The Factors Behind This Year’s Budget

On May 14, the Town and Board of Education budget proposal, as recommended by the Board of Finance, will go to voters for consideration at the annual budget referendum. Polls are open from 6 a.m. to 8 p.m. at the usual voting locations.

Fiscal Policy Of The Town

This budget, developed by the Board of Selectmen and the Board of Finance after consultation with town departments, agencies, boards and commissions, puts forth the recommended fiscal policy of the Town of East Windsor for Fiscal Year 2024/2025.

The town is required to maintain a Fund Balance between 10% and 20% of General Fund operating needs. Currently, the town’s Fund Balance is at 24.5%. Continued growth in the Fund Balance is attributable to three things: annual operating expenditures coming

in under budget, annual revenue assumptions exceeding expectations, and additional state revenues. To lessen the overall budgetary tax impact on East Windsor taxpayers, the Board of Finance is recommending the continued use of $1.2 million in excess Fund Balance monies to offset the local tax levy in the next fiscal year.

Utilization of excess Fund Balance monies to lessen the mill rate remains the only legally allowable means by which the Town can return surplus dollars to the taxpayers. The Town has utilized this practice of returning taxpayer dollars to taxpayers through Fund Balance budgetary offsets since about 2004. To date, using the Undesignated Fund Balance to offset the local tax levy has returned more than $13 million to local taxpayers over twenty years.

Every five years, Connecticut law requires municipalities to conduct property revaluations on real property within their jurisdiction. Because of the rising real estate market in October of

2022, the Town deferred revaluation for one year - the longest period allowable under state law. Accordingly, the revaluation had to be conducted as of Oct. 1, 2023, or the Town would have lost millions of dollars in state aid.

The revaluation, prior to the assessment appeals process, showed sustained levels of motor vehicle values, and considerable growth in both real property and personal property. While most properties, residential and commercial, saw increases in value due to revaluation and the real estate market, this increase in value will also translate to a significant reduction in the mill rate. Based on the recommendation put forth by the Board of Finance, the mill rate would decrease from the current 34.28 mills to a new rate of 24.56 mills.

Initial budgetary requests from all departments and agencies of the Town represented a spending increase of 12.65% over this year’s budget. The First Selectman’s budget recommendation reduced that number to a 3.98% spending increase. After collaboration among the Board of Selectmen, the recommended Town Government budget was further reduced to a budgetary increase of 2.36%, which was approved by the Board of Finance. The Superintendent of Schools had requested a budget increase of 5.45%, which was decreased by the Board of Education to 4.75%, and ultimately approved by the Board of Finance as an increase of 3.2%. Trolley Museum Celebrates Ingenuity and Homeschooling

Finance is a spending increase of 2.85% over the current year’s budget and requires an increase in the local tax levy of 0.47%.

IMPORTANT FEATURES OF THE BUDGET PLAN

Implementation of the property revaluation led to an increase in the Grand List of 40.25%, as well as a significant decrease in the Town’s mill rate, dropping 9.72 mills from the current rate of 34.28 to next year’s proposed rate of 24.56 mills.

The budget put forward by the Board of Finance, includes funding for a new

police officer to serve as a Community Services Officer within the Police Department; training funds for liveaction emergency management training including all emergency services departments; increased staffing for the Registrars of Voters to implement early voting (as required by state law); and increased costs associated with emergency medical dispatching services.

The proposal also includes significant reductions in employee benefits, restructured compensation structures for police administration and emergency management, and lower funding for non-negotiated wages.

The Connecticut Trolley Museum presents Homeschool Day on May 17. The entire Museum will be open for Homeschoolers. Students will have the chance to participate in an educational tour learning about the trolley era lead by a museum docents & take a ride on an antique streetcar. Additionally, make your own Junior Motorman hat, navigate through the Visitors Center using a scavenger hunt, dress-up as a motorman in the Imagination Center and visit the Fire Museum on the same property as the

Between Rounds adds location at Bassdale Plaza

EAST WINDSOR — Between Rounds Bakery Sandwich Café, a bagel shop and bakery café, has grown to five locations in Connecticut with the addition of its newest location in East Windsor at Bassdale Plaza.

