East Windsor Town gathers to commemorate Memorial Day

School budget proposal calls for 4.1% increase EAST WINDSOR — The 2022-23 proposed Board of Education budget reflects a 4.128% increase in spending for a total of $26.5 million, which includes grants of nearly $4 million and food service revenue. “This proposed budget plan was created to support the priorities identified in both the fiveyear strategic plan and the newly adopted Portrait of the Graduate … as a starting point,” School Superintendent Patrick Tudryn said. The proposal is based on a traditional school year, versus the last three years that were affected by the pandemic, school officials said. Salaries comprise 70% of the school budget. A paraprofessional position has been eliminated, certified staff increased, and administrative positions reallocated. Special education staff and resources represent 26% of the budget. The school budget includes $3.87 million for the high school; $3.26 million for the middle school; $3.16 million for Broad Brook Elementary; $6.45 million for special education in pre-K through grade 12; $1.47 million for buildings and grounds; $2.8 million for administration, insurance and personnel; and $1.3 million for transportation.

EAST WINDSOR — Local native Victoria Treadwell, who helped her father Bruce and sister Stephanie faming in Somers, joined the Dairy Princess Program years ago. The organization helps women grow become poised, enhances their public speaking and leads to serving as spokeswomen for diary farmer, educating people on where their food comes from. By 2014, Treadwell was crowned Herkimer County (New York) Dairy. princess first alternate. It led to NFL sponsored events encouraging children to exercise and eat healthy. Treadwell recently saw a social media ad for a Miss New York USA competion, but initially hit block so she wouldn’t be tempted to enter. “No way a farm girl in the middle of nowhere would be able to fulfill this dream,” she recalled thinking. But Treadwell overcame initial doubts and applied. That was a wise decision. Treadwell was called for an interview. “I was number 1,149, and I know there were

more of course. In the thousands … but it has been trimmed down to 167 of us, and just to be a part of it, I knew it would open doors and be a great opportunity for me.” On her Facebook page, Treadwell Victoria Treadwell wrote: “I’m run- Photo courtesy of ning to inspire missnewyork.com young women to pursue their aspirations, encourage them to embrace challenges, also to bring awareness to the food insecurities we face in our local communities (I think I’m the only farm girl competing).” Treadwell is now a finalist for Miss New York. On June 4 the top 20 will be announced and winner will be crowned. It’s been a busy stretch in town ELLINGTON — On May 30, the Patriotic Committee organized the annual Memorial Day parades and ceremony; this event is always a beauLori Spielman tiful tribute, and I’m grateful for all of its hard work. I highly recommend, if you haven’t already, that you stop by the Nellie McKnight Museum, run by the Ellington Historical Society, on Main Street. It recently unveiled a new display with many old, historical photos from the late 1800s and early 1900s, which are so interesting; it’s fun to see how Ellington has changed over the years. On June 17 at 6 p.m., the museum will be hosting a Strawberry Shortcake Social for members, so join today. I want to once again thank everyone who was involved for the hard work it took in putting this together. Ellington was chosen to kick off this year’s “20 Towns in 20 Days” series; Caitlin Francis from Channel 3 stopped by and reminisced about her younger days in town, and it was a great day. I recently attended a production of “Willy Wonka Jr.” by the Ellington Middle School Drama Club; the school did a wonderful job producing this live musical, which took the tireless work of 75 students over three months to design and create the set pieces, learn their lines and blocking, and bring the story to life, which they most certainly did. I recently attended the Eagle Scout

Court of Honor for Aidan Stratoudakis, who built beautiful new benches for the Amphitheater at the Batz Property. The Ellington Women’s Club held their Fair on the Green in early May; many people came out and enjoyed all of the activities, which coincided with the season opening of the Ellington Farmers Market, a perennial favorite. The Market will run at Arbor Park each Saturday through the end of October. This year’s annual Public Works Open House was a great time, as always. Although the day was a little bit gloomy, it’s always fun to see our workers in their element and check out all of the equipment and vehicles and things they use for the daily operations in town. Ellington Health insurance plays major role in budget request

