WINDSOR LOCKS — Gov. Ned Lamont, Connecticut Airport Authority Executive Director Kevin Dillon, and Breeze Airways founder and CEO David Neeleman recently announced that Breeze Airways has chosen Bradley International Airport as the location where the company will establish its fifth base of operations under a plan that includes creation of more than 200 new jobs in Connecticut.
In addition, Breeze plans to add 8 new nonstop destinations at Bradley, bringing the total number of destinations the airline serves from the airport to 12. “Over the last few years, Bradley has gained a national reputation as one of the best operated and most convenient airports in the country, and airlines are taking note as they increase their service and add more routes from Connecticut’s

largest airport,” Governor Lamont said. “Bradley is a key economic driver for our state, and the more airlines and destinations that we can add from the airport, the more attractive Connecticut becomes to companies that are seeking to grow their own operations. Referendum just past, but plenty is still ahead ELLINGTON — The town held a referendum at the Ellington Senior Center on March 1 for two projects: the Windermere Building Project (total appropriation of $61,640,000, less bonds and notes, for an estimated net cost of Lori Spielman $27,515,000) and the Athletic Facilities Lighting Project (estimated cost of $3,047,000). A special Town Meeting was held Feb. 22 where residents were able to comment and ask questions about these projects. Our Public Works Department is still working on various improvements projects, painting inside the Town Hall Annex building and Hall Memorial Library. In case you missed it, the DPW just completed a complete renovation of our Assessor’s Office, utilizing some refurbished furniture. The DPW works very hard on keeping our town buildings in excellent condition. Public Works has also spent a lot of time cleaning up the area by Hall Memorial Library, where our Veterans Memorial Park is located, which has The Ellington DPW staff has been working on a variety of improvement projects. Ice Fishing Derby reels in big turnout (continued from page 6) received many recent enhancements. On April 12, the Board of Finance will be holding our annual budget public hearing, taking place at the Ellington High School auditorium, beginning at 7 p.m. This meeting is open to the public for
residents to provide input and ask questions on the proposed budget items. This is always a very informative meeting where residents and citizens can learn about where tax dollars are designated and all of the various services, programs and amenities that are covered. The Rockville Fish & Game Club
recently held its annual Ice Fishing Derby at Crystal Lake. There was a great turnout for this year’s event, and it was a beautiful day. As always, please check out our website for additional information on town events, services, and other offerings!

Kindergarten registration Online registration for all Ellington children entering kindergarten in September is underway. To be eligible for registration, a child must be 5 years old on or before Jan. 1, 2023. The Ellington school district requires documentation for proof of age to complete registration. Parents or guardians must also provide documentation of residency in Ellington. Parents can navigate to the district website registration page at: https://www.ellingtonpublicschools.org/parents/registration Shared Services Commission The Town of Ellington recently reestablished its Shared Services
Commission. The first meeting was Feb. 3. The SSC is led by Chairman Dan Keune and Vice Chairman Chris Socha; other members are Jennifer Dzen, Ted Graziani, Tracey KiffJudson, Michael Purcaro, and David Stavens. The purpose of the SSC is to find cost-savings opportunities and establish a more efficient town government through streamlined policies, procedures, and established practices. The SSC will be working with employees and staff members throughout this process, including Finance Officer/Treasurer Tiffany Pignataro, Superintendent Scott Nicol, Ellington Public Schools’ Director of Finance and Operations Brian Greenleaf, First Selectman Lori Spielman, and Emergency & Risk Management Director Walter Lee. The town, with the Board of Education, will continue to look into collaborative options including sharing information technology services. These initiatives will allow for uniformity in town processes,
improve purchasing power for new equipment and increase flexibility when repurposing existing items, and provide a more cohesive working relationship between town departments, boards, and agencies. Panel appointments These appointments were made at the Feb. 14 selectmen meeting: Ad Hoc Patriotic Committee: James Lavey to complete an unexpired term ending Dec 31. American Rescue Plan Task Force: Betsi Feldman as nonprofit representative member. More will say ‘I do’ to in-person weddings this year By Laura B. Hayden Well-attended wedding celebrations finally are back in style. After COVID canceled countless “I dos” in the last two years — or necessitated virtual celebrations on Zoom or in a “chat room” —the wedding industry expects 2.6 million couples to literally walk down the aisle in 2022. That’s the most since 1984 and twice as many marriages as in 2020 —the year COVID showed up unannounced and uninvited. Upcoming wedding receptions at The Nutmeg Restaurant in East Windsor reflect the upswing. “All of our (2020) weddings were canceled during COVID-19 and our six-month shutdown — per the state,” said Koulla Yalanis, event planner at the venue. She added, “2022 weddings are booked as normal and the mask mandate has been lifted
so, as of now, there are no restrictions.” Still, as much as it seems wedding planning is back to normal, Yalanis’ “as of now,” is a reminder that, as the country eases out of a pandemic and into what authorities call a “deceleration” or slowdown of COVID, control of the disease is not yet certain. “We’re still not though it,” said Salvatore Fiore, owner of Weddings by Sal in Enfield. Throughout COVID he has officiated at mostly elopements with a few traditional ceremonies returning late last year. “Lots of couples are still very conscious of the number of guests to invite. Some are requiring guests to be fully vaccinated,” said Fiore, who has been performing ceremonies for 40 years.

