EAST WINDSOR — Gov. Ned Lamont and Department of Administrative Services Commissioner Josh Geballe were joined by state Sen. Saud Anwar (D-East Windsor) and other leaders in a tour of Infoshred, a document shredding facility in town. With Infoshred CEO Stacey J. Lombardo, the legislative leaders advocated for increasing business efficiency and privacy in Connecticut. Anwar applauded the governor and commissioner for their work on legislation reducing red tape. Lamont and Geballe announced House Bill 7385 while at Infoshred, legislation targeted to reduce the amount of paperwork approved by the state by nearly 100,000 documents per year.

As we march into May, the Raven sees no need for anyone to get cross about area eatery options. At least not while we have such treasures as The Salem Cross Inn in our neck of the woods. Sophia’s Restaurant owners cook up Rotary Club honor

EAST WINDSOR — Each year the Rotary Club honors the East Windsor Citizen/Business Person of the Year. This year the club has chosen Anthony and Isadore Savona, owners of Sophia’s Restaurant. An established part of the East Windsor community for 34 years, Sophia’s is well known for fine food and a family atmosphere. The Savonas are best known, however, for their service to the community, always generous when clubs and organizations ask for assistance. Every year they support Abby’s Helping Hand, send food to Enfield Warming Center, and donate to emergency services, East Windsor Police, Ambulance and Fire departments. When the youth center

was in operation, they would donate pizzas for their activities. The Savonas carry on the traditions their father instilled in them, to serve the public and share with others. The public is invited to join the Rotary honoring the Savonas. The evening begins May 23 with a cocktail hour at 5:30 followed by a surf and turf dinner and the award presentation. Advance tickets are $35 and available at Joe’s Fine Wines, 149 North Road; Dam Restaurant, 100 Main St., Broad Brook; and Nutmeg Restaurant, 297 S. Main St. East Windsor Rotarians also have tickets. Referendum to decide fate of $41.3 million budget By Linda Tishler Levinson

EAST WINDSOR — Residents will vote on a proposed $41,303,202 budget in the May 14 referendum. The proposed budget would be a 4.84 percent or $1,906,244 increase over the current spending plan. First Selectman Robert Maynard said he thinks the proposal is a good budget. The budget includes $14,433,495 for the town, an increase of $484,233 or 3.47 percent; $981,603 for capital improvements, an increase of $3,935 or 0.4 percent; $988,103 for debt service, a decrease of $31,925 or 3.13 percent; and $24,900,00 for the Board of Education, an increase of $1,450,000 or 6.18 percent. The mill rate would be set at 35.41, an increase of 1.51 mills. A mill represents $1 in tax for every $1,000 of assessed property value. Under the proposed budget, a home assessed at $100,000 would bring a property tax bill of $3,541. Voting will be from 6 a.m. to 8 p.m. on May 14. If the budget fails, a second budget referendum will be set for May 28 and if necessary a third budget referendum on June 11. If a budget is not passed by a third referendum, under the town charter a budget would be automatically set with a 2 percent increase over the previous year’s spending plan.

House bill streamlines paperwork, makes for efficiency (continued from page 1)

Currently, every business wanting to sell to the state needs to fill out at least seven forms. House Bill No. 7385 reduces that figure to one, making government more efficient while eliminating unnecessary work on the behalf of business owners and leaders. Sen. Anwar applauded their efforts and leadership in creating this legislation. “Our government works best when it has the time and resources to focus on the major issues in our state,” Anwar said. “This legislation is the first of what I hope will be many bills that aim to strike back against government inefficiency, and I look forward to supporting its passage. I commend Governor Lamont and Commissioner Geballe for their leadership on this issue.” Additionally, during a tour with Lombardo, Anwar recognized the benefits of increased efficiency, as well as the importance of privacy, in business.

Dress up as a favorite Star Wars character and join the museum for a fun, memorable night. Yoda and a Storm Trooper will be interacting with the visitors and will be available for photo opportunities. Each child can build a light saber to take home and get their face painted. The event will run from 5 p.m.-9 p.m. Additionally, take as many trolley rides as you would like, and learn historic information about each car you ride and how the museum began. Finance board advances $60.7 million budget By Linda Tishler Levinson

ELLINGTON — Voters will decide whether to approve a $60,738,684 budget for the 2019-20 fiscal year in a May 28 referendum. The Board of Finance voted April 16 to approve the proposed budget. The proposal includes $16,102,835 for general government, $2,727,603 for redemption of debt, $200,000 for the contingency fund, $39,576,224 for the Board of Education and $2,132,022 for the capital nonrecurring fund. First Selectwoman Lori Spielman said the mill rate, which would be set at 32.6, would be a 0.9 percent increase. A mill represents $1 in tax for every $1,000 of assessed property value. A homeowner with a property assessed at $150,000 would pay $4,890 in taxes.

