Kerr Lake traces history back to 1940s

Though the 82nd Congress changed the name to the John H. Kerr Dam and Reservoir, in honor of the North Carolina lawmakhe history of the John H. Kerr Dam and Reservoir traces er who was instrumental in obtaining the project’s funding and back to 1944 when the 78th U.S. Congress passed the approval, Virginia continues to use Buggs Island Lake. The Norfolk District of the U.S. Army Corps of Engineers Flood Control Act, which authorized the construction of completed the project in early 1953, and it is now operated by the dams and levees across the country. The U.S. Army Corps of Engineers project was initially called Wilmington District. The two main functions of the dam are hydroelectric power “Bugg’s Island Project,” after the islands immediately downstream of the dam that are named after Samuel Bugg, an 18th century pioneer. production and flood control in the Roanoke River basin.

The dam generates an average of 426.75 million kilowatt hours per year, which is sold to local power companies for consumption, according to the Army Corps of Engineers website. In addition to flood control and power production, recreation has become another function and benefit of Kerr Lake. Seven state recreation areas offer campgrounds with opportunities for boating, swimming, fishing, and hiking. In addition to campgrounds, the Corps of Engineers also operates several other day-use facilities for boat launching, swimming and picnicking.

Future plans include adding more bank fishing areas, completing the regional environmental education center, and continuing to provide recreational opportunities for the region, the Army Corps of Engineers website states.

Key Moments in America Revolutionary history

A

mericans celebrate their independence from British rule every July Fourth. Celebrations typically include fireworks, parades and parties. While the signing of the Declaration of Independence in 1776 was a seminal moment in both American and world history, the following are some notable events that took place in the years preceding 1776 and helped to shape the country now known as the United States of America. • 1765: The Passage of the Stamp Act marked the first major form of taxation on British colonists living in what is now America. The act imposed taxes on printed materials to help offset the costs of British troops in the colonies and replenish British debts. Colonists were upset they had no say in how taxes were levied or how the money would be spent. • 1767: After repealing the Stamp Act,

Britain imposed the Townshend Acts, a series of taxes on various British goods, including tea. Again, colonists were outraged, spurring a boycott on British goods. • 1770: The Boston Massacre involved a crowd of colonists and a collection of British soldiers. The soldiers opened fire on the crowd, killing five and wounding six others. This incident helped increase anti-British sentiments in the colonies. • 1773: A few years after the Boston Massacre, colonists boarded British ships in the Boston harbor and threw the tea into the sea as protest against the Tea Act. Known as The Boston Tea Party, this event proved a catalyst for revolution. • 1774: After the Intolerable Acts aimed to punish colonists for The Boston Tea party, delegates from 12 of the original 13 See history/Page 14

History from page 10 colonies met illegally to form the First Continental Congress. They convened to discuss plans for dealing with various British offenses. Congress also developed political statements against the British and urged people to boycott British goods. The first president of this congress was Payton Randolph. John Hancock was appointed president the following year after the monarchy ignored the first Congress’ petition. • 1775: The British governor of Massachusetts sent several hundred British troops to seize military supplies from the colonists at Concord. When the colonists discovered the plan, they sent their own militia to intercept the forces at Lexington. The British would win at Lexington but were defeated at Concord. Throughout 1775, many other clashes between colonists and British troops

took place, eventually culminating in an event that would forever change American history. • 1776: On July 4, 1776, the Second Continental Congress adopted the Declaration of Independence, which formally proclaimed American colonies independent from Britain. However, Britain was not willing to bend to colonists’ wishes. • 1776-1783: Several battles took place during this time period, including Moore’s Creek Bridge, Sullivan’s Island and Fort Washington. France was brought into the war in 1777. A successful sea-and-land campaign of American and French armies led to the surrender of British troops at Yorktown. • 1783: Nearly two decades after colonists began voicing their displeasure with British laws, the American Revolution formally ended on Sept. 3, 1783, with the Treaty of Paris. The British Empire accepted defeat and recognized the independence of the United States of America.

Unsteady land and sharp drop-offs made some sites in Area 2 of Hibernia less than desirable, but recent improvements have made the old sites more attractive than ever. “They were really narrow and uneven,” Bryce See upgrades/Page 18

Upgrades from page 16 Fleming, superintendent, said. “They were fine for tents but not for the campers. It was not very convenient for campers.” Seven of the camping areas in Hibernia now have longer and wider driveways and a retaining wall that allowed for the area to be evened out. The areas with higher retaining walls even have stairs to allow campers safe and easy access to the water. “We had a lot of request from campers to make the improvements,” Fleming said. “Many of our campers are going to stay between the campsite and the water so we wanted to make it safer and more convenient.” Fleming said input was gathered

The upgrades happened with $26,000 for materials and talented park rangers and maintenance, Fleming said. “The campers have been really impressed — impressed with how much more usable the sites are and the workmanship of the structures,” he said. Donna Bolen said she travels from Chesapeake, Virginia, at least twice a year to camp in Hibernia. “I’ve been coming here for 40 years,” she said. “My parents starting bringing me here when I was 4 years old. I love it here.” Looking at the wider driveway and retainer wall for her campsite, Bolen said she was pleased. “I actually like them,” she said. “When you used to put up a camper, it wasn’t even and it made things difficult. The lake access is great.”

