Section A: The Internal Army Explained Clad in grey uniforms and wielding heavy weaponry, the Internal Army are at the forefront of all Anemonian internal security initiatives. It is their sacrifices that keep the nation of Anemos Major a safe place to live STATISTICS (Taken at the end of 2008): in. Although the Anemonian Metropolitan Police and Constabulary, also under the jurisdiction of the Holy Office of Internal Affairs, is legally entitled to allow their officers to bear arms after the terror attacks in early 2008, this has only been done is certain places and either way, a policeman is, however heavily armed he is, a policeman. When an armed criminal takes refuge inside a house, hiding behind hostages, the Metropolitan Police are the ones who block off the roads, not the ones who rescue the hostages and arrest the criminal.

Formed in 1918, after the extensive Anemonian involvement in made: 324 the First Great War, the Internal Army was actually another name for the huge reserve force that Anemos maintained at the time. Their area of jurisdiction, their specialities and most importantly, their ethos was nothing like the one followed by the Holy Office of Internal Affairs’ Internal Army today (this is reflected in the fact that the Internal Army of that time was under the authority of the then Ministry of Armed Warfare). Therefore, it is quite safe to say that the Internal Army formed in 1918 was only similar to the current IA in name. It was after the collapse of the Great Empire of Anemos and the formation of the Holy Empire of Anemos Major, in fact, that the creation of a force to preserve internal security was noticed. In 1973, following a series of assassinations (including that of High Lord Arkal Erenthi II), the government of the People’s Democratic Republic of the Inquisitorius was replaced by a group of different governments with different ideals attempting to seize power. The most powerful faction out of these parties was by far the Communist Party of 2


the Inquisitorius (CPTI) and in a very old fashioned turn, decided to gain the support of the people by showing off their strength and power by turning on the supposedly battered Anemos Major, and began a spree of terrorist attacks on the outlying regions of Anemos, even attempting an armed incursion into Anemonian territory. Although the ‘Inquisitorian Crisis’, as it is now known, is well known for the involvement of the Anemonian Armed Forces in the destruction of the CPTI loyal-forces in the Inquisitorius, it is the terrorist attacks that were the most important contributing factor to the creation of the Anemonian Internal Army. The extremely long and bloody terrorist campaign was left to be handled by the then Imperial Police, but sadly the terrorists were very heavily armed due to the high level of funding and support they received from their CPTI benefactors, and most incidents ended up with a large number of dead officers. It was only after the Inquisitorian Crisis that the then Minister of Internal Affairs, Kardan Merkanis, submitting a proposal to the Council of Holy Offices detailing what was effectively an early template for the creation of an armed internal security force. This proposed force was to be called the Internal Security Command, and would incorporate various Army units to create what was described as “an effective alternative to military intervention in internal incidents”. However, the template was refused by the Holy Office of War because it would “jeopardize the organisation that makes the Armed Forces so effective.” In the end, the Internal Security Command proposal was simply a request from the Holy Office of Internal Affairs to use the reserve units of the Army. Although Minister Merkanis forgot about the project, a senior officer in the Holy Office of War who had been present at that meeting of the Council of Holy Offices as the aide of the Army representative (there is no Minister of War), Under-Marshal Imrin Kyrfamis, decided to take it further. He realised that in order to create the effective force detailed on the submitted template, a new unit had to be created from scratch and Under-Marshal Kyrfamis, after working on the idea with some colleagues, submitted the finalised proposal to the First Marshal of the Army three months later (the First Marshal was his direct superior). Officially accepted by the Council of Holy Offices in 1985, the Internal Armed Forces Creation proposal only managed to get through due to the sudden increase in the Anemonian governmental budget after sudden economical growth. The proposition was built around the missions that the Internal Army would accomplish; 1) The protection of the Anemonian homeland from all internal threats. 2) The prevention of major crimes in the Anemonian homeland. 3) The protection of allied interests in Anemos Major. Thus the Internal Army was born, and although there have been many changes to the Internal Army over the past years, the heart of the Internal Army’s mission remains the same; to protect their country from internal incidents.

