Welcome to the 20th Edition of our magazine. This issue coincides with the International New Year and the 38th Anniversary of the founding of the Lao People’s Democratic Republic. Lao Airlines is also approaching the 38th Anniversary of its inaugural flight, when on 19 January 1976; Flight AN-26 XW-TCD flew from Vientiane to Pakse, piloted by Sounthala Ketkham and a combined Lao and Soviet crew. That special date is considered the birthday of Lao Airlines. Initially, Lao Airlines used old aircraft such as DC-3, AN-2, AN-24 and MI-8. As the company expanded and consolidated its position, more modern aircraft were introduced into the fleet. Gradually, a new generation of planes, such as the ATR42-200, ATR72-200A, MA60 and ATR72-500/600 were pressed into service. More recently, Lao Airlines upgraded its fleet with the induction of the modern Airbus 320 (A320-200). This progressive achievement has not always been appreciated from the outside when one considers that the company first started with a few old aircraft. However, over the years, thanks to the close guidance of the Party and the Government, much effort has gone into making Lao Airlines an established carrier in the region. Aircraft have been added and overall services have been improved. Past situations and the lessons that we have learned from them have given us invaluable experience. We are on the flight path to being an airline of choice in the ASEAN Economic Community. On the upcoming auspicious occasion, the Lao Airlines management team would like to convey our best wishes to leaders of the Party and Government and our valuable customers for their trust and patronage and hope that all their dreams come true.

Welcome to the 20th issue of Champa Holidays magazine for December 2013 and January 2014. As we enter the high season for visitor arrivals to the Lao PDR, we also prepare to welcome in the New Year. This is the time of the year when so many exciting things happen and we look expectantly to what the coming year will bring. One thing that we do know is that the New Year will bring

a new look to our magazine. For a start, we have increased the number of pages from 76 to 84. We are also introducing a travel guide to the lesser-known provinces of Laos.

The fourth Luang Prabang Film Festival is being held in the second week of December. To celebrate film making in Laos, our cover story includes an exclusive interview with Gabriel Kuperman the director of the festival, and discussions with two leading film production companies. There is also a story on the dwindling numbers of stand-alone cinemas in some countries of the region. We hope that the curtain won’t come down on this story.

Communities in the four provinces of Luang Namtha, Khammuane, Bolikhamxay and Xieng Khuang that were selected for the Community Based Tourism Project took part in a meeting aimed at exchanging experiences and learning about the implementation and development of community based tourism in different target areas. In keeping with the 2013 World’s Best Destination Award, the meeting also served to promote and strengthen the quality of tourism in Laos, especially in preparation for the onset of the ASEAN Economic Community in 2015.

In his address to the participants, Mr Thaviphet Oula, Deputy Director General, Tourism Development Department, Ministry of Information, Culture and Tourism said, “The three-year US$ 3.3 million Community Based Tourism Project which is funded by the Government of New Zealand will end in 2014. The project is currently being implemented in some selected communities in Luang Namtha, Khammuane, Bolikhamxay and Xieng Khuang.” Mr Thaviphet is also project manager for the Community Based Tourism Project. Activities aimed at promoting community participatory tourism using local strengths and attractions, building local capacity, developing tourism sustainably while generating income for rural communities were implemented in pilot communities. Assistance was also provided for developing handicrafts, building community lodges, improving tourism attractions etc., while promoting the preservation of local culture and sustainable use of local natural resources.

MMG Lane Xang Minerals Limited is an open-pit copper and gold mining operation in Sepon, Vilabuly District, Savannakhet Province in southern Laos. Over the last ten years the company extracted about 550,000 tons of copper and 1.25 million tons of gold. Taxes paid totalled $800 million making MMG Lane Xang Minerals Limited the highest tax payer in the country. The gold project will be completed by 2014. So, what’s next for MMG Lane Xang Minerals Limited in its gold production? “MMG Lane Xang Minerals Limited is currently carrying out a feasibility study to expand the Gold Project’s lifespan as the current exploration is expected to be finished by 2014. The company is therefore looking to see whether it would be viable to go deeper for underground gold mining. This requires a much higher investment in plant modification and adjustment. The company is nevertheless conducting an Environmental and Social Impact Assessment (ESIA) in order to formulate a risk reduction plan and identify different options for efficient gold processing,” said Mr Saman
Aneka, Director of MMG Lane Xang Minerals Limited and Coordinator for Stakeholder Relations. “In parallel with the new underground gold option, MMG Lane Xang Minerals Limited will also continue to explore new gold ore sites in order to extend the project’s life as long as possible,” Mr Aneka added.

