WELCOME TO OUR FIRST PROGRESS UPDATE FOR 2020! It takes a big team effort from all over the business to help bring the Ōwairaka neighbourhood development to life, and you may recognise a few of us in this edition’s cover image. Recently, we’ve been enjoying reconnecting with the community during Level 2, and coming up with new ways to support and communicate with everyone safely. ŌWAIRAKA INFO DAY WRAP UP The last Information Day of 2019 was another great success with plenty of locals dropping in for a chat and to take part in some fun end-of-year activities. Over the course of the day, our development team updated visitors on the changes happening in their neighbourhood, listened to feedback and answered questions along the way. Visitors were kept well fed with Friends of the School’s ‘make your own sandwich’ stall and the kids-run Fairy Cafe, which served coffee and homemade lemonade.

Locals rolled up their sleeves to pitch in with native seed planting and community garden activities, as well as getting up close and personal with reptiles, amphibians, insects and spiders thanks to Hands on Creatures. A construction play space and sandpit kept budding builders occupied, and students from Ōwairaka School also had the chance to compete in a competition called ‘create your own whare’. Congratulations to the three joint winners who all received Toyco vouchers for their efforts. Well done boys!

CONSTRUCTION IN YOUR NEIGHBOURHOOD Here’s what you need to know: Our civil alliance partner is Piritahi. Their job is to prepare the land in our development neighbourhoods to build and live on which includes relocating or demolishing old state houses, remediating land, working on roads and footpaths, and preparing underground networks for things like gas, power, water supply, stormwater and wastewater.

We know that some of this work can be disruptive to people living in our development neighbourhoods. Here are some of the activities Piritahi is undertaking in your neighbourhood, and the active measures they are taking to reduce the impact of this work on the community.

Noise

Piritahi is actively monitoring noise in the neighbourhood. The Piritahi team’s work often involves operating heavy machinery which can generate a lot of noise, particularly in suburbs built on hard rock like basalt. Piritahi has a duty to avoid unreasonable noise and take practical measures to ensure it doesn’t exceed reasonable noise levels. Whenever possible, Piritahi opts for methods that cause the least amount of noise. This might mean using noisier equipment for a much shorter time, or quieter equipment for a longer time, depending on the task.

Vibration can be caused by truck movements and the use of heavy machinery. Piritahi regularly monitors vibration levels to ensure they remain within consented limits. Kāinga Ora is working on a community house at 93 Richardson Road, which will be available to residents as a quiet place in the event of significant disruption to their property.

Dust

Traffic

Dust on construction sites can be a challenge during the dry summer months. Piritahi monitors dust levels beyond their site boundaries and uses water to prevent dust from spreading where possible. All construction sites are regularly inspected by Auckland Council to ensure they are meeting strict environmental management standards, including those around the transfer of dust.

Piritahi always works within approved traffic management plans to keep motorists, pedestrians and workers safe and keep the roads operating as efficiently as possible during construction. Traffic management plans will often require traffic layout changes on or near construction sites. These changes can include lane closures, stop/go controls or temporary traffic lights. We also provide contractor parking to keep street parking available for locals.

STORMWATER UPGRADES IN ŌWAIRAKA Piritahi began working on a dedicated stormwater network for Ōwairaka in November last year. You may have already noticed Piritahi workers in the neighbourhood rock breaking, digging trenches and excavating parts of the roadway. Their work involves separating the old, combined network by installing new stormwater pipes underground and upgrading the existing pipeline to carry only wastewater in future. This project will reduce wastewater overflows into Oakley Creek and reduce the risk of pipeline failure, helping to improve environmental quality and public health. Work is currently underway on Hendon Ave, Range View Road, Stewart Road, and in Alan Wood Reserve. In the coming months, works will move onto Dunkirk and Alamein Terraces, and parts of Hargest Crescent and Cassino Terrace. While work is underway, traffic layout changes will be in place under approved plans. This currently includes a partial closure of Hendon Ave, Range View Road and Stewart Road so that Piritahi can undertake their work safely and efficiently. Due to recent COVID-19 delays, the traffic management plan currently in place has been extended until September 6. As works and associated traffic management progresses, information on any detour routes will be shared with residents most affected by this, closer to the time. The installation of pipelines is a major operation which causes construction noise and vibration, and Piritahi always aims to keep disruption to a minimum. Construction activity will also always be fenced off for the safety of our workers and the public.

UPDATE: HOUSE REMOVALS We recently recommenced the removal of old state houses as part of Stage 2 of the development. Piritahi is managing this work. All houses are assessed for the viability to relocate or deconstruct for materials to be repurposed. Where neither is possible, we opt for demolition to clear the site and divert as much as possible from landfill.

