The coronavirus pandemic sent all Connecticut students home for fulltime, long-distance learning in March, giving them no choice but to finish the remainder of their 2019-20 school year from their homes. This month, as the 2020-21 school

year begins, there are a variety of return-to-school strategies in the works throughout the eight towns that make up the North Central Connecticut region. These include different plans to return to school buildings full-time and parttime.

cle while steering clear of coronavirus hot zones. Consider the case of Long Island’s North Fork. In an about an hour, most North Central residents can get themselves to Groton/New London by car. From there, a scenic 80-minute ferry ride transports folks to (and from) “The Fork” about a dozen times daily. The cost per passenger is around $18 per person, per trip, and the vessel itself offers nominal-fee Wi-Fi, concessions, indoor and outdoor seating on the first floor and a large lounge on level two. For an average of $50 each way, vehicles may be transported on the ferry. It’s certainly a nice option to think about as you will, of course, A) need to get around once there (rental options are limited and many feel safer in this current climate in their own vehicle rather than utilizing driving services) and B) it is nice to not have to lug all of your belongs on and off the boat. You just get out of your car and roam around the ferry to whatever aforementioned option suits your fancy. Once across Long Island Sound, there are a plethora of shopping and dining options in North Fork – including an outlet proper in Riverhead. Depending on the time of year, the major roads are also lined with fresh fruit, vegetable, seafood stands and the like.

Photos by Gary Carra For most people, however — your friendly, neighborhood Raven included — the true allure of the North Fork is literally rooted in … well, grape roots. Since the early 1980s, Long Island has been steadily establishing itself as a wine region to be reckoned with. Today, more than 50 wineries can be found on the Fork. And while the pandemic has certainly hurled more than a few curveballs at the industry, a fortuitous “real estate reality” has smiled upon it. “You know, the health departments and zoning officials are working with businesses to help them stay open and social distance,” Pindar Vineyards owner Pindar Damianos explains as he pours a 2017 White Blend originally crafted by his father/Long Island winemaking originator Dr. Herodotus “Dan” Damianos. “By design, vineyards of course have lots of room to do this. We have 300 acres here ourself. So people are definitely seeing this as a safe way to get out, be in nature and have a good time.” See more on page 13 ‘North Fork Notables’

East Windsor First Selectman’s Corner

Recent cases should serve as reminder EAST WINDSOR — In recent weeks, we’ve had reports of a COVID-19 outbreak on a farm in town and been notified of an outbreak at a factory. Jason Bowsza At the factory, none of those who tested positive are East Windsor residents. The town has worked closely with local and state health officials to ensure appropriate measures are taken to protect the health of employees and the public. Local health officials are working on contact tracing and to provide tests for employees at both locations. A resurgence of COVID-positive diagnoses is likely. Colleges and school districts restarting, the onset of cold and flu season, and complacency are all likely to contribute to the resurgence — even if stewards of public places and business owners are doing everything right. These instances in town should serve as a reminder that we need to stay vigilant, and follow recommended protocols: stay at home if you can, wash your hands regularly, wear a mask, practice social distancing, etc. We should also expect that, even doing these things, we will likely see increased outbreaks in the coming months. Beyond those protocols, the best thing we all can do is get tested regularly to ensure we aren’t inadvertently spreading the virus to others. The town will continue partnering with East Windsor Public Schools and Priority Urgent Care to offer virus and antibody testing at East Windsor High

State Rep. Dave Stavens and Sarah Muska helped drop off over 1,200 masks Sept. 1 for the East Windsor Public Schools. Every student got a mask on the first day of school. Masks for CT and donors helped make this possible.

After many years of service, former Town Clerk Joanne Slater retired July 31. Her successor is familiar to many of us – Amy Lam, who was assistant town clerk in East Windsor before becoming town clerk in Willington. We are also welcoming Ruthanne Calabrese as zoning enforcement officer. Ruthanne has served several communities in Connecticut and Rhode Island as a zoning officer, wetlands officer, and environmental agent. Ruthanne spent much of her career working in the

public utility sector and as an environmental compliance consultant. She will be a key part of town efforts to rebuild a Planning Department that focuses on customer service process improvements, regulatory compliance and economic development. Karen Colon is our new nutrition manager. She comes to us after years with the Department of Children and Families, recently at Solnit North in Warehouse Point and volunteering at the Windsor Locks Senior Center. We’re looking forward to adding her creativity to our team. Pam Allard is returning to our staff. She previously had been a driver at the Senior Center, and Senior Center members and our staff are excited to welcome her back.