Let’s discover the wild north-west of Laos, a remote area surrounded by China, Myanmar and Thailand. This is one of the most exciting motorbike trails in Laos. The trip is sensational and all you need is a free spirit and a sense of adventure. The slippery and rocky dirt roads will leave you exhausted, yet so exhilarated. From Luang Prabang I reached Luang Namtha after an overnight stay in Oudomxai and a stop in Boten, a city on the border with China. Designated a Special Economic Zone, Boten became, for a short period, a gambling town, the mecca of vice. Big plans led to a big name - Boten Golden City - but its excesses killed it. With a couple of hotels still open but no costumers, Boten is today a ghost town.

Back to the dramatic routes twisting sinuously through jungles, paddy fields, mountains and karsts and onwards to Muang Sing. The town itself is reasonably attractive with many large wooden houses built in the decorative Tai Lue style. It is popular with visitors for its gorgeous scenery, relaxed atmosphere, and especially, its many ethnic minority groups. After a refreshing dip in the Nam Keo Waterfall, I ride on a remote stretch of the Mekong to Xieng Kok, a rowdy frontier town on the border with Myanmar. The town consists primarily of wooden houses and bamboo shacks along the river.

The scenery of the upper Mekong from Xieng Kok to Muang Meung is fantastic. The river is narrow, fast-flowing and studded with islets of craggy stone. The region’s remoteness gives it a real wilderness feel. Over an exciting 30 km dirt road in the jungle, along the mysterious Mekong, I head for the infamous Golden Triangle before ending up in Houei Xai, the capital of Bokeo province. Here the Mekong River forms the border with Thailand.

I prayed to God that it wouldn’t rain. Dust in the throat was preferable to mud in the mouth for the ride to the Thai border and the city of Muang Ngeun. Finally, I reached a paved road and continued to Hongsa through teak forests. I needed all my off-road riding skills over the most challenging terrain in northern Laos. Muddy and bumpy dirt roads, rugged landscape with forested mountains and crossing the Mekong several times made my day. I finally left the Lao jungle for the soothing heritage city of Luang Prabang.

For the 20th edition of Champa Holidays, we visited three key places in Vientiane to discover the intricacies of silk in Laos, where traditional ways of manufacture, could bring more wealth than factory-produced goods. Houey Hong Vocational Training Centre was established in 1998, with Japanese support, to provide vocational training and employment for disavantaged women. Here they learn weaving, dyeing, tailoring, and very importantly, small business skills.

The Centre epitomises not just the reality of the silk craft in Laos but of traditional industries worldwide. Here, weavers work at their own rhythm, while the rhythm of the market place dictates the lives of the workers in the factories of the world. The act of weaving

Hansana Sisane, President of the Lao Handicrafts Association and owner of the Lao Textile Museum is well aware of the cultural value of Laos’ weaving history and has been collecting traditional products in many patterns and styles to ensure their preservation. At the museum, there are more than 1,000 fabrics from Hua Phan, Xieng Khuang, Luang Prabang, Vientiane and Attapeu, some of them dating back 200 years. Conserving Lao traditional textiles though, does not entail locking them up in a museum, but also transferring weaving knowledge to younger

Natural dye : INDIGO Natural dyes are extracted from a variety of plants and minerals of which there are approximately 500 species of plants yielding approximately 80 different colours. Indigo is not necessarily a plant but a property of many plants. In Laos, indigofera tinctoria – Khaam leaves are mixed with lime, to act as a reductive agent. Reduction converts indigo into ”white indigo” (leuco-indigo). When a soaked fabric is removed from the vat, the white indigo quickly combines with oxygen in the air and reverts to the insoluble, intensely coloured indigo.

