choice. The eatery has had it challenges through the pandemic, forcing it to cut its hours and days in operation. Basil’s is currently open Wednesday through Sunday. Consistent rave reviews, however, on a variety of platforms, certainly back up the restaurant’s “Best Dinner” NCN polling results, with accolades going to Basil’s friendly atmosphere and affordability as well a superb food for date nights, family dinners, or a gathering of friends. Bobby V’s Restaurant and Sports Bar has proven itself to be so much more than a pub-menu venue to watch the game. With 80-plus TVs and a gourmet food bar, it’s no surprise it has been voted the “Best Place to Watch the Game” by NCN voters over and over again. In addition Bobby Vs has a summer concert series that offers live music on its patio Thursdays (starting at 6 p.m.)

and Fridays (starting at 7 p.m.). Another plus at Bobby V’s — Trivia Tuesday, with sign-ups starting at 6:30 p.m. weekly. Cold Harbor Seafood & Market opened 10 years ago offering fresh raw fish & shellfish, salads, chowders and “heat n eat “ take-out dishes. To say Cold Harbor made an immediate impact on the region is an understatement. For seven of those 10 years Cold Harbor has earned the “Best Seafood” distinction in the North Central News Readers Poll. LuAnn Lanzieri (who owns the market with her husband Joe) says, “We care more than anywhere else that the fish we bring in every day is the freshest off the docks into our cases.”

Danny’s Pizza’s secret to topping the NCN Reader’s Poll “Best Pizza” category may be that it specializes in just that — pizza! Owner Dan Poggie, serving area customers for more than 50 years, first in Somers and then Enfield, has kept his menu simple. With the exception of a few wraps and dinners, he has focused on two kinds of pizzas — a thin-crust pie cooked right on the stone of a pizza oven and a pan pizza with a thicker crust. He uses more eggs in his dough than traditional recipes, resulting in a softer, bread-like crust. He also avoids adding sugar to his basic sauce. Town working toward new Community Center EAST WINDSOR — The town of East Windsor has taken meaningful steps to establish a new Community Center that would Jason Bowsza service the needs of people of all ages in our community. For several months, we have been working hand-in-glove with the Scout Hall Building Committee (SHBC) to develop a plan that would allow the town to locate all of our Community Services Department (Parks & Recreation, Social Services and Senior Services) in one location. Under the terms agreed to by the SHBC and the town, SHBC would retain control over approximately 21 acres of passive and active recreational space on the property, as well as the barn where it currently offers some programming.

The town would assume control of the Scout Hall building and would construct an 8,000-square-foot addition, allowing for those municipal community services departments to be located onsite, as well as to provide additional programming space, a fitness center, and a game room. Once construction is completed, the expanded Scout Hall would be used as the Senior Center in the daytime during the week, and by youth and civic groups on nights and weekends. Given that East Windsor’s population is 10% older than that of Hartford County, this project provides the town a better means by which to deliver services to our senior population, as well as enhance the youth and recreational offerings currently available at the site. Windsor Locks is in the process of a similar undertaking. In its case, Windsor Locks plans to build a 19,000-

square-foot senior center that would cost approximately $14 million. In our case, the finished product would be a community center (servicing multiple generations in town), would be approximately 15,000 square feet, and would cost $5 million. The reason for the cost differential between the two projects is due to the town’s existing ownership of the land, the building, and because most of the infrastructure is already in place. To lessen the amount that may need to be bonded to complete East Windsor’s Community Center, the Board of Finance has set aside $1.2 million from last year’s budget surplus.

The remaining $3.8 million in project costs will be sought from federal or state grants, or through local bonding. This project is a transformative way of providing municipal services to our seniors, our youth, and disadvantaged people in our community. For the cost, this is a very good deal. However, it will be up to the voters in East Windsor to decide whether to move forward with the project. A ballot question authorizing the project, and committing the necessary funding, will be on the ballot on Nov. 8. I strongly urge the voters in East Windsor to support this project.

Panhandling is symptom of something deeper ENFIELD — The dog days of summer are upon us, and many are enjoying the leisurely flow of vacation days. For some in our Bob Cressotti community, however, a day in summer is just an extra day without food. Over the last two years, COVID-19 has forced some of our social service safety net programs to change the way in which they provide services. At the same time, reduced capacity at shelters to maintain social distancing has kept many of the homeless population outside, with more panhandling reported at intersections. Our residents’ level of discomfort with panhandling is high. There have been many calls to Town Hall about this. The first thing to remember in this matter is that every person has First Amendment rights to free speech and is

entitled to hold a sign in a public place. It does not matter if the sign says “Black Lives Matter” or if it is a cardboard sign that reads “Homeless and in need of help.” The first rule is to not give money. We strongly suggest donations be made to one of the many organizations that are working to house people or provide other services. Panhandlers can be arrested if they are aggressive or are on private property and won’t leave when asked to. People are encouraged to call the police nonemergency number at 860-763-8911 to report aggressive panhandlers. It is important for people and business owners to be willing to make a statement and an official complaint. Businesses and plaza management should also post their property for “No Loitering” or “No Trespassing” and be willing to prosecute. Letters may also be sent to the Police Department, giving them authority to enforce the law on that private property.

