They have blazed trails as judges on the local, state and federal levels, and serve as leaders and role models in their local communities and in the legal profession. We are proud to honor such a diverse and accomplished group of jurists, as well as to recognize our more than 150 alumni members of the Judiciary. On behalf of Hofstra University and the Maurice A. Deane School of Law, congratulations on receiving this honor, and thank you for joining us tonight. Since its inception in 2018, the Distinguished Alumni on the Bench reception has supported Hofstra Law students through a new scholarship for entering students and Public Justice Foundation Fellowships. Honorees THE HONORABLE LEONARD B. AUSTIN ’77 Supreme Court of the State of New York, Appellate Division, Second Judicial Department Justice Leonard B. Austin is a graduate of Georgetown University in 1974 and Hofstra Law in 1977. Justice Austin engaged in the private practice of law until his election to the Supreme Court Bench in the 10th Judicial District in 1998. He was re-elected in 2012. In his private practice, Justice Austin focused primarily on complex commercial litigation, matrimonial and family matters, personal injury, and real estate matters. In 1980-81, he served as counsel to the Speaker of the New York State Assembly. In that capacity, he was assigned as counsel to the Agriculture and Commerce and Industry Committees. Upon his election to the Bench, Justice Austin was assigned to a Dedicated Matrimonial Part in Suffolk County (1999) and a Matrimonial and Commercial Part in Nassau County (2000). In October 2000, and continuing until his elevation to the Appellate Division, Justice Austin presided in a Commercial Part. He was selected to serve as the Chairman of the Commercial Division Rules Committee and authored the first Uniform Commercial Division Rules (22 NYCRR202.70). Since 2014, he has been a member of the Chief Judge’s Commercial Division Advisory Council. In March 2009, Justice Austin was appointed to the Appellate Division for the Second Judicial Department by Governor David A. Paterson ’83. Justice Austin is a member of the Pattern Jury Instructions Committee. He has served on the Office of Court Administration’s Matrimonial Practice and Commercial Division Curriculum Committees. He is a member of the New York State, Florida, Nassau County, Suffolk County, and New York State Women’s Bar Associations. Additionally, he served as the President of the American College of Business Court Judges, the Presiding Member of the Judicial Section of the New York State Bar Association and the President of the Theodore Roosevelt American Inn of Court. Over the years, Justice Austin has authored several articles dealing with Consumer Class Actions, Equitable Distribution, and New York City’s Forfeiture Law. He is a frequent lecturer in the fields of appellate, commercial and matrimonial law and practice. Since 2002, he has been an Adjunct Professor of Law at the Maurice A. Deane School of Law at Hofstra University.


Honorees THE HONORABLE STEPHEN A. BUCARIA ’76 Supreme Court of the State of New York, Nassau County Justice Stephen A. Bucaria graduated from Fairfield University in Connecticut in 1970, wherein he received a B.A. In 1971, he received his M.A. in Criminal Justice from SUNY Albany. He received his J.D. from Hofstra Law in 1976. Prior to his election to the Bench, Justice Bucaria served in both the public and private sector. From 1971-1976, he was Legislative Assistant to Senator John R. Dunne. Upon his graduation from Hofstra Law, he served in the office of the District Attorney, Nassau County. From 1979-1987, he was in the private practice of law, where he focused primarily on Surrogate, Real Estate and Complex Commercial litigation. In 1987, he became a Law Secretary to the Honorable Gabriel Kohn of the New York Court of Claims, and then he became Law Secretary to the Honorable Angelo D. Roncallo, Justice of the Supreme Court. In 1993, Justice Bucaria was elected to the District Court of Nassau County, and in 1995 he was elected as a Justice of the Supreme Court, State of New York. In addition to his legal experience, Justice Bucaria has served as an Adjunct Professor at Long Island University at C.W. Post at the graduate level. Prior to that, he taught at the University of Alberta, Edmonton, Canada, and SUNY, Farmingdale. He has participated in numerous invitational seminars held by the AEI-Brookings Institute in Washington, D.C. He has presided over Mock Trial Competitions as well as Moot Court held at Hofstra Law. He has been active in numerous legal, charitable and educational organizations during his career. He is a past president of the Catholic Lawyers Guild of Rockville Centre and a member of Colombian Lawyers, Friendly Sons of Saint Patrick, and Irish in Government. Justice Bucaria also is a member of the American College of Business Court Judges. Further, since 1997, he has been active in the New York State Guard, where he attended numerous conferences, including the National Security Seminar for the United States Army, as well as the National Security Seminar for the United States Navy. He presently holds the rank of Brigadier General in the New York Guard, where he is Commander of the Army Division. Among his numerous awards and decorations, he has received the New York State Defense of Liberty Medal presented to those who served the State during the September 11, 2001, tragedy.