Section B: Firepower The Internal Army is most different from the Metropolitan Police in that it is not allowed to have weapons, it is required to, and consequently the Internal Army, although not as well or powerfully armed as the Imperial Army itself, is still very well equipped. In terms of small arms, the Internal Army relies on a combination of hand-me downs from the Imperial Army, as well as some purchases of their own. An Internal Army soldier like those stationed around Anemos Rei’s subway stations, are most likely to be equipped with: Pistol: Heckler and Koch USP Tactical 45 (.45 ACP). Although the use of the combat pistol is extremely rare in the battlefield situations that the Imperial Army is used to, the Internal Army operate almost exclusively in heavily populated urban areas and so they tend to prefer small, easily useable weapons (the Imperial Army does issue combat pistols to all troops, but the Internal Army is much more careful with their pistols, providing a large number of standard issue attachments to the general infantryman). Although the Internal Army was considering the FN Five-Seven for their standard issue combat pistol, the Army maintained large stocks of .45 ACP rounds due to the fact that their last standard issue combat pistol had been the M1911 (used extensively in the Inquisitorian Crisis). With the Army adopting the Hk Mk.23 SOCOM for their special operations units and officers, and the USP 45 for their standard troops, the Internal Army decided to adopt the Hk USP Tactical 45 in order to lessen the weight on the logistics. In addition, the USP Tactical 45 has proven very popular with Internal Army troops who have used it due to the amount of strength it packs and the fact that it is easy to draw, aim and fire in cramped urban environments. Most Internal Army troops, certainly all of the ones in Anemos Rei, have received flashlight/laser sight attachments for their combat pistols. Submachine gun: Heckler and Koch MP5A5 (9x19mm). In the urban environments that the Internal Army operates in, an easily accessible and useable weapon is, as stated above, crucial. Although the USP Tactical 45 fulfils this role admirably, there are times when an operator needs a weapon that fires not one but thirty rounds in a steady stream. Although 4


the MP5 uses relatively weak 9mm rounds, it has not let an operator down yet and units which may face opponents who, through the use of items like body armour, need something more than a 9mm burst to eliminate them are currently evaluating PDWs like the P90 and MP7 (which is already seeing use in the Army’s Ranger detachments. Of course, the MP5 is expected to serve for a few more years, and will possibly live on through modifications. The MP5 is generally used by bodyguard detachments and forensics teams. Assault rifle: GIAT FAMAS (5.56x45mm). The FAMAS was originally procured in 1997 as part of an initiative by the entire Armed Forces of Anemos Major to completely rearm infantrymen by giving them small arms that were more up to date than the unwieldy G3 rifles being used at the time. However, with the rejuvenation of the Anemonian small arms industry through companies like the government-owned IFAM (Imperial Foundries of Anemos Major) and Arsenal Deimos, the Army decided to revert to home-made weapons although the FAMAS was being manufactured in Anemos Major itself under a DPR and the result was a completely re-equipped army and a lot of unused FAMAS rifles. The Internal Army had been using G3 rifles since their conception, and although it was high-powered and accurate, its size and weight made it almost impossible to use in the cramped urban conditions the Internal Army was so used to; in fact, G3s were generally left unused. With the arrival of the FAMAS, however, the Internal Army found a compact, and yet respectably accurate and powerful assault rifle. Due to the fact that the Imperial Army is currently fielding many long range rifles, the Internal Army will probably either retain the FAMAS for a while or begin fielding the AR4 carbine, which is still at an experimental stage. The Holy Office of Internal Affairs has already stated that the FAMAS rifles used by the Internal Army will not be upgraded to G2 standard; instead, Arsenal Deimos has been commissioned to upgrade all rifles to U standard; the FAMAS-U is already in use by the Knightpolice, and is a FAMAS configured for maximum effectiveness in urban conditions. Improvements include a rail system, the option of detaching the carrying handle and making the bipod an optional rail attachment. Designated Marksman’s Rifle: G-3Pr (7.62x51mm). After the FAMAS being accepted as the main battle rifle of the Internal Army, the Holy Office of Internal Affairs was left with a lot of unused G3 rifles, although quite a lot were given to the armed forces of less affluent former colonies. The designers at Arsenal Deimos, asked to create a cost effective designated marksman’s rifle, decided to utilise the already abundant G3 rifle as a base for their design. The G3Pr utilised the large frame and strength of the G3 very well, giving it a longer barrel, a slightly larger 32 round magazine (the magazine feed was adapted to accept specially made magazines), as well as a rail system on the top of the rifle that accepted all ASIMUS (Anemos Standard Issue Marksman Use Scope) compliant scopes. A bipod was built into the design of the rifle along the side of the lower grip, much like the FAMAS, and a cheek rest was added to the rifle. In order to compensate for the higher velocity and thus heat being emitted from the rounds being fired, heat-vents were added to the top of the rifle. The result was a very accurate, powerful rifle with a lot of customisability, and the fact that the rifle could accept a custom made 100 round drum magazines meant that the rifle could quickly be transformed from a marksman’s rifle to a squad support weapon. The adaptability and reliability of this weapon has transformed it from a shunned rifle to a widely respected one throughout the Internal Army community, and although it is quite old, further service for some years is expected from this weapon. 5