Between Rounds is nestled inside Farm Town Gas Station at Bassdale Plaza, 148 North Road. The location offers a “grab and go” limited menu which includes Between Rounds’ signature fresh bagels, cold cut sandwiches, fresh ground and brewed hot and iced coffee, lattes, cappuccino, cold brew and frozen drinks.

Between Rounds’ East Windsor location is independently owned and operated by Bilal Ali, a resident of Vernon. Ali owns the Bassdale Plaza, the Farm Town Gas Station, a Krispy Krunchy Chicken location (also located within Farm Town Gas Station) and the In N Out Convenience store in East Windsor. Ali was drawn to a Between Rounds franchise store after trying its bagels.

Mornings have become the busiest time at Farm Town Gas, as patrons stop in to pick up breakfast from Between Rounds. Ali noted that he’s working on integration with Door Dash and Grubhub, and his plans for the future include adding a Between Rounds drive-thru.

Ali’s sister-in-law, Bushra Mustafa of Vernon, manages the Between Rounds East Windsor location. She has also managed the Farm Town Gas Station since its inception nearly five years ago. Mustafa has significant business operations experience gained from managing Ali’s convenience store and gas stations for more than a decade.

Mustafa trained with Between Rounds franchisor, Jerry Puiia, and was impressed with the business model.

“This was a different experience for me. I ran the convenience store and gas stations for 10 years, but through Between Rounds training, learned new methods and key business tips,” Mustafa said.

Puiia said, “Ali and Bushra have significant retail ownership and management experience and they are a terrific fit

for our organization. We're thrilled about the new location at Farm Town Gas Station, which we feel will do very well.”

A grand opening ceremony was held with East Windsor Chamber of Commerce, State Rep. Carol Hall, First Selectman Jason Bowsza and Selectman Keith Yagaloff in attendance. Panthers vs. Police for charity

EAST WINDSOR —

Students from East Windsor High School recently participated in a charity fundraising basketball game against East Windsor Police Department officers.

The nail-biting game kept spectators on the edge of their seats until the end, with the EWPD ultimately clinching the win 60-52.

But the real victory?

Together, students and EWPD raised more than $1,000 to support Parks and Recreation Department and the summer camp scholarship fund.

EWPD thanks everyone who contributed, played, and cheered on the sidelines. The support will make a big difference in the community.

Teacher launches online decorating business

ELLINGTON — Just the way accessories can turn pieces of clothing into a stunning outfit, little touches of décor can transform a house into a home.

For years websites like Pinterest have inspired homemakers with ideas to enhance tabletops and kitchen islands with personal and seasonal effects. But many lack the time and talent it takes to peruse and then put together a decorative statement.

Last month Jessica Giroux, an Ellington kindergarten teacher with arts and crafts and time management skills, launched Centerpiece Designs, an online home décor shop for busy homeowners wanting to dot the i-s and cross the t-s on the narrative of their home furnishings.

Giroux’s displays are not your grandmother’s single candle or one-vase-offlowers accents. More ensembles, Giroux refers to her displays as “collections that add a harmonious blend of elegance and functionality, whether to a kitchen island, cozy living room, or a lavish dining area.”

The display shown in the photo — the Birch Glass Collection —could not have pleased her customer more.

“As someone who rarely has time to shop — let alone creatively piece together a suitable centerpiece — I’m so grateful for Centerpiece Designs!” said

customer Caitlin, adding “Jessica took the guesswork out of all of it.”

Driven by her love for beautiful décor, Giroux says she has learned how to “shop the looks” displayed on social media home decorating and interior design groups.

“I research trends in home decor while of course noting the popular classic looks,” Giroux said.

She also takes note of displays in retail stores and in the homes of friends and family members.

Once inspired, Giroux sketches her design ideas and then begins shopping on wholesale vendor sites.

