“Edmundo Ho falou com satisfação da forma como se comportaram os portugueses e da herança que cá deixaram”
“Os
media portugueses e Macau” Fátima Campos Ferreira
Durante dois dias (2 e 3 de Março) e organizadas pelo IIM, decorreram em Macau as sessões do Seminário “Os media portugueses e Macau”, de que foram protagonistas três dos mais credenciados profissionais da informação em Portugal, Mário Bettencourt Resendes, Fátima Campos Ferreira e Carlos Cáceres Monteiro. As várias sessões do Seminário foram frequentadas e participadas por muitas personalidades da comunidade portuguesa, com destaque para os jornalistas locais, que animaram os debates. A primeira sessão foi protagonizada por Fátima Campos Ferreira, apresentadora e coordenadora de programas da maior audiência da actualidade nacional e internacional da RTP e também professora universitária nas áreas do Jornalismo e da História. Dissertando sobre o tema “Telecracia – a sedução da Televisão”, a mediática apresentadora da RPT fez a dissecação implacável de uma comunicação social sujeita a inúmeras vicissitudes e pressões, sobretudo dos “muitos lobbies de interesses de vários sectores – não só económicos mas de outros, como a justiça – que hoje pressionam os meios de comunicação através dos grupos económicos”. Carlos Cáceres Monteiro falou da “Europa e a Ásia face ao novo papel dos EUA como potência mundial”. Director da “Visão” e analista político da RTP, SIC e SIC/Notícias,
que tem conhecido êxitos editoriais relacionados com o Extremo Oriente, Cáceres Monteiro denunciou o obscurecimento da Ásia-Pacífico pelo excessivo protagonismo dos EUA como potência unipolar, que considerou absurdo pela enorme importância geoestratégica e política da Ásia. Ex-Director do “Diário de Notícias” e actual Director-Geral de Publicações Luso-Mundo Media, Mário Bettencourt Resendes abordou o problema da “Batalha da credibilidade”. Profissional com larga experiência internacional ligada ao Conselho da Europa, ao Centro Europeu de Jornalismo, à Comissão Europeia e ao World Economic Forum de Davos, Bettencourt Resendes falou de um jornalismo livre e independente que encontrou o seu ícone moderno nos repórteres da Guerra do Vietname. Prosseguindo na análise da evolução do fenómeno informativo, em que se “subvalorizam critérios de rigor e de dupla confirmação de informação” e em que a “Internet acelerou o ritmo e multiplicou até ao infinito as fontes da informação, complicando a verificação da sua credibilidade”, Bettencourt Resendes defendeu a “auto-regulação” como a “melhor forma de prevenir tentações por parte dos poderes políticos”.
O debate sobre “Os media portugueses e Macau”, em que intervieram os três jornalistas e que foi coordenado pelo jornalista José Rocha Dinis, provocou animadas intervenções e solicitações de respostas aos convidados. Mas, quer Bettencourt Resendes quer Fátima Campos Ferreira consideraram normal o fluxo informativo sobre Macau na imprensa portuguesa, quer pela ausência de factos suficientemente negativos para que se justifique uma notícia quer porque a informação publicada tem dado conta suficiente da evolução da realidade de Macau, do sucesso dos primeiros anos da RAEM. Para Bettencourt Resendes, agora “há que saber vender Macau, fazer passar as mensagens, pois hoje em dia todas as instituições têm profissionais de comunicação a trabalharem para esse efeito”. Fátima Campos Ferreira sublinhou que os portugueses “se têm sentido orgulhosos do património que deixaram em Macau”.
Os três profissionais da comunicação social portuguesa, durante a estadia em Macau, participaram ainda em programas da televisão local (TDM), colóquios na Escola Portuguesa, e tiveram encontros com elementos do Governo, tendo sido recebidos em audiência pelo Chefe do Executivo, Dr. Edmundo Ho.

For two days (2nd and 3rd of March), the International Institute of Macau organised the seminar “The Portuguese Media in Macau”, in which three of the most credited professionals of Portugal´s media - Mário Bettencourt Resendes, Fátima Campos Ferreira and Carlos Cáceres Monteiro addressed, in various sessions, many personalities of the local Portuguese community, particularly local journalists, who contributed to a lively debate. The first session was chaired by Fátima Campos Ferreira, presenter and coordinator of one of the most popular programmes on national and international issues of the Portuguese public channel, and also professor at various Portuguese Universities in the fields of journalism and history.
Former director of “Diário de Notícias” and presently director-general of LusoMundo Publications, Mário Bettencourt Resendes explained to the audience the importance of “The Battle for Credibility”. As a recognised professional with international experience linked to the Council of Europe, to the European Centre for Journalism, the European Commission and the World Economic Forum at Davos, Bettencourt Resendes spoke of a fr ee and independent journalism and analysed the evolution of informative processes in which criteria of accuracy and double confirmation are under estimated while infor mation sources have been infinitely multiplied by the internet, which makes credibility verification more difficult. The journalist defended the process of auto-regulation
Throughout the debate, coordinated by José Rocha Dinis, a senior journalist based in Macau, the speakers have agreed that the information flow on Macau in the Portuguese press is normal and has reflected two facts: information transmitted has shown sufficiently well the success of the first five years of the Macau SAR, and, secondly, there have been no disastrous events in the Territory worth to be reported. However, for Bettencourt Resendes “one must know how to better sell the image of Macau, to make the important messages known, and institutions, nowadays, have information professionals working in this respect”. Fátima Campos Ferreira, on her hand, underlined the fact that the Portuguese people are proud of the heritage left in Macau. During their stay in Macau, the three Portuguese media professionals participated in local television information shows, lectures at the local Portuguese school and had meetings with Government officials, having had an audience with the Macau SAR Chief Executive, Mr. Edmund Ho.
Speaking vigorously about the theme “Telecracy – the Television´s seduction”, the mediatic presenter unravelled implacably the numerous pressures exerted upon the media nowadays, specially by the many sectoral lobbies, not only economic but also others such as the justice lobby, which exercise their pressure through dominating economic groups. Carlos Cáceres Monteiro spoke of Europe and Asia facing the new role of the USA in the world. As the director of “Visão” (the Portuguese monthly magazine of economical, political and social issues), political analyst at the most popular Television news reports and author of several books dedicated to the Orient, Cáceres Monteiro denounced the downgrading of Asia Pacific when faced by the excessive hegemonic behaviour of the USA and declared this situation unreasonable given the enormous geostrategic, geoeconomic and geopolitical importance of Asia. Encontros Seis
às iniciativa do IIM em Lisboa
Tem sido um êxito esta nova iniciativa do IIM, uma sucessão programada de conferências que prenchem um espaço de comunicação e intercâmbio de temas e ideias, organizadas pelo IIM em Lisboa e que têm tido lugar na delegação do IIM, na Rua dos Remolares, nº. 6, 1º. Esqº. Os “Encontros às Seis” orbitam-se tematicamente um redor da relação de Portugal com Macau, a China e o Oriente, procurando esclarecer melhor aquela realidade junto de meios intelectuais e políticos portugueses, tendo ainda como objectivo alimentar a continuidade das ligações entre Portugal e Macau, contribuindo também para o regular esclarecimento dos assuntos da RAEM em Lisboa. As várias sessões já decorridas têm tido a presença e participação de sócios do IIM, de figuras de referência que estiveram em Macau, de ex-governadores e funcionários superiores e ainda de elementos da classe política. Foi o seguinte o programa já cumprido dos “Encontros às Seis”, iniciados desde Janeiro de 2004:

“O Conselho empresarial da CPLP e o Forum para a Cooperação Económica e Comercial entre a China e os Países de Língua Portuguesa”

Foi orador o Dr. Francisco Mantero, vicepresidente executivo da Comissão Instaladora do Conselho Empresarial da Comunidade dos Países de Língua Portuguesa, que fez uma apresentação da situação e possibilidade de colaboração entre as duas entidades, recentemente dinamizadas pela directiva de Pequim de utilizar Macau como intermediário privilegiado para as trocas comerciais e relações económicas entre a China e a CPLP.
Foi conferencista o Dr. Luís Leitão Tomé, que tratou do tema inscrito na problemática da geopolítica global da Bacia da Ásia-Pacífico. O IIM editou já dois títulos de Luís Tomé, Professor da Universidade Autónoma de Lisboa e Assessor do Vice-Presidente do Parlamento Europeu, José Pacheco Pereira: “A segurança na Ásia Oriental” (Colecção “Milénio Hoje, IIM) e o “Estado e a Nova Ordem Internacional” (co-edição IIM/UAL).
Foi orador o reconhecido especialista em questões de segurança internacional, Dr. Nuno Rogeiro, que proclamou que a nova geopolítica mundial “não deixa margem para a existência de Édenes de Segurança”. Afirmando que a “prioridade estratégica do terrorismo é incutir insegurança generalizada no cidadão global”, Nuno Rogeiro alertou para que “as facções terroristas radicadas na China estão mais próximas da rede de Al-Qaeda do que se possa pensar”.

“A Nova Liderança Chinesa”
“O Oriente na política externa portuguesa e o papel de Macau”
O orador convidado, Mestre Heitor Barras Romana, esclareceu temas como “quem são os novos dirigentes da RPC e a 4ª. Geração de líderes políticos e militares?”, “qual a relação de Poderes no Partido Comunista Chinês?” e “qual o papel do PCC na sociedade chinesa?”. Heitor Romana é Mestre pelo ISCSP, onde exerce a actividade docente, e doutorando em Ciência Política com uma tese sobre “Os Centros da Decisão Política na RPC”.
Foi orador o ex-Ministro dos Negócios Estrangeiros e sócio do IIM, Embaixador António Martins da Cruz, que explanou a sua visão sobre o renascente interesse das geografias orientais para a política externa de Portugal, e do papel de Macau como charneira dinamizadora dessa política portuguesa.

