Builders Appreciation Night at the K The KCHBA’s annual Royals Night was a sold out event as members and guests rooted for the Royals on June 24th. This year’s event was held in appreciation of our builder members and was sponsored by the Gold Sponsors (see page 11 for a listing).

Missouri North Hears from Patek and Bertrand The May meeting of the Missouri North Area Council featured speakers on diverse topics: Jewell Patek, HBA of Missouri lobbyist and Jennifer Bertrand, interior designer. Patek provided a summary of the 2016 Missouri legislative session and reviewed the upcoming statewide elections.

Jennifer Bertrand, well-known local designer and winner of HGTV’s Design Star, spoke on the importance of design in new homes. She suggested that builders should focus on classic design elements for longevity in their homes and mix in current trends to stay contemporary. Bertrand listed the use of varied textures as the most important element of today’s designs. Some popular elements of mixed textures include wood ceilings, wallpaper and kitchen walls tiled up to the ceiling.

New Silica Rule in Effect OSHA’s final rule on crystalline silica went into effect on June 23. It gives the construction industry exactly one year to comply with the new requirements. The rule will apply to a wide range of employers who are involved with common residential construction tasks such as using masonry saws, grinders, drills, jackhammers, performing milling, and using heavy equipment for grading and excavating.

OSHA has projected that about two million construction workers who drill and cut silica-containing materials – such as concrete and stone – are exposed to breathable silica and the agency estimates that this new standard (29 CFR 1926.1153) will save more than 600 lives annually and prevent more than 900 new cases of silicosis each year.

NAHB Report: Effects of the Overtime Rule Despite strong opposition by NAHB and other leaders in the nation’s small business community, the Department of Labor (DOL) last month issued its final overtime rule, which will more than double the current overtime salary limit of $23,660 to $47,476.

Set to take effect on Dec. 1, the rule will have significant ramifications for many employers, including home building firms and non-profit organizations such as local and state HBAs. NAHB has prepared an FAQ to help our members better understand and to comply with the rule. In addition, a webinar replay (contact KCHBA staff for the link) is now available to help you: • Learn what employers need to know before Dec. 1.

Rule Meant to Help Workers Could Harm Them Most small businesses, including the vast majority of home building companies, operate under tight margins. The huge spike in the overtime threshold could force many employers to convert salaried employees to hourly workers in order to remain solvent. Many employers will be forced to scale back on pay and benefits, as well as cut workers’ hours, in order to avoid overtime requirements and remain in business.

Under the new standard, the salary threshold will be indexed to inflation and adjusted every three years, forcing employers to go through this process on an ongoing basis.

NAHB continues to lead the effort to urge Congress to quickly pass the Protecting Workplace Advancement and Opportunity Act (House bill H.R. 4773 and Senate bill S. 2707). The legislation would force the Department of Labor to withdraw this rule until it has considered the effects it would have on small businesses, consumers, workers and the economy.

Though the rule is intended to help workers, many could wind up earning less money than they were making previously, and lose the workplace flexibility that comes with being a salaried employee. The rule will also reduce

Year-To-Date Regional Home Building Activity Rises Nearly 30% May single-family permits top 500 for third month in a row June is National Homeownership Month and Kansas City homebuilders are celebrating by continuing their brisk pace of single-family construction in May, with 502 single-family permits issued. Year-to-date permit activity in the metro area rose 29 percent, with permits recorded for the first five months of the year totaling 2,223, according to the Home Builders Association of Greater Kansas City’s monthly Residential Building Permit Statistics report.

All eight counties in the region reported an increase in residential permit activity in the first five months of 2016.

“The housing market is especially active heading into summer with solid new home sales numbers. The good news for homebuyers is that it’s a nearly balanced market for new homes,” HBA Executive Vice President Sara Corless said. “That means buyers should be able to find what they want and builders are finishing new homes daily after depleting inventory.”

The most recent permit report shows growth in all eight metro-area counties and reflects a strengthening housing sector that helps create personal wealth while boosting local economies, according to the National Association of Home Builders. The NAHB is touting the job creation and revenue-generating aspects of the housing market as part of National Homeownership Month in June. According to NAHB, every 1,000 new homes built translates into almost 3,000 jobs.

National Homeownership Month also celebrates community benefits of owning a home.

“Once a person invests in a home, they double-down on their community investment as well by getting involved in schools, churches and neighborhood activities,” Corless added.

“Those are the intangible benefits of homeownership that improve lives, neighborhoods and regions.”