Enfield Proposed budget seeks 2.85% increase to $137.9 million

ENFIELD — Town Manager Christopher Bromson is seeking a $137,939,029 budget for the 2019-20 fiscal year. Bromson presented his budget proposal at an April 15 Town Council meeting. The proposed budget, which includes $66,308,755 for the town and $71,630,274 for the Board of Education, would be an increase of 2.85 percent. Bromson said the overall budget is 51.9 percent on the school budget side and 48.1 percent on the town side. The school budget would be an increase of 0.48 percent. The town budget would be an increase of 5.5 percent. According to the meeting minutes, Bromson said last year was a difficult one financially, and the town

left $4 million in the school budget. However, he said, draconian cuts were made on the town side, and this budget proposal tries to restore some parity to the town budget. In particular, Bromson said the Police Department had been cut from 95 sworn officers to 88 officers, which he said is not sustainable. He is including $1,212,220 to keep the staff level at 95 officers. He also said EMS was cut to an unsustainable level, cutting two EMTs and two paramedics. The town manager’s budget proposal would raise the tax rate one mill, bringing it to 34.4 mills. A mill represents $1 in tax for every $1,000 of assessed property value. Under the proposed budget, a homeowner whose property is assessed at $100,000 would pay $3,440 in taxes. A community conversation on the budget was scheduled for April 24. The council is scheduled to adopt a budget in May.

Steal some time to attend ‘Thieves and Robbers’ meeting

ENFIELD — The Enfield Society for the Detection of Thieves and Robbers is holding its 197th annual meeting on Tuesday, May 7, at St Bernard Parish Hall at 426 Hazard Ave., in Hazardville. “Thieves and Robbers” is the oldest continuously chartered vigilance society in the United States, chartered in 1823. The group traces its origins back to when organized

police forces didn’t exist. It consisted of male volunteers who were at least 21 years old, lived in Enfield, had a horse “of sound wind,” and paid a $1 lifetime membership fee to acquire the services of the society. Membership remains $1 today. The original members wrote a formal constitution and created a Prudential Committee of five members

and a posse of unlimited number to chase down people who had stolen from the members. A careful reading of the society’s constitution allowed women to join in 1994. The constitution was amended in 2015 to allow for the creation of assistant officers for president, secretary and treasurer. The society no longer engages in police work. Its last act in that capacity was in the

mid-1920s, locating a lost horse. It now gathers once a year to renew acquaintances, to maintain a bond with its heritage and to learn about modern issues of law and society. The meeting will have two speakers this year: Sgt. Nicole Martel-Moylan, who will discuss crisis intervention, and Sgt. Nicholas King, who will discuss CREST operations. Further, Joseph Bosco, who

joined in 1948, has been deemed the newest holder of The Elder’s Cane. The dinner will be catered by Figaro’s and the cost to attend is $25. Patriot Award committee looking for nominees

ENFIELD — During the American Revolution, the French notion of patriotism took root among colonists. Since that time patriotism has come to mean many things to many Americans. From the selfless acts of emergency personnel at a fire or accident scene to the anonymous acts of charity at a food pantry or soup kitchen, it is a vital thread that binds and strengthens our community while defining us as a nation. Letter To the Editor: Proposed Legislation Taking Its “Toll” On North Central Residents

(Recently) I attended the toll forum in Enfield, and Rep.Devlin did a great job explaining the history of the special transportation fund. Bottom line, there was enough money being raised to fund our roads, but Democrats could not keep their hands off the cash. Instead of just leaving it alone, and letting the DOT keep working on the proj-

ects, the Democrats diverted the money multiple times until here we are today, insolvent. Rather than simply cutting programs out of the state budget, Democratic legislators and former Gov. Dannel P. Malloy were putting them on the credit card. A steady stream of community-based projects often in Democratic legislators districts consistently found their way into the bonding program. Governor Lamont says he wants us to be on a debt diet but he has made no effort to cut one line item in the already over inflated State budget. Before one more penny is taken from CT residents and our traveling neighbors, a hard look at the State budget needs to take place first. Randy M. Cote Enfield, CT