“MEETINGS AT SIX” AN INITIATIVE OF IIM’S DELEGATION IN LISBON
This new initiative of the IIM has been a success: a series of talks to stimulate communication and exchange of ideas, organized by the IIM in its Lisbon delegation in Rua dos Remolares, nº. 6, 1º. Esqº. The themes analysed at the “Meetings at six” have been selected from important issues linked to Portugal´s relationship with Macau, China and the Orient, seeking to make this reality better known among the intellectual and political circles in Portugal. This initiative aims to provide continuity to the links between Portugal and Macau and to contribute to a deeper knowledge of Macau in Lisbon. The various sessions have benefited from the presence and participation of IIM members; reference personalities who have spent an important part of their lives in Macau; ex-governors; high-ranking officials and other members of the Portuguese political class. “The Council of Entrepreneurs of the CPLP (Portuguese accronym for the Community of Portuguese-speaking Countries) and the Forum for Economic and Commercial Cooperation between China and the Portuguese-speaking Countries”
“The Orient in Portugal´s Foreign Policy and the role of Macau”
Dr. Francisco Mantero, executive vicepresident of the Founding Commission of the Council of Entrepreneurs of the Community of Portuguese-speaking Countries, was the speaker. He presented the Council´s situation and the possibility of collaboration with the Cooperation Forum based in Macau, following directives of the Chinese central government of using the Territory as a privileged platform for China´s economic and commercial ties with the Community of Portuguese-speaking countries.
The speaker, former Minister of Foreign Affairs and member of the IIM, Ambassador António Martins da Cruz, shared his vision on the rebounding interest of the oriental geographic area for the Portuguese Foreign Policy, underlining the role of Macau as the dynamic engine of the Portuguese Foreign Policy in the Orient.
The invited speaker, Professor Heitor Barras Romana, tackled the following issues: “who are the new PRC leaders and the 4 th generation of political and military leaders?”; “what is the relationship between the different powers within the Communist Party?” and “what is the CCP role in the Chinese society?”. Heitor Romana has received his master degree from the Faculty of Social and Political Sciences, Technical University of Lisbon, where he has taught for several years and where he is know about to receive his Ph.D. in Political Science with a thesis on “Centres of political decision-making in the PRC”.
17/02/04 08/04/04 “Security and Stability in East Asia – The geopolitics and geostrategies of China” Dr. Luís Leitão Tomé was the lecturer who discussed this theme within the context of the global geopolitics of Asia-Pacific Basin. IIM has already published two books of Luís Tomé, Professor at the Universidade Autónoma de Lisboa (UAL) and technical advisor of the Vice-President of the European Parliament, José Pacheco Pereira: “Security in East Asia” (published in Portuguese in IIM`s Millenium Today Collection) and “The State and the New International Order” (co-edition IIM/UAL).
“Security Edens exist no more” The speaker was the well known expert on international security issues, Dr. Nuno Rogeiro, who has defended that the new world geopolitics “does not let any space for the maintenance of any security edens”. Affirming that “the strategic priority of terrorism is to induce a generalised sense of insecurity in the global citizen”, Nuno Rogeiro has alerted to the fact that “terrorist groups radicated in China may be closer to Al-Qaeda than one may think”.

“US – CHINA Relations from partners to competitors and back.”

HARRY HARDING ONCE AGAIN IN MACAU, AT THE IIM De novo, o Professor Harry Harding, uma das mais prestigiadas autoridades académicas na área das relações sino-americanas, veio ao Instituto Internacional de Macau para fazer uma comunicação no âmbito de uma das suas áreas de especialidade, e que mais uma vez também promoveram o IIM a anfiteatro de apresentação e discussão de temas com interesse regional e internacional para Macau. O Director da Elliot School of International Relations da Universidade George Washington veio analisar a evolução mais recente das relações entre a China e os Estados Unidos da América, numa conferência intitulada – “US – China Relations – from partners to competitors and back”.
Autor de vários títulos, alguns distinguidos por entidades dos EUA, Harry Harding obteve também distinções como Professor, nomeadamente o Prémio Waiter J. Gores Award for Excellence in Teaching da Universidade de Stanford. Harry Harding é curador da Fundação Ásia, Director do Comité Nacional para as Relações EUA-China, Director do Comité dos EUA para o Conselho de Cooperação para a Segurança na Ásia-Pacífico e do Conselho Atlântico dos EUA.
O Seminário foi muito frequentado de assistência que, esclarecida pela lúcida e metódica apresentação de Harry Harding, solicitou muito o orador com questões e dúvidas.
Tendo sido solicitado para várias entrevistas por orgãos de comunicação de Macau, Harry Harding destacou que se toda a História de Macau é feita de encontro entre o Oriente e Ocidente, então Macau pode e deve ser promovida a lugar de encontro e debate imparcial entre americanos e chineses, de questões fundamentais do âmbito da Filosofia e da História.
O Professor Harry Harding tem liderado esforços para redimensionar a educação profissional em relações internacionais para melhor servir as necessidades das novas realidades internacionais surgidas com o novo século.
O Professor Harding apontou como exemplo de questões passíveis de poderem ser debatidas na RAEM, os diferentes significados e percepções de democracia ou as formas de implementação dessas soluções noutras regiões do globo.
Professor Harry Harding, one of the most prestigious academic figures in the field of Sino-American studies has once again come to the International Institute of Macau to present a lecture in his area of expertise. The dean of the Elliot School of International Relations of George Washington University analysed the most recent evolutions in the Sino-American relations in a seminar entitled “US – China Relations – from partners to competitors and back”, promoting once again IIM as a Forum where issues of regional and international interest to Macau are discussed. The seminar benefited from the active participation of the audience, who posed diverse questions after following Dr. Harding’s clearheaded and methodical presentation. When speaking to the local Portuguese media, Dr. Harding underlined that, if the History of Macau is made of meetings between the East and the West, then Macau can and should be promoted to a privileged meeting-place for impartial debate between America and China, on fundamental questions, including History, Philosophy or the different meanings and perceptions of democracy and the forms of implementing it in other regions of the globe.

Nobel da Paz no IIM
PEACE NOBEL PRIZE IN THE IIM Carlos Ximenes Belo, Peace Nobel Prize and Emeritus Bishop of East Timor, visited the IIM on the 1 st of April, where he was welcomed by a representation of the IIM’s Board of Directors and made a presentation entitled “Untold Histories”. Ximenses Belo has explained, in a precise and clear synthesis, the fundamental vectors of the complex situation in East Timor before the independence, showing throughout his speech the notable ability of being flexible and clearminded, certainly qualities that have been of good assistance in his search to influence the victorious outcome of the struggle of the East Timorese people. The audience followed the presentation deeply captivated and the session carried on with a period of interested dialogue.

Carlos Ximenes Belo, Prémio Nobel da Paz e Bispo Emérito de Timor, visitou o IIM no dia 1 de Abril, onde foi recebido por uma representação dos corpos sociais da instituição e onde fez uma conferência intitulada “Histórias por Contar”. D. Ximenes Belo explanou, em síntese clarificante, as coordenadas fundamentais do complexo problema de Timor antes da independência, denotando-se da sua exposição a notável capacidade de lucidez e flexibilidade que o assistiram para influenciar da melhor forma o desfecho triunfante do povo timorense. Foi com fascinada atenção que a assistência acompanhou a exposição, tendo-se seguido um período de diálogo. D. Ximenes Belo, que se deslocou a Macau para investigar documentação referente às relações e ligações entre as dioceses de Timor e Macau, foi acompanhado do Pe. Francisco Fernandes, que fez a sua apresentação no IIM e que, na abertura do almoço de homenagem, dois dias depois, ao Prémio Nobel, dissertou com brilhantismo sobre as relações Macau/Timor. Durante esta sessão de homenagem, D. Ximenes apontou o Instituto Internacional de Macau, “na sua faceta de instituição para o aprofundamento da identidade de Macau, como um exemplo a seguir em Timor”.
Intending to give the seminar a spirit of unity of the lusophone family, the IIM has invited the Consul-General of Portugal in Macau, Dr. Pedro Moitinho de Almeida, to preside over the session while in the audience there were representatives of all Portuguese or lusophone institutions and associations presently active in Macau. Ximenes Belo has come to Macau to conduct research on the historical connections between the dioceses of East Timor and Macau and was accompanied by Father Francisco Fernandes, who presented Ximenes Belo to the audience at the IIM and brilliantly explained, in the opening of a homage lunch to the Peace Nobel Prize, the importance of Macau-Timor relations. In this lunch, Ximenes Belo pointed out that the International Institute of Macau, “being an Institution that features the deepening of Macau´s identity, is an example that should be followed in East Timor.”

Edward Woo
e “Um novo conceito de democracia de não-confrontação” Sob este título decorreu um seminário no IIM, no dia 18 de Março, conduzido pelo Professor Edward Woo, fundador da Universidade da Ásia Oriental e do Cyber Institute for the Research on Good Governance (Hong Kong). Em confronto com parte da assistência, as teses do Prof. Edward Woo tornaram claras as diferenças de idiossincrasias entre Oriente e Ocidente, entre modelos e valores orientais e ocidentais, e acaloraram um debate em que o auditório do IIM cada vez mais se institucionaliza como espaço livre de debate, expressão e troca de ideias na RAEM. O politólogo de Hong Kong apresentou o seu novo conceito de “democracia de não-confrontação”, partindo de princípio de que as “eleições multipartidárias (...) não são o único meio para garantir a democracia”. Na sua opinião, a eleição multipartidária “só pode resultar em sociedades simples. Quando se trata de sociedades compostas de diversas religiões ou diferentes grupos étnicos, em situações de pobreza ou radicalismo, a eleição universal é caminho para problemas”. Edward Woo lembrou casos do Ruanda, da Chéchénia, ou, agora, do Iraque. Apresentando o seu modelo de não-confrontação, E.Woo aconselhou a eliminação da figura de “partido de oposição”, sendo a tarefa da administração pública delegada aos dois partidos mais votados pela população, partindo do conceito ético de que o fim de um partido não deve ser derrotar ou prevalecer sobre os oponentes, mas servir o país e a sociedade. Em sequência das teses propostas, gerou-se animado debate com muitas questões e serem postas ao orador, em atmosfera mais confrontativa de ideias, em que também se procurou aplicar o modelo proposto à evolução política da República Popular da China.
EDWARD WOO AND “A NEW CONCEPT OF NON-CONFRONTATIONAL DEMOCRACY” Under this title a seminar was held in the IIM on March 18 by Professor Edward Woo, founder of the University of East Asia and of the Cyber Institute for the Research on Good Governance (Hong Kong). Confronting a part of the audience, Prof. Edward Woo´s theses have made clear the idiosyncratic differences between the East and the West, between models and values in the East and in the West, fueling the debate in the IIM´s auditorium, which is now a more and more consolidated space of free speech, debate and exchange of ideas in Macau.
The Hong Kong political analyst presented his new concept of “non-confrontational democracy”, based on the assumption that “multi-party elections are not the only means of guaranteeing democracy”. In his opinion, multi-party elections can only be effective in so-called simple societies, as in complex societies composed of many ethnic and religious groups, and within poverty-stricken or radical situations, universal elections are a path leading to problems. The cases of Rwanda and Chechnya or even Iraq were mentioned as examples. Presenting his non-confrontational model, Edward Woo proposed the elimination of the
figure of the “opposition party”, being the task of public administration ideally delegated to the two most voted parties. This would be supported by an ethic concept, which defends that the main objective of any party should not be to defeat its opponents and reach power but to serve its country and society. After the presentation of the models proposed, an animated debate followed, having been posed to the presenter a great deal of questions in an atmosphere of confrontation of ideas while the application of the proposed models to the political evolution of the People´s Republic of China was questioned. A LOVE, TWO SYSTEMS ANA CRISTINA ALVES AT THE IIM Em ambiente já conhecido de “café literário”, o auditório do IIM preparou-se para acolher a apresentação do livro “Uma viagem de muitos quilómetros começa por um passo”, de Ana Cristina Alves, colecção das muitas crónicas sobre o universo Chinês que a autora foi publicando nas páginas do jornal “Hoje Macau”, ao longo de dois anos. Tratou-se de um aconhecimento cultural tanto mais importante quanto é notória a escassez da nossa sinologia, facto censurado pela autora, no intróito da apresentação do seu livro, que dirigiu um apelo a mais investimento das auto-ridades portuguesas no ensino da Língua Chinesa. O Director do “Hoje Macau”, também editor do livro (cuja edição foi patrocinada pela Fundação Jorge Álvares), Carlos Morais José, apresentou também a edição como a primeira realização pública da editora COD, vocacionada para a edição em Português da Cultura Chinesa, e lamentou “não conhecermos a estratégia do governo para a cultura na área da edição”. Ana Cristina Alves procedeu à análise das cinco partes temáticas do livro, tendo falado do daoísmo, do confucionismo, das filosofias e símbolos de civilização chinesa, e das relações, dos amores e do feminino. Mas foi sobre o feminino e a condição da mulher na China de sempre que a autora mais se concentrou, com isso denunciando um fascínio cultural que lhe inspirou a tese de doutoramento.
In an environment of “literary café”, the auditorium of the IIM prepared itself to host the presentation of the book “Uma viagem de muitos quilómetros começa por um passo” (A journey with many miles begins with one step), by Ana Cristina Alves. This was a collection of the many chronicles that the author has published, for the past two years, in the local Portuguese newspaper “Hoje Macau”. The author underlined, in the beginning of her presentation, the unfortunate fact that our knowledge of Chinese culture is still very scarce and called for a greater investment by the Portuguese authorities in the teaching of the Chinese language. The director of the “Hoje Macau”, Carlos Morais José, also editor of this book funded by the Jorge Alvares Foundation, made the presentation of this edition in what was the first public project of the COD publishing ltd., a company for publications in Portuguese about Chinese Culture. Carlos Morais José added that it is unfortunate that the “the Portuguese government’s cultural strategy in the area of publications is not known”. Ana Cristina Alves proceeded to analyse the five thematic chapters of the book, having spoken of Daoism, Confucianism, of the philosophies and symbols of the Chinese civilization, of relationships, love and femininity. It was on femininity, however, and the condition of women in China that the author has focused, denouncing the cultural fascination that inspired her Ph.D. thesis dissertation.