Fiore said the “two-parter” has become a popular option. He recalled a couple who had a small ceremony with a handful of guests last summer and has now booked a venue in Litchfield County that can accommodate over 200 guests for renewal of their vows. Fiore said the “part twos have started to happen, though some couples are still waiting.” After being closed for eight months, Old Country Banquets and Weddings in Enfield reopened last spring. Banquet manager Paul Smith said events “have been going pretty strong. I had a good January and February,” a usually slow time for events.
Smith added that most COVID-canceled dates have switched to the closest same date in 2022. That protocol, followed by most wedding venues, has decreased the number of open dates for the newly engaged. While what has long-time been thought of as a traditional wedding is once again possible to plan, COVID continues to challenge the wedding planning process in 2022. Since couples who were forced to postpone their contracted 2020 and 2021 wedding receptions have first dibs on the 2022 reservations, the newly engaged have fewer weekend dates to choose from.

Supply chain, demand could mean price spike for weddings (continued from page 20) Supply chain issues for weddings don’t stop there. Depending on where couples live, they may experience a reduced flower selection, as shipping fresh goods may be delayed. In addition, the increased demand for DJs, event planners, and photographers are driving up wedding costs. “We are expecting a 10-15% spike in the amount people have to spend to get married,” Shane McMurray, founder of The Wedding Report, told CBS MoneyWatch last month. That would bring the average cost of a wedding this year to around $27,000, up from roughly $24,000 pre-COVID times. As with so many aspects of our com-
ing-out-of-COVID lives, expectations for weddings may have to be tweaked a bit. A successful region supports one another Cycles of history provide a unique backdrop for where Enfield is today. This is particularly important in regard to finding a balance Bob Cressotti between economic development and the rural character and land conservation that are so important to towns in this area. Enfield’s Plan of Conservation and Development noted that we as a region are stronger together. There are ribbons of interdependence from employment base to mutual aid for emergency services, a shared Health District, the desire to preserve the area’s agricultural heritage, to the geographical benefit of being on the Connecticut River and Interstate 91, as well as the social services and education impacts we are all seeing. As the largest town in this region, we are interested in exploring any and all opportunities with our neighbors to share and/or leverage resources as well work together to create efficiencies that benefit the taxpayers, jobs, quality of life, and a strong economy. There are three key areas where Enfield is currently creating business opportunities: First, there are major investments happening: Next month marks the one-year anniversary of the Casket building burning to the ground between the banks of the Connecticut River and the
former Bigelow carpet factory. And in March 2023, you will see the construction of a $35 million train platform, signaling a new life for this transit-oriented development site which in turn, will be a boost for the revitalization of the Thompsonville section of Enfield and the region. Second, this anticipated investment could be the catalyst to energize Thompsonville, which has been a major focus of every Plan of Conservation and Development since the 1980s and where it is estimated that between 25% to 40% of residents do not own a car and unemployment numbers were high. Thompsonville was once an economic driver in the area not just Enfield – with the carpet industry employing 9,000 at its peak. Today, you are more often going to hear about the high number of investor landlords, deteriorated housing stock, vacant storefronts, or the perception of crime than you are to hear about the over 400 people living at the renovated Bigelow Commons apartments or the dozen or so small businesses operating there. The argument of why to invest there and how that investment lifts others and the town as a whole is a really important discussion. First, the town needs to invest before it can expect others to do so. This area, as well as the commercial area that includes the mall, is now under the town’s new Tax Increment Financing District. This will be a critical tool in the toolbox for revitalization here.