That’s why he strongly encourages people to acquire commercial skills and register business units. A great example of a successful weaving company is Phaeng Mai Gallery. Founded by Mrs Phaeng Nanthavongdouangsy and her two daughters, Kongthong and Viengkham, the gallery produces textiles to meet international standards. Like the founders of the Houey Hong Vocational Training Centre, Ms Viengkham believes in empowering women through vocational training, conservation of ancient skills and high quality work. This does make a difference in world markets. Ms Viengkham’s insistence on perfection and her desire to match international standards shows clearly in what is displayed in the Gallery. Phaeng Mai accommodates 100 well-trained weavers; it recently provided silk bags to a global perfume brand. Discerning Japanese customers order handmade kimo-
nos because they are sure of the high quality produced here and understand that Lao weaving is rich in added skills. Phaeng Mai produces exclusive designs in three main styles; traditional, contemporary, and fine art. Traditional designs convey the folk tales, poems and beliefs that have been passed down for generations through the choice of patterns and colors. With more than 49 ethnic groups, there’s a wide array of designs available. Contemporary are designs responding to the international market. Fine Art is a range of products, made in collaboration with overseas designers. When I asked her if she thought silk weaving should remain traditional or adjust to a market oriented economy, Ms Viengham answered confidently, ”We shouldn’t bow to business competition and yield to artificial silk and machine weaving. ”Travel, cultural impressions and diversity experienced on different trips inspires me to design unique and distinctive clothing” Nithaya Somsanith a well-known designer was born in Laos, but grew up in France. Speaking to Champa Holidays, he said that while participating in a Thai textile fashion show organized in honour of the Thai queen he decided to take the opportunity to visit the land of his birth. During a visit last September, he displayed a collection of his Lao silk designs at the Lao Plaza Hotel. This was enthusiastically received by the silk and fashion industries. In early November 2013 he also designed silk dresses for the Lao Silk Fashion Show held during the National Handicrafts Festival at Lao ITECC. Champa Holiday Magazine is therefore proud to present a collection of Nithaya’s beautiful and creative designs. Based on his experiences, mainly in France, he says that designs should be modern, simple to wear and meet international design standards. Then, not only Lao but also foreign customers will be attracted to a designer’s work. However, he emphasized, that Lao authenticity must be maintained in patterns and in styles. Cotton and silk products, designed by Lao professionals, are already known for their distinctive and of high standards, he added. On 28 December 2013, the French Embassy in Laos will host at the National Cultural Hall, a collection of Nithaya’s designs as part of the French Week.

The festival will present 28 feature films showcasing Southeast Asian cinema. These have been selected by film experts from around the region. With the inclusion of Brunei’s first feature-length film, this is the first time the festival represents the film industry of every ASEAN country. The films span many genres, and are produced by film makers from within and outside the region. All films are in their native language with English subtitles, and in many cases, Q & A sessions with the directors will follow the screenings.

Stitching Our Stories: A Community Research Project Stitching¬ Our Stories: A Community Research Project was launched in October 2012 through a partnership of Photo Forward, an international media arts programme and the Traditional Arts and Ethnology Centre, a private museum in Luang Prabang. This trail-blazing project gets ethnic Lao women to use photography, digital video, and community research to explore their unique cultural heritage, the vital social roles they play, and the often-seismic impact that modernization is having on traditional beliefs and practices.

Our Lives on Film In September of 2013, the LPFF held a nine-day documentary making workshop in Vientiane called ”Our Lives on Film” conducted by HUMA (Humanitarian Media Agency), and funded by The Asia Foundation. This allowed Lao filmmakers to learn more about the craft of non-fiction filmmaking.
The film premiering at the LPFF assembles four documentary shorts shot by the projects’ filmmakers Bao Song, Pasong Lee, Sia Yao, and Ma Ying. These examine the intricate artistry of Hmong batik and embroidery and the roles of shamans in their communities. The film includes an introduction by the project organizers and interviews with the filmmakers.

Best Short Films from the 3rd Vientianale Founded in 2009, the Vientianale is a communitybased film festival held in Vientiane, that features a wide range of Lao and international films, including full-length movies, short films, documentaries and animations. Like the LPFF, one of the main goals of the Vientianale is to support and promote Lao cinema and filmmakers. This year the theme was “dreams” and a selection of the best shorts will be screened.

ChopShots Documentary Film Festival Southeast Asia ”ChopShots” is a new festival organized by DocNet, Southeast Asia, in Jakarta, Indonesia. It showcases the best new independent documentary films from across the region and beyond. To truly reach out to Southeast Asian audiences, the festival sends a best-of-selection range of films on a festival tour through neighbouring countries. This travelling component of the festival ensures that not only do the stories come from all across Asia, but that audiences will also be able to see films by, and about their neighbours – a truly Southeast Asian experience! This unique feature of ”ChopShots” is that it aims to foster cross-cultural understanding by bridging Southeast Asia’s diverse ethnic communities and peoples through the art of moving images and a selection of the best shorts will be screened.