Another important distinction to keep in mind is not all those who are homeless are suffering from substance misuse issues. Some situations are due to family or relationship conflict, housing instability, financial credit issues or one bad relationship. For those individuals who are suffering from substance misuse, the police and EMS encourage people to choose treatment. The stress of COVID-19, reduced employment and financial issues has taken its toll over the last two years in ways that we are now only starting to measure. For those who were already struggling with anxiety or other mental health issues, these last two years were the tipping point. Smooth sailing as Fermi grad lands in US Navy By Zachary Scott PEARL HARBOR — A 2015 Enrico Fermi High School graduate and Enfield native is serving in the U.S. Navy as part of the world’s largest international maritime warfare exercise, Rim of the Pacific (RIMPAC). Petty Officer 3rd Class Tuan Ly is a Navy nuclear machinist mate aboard USS Abraham Lincoln, a U.S. Navy aircraft carrier operating out of San Diego, California. A Navy nuclear machinist mate is responsible for operating and maintaining the ship’s nuclear propulsion machinery. “The aircraft carrier is our U.S. Navy's centerpiece, our flagship, and a constant reminder to the rest of the world of our enduring maritime presence and influence,” said Rear Adm. James P. Downey. “These ships touch every part of our Navy’s mission to project power, ensure sea control, and deter our adversaries.” Today, Ly uses skills and values sim-

ilar to those learned in Enfield. “I learned a lot about being independent and self-taught, so being in the Navy and contributing to the team wasn’t a big transition for me,” Ly said. As the world’s largest international maritime exercise, RIMPAC provides a training opportunity that helps participants foster and sustain cooperative relationships that are critical to ensuring safety at sea and security on the world’s oceans. RIMPAC 2022 is the 28th exercise in the series that began in 1971. The theme of RIMPAC 2022 is Capable, Adaptive, Partners. The participating nations and forces exercise a range of capabilities and demonstrate the inherent flexibility of maritime forces. These capabilities range from disaster relief and maritime security operations to sea control and complex warfighting. The relevant, realistic training program includes gunnery, missile, anti-submarine and air defense exercises, as well as amphibious,

counter-piracy, mine clearance operations, explosive ordnance disposal and diving and salvage operations. “I want to see what all the countries involved are capable of and to compete with the other ships in the war games,” Ly said. Serving in the Navy means Ly is part of a team that is taking on new importance in America’s focus on rebuilding military readiness, strengthening alliances and reforming business practices in support of the National Defense Strategy. “The Navy goes overseas and around the world and it shows the world what America is capable of,” Ly. said With more than 90% of all trade traveling by sea, and 95% of the world’s international phone and internet traffic carried through fiber optic cables on the ocean floor, Navy officials continue to emphasize that the prosperity and security of the United States is linked to a strong and ready Navy. RIMPAC 2022 contributes to the increased interoperability, resiliency and agility needed by the Joint and Combined Force to deter and defeat aggression by major powers. Stafford Johnson Memorial announces service transformation plans STAFFORD — As the health care industry experiences unprecedented change, Johnson Memorial Hospital is announcing plans to transform its hospitalbased services to meet current and future needs of the community more effectively. The hospital’s transformational plans include creating a service structure that optimizes its ability to continue providing safe, high-quality, patient-centered care in a manner that honors its mission and commitment to steward hospital resources. In communities served by Johnson Memorial, the aging population is expected to increase by 16% over the next five years. To address these needs, the hospital is focusing its investments, including its newly constructed, $6.3 million Geriatric Wellness Pavilion, which is set to complement the existing adult inpatient psychiatric unit. Johnson Memorial is also working with Athena Health Care Systems, which operates Evergreen Health Care Center on

the hospital campus, to explore on-campus expansion opportunities for long-term care, assisted living, and senior housing. To respond to demand, Johnson Memorial is making investments in its Enfield campus, specifically with expansion of cancer and outpatient services. Those investments include expanding and renovating the Karen Davis Kryznowek Cancer Center and developing the new S. Prestley and Helen Blake Ambulatory Care Center and a new Surgery Center. On Johnson Memorial’s Stafford campus, plans include enhanced focus on inpatient behavioral health services, the emergency department, and launch of Trinity Health Of New England EMS services. Plans also include discontinuing the labor and delivery unit, surgical services, intensive care unit and medical/surgical unit. These proposed changes are expected to take 12 to 18 months to implement and are dependent on state Office of Health Strategy approval.

Donation effort planned to assist Food Bank WINDSOR — The Windsor Lions Club will hold its Drive-Thru Non-Contact Food Drive from 9 a.m. to 1 p.m. Saturday, Aug. 13, to benefit the Windsor Food & Fuel Bank.