Serão Macaense Gustavo da Roza com
“Macau é uma cidade que tem valor, enquanto souber preservar o seu património cultural e arquitectónico” – foi uma das mensagens mais salientes deixadas por Gustavo da Roza durante a estadia em Macau onde veio a convite do IIM protagonizar mais um “Serão Macaense”. Macaense convicto e apaixonado que vem a Macau sempre que pode para “comer a boa comida”, com uma carreira triunfante nos campos de arquitectura e de desenho e uma vida densa de vivências, êxitos profissionais e distinções, Gustavo da Roza veio expressamente a Macau para partilhar com a comunidade as suas memórias, numa palestra intitulada “A minha infância em Macau e os meus caminhos na diáspora”. Com especial sensibilidade aos problemas do património construído, Gustavo da Roza aproveitou as oportunidades para sublinhar a defesa do património, “a melhor forma de preservar a diferença da cidade, até porque é sempre possível harmonizar o moderno com a nossa herança”. Gustavo da Roza evocou os tempos saudosos na Escola Primária Municipal e no Liceu Infante D. Henrique, garantindo que se lembra de todos os amigos de então, distinguindo Zézé do Rosário (já falecido) e os professores Henrique de Senna Fernandes (Português e História), Lara Reis, Dr. Artermísio Carneiro e Pe. Áureo de Castro (Música). Manifestou-se feliz pelo apoio que o actual Chefe do Executivo dá aos macaenses que, na sua opinião, “podem contribuir para o crescimento de toda a China”. Com 71 anos e enorme jovialidade, Gustavo da Roza nasceu em Hong Kong de pais portugueses, concluiu estudos de Arquitectura em Hong Kong e foi de seguida integrado no corpo docente da Universidade de Berkeley (Califórnia). Em 1960 foi para o Canadá como professor da Universidade de Manitoba, assumindo o cargo de Director da Escola de Arquitectura. Foi eleito Companheiro do Instituto Real de Arquitectura de Canadá e membro da Academia Real de Belas Artes (Canadá), tendo sido galardoado com a Comenda da Ordem do Infante D. Henrique e com o grau de Oficial de Ordem de Canadá. Há 31 anos é Consul Honorário de Portugal em Winnipeg.
MACANESE EVENING WITH GUSTAVO DA ROZA “Macau is a precious city as long as it knows how to preserve its cultural and architectural heritage” – this was one of the most important messages left by Architect Gustavo da Roza during his stay in Macau following an invitation of the IIM to conduct a “Macanese Evening”. A passionate and determined Macanese who comes to Macau, whenever possible, to “eat the good food”, Gustavo da Roza has had a very successful career in the field of architecture and design, and has led a life full of rich experiences, professional achievements and distinctions has come to Macau to share with the community his memories in a lecture entitled “My childhood in Macau and my paths in the diaspora”. Gustavo da Roza evoked the old times of the Primary School and of the High School Infante D.Henrique, guaranteeing that all friends of that time are well alive in his memory. He expressed his satisfaction that the present Chief Executive of Macau supports the Macanese, which in the Architects’ opinion “can contribute to the development of the whole China”.

Born in Hong Kong from Portuguese parents, he finished the Architecture studies in Hong Kong and was shortly after integrated in the teaching staff of the University of California – Berkeley. In 1960 he went to Canada to assume the post of dean of the School of Architecture of the University of Manitoba. Elected fellow of the Royal Architecture Institute of Canada and member of the Royal Academy of Arts (Canada), he was given important official distinctions by the Portuguese and the Canadian Governments. For 31 years he has been the Honorary Consul of Portugal in Winnipeg.

Multiple and continuous episodes of the small history of Macau provoked a permanent good humor in those present. Leonel Barros, a cordial personality of this city and affectionately called Neco Barros, has made clear why he is a prestigious story-teller and writer of a large number of books putting on record the simple stories the society, the rituals and festivities of the Macanese. Neco Barros was a teacher in the Public Primary School and in the Macau High school, translator, assistant of the veterinary clinic, zoologist, researcher and
Foi em atmosfera por vezes hilariante que a compacta assistência à intervenção de Leonel Barros seguiu com entusiasmo o desfile de memórias, histórias, episódios, entremezes, evocados por Leonel Barros, em estilo espontâneo, repentista e vivamente humorado. Múltiplos episódios da pequena história de Macau que se foram sucedendo, animados em memória viva, e que permanentemente provocaram as manifes-tações de bom humor dos presentes.
Foi professor na Escola Primária Oficial e no Liceu de Macau, tradutor, assistente de veterinário no Leal Senado, apaixonado da zootecnia e colaborador da Câmara das Ilhas, tendo investigado e publicado vários trabalhos sobre a fauna de Macau. Fez parte da equipa de projecto do Museu de Macau e é ilustrador e desenhador no Museu Marítimo de Macau. Também fez parte de bandas musicais famosas de Macau.
Leonel Barros fez jus, no discurso directo, ao seu prestígio de cronista de histórias na imprensa escrita e de autor de livros.
Foi agraciado, em 1995, com a Medalha de Mérito Cultural, e foi justamente distinguido e homenageado, na passagem dos seus 80 anos, durante o encontro de presidentes das Casas de Macau organizado pela APIM em Novembro do ano passado.

A MACANESE EVENING WITH MARINHO DE BASTOS O economista Joaquim Marinho de Bastos, que teve uma longa vivência e experiência em Macau durante 20 anos de serviço na Administração, onde desempenhou destacados cargos e chefia, partilhou com a comunidade, em mais uma sessão dos “Serões Macaenses”, as suas memórias e episódios mais impressivos dessa sua vivência profissional e de residente na Cidade do Nome de Deus, numa comunicação intitulada: “Macau nas décadas de 70 e 80: atribulações e recordações de um funcionário”. Entre muitas evocações daquele período, Marinho de Bastos falou da evolução e indexação de pataca, do valor e comércio da prata e da cidade e suas infra-estruturas, ficando decantado da sua exposição o enorme progresso de Macau a partir da fronteira dos últimos 20 anos. No final aconteceu o habitual diálogo e troca de impressão e informações entre o orador e a numerosa assistência presente. Joaquim Marinho de Bastos, actualmente dedicado ao projecto europeu, nos quadros do Directorado Geral do Ambiente, foi em Macau Director dos Serviços de Finanças, Inspector do Comércio Bancário, Assessor financeiro do Governador, Director dos Serviços de Turismo e Director de World Trade Centre.
During the lecture entitled “Macau in the 1970s and 1980s: memories and curious happenings in the life of a civil servant”, the economist Joaquim Marinho de Bastos, who had a 20-year working experience at the service of Macau´s administration as a distinguished official, shared with the community his memories and some impressive and humorous moments of his professional and civic life in the City of the Name of God. Among his recollections from that period, Marinho de Bastos spoke of the evolution and indexation of the Macau local currency, the Pataca; of the importance of the silver and gold trade; and of the city´s infrastructures, explaining the impressive and enormous progress of Macau in the last 20 years. At the end of the session, the usual dialogue took place, allowing an exchange of ideas and information between the speaker and the public. Joaquim Marinho de Bastos, presently devoted to the European project as part of the staff of the EU Directorate-General for the Environment, was Macau´s Director of the Finance Department, Inspector of Banking, Governor’s advisor, Director of the Tourism Department and Director of the World Trade Center of Macau.

IIM promove
Património de Macau IIM PROMOTES THE HERITAGE OF MACAU The IIM is planning, during 2004 and part of 2005, for a campaign to raise awareness and mobilize supports for the approval of Macau’s classification as World Heritage Site by UNESCO. This will be a comprehensive programme to be carried out by the IIM depending on official and private funding. For now the IIM has already materialized the first two actions – two photographic exhibitions about Macau and its heritage, which have begun their itinerancy in Brazil and the U.S.A. The first exhibition, already on digression throughout Brazil, will be shown in about 60 cities and is entitled “One Flower in the Lotus of Lusophony”. The second exhibition, “Macau Universal Heritage”, was first shown last April 30, in California, at the International House, University of California – Berkeley, as part of the conference “Macau Space of Cultural Encounters”, co-organised by Casa de Macau (USA) and by the Department of Portuguese Studies at Berkeley University. The exhibition comprised a selection of 60 amplified photos (60x40cm) on themes and aspects of the Heritage of Macau, being the originals photos, property of the Cultural Institute of Macau, the result of a series of photographic contests organized by the Cultural Institute during the past 10 years.
O IIM planeou, para 2004 e parte de 2005, um programa de sensibilização e mobilização de apoios à candidatura do Património de Macau a Património Universal da UNESCO, previsto para meados de 2005. Trata-se de um vasto programa para cuja exequibilidade o IIM espera apoios e patrocínios oficiais e privados, mas que já viu concretizadas as duas primeiras acções – duas exposições de fotografias sobre Macau e o seu património que iniciaram já a sua itinerância.