Honorees THE HONORABLE BRUNA DIBIASE ’84 Supreme Court of the State of New York, Queens County, Criminal Term The Honorable Bruna DiBiase is an Acting Supreme Court Judge. She was appointed as a New York City Criminal Court Judge by Mayor Michael Bloomberg in December 2014. Before becoming a judge, Judge DiBiase served as Chief of Staff to Judge Judy Kluger, Chief of Policy and Planning for New York State’s Unified Court System. She worked closely with Judge Kluger to develop statewide court policies and strategies. She also had oversight over Grants and Problem-Solving Courts. Under the office’s direction, more than 300 ProblemSolving Courts in the state were planned and implemented. As counsel, Judge DiBiase addressed legal, legislative, operational and training issues for judges and court staff, and provided guidance on restructuring projects. Judge DiBiase also served as the Chief Court Attorney of the Law Department of the NYC Criminal Court from 2000-2003, coordinating the Judicial Orientation Training Program for New Judges and the Orientation Program for Judicial Hearing Officers assigned to the Criminal Courts, and implementing a Court Attorney Training Program that was certified for Continuing Legal Educational. She also served as editor for the Bench Book for Judges Assigned to the NYC Criminal Court and, among other court initiatives, proposed a plea by mail procedure for local court summonses that still remains in effect. From 1998-2000, she served as the Supervising Court Attorney for Queens Criminal Court, working with the Honorable Seymour Rotker, then-Supervising Judge. Before joining the court system, she was in private practice from 1991-1998 and a staff attorney for The Legal Aid Society Criminal Defense Division from 1984-1991. Judge DiBiase is an active member of many Bar Associations, including the Association of the Bar of the City of New York, the Women’s Bar Association of the State of New York, the Columbian Lawyers Association of Queens County, the Queens County Bar Association, and the Network of Bar Leaders. She is also a past President of the Queens County Women’s Bar Association and of the Columbian Lawyers Association of Queens County. In 2001, she was the recipient of the American Committee on Italian Migration’s Outstanding Service Award. She has also been honored as one of the 2008 Top Women in Queens County. Judge DiBiase is also a member of several committees and advisory boards and has presented at many judicial conferences in New York state as well as national and international conferences. Judge DiBiase is a loving mother and takes great pride in her family.


Honorees THE HONORABLE THOMAS FEINMAN ’75 Supreme Court of the State of New York, Nassau County Justice Thomas Feinman earned a B.A. in History and Education, cum laude, from Hofstra University in 1972 and a Juris Doctor from Hofstra Law in 1975. While at the Law School, he received the Practising Law Institute Award for Excellence in Matrimonial and Family Law and the Law School’s Outstanding Student in Matrimonial Law Award. Justice Feinman started his legal career in 1976-1977 at Dalton & Henoch, Esqs. From 1978-1979, he served as a Senior County Court Trial Attorney in the Nassau County District Attorney’s Office. He then returned to private practice, first at Sale, Groothuis & Feinman, Esqs. from 1979-1981 and then at Annibale & Feinman, Esqs. from 1982 to 1997. Justice Feinman joined the Bench in 1998 when he was elected a Nassau County District Court Judge. In 2004, he was elected to the Supreme Court of the State of New York, and in 2017, Justice Feinman was re-elected. Since 2005, Justice Feinman has taught at Hofstra University, first as an Adjunct Assistant Professor and since 2012 as an Adjunct Associate Professor in the Department of Accounting, Taxation, and Legal Studies at the Zarb School of Business. Justice Feinman is a member of the New York State Supreme Court Judge’s Association, the Nassau County District Court Judge’s Association, the Nassau County Bar Association, the Former Assistant District Attorney’s Association, and the NYS Academy of Trial Lawyers. Over the years, Justice Feinman has received many honors, including the Hofstra University George M. Estabrook Distinguished Service Award in 2003 and the Court Officers Benevolent Association of Nassau County’s President’s Award in 2000.


