Connecticut may soon join a growing number of states that allow sports betting. The state Legislature is considering changing state law to permit sports betting, and the proposal is gaining momentum here, “It brings something that everyone acknowledges is already happening into a safe, licensed and regulated environment,” said Ted Taylor, president of Sportech Venues Inc., which owns Bobby V’s Restaurant and Sports Bar in Windsor Locks. “That means jobs are protected here, customers using legal options can get the protection they deserve from the Department of Consumer Protection, and it creates tax revenues. It’s one of those situations where, because it’s happening illegally now but is (kind of) accepted, it’s hard to argue against the logic of legalization.” Taylor said if sports betting is

Meandering into very early May, there also appears to be plenty brewing in downtown Rockville. Specifically, the Hockanum Brew Fest. The second annual “sudstacular” will once again be neatly nestled between the Hockanum River and New England Motorcycle Museum and feature more than 30 breweries as well as food trucks and live entertainment. It occurs Saturday, May 4, between the hours of 1-4 p.m. Early bird tickets are available online at hockanumBrewFest.com through April 15 for $30. Interior Dept. approves casino plan MGM reaffirms vow to ‘pursue all legal options ... to defend our right to compete’ in state By Linda Tishler Levinson

EAST WINDSOR — The U.S. Department of the Interior has approved an amendment allowing the Mashantucket Pequot and Mohegan Sun Indian tribes to build the Tribal Winds casino at the former Showcase Cinemas site in town.

The approval came on March 21. “Today is a great day for the Mashantucket Pequot Tribal Nation and the State of Connecticut, especially given our 400-year history together,” said Rodney Butler, chairman of the Mashantucket Pequot Tribal Nation in a written statement that day.

“The attorney general’s office has repeatedly warned, as recently as last year, that pursuing a no-bid approach in East Windsor would expose Connecticut to significant legal risks.”

The Connecticut Council on Problem Gambling says on its website that they believe legalized sports betting “will likely increase gambling and problems unless steps are taken to minimize

harm.” The group advocates ensuring any expansion of sports gambling includes funds dedicated for the treatment and prevention of gambling addiction, and requires operators to implement responsible gambling programs, assignment of a regulatory agency, surveys on the prevalence of problem gambling and a minimum age for sports gambling and fantasy games.

Well, the Connecticut Trolley Museum is in the process of recruiting new volunteer motormen. Weekday training will be held the week of April 15 and Saturday training will start April 20. All sessions will start at 9 a.m. and conclude at 4 p.m. No previous experience is required. The session will cover the mechanical aspects of trolley car operations and railway rules. Board seeks 3.35 percent budget hike, including funds for administrator By Linda Tishler Levinson

ELLINGTON — The Board of Selectmen is seeking a $19,445,196 budget for the 2019-20 fiscal year. The proposed selectmen’s budget would be an increase of $629,684 over the current spending plan, representing a 3.35 percent increase. The proposed budget includes $124,000 for the hiring of a town administrator. First Selectman Lori Spielman said the opportunity to hire a town administrator comes with the retirements of Marie Sauve, human resources coordinator/executive assistant, and Nicholas DiCorleto, finance officer/treasurer, according to the minutes of the meeting. Spielman said the town does not need a full-time human resources coordinator, so this is the perfect time to make a change that would benefit the future of the town. The budget also includes a public safety director, a position that was removed from the budget last year. The first selectman said she budgeted for a 4 percent increase in salaries since the town will be negotiating a new contract with the employees union this year. The first selectman’s salary is budgeted to increase to $92,498, which would be a 3.5 percent raise. A public hearing on the budget was scheduled March 26, after the North Central News went to press.

ENFIELD — The town’s grand list is up just under 1 percent. The 2018 net grand list came in at $2.93 billion, an increase of $28,199,802 or 0.971 percent, according to Assessor Della Froment. Froment said real estate is up $13,892,440. She said this is up due to factors including the development of Mayfield Place, an apartment complex on North Maple Street; the completion of a medical office building at 160 Hazard Ave., and additions and improvement to commercial and industrial buildings. The net assessments for business personal property are up $8,444,927, reflecting a reduction in manufacturing exemptions and new businesses, including Preferred DIsplay Inc. on Moody Road and Conval on Phoenix Avenue. Those were offset by decreases with Advance Auto and Massachusetts Mutual. Motor vehicle assessments are up $5,862,335. The state Department of Motor Vehicles reported there are 38,006 vehicles in Enfield. The town’s top 10 taxpayers are: Mass Mutual Life Insurance Co., with a total assessment of $45,850,020. Connecticut Light and Power (Eversource), $39,464,970. JOMCC 2006-LDP7 Centro Enfield, $29,990,130. Eppendorf, $29,282,980. PPF WE 25 Bacon Road LLC, $28,318,050. Mayfield Place LLC, $28,725,300. Enfield ‘Toast of the Town’ to benefit scholarship efforts

ENFIELD — Tickets are now available online at www.erfcinc.org for the fifth annual “Toast of the Town” beer, wine and spirits tasting event on Friday, April 26, at the Old Country Banquet Hall, 4 Alden Drive, Enfield from 6:30 p.m.-10:30 p.m. “Toast of the Town” coordinator Connie Provencher, ERfC community development manager, said the annual signature fundraiser provides scholarships to help Enfield children participate in academic, enrichment, and recreational activities during out-ofschool time. ERfC, a 501(c)3 charitable organization, is celebrating its 25th anniversary serving Enfield families.

