As this year’s rare, snowy Lake Elsinore winter thaws into spring we can look back on our successes and look forward to all that is yet to come. Our City has been working aggressively to find ways to bring our community together and put our residents first. Whether it’s creating new recreational opportunities, reducing property taxes, or completing long-awaited community projects, one thing is certain – our citizens are top of mind.
In February 2015, the City Council approved a bond reissuance that took advantage of favorable economic conditions to secure much needed funding for key projects while also reducing annual property tax levies for many of our residents. This creative move demonstrates our “out-of-the box” thinking to get things done. Through this process, the existing length of repayment terms for homeowners did not change and the City was able find a solution for several unfulfilled promises, putting our residents first. We will continue looking for innovative ways to add value to our neighborhoods while putting more money back in the pockets of our residents – money that will surely flow into our local economy. Lake Elsinore is Southern California’s largest natural freshwater lake. We have a 3,000 acre playground right in the middle of our City where residents and tourists can come for hours of fun in the sun. This year’s boating season officially kicks off with free boating on Saturday, April 4th. In addition, for fishing aficionados, the Lake Elsinore Casino and Resort is once again sponsoring the annual Dream Extreme Fishing Tournament for all ages on May 2nd and 3rd. Other activities families can enjoy include the extreme sport Aquaflyboarding, water skiing and wakeboarding, bow fishing, or just a day on one of our many public beaches enjoying the water and the sun. And, this is just the beginning. At the City, we recognize that our lake is underutilized and undervalued. Our vision is to become the ULTIMATE lake destination and this year we are looking ways to bring more people to our lake. This includes stocking sport fish for our fishing aficionados, amending outdated ordinances that prohibit rather than invite visitors to our lake, and considering new amenities and events that take advantage of our greatest asset. Of course, we can’t forget about baseball. On April 9th, the City’s 127th anniversary, our amazing partners, Storm Baseball will host their Opening Day for the 2015 Minor League Baseball Season. Playing in our beautiful Diamond Stadium, Storm Baseball has been providing our region with family fun at an incredible value for over two decades. There is no better way to enjoy a nice spring day then to come out and root for our home team. As we celebrate our birthday, it seems natural that a city more than 127 years old could benefits from an annual spring cleaning. On April 25th, we will host our annual Award-winning community engagement event: Clean Extreme. Last year, this event saw its greatest turnout ever – with more than 650 people helping to revitalize Main Street. This year, we will focus our attention on the Grand Avenue/Highway 74 corridor including the Old Military Academy. Participants will enjoy a free barbecue and Storm Baseball tickets as our way of saying, “Thanks!” These are just some of the things taking place in our City in the months to come. I invite you to join us as we continue to make Lake Elsinore a world class destination. We are incredibly fortunate to have so many residents and members of the business community that care so much for this City – you are all second to none. As Walt Disney said, “If you can dream it, you can do it.” Let’s keep working together to Dream Extreme.

A Busy Legislative Year Ahead The California Legislature has been in session for just a few weeks now and they’ve already introduced several hundred bills that will tax us, regulate us or otherwise impact some aspect of our lives and businesses. By February 27, the final date to submit new bills, in all likelihood between 2,200 and as many as 3,000 new pieces of legislation will be launched down the alimentary canal that is the Sacramento Legislative Process. And you already know what type of effluvium will greet us at the end of the journey. The Southwest California Legislative Council is already on the job evaluating these new bills to see what impact they will have on your business. We’ve already seen some of that at work with reintroduced bills seeking to: • escalate the pace of minimum wage increase, • to expand the scope and reach of AB 32, the Global Solutions Warming Act of 2006, and • another shot at the Retail Bill of Rights. You might remember that one, if you are successful and buy another company, even an underperforming company, you will be required by law to retain ALL those employees for at least 90 days and you better have a darn good reason to fire them after that. We’re also likely to see: • another proposal to ‘reduce’ taxes by expanding taxes to include all services, • more attacks on Prop 13, • at least two efforts to implement a split-roll tax system, • introduction of a test program to study the feasibility of a vehicle miles traveled tax. That’s particularly welcome in our region with some many commuters, and • 5 bills already introduced expanding or otherwise seeking to legalize medical and/or recreational marijuana use. There will undoubtedly be a few beneficial bills come through as well - whether they make it or not will be anybody’s guess, but Senator Roth has again introduced: • SB 25, another attempt at retrieving some of the
funds pilfered from our newest cities in 2011. His bill passed last session with broad bipartisan support but was vetoed by the Gov. , • re-introduce the document dumping bill which would clarify and reduce the cost of property transfers within an HOA. If your company has its eye on a bill which you feel would be helpful or harmful to your business, please email GAD@ swcaladvocacy.com with the information and feel free to attend the Southwest California Legislative Council meetings on the 3rd Monday of each month. This year our host is the Menifee Valley Chamber of Commerce and meetings are being held at the Mt. San Jacinto Campus. Contact you Chamber for more information on this important Member Benefit.