A segunda exposição, “Macau Património Universal”, foi inaugurada no passado dia 30 de Abril, na Califórnia, na International House da Universidade de Berkeley, acção integrada no seminário “Macau Meeting Point of Cultures”, co-organizado pela Casa de Macau (USA) e pelo Departamento de Português da Universidade de Berkeley. A exposição consta de uma selecção de 60 fotos ampliadas (c. 60x40 cm) sobre temas e aspectos do património construído de Macau, cujos originais pertencem ao Instituto Cultural, e foram resultados dos concursos de fotografia de sensibilização ao património organizados pelo Departamento do Património Cultural (DPC) do Instituto Cultural durante os últimos dez anos. IIM colabora em
cursos de formação turística Em colaboração com o Instituto Internacional de Macau, a Direcção do Instituto de Formação Turística levou a efeito sessões de formação para guias turísticos, no dia 16 de Abril, no anfiteatro do IFT. Foram convocados, e estiveram presentes, trezentos guias turísticos, já acreditados oficialmente pela IFT ao longo dos anos passados, numa acção curricular incluída nos programas de reciclagem a observar de três em três anos, para confirmação do seu estatuto profissional. As sessões decorreram durante várias horas, lideradas e protagonizadas pelo Arquitecto Francisco Vizeu Pinheiro, um dos profissionais que com maior proficiência se tem dedicado em Macau ao estudo e defesa do património urbano-arquitectónico.
Em exposição acompanhada de projecção em “power point”, Francisco Vizeu Pinheiro abordou programadamente vários temas, como as características do primitivo estabelecimento, as comunidades chinesas em presença, o contexto do estabelecimento primitivo no contexto da 1ª. globalização, a características e evolução da arquitectura chinesa de Macau, a arquitectura portuguesa e os desenvolvimentos da influência ocidental no panorama urbano-arquitectónico, tendo terminado com uma apresentação dos novos projectos e infra-estruturas do jogo previstas para Macau e Taipa.
IIM IN TOURISM TRAINING
Estas acções, em que o IFT e o IIM se associaram, visam alargar e aprofundar a preparação dos guias turísticos activos em Macau, tendo em vista a melhor qualificação e aperfeiçoamento dos serviços turísticos da RAEM perante o cenário do crescimento dos fluxos turísticos que se prevêem.
The sessions were conducted by Francisco Vizeu Pinheiro, one of Macau’s most devoted professionals in what concerns the study and preservation of the urban-architectural heritage of the Territory.
In collaboration with the International Institute of Macau, the Board of directors of the Institute for Tourism Studies (ITS) has conducted training courses for tourist guides, last April 16, in the ITS auditorium. Around 300 tourist guides, officially registered with the ITS during the past few years, participated in a curricular action included in the recycling programme due to take place every three years to confirm their professional status.
In a presentation accompanied by a powerpoint slideshow, Francisco Vizeu Pinheiro introduced the various themes in the programme: the primitive features of the Portuguese establishment in the context of the first globalisation movement; the Chinese communities present in the Territory; the characteristics and evolution of the Chinese architecture in Macau and the Portuguese architecture and development of the western influence in the local architectural scenario. The presentation ended with the introduction of the new projects and gaming infrastructures to be built in Macau and Taipa. These training courses, the result of the cooperation between the ITS and the IIM, are aimed at enlarging and deepening the information available to the tourist guides in order to increase their qualifications and improve the quality of the tourist services in Macau.
Acções de formação O IIM organizou um “Curso Básico de Informática” em Língua Portuguesa, para iniciados, durante dois meses (com ínicio em 16 de Fevereiro), e com aulas de 2 horas duas vezes por semana, que tiveram lugar na Sala Multimédia do IIM, para o efeito convertida em laboratório informático do IIM. O objectivo do curso, frequentado por 15 alunos, foi habilitar o formando a efectuar operações de Windows 98 e personalizar a área de trabalho, bem como a familiarização com aplicações. Os cursos foram preenchidos metodicamente com os seguintes conteúdos: elementos de desktop, introdução e alteração de valores e fórmulas, utilização do My Computer, control panel (personalização dos parâmetros de
informática Windows, pasta de documentação e ficheiros) e organização de janelas. Foram introduzidos o sistema operativo word e power point. Estão em organização futuros cursos para introdução aos programas Excel, Access e Internet.
The IIM has organised a two-months basic computer-training course for beginners, twice a week in the multimedia room of the IIM, converted for the effect into an informatics laboratory. The main aim of this course, attended by 15 students, was to provide the necessary
COMPUTER-TRAINING COURSES habilitations for operating with the Windows system, personalise the work environment, familiarising students to the many applications. The courses were methodically given with the following content: desktop elements; introduction and alteration of formulas and values; using My Computer, the control panel (personalising Windows features, briefcases and documents) and organising windows in the screen. An introduction to the programmes of Word and Powerpoint was given. Future courses are now under preparation and will introduce Excel, Access and Internet Explorer to our students. EASTWEST 19

O Instituto Internacional de Macau foi eleito membro observador do Conselho de Juventude da Comunidade dos Países de Língua Portuguesa, durante a Assembleia Geral do Forum que se realizou em Almada em 15 de Fevereiro. “É o reconhecimento do trabalho que temos vindo a desenvolver junto da juventude lusófona” – comentou o Vice-Presidente do IIM, José Lobo do Amaral.
The IIM was elected observer member at the Youth Council of the Community of Portuguese-speaking countries during the General Assembly that took place in Almada, important city of the Lisbon metropolitan area, last February 15.

Esta declaração continha alusão particular ao contributo do IIM para o Encontro Mundial de Jovens Luso-Descendentes, realizado entre 14 e 19 de Outubro de 2003, em que o IIM foi decisivo para a inclusão da dimensão oriental no Encontro, promovendo o “Dia do Oriente” e a presença de jovens lusófonos do Oriente na reunião.
The decision was included in the fourth paragraph of the final declaration where the participants congratulated “the integration of East Timor’s National youth Council as a full member and of the International Institute of Macau with observer status to the Youth Forum, being the enlargement of the geographic scope of intervention considered of the utmost relevance”. The declaration mentioned particularly the contribution of the IIM to the success of the World Meeting of the Portuguesedescendant Youth (14-19 October 2003) where the IIM was decisive for the introduction of an Asian dimension to the meeting, promoting the Orient Day and the presence of the lusophone youth of the Orient in the meeting.
Bispo de Baucau no IIM O Bispo de Baucau, D. Basílio do Nascimento, acompanhado do P e . Francisco Fernandes, deslocou-se ao Instituto Internacional de Macau no dia 15 de Janeiro, poucas horas antes de concluir a sua curta visita a Macau, tendo tido um prolongado encontro com o presidente do IIM, Jorge Rangel. A organização de iniciativas académicas e culturais e o desenvolvimento de acções de promoção e divulgação de Timor Leste foram os principais assuntos tratados. Recorde-se que o IIM tem dedicado às questões timorenses a sua melhor atenção, tendo publicado o livro “Timor – da Guerra do Pacífico à Desanexação”, de Fernando Lima. Além disso, organizou diversas sessões dedicadas a Timor, uma das quais com o Dr. José Luís Henriques de Jesus, que orientou um seminário sobre a economia de Timor, outra com o Prof. Jorge Braga de Macedo e os Drs. Francisco Mantero e José Braz, sobre “Parcerias Público-Privadas para o Desenvolvimento”,
em que foi estudado o caso de Timor e outra ainda com o Pe. Francisco Fernandes sobre “Relações Históricas entre Macau e Timor”, integrada na série de “Serões Macaenses”. O IIM também apoiou o Instituto da Defesa Nacional de Portugal na reedição do “Relatório dos Acontecimentos de Timor (1942-45)” do antigo Governador Ferreira de Carvalho, sobre a ocupação japonesa da ilha.
BISHOP OF BAUCAU (TIMOR) VISITS THE IIM The Bishop of Baucau, Basílio do Nascimento, accompanied by Father Francisco Fernandes, visited the IIM on January 15, a few days before the conclusion of his short visit to Macau, having had a meeting with the President of the IIM, Jorge Rangel. The main subjects discussed included the future organization of academic and cultural activities as well as the development of
activities related to East Timor in the region and elsewhere in the Portuguese-speaking world. It should be reminded that the IIM has dedicated much of its attention to the Timorese issues as can be seen from our last book “Timor – from the Pacific War to the end of the annexation” by Fernando Lima, as well as from many other activities such as a seminar on East Timor´s economy with Dr. José Luís Henriques de Jesus; a seminar on “Public-Private Partnerships for Development” by Prof. Jorge Braga de Macedo and Drs. Francisco Mantero and José Braz when the case of East Timor was tackled at length; a lecture on the “Historical Relations between Macau and Timor” integrated in the series of lectures entitled “Macanese evenings”. The IIM has also collaborated with the Portuguese Institute of National Defence for the reedition of the “Report of the Timor events (1942-45)” by the former Governor Ferreira de Carvalho, about the Japanese occupation of the island.

Protocolo IIM/Elos Clube
A Casa de Macau de Portugal e o Instituto Internacional de Macau (IIM) organizaram, conjuntamente, em Lisboa, uma sessão de homenagem a Joaquim Morais Alves, um ano após o seu falecimento.
O IIM e o Elos Clube de Macau acabaram de assinar um protocolo de colaboração, no mês de Março e durante o jantar promovido pelo Elos Clube, aproveitando a presença especial dos jornalistas Fátima Campos Ferreira, Mário Bettencourt Resendes e Carlos Cáceres Monteiro em Macau.
Muitos amigos e familiares deslocaram-se à sede social da Casa de Macau para participarem nesta muito sentida homenagem, que teve lugar no dia 26 de Março e em que usaram da palavra Vítor Serra de Almeida, presidente da Casa de Macau, Jorge Rangel, presidente do IIM e Elisa Morais Alves Cabrita, irmã do homenageado, residente em Lisboa. O exemplar e diversificado percurso profissional e cívico, bem como os relevantíssimos serviços prestados por aquele “Macaense de Trás-os-Montes” foram lembrados e enaltecidos na ocasião. Morais Alves foi Presidente da mesa da Assembleia Geral do IIM, sendo também sócio honorário da Casa de Macau e do IIM.
Durante o jantar, com a presença de mais de oitenta personalidades da comunidade portuguesa e lusófona, incluindo o Cônsul Geral de Portugal, intervieram Fátima Campos Ferreira, que falou das impressões da sua visita a Macau e ainda Ana Cristina Alves e Carlos Morais José que fizeram a pré-apresentação do livro “Uma Viagem de Muitos Quilómetros Começa Por um Passo – Crónicas da China”. O protocolo, que prevê vários tipos de colaboração entre as duas instituições, foi assinado em público por Jorge Rangel, Presidente do IIM, e por Luís Sá Cunha, Presidente do Elos Clube. Jorge Rangel aproveitou ainda a oportunidade para falar da última Convenção do Elos Internacional realizada no Rio de Janeiro, em que transmitiu a presidência, que exercera durante dois mandatos, à Profª. Maria Araújo de Sá e Silva, ex-vice-presidente para a América do Sul e directora do Centro de Documentação e Memória Elista, em Santos (Brasil). PROTOCOL IIM – ELOS CLUBE OF MACAU The IIM and the Elos Club of Macau have just signed a protocol of collaboration during a dinner promoted last March by the Elos Club, on the occasion of the special visit of the Portuguese journalists Fátima Campos Ferreira, Mário Bettencourt Resendes and Carlos Cáceres Monteiro to Macau. The dinner benefited from the presence of more than eighty personalities of the Portuguese and Portuguese-speaking communities, including the Consul-General of Portugal in Macau. Very acclaimed interventions were made by two ladies: Fátima Campos Ferreira, who shared her first views of her visit to Macau, and Ana Cristina Alves, who presented her book “A Journey of Many Miles Begins with One Step – Chronicles of China”, after a brief presentation of her editor, Carlos Morais José. The protocol foresees various types of collaboration among the two institutions and was signed in public by Jorge Rangel, President of the IIM, and Luís Sá Cunha, President of the Elos Club of Macau.
MORAIS ALVES – ONE YEAR LATER The Macau Club in Portugal and the IIM have jointly organised in Lisbon a session paying tribute to Joaquim Morais Alves, one year after his demise. Many friends and family members have come to the Macau Club in Lisbon to participate in this deeply felt homage, last March 26, when Victor Serra de Almeida, President of Macau Club, Jorge Rangel, President of the IIM and Elisa Morais Alves Cabrita, sister of the deceased, intervened. Having a professional and civic life record worth to be held as an example and inspiration to many, the highly honourable services of the “Macanese from Trás-osMontes” were remembered and praised on the occasion. Morais Alves was President of the General Assembly of the IIM, being also honorary member of both Casa de Macau (Macau Club) and the IIM.
Jorge Rangel has taken the opportunity to speak of the last Convention of the Elos International, in Rio de Janeiro, Brazil, when he handed over his responsibilities, already held for two consecutive mandates, to Professor Maria Araújo de Sá e Silva, a lady vicepresident of the Elos International for South America and director of the Documentation and Elist Memories Centre, in Santos (Brasil).