The nonprofit provides financial assistance to 60 percent of the children attending ERfC Before and After School Centers from the six elementary schools and JFK Middle School. Provencher said Enfield Police Chief Alaric Fox will be the special guest speaker for the event and ERfC board member Scott Kaupin will be the master of ceremony. “Toast of the Town” guests will enjoy beer, wine, and spirits tasting from local vendors including Powder Hollow Brewery, R Dee Winery, KH & H Liquors, Broad Brook Brewery, and 4 Corners Package Store. Casting about for something to do? Trout season is upon us While the official opening day of trout season in all waters in Connecticut is not set to take place until 6 a.m. Saturday, April 13, there are still options for trout anglers in the Nutmeg State. Additionally, spring trout stocking by the state has already begun. Interactive trout stocking map The new interactive trout stocking map is up and running. This map will tell you where trout is stocked and when the location was last stocked (updated daily.) The DEEP will not be updating the locations that are currently closed to fishing until the week prior to opening day. Trout management lakes Fisheries stocked eight lakes (Crystal Lake, Highland Lake, Squantz Pond, West Hill Pond, East Twin Lake, Amos Lake, Quonnipaug Lake, and Rogers Lake) with 4,000 trout (2,000 rainbows and 2,000 brook trout.) These fish average 16 inches in length and were produced specifically for these “March Season” lakes that had a daily creel limit of one trout with a 16-inch minimum length during March. Fishing closed at these lakes on March 31. Candlewood Lake was the only March season trout lake not getting stocked with some of these fish. It will be stocked with the normal number of trout prior to opening day (too large for the number of fish we have available.) Trout and salmon stamp A Trout and Salmon Stamp ($5) is required if you would like to keep any trout or salmon (look for the purple sign) or if you would like to fish in a trout management area (river or stream), wild trout management area, trout park or Broodstock Atlantic Salmon Area (look for the green sign). Club plans Crazy Whist fundraiser

SOMERS — The Somers Women’s Club invites the public to a Crazy Whist Card Party on Tuesday, April 16, in the Somers Town Hall Auditorium, 600 Main St. The doors will open at noon, and the games will begin at 12:30 p.m. Refreshments will be provided along with a raffle and prizes. Somersville Mill site development considered by the Zoning Commission By Linda Tishler Levinson

SOMERS — Residents have mixed views on a proposal to build a satellite branch of Hillsdale College in town. S. Prestley and Helen Blake would like to create a satellite branch of Hillsdale College in Somers, according to their representatives, Paul Salva, Tim Keeney and Wayne Dumas, at the Economic Development Commission meeting on Jan. 7. The Blakes want to reacquire the Monticello property and donate it and their daughter’s house and their house in town to Hillsdale College. Jerry Tarbox of Meadowbrook Road said he is concerned about the project’s potential effect on his neighborhood. “Historically, that area has been a residential area,” he said. If there is going to be parking for 100 cars, which Tarbox admits is an unknown, “the nature of the whole area is tipped upside down.” Democratic Town Committee Chairman David Pinney said he has concerns about the plan. “It’s a nice residential area,” he said. “It’s disruptive to that.” He also said if it becomes a site where large numbers of

people gather, he is not sure how much that would benefit the community. Republican Town Committee member David Drinan supports the proposal. “I’m very much in favor of bringing the college to Somers,” Drinan said. “To have a college presence here would be excellent.” Jeff Lipton, owner of Joanna’s banquet hall and restaurant in town, also supports the proposal. “I think it would be a great asset,” he said. “There’s not enough conservative education in the Northeast.”

Somersville Mill The Zoning Commission is considering a plan to develop the Somersville Mill site at 40 Maple St. The preliminary plan was presented at the commission’s March 4 meeting. KCG Developers wants to construct a four-story building with the first floor for commercial use, a restaurant, fitness center and possible medical offices. The upper floors would be one- and two-bedroom apartments with a mix of affordable and general housing, according to the minutes of the meeting.