Though that may seem like a long time for the country to wait to celebrate the independence it declared in 1776, the tradition of the Fourth of July, often referred to as Independence Day, dates back to the dawn of the American Revolution and the adoption of the Declaration of Independence on July 4, 1776. Since then, July 4th has been

recognized as the dawn of American independence, and celebrations that included fireworks and parades can be traced back to the 18th century. ater recreation is a popular pastime. When the weather warms, people often take to coastal areas to enjoy some fun in the sun and surf. What to wear for a day on the water depends on the type of activity one is partaking in, but there are some essentials you do not want to forget to bring along. • Sturdy shoes: Whether you will be standing on the deck of a sailboat or baiting a hook alongside a river, footwear should be sturdy. Water makes for slippery conditions, and shoes that provide traction blend form and function. Although flip-flop sandals have become the go-to footwear, these shoes do not provide the arch support or traction neces-

When boating or visiting the coast, wear layered clothing so you can shed layers as needed to remain comfortable. • Change of clothing: Wet clothing can become uncomfortable to wear, and it may become dangerous if the temperature drops. Wet clothing can extract heat from the body much faster than dry clothing, potentially causing hypothermia, or a drop in body temperature. Couple wet clothing with windy con-

ditions, and hypothermia can quickly set in. Always bring along a change of clothing and store it in a waterproof bag or container. This should include extra socks and shoes. • Life jacket: The Centers for Disease Control and Preventionsays drowning ranks fifth among the leading causes of unintentional injury deaths in the United States. Whenever you are on or near the water, wearing a life jacket is a safe idea and one that can potentially save your life. A life jacket should be made available for everyone on a vessel. Dress the part when spending a day on the water. Having the right equipment can reduce your risk for injury.

Boating safety: How to fit a life jacket correctly

M

any people assume that simply wearing a life jacket or another personal flotation device is enough to provide adequate safety while enjoying activities on the water. But just as important as wearing the PFD is that it fit properly. Selecting a life jacket is not a one-sizefits-all scenario. Nor are all life jackets suitable for all types of water sports and other marine activities. The amount of buoyancy the jacket provides is relative to the activity and the size of the person wearing the jacket. Furthermore, it is unwise to think that children can simply wear an adult life jacket in a pinch. According to the Pennsylvania Fish & Boat Commission, life jackets that are too small or too large can come off or ride up in the water. A jacket that rides up can end up rising over the mouth and nose, making breathing difficult. The proper fit of a life jacket is one where the jacket is snug, but not suffocating. All of the zippers, ties, straps, snaps, and other connection points should be correctly secured. Those who have experience in the

water can test out the fit of a life jacket by walking into the water up to the neck. After lifting up the legs and tilting the head back, the person should be able to float comfortably and not have to put any effort into staying above water. Furthermore, the life jacket shouldn’t obstruct the mouth. The person should also be able to swim easily on the back or side without restriction of the arms. In terms of children and life jackets or flotation vests, the Division of Boating and Oceanic Recreation of Hawaii says that fitting children with PDAs is one of the most frequently asked questions of boating safety educators. Typically, children 12 years and younger are expected to wear a life jacket at all times when in a boat or around the water. This means kids will spend significant time wearing the life jacket, so it should be comfortable and fit properly. According to DOBOR, children’s life jackets are typically designed around three sizes. An infant device is for children under 30 pounds. A small child is appropriate for children 30 to 50 pounds.

A youth size is right for children 50 to 90 pounds. Larger children may graduate to a small adult’s size. Life jackets for young children may have a flotation collar that helps to keep the head upright, as a child’s head tends to be his or her heaviest part of the body. In addition, there will likely be a strap that secures between the legs to prevent vest from riding up. All life jackets should be replaced when they start to fade to the color of the inside label. This might be indicating that their safety protection may have started to deteriorate. In addition to properly fitting a life jacket, it is important to practice being in one in the water. While life jackets may keep adults and children afloat, they may not keep a struggling person face up. Therefore, it is advisable to remain calm in the water while wearing the PFD. Life jackets can save lives when properly fitted and worn correctly. Also, many people prefer to purchase life jackets that are a Coast Guard approved device for added protection.