Sniper Weapons System: M40A1 (7.62mm Match Grade), M82 Barrett (.50 Calibre). The mission of Internal Army snipers is much like that of Metropolitan Police sniper teams except for two vital differences; their targets and their weapons. Most of the time, the men on the other end of their sights are mass murderers or terrorists; in short, men that must be kept down once they are down. Therefore, the Internal Army tends to use one-shot, one-kill sniper rifles as opposed to the Metropolitan Police, who use PSG-1 sniper rifles. The most common rifle in the Internal Army is the M40A1, which was procured in 1995, given to the then-scarce Long Range Infantry Support Teams. Now, however, with the increase of sniper units, the M40A1 is more of a standard issue weapon, and there is almost certainly an Elimination sniper team equipped with one on site at any crime involving the Internal Army; in the case of the Vyrandyr Family raid, there were three. However, there is a weapon craved by almost every sniper in the Internal Army, one used by the Army as their standard sniper support weapon for nearly a decade. This weapon is the M82 Barret .50 Calibre AntiMaterial rifle. The Anemonian Army sniper ethos dictates that sniping is not a mobile art; by placing one man with a powerful weapon in an effective location, you create an area denial weapon; the enemy cannot pass safely through the sniper’s line of sight. The Internal Army is very similar to the Army, and in this case they agree. M40 teams are used because of the importance of responding quickly to major crimes in a city; if a crime becomes a long, drawn out battle, Eradication teams equipped with M82 Barretts are almost certainly dispatched to the scene. In each 4000 man Internal Army presence in the cities of Anemos Major (excepting Myrstirei and Anemos Rei, which have more), there are four two man Eradication teams. Other weapons: The FN MAG: Although this weapon is barely ever used, it is occasionally brought out to frighten away crowds or, in some smaller garrisons, as impromptu sniper weapons systems. The only occasion when the weapon was used as a squad support weapon by the Internal Army was during Incident A45 and the consequent Operation Starfall against the Open Circle Federation. The MILAN Anti-Tank weapon: Again, this weapon has almost never been used and even during Operation Starfall, the weapon was only used in the blockading of the subway system of Anemos Rei. One was fired by an Internal Army sergeant when enemy troops attempted to manoeuvre a BMP-1 through the parking lot at Citadel 01 station; he was consequently awarded a Military Meritorious Service Medal for preventing many of deaths by ‘taking the initiative’ and ‘acting quickly and professionally’. The SPAS-15 Shotgun: The Internal Army tend to dislike shotguns, and if they really need them then Masterkey attachments are put onto their FAMAS rifles. However, the Internal Army confirmed that the troops used in the Vyrandyr Family Mansion siege were using SPAS-15s. The only unit which uses SPAS-15 shotguns as part of their standard equipment is the HROAF, and although they were officially formed after the Siege, it had been suggested “It’s not how you do it; it’s who you that the operators who assaulted the Mansion were HROAF operators. do it to.” –Attributed to Sergeant Myrkyr Erkal of the Anemos Rei 1st Internal Army Regiment. “Use only in dire situations.” – Instructions printed on side of an Internal Army fragmentation grenade.

Section C: Specialised Troops The Internal Army is extremely similar to the Imperial Army of Anemos Major, and this is reflected in the fact that Internal Army units are organised into military formations (i.e. The 1st Anemos Rei/Fyrkondierikan Internal Army Regiment, although an Internal Army Regiment is made up of 2000 men as opposed to 2500 men in an Army regiment, and the regiment is the second largest formation in the Internal Army, second only to a Regional Command). However, the Internal Army is also faced with everyday threats that cannot be solved by sending in a platoon and hoping for the best; no, the Internal Army have learned that sometimes, it is choosing the right men and tools that is necessary, and sometimes this can make more of a difference than any number of men can make. Shown here is a list of the different types of troops the Internal Army fields. i)

Internal Army Troopers

The basic Internal Army soldier, the Trooper is the soldier you see on patrol with a FAMAS over his shoulder or the soldier who is arresting the robber after disarming him with the rest of his team. The Trooper is issued with the FAMAS rifle and the MP5A5, and not only form the backbone of the Internal Army but form most of the rest as well. Although having specialisations if you are a Trooper is optional, it is generally recommended by the Internal Army and many men have qualified in basic specialisations such as First Aid, Riot Control or Demolitions. They can even qualify to become Basic Marksmen, whereupon they double as Designated Marksmen when they need to.