The Southeast Asia Movie Theater Project Under the supervision of (the) LPFF, the Southeast Asia Movie Theater Project chronicles the architecture and atmosphere of Southeast Asia’s last stand-alone cinema halls. Since its inception in 2008, the project has documented more than 200 such cinemas across Laos, Thailand, and Myanmar, with the aim of creating a photographic archive of this rapidly disappearing 20th century popular cultural venue. The goal of this project is to cultivate an appreciation for stand-alone movie houses in Southeast Asia, and to ensure that if none are preserved, that there will at least be a high quality record of their existence. My Mother’s Wedding Movie Poster Designs Earlier this year, the LPFF asked regional artists to submit their design for a fictional film called My Mother’s Wedding. Since the film was not actually being made, and there was no script, the designers had to think what the film could be about, and then design its poster. The top ten designs will be displayed, and festival visitors are invited to vote on the poster that deserves the grand prize of $750!
Philip Jablon, the project’s founder will talk about the project in detail and the theatres he has documented.

American Gabriel Kuperman fell in love with Luang Prabang on his first visit in 2008. Moving there a year later he approached the Department of Cinema about setting up a film festival. When the project went through, he was appointed its director. The rest is history. What prompted you to start the Luang Prabang Film Festival?
It was quickly apparent to me that the industry I loved back home just didn’t exist here. Lao people were (and to an extent, still are) reliant on foreign media, particularly from Thailand. I wanted to start a project that would encourage them to produce their own film content. What are the challenges for a film festival here?
Adequate funding is always our biggest struggle. The film industry is only just emerging here, local companies are still wary of investing in it. There are also the many challenges of hosting a film festival in a town that has no cinemas, but finding solutions helps make our festival special. We set up huge open-air theaters and smaller ones in resorts, so we truly embed our activities in the community. Do you think that Lao cinema has a bright future?

with a younger generation of filmmakers interested in breaking moulds, we will see more unique storylines that challenge people to think about current issues and the struggles Lao people face. What can cinema bring to this country?
Cinema is an important vehicle for creative expression, but film production is also good for the economy. This is especially the case for bigger budget films with foreign teams coming in to work with local crews. Filmmaking can be very costly, and many of the funds go towards local goods and services not directly related to filmmaking. Long-term, it’s great to encourage foreign productions to shoot here so Laos can develop more skilled workers, but the immediate revenue certainly helps local people in the short term. How does the film festival work to build the local industry?
The most obvious way is through our educational activities. Each year, we have at least one major workshop that directly trains local filmmakers. In 2012, with US Embassy funding, we organized a workshop on producing public service announcements and earlier this year there was a contest on intellectual property rights. In September, LPFF held a workshop on making documentaries called ”Our Lives on Film” where Lao filmmakers learned more about non-fiction filmmaking. These types of activities have a big impact on the participants, especially as they give them the opportunity to gain skills useful in making money from filmmaking. This helps finance their artistic projects.

By the mid-twentieth century, the countries of mainland Southeast Asia had all developed a strong affinity for the movies. Every sizeable town had at least one theater around which social life revolved. These were built in an eclectic range of architectural designs, often adapted to local tastes and conditions.

Sadly, by the end of the century, the theater had gone from being central to a community, to a footnote in local history. Hundreds of them, large and small, went out of business across the region. Many were demolished without a thought, while others were left to slowly decay under tropical skies.

Today, the remaining ‘stand-alone’ movie theaters of the region are being photographed and archived as part of the ”Southeast Asia Movie Theater Project” under the supervision of the Luang Prabang Film Festival. The project’s creator, American-born Philip Jablon, has traveled from town to town in Laos, Myanmar, and Thailand documenting the architecture and atmosphere of these entertainment landmarks, hoping to stimulate thought about the role movie theaters once played in the communities they served, and how they can be adapted to current needs. The primary medium for displaying the project’s research and photography has been through a blog (www.seatheater.blogspot.com), but it has also been featured online, in journals and newspapers and through exhibitions. Till date, SEAMTP photographs have been exhibited across Asia and the United States, including at the 2011 Busan International Film Festival and the Jim Thompson Art Center. The project’s progress is an ongoing fixture at each year’s LPFF. You can explore the new exhibits at the Visitor Center during the festival.

The Vieng Samay Theater, Vientiane, Laos It takes little more than a glance at the facade to understand the place of the old Vieng Samay Theater in Vientiane’s history. From the rusting marquee, to the faded, trilingual letters of the roof-top sign, there is visible evidence of the building’s past life. The theater dates to the late 1950’s, a legacy of the first years of American economic and technical ‘assistance’ to Laos during the Cold War era. As a palimpsest on Vientiane’s urban landscape, it is a critical piece of the city’s social past.