“When the products arrive, I group and arrange the items that I had envisioned working together in each centerpiece collection. I then tweak the designs — returning, and reordering as needed until I have created vignettes that feel like masterpieces.”

Giroux says her goal is to release new centerpiece collections for each upcoming season and some major holidays.

By the end of 2024 she also plans to introduce a subscription-based model where customers would receive a quarterly box of decorative items to refresh their space.

Ellington Dairy Receives $100,000 State Agriculture Grant

ELLINGTON - State Sen. Saud Anwar (D-South Windsor) welcomed the recent announcement that Ellington's Oakridge Dairy was named a recipient of the state Department of Agriculture's Farmland Restoration, Climate Resiliency and Preparedness Grant. These grants have a focus on restoring and improving land with better soils; the funds can be used for capital investments to improve land's resiliency or farming operations.

"Our state is looking forward to the demands of the

future, and improving the diversity and quality of our farmlands will have benefits for decades to come," said Anwar. "It's encouraging to know Ellington's Oakridge Dairy is making investments to improve its resources and prepare for tomorrow, and I'm grateful to state leaders for including our community in its support."

Ellington's Oakridge Dairy LLC will receive $100,000 through this grant program in support of soil health and organic matter biodiversity, water management and capi-

tal improvements and purchases.

“Connecticut’s agricultural producers have demonstrated a strong desire to implement sustainable farming practices to be part of the climate change solution while also mitigating the impacts of more extreme weather events,” said Agriculture Commissioner Bryan P. Hurlburt. “Through these strategic investments, farmers will be able to conduct projects to improve soils for increased productivity and enhanced resilience.”

New Senior Tax Relief Program For Senior Ellington Homeowners

ELLINGTON - The Town of Ellington adopted a new ordinance to provide additional tax relief to

Ellington homeowners at a Town Meeting on FEB. 12 12, 2024. This program was developed through the Town of Ellington Board of Selectmen, Board of Finance, and the Ad Hoc Tax Relief Committee.

This new program will be available to Ellington homeowners or surviving spouses of an Ellington Homeowner who are age 65 or older or have a spouse living with him or her who is age 65 or older or receives permanent total disability payments under Social Security.

Applicants must occupy their property in Ellington as their primary residence and must be a resident and taxpayer of Ellington for at least one year.

Applicants must not exceed the maximum income for the State’s Homeowner’s Program, which for the 2024 filing period are $43,800 for an unmarried person, or $53,400 for a married couple. Social Security income is included in the income calculation.

Eligible homeowners between ages 65 and 69 will receive a maximum tax credit of $200.00; and eligible taxpayers aged 70 or older will receive a maximum tax credit of $500.00.

Taxpayers can obtain an application for this new program from the Assessor’s Office at the Ellington Town Hall or on the Assessors Office’s webpage at: https://www.ellington-ct.gov/departments-and- services/assessor

Completed applications this year are due by May 15, 2024. As this is the first year of this program, all applicants wishing to participate in this program must complete an application. In future years, applicants will re-file every two years, with the application period starting on February 1st annually, and ending on May 15th annually.

This program is offered to Ellington

homeowners in conjunction with other, previously existing tax relief programs. These include the Homeowner’s Program, and the Additional Veterans Exemption Program. Ellington also offers tax relief programs for honorably discharged veterans who served during a period of war, disabled taxpayers, disabled veterans, taxpayers who are active duty military, blind or disabled taxpayers, and Renter’s rebate program.

By participating in these combined programs, taxpayers can receive tax relief ranging from $350 to over $2,000.

Protecting Connecticut's Senior Citizens with Better Care

Last month, I highlighted the child nutrition bill that I'm proud to be championing through the legislative process. This month, I want to share another priority bill for the House Democratic Caucus, which focuses on our state's senior population.

House Bill 5001 – "An Act Supporting Connecticut Seniors and the Improvement of Nursing and HomeBased Care," passed out of the Appropriations Committee on April 15 unanimously 52-0-1 (the one vote was absent not voting).