ELLINGTON — Schools superintendent Scott Nicol’s budget for 2022-23 is $43,352,626. This figure represents a proposed increase of 4.24% over the this fiscal year. The budget increase is dominated by one line item: health insurance. On its own, the group insurance object accounts for a 1.24% budget impact. Notably, tuition accounts have dropped by $194,291 in the next year’s budget scenario. This budget also includes a director of athletics and wellness (proposed Sept. 1 start). This position, which has been within the strategic vision of the district for several years, is included for the first time in a budget proposal. In a statement online Nicol said, “I am happy to say that for at least the past seven budget cycles, the Ellington Public Schools has approached the budget in the same way. Teachers, staff, and administrators all come together to determine what the district needs. Each account is examined to ensure it is budgeted properly.” — Laura B. Hayden

Music education honor The Ellington public school system has earned national recognition from the National Association of Music Merchants Foundation. The NAMM Foundatin has honored Ellington as one of 738 disticts across the country with a Best Communities for Music Education Award for a commitment to music education. In a statement, the school system said that not only does Ellington provide rigorous academics, but also ensures access to music education for all students. “In line with our core values of innovation, collaboration, and creativity, this cannot be achieved without the support of our teachers, staff, administration, and families. Garden presentation A UConn Master Gardeners presentation, “A Beginners’ Guide to Designing a Garden,” will be offered Tuesday, June 14, 6:30 p.m. Learn about design considerations for home scale gardening for flowers, vegetables, trees, vines, and shrubs. They will cover the use of different types of plots and beds and will discuss plant selection and early seasonal cultivation basics, as well as watering, fertilization, and weeding information. ‘Run the Runway’ comes in for landing this month ELLINGTON — Tom Dore’s “Run the Runway” 5K Race will take place Friday, June 17, from 6-9 p.m. at the Ellington Airport, 360 Somers ROAD. All proceeds from the event will benefit the CT ALS Association, with 100% of the proceeds donated in the name of Tom Dore. Dore, an avid runner and skydiver, passed away from ALS in 2017. Connecticut Parachutist Inc. will be open at noon on June 17 and will be operating until race time. Everyone is encouraged to come out early to picnic, hike, make a tandem skydive, or observe jump demonstrations. Ellington Police patrols increased to deter vehicle burglaries ELLINGTON — Increased overnight police patrols to address motor vehicle and catalytic converter thefts as well as other crimes of opportunity are now underway and will continue into the new fiscal year. Funds to support the increased police patrols were secured from the existing budget through a collaborative process between the Resident Trooper’s office, first selectman, the town Finance Department, Board of Selectmen, and Board of Finance. The town’s $65.3 million budget was passed in a referendum on Tuesday, May 24. The budget continues the funding for increased overnight police patrols for the new fiscal year. “Ellington, like so many other communities, has experienced these crimes and we are taking action,” First Selectwoman Lori Spielman said. “The increase in patrols add another layer of deterrence against these opportunistic criminals.” “Our dedicated team of resident state

troopers and constables is committed to protecting your family and property,” Resident State Trooper Sgt. Brian Santa said. “The additional resources allow us to strategically target and deter criminal activity in our community.” “We have heard loud and clear from residents and businesses concerned about car break-ins and costly catalytic converter thefts,” Deputy First Selectman David Stavens said. “That’s why we are taking action now as well as adding resources to the proposed town budget to counter this troubling criminal trend.” “Public safety is our top priority,” Board of Finance Chairman Michael Purcaro said. “I believe that there is much that can and should be done by both government and individual residents to effectively address and reduce crime in our communities. Our current local efforts along with our proposed budget provide more support for our police officers and increases their capabilities to combat crime.” The Resident Trooper’s Office and

the Ellington Office of Emergency and Risk Management are working with local and state elected officials to obtain additional grant funds to further enhance police services. “Residents play an important role in being the first line of defense against this type of criminal activity,” Santa said. “Criminals look for easy targets. So remember to remove valuables from your vehicle, lock your doors, take your keys inside your residence and park in a well-lit area.” A recently passed state law (Public Act 22-43) concerning catalytic converters requires scrap metal processors, junk dealers, and junk yard owners to record a photo, name, and address of the seller as well as information about the vehicle that the catalytic converter was detached. The law further limits an individual to sell only one catalytic converter per day and implements additional regulatory reporting requirements to the Connecticut Department of Emergency Services and Public Protection.