Is electric car a shocking choice? Not necessarily

As the popularity and availability of electric vehicles continues to grow in the U.S., a new survey suggests that many consumers still have a lot to learn about the technology. For example, when asked to choose an acceptable amount of time it should take to charge an EV, the most common answer (28 percent) was ‘‘I don’t know,” followed by “30 minutes” (25 percent). The survey was commissioned by MINI USA from market research and business intelligence firm Engine International, Inc. in advance of the 2020 U.S. launch of the MINI Cooper S E electric vehicle. “What we learned from the survey is that the typical consumer might not be aware of the many benefits of electric mobility,” says Andrew Cutler, head of corporate communications, MINI USA. “Helping consumers get a better understanding of EV can help them make smarter, more informed decisions around their next vehicle purchase.” For example, 74 percent of consumers

surveyed didn’t know where their nearest EV charging station was located, but charging your EV is easier and more accessible than you might think. A whopping 80 percent of EV owners charge their vehicle right at home. Plus, public charging stations are easy to find online through companies like ChargePoint and EVgo, and most available charging stations are visible in the navigation system of the car. On the other end of the spectrum, 63 percent of those surveyed said they plan to use their EV as a commuting or city car, which is good news for motorists, as experts point out that EVs, which are both fuel efficient and fun to drive, are ideal for everyday commuting and urban driving. Because batteries provide a low center of gravity, electric motors provide fast, powerful acceleration. Thanks to federal tax credits lowering upfront cost of qualified EVs, going electric is not just stylish and good for the planet, it may make financial sense too.

Regional ‘Working For The Weekend’ at The Big E: Loverboy WEST SPRINGFIELD — Canadian rock band Loverboy will be “Working for the Weekend” Saturday, Sept. 14, at The Big E. The show is free with Big E admission and a limited number of Premium reserved seats ($29) are on sale at TheBigE.com and The Big E Box Office. Loverboy has performed around the world since forming in 1978. The title of its latest release, “Unfinished Business,” in 2014, was decided by popular vote on Facebook. Finance Board aims to ‘maintain balance’ with $33.7 million proposal

SOMERS — Somers Cub Scouts Pack 83 held its annual food drive April 13-14 at Geissler’s in Somers. Residents and neighbors showed their support of the Cub Scouts and their goal of collecting food and cash for Champ’s Place, the food pantry at Somers Congregational Church. The Cub Scouts were proud to deliver more than 600 food items and $850 to Champ’s Place following the drive. Doing service projects together is one way that Cub Scouts keep their promise “to help other people.” While giving service, Scouts learn to work together with others and do something good for the community. The next event is a car wash fundraiser on May 5 at Somers Town Hall. Somers Cub Scout Pack 83 is open to children in grades K-5 and can be reached at https://www.facebook.com/SomersPack83. SOMERS — The Board of Finance is recommending a $33,751,417 budget for the 2019-20 fiscal year. The Finance Board presented its budget proposal at an April 23 public hearing. The proposed budget is an increase of $1,443,182 or 4.47 percent over the current spending plan. “It has been developed on principles designed to keep us financially sound; keep our community safe; support public education; improve and promote economic development; maintain our existing facilities and infrastructure and improve the quality of life for all of our residents,” members of the Finance Board said in the budget flyer. “As always, it has been our desire to continue to maintain a balance between sound fiscal health without negatively impacting our community needs,” they said. The mill rate will remain 27.37 under the budget proposal, through the use of reserves from the town’s general fund. A mill represents $1 in tax for every $1,000 of assessed property value. Under the proposed budget, a homeowner with a property assessed at $200,000 would pay $5,474 in property taxes. The proposed budget includes $7,968,451 for town government, an increase of $449,148 or 5.97 percent; $23,884,137, an increase of $1,061,626 or 4.65 percent; $250,000 for capital improvements, which is unchanged; and $1,648,829 for debt service, a decrease of $67,592 or 3.94 percent. The Annual Town Meeting is set for 7 p.m. May 7 at Town Hall. The budget referendum is set for 6 a.m. to 8 p.m. May 14 with voting at Town Hall.

Somers Brewfest gins up $14,500 for Education Foundation SOMERS — The Somers Education Foundation’s third annual Brewfest & More event on March 30 at Pleasant View Golf Center was a rousing success. More than 330 attendees were on hand, generating $14,500 for the Foundation. Both were all-time highs. The tasting options expanded this year to 15 brew options from six breweries (Powder Hollow, Cold Creek, Problem Solved, Broad Brook, Back East and Tox). For non-beer lovers, offerings were from R Dee Winery, Stafford Cidery and Dragonfire Meadery. There were also a variety of food offerings available from Basil’s, Bond 124, Center Square Grill, Joanna’s Restaurant, Copper House Tavern and the Somers High School food service program. Wrestling fundraiser The Friends of Somers Wrestling will be conducting a cornhole tournament fundraiser. The proposed budget includes $10,410,449 for the Board of Selectmen, an increase of $195,282 or 1.91 percent; $571,188 for the Stafford Public Library, an increase of $29,079 or 5.36 percent; $2,288,850 for debt service, an increase of $88,040 or 4 percent; and $28,052,217 for the Board of Education, an increase of $393,217 or 1.42 percent. Overall, the budget would increase $705,618 or 1.74 percent. The mill rate would be set at 34.93, an increase of 0.67 mills. A mill represents $1 in tax for every $1,000 of assessed property value. A homeowner with a property assessed at $130,000 would pay $4,540.90 in property taxes. The Annual Town Meeting will be held at 7 p.m. May 8 at the Stafford Community Center. The budget referendum will be from 6 a.m. to 8 p.m. May 15.