Aproveitando a quadra festiva do Novo Ano Lunar, o presidente e dirigentes do Instituto Internacional de Macau apresentaram cumprimentos a diversas entidades oficiais, a quem foi dado conhecimento das principais iniciativas do Instituto, tendo sido também solicitados diversos apoios à sua realização. Estas entidades foram o Chefe do Executivo da RAEM, Edmund Ho, a Secretária para a Administração e Justiça do Governo da RAEM, Florinda Chan, o Secretário para os Assuntos Sociais do Governo da RAEM, Chui Sai On, o Cônsul Geral de Portugal, Pedro Moitinho de Almeida, o Cônsul Adjunto e Presidente do Instituto Português do Oriente, António Vasconcelos de Saldanha e o Presidente da Fundação Macau, Victor Ng.
During the period of the Lunar New Year, the President and other members of the directing bodies of the IIM, presented regards to various official entities. They were given the latest information of our Institute´s main activities and some requests were put forward for new projects. Convite para conferências O presidente do IIM, Jorge Rangel, tem sido muito solicitado para apresentar comunicações em conferências ligadas a Macau ou ao Oriente, destacando-se os convites para fazer a comunicação da sessão de encerramento da Semana Cultural da China em Lisboa, promovida pelo Centro de Estudos Chineses do Instituto Superior de Ciências Sociais e Políticas (Universidade Técnica de Lisboa), para a comunicação de abertura do seminário sobre “A Religião na China”, organizada em Fátima pela Congregação do Verbo Divino, e para fazer uma palestra sobre “Política Externa de Portugal no Oriente”, integrada no ciclo “Relações Externas de Portugal”, da Sociedade de Geografia de Lisboa. Estas iniciativas tiveram lugar nos últimos meses, não tendo o Dr. Jorge Rangel podido participar nelas por dificuldades de agenda. Entretanto, Jorge Rangel e Luís Sá Cunha, secretário da Direcção do IIM, aceitaram o convite para participaram num seminário sobre “Macau, Ponto de Encontro de Culturas”, na Universidade de Berkeley (EUA), em fins de Abril, altura em que tiveram contactos com as Casas de Macau e com a Hoover Institution da Universidade de Stanford, para combinarem formas de colaboração para uma grande exposição que esta prestigiada instituição de ensino superior norte-americana pretende fazer sobre “Um País, Dois Sistemas”. Jorge Rangel também integrou a delegação da RAEM à Conferência da PATA (Pacific Asia Travel Association), que se realizou na Coreia do Sul, de 18 a 21 de Abril e foi um dos participantes convidados da ASEF (Asia-Europe Foundation) para o seminário “New Security Challenges for Asia and Europe”, que reuniu cerca de 60 académicos e presidentes de instituições não governamentais em Pequim, de 21 a 24 de Abril.
INVITATIONS FOR CONFERENCES ABROAD The president of the IIM, Jorge Rangel, has received several requests to present papers and participate in conferences linked to Macau and the Orient, from which we underline the invitation by the organisers of the “Chinese Cultural Week” at the Faculty of Social and Political Sciences (Technical University of Lisbon), to make the opening presentation of the conference on “Religion in China”, to be organized in Fatima by the “Congregation of the Divine Verb” and to do a lecture on “Portugal´s Foreign Policy for the Orient”, integrated in the lecture series “Portugal´s external relations” of the Lisbon´s Geographical Society. These invitations have taken place in the last few months and unfortunately Dr. Jorge Rangel could not participate in these activities due to agenda difficulties. Other members of the IIM, led by Luís Sá Cunha, Secretary-General of the IIM, have accepted the invitation to co-organise a seminar on “Macau, a Space of Cultural Encounters”, University of California – Berkeley, USA, at the 29th and 30th of April. On this occasion the IIM developed contacts with the Macanese Clubs of California and with the Hoover Institution of the University of Stanford in order to do the necessary arrangements to collaborate in a grand exhibition that the prestigious institution plans to organise under the title “One Country, Two Systems”. Jorge Rangel was part of the Macau delegation to the Conference of the Pacific Asia Travel Association (PATA), which was held in South Korea last 18th to 21st of April, having been also invited to participate and discuss a paper in the Seminar “New Security Challenges for Asia and Europe”, organized by the Asia Europe Foundation, which gathered in Beijing around 60 academics and presidents of non-governmental institutions, from 21st to 24th of April. IIM reuniu em Assembleia Geral
Brian Cuthbertson, Dorothy Furman e Rose Chan, antigos responsáveis do Macau Tourist Information Bureau, organismo de promoção turística de Macau no estrangeiro que funcionou até ao início da década de 90 e ao longo de cerca de 20 anos, visitaram o Instituto Internacional de Macau no dia 18 de Fevereiro. Jornada de saudade, que incluiu um almoço com comida típica macaense, esta deslocação a Macau contribuiu também para uma actualização de conhecimentos sobre a realidade macaense e as novas potencialidades turísticas da RAEM que aquelas individualidades querem ajudar a promover.

Visita ao Instituto para o Desenvolvimento Sustentável Uma delegação do Instituto Internacional de Macau (IIM) liderada pelo presidente do IIM, Dr.Jorge Rangel, visitou no passado dia 23 de Fevereiro as instalações do Instituto para o Desenvolvimento Sustentável (ISD-MUST), unidade de investigação da Universidade de Ciência e Tecnologia de Macau, tendo sido recebida pelo seu director, Professor Huang Chihlien e diversos colaboradores ligados a prestigiadas instituições académicas da China.
O ISD-MUST, sendo uma instituição recente, tem demonstrado grande dinamismo na análise dos vectores de desenvolvimento de Macau bem como do seu contributo para o desenvolvimento da China Continental, em especial para as suas relações económicas com Taiwan, o Sudeste Asiático e os países de língua portuguesa. Em resultado desta deslocação encontrase em fase de estudo a execução conjunta de um projecto de investigação sobre programas de cooperação entre a China e o Brasil, estando prevista a assinatura de um protocolo para o início de uma maior cooperação institucional. VISIT TO THE INSTITUTE OF SUSTAINABLE DEVELOPMENT A delegation of the IIM led by the President of the IIM, Jorge Rangel, visited the Institute
of Sustainable Development (ISD), a research centre of the University of Science and Technology of Macau where they were received by the Institute´s Director, Professor Huang Chihlien and various collaborators linked to prestigious academic institutions of China. The ISD-MUST, being a new institution, has demonstrated a great deal of dynamism in the analysis of the different vectors of Macau´s development and the Territory´s contribution to the development of Mainland China, in particular for its economic relationship with Taiwan, South East Asia and the Portuguese-speaking countries.The two parties are now studying a joint project on China-Brazil studies, having agreed on the signing of a cooperation protocol for greater institutional cooperation. Inovação, Educação e Desenvolvimento na Ásia Oriental e União Europeia intercâmbio de know-how através de plataformas múltiplas (bilaterais, inter-regionais e globais). Estas permitiram já um reforço do relacionamento de países e territórios de ambas as regiões em áreas como a educação e a tecnologia.
O Instituto Internacional de Macau realizou no dia 16 de Abril uma palestra dedicada ao tema “Excelling Globalisation: connecting innovations from the European Union and East Asia”, apresentada pelo Dr. Cesar de Prado Yepes, doutor pelo Instituto Universitário de Florença que actualmente integra o programa de estudos regionais comparados da Universidade das Nações Unidas em Bruges, Bélgica. A temática levou o orador a analisar, numa primeria fase, os principais desenvolvimentos educacionais e tecnológicos na União Europeia e na Ásia Oriental, tendo em vista a identificação de estratégias governamentais que contribuem para a inovação e desenvolvimento sustentável. Segundo a convicção do orador, a maior vantagem comparativa global que a União Europeia e a Ásia Oriental detêm, não se baseia no poderio militar mas sim numa paz incrementada através da rápida aquisição e difusão do conhecimento. Uma maior partilha e promoção recíproca das experiências melhor sucedidas no campo da inovação tecnológica e educacional benefíciaria largamente o desenvolvimento das duas regiões bem como a sua posição global. Após a análise dos movimentos de integração regional da União Europeia e Ásia Oriental no campo tecnológico, empresarial e educacional, o Dr. Cesar Yepes centrou a sua atenção nas plataformas de cooperação bilateral, inter-regional e global existentes. Na verdade, e em grande medida devido ao movimento catalizador do processo ASEM (Asia Europe Meeting), os governos de ambas as regiões beneficiam de um relacionamento reforçado e alargado que poderá abrir novos canais de inovação e beneficiar agentes económicos ligados à inovação, educação e desenvolvimento tecnológico.
A palestra está integrada no programa “Diálogo de Culturas e Civilizações” da Fundação Ásia Europa (ASEF, segundo a sigla inglesa), sediada em Singapura. A organização de “lecture tours”, quer na Europa, quer na Ásia é uma das actividades deste programa no qual o IIM tem participado. Antes de se deslocar ao Território, o Dr. Cesar Yepes, de nacionalidade espanhola, deslocou-se a Pequim, Xangai, Seul, Tóquio e Hong Kong. Macau entra, deste modo, no conjunto de cidades asiáticas anfitriãs destas palestras de interesse inter-regional. INNOVATION, EDUCATION AND DEVELOPMENT IN EAST ASIA AND EUROPEAN UNION ASIA LECTURE TOURS BROUGHT TO MACAU The International Institute of Macau hosted, last April 16, an Asia Europe Foundation (ASEF) lecture dedicated to the theme “Excelling Globalisation: connecting innovation from the European Union and East Asia”, presented by Dr. Cesar de Prado Yepes, a Ph.d in global political economy from the European University Institute in Florence, presently based in Bruges, Belgium, at the Comparative Regional Integration Studies Programme of the United Nations University. In a first stage, the theme has led the speaker to analyse the main educational and technological developments in the European Union and in East Asia, having in mind the identification of government strategies that contribute to innovation and sustainable development. According to the speaker´s conviction, the biggest comparative advantage that the EU and East Asia hold, lies not in military might but in an incremental peace brought about through the rapid acquisition and diffusion of knowledge among the largest possible number of people.
After introducing the regional integration movements of EU and East Asia in the technological, educational and entrepreneurial fields, Dr. Cesar de Prado centred his attention in the bilateral, regional and inter-regional cooperation platforms already in place. In truth, and largely due to the catalysing effect of the Asia Europe Meeting process, governments of both regions have benefited from a wide and reinforced relationship, which may open new channels of innovation and benefit economic agents linked to innovation, education and technological development. In the lecture´s final period, several participants have posed question to the speaker, showing interest in deepening issues as the relative elitism of the integration processes in East Asia, the need for deeper exchange of innovation and education experiences within the evolving networks, and the ways in which the European integration experience can facilitate and quicken the process of integration in East Asia. Dr. de Prado took this opportunity to explain that, regarding the eventual elitism of the East Asian integration process, it is mainly due to the pragmatic conscience of political leaders who do not want to create unreasonable expectations that may be impossible to materialise. Moreover, our speaker has underlined that Asia Europe dialogue has been surrounded by a spirit of mutual learning and exchange of know-how through the multiple platforms in place, which have already stimulated meaningful developments in the cooperation among countries and territories in both regions, as far as education and technology is concerned. The speaker has also concluded that the East Asian integration process may well gather momentum and be faster than the European integration process. The lecture was integrated in the “Dialogue of Cultures and Civilisations Programme” of the Asia Europe Foundation (ASEF), based in Singapore. The organization of Lecture Tours, either in Europe or in Asia, is one of the activities of this Dialogue Programme in which the IIM collaborated. Em representação do Governo espanhol, o embaixador de Espanha em Lisboa, Carlos Carderera, entregou, a 20 de Abril, a Gran Cruz de Carlos III ao Embaixador António Martins da Cruz, uma das mais altas distinções do Estado espanhol.
O Comendador Joaquim Morais Alves “foi presidente da Mesa de Assembleia Geral do IIM desde o primeiro mandato dos orgãos sociais até ao seu falecimento em 27 de Março de 2003, sendo a colaboração prestada sempre solidária, participativa e entusiástica”. Tomaram posse em Abril os orgãos sociais da Fundação Luso-Brasileira para o Desenvolvimento do Mundo de Língua Portuguesa. O Conselho de Administração é presidido por João Oliveira Rendeiro e tem como vice-presidentes o General Vasco Rocha Vieira e Miguel Horta e Costa.
O presidente do IIM, Jorge Rangel, foi eleito para mais um mandato na presidência da mesa da Assembleia Geral da Associação Promotora da Instrução dos Macaenses (APIM). No mesmo acto eleitoral, Rufino Ramos, vogal da Direcção do IIM, ficou secretário da mesa da Assembleia Geral.

