3rd EEAPs - requirements All EEAPs:  report on the progress on energy saving targets: interim and overall 2018 national target; EnC 2020 (and additional) targets

 report on the energy efficiency improvement measures to achieve the targets,  comply with the ESD provisions on the exemplary role of the public sector (ESD/EPBD/ELD)  comply with the ESD provision of information and advice to final customers; development of the market for energy services; harmonization with other national strategies and regional/local plans Key requirements for of the 3rd EEAP are:  to include a systematic analysis and evaluation of the 2nd EEAP,  include the results with regard to the fulfilment of the energy savings targets,  include plans for and information on the anticipated effects of additional measures which address any existing or expected shortfall vis-à-vis the target, and  gradually increase the use of harmonised efficiency indicators and benchmarks, both for the evaluation of past measures and ex-ante estimation of effects of planned future measures. The third EEAP also describes the main policy measures for timely transposition and implementation of the EED and contribution toward the national 2020 EE targets

ECS EEAPs - ASSESSMENT Very successful and important developments in the previous reporting period relate to the gradual development of harmonised and comparable approach for the evaluation of past measures and estimated effects of planned future measures. Activities for systematic monitoring and verification of NEEAPs and broader energy efficiency policy, in parallel with capacity building of relevant stakeholders, have being strongly supported by the GIZ Open Regional Fund - Energy Efficiency. Most Contracting Parties are lacking sufficient data and system for calculation of energy efficiency indicators and savings, as well as monitoring of NEEAP implementation. Adequate resources (human and financial) should be dedicated to improve situation in this area. The Work Programmes of the regional Energy Community Energy Efficiency Coordination Group foresees harmonised work on development and monitoring of the EEAPs and analysis/introduction of the new EU requirements. Reporting and M&V schemes Progress is achieved in most CPs: responsibilities, knowledge and human capacities, harmonization of national statistics with Eurostat, availability of IT MVP tool - transferred to the national administrative authorities, use of BU methodologies, and development of supportive secondary legislation.

Existing barriers and areas for improvement (12th EECG): political will to adopt EEAPs and supportive secondary legislation, data collection procedures and centralized databases, cooperation between responsible institutions and use of integrated tools for monitoring and evaluation of implemented measures. MVP is recognized as useful tool for reporting on achieved savings under 3rd EEAPs, but still not fully operational. ECS strongly recommends adoption of 3rd EEAPs (including reporting on savings achieved) development of legislation and procedures in accordance with new EED reporting requirements and new EU developments; regional initiatives are welcome!
