Dear orienteering friends! It's my pleasure to welcome you to Otepää, which is crowned as the Winter Capital of Estonia. This little town with its surroundings has always attracted sportsmen from near and far thanks to undulating and intricate landscape, which offers very good conditions for many sports. Otepää is mostly known abroad as a FIS Cross Country World Cup event venue and the starting point for the famous Tartu Ski Marathon. But it has also hosted a foot orienteering World Cup event in 1998 and European Orienteering Championships in 2006. With Euromeeting this year, Estonian orienteering community is preparing for the biggest possible challenge - organizing the World Orienteering Championships in 2017. WOC is going to take place in the same South-Estonian region and our intention is to give you adequate understanding about challenges you can expect on WOC 2017. At the same time it is an excellent opportunity for us, organizers, to test our skills in organizing a major event. I wish you a pleasant stay in Estonia and a successful event! On behalf of the organizing committee, I welcome you to Euromeeting 2015 that is the first big step for Orienteering Federation towards the World Orienteering Championships 2017. Numerous people have worked many hours in the last one and a half years for the success of the most prominent event of the orienteering season 2017 and are now eager to test their skills, co-operation and developed technologies during Euromeeting to please the teams and spectators both at the arenas and behind their screens all over the world. There has been great interest towards Euromeeting from many national teams which makes us happy and inspires us to make this event even better for all of you! We are also very happy about the interest from a number of sponsors and partners who are stepping forward for the success of Euromeeting 2015. Together with the first official training camp for WOC 2017 and the largest annual orienteering competition in Estonia, XXVII Suunto Games, Euromeeting will gather hundreds of orienteers to Otepää to enjoy great orienteering terrains, tight competitions and the hospitality of this great tourist region. VENUE Otepää is a well-known winter resort that hosts the FIS Cross Country Ski World Cup every second winter and offers activities and attractions all year round to cater for the needs of athletes as well as leisure travellers. There is a year round sports centre, a spa, an adventure park, a golf club and quality restaurants with live music to name a few. The weather in the end of September is usually mild with cool nights and sunny days. Average temperature in September is 11°C with average minimum temperature of 7,5°C and average maximum of 15,5°C. Probability of precipitation in September is around 30 %.

6. START LISTS Start lists are based on World Ranking (http://iofranking.osport.ee/) at 01.09.2015. The best ranked runner will start last. Separate ranking for the sprint and long/middle are used. Start lists will be published online at http://www.woc2017.ee/euromeeting and handed out at Team Officials' Meetings.

7. ACCOMMODATIONS All unsolved questions with accommodations booked through the organizers shall be reported to Event Office (puusepp.liisa@gmail.com). Otepää area accommodation information: http://www.otepaa.eu/en/accommodation/accommodation/.

8. TRANSPORT AND PARKING No organized transport by the organizer. Upon timely request, organizers may provide solutions for transport. 9. EVENT OFFICE Event Office is located in hotel Tehvandi and at the competitition arenas at the times specified in the programme. Each national team will receive a team bag from the Event Office at hotel Tehvandi (or from competition arenas' information tent. EUROMEETING 2015 SEPTEMBER 25-27, OTEPÄÄ ESTONIA 12. COMPETITION INFORMATION Punching system SPORTident punching system will be used on all competitions. NB! 25.09. sprint distance will be using touch-free SPORTident Air+. Rental of touch-free SPORTident Air+ is included in the sprint entry fee. Rental cards available for other days for a fee of €2/day. SPRINT: In the unlikely case of the SI Air+ not registering with a control, the unit should be punched in the same way as a normal SI control. Should this also fail, there will be a pin punch in the control. LONG/MIDDLE: Should the SI punching fail, pin punch shall be used.

Timing An electronic start gate will be used in the Sprint where timing will be to 0,1 seconds. Competitors will be timed from the exact time they start; this must be between their published Start Time (not earlier) and no more than 5 seconds afterwards. In all other competitions timing will be to 1 second and a standard start procedure will be used.

GPS-tracking 30 units will be distributed to the best runners on each day. Live-tracking is visible on-line and in the competition centres. GPS units will be handed out at the sprint quarantine and long and middle distance pre-starts. It will take around two minutes to attach the unit to one's upper arm, i.e. units need to be collected by the runners well before the pre start time. GPS units must be handed in at the finish of each race.

Maps and courses Maps are drawn according to the International Specification for Orienteering Maps (ISOM 2000) and the International Specification for Sprint Orienteering maps (ISSOM 2007). Maps are printed and sealed in plastic bags. Control descriptions are printed on the maps and available at the prestart. The Sprint course lengths are calculated along the optimal route. SPRINT: Water in the quarantine and natural mineral water (Värska Originaal) and SiS sports drink in the finish. LONG AND MIDDLE: SiS sports drink in refreshment controls and natural mineral water Värska Originaal in the finish.

Clothing There are no restrictions on clothing or footwear. All clothes left in the sprint quarantine or long and middle distance starts will be transported to the finish area.

Number bibs Same number bibs are used on all 3 days. The bibs must be visible in their entirety; they must not be folded or cut. Bibs and safety pins are distributed with the team bag.

EUROMEETING 2015 SEPTEMBER 25-27, OTEPÄÄ ESTONIA Complaints and protests Complaints shall be made at the event office no more than 15 minutes after the last athlete has finished. Protest shall be made to a member of jury, including the IOF Event Advider no more than 15 minutes after organiser has informed the complainant of the decision about the complaint.

Embargoed areas Euromeeting sprint 25.09. will be run in Otepää in an area which has been listed as a WOC 2017 embargoed area in WOC 2017 Bulletin 1. Embargo for WOC 2017 will be partly removed and borders changed from 15.09.2015. Euromeeting 2015 embargoed area as show in Euromeeting 2015 Bulletin 1 will stay effective! As most of the Euromeeting 2015 teams are living in Otepää inside the embargoed area, walking, running, riding a bicycle etc. is allowed on paved roads inside the embargoed area. Using of all kinds of maps is not permitted!

Town of Otepää and its immediate surroundings. The town consists of residential areas with private houses and block buildings with public space between them. East of the town are situated Tehvandi Sports Centre with ski-tracks and sports infrastructure and a hill fort are situated. Height difference is more than 30 metres.

Terrain is situated in the Otepää Uplands near the Elva river headwaters. Height difference on the terrain is 45 metres. The terrain is rather varied with depressions, hills and swamps. There is a dense network of roads and narrow rides although nature is starting to reclaim the smaller tracks. Runability in the forest varies from very good to medium.