Last April the new governing bodies of the Luso-Brazilian Foundation for the Development of the Portuguese-speaking World took office. The administration is now headed by João Oliveira Rendeiro and has as vice-presidents Gen. Vasco Rocha Vieira and Miguel Horta e Costa.

The President of the IIM, Jorge Rangel, was elected for another mandate as head of the general Assembly of APIM, an Association created to promote education of the Macanese community. On the same act, Rufino Ramos, member of the IIM´s Board of Directors, was elected as the Secretary of the General Assembly. For the APIM´s presidency, José Manuel de Oliveira Rodrigues was reelected. This deputy to the Macau´s Legislative Assembly and lawyer also presides over the Organising Committee of the “Macanese Communities Meeting – Macau 2004”, which will take place in November this year.
“Macau entre dois Mundos” lançado em Lisboa Paciente, metódica e persistentemente, dois prestigiados jornalistas, Fernando Lima e Eduardo Cintra Torres, recolheram, ao longo do ano de 1999, último ano da Administração Portuguesa, os depoimentos de mais de 50 personalidades ligadas de algum modo a Macau, para uma série de televisão apresentada na RTP e na TDM – Teledifusão de Macau em seis episódios de 50 minutos cada. A série chamou-se “Macau entre Dois Mundos”, que é precisamente o título de um livro lançado em Lisboa, no dia 2 de Abril, num local já emblemático da actividade editorial que é a FNAC do Chiado, transcrevendo na íntegra aqueles testemunhos que, pela sua diversidade, importância e autenticidade, contribuirão seguramente para um melhor conhecimento da História das últimas décadas de Macau e da presença continuada de Portugal nas longes terras a oriente do oriente. Mais uma vez a televisão permitiu um registo vivo para a História, com muitos dos seus protagonistas a desfiarem, em discurso directo, as suas memórias, vivências e realizações, mas também preocupações, anseios, expectativas e até receios próprios de um tempo de mudança. Este esforço notável de dois homens que tão bem souberam trabalhar em equipa – um com um profundo conhecimento de Macau e o outro garantindo, com a sua competência técnica, a eficaz concepção de toda a programação – está materializado nesta edição que constitui o primeiro volume de um novo projecto editorial denominado Colecção Jorge Álvares, que resulta da feliz parceria da Fundação Jorge Álvares com a Editorial Inquérito. MACAU BETWEEN TWO WORLDS LAUNCHED IN LISBON Patiently, methodically and persistently, two prestigious journalists, Fernando Lima and Eduardo Cintra Torres, have gathered during 1999, the last of Macau under Portuguese administration, the testimonies of more than 50 individualities linked to Macau for the making of a television series presented in the public TV channels of Portugal and Macau. The series were called “Macau between two worlds” – the title of the book now launched in Lisbon, last April 2, in the FNAC-Chiado, an already emblematic centre of editorial activity in the Portuguese capital. The book transcribes integrally those testimonies, which certainly represent a valuable contribution to a better
understanding of the last decades of Macau and of the continued Portuguese presence in these far away lands, east of the east. This notable effort of the mentioned authors (perfect team workers – one with his profound knowledge of Macau, the other with the technical expertise needed for the conception and materialisation of the book) has created the first volume of a new editorial project, named Jorge Alvares Collection, which results from the wise partnership between Jorge Alvares Foundation and the “Inquérito” Publishing Ltd. We express our sincere hope that many more editions with such high quality will come to enrich the inaugurated collection. At a time when Portugal and the People’s th Republic of China are celebrating the 25 anniversary of the establishment of diplomatic relations, this edition is also extremely symbolic as it contains numerous relevant testimonies of the process of approximation between the two countries, offering precious information and valuable clues that may be further studied by other researchers. For the presentation of the book, the authors have invited Dr. Jorge Rangel to make the book´s presentation. Guimarães Lobato homenageado O Professor Engº. Luís Maria Nolasco Guimarães Lobato, ex-Administrador da Fundação Gulbenkian (1969-1998) e presidente da Fundação Casa de Macau, foi publicamente homenageado pelo Presidente da República, em cerimónia realizada na Fundação Gulbenkian. Jorge Sampaio distinguiu o Homem e o Profissional de Engenharia, que em mais de meio século trabalhou com grandes personalidades nacionais como Duarte Pacheco e Arantes e Oliveira, concebendo e elaborando estudos e projectos para obras importantes como as da Barragem do Castelo de Bode, o Metropolitano de Lisboa, a Ponte sobre o Tejo, a Universidade Católica e os Museus da Fundação Calouste Gulbenkian.
Professor Engineer Luis Maria Nolasco Guimarães Lobato, former administrator of the Gulbenkian Foundation (1969-1998) and president of the Casa de Macau Foundation, was publicly honoured by the President of the Republic, in a ceremony carried out in the Gulbenkian Foundation. Jorge Sampaio distinguished the man and the engineering professional, that for more than half a century worked with great national personalities as Duarte Pacheco and Arantes e Oliveira, conceiving and elaborating studies and projects for important workmanships as the dam of Castelo de Bode, the Lisbon underground, the bridge on the Tagus, the Catholic University and the museums of the Calouste Gulbenkian Foundation.
Foi, no acto, lançado também o seu livro “Memórias Técnicas”, com a chancela da Fundação Calouste Gulbenkian. Uma homenagem condigna, para um dos mais ilustres filhos de Macau.

CASA OF SÃO PAULO HAS NEW BOARD
A APIM está a fazer os preparativos para o grande “Encontro das Comunidades Macaenses – Macau 2004”, que deverá trazer à terra-mãe largas centenas de macaenses da diáspora, em Novembro próximo. O programa geral já está a ser elaborado, visando o sucesso deste importante evento, que incluirá actividades culturais e recreativas e será uma jornada de afirmação da vitalidade da comunidade e de reforço da sua ligação a Macau no seu novo contexto político-administrativo. APIM is now proceeding with the preparations for the meeting of the Macanese Communities 2004, which is expected to bring home many hundreds of the Macanese diaspora, next November. The general programme, though it is still under preparation, will include diverse cultural and recreational activities. This will be a time of affirming the Communities´ vitality and of reinforcing its bonds with Macau in its new political and administrative context.
The new Board of the Casa de Macau in São Paulo for the next biennium was elected, with strong participation of the electorate, and 72% of the votes. It was represented by the only list “Peace, Harmony and Continuity”. Thus, Júlio Branco Airosa (Totó), assumes the presidency, being Maria Edite Guerreiro Sales Ritchie the vice-president. The good participation of the community and the spirit of harmony and unity is an example for all of us in the diaspora.

Associação dos Macaenses tem casa nova Foi inaugurada em Fevereiro, a nova sede da Associação dos Macaenses, na Rua do Campo, com espaços dignos para acolher todos os programas de apoio que a Associação tem para as centenas dos seus associados. Representado pelo seu Chefe do Gabinete, Ho Veng On, Edmund Ho, Chefe do Executivo da RAEM, fez saber que a RAEM “continua a contar com a prestimosa colaboração dos macaenses para a harmonia pacífica do território”. A nova sede foi subsidiada, em grande parte, pela Fundação Macau.

