Altered state of cannabis discussion Change in Enfield council makeup leads to new thinking on possibility of businesses in town

By Laura B. Hayden

What a difference an election makes – especially when the party majority flips for the first time in 14 years. Case in point: In September, the then Republican majority Enfield Town Council voted to ban newly legal cannabis-selling businesses. Democratic minority members

opposed to the ban expressed their frustration. “We were rushed into it too fast,” said Councilman Robert Cressotti after the vote. “We asked for additional information, but the (Republican) leadership set the agenda,” added Councilwoman Gina Cekala. Then came the November election and, in a huge turnaround, Democrats gained control of

Penske dedicates diesel training lab in town

4 North Central News January 2022

READING, Pa. — Penske Truck Leasing recently held a dedication ceremony at the Lincoln Tech campus in East Windsor, as the company branded a diesel training lab and adjacent corridor. The lab will be utilized for hands-on diesel technology training, which introduces students to various topics such as vehicle and engine system maintenance and repair, industry certifications, and career opportunities in the industry. Over the last 10 years, Penske has hired more than 1,000 Lincoln Tech graduates nationally to work as truck maintenance technicians in its regional operations. “The next generation of diesel maintenance technicians is vital to the Penske talent pipeline and the entire industry,” said Andrew Vassil, area vice president of Penske Truck Leasing. “As we support Lincoln Tech’s diesel program, that support is also absorbed by the students who receive its first-class training — in an ideal environment. Properly trained diesel technicians fuel uptime and supply chain efficiency.” Diesel truck technicians are a key compo-

nent in keeping essential supply chains moving; nearly every good consumed in the U.S. is transported by truck. The U.S. trucking industry hauls more than 70% of all transported freight. Penske works with leading technical schools, and related organizations such as SkillsUSA and the TechForce Foundation, to meet the current and future demand for technicians. “Teaming with Penske Truck Leasing will not only help our graduates start rewarding careers in a fast-paced, engaging industry – it will also help keep the American economy moving forward as the workforce grows,” said Lincoln Tech President and Chief Executive Officer Scott Shaw. “Penske’s support of our effort to bridge the skills gap will be invaluable in addressing the ongoing shortage of skilled technicians.” Penske Truck Leasing operates and maintains one of the industry’s largest fleets with its truck maintenance technician workforce comprising about 8,800 of the company’s 37,000-plus associates.

Among those attending the diesel training lab ribbon-cutting were, from left, East Windsor First Selectman Jason Bowsza; State Rep. Carol Hall; Jovanny Cabrera, Penske branch service manager; Joe Lawless, Penske district manager; Kevin Clark, Lincoln Tech East Windsor Campus; and Scott Shaw, president and CEO of Lincoln Tech.

Ellington’s Miss Connecticut champions power of women By Laura B. Hayden Eight months after being crowned Miss Connecticut 2021, Ellington’s Sapna Raghavan headed back to the Mohegan Sun in December for the 100th Miss America Pageant. Even though she did not walk away with a crown this time, Raghavan continued to further the causes and values most important to her. (Miss Alaska, Emma Broyles, was crowned Miss America 2022). On Dec. 16 finals night, broadcast live from the Mohegan Sun Casino on Peacock TV, Raghavan, a 2020 graduate of Rensselaer Polytechnic Institute with a major in business management, greeted the live audience in a stunning dark blue velvet gown embellished with sequins at the V-neckline and lower sleeves. Earlier in the week she unleashed her positive energy in the talent that helped her win the Miss Connecticut title: classic Indian dance. The performance was enhanced by a vocal narration that manifested Raghavan’s social message: “Overcoming Adversity: Embracing Diversity, which encompasses racial equality and equality for women in the workplace.’ “The dance focused on what it means to be a woman today,” Raghavan told the North Central News. “To hear the impact it made on supporters at the competition and on social media was

really moving and has fueled me to continue advocating for diversity through my life beyond the Miss America Organization.” She added that the pageant “reminded me of what my purpose is and that the impact we can make as female leaders is limitless.” Raghavan also said friendships she forged with her fellow contestants will stay with her for the rest of her life. “We’re already planning reunions and meet-ups. These women lift each other up and constantly cheer each other on.” When not involved with her Miss Connecticut duties Sapna is employed as a strategy consultant with Deloitte Consulting in Hartford, where she has continued to work during her Miss Connecticut reign. That reign will end in April when Miss Connecticut 2022 is crowned. Until then she will continue to promote her social impact initiative through events and speaking engagements. “I, like most women, have experienced bias in the workplace and beyond,” Raghavan said. “These biases challenge our confidence and we owe it to ourselves as women to reach beyond societal expectations and realize our potential. I look forward to continuing this initiative through the rest of my

