blue Flag Jury will meet in September to evaluate beaches and marinas in South Africa, the Caribbean, Brazil and New Zealand. www.blueflag.org

Fixed, mobile and in-slip pump-outs Waste water treatment specialist Sistemi Seatec is in the process of completing major pump-out installations at Boccadarno Marina di Pisa and Marina del Gargano in Italy. At Boccadarno the company is installing two sewage and bilge vacuum pump-out stations and treatment plants with gravity-vacuum interface valve and two reverse osmosis units. A similar fixed pump-out station and three mobile units are being supplied for Marina del Gargano. Seatec has also made inroads into the Far East market with installation of a fixed sewage and bilge pump-out unit at Sanya Serenity Marina in China. The company claims to have been the only pump-out specialist to exhibit at the recent Shanghai Boat Show and also exhibited at the Korean Boat Show. Most particularly, the company is concentrating on at-slip pump-out

systems for both black and bilge water. Over the years, it has developed an efficient continuous vacuum system that can service up to four or five boats from a single pontoon point. When valves are opened, the flow rate is 900 litres/minute and can quickly empty tanks on vessels as large as 120m in length. The connection between suction point and boat is via a reinforced hose mounted on a hose reel. An in-slip Seatec system has been fitted at Royal Docks in London, UK, to service large yachts mooring up to

Biggest yacht lift in Mallorca The 66m, 560-tonne super-sloop Aglaia became the biggest yacht to date to be lifted out of the water in Mallorca. The lift operation for the vessel, which also boasts the second tallest mast in the world at 83m, was undertaken by STP using a 750-tonne Ascom travel hoist.

Aglaia’s captain, Marc Stevens, has been an STP customer since 2008 and selected the yard for its safety record and quality of prior work. After first being launched in September 2011, the yacht was moored up at STP for work on rigging mechanisms. She has been lifted out for antifoul painting, work on her superstructure and other servicing. STP-Servicios TÊcnicos Portuarios is part of the Spanish IPM Group of recreational sailing sector companies in Mallorca, Ibiza and Valencia. The group manages various marinas and boatyards including Marina Port de Mallorca and Varadero Valencia. The recently renovated STP yard has berths for 50 vessels up to 90m and 55,000 sq m of landside storage. systems, which is especially useful for managers of 24 hour marinas who want to check systems from home. Fox also plans to cut down the bulk of email sent between sites and to implement Microsoft Lync for instant messaging between staff. The next phase for Yacht Havens is to incorporate its website into the cloud to provide a very quick online service to its customers. It also intends to bring in ‘hosted exchange’ with Databarracks and use SharePoint for its own portal and online collaboration and working. “Databarracks’ cloud solution is enabling us to do so much more and now the task is realising and managing the change,” says Fox. “The solution has freed up my time and allows me to get on with creating the software for use within the business and by customers. Yacht Havens opts for cloud technology UK marina chain, Yacht Havens, is adopting cloud technology from host provider Databarracks to offer new online services to its customers and streamline communications between its eight marina locations. “The marina sector hasn’t traditionally been an innovator in IT but now with the power of the cloud there is a whole myriad of services we can offer,” says Yacht Havens IT manager, Ben Fox. “We are working on providing online statements so owners can have live access to their accounts and

charges, as well as online diaries so customers have up-to-the-minute information on when their boat is coming in and out of the water,” he notes. “We also hope to implement a business-tobusiness service to give the different companies who service boats access to the online diary to see when

Dockside services specialist, Marine Technologies, selected the 2012 Sanctuary Cove Boat Show in Australia in May as the launch pad for a major rebranding that reinvents the company as M-Tech. The decision to completely rebrand was made by general manager, Darren Wilkinson, in late 2011. “The idea behind it was to make a bold

statement to the industry and competitors to demonstrate that even during a tough economic climate, Marine Technologies was moving

forward and diversifying itself as a leader in the industry,” he said. “Our rebrand signalled a very positive and innovative transformation for the company and includes new products as a result of a number of new exclusive distribution partnerships, strategic alliances and a transition into the parks and leisure industry,” he added. The first stage of the rebranding exercise started in January this year, was very structured and gave personnel the opportunity to look at the company from a new perspective. “Our new M-Tech brand focuses on driving our international appeal, hence the introduction of our new globe logo,” Wilkinson explained. “Our new blue and green colour scheme reflects a modern, fresh look. We chose to keep reference to Marine Technologies in our

new brand as it has over 30 years of recognition but we like to refer to ourselves now as M-Tech.” The rebranding has involved the development of new marketing and promotional gear and a new website. “It was a timely exercise given our new distributor partnerships with Keco and Scame, along with our decision to move into the park and leisure industry. Elite berths for superyachts Australian floating solutions specialist, Superior, has used its Elite marina system to create seven new 27.5m-30m superyacht berths for brokerage company Grant Torrens International at The Sovereign Islands on the Gold Coast. The installation was completed for Lewis Land, owner and developer of The Sovereign Islands. The marina system features a heavy-duty concrete pontoon built using a solid monolithic flotation system, protected by a

heavy-duty polyethylene skin. The system is designed to expand and contract independently of the flotation and reinforced concrete deck.

ValvTect Petroleum, one of the largest suppliers of fuel additives in the USA, celebrates its 25th anniversary this year. Founder and president, Jerry Nessenson, began his relationship with the marine industry while working for Texaco in the mid 1960s. “When I was hired by Texaco they noticed I had served in the Marines, so they figured I knew something about marinas and assigned me to help develop Texaco’s StarPort marketing programme. In the ‘70s I bought my first boat and became familiar with boating and the fuel related problems boaters have,” Nessenson explained. “I actually started ValvTect in 1984 when the EPA announced they were eliminating leaded gasoline,” he continued. “Because 30% of the gasoline we sold was leaded, I figured there was something to replace it and started to market ValvTect (for valve protection) Lead Substitute to our wholesale gasoline customers and to farms and marinas. Being one of the few companies to use an anti-gel additive instead of kerosene to winterise diesel fuel, I started to sell our diesel customers an anti-gel additive. This issue of Marina World is dedicated to the memory of Dwight Stimson Jr, the founder of HOSTAR Marine, who died at his home in Norwell, Massachusetts on 29th May. He was 82. Stimson grew up in Vermont and was a graduate of Lyndon Institute and Middlebury College. He served in the US Navy during the Korean War and worked for General Electric, Texas Instruments, Factory Mutual and Vermont Castings before starting HOSTAR Marine in 1985. HOSTAR designs and builds hydraulic trailers for road and boatyard use and distributes to customers worldwide. He is survived by his wife of 55 years, Patricia, and three children Blake, Shelby and Dwight III as well as six grandchildren, his Australian exchange student daughter, and much loved dog, Bear. “Dwight will be greatly missed by his family, his extended family and friends, his faithful HOSTAR employees and