MACANESE ASSOCIATION HAS A NEW CLUB HOUSE Inaugurated in February, the new headquarters of the Macanese Association, in the Rua do Campo, has adequate spaces to receive all the activities that the Association has for the hundreds of its associates. Represented by its Head of Cabinet, Ho Veng On, Edmund Ho made known that the Macau SAR “continues to count on the helpful contribution of the Macanese for the harmony of the territory”. The new headquarters were subsidised, to a large extent, by the Macau Foundation.

Em Abril (dia 26) a Casa de Macau em Vancouver organizou também um jantarconvívio para premiar os vencedores do concurso de culinária.
CASA OF VANCOUVER It was “dressed” in green that the Casa de Macau in Vancouver celebrated “Saint Patrick’s Day”, in a friendly meeting of the Macanese community with the Irish community, with much food, drinks and the inevitable beer. Clovers with three leaves could be seen everywhere – the flower that the missionary who converted the Irish to Christianity (St. Patrick) used to better illustrate the concept of the Holy Trinity. On 26th April the Casa de Macau in Vancouver also organised a dinner to promote community bonds and award the winners of the culinary competition.

Estilista macaense premiado O jovem estilista macaense, Paulo Senna Fernandes, foi mais uma vez premiado num concurso internacional de moda, no Japão. Ganhou o primeiro prémio de sua categoria no International Leather Design Competition 2004. Tal como na sua anterior participação num concurso internacional de moda, em que a qualidade dos seus trabalhos foram reconhecidos pelo júri, o Instituto Internacional de Macau (IIM) apoiou a sua deslocação, contribuindo para a promoção deste talentoso estilista, a quem desejamos renovados êxitos e que não lhe faltem os necessários e merecidos patrocínios. Paulo Senna Fernandes visitou o IIM para dar conta dos resultados da sua participação naquele evento internacional.
LOCAL FASHION DESIGNER RECEIVES INTERNATIONAL RECOGNITION The young Macanese fashion designer, Paulo Senna Fernandes, has once again won an award at an international fashion contest as he was given the first prize of the International Leather Design Competition 2004, held in Japan. As in his last participation in an international fashion contest, when his work was also publicly recognised by the jury, the IIM has supported his travel costs, giving a contribution to the promotion of this talented fashion designer, to whom we wish renewed successes as well as continued and deserved sponsorship. Paulo Senna Fernandes has visited the IIM to share his success as participant in that important international fashion event.

Em Abril foi grande a excitação gastronómica provocada pelas competições entre as três associações macaenses radicadas na Califórnia. Idênticos concursos estão a decorrer noutras Casas de Macau.

Abril 2004 contexto económico Crescimento exponencial das reservas cambiais da Autoridade Monetária de Macau As reservas cambiais da Autoridade Monetária de Macau aumentaram 13,8 % em 2003, face ao ano transacto,, tendo atingido 34,7 mil milhões de patacas. A boa saúde financeira do Território manifestou-se igualmente no sector bancário sendo destacado o crescimento em 2003 de 2,4% do total dos activos dos bancos locais para 155,8 mil milhões de patacas, enquanto que os depósitos aumentaram 8,6 % para 125 milhões de patacas. A Autoridade encontra-se presentemente a analisar a criação de uma linha de crédito para as empresas dos países de língua oficial portuguesa que venham realizar negócios com a China.
Turistas individuais da China Continental e o Turismo de Macau Macau recebeu perto de 12 milhões de visitantes em 2003, assinalando um aumento de 3,1%, comparativamente ao ano anterior e um novo recorde anual para o sector do Turismo, segundo dados divulgados pelos Serviços de Estatística e Censos. O número de turistas que viajam a título individual do continente chinês para Macau – uma possibilidade existente desde 28 de Julho de 2003 -, tem vindo a crescer significativamente e totalizou em Janeiro deste 33,17 % do total de visitantes oriundos do continente. Tendo sido uma iniciativa do Governocentral Chinês para atenuar em Macaue Hong Kong os efeitos da pneumonia atípica, a concessão de vistos individuais tem-se revelado o motor de desenvolvimento da indústria turística local e permitiu a Macau bater recordes tanto nas receitas do jogo como no número de visitantes recebidos. Os 12 casinos de Macau registaram, em Janeiro e Fevereiro de 2004, receitas brutas de 5,7 mil milhões de patacas, mais 43% do que no período homólogo de 2003.
Economia cresceu 11 % em 2003 O crescimento económico de Macau acelerou para 15,6% em 2003, depois de uma aumento de 10% em 2002. Tal crescimento é atribuído essencialmente a um aumento anual de 29 % das receitas brutas dos casinos, ao acréscimo de 74,7% do investimento na construção e ao aumento de 9,4% na exportação de mercadorias. O crescimento real do consumo privado foi de 4,9%.
Air Asia inicia operações em Macau a partir de Junho A Air Asia, nova companhia aérea da Malásia, iniciará a operação de voos diários de Macau para Banguecoque no próximo dia 16 de Junho, segundo fontes do Aeroporto Internacional de Macau. Falecimento de Clementina Leitão Ho
O novo posto fronteiriço das Portas do Cerco, com capacidade para receber diariamente 300 mil pessoas e 24 mil veículos, foi inaugurado pelo Chefe do Executivo no passado dia 15 de Janeiro. De acordo com uma sondagem recente, 57% da população de Macau atravessa a fronteira das Portas do Cerco pelo menos uma vez por semana, nomeadamente para compras e lazer.
Clementina Ângela de Melo Leitão Ho, esposa de Stanley Ho, faleceu em Hong Kong nos últimos dias de Fevereiro, aos 80 anos de idade. Vítima de doença prolongada, o seu corpo jaz no Cemitério de São Miguel Arcanjo por sua vontade expressa. A comunidade acompanhou com grande consternação as cerimónias fúnebres que mereceram grande atenção dos orgãos da comunicação social de Macau e Hong Kong.
O Acordo CEPA e o sector de serviços em Macau; As oportunidade decorrentes do Acordo CEPA (Closer Economic Partnership Agreement) foram alvo de uma análise apresentada pelo Dr. Jorge Neto Valente na Casa de Portugal de Macau. Sendo um acordo de tratamento preferencial aos residentes da RAEM, e não de reciprocidade, o orador destacou o facto de que os residentes permanentes podem vir a ser solicitados a prestar serviços de consultadoria no continente chinês em matérias relativas à jurisdição de Macau e a outros sistemas que reconheçam os advogados de Macau, como é o caso de Portugal e CaboVerde.
contexto social e cultural Homenagem a Monsenhor Manuel Teixeira Em homenagem ao falecido Monsenhor Manuel Teixeira, a Biblioteca Central de Macau realizou uma exposição das suas obras que esteve patente ao público na Biblioteca do antigo Leal Senado, entre Setembro de 2003 e Março de 2004, exibindo as obras de sua autoria, os seus manuscritos, fotografias e biografia. Tendo passado a maior parte da sua vida em Macau, grande parte da sua obra está relacionada com a cidade e pode ser consultada na Sala de Macau da Biblioteca Central de Macau. As monografias da sua autoria ali conservadas atingem os 133 títulos, editados entre 1937 e 1999.
Associação de Advogados de Macau atribui bolsas de estudo A Associação de Advogados de Macau (AAM) e a Universidade de Macau (UM) firmaram um acordo que inclui a atribuição anual de cinco bolsas de estudo por parte da AAM a alunos da Faculdade de Direito da UM, reconhecendo-se também deste modo o trabalho desenvolvido por aquela instituição de ensino superior na formação dos quadros de direito da RAEM.
Fundação para o Ensino Superior concede bolsas a juristas locais Quinze juristas irão realizar em Portugal um curso de aperfeiçoamento da língua portuguesa no contexto de um programa de bolsas financiado pela Fundação para o Ensino Superior. Segundo Tong Chi Kin, porta-voz do Conselho Executivo e director da Fundação, a iniciativa insere-se nas orientações do Governo “empenhado em promover Macau como plataforma entre a China e os países lusófonos”.

Centro Científico e Cultural de Macau cria programa de Estudos Asiáticos
População manifesta apoio claro ao Executivo de Macau Os resultados de um novo estudo de opinião, da responsabilidade da União para a Construção de Macau e pela Universidade de Macau, revelam que 79.9% dos inquiridos considera “positiva” a prestação do Governo durante os quatro anos da RAE de Macau. A sondagem mostra ainda que 75,9% aprovam o desenvolvimento de Macau desde a transferência de administração e 79,7 % acreditam no princípio “um país, dois sistemas”. Segundo os responsáveis pelo estudo, a população de Macau continua a ter como principal preocupação o desemprego, actualmente de 5,5%.
O Centro Científico e Cultural de Macau, a Universidade do Porto e o Centro Português de Estudos do Sudeste Asiático assinaram um protocolo para a criação de um curso de pós-graduação em Esudos Asiáticos. O curso irá decorrer no Centro Científico e Cultural de Macau em Lisboa e na Faculdade de Letras da Universidade do Porto e integrará estudantes e investigadores oriundos da Europa, Ásia do Sul e Ásia Oriental, além de estudantes portugueses. Os participantes no programa têm a possibilidade de estudar línguas asiáticas como o chinês, o japonês, o tétum timorense ou o indonésio.