Find out about the ‘Connecticut 169 Club’ at book signing

STAFFORD — The Stafford Library will host a PowerPoint presentation and book signing by author and historian Marty Podskoch on his new book, “The Connecticut 169 Club: Your Passport and Guide to Exploring Connecticut” at 6:30 p.m. May 2. The new travel book encourages travelers to visit all of the towns and villages of our beautiful and unique state. The 169 Club will be in the same format as Podskoch’s popular Adirondack 102 Club. The idea for the travel club guides began after Podskoch read about Dr. Arthur Peach in the Dec.11, 2005, issue of American Profile Magazine. Peach, in a story in Vermont Life magazine, suggested the idea of an informal group, the 251 Club, to veer off the beaten path “…to discover the secret and lovely places that main roads do not reveal.” Peach believed that every part of Vermont had its beauty, history, attractions, traditions, and interesting people. After writing five books about the Adirondacks Podskoch decided to do a travel book to get people to visit all 102 towns in the Adirondacks. The result was his “Adirondack 102 Club: Your Passport and Guide to the North Country,” which was

published in 2015. Podskoch was a teacher in the Catskills and came to Connecticut in 2005. He decided to write a book on the Connecticut CCC camps. He traveled to over 100 towns in the state, where he gave talks on the CCC and people shared their stories and photos. His “Connecticut Civilian Conservation Corps Camps: History, Memories & Legacy of the CCC” was published in 2016. As he traveled throughout the state he marveled at the great diversity of villages, cities, rivers, lakes, mountains, and seashores. Podskoch realized that most of the residents of the state had not traveled as widely as he had and he wanted them to explore his beautiful state. He created a book to be a guide and a passport. Podskoch got someone from each town to write a short description highlighting their town’s location, history, and interesting places to visit. Podskoch did this because local residents knew more about their town than he. The book has a space for travelers to journal about their experiences and a place to get the book stamped or signed by a resident or business. Travelers will get to know the locals and perhaps

learn about a good place to eat or an interesting local attraction. In this way they get to know a lot about Connecticut and its residents. There is no membership fee, just a desire to experience all of Connecticut. Adults and children of all ages are eligible to be members. What a great adventure for families, grandparents, and their grandchildren, or go by oneself. Most members will travel by car while others might use a bike, motorcycle, or some may possibly use a canoe. People who visit all 169 towns will receive the “Leatherman Award” patch at a luncheon or dinner held at a different town each year. The award is named after the vagabond who lived in caves and traveled a route regularly (approximately 34 days) from the Connecticut River to the Hudson River during the late 1800s. After Podskoch’s talks he and some of the writers and co-writers of the book will be available for a book signing. The hard cover 8.5 x 11 book has 376 pages with hundreds of photos & maps and sells for $24.95. All are welcome to attend the talk.

Town meeting planned on $59.3 million budget proposal By Linda Tishler Levinson

SUFFIELD — The town’s mill rate would go down under the proposed $59,304,109 budget for the 2019-20 fiscal year presented at the April 24 public hearing, but the average homeowners’ property tax bill would increase $67. The tax rate reduction is due to the recent revaluation. The proposed budget would bring a mill rate of 28.72, a decrease of 0.6 mills. Under this year’s state mandated revaluation, the value of the average residential property rose 3.2 percent, according to the town budget handout, and the Net Collectible Grand list increased 4.99 percent. A mill represents $1 in tax for every $1,000 in

assessed property value. “During the current tax year (FY 2018-19), the taxes on a home with a market value of $300,000 and assessed value of $210,000 are $6,157. The taxes on a home with a market value of $309,600 ($300,000 home increased by 3.2% revaluation average) and an assessed value of $216,720 would have taxes of $6,224 due in FY 2019-20, an increase of $67,” according to the budget handout. Memorial picnic Cpl. Stephen R. Bixler gave his life for our country and Suffield is coming together once again to honor and remember him at the Annual Memorial Picnic. Every year since Bixler was killed while on patrol in Iraq on May 4, 2006, his friends have coordinated a picnic on the Sunday of Memorial Day weekend to honor him and keep his memory alive.

This year the picnic will take place Sunday, May 26, from noon-5 p.m. at the Suffield Sportsman's Club, 2900 Phelps Road, West Suffield. Tickets are $15.