Oudomxay Town
The Lao-Viet Cultural Hall of Friendship, Oudomxay, Lao PDR The Lao-Viet Cultural Hall of Friendship (Lao Viet Mithrapap) was a gift from the Vietnamese government to the city of Oudomxay. This testament to Sovietera functionalist design opened its doors in 1981, screening a mix of Soviet, Vietnamese and Indian films dubbed in Lao. It has been out of commission as a movie theater since the early 1990’s though various other events have taken place over the years. Today, its grounds are used as a youth activities and education center.

The Nakorn Non Rama, Nonthaburi, Thailand Bangkok once teemed with double-feature movie theaters. Now, those numbers have dwindled to a handful. Almost gone are the days when people could go to the neighborhood movie house and while away an afternoon watching two movies for the price of one. By the 1990’s, new shopping malls had their own theaters. Despite the trend, the Nakorn Non Rama stands firm. Reasonable ticket prices and a stay-all-day policy have ensured the old theater still turns a profit. Hopefully, this will continue into the future. If you are in Bangkok, spend an afternoon at the Nakorn Non Rama. Between movies, hang out in the open-air foyer. You’ll see much more than just a movie.

The Thida Cinema, Yangon, Myanmar A blast of colour towers above as you approach the Thida Cinema on Upper Kyeemyin Daing Road. At 10 AM on a Sunday, the staff was busy preparing for its first screening of the day. A crowd of young and old movie-goers waited quietly in the lobby for the auditorium doors to open. Several young men responsible for security at the theater were reluctant to allow photographs of anything but the exterior but eased up when the manager arrived. Thida is the Burmese name for Sita, the wife of Rama from the Hindu epic Ramayana. The Ramayana has long been performed as a play throughout the Theravada Buddhist world. The choice of naming a movie theater after one of the story’s chief protagonists links this ancient artistic tradition with the modern art of motion pictures, even though the coming of cinema has put countless Ramayana troupes out of work.

>> CHALLENGES OF FILM MAKING IN LAOS Lao cinema is acquiring its own distinctive shape on the Southeast Asian film scene despite many difficulties. A discussion with two major production companies sheds light on the hopes and challenges faced by cinema professionals in Laos nowadays.

What challenges does a production company in Laos face?
Anysay: Everything. The clients’ vision and how they value media work. Equipment costs a fortune. We don’t have constant work, so sometimes, no return on investment. Film making in Laos is a small market with lots of competition. Amatha: Also, there are only two movie theatres in the whole country!
LAO NEW WAVE CINEMA ”Lao New Wave Cinema” was founded by a collective of young film makers in 2011 when Anysay Keola, director of the Lao thriller At the Horizon, assembled a crew from contacts he had made on the internet, to shoot his first movie without any budget. Champa Holidays spoke to him and one of the co-founders, Amatha Ier. What new projects are you currently working on?
Anysay: Mostly our endeavours will be movies. We have three upcoming projects now, in pre-production phase. Heartland People is a Laos-New Zealand co-production. We also have a Lao-Thai co-production drama about the intricate relationship between the two countries. Vientiane in Love was inspired by the concept of the French movie Paris je t’aime – short love stories shot in one iconic city.
Do you have any fun memories of shooting in Laos that you could share with us?
Amatha: We have lots of fun every time we are on shoot. When filming our comedy Huk Aum Lum last year it was really difficult for the Lao crew to keep their positions because they were laughing so hard all the time. Anysay: I don’t laugh that much when it’s on my set. I have to feel responsible. At the end of the shoot, I see the whole picture, how everyone stayed up late together and how committed we all were. Do you think Lao cinema has a bright future?
Anysay: Yes, but maybe not so bright. New technologies will bring about great structural changes. I have heard about this big, new studio in Thailand, ”Kantana”. They have just launched a project called “Community Theatre”, which I believe could be a great factor of evolution. They encourage low budget cinema by building small theatres that host about 20 people in one room, with very cheap tickets of around 30 baht. With at least 100 theatres of that type in Laos, the cinema industry could really grow. ”Kantana” is eager to find a co-investor in each Southeast Asian country. So we need a Lao investor here...

