Springfield Mayor Dominick Sarno, center, joined Chris and Lisa DiMauro from the New England Pizza Fanatics TV show and video podcast to promote Springfield’s style of pizza and have it recognized as an official regional style of great American pizzas. Four Springfield pizzeria participated in the program, which can be seen on the New England Pizza Fanatics YouTube channel. The Factors Behind This Year’s Budget
On May 14, the Town and Board of Education budget proposal, as recommended by the Board of Finance, will go to voters for consideration at the annual budget referendum. Polls are open from 6 a.m. to 8 p.m. at the usual voting locations.
Fiscal Policy Of The Town
This budget, developed by the Board of Selectmen and the Board of Finance after consultation with town departments, agencies, boards and commissions, puts forth the recommended fiscal policy of the Town of East Windsor for Fiscal Year 2024/2025.
The town is required to maintain a Fund Balance between 10% and 20% of General Fund operating needs. Currently, the town’s Fund Balance is at 24.5%. Continued growth in the Fund Balance is attributable to three things: annual operating expenditures coming
in under budget, annual revenue assumptions exceeding expectations, and additional state revenues. To lessen the overall budgetary tax impact on East Windsor taxpayers, the Board of Finance is recommending the continued use of $1.2 million in excess Fund Balance monies to offset the local tax levy in the next fiscal year.
Utilization of excess Fund Balance monies to lessen the mill rate remains the only legally allowable means by which the Town can return surplus dollars to the taxpayers. The Town has utilized this practice of returning taxpayer dollars to taxpayers through Fund Balance budgetary offsets since about 2004. To date, using the Undesignated Fund Balance to offset the local tax levy has returned more than $13 million to local taxpayers over twenty years.
Every five years, Connecticut law requires municipalities to conduct property revaluations on real property within their jurisdiction. Because of the rising real estate market in October of

2022, the Town deferred revaluation for one year - the longest period allowable under state law. Accordingly, the revaluation had to be conducted as of Oct. 1, 2023, or the Town would have lost millions of dollars in state aid.
The revaluation, prior to the assessment appeals process, showed sustained levels of motor vehicle values, and considerable growth in both real property and personal property. While most properties, residential and commercial, saw increases in value due to revaluation and the real estate market, this increase in value will also translate to a significant reduction in the mill rate. Based on the recommendation put forth by the Board of Finance, the mill rate would decrease from the current 34.28 mills to a new rate of 24.56 mills.
Initial budgetary requests from all departments and agencies of the Town represented a spending increase of 12.65% over this year’s budget. The First Selectman’s budget recommendation reduced that number to a 3.98% spending increase. After collaboration among the Board of Selectmen, the recommended Town Government budget was further reduced to a budgetary increase of 2.36%, which was approved by the Board of Finance. The Superintendent of Schools had requested a budget increase of 5.45%, which was decreased by the Board of Education to 4.75%, and ultimately approved by the Board of Finance as an increase of 3.2%.
