Systematic planning: making of National Energy Efficiency Action Plans Coordinating activities with all institutions included in energy efficiency policy Measuring: systematic monitoring of implementation through System for monitoring and verifcation of energy savings (SMiV) Reporting to Ministry, Government of the Republic of Croatia and European Commission on achieved results Cooperation with national and international institutions, especially the EU institutions Promotion of energy efficiency on a national level, informing the public about plans, achieved measures and their effects

SMIV? - web application that allows users to monitor and verify implemented energy efficiency measures
Purpose Main purpose of Monitoring and verification platform is to monitor and verify activities defined in National Energy Efficiency Action Plan. MVP registry database:

• Croatia has two national administrators • Functional MVP needs minimum two persons in charge for administrating database and user support • Aprox. 100 users MVP in Croatia (active)
Role of MVP administrator
MVP (SMIV) administrator is in charge for:
• Maintaining database • Plans • Measures • Users • Reference values • Training of final users (public sector, subsidy providers and energy service companies - ESCO) • Support for all users • Creating reports for EU commission • Creating reports for Ministries and EE fund

EE Measures defined in Croatian BU Methodology BU methodology from 6/2015 defines three new measures Total 19 measures in 3 sectors (building, transport and industry)
Ordinance on System for monitoring, measuring and verification of energy savings defines two ways of calculating measures: 1. Measured savings - Real measuring of energy consumption (EMIS, other‌) 2. Deemed savings – BU methodology through Croatian MVP - SMIV
EE planning with SMiV EE plan is a systematic approach for planning of EE measures in accordance to National EE act and several bylaws and ordinances. EE act defines two types of plans:  EE action plan (three year)  EE annual plan (one year) SMiV modul for planning helps users in process of calculating planned energy savings and costs
Local Annual EE plans for 2016. 37 obligated parties (20 counties/17 cities) CEI received 28 annual plans (76%)