How did Lao Art Media start?
The company started from the passion that I’ve always had for film. In 1979, I started working as the Assistant to the Director of the Cinematographic Department of the Ministry of Information and Culture. I was sent to study film in the Ukraine from 1983 to 1989, eventually becoming the Deputy Director of the Film Archive in Laos. Then in 2000, along with Douangmany Soliphanh, my colleague and close friend, I took the bold step of starting the first film production company in the country - Lao Art Media. Can you name one or two endeavours that you are really proud of?
Of course, the specific Lao Art Media projects that really stand out for me are Sabaidee Luang Prabang,, which is the first commercial Lao romance or drama that we have seen since the revolution, and my debut film Only Love . Also, I am proud of the new talents we have at Lao Art Media, especially Mattie Do (director of the horror movie Chanthaly), who is the first woman to push Lao films to an international audience.

What’s challenging for a film maker in Laos?
Often, we spend a lot of time training new crew members, editors, grips, electricians and technicians. Then they lose interest and leave or try to find work on their own. This leads to staff shortages. Another hurdle is that Laos doesn’t have professional actors. When we have a project, we advertise for a cast or contact the people we’ve worked with before on stage events, concerts, music videos, photos, etc. It’s very difficult. We choose an amateur actor, train and instil in them the importance and responsibility of their work. Acting isn’t a glamorous job; it is hard work like any other.

Xieng Khouang Province Tham Pha & Nong Tang Lake
Xieng Khouang is more than just the Plain of Jars. Its unique landscape includes a high plateau, rolling hills, mountains and valleys. Home to the country’s highest mountain, Phu Bia, it also has several geothermal springs. In many parts of the province, the tragic legacies of the war still remain.
The massive Buddha statue at the entrance is believed to be over 1,200 years old. Inside the cave are dozens of images said to have been hidden away
Khoun: The Old Phuan Kingdom Muang Phuan was once a centre of grand Buddhist art and architecture. In Vat Phiawat the huge sitting Buddha dates back to the 16th century.
Jar Site 1, Site 2 and Site 3 Though only a few jars took direct hits, the bomb craters and trenches are reminders of the province’s turbulent past. Archaeologists are still undecided on how these jars got there.

End your day? sted vessels, rowing boats -and maybe even a coracle or two - floating downstream, then stroll further along Sisowath Quay until you reach the small boat dock. From here take an hour’s boat ride along the Tonle Sap River for picturesque views of the Royal Palace and Phnom Penh’s distinctive skyline.

Lao Airlines contributed to the preservation of Lao culture by supporting the organisation of the Vientiane Boat Racing Festival which is held each year at the end of Buddhist Lent. On 10 October 2013, Mr Saleum Tayalath, Deputy Director General of Lao Airlines, handed over 52.7 million kip to Vice Mayor of Vientiane, Mr Saythong Keoduangdy at the Vientiane Administration Office, as a contribution towards staging the event.

Lao Airlines made a donation towards relief efforts for the flood victims in the southern provinces in Laos. At the Government Office, on 10 September 2013, Mr Somsamay Visounalath, Deputy Director of Lao Airlines handed over 30 million kip to Lt.General Duangchay Phichit, Deputy Prime Minister, Minister of National Defense and also Chairman of National Disaster Management Committee.

EUROPEAN CHAMBERS OF COMMERCE RECEPTION The European Chambers of Commerce (ECCIL) held a reception in Vientiane on 9 October 2013 in honour of visiting UK trade envoy, Lord David Puttnam. Lord Puttnam was in the Lao PDR to showcase the strengths of the United Kingdom as a trade and investment partner. Around 80 guests from the business world in the Lao PDR were present. ECCIL President, Guy Apovy, opened the event by introducing the guest of honour. In his keynote speech, Lord Puttnam spoke of British excellence and the European Union as a funding partner. Lord Puttnam said, “I cannot think of a better place to invest in than the development of the Lao PDR.” British investors in the country currently include Imperial Tobacco (a joint venture with Lao Tobacco), Standard Chartered Bank, KPMG, Tate and Lyle and brands such as Land Rover and JCB represented by the RMA Group. Following the reopening of the British Embassy earlier this year, the UK wants to encourage more British investors to come to the Lao PDR, and vice versa. Lao Airlines gives special discounts to all ECCIL members.
ABOUT LORD DAVID PUTNAM Lord David Puttnam is an acclaimed film producer. In a career spanning 30 years, his films, which include Chariots of Fire, The Killing Fields and Midnight Express have won 10 Oscars, 25 BAFTA’s and the Palme d’Or. With more than 40 honorary degrees, he retired from film production in 1998 to focus on public policy, especially in the fields of education, the environment and the creative and communications industries. During his visit to Vientiane, Lord Puttnam took part in a master class for young film makers, sharing his experiences with a rapt audience.
