UFFICIO MOBILE PER LA CONSULTAZIONE URBANA ‘Herkes İçin Mimarlık’ (Architecture for All) is a non-profit organization based in Istanbul that provides democratic and collaborative design processes between government representatives, various professionals, and citizens. The organization engages with the economic, political and social dynamics of the places where it works and aims to create sustainable communities through implementation of its designs. HiM is a multi-disciplinary platform that re-imagines the structure and scope of architectural processes. WHAT IS MOBIL BUREAU?

İstanbul kent yaşamının önemli parçalarından birisi seyyar satıcılardır. Kentin önemli noktalarında, insan hareketinin yoğun olduğu bölgelerde geleneksel bir satış-pazarlama yöntemi olarak mobil araçlar halen kullanılmaktadır. Bu mobil araç dinamiğinden esinlenerek her gün yeni bir alanı kentsel dönüşüm bölgesi ilan edilen ve bu durumuyla büyük bir şantiyeye dönüşen İstanbul’un kritik kentsel dönüşüm alanlarında, dönüşüm konusunda kullanıcı odaklı bir farkındanlık yaratmak için mobil büro oluşturulmuştur. Kentsel dönüşüm idari olarak, olası İstanbul depremine karşı binaları güçlendirmeyi ve yenilemeyi amaçlarken, rant ilişkileri ve maksimum kar odaklı bakış açılarına yenik düşmüş ve kentin kimliksizleşmesine,alt gelir grubundaki kentlililerin kent merkezlerinden uzaklaştırılmasına zemin hazırlamıştır. Mobil büro, rant ilişkileri ve maksimum kar odaklı bakış açılarına karşı,mimarlık alanından bir farkındalık yaratma aracıdır.

One of the important parts of Istanbul urban life is peddlar. On important points of city, in regions with intense human movement, mobile vehicles are still used as a traditional sales & marketing method. By the inspiration of dynamism of that mobile vehicle, a mobile office is designed to create a user-oriented awareness about urban renewal on the critic urban renewal areas of Istanbul where each day each parts of it is declared as a new renewal area and transforms to a big construction site by this situation. When urban renewal aims to strengthen and also renew buildings against a possible earthquake in Istanbul, it is defeated to relations of rent and maximum profit-oriented perspectives, thus it lays the groundwork for to be deindividuation of city, to be removed of the lower income groups of citizens from city centers. The mobile office is a tool to create awareness against to rent relations and maximum profit-oriented perspectives.

İnsan yoğunluğu olan kentsel dönüşüm alanlarında bulunan kent meydanlarında, deprem risk bölgesi taşıyan bölgelerde ve kentsel müdahale yaşanan bölgelerdeki mahalle dernekleri gibi özelleşmiş noktalarda çalışır.

Kentsel dönüşüm ve afet risk alanı ilan edilen bölgelere ait yerel yönetimler tarafından hazırlanmış Master planlar, yapı firmaları tarafından hazırlatılmış makro ve mikro ölçekteki projeler, bu projelere ait satış-pazarlama materyalleri öncelikle toplanır ve arşivlenir. Elde edilen dökümanlar hukuksal ve teknik açıdan incelenir. Disiplinler arası bir inceleme sürecinden sonra broşürler ve konuyla ilgili videolar hazırlanır. Bir aktivist ağı oluşturulur ve mobil büro kurulum alanları belirlenir. Mobil büro aktivistleri konuyla ilgili tüm disiplinler tarafından bilgilendirilir. Mobil büro, yapılmış olan arşiv çalışmalarını aktivistler aracılığıyla kentliyle paylaşırken, farklı yaklaşımlardan yeni bilgiler edinir ve sürekli kendini güncelleyen dinamik bir kollektif bellek haline gelir.

First of all, master plans which are preapared by local governments of regions that are declared as urban renewal and disaster risk areas, macromicro scaled projects are prepared by construction firms, sales and marketing materials are collected and archived. Devised documents are reviewed from legal and technical aspects. After process of transdiscipliner review, brochures and videos about the subject (theme) are created. A network of activists is generated and mobile office placed areas are determined. The activists of mobile office are informed by all disciplines about subject. When mobile office shares all worked on archieved studies through activist with the citizens, it gains new knowledge from different approaches and transforms to a dynamic collective memory which updates itself consistently.

IF THE DEVELOPER WANTS TO REPLACE A SINGLEFAMILY HOUSE WITH A MULTI-FAMILY RESIDENTIAL BUILDING, HE GIVES ONE THIRD OR HALF OF THE UNITS TO THE OWNER(S) AND GETS THE REST. IF THE DEVELOPER WANTS TO REPLACE A MULTI-FAMILY RESIDENTIAL BUILDING WITH A NEW ONE, THE CONSTRUCTION USUALLY BEGINS WHEN THE DEVELOPER COMES TO AN AGREEMENT WITH TWO THIRDS OF THE RIGHTFUL OWNERS. When urban renewal is occured for reasons such as to renewal of buildings against to risk of disaster or to meet new urban requirements which occuring/will occur in city, it should be realized by participatory processes by taking opinions and suggestions of all stakeholders in the city. Through this participatory process, it should be aimed ecological urban life that each rights holders in city is represented on by considering issues such as relation of environment-nature, animal rights, children rights, disability rights. Especially, a horizontal design process that users can participate directly should be followed as design process.
