The New Year is a time of reflection and inspiration. As the clock strikes midnight, we are filled with renewed hope and resolve for the coming year.

I am beyond blessed to be entering my sixth year on the City Council. As I reflect on the last five years, I am inspired by the progress we have made and what is yet to come. Lake Elsinore has built a new identity and resolves to be the best we can be for our community. We have come a long way. And, there is no doubt that 2018 will be yet another year of firsts and transformations that will further catapult us in our pursuit to become the ultimate lake destination where all can live, work and play, build futures and fulfill dreams. We will see a myriad of long-awaited City and private projects get started or completed this year. City projects include the rehabilitation of the City’s campground, the City’s 19th community park underway in the Summerly neighborhood, major roadway improvements along critical corridors including Central Avenue, Gunnerson Avenue, Main Street and Railroad Canyon Road, and new thoroughfares, like Camino Del Norte, that will bring needed relief as well as economic development. Private projects to note are the 519,000 square-foot Sports Complex, La Quinta Inn, Central Plaza and, hopefully, Artisan Alley. And, these are just some of the projects I anticipate this year. We are in a transition. We are growing rapidly and welcoming hundreds of new residents, businesses and visitors every single day. But, at the same time, we are the second oldest City in Riverside County. Incorporated in 1888, this year the City will celebrate its 130th anniversary. Much like a tree, the City has strong, established roots that can feed and nourish the community as we grow and adapt to today’s changing landscape. Lake Elsinore’s legacy is built on a unique history filled with extreme activities and action sports. At our core, we have always been a destination. The destination for fun, for extreme lifestyles, for action sports and so much more. We are the place to go to push the boundaries, to question the norms and explore the impossible. The place to Dream Extreme. This year, I resolve to preserve these traditions while inviting opportunities that embrace our heritage and elevate the entire community. It will not be easy. We will continue to confront many challenges. But, I am committed to be engaged, a good listener, genuine, focused, and innovative while remembering to still have fun in my role to make Lake Elsinore the place we can all be proud to call home. Business Review

Legislative Report Card The Southwest California Legislative Council has just released its 12th annual Legislative Report Card reflecting the degree to which our local representatives in the California Legislature voted in accord on bills that would impact our local business community. 2017 was the first year of a two year session in Sacramento that saw an increase in bills aimed at increasing both the time and cost of regulatory compliance for California businesses. We expect an equally busy year in 2018 There was some 2,980 bills, constitutionals amendments, joint resolutions and other measures introduced this year of which 977 survived the legislative process to land on the Governor’s desk. The Council reviewed and adopted positions on a record 104 bills this session, up from 84 last year. And while the Council strives to be as supportive and bi-partisan as possible, this year SWCLC was able to SUPPORT just 40 bills while OPPOSING 64. Of those 104, 28 made it all the way through the process, 7 which we SUPPORTED and 21 we OPPOSED. 58 bills simply died in committee while the rest were amended beyond recognition and dropped from consideration. The SWCLC recognizes it is unrealistic to expect our legislators to vote in accord with the Council on every issue. Sometimes their vote reflects the fact that they have other constituencies with equally compelling but opposing arguments on an issue. This was apparent during the 2017 session with SB 649 (Heuso), a measure to expand the ability and reduce the cost of telecom-

The Council adopted an OPPOSE position, yet the bill was SUPPORTED by all of our legislators across party lines only to have the matter VETOED by the Governor. Similarly SB 485 (O’Donnell) was a bill mandating that pet stores only sell dogs, cats, or rabbits from shelters. The Council OPPOSED the bill but none of our Legislators voted against the bill and it was signed by the Governor. Was the Council right and our Legislators wrong? Changes to just those two positions would have boosted Senator Stone’s accord vote to 96% and Assembly Member Melendez would have notched a perfect 100%. Once again MOST Southwest California legislators scored well, but not all. Some scores were abysmal. As in past years, this is indicative of the fact that Southwest County tends to elect more business-friendly, fiscally conservative legislators who reflect the needs of their constituency. The SWCLC focused on a broad spectrum of issues in keeping with our Strategic Initiatives of budget & tax reform, job creation & retention, infrastructure & the environment, and healthcare. Within that framework, the

