It takes a village — or at least the support of family, friends and teachers — to raise a student to the top of their class. That’s according to Rose Karvandi and Katryna Dukehart, the valedictorian and salutatorian of the Somers High School Class of 2019.

Karvandi said she became valedictorian by “working hard and the support of my friends and family,” particularly Dukehart. Dukehart agreed, saying she was helped along the way by “my teachers and parents, and Rose too.”

‘Aspire’ Raises The Bar On Luxury Experiences

By Gary Carra Welcome back to Random Raven, the column that aspires to be nothing less than your complete, entertainment itinerary on a month-to-month. With that in mind, where else could the Raven possible start than to crow about Mohegan Sun’s (mohegansun.com) latest labor of luxury, Aspire. Dubbed a “hotel within a hotel,” the 93 rooms in the Aspire collection are perched atop the casino’s existing Sky Tower but offer a decidedly different experience. Before even getting settled in, Aspire patrons enjoy exclusive valet parking, VIP check in and of course, their own express elevators to expedite whisking them away to their lofty, luxurious rooms. Not that one

even has to make their way to their respective room to osmose the opulence. Lavishly adorned hallways and foyers play host to a breathtaking collection of chandeliers, plush furniture and a positively Gatsby-ish, golden pattern of of backlit walls and marble floors. And of course, if anything is forgotten, Aspire guests have their own, 24-hour butler service, too. But the true crowning true of Aspire experience must “Thirty Three.” No, New Englanders, this is not an ode to beloved Boston Celtic Larry Bird and his storied number. Will third time be the charm with budget? By Linda Tishler Levinson

EAST WINDSOR — The town budget will go to a third vote following the defeat of the second budget referendum on May 28 by a total of 754-458. The second budget proposal was for a $40,951,202 spending plan. The proposal included $981,603 for capital improvements, an increase of $3,935 or 0.4%; $988,103 for debt service, a decrease of $31,925 or 3.13%; $14,281,495 for the town, an increase of

$332,233 or 2.38%; and $24,700,700 for the Board of Education, an increase of $1,250,000 or 5.33%. Overall, the budget would have been an increase of $1,554,244 or 3.95%. The mill rate would have been set at 34.99, an increase of 1.09 mills. A mill represents $1 in tax for every $1,000 of assessed property value. The third budget referendum will be from 6 a.m. to 8 p.m. June 11. Proposed budget figures were

unavailable at press time. On May 14 residents voted down a $41,303,202 budget by a vote of 840-564. If a budget is not passed by a third referendum, under the town charter a budget would be automatically set with a 2% increase over the previous year’s spending plan. Last year the budget passed on the first ballot, but in 2016 and 2017, budgets were passed on the third referendum.

Karvandi plans to attend the University of Connecticut on a pre-med track. Dukehart plans to attend Bowdoin College and study neuroscience on a pre-med track. East Windsor High School Graduation will be at 6 p.m. June 18 at Maneeley’s Banquet and Catering in South Windsor. The names of the valedictorian and salutatorian will be announced in June, close to the time of graduation.

Ellington High School Graduation will be at 6 p.m. June 14 on the athletic field. In case of inclement weather, the ceremony will be moved inside. The names of the valedictorian and salutatorian had not been announced at press time.

Enfield High School Graduation will be at 7 p.m. June 18 at the school. It will be held outside, weather permitting. The valedictorian is Hanna Phelps. The salutatorian is Aaron Longo. Rockville High School Graduation will be held at 6 p.m. June 12 at the school. Hebatalla Mohamed is the valedictorian. She is planning to attend Harvard University, majoring in international relations/human rights in pursuit of a law degree. The salutatorian is Julia Somma, who plans to attend the University of Connecticut, majoring in biomedical engineering. Somers High School Graduation will be held at 6 p.m. June 12 in the school gymnasium.

Stafford High School Graduation will be held at 6 p.m. June 13 at the school. The valedictorian is Jeffrey Michael

Kology. He plans to attend the University of Connecticut, majoring in actuarial science. The salutatorian is Luis Miranda Medeiros Jr. He plans to attend UConn, majoring in chemical engineering.

Suffield High School Graduation will be held at 9:30 a.m. June 15 on the Ted Beneski Field. The rain date is 1 p.m. June 16 on the field. The valedictorian is Ziad Hassan. The salutatorian is Rabi Zulfiquar.