Anwar provides update regarding COVID outbreak EAST WINDSOR — State Sen. Saud Anwar, D-South Windsor, provided details from the Department of Public Health regarding a COVID-19 outbreak among Mulnite Farms workers. Anwar took action after learning employees at the farm had the virus, wanting to ensure this outbreak did not pose a significant threat to public health. The Department of Public Health released details about the outbreak: — 34 people who reside at the farm tested positive. — No workers required hospitalization; all the infected recovered. — Additional people working there tested negative for COVID-19 and were instructed in self-quarantine. “I’ve seen the impacts of COVID-19 firsthand,” Anwar said, “and as soon as I heard there was an outbreak in our community, I jumped to learn more. ... It is reassuring that all infected individuals have recovered. ... This is a reminder of the extreme infectiousness of this dangerous disease. We must continue to take steps to fight COVID-19 such as social distancing, mask use, and practicing good hygiene. I would also like to thank East Windsor First Selectman Jason Bowsza for his coordination and collaboration with the Departments of Public Health, Agriculture and Labor responding to this outbreak.”

KIDS PROGRAMS Healthy Kids Running Series The Healthy Kids Running Series is a 昀veweek running program in the spring and fall for kids from PK to 8th Grade. Each HKRS Series takes place once a week and offers age appropriate running events including the 50 & 75 yard dashes, ¼ mile, ½ mile and the one mile run. Kids compete each week for a chance to earn points. At the end of the series the boys and girls who accumulate the most points in their respective distances are awarded trophies. It was a summer we won’t soon forget ELLINGTON — The summer of 2020 certainly will be hard to forget. The pandemic has redirected so much in our lives, yet Mother Nature can stop us in our tracks faster than COVID-19 can. Tropical Storm Isaias swept across Lori Spielman the state and hit our area with a vengeance. Toppled trees and downed power lines brought Ellington to a halt Aug. 4, with surrounding towns suffering similar damage. Eversource was not quick on the pick-up, to say the least, which led to a press conference Aug. 6 at the Vernon Police Headquarters. In attendance were myself, Michael Purcaro, Vernon’s town administrator, and officials from Manchester, Tolland, Coventry and Stafford. While Eversource was slow in getting to Ellington, I have to give kudos to our Public Works Department. The men and women in this department worked tirelessly to clear roads as well as they possibly could, considering how many trees and limbs were tangled in power lines. On a lighter note, fall’s approach brings with it our Annual Scarecrow Contest, coming up in October. This year, the Beautification Committee is partner-

ing with Nellie McKnight Museum, which will be matching the festivity of the Town Green. The Nellie McKnight Museum is having a grand opening Oct. 17 to debut its new farm building in back of the museum. To add to the fun, the Beautification Committee is adding a pumpkin carving/decorating element to the Scarecrow Contest this year, and these will be displayed and voted on at the museum’s grand opening. I encourage everyone to come down from 11 a.m. to 3 p.m. to enjoy the day, visit the scarecrows, check out the museum’s new features, and vote on your favorite pumpkin.

ELLINGTON — First Selectwoman Lori Spielman sent James Judge, chairman, president and CEO of Eversource Energy, a letter to demand payment/reimbursement regarding Tropical Storm Isaias due to costs incurred because of the “failed response” from Eversource Spielman noted: “Due in part to the lack of assistance from Eversource in keeping our residents safe and minimizing injury, the costs incurred by the Town's tax paying residents over several days were substantial; currently exceeding over $100,000.00. Approximately 70% or nearly $80,000.00 of these costs could have been avoided had Eversource repaired downed electrical wires and restored power outages in a timely manner, as we expected. This inadequacy and lack of preparedness is inexcusable and will not be tolerated by our community. Spielman asked that reimbursement be made to the Town of Ellington in the sum of $70,000 in restitution of damages incurred by the town.