Internal Army Snipers

Snipers are the men behind the M40A1 and M82 Barrett rifles of the Internal Army. In order to be able to apply for the Advanced Marksman qualification necessary to become a Sniper, a soldier must first complete the Basic and Intermediate Marksman courses, and then they much endure a gruelling twelve-week Advanced Marksmanship course where they are versed not only in extreme precision shooting, but also in counter-sniping and target stalking/elimination. Others are trained to become spotters, and are expected to be able to estimate the distance between the sniper and his target accurately through the use of his eye alone. Upon finishing the course, those who do well are put into M40 wielding Elimination teams; those who excel are put into M82 wielding Eradication teams. iii)

HROAF

As the name suggests, the HROAF (High Risk Operation Accomplishment Force) teams are used for ‘different’ purposes; this is shown in their training. Although not as unorthodox as the feared Knightpolice, the Internal Army HROAF teams are trained to a very high standard in accomplishing high risk missions with a small number of troops. It has distinguished itself in operations like the Myrstirei Docks Warehouses 8


assault, when Open Circle remnants took over the warehouses, and because they were rigged with explosive the HROAF were sent in quietly to take out the enemy. They use standard Internal Army weaponry, as well as some weapons of their own.

Knightpolice

Their bayonets gleam ominously in the sun as the operators pull down their Mark V Special Operations Visors designed especially for them. Pulling their rifles from their slings and flicking off the safety, the men take positions beside the door as somebody blows the C4 and they charge through the splintered door, their silence more threatening than any war cry. Aiming and firing their rifles quickly and accurately, the men mercilessly exterminate the enemy presence in the house, stabbing out with their bayonets and gunning down the armed but bewildered enemy. The Knightpolice are the most elite group of troops in the Internal Army, fielding everything from their elite operators wearing their unique helmets to customised Knightmare Frames. Given their name by the High Lord himself, the Knightpolice, although questioned for their ruthlessness, have shown that having operators who have the right to execute any operation anywhere, anytime is very important, especially in occasions when time is of the essence. Combined with the vast amount of resources under their command, this makes the Knightpolice Special Weapons and Tactics Force one of the most versatile and effective units in any internal security force today. Although civilians may claim that the mere existence of such a force is extralegal, the truth is that when it is their lives on the line there will be nothing they want more than the 9


same men they were criticising earlier; in fact, Anemonian Herald report Ayren Felondar was known to be a strong anti-Knightpolice writer; when he was kidnapped by Open Circle supporters on September 23rd, 2008, the Knightpolice immediately planned and launched what is known now as Operation Broken Circle; surrounding the facility where Mr. Felondar was being held, the Knightpolice then proceeded to launch three assaults into the building from ground level, using this as a diversion to send the main force in from the roof, saving Mr. Felondar.

Section D: Vehicles From its conception, it was obvious that the Internal Army could not simply use modified Police squad cars. The missions they undertook meant that they needed something armoured and preferably armed. The first vehicle procured especially for the Internal Army was the V-170 Commando APC. Armoured enough to withstand the AK-47s 7.62mm round, the Commando was certainly accepted by the troops of the Internal Army, but at best it was a stand-in solution until the Internal Army found the right vehicle for its uses. Eventually, after a long period of trialling, the Internal Army, backed with a lot more funding than at the beginning of their crusade for armoured vehicles, decided that instead of having one multipurpose vehicle, they would use a number of vehicles for a number of reasons and although most of the decisions made then remain standing today, the increase of vehicle roles and the minor changes that have been made that the Internal Army’s inventory of vehicles has certainly expanded since their first major purchases. Armoured Personnel Carrier: M113 APC. The M113 was one of the vehicles chosen during the initial Internal Army Vehicle Procurement Trials, and because of the fact that it fulfils its role well it has managed to stay in this role for a decade. An added plus, strangely enough, is its height; this tends to discourage people from climbing it. In additions to the standard APC variant of this vehicle, a domestically made riot control vehicle has also been obtained by the Internal Army, albeit it small numbers. The vehicle has CS gas launchers and deployable Ballistic Barriers, as well as an optional water cannon. Armoured Assault Vehicle: AMX-10RC, T-62 MBT and Leclerc MBT. This position was formerly filled by the Scorpion tank, and although it was able, the rare occasions where armoured assault vehicles were used generally required the use of bigger guns. The AMX10RC had previously been used in the Imperial Army of Anemos Major, in Armoured Reconnaissance groups, and so the Internal Army were more than happy to receive this extremely able vehicle (of course, it was upgraded). In addition, however, the Holy Empire of Anemos Major bought the Kingdom of Mayaqoo a large number of M1A1 Abrams tanks in order to re-equip its ageing tank force, and in exchange they received some T-62 tanks. Although they were scheduled to be scrapped, the Internal Army quickly took advantage of 10