Windsor Locks High School Graduation will be held at 6 p.m. June 14 on the football field. The valedictorian is Shivani Bhut. Voters approve $60.7 million budget By Linda Tishler Levinson

ELLINGTON — The town budget is set at $60,738,684 for the 2019-20 fiscal year following the May 28 referendum. The vote was 431-361. The budget includes $16,102,835 for general government, $2,727,603 for redemption of debt, $200,000 for the contingency fund, $39,576,224 for the Board of Education and $2,132,022 for the capital non-recurring fund. The mill rate will be set at 32.6, a 0.9% increase. A mill represents $1 in tax for every $1,000 of assessed property value.

A homeowner with a property assessed at $150,000 would pay $4,890 in taxes.

Roots of rock, rolling through Connecticut at the library

ELLINGTON — Hall Memorial Library, 93 Main St., will be offering programs on rock ’n’ roll and exploring Connecticut as it preps for summer in June. On Friday, June 14, at 7 p.m. the Coffeehouse will present showman extraordinaire Brian Gillie with his show “The Roots of Rock n’ Roll.” Gillie will introduce you to the personalities and songs that shaped the music of doo-wop, Motown, girl groups, surfin', soul, novelty tunes, and much more. From Little Richard to the Beach Boys, Chuck Berry to Beatles, Elvis to the Supremes, the Rock ’n’ Roll Hall of Fame will be here. Doors will open at 6:30 for the 7 p.m. show. As always, the music is free and refreshments, featuring cookies provided by Subway of Ellington, will be available for a donation. Each entry includes highlights of the town’s location, history, and interesting places to visit. Council OKs $137 million budget with 34.23 mill rate By Linda Tishler Levinson

ENFIELD — The tax rate will be 34.23 under the budget the Town Council voted to adopt at a May 20 special meeting. The council voted to cut $888,048 from the $137,939,029 for the 2019-20 fiscal year that Town Manager Christopher Bromson had sought, bringing the adopted budget to $137,050,981. The budget includes $65,760,86 for the town and $71,290,125 for the Board of Education. The 34.23 mill rate means that a homeowner with a property assessed at $100,000 will pay $3,423 in taxes. The overall budget is an increase of $2,597,274 or 1.93%. Bromson’s budget proposal would have brought a 2.85% increase. When he presented his budget, Bromson told the council last year was a difficult one financially, and the town left $4 million in the school budget. He said, draconian cuts were made on the town side, and this budget proposal

Local student selected as O’Brien Scholar at East Catholic

MANCHESTER — An Enfield student was recently honored as a 2019 Archbishop Henry J. O’Brien Scholar. Rebecca Villanueva is a senior at East Catholic High School. Being an O’Brien Scholar is the highest honor East Catholic can bestow upon a graduating student. Students honored were all from this year’s graduating class. Others included: Joseph Reilly, Cromwell; Qingqing-Angel Gong, Manchester; Zetian-Edora Wang, Manchester; Justine Canna, Tolland; Berk Dayanir, Tolland; Irene Soteriou, Middletown; Amy Milewski, Newington; Isabella Amata, South Windsor; Paige Plucker, Glastonbury; Sarah Ibrahim, Coventry; and Michelle Dinh, East Hartford.

Presented annually by East Catholic, the honor aims to recognize a group of top graduating students rather than one or two. The O’Brien Scholars represent the highest in academic achievement and exemplify outstanding qualities of leadership and integrity. The Reverend Charles E. Shaw, East Catholic’s first principal, named the award after the then-Hartford Archbishop, who established the high school in 1961.