EAST WINDSOR — The Connecticut Trolley Museum will once again be hosting its popular event, Pumpkin Patch Trolley, this fall. This fundraising event is extremely important in supporting the museum, especially now since the museum got hit hard financially from the pandemic. Pumpkin Patch is a family fun-filled adventure where you ride on a trolley car through the fall forest to the pumpkin patch field and each person can pick out a pumpkin. Each person will receive a bag filled with stickers to decorate their pumpkin. The arts and crafts tables will be open for the enjoyment of visitors. The Visitor Center will be open and decorated for Halloween. The Fire Truck Museum,is housed on the same property as the Trolley Museum, will be open and included in museum admission. Admission is $13 per person (all ages) and half off for museum members. The event will be Thursdays through Sundays starting Sept. 24. More couples start to say ‘I do’ this fall By Laura Hayden Saying “I do” in the midst of a pandemic has presented challenges never dreamed of in the fairy-tale world of wedding planning. Since March, spring and early summer nuptials in North Central Connecticut came to a virtual standstill until recently. “All our spring dates were canceled,” said Cathy Stephens, director of catering at The Starting Gate at GreatHorse in Hampden, Mass. The venue, which came out on top in the North Central News 2020 “Best Place for a Wedding” poll, did not host a wedding after the March coronavirus shutdown until the end of July, with only three or four others occurring since then. “And they’re not like they used to be,” Stephens said. For the COVID-19 time being, celebrations that bring together 100 and more family members and friends for cocktails, dinner, and dancing have been replaced by smaller, more intimate, outdoor gather-

ings, minus the bar and dance floor, to comply with social distancing regulations. And the wearing of masks is required (except when eating) to lessen the spread of the illness. “The Starting Gate has started offering ‘micro-weddings,’” Stephens said, referring to four packages to suit weddings for two and celebrations for up to 30 guests. Each includes a ceremony officiant, photographer, wedding garden and banquet, flowers, and piped music. Couples marrying this fall at The Starting Gate are all postponed weddings from earlier in the year. Most will share a ceremony with a small number of close family members and friends for now. Looking ahead to more healthful times, they hope to have “a bigger and better celebration next year,” according to Stephens, when they plan to renew their vows and stream a video of their original ceremony during cocktail hour. This fall, not one has been scheduled, as the management awaited news on a “Phase 3” for opening in Connecticut that will allow more than 25 people to gather for an indoor event. But at La Notte, an East Windsor wedding and banquet hall, wedding celebrations have started up again and continued every weekend in July and August – thanks to a 3,200-square-foot tent that has been part of the venue’s summer and fall landscape for years. Up to 100 guests could attend an outdoor function during Phase 2 of Connecticut’s reopening plan. “We’ve been very lucky with the weather,” said a La Notte employee who hopes Mother Nature continues to cooperate for the weekend weddings scheduled through the fall. “It’s a lot of work to do weddings in a tent.” Buffet dinners are not allowed. Servers must wear masks and gloves.

Groundbreaking planned for JFK renovations ENFIELD — The Town Council and Board of Education will be conducting a groundbreaking ceremony for the new John F. Kennedy Middle School Renovation at 6 p.m. Sept. 14 at John F. Kennedy Middle School, 155 Raffia Road. According to the JFK Middle School Building Committee Facebook page, the blue wing at the school is being renovated as new. The yellow wing housed the girls and boys locker rooms, pool and gym. The girls locker room will become the new expanded cafe and fitness room off the new cafeteria, where the pool previously was. The boys locker room will become the new kitchen. The black wing is where our new auditorium will be constructed. Enfield awarded LOTCIP Grant The Town of Enfield has been awarded a LOTCIP grant in the amount of $847,200 for the continuation of the current multiuse path along Town Farm Road. This grant will fund the entirety of the construction cost for the installation of the path. This project will continue the current multiuse path that is between Post Office Road and Abbe Road and the new section will now continue from Abbe Road and extend to Broad Brook Road. The total length of the multiuse path will be 1.95 miles upon completion of the new segment. This path will be 10 feet wide with a 4-foot-wide snow shelf matching the

existing multiuse path. Additionally, there are Sharrow bike markings on Fletcher Road to the Somers Town line and on Post Office Road to Enfield Street. This grant will complete the remaining gap of the east-west connection from Somers to Route 5 in Enfield. This project is aligned with the town’s Complete Streets Policy by committing to all modes of transportation, including but not limited to pedestrians and cyclists. Blacksmith Shoppe reopening Ye Old Blacksmith Shoppe will reopen its doors Sept. 12. It is tentatively scheduled to be open from 9 a.m. to 2 p.m. each Saturday through October, with safety precautions and social distancing enforced. The Shoppe offers new and gently used merchandise ranging from toys and games to kitchenware, decorations, small furniture, household items, tools — something for everyone at bargain prices. Home baked goods will be limited in quantity, available only in pans in which they have been baked; no individually wrapped cookies, brownies, etc. Ye Olde Blacksmith Shoppe is at the intersection of Pinney Road and Maple Street in Somersville and is run by the Ladies Aide Society of the Congregational Church of Somersville.