Honorees THE HONORABLE LINDA KEVINS ’96 Supreme Court of the State of New York, Suffolk County After serving in both Nassau and Suffolk County Courts, and improving our system of justice from both sides of the bench for over 20 years, Justice Linda Kevins, a 1996 Hofstra Law graduate, was elected to the New York State Supreme Court. Justice Kevins was previously elected and served as a District Court Judge, and served as counsel to three Supreme Court Supervising Justices and Suffolk County Supreme Court Justices in the field of matrimonial law. As Principal Law Clerk to the Honorable Robert Ross, Supervising Justice of the Matrimonial Center of Nassau County Supreme Court, Justice Kevins assisted in the management of eight matrimonial parts, supervision of more than 70 judicial and nonjudicial personnel, and development and operation of the Model Custody Part, Children Come First Initiative and Matrimonial ADR Program. The Nassau County Bar Association Matrimonial Committee recognized Justice Kevins as the first recipient and honoree of the prestigious Rick Keidel Memorial Tribute. During her seven years as a Suffolk County Assistant District Attorney, Justice Kevins served in the Appeals, Family Crime, and Domestic Violence Bureaus, assisted in the development and operation of Suffolk County’s first Domestic Violence Part, and prosecuted numerous domestic violence and child abuse cases, including one featured on television’s America’s Most Wanted. Justice Kevins is the Founder and past President of the Partnership to Advance Women Leaders (PAWL), organized and developed cutting-edge programs, including “Ready, Set, Lead! Empowering Women in the Political Process,” past Vice President of the Women’s Bar Association of the State of New York, and member of “The Gallery of Distinguished Graduates” of SUNY Empire State College. While attending Hofstra Law, Justice Kevins raised five children, co-founded Hofstra Law Women, served a three-year term as President, and received the Advancement of Women in the Law award. Justice Kevins was later honored as a Distinguished Alumna of the Year for her continuing support of women in the law.


Honorees THE HONORABLE STEVEN I. LOCKE ’93 United States Magistrate Judge, Eastern District of New York The Honorable Steven I. Locke ’93 was sworn in as a United States Magistrate Judge in the United States District Court for the Eastern District of New York on August 1, 2014. He sits in the Central Islip Courthouse. In addition to his responsibilities on the Court, Judge Locke participates in various CLE and other programs in the New York metropolitan area, including for the Federal Bar Association and the New York State Bar Association. Judge Locke also leads activities at local public schools and an FBA summer program, all of which are designed to introduce grade school and high school students to the judiciary. While at Hofstra Law, Judge Locke served as Editor-in-Chief of Volume 10 of the Hofstra Labor Law Journal, published two notes, one with the Hofstra Labor Law Journal and the other with the Hofstra Law Review, and was a member of the Robert F. Wagner Moot Court Team. After graduation, Judge Locke moved to Chicago, where he joined Fox & Grove, Chartered, and began his career practicing labor and employment law representing clients before the Illinois state and federal courts and administrative agencies. Judge Locke left Chicago and returned to Long Island to serve as Law Clerk to the Honorable Arthur D. Spatt in the U.S. District Court when the federal courthouse was still located on the Hofstra campus. After his clerkship, Judge Locke joined Morgan, Lewis & Bockius LLP in the firm’s New York office, where he continued his career practicing labor and employment law, representing clients in New York and other parts of the country before various state and federal courts and agencies. After two years with Morgan Lewis, Judge Locke opened his own practice in Manhattan, still focusing on labor and employment law, litigating cases both in the U.S. and abroad. While in practice, Judge Locke was a member of the Association of the Bar of the City of New York, where he served on the Labor and Employment Law Committee, the New York Chapter of the National Employment Law Association and the EDNY mediation panel. Judge Locke has also authored articles on various topics related to labor and employment law. Prior to law school, Judge Locke received undergraduate and graduate degrees in Economics from Tufts University in Medford, Massachusetts. While at Tufts, Judge Locke met his wife of 25 years, and they now live in Brooklyn with their two teenage daughters.