Officials worked to limit tax bite after reval ENFIELD — The Town of Enfield recently adopted its budget for the next fiscal year that starts July 1. This year was a tough one, as Enfield recently went through the revaluation process, which is mandated to happen every five years by Bob Cressotti the state. The good news is that homeowners benefited from the increased value trends that we have seen across the region over the last two years. The not so great news was that the homeowners would potentially be paying more taxes on their new assessments. While the town manager’s proposed budget reduced the mill rate by 4 mills, that still had homeowners paying a range of between $400-$700 more in taxes than they did last year. The Town Council and I knew that additional cuts had to be made. Over the next two budget meetings, and thanks to the hard work of the town manager, finance director, and the department heads, additional reductions were made resulting in the mill rate being lowered by another 2 mills to 27.89. More impressive is the fact that we reduced next year’s expenditures by .67% less than they were this year. Taxes for homeowners were also reduced dramatically.

School budget up 2.3% ENFIELD — In January the Board of Education unanimously approved Superintendent Christopher Drezek’s proposed $73,775.252 budget for the 202223 school year, a 2.31% increase over this year. School board member Scott P. Ryder praised the effort that went into what he called “a modest request.” Board member Joshua Hamre agreed. The increase incudes implementing an additional team at JFK Middle School. The team would include four classroom teachers for English, math, science and social studies, a special education teacher, specialists in art, music, physical education or technology, and a bilingual teacher. — Laura B. well as achieving cost avoidance by working smarter across department lines. With the town’s long-term financial goals and objectives in mind, the town develops a 10 Year Capital Improvement Plan that is a forward looking, multiyear plan identifying capital projects to be funded over the next five to 10 years. This year, Enfield chose to use some of the American Rescue Plan federal dollars to fund some of these priorities. Some of the projects being funded include improvements at Powder Hollow and Brainard Park; some school facility projects like the parking lots at Enfield Street and Barnard Schools, school safety improvements and a new trash compactor. The Town Council has also designated two pools of ARPA funds to be used for business assistance and nonprofit assistance. We recognize that with diminishing resources it will become necessary for government to operate as a cohesive unit. The Town Council is committed to having these conversations and also working with U.S. Rep. Joe Courtney and our Hartford legislative delegation to ensure that Enfield is positioned for all available and appropriate grant dollars and programs to continue to help Enfield grow.

Enfield GOP chooses Hendrickson as 58th House candidate ENFIELD — Republicans have unanimously endorsed Bob Hendrickson as their candidate for state representative in the 58th District. “I’m grateful for the support I’ve received so far from both party members as well as family, friends, neighbors, and residents of this community who view me as someone who can play a meaningful role in taking back Connecticut from the government overreach that has seeped into every facet of our lives,” said Hendrickson, who was endorsed at a caucus held at Enfield Town Hall on May 17. “I’m looking forward to tackling the many challenges our state faces, and I’m eager to talk with voters to learn more about their concerns, ideas, and questions.” Hendrickson, 56, decided to run for office because he was concerned about the direction of the state – particularly Connecticut’s high cost of living,

crime, and taxes. “I feel compelled to join the effort to make our state a more affordable Bob Hendrickson place to live and run a business,” said Hendrickson. “I’ve built my career listening and talking to people. Kissel earns another Senate bid ENFIELD — Sen. John A. Kissel on May 17 was unanimously endorsed by the 7th state Senate District Republican convention to continue representing East Granby, Enfield, Somers, Suffield, Windsor Locks and portions of Ellington, Granby, and Windsor at the State Capitol. He was nominated by former Enfield Republican Town Committee Chairwoman Kelly Hemmeler. The nomination was seconded by Enfield Town Councilor Marie Pyznar. Hemmeler and Pyznar cited Kissel’s leadership, experience, and responsiveness, saying these qualities are much needed in uncertain times. “I am honored to receive this endorsement,” Kissel said. "I continue to work tirelessly to improve the quality of life for the residents of the 7th Senate District. I love this state and will continue fighting to pass policies which put Connecticut on a more stable, predictable, pro-business, protaxpayer path. That's how I have

always aimed to serve the people of the 7th District. I hope to continue to be the voice of the people at the State Capitol, and I am very appreciative of this endorsement.” Kissel, the chief deputy Senate Republican leader, is serving his 15th term. An attorney, he serves as the ranking member of the Judiciary Committee, which addresses matters relating to the Department of Corrections, courts, judicial procedures, and criminal law. He also serves as ranking member of the Regulations Review Committee and as a member of the General Law and Transportation Committees. For many years, Kissel has been a leading advocate for seniors. He has received Legislative Achievement Awards from the American Association of Retired Persons (AARP) for his efforts to protect seniors from financial exploitation in 2012, 2015, 2016, and 2017. Fire destroys Artioli Dodge; dealership plows ahead ENFIELD — A fire at Artioli Dodge on May 20 destroyed the auto dealership on Enfield Steet. “We would like to thank the fire department, the community, our loyal customers and heroic employees for all of the support during — and in the aftermath — of our devasting fire. We are also so grateful that everyone made it out safely,” Bob Artioli said. “Buildings can always be replaced, and that’s just what we’re going to do.” The family operated dealership has been in business since 1975. Artioli has moved its main office and sales office to the Artioli Realty building at 540 Enfield St., across from its former dealership building. “Most of our keys and titles were saved from the fire,” Artioli said. “We are now able to sell and deliver a vehicle. All our employees have worked very hard to get the forms and equipment available to make this happen. On June 14 our trailers are coming for our sales employees to have their own space.” Additionally, the Service Department had nine operating lifts available as of