considerably, SEF finished its fiscal year with the endowment growing just 0.5%, but growing nonetheless. SEF has maintained an unbroken growth streak since inception in 2004. The endowment is at an all-time high at $639,363 while awarding $523,000 total. For the 2020-21 academic year, SEF accelerated its grant process so awards could be made before the start of school. It awarded $50,000 for rental of tents to help with spacing students. It also welcomed five new members to its board. Tara Moody accepted a three-year term as a voting member. Tim Keeney rejoined the board as exofficio selectman and Jennifer D’amour joined as ex-officio attorney. SEF created and filled two new exofficio positions. Kathy Devlin joined as ex-officio citizen and Marissa Marks as PTO liaison. SEF now has a 6th named fund, the Mazzoli Family Fund. It was endowed by Thomas “TJ” and Lauren Mazzoli and is the first fund endowed by a Somers Public School graduate. SEF’s mission statement is: To preserve the community’s commitment to educational excellence in the Somers’ Public Schools by providing funding for innovative projects and programs which enhance student learning. Moreover, in each district, parents have been given the choice to opt their children out of returning to a school building at all and instead choose a full distance-learning model to participate in from their homes. That said, even the best-laid education plans that have been created over the summer can change overnight if a significant COVID-19 outbreak occurs in any school district. Changes to start-up plans would be made based on best available information and in coordination with the North Central District Health Department, the state Department of Education, and the Department of Public Health, and in accordance with state statutes, executive orders from Gov. Ned Lamont, and recommendations from the Center for Disease Control and Prevention.

That said, these are the most current back to school plans as of late August. Going back full time Two North Central districts —Stafford and Vernon —will have students return to school buildings for full-time instruction at the start of the 2020-21 school year. This will continue as long as public health data continues to support this model. These and other district reopening plans were created with guidance from the state Department of Education Adapt, Advance, Achieve information published during the summer. Ellington and Enfield schools are starting 2020-21 with a hybrid model that has each cohort attend school two consecutive days (Monday and Tuesday or Thursday and Friday), with the other three days spent distance learning. Ellington plans to reevaluate the plan the week of Sept. 28 with the possibility — assuming favorable health data and other conditions — to move to a full five-day inperson model (with a distance learning option) starting Oct. 5, or another date as recommended by the superintendent. Enfield has indicated its hybrid will run through at least mid-October. East Windsor opens with a similar hybrid model. Students will attend school two days per week (Monday-Tuesday or Thursday-Friday) with three days online. All students work remotely Wednesdays with tutorial, small group, or one-on-one support available for half the day and independent work for the other half. Suffield students will be divided into two cohorts. They will attend classes as scheduled during synchronous learning (Monday-Tuesday; Thursday-Friday). Students in the remote cohort and full-distance learning will join in-school classmates via “live” Google Meets on their