better the prognosis for this area. And finally, my third point is the region’s status as a magnet for warehouse and distribution functions. Another regional discussion is that of incentives being offered to attract these investors – do we need to keep up with the Jones’ and what other towns are offering for tax abatements, or do we want to work together to have a balance of industry that can grow grand lists and provide the taxes that are necessary to provide quality public services? A successful region supports each other, discusses how to maximize ARPA and infrastructure funding for projects of regional importance, shares data, creates jobs, and supports businesses. Jersey Mike’s finding a home in Connecticut Recently opened Enfield story focuses on giving along with sandwiches By Laura B. Hayden When Ken Schanke made a vacation stop at the original Jersey Mike’s Subs sandwich shop on the legendary Jersey Shore, he got more than a submarine (or what we here in Connecticut call a grinder). “It reminded me of another Jersey deli when I was growing up,” said Schanke, a Somers resident. “I was amazed by the passion of the staff as I went through the line to the cash register. They talked to you along the line and brought a real passion to the experience.” At the time, Schanke was researching franchise opportunities after a 23-year career with AT&T Advertising Solutions. The sub, smiles, and enthusiasm he witnessed that day convinced him to look further into the sandwich chain, only to discover another criterion he sought in future endeavors — giving to the community. Schanke opened a Jersey Mike’s in

In addition to Manchester, Schanke has added Middletown, Enfield, and Rocky Hill stores to his franchise slate. And while his sites are purported to be among the most profitable in the nation, Schanke prefers to talk about the restaurants’ success in supporting local communities. “At the onset of COVID our team in Manchester personally delivered over 14 catering boxes daily to six to seven hos-
pital emergency rooms across the state for over six months,” said Schanke. When the Enfield site opened in November 2021, customers with a fundraising coupon could make a minimum $3 donation to Enfield and Somers High schools in exchange for a sub. Every month each of his stores sponsors a weeklong grass-roots fundraising campaign for a local organization, such as animal shelters, high school teams, and high school band or drama departments. Since the beginning of this year, Schanke’s Manchester team has donated 400 catering boxes to Manchester Memorial Hospital, 200 to Rockville General Hospital and 147 for ECHN satellites, including in Ellington and Vernon.
According to Schanke, community giving is an important part of Jersey Mike’s corporate mission. His four stores join more than 2,000 locations across the nation this month for the 12th annual Month of Giving in March. Throughout the month customers will be invited to donate to a local charity partner. The campaign will culminates in a nationwide event — Jersey Mike’s Day of Giving on March 30, when 100 % of sales will go to the 2022 Special Olympic USA Games. Schanke said his team hopes to raise $50,000 this year. “One additional way we intend to reach our goal is by asking customers at the register for a $5 donation and in return we will give them a ‘Buy One, Get One’ card to be used when they return.”

Enfield ACC grad serves in Air Force ENFIELD — As a June 2015 graduate of Enrico Fermi High School in Enfield, Joshua Hill was looking into colleges. One thing became clear when he realized his best option was within walking distance of his house. “The cost-effective methods that Asnuntuck Community College offers, such as FAFSA, Pell grants, scholarships, and certification courses, to name a few, were appealing because it was a way to get my foot in the door with most handson jobs.” Hill acknowledged that there were people on campus who helped him gain valuable skills and enhance his leadership confidence. “One person that comes to mind was Sherry Paquette, Asnuntuck’s director of student activities, who always had my back when trying to implement ideas for the student body experience. “While a senator under the Student Government Association, Sherry encouraged me to participate in dynamic ACC activities like creating PSA announcements on the 107.7FM WACC radio station. There were many days where I’d stay after school to work with students on their clubs.”
Hill said it was important for him to keep his eyes on the prize of completing his education. “After much exposure, I needed to find a Joshua Hill balance between helping others and helping myself to reach the goal of graduating.” He shared what services at Asnuntuck helped him. “This was done through the Skills Center, which serves as a tool to assist students in areas of academic difficulties. I can admit that if it were not for the professional guidance of the instructors, some of whom volunteered, I would not be as successful today.” In 2018 Hill earned his associate’s in science degree in general studies, with certifications in business administration, marketing, and entrepreneurship. The Asnuntuck grad enlisted in the Air Force in 2021, out of Westover, Air Force Base, with his basic training at Lackland Air Force Base in Texas. “Many hot, blistering days were spent doing physical training and drill, but it was worth all the sweat one can imagine.”