one week after the blaze. Artioli reported that the Parts Department also was operating. “Wholesale orders are coming in and we are delivering already,” he said. Artioli gave credit to many people in the wake of the fire. “Our service, parts and sales teams have been working diligently to contact all our customers with updates on their vehicles in service, parts orders and vehicle deliveries,” Artioli said. “We can’t thank our employees enough for all their help to get this accomplished in such a short time. All hands have been on deck. Lots of coordination to make this happen with Ken from US Communications, Andy from AMP Technology and Cox working with us. You guys have made this all happen working crazy hours. We truly thank you.” Artioli also had one more message of gratitude he wanted to deliver. “The amount of calls are overwhelming from our customers,” he said. “We thank everyone for the calls, prayers and hard work over here at the dealership to get us up and running.”

Enfield McCaffrey gets GOP endorsement for reelection as judge of probate

ENFIELD — Judge of Probate Carolyn L. McCaffrey was unanimously endorsed for reelection as the north central Connecticut probate judge at the Republican convention May 17 . McCaffrey was elected in 2018 and is running for reelection in November. The 11th Probate District serves Enfield, Somers, Stafford, and Union. The court hears matters including decedent’s estates, guardianships, children’s matters, adoptions, name changes, conservatorships, and commitments. McCaffrey is an attorney with over 21 years of experience and is licensed to practice law in Connecticut and Massachusetts. She is the owner of McCaffrey Law Firm, PC in Enfield and is an adjunct professor at Bay Path University in Longmeadow, Massachusetts. She is a member of the Connecticut Probate Assembly, Public Information Committee, the National College of Probate Judges, Connecticut Bar Association, the Hartford County Bar Association, and the North Central

ENFIELD — Asnuntuck Community College is offering area students who will be high school juniors and seniors a free opportunity to enroll in credit courses at the college this summer. The college will be offering a four credit MED 133 Clinical Medical Assisting course Tuesdays from 12:30 to 2:30 p.m. and Wednesdays from noon to 2 p.m., with students also responsible for online learning. It will be offered June 28 through July 29. Students will be responsible for purchase/rental of textbook and the purchase of a stethoscope and blood pressure kit (available for less than $30 online). The textbook is used for two other courses at Asnuntuck. Students can consider Asnuntuck’s free High School Partnership Program to take additional courses in their junior and senior year and use the same textbook.

The Somers Board of Education approved budget for the 2022-23 school year is $26,744,772 This figure represents an increase of 5.96% to the 2021-22 budget. The increase is primarily due to salary obligations, increases in health care premiums, addressing the ramifications of the ongoing pandemic, and meeting pupil service issues. Contractual obligations continue to account for the majority of expenditures. These nondiscretionary expenses are 92% of the budget. and increases annually. In a statement online Superintendent Brian P. Czapla said, “The vast majority of the increases are due to our contractual obligations and meeting academic and environmental needs as we continue to operate in times of uncertainty.” — Laura B. Honoring a fallen firefighter Somers DPW Director Todd Rolland wanted to give the road behind the firehouse a name, so he asked Chief John Roache to poll his members for a name. By an overwhelming margin, the name Arnone Way was chosen to honor Craig Arnone and his family. Arnone was a Somers firefighter who was killed in the line of duty in December 1996.

