All aboard for one of the few haunted attractions still on track this Halloween season - the Connecticut Trolley Museum’s ‘Rails To The Darkside.’ Family Health Center to help write a song and make a music video for the younger audience that brings attention to the important ways of preventing this dangerous virus. In his new song “Mask it Up,” he emphasizes the need for wearing masks, being socially distanced, and working together to follow the guidelines. “We’re trying to reach the younger audience to let them know that if you do your part and do some simple steps to follow regulations that this will all become better much sooner than not following. It will be better as a whole nation if we can just come together,” Kindall said. Kindall wants to be able to connect with one another and express emotions through music. He has been recently active in making songs of his own and working to further his career in music. His focus is to use music in the effort to uplift people to create a sense of unity. People who listen to “Mask it Up” can connect and its message is to show that there is a societal responsibility that we all should work together to stop the spread of the coronavirus. “Music is a great form of self-expression to let people know how you feel and allow yourself to connect with other people. I think “Mask it Up” is a good message so that we can be united,” he concludes. He has been producing songs that have helped him start a career in music. He has started a nice path to be successful in music by connecting with others while being the face of the new health campaign for people to stay safe together during this global pandemic.

Ellington Committee works to ensure town can make recovery from COVID ELLINGTON — The first meeting of the Ad Hoc Long Term Recovery Committee was held Sept. 22. Currently made up of a combination of Town employees, local business owners, and members of the faith community, the plan is to also include staff from the North Central District Health Department, private sector partners, volunteer agencies, and others. The committee’s goal is to work together to ensure that our community has everything we need to recover from the COVID-19 pandemic. Even after the state of emergency has ended, the committee will continue to work toward ensuring residents and businesses have the resources they need when it comes to health care, food, housing, and more. The committee wants to ensure that local means and assets are being utilized in the most effective way, while identifying gaps or needs that require a state-level response. The next meeting of the Ad Hoc Long Term Recovery Committee is scheduled for 2 p.m. Tuesday, October 27 in the Town Hall Meeting Hall, 55 Main St.; there will also be an option for interested parties to join via Zoom. Seating is limited in the Town Hall Meeting Hall. Scarecrow Contest is nothing to fear, just enjoy ELLINGTON — As the leaves begin to turn, the scene is setting on a community favorite: the 4th annual Scarecrow Contest. This year the Beautification Committee is partnering with Nellie McKnight Museum, which will be matching the festivity of the Town Green. Scarecrow displays begin popping up on the Green on Oct. 1, and will remain there throughout the month for residents to enjoy. Fan favorite voting will take place online beginning Oct. 12. Entry forms are due to the First Selectman’s Office by Oct. 16; these can be found at Town Hall, and the website has an online option. A new facet to the festivities is being added: the Nellie McKnight Museum is having a grand open- Homestead Comfort ing Oct. 17 to debut its new farm building in back of the museum. To add to the fun, the Beautification Committee will host a pumpkin carving/decorating contest. Entries are to be placed in the display area at the museum by 9:30 a.m. Oct. 17, and should be taken home or disposed of by end of day Oct. 18. There will be things to see and things to do, and all are encouraged to come down to the center of town from 11 a.m. – 3 p.m. on Oct. 17. There is a rain date of Oct. 24 for the grand opening. ‘Ride the Darkside’ at the Trolley Museum EAST WINDSOR – The Connecticut Trolley Museum wants to entertain, surprise & scare you this Halloween season with its “Ride the Darkside Electric Railway’ special event. Recommended only for those ages 16-plus, this event will be held Oct 10, 16, 17, 23, 24 and 30. This event will look a bit different than the previous Rails to the Darkside event because of the pandemic. This fundraising event is extremely important as it will provide support to the Museum which was hit hard financially due to the pandemic. When the Hartford and Springfield Street Railway was planning its branch line from Warehouse Point in East Windsor to Rockville, a small cemetery near Newberry Road stood in the way of a straight-as-anarrow trolley line.

Before construction started that cemetery was relocated to a spot of dry land along Route 140 near the tracks but the story is the gravestones were moved but not the bodies. It’s a perfect time to ‘Fall for Enfield’ ENFIELD — The “Fall for Enfield” Community Festival and Farmers Market will be from 10 a.m. to 4 p.m. Saturday, Oct. 3, on the Town Green. There will be craft and food vendors, farmers, and live music. Admission is free and the event will be held rain or shine. Connie Provencher of ERfC said, “Each year, we look forward to organizing this fall festival for families to come out and enjoy. In addition to all the free games and activities for guests of all ages, ‘Fall for Enfield’ is an opportunity to create more awareness of all the

services provided by the many local community organizations, individuals, and businesses large and small.” ‘Fall for Enfield’ will once feature live music by Corey Rieman and the Dilemma. Artist creates crafty way to help vendors By Laura Hayden

With no Big E this year — and no state fairs or indoor seasonal craft shows in sight — what’s a north central area craft artist to do? Due to COVID-19, New England’s premier exposition and local town fairs have been canceled for the safety of vendors and fairgoers. For artists and makers, however, each cancellation represents a financial loss. “We artists and crafters are trying to revamp our lives because of COVID-19. We work all year to have a couple of shows and then they’re gone,” said Angelina Fleury, a fine wool artist who lives in Somers. With even that handful of seasonal shows canceled this year, Fleury put her creative energy to work to figure out a new way for area crafters to sell their wares. She has come up with a Crafty Map Trail, with information that directs customers to the homes of artisans, where purchases can be made one weekend a month through October, November, and December.