I'm proud to be a co-sponsor of this bill, along with 47 of my fellow legislators (even with some bipartisan support).

Issues impacting seniors don't often receive the attention they need and deserve. Our elderly residents need support and access to resources that will provide them with the best quality of life possible. HB 5001 does this by:

• Requiring additional training of home care workers

• Creating a more efficient process for accessing Medicaid

• Expanding the Office of LongTerm Care Ombudsman

We are increasing the number of longterm care ombudsman in Connecticut so

they can adequately investigate complaints from seniors in long-term care. This program has been an invaluable resource in improving CT’s long-term care, and it needs more staff to address the concerns of our residents in longterm care.

This legislation will make it easier for seniors to age in their homes rather than being forced to go into nursing homes. This change has the benefit of saving both the state and seniors money, as home-based care services are far more affordable than nursing homes.

This bill would also require assisted living facilities to be transparent with seniors about the fees they charge and require that they give at least 90 days' notice of any fee increases.

When I talk to constituents in the 57th District, I routinely hear that there are barriers to transportation access and ride options offered don't always meet all needs. Last year I supported a microtransit grant program and the purchase of a new senior van in East Windsor; this year I aim to move the needle in Ellington and Vernon. The micro-transit grant program is a pilot, in which nine transit districts and municipalities (including Greater Hartford Transit, which serves Enfield and portions of East Windsor) were awarded funding through the Connecticut Department of

Transportation (CTDOT) to develop and pilot on-demand micro-transit service. Micro-transit service is an accessible, on-demand mode of transportation that allows customers to use a smartphone app or telephone number to request and schedule a ride within designated service areas. The pilot will last for two years

WINDSOR LOCKS — The Bradley Development League recently held an event at the New England Air Museum brought together business leaders from the four League towns (East Granby, Suffield, Windsor and Windsor Locks) and beyond for remarks by CBIA President Chris DiPentima and Connecticut Airport Authority

Executive Director Kevin Dillon. Various businesses and business organizations were also represented, including Bradley Regional Chamber of Commerce and Windsor Chamber of Commerce.

HARTFORD – The House of Representatives acted on H.B. 5491 –An Act Establishing a Property Tax Exemption for Veterans who Have a Service-Connected Permanent and Total Disability Rating. State Representative Kurt Vail (R-Stafford), who is the Ranking Member of the Veterans' and Military Affairs Committee, spoke in favor of the legislation while it was under consideration during the April 29 session.

Vail Acts to Create a Full Property Tax Exemption for Disabled Veterans

“I've spoken to veterans throughout my district, which covers Stafford, Somers, Union, and Woodstock, who have a total and permanent disability rating. This policy will have a positive impact on their lives. We also have phenomenal veterans service coordinators in our communities and their advocacy was integral to pushing this concept to a floor vote,” said Vail.

Vail's family, like many across the 52nd District, has a long history of military service. His father and brothers served, which propelled his advocacy on this issue.

The bill calls for a 100 percent exemption of property tax or motor vehicle tax to those veterans who have a total and permanent disability, which is defined by the U.S. Department of Veterans Affairs. A permanent rating means the department has decided that the service-connected injury will have a long-lasting impact on the rest of the

veteran's life.

To qualify, former service members must have served in the U.S. Army, Navy, Marine Corps, Coast Guard, Air Force, or Space Force; reside in Connecticut; and file for the exemption with their town assessor.

After debate, the legislation was approved through a unanimous vote of 143-0. It now heads to the State Senate for its action. For it to become state law, the Senate must act before the adjournment of the current legislative session, which is set for Wednesday, May 8.

STAFFORD — The Northern Connecticut Land Trust has acquired a scenic 54-acre property in Stafford along Route 190 less than a mile from the recently opened 79-acre Nipmuck Woods.

The land is primarily upland forest that abuts a section of the state Nipmuck Forest and includes sections of Roaring Brook, a cold water trout stream.