Town offers COVID grant program The Somers Board of Selectmen has approved a plan for local small businesses and nonprofit organizations to apply for a COVID-19 Small Business and Nonprofit Tim Keeney Organization Grant. The Board of Finance unanimously approved funding the plan. I announced the program Feb 22 at Town Hall. Joining me was Selectmen Bill Meier, Chief Financial Officer Mike Marinaccio, U.S. Rep. Joe Courtney, and Sen. Richard Blumenthal. The meeting was well attended and well received by local businesses and nonprofits. The grant program is funded through the American Rescue Plan Act of 2021. It will be available to small businesses and nonprofit organizations in Somers. The board has chosen to assist these organizations that have been financially harmed by the COVID public health emergency. These organizations are the economic and social backbones of our community and deserve our support. The COVID-19 public health emergency has had a devas-
tating impact on many of our small businesses and nonprofits. Grants up to $10,000 will be available to qualified organizations of 25 or less employees. Selections will be based upon the applicant demonstrating, through a questionnaire supplied by the town, the overall harmful consequences of the economic disruptions resulting from or exacerbated by the COVID-19 public health emergency. Nonprofit organizations are eligible for grant funding as well and they would need to demonstrate that they have a 501(c)3 determination from the IRS or show a current copy of their IRS 990 tax return. The application period will be March 1 through March 31. Applications must be filed with the Office of the First Selectman or submitted online no later than 4:30 p.m. on the 31st. For details of the program and to complete the application online or to download a hard-copy version, please go to the town website at www.somersct.gov for details. All town government departments have been working on proposed budgets to the Board of Selectmen. The board is also in the
process of finalizing a proposed town budget. This will be distributed by mail to every household in Somers in April. Important dates to put on your calendar are May 3 for the annual town meeting, where a vote will be taken on whether to send the budget to referendum. If all goes well, the budget referendum vote will happen May 10 from 6 a.m. to 8 p.m. A public informational meeting to discuss the retail sale and growing of recreational cannabis is scheduled for March 17 at 7 p.m. in the town hall auditorium. Residents are invited to participate in this public discussion. A brief survey is also being distributed in the next issue of Somers Connect. The survey will have four questions: 1. Are you a Somers resident? 2. Are you 18 or older? 3. Do you think that Somers should allow a retail establishment that sells recreational marijuana? 4. Do you think that Somers should allow a grower to cultivate recreational marijuana? This has been a busy and exciting time at Town Hall. Special thanks to the whole team that works for the town for the great job they do. I am enjoying my new position and am proud to serve all Somers residents.
Rotary scholarships The Rotary Club of Somers is offering up to 13 scholarships to high school seniors who reside in Somers. Applications can be obtained from the Somers High School Guidance Department or downloaded from its website: https://hs.somers.k12.ct.us/ counseling_ and_support_services. The application deadline is April 8. The Somers Rotary Club has awarded over $250,000 in scholarships. Funding for scholarships is raised through Rotary community events, including the Great Escape Road Race. Probate judge plans to seek another term ENFIELD — Judge Carolyn L. McCaffrey has announced that she is seeking reelection as judge of probate of the North Central Connecticut Probate District, serving the towns of Enfield, Somers, Stafford, and Union. McCaffrey was elected in 2018 as judge of probate. As the judge of probate of the North Central Connecticut Probate Court, McCaffrey hears various matters including decedent’s estates, guardianships, children’s matters, adoptions, name changes, conservatorships, and commitments. McCaffrey is an attorney with over 20 years of experience and is licensed to practice law in Connecticut and Massachusetts. She is the owner of McCaffrey Law Firm, PC in Enfield. McCaffrey is also an adjunct professor at Bay Path University in Longmeadow, Massachusetts and mem-
ber of the Bay Path University Paralegal Advisory Board. She is a member of the Connecticut Probate Assembly, Public Information Committee, the National College of Probate Judges, Connecticut Bar Association, the Hartford County Bar Association, and the North Central Connecticut Chamber of Commerce. She is also the vice chairperson of the Asnuntuck Community College Foundation Board. McCaffrey is a graduate of Bay Path University and recipient of the Salutatory Award. She received her juris doctorate degree from Western New England University School of Law. McCaffrey has significant experience in probate matters, estate planning, real estate transactions, and civil litigation. “I am privileged to serve the citizens of Enfield, Somers, Stafford, and Union
as judge of probate,” McCaffrey said. “My significant experience as judge of probate and as an attorney have prepared me to help residents during difficult times in their lives. “During the past three years, the court clerks and I have diligently worked to increase efficiency and adjudicate matters promptly, so that residents of the court’s district did not experience undue delays. “The North Central CT Probate Court remained open and continued to process petitions and conduct hearings throughout the pandemic. “I look forward to continue serving the residents of Enfield, Somers, Stafford, and Union with their probate matters for another four-year term.” McCaffrey said. McCaffrey and her husband of 17 years, Richard, live in Enfield with their two children, Kaitlyn and Matthew.

Suffield Lamont nominates local resident to fill court vacancy HARTFORD — Gov. Ned Lamont announced that he is nominating 22 Connecticut residents to fill vacancies as judges on the Connecticut Superior Court. The court currently has 59 vacancies. This is the second class of Superior Court nominations made by Lamont since he took office in 2019. His first class was made in early 2021 and consisted of 15 judges. “Our court system works the best