Assembly member Melissa Melendez (R) 96%; Assembly member Marie Waldron (R) 81%; Assembly member Sabrina Cervantes (D) 37%; and Assembly member Jose Medina (D) 25%. Governor Jerry Brown signed into law all seven bills SUPPORTED by the Council and vetoed another seven bill OPPOSED, but he also signed another 14 OPPOSE bills for a score of 50%. Gene Wunderlich for the Southwest Riverside County Association of Realtors® As we fade into the end of 2017, it’s time to reflect on the housing market – and the Lake Elsinore housing market in particular. Statewide housing sales are anticipated to end up just 0.8% ahead of 2016. That’s on top of a 1.6% increase from 2015-2016. In Lake Elsinore, 2015 – 2016 saw an 8% increase with an additional 6% this year. That’s a 14% increase in sales over two years compared to the statewide average of 2.4%! In fact 2017 should produce the highest volume of sales in the City since 2011 with some 1,254 single family home changing hands. While that’s still off the peak year of 2009 when 1,805 homes sold, it’s a great improvement over 2007 with just 494 sales. This will also mark the 4th consecutive year of sales volume improvement after some slowing in 2013-2014. Median price also continued its upward march, notching seven back-to-back years of appreciation. Lake Elsinore’s median price this year is exactly double what is was

at the low ebb in 2009 ($174,660 / $351,540). Prices still have a ways to go before hitting their 2006 peak of $433,990, but progress has been consistent and the level of gains are sustainable. According to recent conversations with national economists and prognosticators, there is NO BUBBLE and we can look forward to continuing upward trends in housing for at least the next couple years, if not longer. What remains at issue for housing is the lack of available homes for sale. Our inventory of homes has been in decline for the past four years with not nearly enough new product being built to satisfy the demand. In October there were just 183 homes for buyers to choose from in Lake Elsinore, a 1.9 month supply. While that’s an improvement from May’s 132 homes and 1 month, it’s still woefully shy of the 6-7 months considered to be a market in balance. This lack of inventory contributes to the price spiral which reduces affordability and has reduced home ownership in California to the 2nd lowest in the nation at 53%, behind only New York. The buyers most impacted by this affordability crisis include members of our workforce including first-time buyers, our teachers, public safety employees, veterans and our children.

Fortunately many cities in Southwest County, including Lake Elsinore, are encouraging home builders to add responsible development to the community with a broad range of housing products from multi-family and clustered housing to affordable entry-level single family homes and higher-end developments. Leadership that recognizes the need for a balanced approach to housing stock, including the necessity of development to pay its own way without being a drain on the city, is critical to a successful housing element of the General Plan. Cities across the state could take a lesson from the Lake Elsinore playbook melding its history as one of the oldest incorporated cities in the state to building a vibrant future as the ‘Action Sports Capitol of the World’ while providing adequate housing for an increasingly diverse population.

Gliding the Skies of Lake Elsinore

The skies above Lake Elsinore had all the signs of a extreme flying day. The kind you dream about. Giant cumulus clouds were forming from the world class thermals of Lake Elsinore. These updrafts of hot air were rising over 12,000 feet today. My name is John Pitt and the Excitement had me waiting with my paraglider on the cliffs high above the lake for the hot updrafts to lift us off the edge and watch the city streets disappear. October thermals are the strongest and can take us to extreme heights. Judging the sky, the altitude required to glide to the coast looked possible today and my mind was set on flying there. Launching a paraglider above Lake Elsinore takes patience and timing. A seasoned pilot waits for updrafts to cycle and shake the brush below. My glider was ready to fly and my eyes were focused on hawks starting to circle above me. Then, the massive thermals started roaring up the mountain and with a tug of control lines the glider shot above my head and my legs raced