Honorees THE HONORABLE GEORGE SILVER ’83 Deputy Chief Administrative Judge, New York City Courts Justice George Silver, a native Bronxite, attended New York University, where he earned an M.S. in Accounting and Management, and Hofstra Law, where he earned a J.D. in 1983. He also earned an M.B.A. in Finance from NYU Stern School of Business in 1992. At the time, he was also working full time as in-house counsel for five private bus companies. Thereafter, he joined Fields & Rosen, a firm specializing in maritime law, commercial and real estate matters, and personal injury actions, besides handling matters for the bus companies. He later became an equity partner in the firm, which was renamed Fields, Silver & Santo, L.L.P. and ultimately Silver & Santo, L.L.P. In 2004, Justice Silver was elected to the Civil Court of the City of New York and assigned to Civil Court, Kings County, until he was reassigned in April 2009 to Family Court, Bronx County, where he presided over juvenile delinquency matters. In January 2010, Judge Silver was appointed a Supreme Court Judge by designation and assigned to Supreme Court, New York County, where he presided over the approximately 2,000 pending motor vehicle cases. From April 2011-October 2015, he presided over the Trial Assignment Part. In 2012, he was also assigned potential early settlement of Medical Malpractice Cases as part of a specialized grant program. In 2012, he was elected to the Supreme Court of the State of New York. In October 2015, Justice Silver was asked to preside over a newly created Mediation Part called J-Med besides his other assignments: the Medical Malpractice Early Settlement Part and an IAS Part handling general matters. In 2016, he was assigned a limited Matrimonial caseload. As of July 2017, Justice Silver was appointed by Chief Judge Janet DiFiore to the new position of Deputy Chief Administrative Judge for New York City Courts. He was briefly the Acting Administrative Judge for New York County Supreme and Civil Courts. Since January 2018, he is the Acting Administrative Judge for Bronx County Supreme and Civil Courts. Justice Silver is also involved in community-based organizations and Bar Associations, including the NAACP, the International Association of Gay and Lesbian Judges, and the Jewish Lawyers Guild. He is co-chair of the Ethics and Professional Committee of the Torts, Insurance, and Compensation Law Section of the New York State Bar Association and is a new member of the NYSBA Committee on Diversity and Inclusion.


Honorees THE HONORABLE NORMAN ST. GEORGE ’88 Administrative Judge, Nassau County, 10th Judicial District In November 2018, Judge St. Norman George was elected as a Justice of the Supreme Court for the 10th Judicial District. As of January 2019, Chief Judge Janet DiFiore appointed him as the Administrative Judge of all courts in Nassau County. From 2013-2018, Justice St. George was the Supervising Judge of the Nassau County District Court, a position to which he was appointed by Chief Administrative Judge A. Gail Prudenti. The Court is one of the busiest in the state, handling over 100,000 criminal and civil cases a year. Besides supervising the District Court, Judge St. George was an elected Nassau County Court Judge and an Acting Supreme Court Justice. In May 2008, he was appointed a County Court Judge by Governor David A. Paterson ’83 and was elected to the same position later that year. Shortly thereafter, he was appointed an Acting Supreme Court Justice for New York State. He has presided over serious felony criminal cases, commercial cases, and medical malpractice cases, and was in charge of the Integrated Domestic Violence Court, the Domestic Violence Court, and the Sex Offense Court. Before 2008, he was a District Court Judge. In 2004, he was appointed a Nassau County District Court Judge by County Executive Thomas Suozzi, and was elected to the same position later that year. Besides presiding over criminal and civil cases, Judge St. George was charged with establishing Nassau County’s first misdemeanor Domestic Violence Court. He also established and presided over a Driving While Intoxicated Court. Before ascending to the Bench, Judge St. George practiced law for 16 years as a Federal and State trial attorney. After receiving his J.D. in 1988 from Hofstra Law, where was a member of the Hofstra trial team and was selected as a student member of the Nassau County Inns of Court, he worked as a Tax Attorney with Arthur Andersen. He then began his litigation training at Reisch, Simoni, Bythewood & Gleason, handling criminal and civil cases, including major Federal criminal and civil R.I.C.O. actions. He then served as an Assistant District Attorney for Nassau County in the District Court, Felony Screening, Grand Jury, and County Court Bureaus. As a Prosecutor, he tried over 30 jury trials to verdict and never lost a felony trial. Next he became a partner in the Wall Street firm of Jackson, Brown, Powell and St. George, LLP and served as managing partner. He then set up his own law firm with offices in Mineola and Manhattan, successfully trying Federal and State criminal cases, Federal Copyright Infringement cases, commercial litigation cases, and personal injury cases.