Google classroom page or SeeSaw page. Elementary students will have options built into their schedule. Through September, the Somers Public Schools will follow a similar hybrid plan, with approximately half of the students learning on campus while the other half is engaged in learning off campus. The Somers in-person days for Cohort A will be Monday and Thursday. Cohort B will be on campus every Tuesday and Friday. Both cohorts will alternate Wednesdays on campus. Different levels/different plans Windsor Locks elementary schools will open to students four days a week, separated in cohorts that will enter the buildings through separate doors. Windsor Locks Middle School and Windsor Locks High School, however, will move to a hybrid model, a change from an original full in-person plan because more students than expected selected to return to school in-person. The schedule for the first week will be in-school two days and remote two days. Following that, students will be fully inperson or fully remote a full week at a time. Schedules will alternate weekly For example: Cohort Gold will spend Week 2 in-person, Week 3 remote, Week 4 in-person, while Cohort Maroon will spend Week 2 remote, Week 3 in-person, Week 4 remote, and so on. Each district will also provide a remote learning option for students whose parents do not want them to take part in full or hybrid on-campus learning. Regional Foster endorsed in 57th District Democratic delegates from the East Windsor and Ellington 57th House District met Aug. 7 in a cyber convention to select the next Democratic state representative candidate to fill the candidacy vacated by Taylor Biniarz, who has stepped down from running to focus on activism. The convention nominated unanimously Dr. Jaime S. Foster. Foster, who has served Ellington on the Board of Education, is looking forward to advocating for the 57th District in this new role. In her acceptance speech Foster thanked the DTCs for their support and guidance and said her primary focuses as an elected official will include advocating for the well-being of children, supporting seniors, promoting community resilience to allow communities to brace for and more nimbly recover from a situation like COVID-19, and bolstering local agriculture. Foster, who is a dietitian and research scientist at the Yale-Griffin Prevention Research Center, is an alumni of UConn’s College of Agriculture Health and Natural Resources. She served on the Ellington Board of Education for four years, the Human Services Commission for six years and has been on the Board of Directors for the Farmers Market since

it was established as a 501c3. Foster also serves as statewide health and nutrition expert on the state Milk Promotion Board and was appointed to this role by the House Majority Leader Matt Ritter in 2019. The majority of Foster’s professional career has included political advocacy related to nutrition and hunger and has given her experience advocating in Hartford and Washington, D.C. Foster believes this experience will serve her well as a legislator, where she is confident she can lead and craft legislation that will serve Ellington and East Windsor well. East Windsor First Selectman Jason Bowza says, ”Jaime is someone with a clear dedication to community, and her history of advocacy will ensure that we have an effective voice representing East Windsor and Ellington in Hartford.” Ellington Selectwoman Sarah Cook, a delegate to the convention, said, “I am proud to endorse Dr. Jaime Foster to represent the 57th Distric,t which includes Ellington and East Windsor. By Laura Hayden There’s good new and bad for registered Connecticut voters who are concerned about the prospect of facing crowds and long lines at polling places this November. First, the good news: For the first time, all voters can vote by absentee ballot in the November general election, due to the unprecedented, widespread health threat posed by the coronavirus. Second, the bad news: Because of the recent slowdown of U.S. Postal Service mail, the mail-in ballot may take longer than usual to get delivered to your town hall. To ensure it is counted, mail-in ballots must arrive by 8 p.m. on Election Day. What’s a registered voter — who would like to avoid having to visit their polling place Nov. 3 — to do? Take these steps to vote absentee, starting mid-September through early October, to ensure your vote is counted. 1. Check your mailbox the week after Labor Day for an absentee ballot application that will be sent to the 2.1 million registered voters in the state. (If you are not sure if you are registered to vote, go to myvote.ct.gov). 2. If you’d like to cast an absentee vote, check the “COVID-19” excuse on the application. 3. Return the application immediately. Though the application can be mailed, it is recommended that you return it to the physical drop box located outside your town hall. Suffield ‘Big Weekend’ rescheduled, but birthday events still happening SUFFIELD — While organizers have rescheduled the “Big Weekend” events planned for the town’s 350th anniversary commemoration to October 2021, there are still several events scheduled next month. Pyrotechnico will put on a fireworks show Oct. 10, accompanied by music that can be listened to on your car radio. Details on best viewing locations will be posted on Suffield350.org and Facebook.com/Suffield350. A car parade will take place Oct. 11. Register at Suffield350@gmail.com or via message at the Facebook page. A socially distanced ceremony is planned for Oct. 12, the actual date of the town’s 350th birthday. The ceremony will be in the Suffield High School parking lot and will also be broadcast. The town green and Veterans Park will be the site of a “Field of Flags” from Oct. 10 to Nov. 11. The display will feature 350 personalized flags during the monthlong trib-

ute, acknowledging those who have served or continue to serve. Residents are asked to pay tribute, give thanks and demonstrate an appreciation for the service and sacrifices of others. Organizers say the display will honor the memory and dedication of those who have served and are serving. “Our country and community is what it is today because of the contributions of many.” Sponsorships were sold before Sept. 1, with proceeds to benefit Will Power for Veterans and Suffield First Responders.
