Probably the most important rule revision deals with repaired HT pallets. The CFIA does not require mark obliteration or full retreatment if 1/3 of the pallet components or less are replaced. So, if a pallet has 15 boards/stringer components and only ﬁve are replaced, the original mark can remain as long as the replacement components are heat treated according to ISPM-15 and have the repair facility marks on each added component. If more than 1/3 of a pallet is replaced, the entire pallet must be re-treated and remarked. CFIA is trying to get companies outside of the program to respect the marks.

It was a collaboration aimed at making the program better, making the rules easier to understand and protecting the integrity of the program against facilities operating on the outside."

For example, wood from South America and Europe previously required secondary heat treatment regardless of whether it had already been heat treated. The CWPCA convinced government officials to allow cut stock from offshore sources as long as the material is heat treated according to ISPM-15, has a phytosanitary certificate, and is produced by a facility accredited under the American Lumber Standard Committee (ALSC)ALSC,program."whichmanages the HT program in the United States, has inspectors in some foreign regions, such as South America and Europe. Geffros added, "We basically made sure our foreign sourcing mirrors what the United States does."

One major change allows Canadian pallet producers to use foreign lumber and wood material as part of the country's official ISPM-15 program. Geffros explained, "Through the pandemic, when the lumber markets went crazy, we had a lot of producers who were looking for alternative lumber sources. We now have access to those fiber baskets."

Seeking to improve the rules guiding the Canadian Heat Treated Wood Products Certiﬁcation Program, Canadian government oﬃcials worked with industry leaders to develop new policies.