A new map will be issued every month, adding new artisans and their products This month, 15 artisans are featured in 10 locations from Stafford to Suffield. Absentee ballot boxes Enfield has received two additional ballot drop boxes for the November election. Enfield Police Department On Sept. 20, the Enfield Police Department held a child passenger safety event at the Senior Center, joined by car seat technicians from South Windsor Police Department, Shaker Pines Fire Department, Hazardville Fire Department, State DOT, and MA Department of Health. In all, 22 families were assisted, with 23 car seats installed, and five new car seats provided to replace expired or ill-fitting seats. Somers Superintendent provides insight into COVID closure SOMERS — Superintendent of Schools Brian P. Czapla provided details into the decision-making process behind the closure of Somers Elementary School in a statement on Sept. 21. Czapla said that in a 10-day period there were three positive cases of COVID-19 at the elementary school. On two occasions, this forced closure of the school and a quarantine of some staff and students. Later officials learned of a third case and that sev-

eral staff was possibly symptomatic. At that point it was deemed necessary to close the school. “It was not an easy decision, but one we felt was the most responsible for ensuring safety in light of our information. The decision was based on guidelines from the DPH and CSDE and consultation with the Somers Public Schools Head Nurse, our local health official from The North Central Health District, and epidemiologists from the Connecticut Department of

FallFest, Trick-or-Treat Main St. Cancelled STAFFORD - The Town of Stafford has announced the cancellation of both Stafford FallFest and Trick-or-Treat on Main Street, slated for Oct. 3 and Oct. 24, respectfully. The two, town-promoted autumn events attract high volumes of residents and visitors where attendees gather in close quarters. The decision to cancel was in consult with local health officials and made with concerns for the health and safety of our community. Along with ensuring the well-being of participants, entertainers, vendors, staff, local business owners/employees, and first responders, State-mandated criteria (such as social distancing practices and one-way foot traffic) would be costly to implement and difficult to enforce. There are too many mitigating circumstances and challenges related to COVID-19 to make these events viable, safe, and financially prudent.

Stafford is Considering Changing its Model of Governance By Laura Hayden STAFFORD - First Selectman Mary Mitta along with fellow Selectmen John Locke and Richard Hartenstein recently expressed unanimous support to explore transitioning Stafford town government to a town manager and town council system in the future, even though the transition would eliminate their selectman offices. At a Sept. 17 meeting First Selectman Mitta referred to a committee formed five years ago to look into the idea of moving to a councilmanager form of government. She said officials should use that research as a start to making the change a reality. Such a transition would result in Stafford becoming the second town in the north central region to have a hired town manager and the third to have an elected town council govern their jurisdictions. Enfield uses a CouncilManager form of government where a full-time paid professional referred to as the town manager is hired by an elected town council to be the chief executive officer. The only other town in the area without a board of selectmen is Vernon, which follows a mayor- council model that consists of one top elected official, the mayor, with an elected legislated body in the form of a council, to which the mayor provides policy leadership and executive management. Like the vast majority of municipalities in Connecticut Stafford, along with East Windsor, Windsor Locks, Ellington, Suffield and Somers, is currently governed by a salaried first selectman and two selectmen who are responsible for executive decision-making. Day to day authority is given to the first selectman who is the chief executive officer. The legislative body in this model is the representative town meeting. Voters select a limited number of citizens to represent them at town meetings.

Because the state has granted every voter the option to vote by absentee ballot this year — due to COVID-19 —over 2 million applications to request an absentee ballot were mailed to every state voter in September. “Usually we might prepare 200 to 300 envelopes,” NolanScott. “This year we ordered 10,000.” He expects 4,000 to 5,000 applications to be returned to the clerk’s office, each of which requires two envelopes in response. One mails the absentee ballot and the other is an enclosed return envelope the recipient uses to send the official absentee ballot back. .As of Sept. 24, 1,100 absentee ballots had been requested by town voters. According to Nolan, who has previously was assistant town clerk, “The Connecticut voter system has made significant changes to speed the procedure up.” “We’re moving it along,” he said,

adding that the process “might go really well,” thanks to hiring of two additional temporary workers, student volunteers, and extra working hours on weekends until election time. “Bill has been helpful too,” Scott said, referring to Hamel. No clerk’s office member handles an actual ballot. Their job is to prepare absentee ballot envelopes with mailing labels. Nolan stressed how important it is for those who wish to vote by absentee ballot to return their request as soon as possible, preferably using ballot collection boxes near town halls or by mail. “It’s going to be particularly challenging the week before the election and the week of the election.”

Bond sale leads to historic results for Suffield SUFFIELD – First Selectwoman Melissa M. Mack has announced positive results from its $10.5 million bond sale, yielding a 1.59% competitive interest rate and a bond premium of $848,000 on the strength of solid reviews from S&P Global Ratings. The bond will finance the Town Hall project, fire apparatus, Remington Street Bridge, street lights and road improvements. “The town presented a bond package favorably received resulting in the lowest rate on a bond issuance in Suffield’s history and a rate comparable to those issued to AAA rated municipalities over the last month,” Mack said. “The impact on taxpayers is considerably less than originally anticipated — great news in the current COVID-19 environment. I am grateful to the many boards, town departments and our municipal partners who were instrumental in best positioning the town to take advantage of this