us off the edge. Thermals are like mini tornados in the sky and like a corkscrew, I was turning circles ascending over a thousand feet per minute towards the Cumulus clouds. Each turn took me closer, and I was starting to climb faster than airplanes. Around and around, my glider circled and the force on my body felt like a giant swing in the sky. My wing was starting to climb so fast; it was time to start thinking about diving out of this thermal. Any higher and my vision would be blinded from the white out of the cloud, so I put the glider into a dive. But it was still going up, and with only a few feet of clearance my wing shot through the edge of the cloud. My altimeter was reading over 12,500 feet above sea level, so I kicked my speed bar to start racing towards the coast. The glide would cover over 25 miles of hills following the Ortega highway and my wing was cruising at 35 mph. With so much altitude, it took 45 minutes of gliding before I needed to pick a spot to land. My altimeter read 3,000 feet now


and the coast was covered in low foggy clouds. My best shot was to dive through a hole where I could see the sand below, but by the time my wing lost altitude the hole filled in with a deep ocean below. If I descended over the water, I would need altitude to reach the beach. I had to come out below the clouds above the sandy shoreline. My flying skills were being tested today and there was zero chance for error. My feet were skimming the tops of the foggy clouds before I dropped into the thick white layer blinding my vision and for the next fifteen seconds my eyes were soaked from the moisture surrounding me. Then my wing glided into clear sky and the beach was below me. With a few banked turns, I landed on Crystal Cove, Newport Beach. After I disconnected from the glider, I filled my water bottle with sand so I could tell my friends about my flight. This was just one of over thousands of flights I made from Lake Elsinore. In the last thirty-eight years, I have flown to places like Palm springs, San Clemente, Palomar, Ontario and almost to Arizona. One time I climbed to 15,000 feet and almost flew to the island of Catalina, but at some point, the ocean was looking extremely dangerous to continue crossing, so I banked the wing and headed back to Balboa Pier. When it comes to Hang Gliding and Paragliding , Lake Elsinore is a ten carat diamond. If you drive North to Corona or South to Temecula, your jewel would disappear. We have a natural phenomena that only happens right here above our big beautiful lake. Winds clash into each other above the lake. When this happens, a convergence sets up and we can fly all the way to Banning and back. Sometimes we can stay up for over eight hours! On May 23,1971 a group of enthusiastic hang glider pilots gathered in Newport Beach on a high hill overlooking the ocean and became the first organized foot launched glider pilots. Hang Gliding was starting to get popular and pilots were building gliders in their garage. Then on, November 23, 1972 thrill seekers were searching for steep cliffs to fly and for a place to set up wings; the Lookout Restaurant was a natural. The first person to ever fly Lake Elsinore was a man named Ted Webster and close behind was his friend Rich Piccirilli. Their flights would last less than two minutes. Then soon

after pilots showed up in flocks and by 1975 over 750 of the dare devils flew off the lookout. One has to thank the Mountain Angel Barbara Shea-han. Owner of the Lookout, she loved the sport so much she had a stained glass hang glider window installed on the building. She always gave a safety speech to each pilot and warnings about power lines. Then she hand- typed an index card of each pilot who flew there. It is with these cards we have the history of hang gliding in Lake Elsinore. Soon, the parking lot was full of wings and it was too much to manage, so the pilots moved to the higher peaks of Edwards Canyon and the E launch. Back then it was called the big E, because the cone shaped mountain out front was called little E. One can recognize this above Lakeland Village. In the late eighties Paragliders started hitting the scene. Unlike a hang glider which needs to sit on top of a car rack, paragliders fold into a backpack. Basically a hang glider without a frame. In the early days of home built hang gliders, Barbara followed over a 100 pilots and only 15 of them survived the sport. Paragliding was starting out the same way. But soon technology improved and the gliders today are safer and a blast to fly. That said, in my 38 years of flying I have lost many friends in the sport. Modern paragliders have advanced with lightweight materials. Today, we have gliders that weigh less than ten pounds and reach

The skills required take hours of training and the cost can also be a challenge to a pilot, with new gear running over six thousand dollars, it takes a great amount of responsibility to enter the sport. However, once you have your gear, flying is free, you can launch off the mountain and soar with Red Tail hawks for hours. Lake Elsinore has been home to pilots from all over the world and the name Lake Elsinore brings a smile to anyone who has flown here. I have flown in over twenty countries around the world and there is nowhere like our home flying site. With our year around sunshine and the perfect thermals, we have a famous global name, the Lake Elsinore E