“I started my own company in 2021 and decided to run a few ads in the North Central News to get the word out. Since I do not have a physical office, website or even social media, I can safely say that all of the subsequent business I received could be directly traced back to these ads. With the 3 half pages for my irrigation services in Spring, I received dozens of calls and so much work that I paused the ad for summer as I was fully booked out. I just ran a couple more in Fall for seeding, and same thing. All the phone calls and work I could handle. Now, for 2022, I am looking forward to servicing all of my established customers and connecting with new ones through more North Central News ads. When I look at the cost for doing these ads and the jobs booked directly because of them, it really is a no-brainer. You couldn’t design, print and mail a flyer yourself for a fraction of an NCN ad. Ellington Historical Society made impact in 2021

Ellington Agway provided a generous donation to the Ellington Historical Society. Agway raised $1,030 through the sale of a commissioned Ellington holiday ornament, created solely for the purpose of helping the Historical Society. ELLINGTON - Improvements to the property and activities at the Nellie McKnight Museum in 2021 are great examples of what can be accomplished when local businesses, organizations and residents are dedicated to giving back to their community. The 1812 Federalist style home, an icon in the historic Ellington center, is well on its way to becoming a symbol Ellington residents can be proud of. Thanks to the generosity of local businesses and residents, many major improvements were made to the property, including but not limited to a new driveway, septic system, granite steps, porch railings, landscaping, mini split HVAC system and electrical work. The next major project in store is to replace the knob and tube wiring in the attic of the 1812 house. Highlights of the season’s events included the Vintage Flea Market, Farm Day, Prom Photo Ops, Fall Festival and Winterfest. To raise much-needed funds for property maintenance, the Farm Exhibit building was temporarily transformed to the Holiday Marketplace, loaded with gifts, home décor

and vintage items. Winterfest at Nellie’s was enjoyed by many who toured the delightfully decorated 1812 house museum and warmed themselves by the bonfires while sipping hot chocolate and reconnecting with neighbors and friends. Much was accomplished in 2021 with lots more to do in 2022. A three-year strategic plan will be completed this winter and will help to prioritize and schedule projects, events, and property maintenance. The Museum will be closed January-March to create on a new photo exhibit which will open in April. The Nellie McKnight Museum property is owned by The Ellington Historical Society, a 501c3 nonprofit organization. Funding to maintain the property and host public events is dependent on donations, memberships, and fundraising activities. The yearly dues of $20 per individual or $40 per family are a major source of funding. Members can be active by donating volunteer hours or simply support the society through dues. Join online at www.ellingtonhistsoc.org. where donations can also be submitted.

Another recent departure from Town Hall is that of Ann Logan. I’d like to thank Ann for 35 years of dedicated service as Town Clerk in Somers. Filling that role is David Marti— our newly-elected Town Clerk. David has a wealth of business and management experience. David comes to us with a Bachelor of Arts degree in Business, as well as decades of managerial experience in the grocery industry— including a position as Vice President of Marketing. Most recently, David owned and managed DG Graphics in Somers for the past 15 years. We welcomed David to his new position on January 3, 2022. Steve Jacobs and Ann Logan both received Official Certificates from the Town recognizing their three decades of outstanding dedication service. Our Town Library has a new Library Director, Joanne Nitchting. Joanne has a

Masters in Library Science from Simmons College in Boston, MA. She has 16 years of library experience, serving at the East Longmeadow and Somerset, MA libraries. Joanne is replacing Jessica Miller who resigned this past summer. I would like to extend a special thank you to Marie Stromwell, our Children’s Librarian, for stepping up and covering the vacancy until Joanne joined us. To round out the new faces in Town government, we have a new full time Accounting Associate joining the team. We welcome Danielle Urbon, a Somers resident and recent graduate in Accounting from Western New England University. The Board of Selectmen— myself, Bill Meier III, and Bob Schmidt— welcome all five new members to our team. Tim Keeney First Selectman