Located on the north side of Route 190 and bounded on the west by Crooked S Road, the trust intends to name the property Roaring Brook Woodlands. It will be protected as open space and will be open to the public for passive recreation after parking and trails have been established.

This acquisition brings the total land protected by the Trust to 1,900 acres in the area. The property was donated by the Dix Place, LLC, a family organization. The Dix Place, LLC has retained

Annual ‘Safety Day’ returns on May 18

STAFFORD — Children and their families can enjoy fun and educational activities at the third annual “Stafford Child Safety Day” being organized by West Stafford School. This free (rain or shine) event will be held from 2 to 4 p.m. Saturday, May 18, at Stafford High School, 145 Orcuttville Road in Stafford Springs.

Stafford Child Safety Day will offer three dozen groups featuring interactive vehicle displays including police cruisers, fire trucks, an ambulance, a high-tech satellite truck, several military vehicles, an environmental display, an aerial drone demonstration an ice cream truck and, weather permitting, CT State Police’s “Trooper Two” helicopter.

Children and their families will also experience safety and wellness groups featuring information on railroad safety, injury prevention, poison control, healthy relationships, impaired driving awareness,

mental health resources, early childhood education, vision screenings, aerial drone awareness, community resources and free child ID kits.

North Central veteran pairs with rescued dog

ELLINGTON — In keeping with its mission of “Helping Both Ends of the Leash,” Paws of War rescued Lilly, a pup who was abused in Kentucky.

Recovered, rejuvenated and ready to serve a greater purpose, the organization found Lilly a new home with a loving Coast Guard veteran, Greg Ramaeka.

Ramaeka, like many veterans, suffers from nightmares, PTSD and can struggle with bad days. When he heard of Lilly and her story, he knew he had to meet her.

After a month of getting to know one another, they now have a bond that can never be broken.

“For veterans battling PTSD, having a companion or service dog is life changing. Having dealt with past physical and emotional trauma, I can connect with Lilly where we will work together and build a companionship that will enhance both of our lives. I am thankful for Paws of War’s generosity and am eager to begin this new chapter of my life,” Ramaeka said. “She knows when I’m

having a bad day, and she will bring her toy over to distract me and turn my focus to her. While she has free roam of the house, if I’m ‘off’ she will not leave my side. She has even slept beside me if I have an episode stay with me for the rest of the night.”

Paws of War, a nonprofit based in Nesconset, New York, covered Lilly’s extensive veterinary bills and is providing service dog training.

“Our mission provides critical services to veterans and first responders. By helping both ends of the leash, our support often begins with the animals we place with our heroes. We see too many horrific cases like Lilly’s where animals are beaten, abandoned, or suffering in puppy mills. Our rescue team works diligently to save and care for these animals so they can go on to change the lives of a veteran or first responder in need. Together, Greg and Lilly will continue to create a bond that lasts forever,” said Robert Misseri, co-founder of Paws of War.

Since providing Greg with Lilly, Paws of War has expanded its reach to include services in Connecticut as they are operating an animal rescue ranch in Preston, open exclusively to veterans, first responders and active military service members in the region.

Miss Puerto Rico visits the Capitol

Miss Puerto Rico of Greater Hartford, Isabelle “Mandy” Young Guzmán, and her mother, Mildred Guzman-Young, visited the state Capitol in Hartford recently. Young Guzmán, a Suffield resident and student at Central Connecticut State University studying political science, was crowned in 2023 during the annual Miss Puerto Rico of Greater Hartford Cultural Pageant. Young Guzmán met with state Rep. Tami Zawistowski to discuss state policy, proposed legislation, and the role of women in Connecticut politics, especially state service.

Ellington Farmers Market shifts locations

ELLINGTON — The Ellington Farmers Market is moving to a new location at 72 Maple St. for 2024. The opening day event, Barnyard Babies, happens May 4.

With Arbor Park undergoing renovations the town lot on Maple Street was chosen as the permanent location. The larger space offers more parking options and will alleviate traffic congestion on Main Street.