What does this involve? Asbestos removal: Houses are first cleared of asbestos. To ensure safe practices, we use specialist contractors and work within Worksafe NZ guidelines to do this. You may notice workers wearing protective clothing and masks, hoses being used to keep materials damp, and trailers designed to securely transport materials for disposal. This process generally takes two days, depending on the size of the house. House removal: Houses are then removed and the site cleared. Trucks, diggers and similar machinery is used during this process which usually lasts a few days. Land remediation: Land remediation follows to make the land safe to build and live on. Sometimes soil can contain small amounts of asbestos or lead from old building materials commonly used in the past, and to be extra safe we remove this as a precaution. Infrastructure within the site is then upgraded, prior to new homes being built.

EMPLOYMENT OPPORTUNITIES WITH CONSTRUCTION PLUS Are you or your whānau looking for employment? Have you been involved in training or work experience within construction or a similar industry? Construction Plus is a Kāinga Ora community and economic development programme that connects local communities impacted by development to sustainable education, training, employment and industry opportunities. The programme utilises a variety of tools to determine an individual’s motivation, their social and economic wellbeing, and their employability and work readiness. A pathway plan into employment is then created, which is supported and monitored by a coach. OUR COMMUNITY HUB IS COMING! Prior to Alert Level 4, the Ōwairaka Development team created a temporary Community Hub and other facilities on the corner of Richardson Road and Range View Road – which is where you’ll also find the relocated Info Cube.

Initially, this space will be home to a Community House,VIEW the Info Cube, a coffeeView truck and an outdoor RANGE ROAD - Street gathering space. Over time, we hope to include small markets and display show homes advertising

future development opportunities. Our goal is to provide a gathering place to share information, foster community-led activity, and attract pop-up retail opportunities for local businesses. We’re very excited to launch this amazing community space, and are looking forward to opening the doors when COVID-19 restrictions allow. In the meantime, keep an eye on our Facebook page and website for updates!

COMMUNITY GARDEN HONEY

91 & 93 Richardson Road | Owairaka Community House | January 30, 2020

While we were stuck inside, our Ōwairaka Neighbourhood Community Garden honeybees were hard at work making beautiful ‘Ōwairaka made’ honey! Our dedicated local beekeepers recently harvested 25 kilos of delicious honey, which will be distributed around the neighbourhood soon - just in time for a cup of milo and honey toast as the winter cold sets in! We will also donate some jars to Ōwairaka School’s Garden to Table programme and the Pataka Kai booth at the garden. Interest in growing food has been at an all-time high in the

neighbourhood with the onset of COVID-19. People have been able to help themselves to fresh, healthy food from the garden during this time and many have said it was a real help to be able to do this. We are looking forward to supporting more people to grow their own food in the neighbourhood, so keep an eye out for workshops both online, and when possible, at our neighbourhood garden site.

MEET ANTONIA VAI PLACEMAKING ADVISOR FOR ŌWAIRAKA/ ROSKILL SOUTH

What does your role involve? Put simply, I work with the community to regenerate their local spaces. This might involve supporting the creation of communal vegetable gardens, or engaging with locals about underutilised green spaces and parks and working together to bring more people into them. Ultimately, it’s about helping make our new developments more homely, liveable and welcoming for all. What do you enjoy most about your role? It’s a bit hard to say right now, I pretty much just walked in the door and then we went into lockdown! I’m really excited to start engaging with the community and developing a stronger understanding of their needs so that I can better support them at a local level.

What’s the best part about the Roskill community? Are you a Roskill local? I’m from the West, however I have family who grew up in the Roskill area, so I have many amazing childhood memories here, especially along Hendon Ave and May Road. Like many other communities, the best thing about Roskill is its people. There are a wide range of cultures and ethnicities and they all work together and support one another. Tell us about your bubble and what you have enjoyed during this time, what have you learnt? It was hard adjusting to working from home full-time, but in the end I enjoyed my bubble - it taught me about finding that work-life balance and also to treasure moments with your whānau more.

I have definitely missed seeing and kissing my nieces and nephews! What is your future vision of Roskill? What’s your hope for this community? It’s not about my vision, but the vision of the people in this community because they make Ōwairaka what it is. I have much to learn, but I hope I can support and create opportunities for positive community engagement so that we continue to ensure locals are involved in decision making that shapes the future of their neighbourhood. What’s your favourite thing to do outside of the office? It would have to be chilling, either with friends or family, or hanging out at the beach!