contexto regional e internacional Macau reúne aeroportos da China e de países lusófonos
Consulado de Macau com estatuto de missão diplomática
O director executivo da Companhia do Aeroporto Internacional de Macau anunciou à imprensa local a realização de uma conferência entre as entidades aeroportuárias chinesas e dos países de língua portuguesa com a intenção de abrir um novo vector de cooperação bilateral na indústria, tendo Macau como plataforma. Trata-se de analisar, de modo pragmático, o contributo da RAEM para a mediação de investimentos de aeroportos chineses nos países lusófonos e vice-versa.
O Cônsul-Geral de Portugal em Macau adquiriu o estatuto de chefe de missão diplomática a 1 de Janeiro do presente ano. A elevação do Cônsul-Geral resulta do reconhecimento da importância que o Governo português atribui ao Consulado-Geral em Macau e do trabalho realizado pelo Cônsul Pedro Moitinho de Almeida. A referida equiparação irá ainda “permitir uma maior visibilidade e eficácia na representação do Estado Português nomeadamente na prossecução de uma diplomacia económica cada vez mais activa”, segundo o respectivo despacho governamental.
No final de Abril teve lugar, no contexto da assinatura de um acordo entre Pequim e Bruxelas, em vigor desde 1 de Maio, uma missão exploratória do Secretário de Estado do Turismo de Portugal à RPC. O acordo possibilita a entrada de grupos de turistas chineses nos 12 Estados signatários do acordo Schengen. O Secretário de Estado Luís Correia da Silva fez-se acompanhar por elementos da direcção de diversas empresas líderes do sector em Portugal.
Portugal e Macau reforçam cooperação nas áreas do desporto e do turismo
Em visita à RAEM o Comissário Europeu para o Comércio, Pascal Lamy, reconheceu o interesse do acordo CEPA (Closer Economic Partnership Agreement) para potenciar o interesse das empresas europeias em Macau, em particular da área das telecomunicações. O Comissário Europeu manifestou ainda a satisfação da União Europeia (UE) pela rápida recuperação da economia de Macau, sublinhando que a UE é o segundo destino das exportações de Macau.
Coordenadora do Secretariado Permanente do Fórum para a Cooperação Na sequência da criação do Secretariado Permanente do Fórum para a Cooperação Económica e Comercial entre a China e os Países de Língua Portuguesa, Rita Santos foi confirmada como coordenadora da nova estrutura por um período de um ano. Encontra-se em estudo a criação de representações permanentes no seio do Secretariado.
Visita a Macau do Embaixador de Moçambique na China O Embaixador de Moçambique na China visitou Macau, por sinal no dia em que era oficializado o novo Secretariado, para manter contactos com responsáveis da área comercial e educacional do Governo de Macau.
Visita da Ministra Portuguesa dos Negócios Estrangeiros à China A Ministra dos Negócios Estrangeiros de Portugal, Teresa Patrício Gouveia, visitou a capital chinesa entre 1 e 4 de Março, tendo mantido encontros com o seu homólogo chinês, Li Zhaoxing, com o conselheiro de Estado, Tang Jiaxuan, antigo chefe da diplomacia e com o primeiro-ministro Wen Jiabao. A visita visou dar um novo impulso ao relacionamento bilateral numa nova etapa em que se prevêm consultas políticas anuais, de acordo com um protocolo firmado durante a visita. A diplomacia económica foi também uma componente essencial da deslocação na qual a Ministra se fez acompanhar de uma considerável delegação empresarial. Esta foi a visita de maior importância política de um alto responsável do governo de Lisboa após a transferência de administração de Macau, sendo também o ano em que se celebram os 25 anos de relações diplomáticas entre Portugal e a China. Por ocasião das celebrações organizadas a 10 de Fevereiro último, os responsáveis portugueses e chineses salientaram que a boa cooperação no processo de transferência de Macau aproximou os dois países.
Uma delegação interdepartamental de Macau visitou Portugal na primeira semana de Fevereiro de modo a participar num curso de formação realizado no âmbito da cooperação entre a Sociedade Euro 2004 e o Comité Organizador dos Jogos da Ásia Oriental. O presidente do referido Comité, Manuel Silvério, realizou reuniões com o presidente da Sociedade Euro2004, com o Secretário de Estado da Juventude e Desporto, com dirigentes do Comité Olímpico de Portugal e outras entidades públicas governamentais.
CEPA pode potenciar interesse da União Europeia em Macau
Com o Secretário de Estado da Juventude e Desporto, Hermínio Loureiro, foi acordada a vinda de especialistas portugueses para a formação de voluntários para os Jogos da Ásia Oriental Macau 2005.
Relações luso-chinesas de comércio, investimento e turismo O chefe da delegação do ICEP em Pequim pôs em evidência a importância do mercado chinês para os empresários portugueses que devem ajustar as suas prioridades de modo a responder às oportunidades do mercado. Não estando as pontencialidades do mercado chinês a ser devidamente exploradas pelas empresas portuguesas existem contactos no sentido de um maior relacionamento económico e comercial. De entre elas, destaca-se a Portugal Telecom que analisou o mercado chinês de telemóveis considerando haver oportunidades de expansão do serviço Páginas Amarelas. No sector de produção industrial de moldes, registou-se a visita de uma delegação portuguesa com o intuito de identificar oportunidades de negócio, estando a ser equacionada a criação de alianças estratégicas com empresários chineses. A Transportadora Aérea Portuguesa (TAP), por seu lado, tem, também, intensificado contactos com empresas de aviação chinesas, estando em estudo parcerias entre as duas partes através da Air Macau, onde a TAP detém uma quota. April 2004 economic context Significant growth in Monetary Authority´s reserves The exchange reserve of the Monetary Authority of Macau has increased 13,8% in 2003, having reached 34,7 thousand millions of Patacas. The good financial health of the Territory has equally been shown in the banking sector with a growth of 2,4% in 2003´s total cash flow whereas deposits have increased 8,6%. The Authority is currently analysing the creation of a credit line for the enterprises of Portuguese-speaking countries willing to invest in China. Individual tourists from the mainland contribute to tourism growth In 2003, Macau has approached the number of 12 million visitors, representing a 3,1% rise and a new annual record for the tourism sector, according to data made available by the Department of Statistics of the government of Macau. The number of tourists who have travelled with individual visa, since this modality was introduced in July 28, 2003, has been growing significantly, being this rise translated in 33,2% of the total number of Mainland Chinese visitors. As an initiative of the Chinese Central government to ease the economic damage caused by the outbreak of atypical pneumonia, the granting of individual visas has in fact been the engine of the development of the local tourist industry, allowing Macau to surpass previous records of both the gaming total revenue and the number of visitors. Macau´s 12 casinos registered, in January and February 2004, a total revenue of 5,7 thousand millions of patacas, 43 % more than in the same period, last year.

Macau´s economic growth has accelerated to 15,6% in 2003 after a rise of 10% in 2002. Such a growth is essentially due to the increase of 29% on the annual casino revenue, the rise by 74,7% of investment in the construction sector and the expansion of the exported merchandise volume by 9,4%. The growth of private consumption was of 4,9%. New border control facilities are now open The Chief Executive inaugurated, on 15th of January, the new border control building, with capacity for 300 thousand people daily and 24 thousand vehicles. According to a recent public opinion study, 57% of Macau´s population goes across the border at least once a week, namely for shopping and leisure. The importance of the CEPA agreement for Macau´s economy The opportunities deriving from the Closer Economic Partnership Agreement (CEPA) were the centre of the analysis presented by Dr. Jorge Neto Valente, eminent Portuguese lawyer of Macau with decades of professional activity in the territory, in Macau´s Casa de Portugal. Air Asia flying to Macau in June Air Asia, a new airline company of Malaysia, will begin operating daily flights from Macau to Bangkok, starting from June 16, according to information sources of the International Airport of Macau. The Macau - Kuala Lumpur route may also be activated in July.

Results of a recent opinion study, undertaken by the Union for the Construction of Macau and by the University of Macau, have shown that 79,9% of the enquired regard the services of the government in these four years of the Macau S.A.R. as “positive”. Clementina Leitão Ho – a farewell from all of us Clementina Ângela de Melo Leitão Ho, Stanley Ho’s wife passed away last February. She was 80 years old. Victim of a terminal disease, her body lays in the Cemetery of St. Michael, the Archangel, by her own will. The community accompanied the ceremonies, which were also followed by local and Hong Kong media, amidst general grief. Lawyers Association gives scholarships to university students The Macau Lawyers Association and the University of Macau have agreed to award, yearly, five scholarships to students of the Faculty of Law of the University of Macau. This is also an acknowledgement of the work that has been developed by this higher education institution for the training of the law professionals of Macau SAR, according to Jorge Neto Valente, President of the Macau Lawyers Association. As a tribute to the deceased Monsignor Manuel Teixeira, the Central Library of Macau has organized an exhibition of his works (books authored by him, manuscripts, photographs and biography), which was on display in the Library of the Old City Hall (Leal Senado), between September 2003 and March 2004. Having spent almost all his life in Macau, a great deal of his editorial legacy is related to the city and can be consulted at the Central Library of Macau where a total of 133 titles, published between 1937 and 1999, are being kept.
Fifteen professionals from the law field will attend a Portuguese-language training course in the context of a scholarship programme financed by the Foundation for Higher Education. According to Tong Chi Kin, spokesman of the Executive Council and Director of the Foundation, this initiative derives from the government directives, which strongly support the promotion of Macau as a cooperation platform between China and Portuguese-speaking countries.

Reedition of the novel “Os Construtores do Império” (The Builders of the Empire) A new edition of the second novel of Rodrigo Leal de Carvalho, “Os Construtores do Império” was published by the Livros do Oriente publishing company. The first edition, published in December 1994, was sold out in few months, making this reedition particularly welcomed by the Portuguese-speaking public. Macau´s Scientific and Cultural Centre has a new programme of Asian Studies The Macau Scientific and Cultural Centre (M.S.C.C), the University of Oporto and the Portuguese Centre of South-east Asia Studies have signed a protocol for the creation of a post-graduate course on Asian Studies. The course will be conducted in the M.S.C.C. and in the Faculty of Humanities of the University of Oporto, involving students and researchers from Europe, South Asia and East Asia, besides Portuguese students. Coordinator of the Permanent Secretariat of the Forum for Economic Cooperation Following the creation of a Permanent Secretariat of the Forum for Economic and Commercial Cooperation between China and the Portuguese-speaking countries, Rita Santos was confirmed as coordinator of the new structure. The possibility of creating representations within the Permanent Secretariat is currently being studied.
Mozambique´s Ambassador visits Macau Mozambique´s Ambassador in China visited Macau on the same day that the new Permanent Secretariat was made official. The Ambassador maintained high-level contacts with those in the Macau Government responsible for the educational and commercial areas.

Portuguese Foreign Minister in China The Portuguese Foreign Affairs Minister, Teresa Patrício Gouveia, visited the Chinese capital, from March 1 to 4, where she held high-level meetings with her colleague, Foreign Minister Li Zhaoxing, with the State Councilor, Tang Jiaxuan, former chief of the Chinese diplomacy, and with Premier Wen Jiabao. The visit was meant to provide a new impulse to the bilateral relations, towards a new stage of political cooperation in which annual political consultations will take place, according to a protocol signed during the visit. Economic diplomacy was also an essential component of the visit as the Portuguese Foreign Minister was accompanied by a considerably large delegation of Portuguese entrepreneurs.
With the Portuguese Secretary of State of Youth and Sports, Hermínio Loureiro, the delegation agreed on the coming of Portuguese experts for the training of volunteers for the 2005 East Asian Games in Macau. Sino-portuguese relations in trade, investment and tourism The head of the ICEP (Portuguese Institute for External Trade) delegation in Beijing has put in evidence the importance for the Portuguese entrepreneurial community to adjust its priorities in order to respond effectively to the opportunities created by the Chinese market.
The Consul-General of Portugal in Macau has been granted Chief of Diplomatic Mission status, since January 1st this year. Such an up-grade results from the recognition by the Portuguese government of the importance of the Consulate of Macau and of the the work done by the Portuguese Consul-General, Pedro Moitinho de Almeida. According to legislation passed in this respect, such a status will also allow a greater visibility and efficiency on the representation of Portugal, at a time when the country searches for a more active economic diplomacy.
There are some positive signs in this respect. Portugal Telecom is now considering the expansion of its Yellow Pages services. Regarding the industrial production of moulds, a Portuguese delegation has visited South China and is now considering the creation of strategic alliances with Chinese enterprises. On its hand, TAP (the Portuguese Air Transportation Company) has intensified contacts with Chinese enterprises of aviation and partnerships are being prepared with the intervention of Air Macau, where TAP is shareholder. The Portuguese tourism sector was also awakened to the opportunities of exploring China´s booming market after the signing of an agreement between China and the European Union, which enables Chinese tourist groups to enter and move freely in the 12 Schengen EU Member States. Bearing this in mind, the Portuguese Secretary of State for Tourism has led a large mission to China, including all the major Portuguese travel companies.