“This was the best childbirth experience I ever had.” April Marquez It’s been nearly five years since Rancho Springs began its collaboration with the Neonatology Program at Rady Children’s Hospital – San Diego, which has one of the most highly regarded NICU programs in the country. For nine consecutive years, Rady’s neonatology program has been named among the best in U.S. News & World Report’s “Best Children’s Hospitals” edition. And to make things even better, US News and World Report this past year has recognized the Neonatal Intensive Care Unit (NICU) at Rady Children’s Hospital San Diego as being in the top 5 in the nation. The partnership between the two facilities gives patients who deliver their babies at Rancho Springs access to Rady’s specialists and neonatal care – right here Southwest Riverside County. Patients are getting every advantage of a specialized pediatric neonatal hospital, without actually having to physically go there, explains NICU Supervisor Dawn Hesson, BSN. “Common conditions that are reasons for admission to the NICU are prematurity, respiratory distress syndrome, hypoglycemia, sepsis and seizures,” says Richard Song, MD, Medical Director of the Rady Children’s NICU at Rancho Springs. “No one thinks about the NICU admission as part of the birth plan during pregnancy, but we are here just in case the birth doesn’t go as planned,” says Dr. Song, a specialist in neonatal-perinatal medicine. “A neonatologist is on call 24/7 with a team of advanced life skills registered nurses (RNs), bedside RNs, respiratory therapists and social workers.” “Ever since the collaboration of Rancho Springs Medical Center and Rady Children’s Hospital, the NICU has been keeping mom and baby together in the same building,” says Dr. Song. “This is very important because prior to our collaboration, babies needing NICU care were transferred out and separated from their moms. The partnership further offers access to subspecialists, such as pediatric surgeons, neurologists and cardiologists, as well as specialized care.” Occasionally, the NICU team at Rancho Springs calls in its webcam “Spike,” which can stream video to Rady’s San Diego facility for consults with doctors there. When necessary, infants can be transferred to San Diego, but that is the exception. The majority stay at Rancho Springs, close to their families, Hesson says.

Here’s more reassurance for moms and dads: Emergency medicine specialists from Rady Children’s Hospital in San Diego are on-site at Rancho Springs Medical Center seven days a week, from 7 a.m. to midnight, to provide specialized pediatric emergency care. During the hours that Rady children’s specialists are not at Rancho Springs, patients are seen by Rancho Springs Emergency Medicine physicians. “Because we see so many children, we’re familiar with their unique healthcare needs,” says Heather Conrad, MD, Pediatric Emergency Medicine Director at Rancho Springs Medical Center, who practices at both Rady Children’s and Rancho Springs. “That enables us to ensure timely, age appropriate care.” In addition, Rancho Springs Medical Center’s expanded affiliations with the Rady Children’s Hospital also include onsite perinatology services for mothers with high risk pregnancies. Having these services onsite eliminates the need for expectant mothers to commute to multiple sites. Another added benefit is the hospital’s commitment to a higher level of care by providing onsite services 24/7 with a board certified OB/GYN. The Childbirth Center at Rancho Springs is the largest facility of its kind in the region and assists in delivering roughly 300 newborns each month. It features spacious private labor and delivery suites, along with all private postpartum rooms, triage areas, a dedicated post-anesthesia care unit (PACU) and cesarean section operating rooms. Loved ones are encouraged to participate in the childbirth experience, and visitors are always welcome. Comprehensive childbirth and parenting classes are offered to help parents prepare for the big day. And to make things even better, the Childbirth Center features complete couplet care which means that you and your newborn never have to be apart. After the baby arrives, skin-to-skin care and breastfeeding are strongly supported to promote a healthy start. Alison Decker who delivered at Rancho Springs had this to say about her experience, “Right away my nurse came in and introduced herself and was very attentive from the beginning, she made me feel real comfortable and right at home – we were always in-the-know,” said Alison, “I would recommend Rancho Springs 110% to anyone without any hesitation. It was a 5-star experience.”