Enfield Asnuntuck program receives major donation ENFIELD — Aerospace Components Manufacturers, a nonprofit regional network of independent Connecticut and southwestern Massachusetts based aerospace companies, is celebrating its 20th anniversary. ACM announced on May 15 a major pledge to Asnuntuck Community College’s Advanced Manufacturing Technology Center, the result of a recent matching campaign led by the organization. Paul Murphy, executive director of ACM said, “We have been collaborating partners for 20 years, and we are better because of each other.” Murphy added, “Looking back to those early years, one of the core values and one that remains today is the education and training of our workforce. The ACM worked with Asnuntuck Community College to develop the courses we felt were needed for our workforce, such as Blueprint Reading, Shop Math, and GD&T training, to name a few. Asnuntuck collaborated with us to tailor the syllabus for the needs of modern aerospace manufacturing. Asnuntuck stepped up to the plate, listened to the ACM and created the courses they have today as well as the certificate programs now in place.” ACM and donors have pledged $180,632 over a four-year period, to

‘Discovering Enfield’s Treasures’ New England antiquarian and preservation expert Bill Hosley will be the guest speaker June 9 at the first of a series of 2019 events sponsored by Hazardville Institute Conservancy Society marking the 1869 dedication and opening of the Institute. The presentation, “Discovering Enfield's Treasures,” will highlight the unique and wide variety of historical, architectural, and cultural assets of the community. The event is being hosted at the Holy Trinity Church, 383 Hazard Ave. A reception with refreshments will begin at 5 p.m., with the presentation at 5:30 p.m. An informal open house at the Hazardville Institute building will offer residents a peek at the ongoing restoration work from 3 until 5 p.m.

Tips to keep children safe during summer driving season

StatePoint — Fifty-two children died in hot cars nationwide in 2018 of pediatric vehicular heatstroke — more than any other year on record in the past 20 years. Experts say that these tragic deaths are entirely preventable. “Even one child dying in a hot car is too many,” says Amy Artuso, senior

program manager of advocacy at the National Safety Council, a nonprofit organization whose mission is to eliminate preventable deaths at work, in homes, in communities and on the road. “The good news is that parents and caregivers can act immediately to end these preventable deaths.” June is National Safety Month and an

Knowing what they are can help you avoid them. 1. A caregiver forgetting a child in a vehicle: Leaving a child behind in a parked vehicle is an often-overlooked consequence of distracted driving. NSC advises parents and caregivers to avoid distractions — such as cellphone use — when driving and parking, in order to reduce the risk of forgetting a child in the car. A routine that helps you remember to check for your child in the backseat can help, too. Place a purse, briefcase or even a left shoe in the backseat to force you to take one last look before walking away. 2. The child gaining access to the vehicle: Keep car doors locked so chil-

dren cannot gain access, and teach them that cars are not play areas. 3. Someone knowingly leaving a child in the vehicle: There is no safe amount of time to leave a child in a vehicle, even if you are just running a quick errand. Even on mild or cloudy days, temperatures inside vehicles can reach life-threatening levels. Leaving windows slightly open doesn’t help. Acquaint yourself with free resources providing vital information about vehicular heatstroke. For example, NSC recently released “Children in Hot Cars,” an online training course. The course is interactive, free and can be completed in 15 minutes or less, with a certificate of completion available at the end. It can be found at nsc.org/hotcars. SOMERS — The town’s tax rate is unchanged following the May 14 budget referendum. By a vote of 293-121, the $33,751,417 budget was approved for the 2019-20 fiscal year. The budget is an increase of $1,443,182 or 4.47% over the current spending plan. The mill rate will remain 27.37 through the use of reserves from the town’s general fund, according to the town’s budget flyer. A mill represents $1 in tax for every $1,000 of assessed property value. Under the approved budget, a homeowner with a property assessed at $200,000 would pay $5,474 in property taxes. The budget includes $7,968,451 for town government, an increase of $449,148 or 5.97%; $23,884,137, an increase of $1,061,626 or 4.65%; $250,000 for capital improvements, which is unchanged; and $1,648,829 for debt service, a decrease of $67,592 or 3.94%. Out of the town’s 5,652 eligible voters, 414 or 7.29% voted in the referendum Hillsdale College proposal First Selectman Bud Knorr said in a written statement that he is remaining

neutral on the proposal to build a satellite branch of Hillsdale College in town. S. Prestley and Helen Blake would like to create a satellite branch on the Monticello site. Knorr said he, the Zoning Commission and the zoning enforcement officer are working on the resolution of several matters, including neighbors’ concerns, the zoning change required and the impact of losing approximately $100,000 in tax revenue. “As First Selectman, I represent all of the citizens of Somers and neither I nor the key personnel of Town government have taken any action to promote this initiative,” Knorr said. He added, “All Town employees are free to share any opinions in any matter but they are to refrain from claiming those opinions ‘as an employee of the town’ as it gives a de facto public endorsement of a private endeavor.” He continued, “This whole controversy is not about politics and ideology — right or left but strictly, a Zoning issue and the Commission will rule accordingly after if and when there is an actual application before them and after weighting all legitimate concerns.”