Regional Pact will help airline company maintain altitude in state North-central businesses to benefit from measure HARTFORD — Gov. Ned Lamont has announced that he has signed into law Public Act 22-4, which ratifies an agreement his administration recently reached with Lockheed Martin — the parent company of Sikorsky Aircraft Corp. — Gov. Ned that will strengthen Lamont the aircraft manufacturing company’s presence in Connecticut through at least 2042 and support an estimated 30,000 direct and indirect jobs in the state. Some of the Connecticut small businesses that Sikorsky purchases supplies from are located in the following northcentral towns: Enfield 4, East Windsor 2, Ellington 1, Stafford 1. The 20-year agreement, which was negotiated by the Lamont administra-

tion, ensures that if Lockheed Martin is successful in its bid to secure federal contracts for new helicopter programs that will soon replace several existing lines, the production work on those new lines will occur in Connecticut. In addition, during this two-decade period the company will keep Sikorsky’s headquarters in Stratford and maintain more than 7,000 direct jobs at its Connecticut facilities, which are located in Stratford, Bridgeport, Shelton, North Haven, and Trumbull. The agreement provides up to $75 million in performance-based incentives in the form of sales and use tax offset and tax credits. Legislation ratifying the agreement was approved with the bipartisan, nearunanimous support of lawmakers in the Connecticut General Assembly. Lamont noted that in addition to the thousands of workers who are directly employed by Sikorsky, this agreement will indirectly support tens of thousands more jobs in Connecticut through the hundreds of local small businesses from

which Sikorsky purchases supplies. Currently, Sikorsky has 242 suppliers in Connecticut. “I can’t overstate the significance of what this means for Connecticut workers, not only for those who work directly for Sikorsky, but also for the people who are employed by the 242 suppliers located all throughout our state that contract and do business with this worldwide leading aerospace company,” Lamont said. “This agreement will maintain and encourage the growth of thousands of high-tech, good-paying jobs in Connecticut for at least the next two decades. The overwhelming support from Republicans and Democrats in the legislature for this agreement shows just how much Connecticut values our partnership with Lockheed Martin and Sikorsky. “I have no doubt that this will help maintain Connecticut’s global reputation as a leader in aerospace innovation and bring more high-tech, good-paying jobs to the state.”

Rotary Golf Tournament Registration is open for our 47th Annual Stafford Rotary Golf Tournament, which benefits Rotary efforts in Stafford. This year’s tournament will be held on Monday, Aug. 15, at the Cedar Knob Golf Course in Somers. The annual golf tournament is one of our primary fundraisers for the club. Suffield School budget plan shows 2.5% increase SUFFIELD — The proposed 202223 school year budget of $36,808,545 is a net increase of $907,523 over this year’s budget of $35,901,022. Although the budget represents a 2.53% increase, Superintendent Timothy M. Van Tasel believes it meets current programming needs of the Suffield schools and will be commensurate with proposed budgets across the state. The largest increase in the proposal is from personnel costs, which make up 84% of the budget at nearly $31.3 million. This budget includes addition of several new staff members. One proposed addition is a career technical education teacher at Suffield High. Earlier in the year Van Tasel told the Journal Inquirer nearly 400 high school students were not able to take the technical education class they wanted this year. — Laura B. Hayden

Resident gets nursing honor The University of Saint Joseph’s Denise Puia (Class of 1991), associate professor of nursing and director of prelicensure programs, has been awarded Hartford HealthCare’s 2022 Nightingale Awards for Excellence in Nursing by the Department of Nursing at USJ. The virtual award ceremony took place May 12. Denise Puia, of Suffield, said, “I am honored to be included with a group of such exceptional, compassionate, dedicated professional nurses.” The Nightingale Awards for Excellence in Nursing program was originally developed by the Visiting Nurse Association of South Central Connecticut to be a collaborative effort to celebrate outstanding nurses and elevate the nursing profession.

The goals of the program are to encourage retention, inspire future nurses, focus public attention, and recognize the breadth and scope of nursing practice at the local level. Hartford HealthCare has nurses at several of its hospital awarded with this honor on an annual basis. “Denise has steadfastly led the undergraduate nursing students with compassion through the many challenges that COVID has brought to the mursing education,” said Chair and Associate Professor of Nursing Janet Knect. Even as a child prodigy, Schumann was placed in the top tier of her contemporaries, both male and female. In some ways she was also ahead of her time. Schumann promulgated music by Beethoven, Chopin, and Robert Schumann that was largely unknown to the public. She was the first to perform from memory. Schumann was also an influential teacher and composer of talent, even though she stopped writing music before the age of 40. She was unquestionably one of the great musicians of the 19th century. Music historian Engel has been giving lectures devoted to music history for more than 20 years. He believes that such lectures should be entertaining as well as informative. To that end, his explanations are never too technical and he infuses his material with amusing anecdotes and musical illustrations.