this and took the T-62s. Inhabitants of Anemos Rei are now familiar with the sight of greypainted T-62s with the words “Milityr Internei” painted on the right side of their turrets; in fact, it is quite common to see them trundling in groups of three down Lord’s Avenue as a precaution to any potential criminals. They are also used to break up large demonstrations; the mere sight of a tank is normally enough to drive away even the most devoted demonstrator. In addition, with the Imperial Army of Anemos Major beginning to use the Yrdentsyr MBT, the Internal Army has received some very high end Leclerc tanks, which are all currently stationed in Anemos Rei. Patrol Vehicle: The HMMVW Multipurpose Vehicle. Although armoured vehicles are very important, a big gun or 38mm armour is not always the solution. The Internal Army quickly found that not only did the HMMVW get around faster in urban areas, it was also easier to convert and was much less imposing than a tank, convincing a criminal that if he surrendered he wouldn’t be blown to bits by a tank. The variant most commonly used in the Internal Army is the HMMVW IS2; the successor to the Internal Security Variant 1, the IS2 retains the large storage space of its predecessor, as well as its improved handling, but also mounts a pair of M240 machineguns on the back, as well as an optional M249 in the passenger seat; in this configuration, the HMMVW is a compact assault vehicle, and this configuration is also being tested by the Army. The HMMVW is the only Internal Army vehicle to mount sirens. Aerial Transport and Gunship: The UH-1 Iroquois helicopter. A timeless classic, the Iroquois was first employed by the Holy Empire of Anemos Major as the first helicopter it ever used. Serving in the 1970s as both an aerial transport and gunship, the Iroquois performed exceptionally well in the demanding environments of Inquisitorian territory. it was finally retired in 1981 in favour of newer, better helicopters but the Holy Empire of Anemos Major retained a large number of these helicopters. In 1998 the Internal Army submitted a request for these helicopters and they got them, thus giving them their first and currently only aerial capabilities (the rest of their air support comes from the Internal Air Force). The Iroquois gunship variant used by the Internal Army is exactly the same as that used by the Army three decades ago; two miniguns, two rocket pods, one cabin-mounted M60E3. In terms of usage, the Iroquois, or ‘Huey’, as it is better known, is used not only in combat operations, but by Internal Army VIP protection groups, forensics teams and Internal Army Medics. In fact, the UH-60 Blackhawk was offered to the Internal Army as a replacement for the Huey but was turned down, due to the fact that the Huey was more compact and generally more versatile; the Cayuse is being tested, and the Comanche is being considered but it is a definite fact that the Iroquois will not be completely replaced within the decade.

Section E: The Internal Army’s Mission As this report has doubtlessly mentioned countless times, the Internal Army is an internal security force. They are never present outside Anemos Major, even to protect national interests abroad; that is the job of the Armed Forces and the Inquisition, to some extent. Instead, the Internal Army protects the Anemonian homeland from threats, whether it is a bank robbery or a mass murder. Although the mission description on every official Holy Office of Internal Affairs report says that the Internal Army is made for Counter-Terrorism, Counter-Insurgency and Internal Defence, the reality is that they accomplish a lot more than that. -The Internal Army helps to gather intelligence on potential domestic problems. -The Internal Army is almost always sent to areas affected by major natural disasters to help in the recovery process. -The Internal Army protects diplomatic VIPs with the exception of ministers and heads of states, who are protected by the Army. -The Internal Army has a detachment in every major airport, aiding the Border Control officers in both keeping the airport secure and making the process of entering and leaving the country faster and smoother. -The Internal Army prevents the trafficking of illegal substances and commodities through Anemos Major, although maritime intervention is performed by the Internal Fleet of Anemos Major. -The Internal Army, strangely enough, guards the entrance to the High Popular Council of Anemos Major. As can be seen above, the Internal Army is an invaluable asset to its country and through its actions, many people have been helped or even saved. The presence of the Grey Riflemen can accomplish things both the Metropolitan Police and Armed Forces cannot, and their familiarity with the urban environment is an invaluable asset to national defence. Their adaptability and strength is reflected in the wide range of specialised troops they have, including, of course, the widely feared Knightpolice.

In the years to come, the Imperial Internal Army of Anemos Major shall remain the most potent asset of the Holy Office of Internal Affairs, and the first and last line of Anemos Major’s domestic defences. Army.