Hartford Boat Show Cancelled Due to Covid Concerns UNCASVILLE - The Connecticut Marine Trades Association (CMTA) announced the cancellation of its 2022 Hartford Boat Show at Mohegan Sun, in response to increasing public health COVID concerns. The 52nd annual event was scheduled to take place from Jan. 20-23, 2022. While there are no plans to reschedule this year’s event, the Connecticut Marine Trades Association is already planning for next year’s 2023 Hartford Boat Show. “We are greatly disappointed to have had to make this decision,” explains Bob Petzold, Committee Chairperson of the 2022 event. “However, with the rising number of COVID infections in the Northeast and across the nation, the safety of our exhibitors and the general public are what is most important right now.” “Our Hartford Boat Show at Mohegan Sun is a popular tradition that always has showcased the excitement of recreational boating in Connecticut for novice boaters to experienced navigators alike – whether on the Long Island Sound or on the state’s lakes, ponds, and waterways,” says Tasha Cusson, Chairperson of the Connecticut Marine Trades Association. All tickets purchased from www.HartfordBoatShow.com will be reimbursed for their payment.

Enfield Council appoints acting town manager ENFIELD — Ellen Zoppo-Sassu, 53, who served as the Bristol’s Mayor from 2017 through 2021, has been appointed by the Town Council as acting town manager. Zoppo-Sassu was the first woman elected to serve as Bristol’s chief municipal officer. She became interested in local government while in elementary school, when she would attend city meetings with her father, who served on the Board of Finance. After graduating from Providence College in 1990 with a degree in political science, Zoppo-Sassu went on to earn a master’s degree in public administration with a concentration in local and urban government from the University of Connecticut in 1992. Previously she worked for the Connecticut Pharmacists Association as the director of communications; as development director at the Boys & Girls Club and Family Center; and at the New Britain Chamber of Commerce. She also served as part-time director of development and grants for the Bristol Historical Society, where she has worked to bring in over $1 million over 18 years

to restore and renovate the city’s first high school as a cultural hub. Zoppo-Sassu also served for eight years as an elected member of the Bristol City Council. In that period, the city’s code enforcement initiative was organized, where she served as the chair. The Code Enforcement Committee aggressively coordinated a city policy response to the substandard housing issues and blight in the city. Zoppo-Sassu also chaired the task force to develop a building and construction plan for the reuse of the historic Memorial Boulevard School and theater. The library was renovated on time and under budget, the city created the TEAM (Tourism, Arts Entertainment and Museums) Committee and three city parks were renovated. During her terms as mayor ZoppoSassu encouraged collaborations among city departments and creating new initiatives such as the Task Force on Opioid Prevention, the Arts and Culture Commission, the Diversity Council and the Senior Tax Relief Committee. In 2020, she convened the city’s response team for the COVID-19 pandemic.

She also worked to leverage the resources of the Health District, Police Department and health care agencies to create pathways for recovery with the creation of the City of Bristol Recovery Alliance (C.O.B.R.A.) which offers a diversionary program for the police to utilize when encountering citizens who are suffering from substance misuse. Zoppo-Sassu is married to Peter Sassu who recently retired as the school resource police officer at Bristol Eastern Ellen Zoppo-Sassu High School. They have three children, Michaela, 24; Zachary, 22; and Carson, Hospital and a Certificate of Appreciation from St. Vincent DePaul. And, in 2021, 20. In May 2017 she received the Bristol she received the CT Parks andRecreation Historical Society Volunteer of the Year Association Public Service Award for her award. She previously received the role in elevating Bristol parks and reorMcCabe-Waters Little League Volunteer ganizing the department. Enfield Mayor Bob Cressotti said ‘I, of the Year Award and the 2015 Special along with my fellow councilors, am Recognition Award from For Goodness pleased and excited to welcome Ellen Sake; and the Bristol Boys & Girls Club Zoppo-Sassu to the position of Enfield’s & Family Center “Positive Leadership acting town Mmanager. Enfield EHS student recognized for Act of Kindness

Council forming subcommittee to look at cannabis business pros, cons

ENFIELD — As a part of winning the North Central Act of Kindness Award, students are given the opportunity to have a donation in their name given to a charity that inspires them. Enfield High School student Mattingly A. will be donating to the American Foundation for Suicide Prevention (AFSD). Mattingly enjoys helping others without thinking about it. She was nominated for the North Central Act of Kindness Award by Nurse Kelly Flanagan: “Mattingly is always first on scene when one of her teammates needs her. She bravely helps another student with a disability and never thinks of herself first. She is always open to help others on schoolwork even if it means she stops what she is doing. You can see that Mattingly has a natural talent in helping others, thus her dream of going into the medical field by becoming a doctor will be an easy transition. Mattingly is a very worthy recipient North Central Act of Kindness Award.” The North Central Act of Kindness Award is sponsored by Rich’s Oil Service, Home Helpers Home Care, and Network Against Domestic Abuse.