UConn Chamber Singers to perform at Somers Congregational Church

SOMERS — Somers Congregational Church will host the UConn Chamber Singers for a concert on Friday, April 5, at 7:30 p.m. in its sanctuary. The UConn Chamber Singers is a dynamic ensemble that performs music of all styles including folk, world music, and vocal jazz. The Chamber Singers are one of the University of Connecticut’s most select ensembles. They serve as ambassadors for the university by performing outreach concerts and presenting clinics to schools throughout Connecticut and beyond. The Chamber Singers have recently collaborated with VOCE and CONCORA (Connecticut’s prominent professional choirs), noted composer Ola Gjeilo at Carnegie Hall, and in concert with the Grammy award-winning vocal project Roomful of Teeth. Students from Somers High School’s Honors Choir will perform along with the UConn Chamber Singers. This concert is open to the public with free admission. No ticket purchase is necessary. Any free-will donation will be accepted that evening to cover expenses for concerts held at the church. A reception immediately follows the concert in the church’s Foundation Room. The Somers Congregational Church is located at 599 Main St. (Rte. 190). The sanctuary on the second floor of the church is handicap accessible. West Stafford School earns grant to address digital safety issues

STAFFORD — National PTA has awarded West Stafford School PTA with a $1,000 grant to host a Digital Families Community Event at their school between Jan. 1 and May 1. During the event, families will have honest conversations about important issues including digital literacy, safety and citizenship. West Stafford PTA is one of 200 local PTAs nationwide selected to receive a grant through the PTA Connected initiative, which works to empower parents and families with resources and research to equip them to be safer online. The grant recognizes West Stafford PTA’s leadership and commitment to setting technology ground rules as more kids go digital. “Our goal is for parents and students to have an open, evolving conversation about how to make positive, safe decisions when using digital tools,” said Jim Accomando of National PTA. “We want parents and families to be able to take charge of their digital life and feel empowered to make smarter decisions about accessing information for good use.” Anna M. Board seeks 2.63 percent budget hike; grad gown decision made By Linda Tishler Levinson

STAFFORD — The Board of Selectmen is seeking a $13,299,058 budget for the 2019-20 fiscal year. The proposed budget is a 2.63 percent increase of $340,973 over the current spending plan. The budget proposal includes $10,438,019, an increase of $222,852 or 2.18 percent for general government; $2,288,850, an increase of $88,040 or 4 percent for debt service; and $572,189, an increase of $30,080 or 5.55 percent for the Stafford Public Library. The board unanimously approved its budget request during its March 19 meeting. The first public hearing on the budget was scheduled for March 27, after the North Central News went to press. The Board of Education is seeking a $28,330,602.09 budget. That budget would be an increase of $431,946.70 or 1.55 percent. Graduation gowns The school board voted at its March 11 meeting to have one graduation cap and gown style for all students. Previously, girls wore white caps and gowns and boys wore blue caps and gowns. The new graduation gowns will be blue with blue caps and a white stole.

Selectmen levy their opinion on possible tolls By Linda Tishler Levinson

SUFFIELD — The Board of Selectmen is against tolls on the state’s highways. The board passed a “Resolution in Opposition to the Implementation of Tolls on Connecticut Highways” at its March 6 meeting. “Towns like Suffield which border other states will be particularly impacted as drivers choose alternate secondary roads in order to avoid state line tolls,” First Selectwoman Melissa Mack said in a written statement.

“I’m concerned about what the increased congestion and traffic will do to Suffield’s character. It was important for the Board of Selectmen, on behalf of Suffield’s residents, make these concerns clear by approving the resolution,” Mack said. The vote on the resolution was 4-1 with Selectman Mel Chafetz opposed. Mack said at the meeting that she supported the resolution to preserve the town’s character. “My concern obviously is the concern I have overall for our town, is truck traffic. We already have too

many state roads that have congestion and traffic and speeding and this would necessarily increase that. I think that to preserve Suffield and its character and its New England charm we need to oppose this, at least the way we have seen it presented,” she said. Chafetz said he views the potential traffic differently. “It seems like if you have more traffic, and I am not suggesting you won’t have more traffic because you will have more traffic, but wouldn’t that give local businesses possibly more business?” he said.

Vegetarian potluck to feature ‘Culinary Olympics’ medal winner

SUFFIELD — The Northern Connecticut Vegetarians Potluck at 4 p.m. Sunday, April 7, at the Suffield Senior Center, 145 Bridge St., will feature chef Ken Bergeron. Bergeron’s talk is “Resistant Starch, Why It Is Good For You And How To Achieve It.” Bergeron is the author of “Professional Vegetarian Cooking” with over 200 vegan recipes. He is Vegan CEC (ACF Certified Executive

Chef) and was awarded 2017 Leadership and Professionalism Award, CT Chefs. He was nominated the Favorite U.S Vegan Chef in VegNews Vegetarian Magazine. Bergeron won the 1st Gold Medals ever awarded with all vegan entries. (no vegetarian winner prior) for savory foods and pastry at Culinary Arts Salons in the U.S. (1991, 1994) and at the “Culinary Olympics” in Frankfurt, Germany, in 1992 and 1st Gold for Raw

Foods Platter in 2002. He has conducted seminars at Bates, Williams, Connecticut College, UConn, Syracuse, and many other schools and businesses. After the presentation, Northern Connecticut Vegetarians invite those attending to stay for the vegan potluck. Vegan potlucks are open to anyone interested in being healthy or in a healthy environment. For the potluck, bring a healthy vegan

dish to share with serving utensils, a list of its ingredients, your place setting, and your recipe. Vegan food has no animal ingredients (zero honey, dairy, eggs, meat, and fish).