Strawberry supper The annual Strawberry Supper, hosted by the Congregational Church of Somersville, 22 Maple St., Somersville, will be Saturday, June 15. The family style menu includes baked ham, potato salad, baked beans, cole slaw, tasty strawberry bread, beverages, and delicious homemade strawberry shortcake. Two seatings are offered during the supper: 5 and 6:15 p.m. Takeout orders will also be available for those interested. Reservations for dine in or takeout meals should be made in advance, however, by contacting the church office at (860) 749-7741. Reservations may also be made by emailing somcong@aol.com. Cost is $12 for adults and $5 for chil-

dren ages 5-12.  The dining hall of the church is handicap accessible and air conditioned. The organizers call this a delicious and hearty taste of summer meal and say they are looking forward to seeing diners on June 15.

Bible school The Congregational Church of Somersville's 2019 vacation Bible school will be Thailand Trek, which features children from Thailand and the similarities and differences in how they live their Christian faith. The VBS is geared primarily for ages 4-10 and will be held July 8 - 12 from 9 a.m. to noon at the church, 22 Maple St., in Somersville. Registration forms are available on the church website at www.somersvilleucc.org . More information is also available by calling the church office at 860-7497741. Participation is free; however, some parents choose to donate to offset costs and such donations are gratefully received.

SOMERS — On May 31, the Somers Women’s Club delivered 500 gently used books to the Ellington Center School. These books were made available through the Somers Women’s Club’s Bountiful Book Program. The club receives books from individual donations and from the Somers Congregational Church Tag Sale and The Friends of the Somers Library Book Sale. Between Jan. 1, and May 31, the club delivered 2,000 books to schools in Stafford, Enfield and Ellington. Robin Kline, the K-8 language and arts coordinator for the Ellington schools, said that the books will be used for their summer reading program. The children will be able to have their very own books and to take them home, she said. The Bountiful Book Program is ongoing. Voters OK $41.3 million budget By Linda Tishler Levinson

STAFFORD — The town budget will increase just under 2% for the 201910 fiscal year following the May 15 referendum. By a vote of 581-396, voters adopted an overall town budget of $41,322,704, an increase of $705,618 or 1.74%. The budget includes $10,410,449 for the Board of Selectmen, an increase of $195,282 or 1.91%; $571,188 for the Stafford Public Library, an increase of $29,079 or 5.36%; $2,288,850 for debt service, an increase of $88,040 or 4%; and $28,052,217 for the Board of Education, an increase of $393,217 or 1.42%. The mill rate will be set at 34.93, an increase of 0.67 mills. A mill represents $1 in tax for every $1,000 of assessed property value. A homeowner with a property assessed at $130,000 will pay $4,540.90 in property taxes.

Mill rate down, average homeowner’s taxes up under new budget By Linda Tishler Levinson

SUFFIELD — The average town homeowner will see their taxes increase, despite a reduction in the mill rate under the budget adopted at the Annual Town Meeting on May 8. Residents voted 69-46 by paper ballot to adopt a $59,304,109 budget for the 2019-20 fiscal year. The budget includes $35,547,870 for the Board of Education, an increase of 2.13% or $740,638; $3,277,175 for debt service, an increase of 2.21% or

$70,900; $3,883,406 for capital expenditures, an increase of 13.26% or $454,502; $500,000 for contingency, an increase of 38.89%or $140,000; nothing for transfer to OPEB, which last year was $148,220; nothing for transfer to insurance fund, which last year was $500,000; nothing for transfer to CNRE fund, which last year was $250,000; and $16,095,658 for general government operations, an increase of 2.875% or $449,310. Overall, the budget is an increase of $957,130 or 1.64%. The tax rate reduction is due to the recent revalua-

Under this year’s state mandated revaluation, the value of the average residential property rose 3.2 percent, according to the town budget handout, and the Net Collectible Grand list increased 4.99 percent. A mill represents $1 in tax for every $1,000 in assessed property value. The average homeowner with a property assessed at $210,000 will pay $6,157 in taxes, an increase of $67.