(continued from page 1) Next, a subcommittee will investigate the pros and cons regarding growing facilities and selling facilities, securities involved, etc. “We’ll be educating ourselves and then proceed to educating the public,” Cressotti said. There appears to be a lot to be learned. According to the official Connecticut government website for the recreational program: · Based on its population, the town of Enfield will be restricted to no more than one dispensary and one micro-cultivator. · Recreational sales of the product will

not start for at least about another year — with applications for licenses expected to be available a few month before then. · Business operators will require separate licenses for the many phases of running a recreational cannabis selling establishment; for example – retailer, cultivator, manufacturer, packager, deliverer, etc. · 50% of all licenses of each type will go to social equity candidates with the goal of helping communities and demographics negatively impacted by the war on drugs to access entrepreneurship opportunities in cannabis “It’s all very regulated,” Cressotti said. “Municipalities are doing their homework.”

Remembering a fallen firefighter SOMERS — Tolland County Mutual Aid Fire Service last month remembered Somers Fire Dept. EMS Capt. Craig Arnone, who was killed in the line of duty twenty-five years ago, on Dec. 8, 1996. Arnone was electrocuted while on scene of a structure fire on Main Street when his SCBA tank came into contact with a downed power line carrying 23,000 volts at a residential structure fire. Firefighters believed the electrical power to the area was shut-off when they arrived on scene. The following was provided by Arnone’s friends and members of the Somers Fire Department: “December 8th marks the anniversary of the tragic loss of our friend and brother Craig M. Arnone. Craig was only 23 years old when he was killed while fighting a structure fire. He touched so many lives in his short time on earth. Whether it was being a firefighter or becoming a paramedic he lived to help others. As time passes we tend to heal a little bit but we never fully recover from such a loss. Please take a moment this week and remember Craig, his family and his fire department family in your prayers. We will never forget our friend and our brother.” Arnone had 10 years of service with the department. He obtained his paramedic from Springfield College and rose to the rank of Captain for the EMS division of the Fire Service. A memorial ceremony was held at the Battle Street Cemetary in Somers Dec. 8 in Arnone’s honor.

Hayden SOMERS — Last month – just in time for the holidays – the Somers Rotary Club contributed $1,250 worth of food gift cards redeemable at Geissler’s Supermarket to the Champ’s Place Food Pantry at the Somers Congregational Church. “This way, families could shop for their favorite foods,” said Steven Squillace, president of the service organization. According to Kathy Moulton, a codirector at Champ’s Place, the food gift cards are something special the pantry likes to provide during the holidays. About 60 families still got their basic dry and canned goods at the pantry, but the supermarket cards added fresh fruits and vegetables and items not ordinarily available there. “We could not do half of what we do without the generosity of the Rotary Club and other organizations,” Moulton said.

The gift cards (20% of which was donated by Geissler’s) added to $3,000 the Rotary Club dispersed through the year to Champ’s Place. Still, as generous as the gift card donation was, it reflects only about 15% of Rotary Club’s contributions to the community through the past year. Squillace recently tallied up the list of monies raised by its business and professional members for community projects and scholarships during 2021. The grand total came to over $50,000. Top benefactors included high school scholarship recipients, Boy Scout and Eagle Scout projects, and the Network Against Domestic Abuse, among other projects. “We support young and old, local to global,” Squillace said, referring to the international reach of the Rotary Foundation in projects like the Rotary International Polio Plus program.

Champ’s Place, the Somers food pantry, received a $1,250 donation for food gift cards from the Somers Rotary Club and Geissler’s Supermarket last month. From left are Ann Leighton, store manager, Eric Nilsson, Geissler’s DSD buyer, and David Marti, Somers Rotary Club treasurer. Photo by Laura Hayden Squillace added that the Bill Gates Foundation has “doubled-matched” Rotary donations to clean the global water supply. The Somers Rotary Club, in existence for 58 years, has about 28 members.

“I’d like to see it increase 50% — to about 40 members,” said Squillace. Prospective business men and women and professionals who work and/or live in Somers can contact membership director Kathy Devlin at (860)749-8281.
