MICHEL GIRIN: «WE HAVE TO REACH ALL PERSONNEL INVOLVED IN THE CHAIN OF AUTHORITY» Ex Director of CEDRE (Center for Documentation, Research and Experimentation on Pollution of France). 1.- A personal touch. How do you become one of the most important figures in maritime security? It is due to three facts: • One was to be the director of CEDRE, which gave me great access to all aspects of marine dischargues in France. • Another was to have a strong international experience, which help me to develop bilateral and international cooperation. • The third was speaking Spanish, which made me a privileged partner for the Spanish press. 2.- If I had to identify the most critical event or occurrence in recent history in maritime safety, what would you quote and why? Globally, I see no mention event. At European level, the creation of EMSA has been instrumental in the creation of a network of Europe’s ability to prevent and combat the discharge step. 3.- Do you consider that the European Union has done enough actions to

improve the situation of affected States by marine casualties?, What is, in his view, the main task ahead? The EU has taken steps that have improved the situation considerably but at the same time, the expectations of the population have increased. One example. Ten years ago, you could predict the approximate target of an oil slick within two days, producing a three day forecast, two of which have passed. Now that we have this capability,

people do not understand because we can not make accurate five-day forecast. 4.- Was communication one of the weaknesses in the management of crises that have affected Europe? Communication is vital in a crisis. You can win the fight against pollution and lose the battle of communication. This happened to the French authorities in the Erika oil spill and the Spanish authorities in the Prestige oil spill. 5.- Is there a country

ÂŤmodelÂť in managing the crisis?, Why? I do not think there is really a model country but some countries have invested more than others in managing the crisis. UK is one example. 6.- Do you think it is appropriate or necessary to inform the population of a place of refuge and this condition is not required to disclose this situation? If you have chosen a place of refuge, you have to make sure that this fact is wellknow, explaining why, without waiting for a crisis. 7.- What value do you deserve transnational research

projects-as-NETMAR in the task of improving maritime safety? If you do not have a well identified function in control operations, you will inevitably criticize other countries. In the late twentieth century, very little effort had been spent on this issue and there was very little inter-regional cooperation. The NETMAR project and other similar projects in this area are correcting these deficiencies. 8.- What do you think about NETMAR objectives? The objective is to facilitate the integration of innovative techniques in control

plans before accidents occur because if they occur, there will be no availability to do things well. 9.- What is his desire or aspiration for future generations on maritime security? My wish is that do not put the direct leader in charge of a voluntary pollution. We have to reach all personnel involved in the chain of authority, till the General Director. All actors should be required to participate at the forefront for cleaning coasts, as this is the only solution to stop such illegal actions.

JAVIER SANZ: «EXPERTS, NOT GOVERNMENTS, MUST LEAD THE FIGHT AGAINST POLLUTION» Director of Maritime Observatory UDC. Professor of Administrative Law University of A Coruña (Spain). 1. What´s the Observatory of the Coast and who is its director? Shortly after the accident of the tanker “Aegean Sea”, which occurred on the coast of the city of A Coruña in the early nineties of the twentieth century, a group of researchers from the Faculty of Law of A Coruña, concluded that we should offer we realize that, since world university, we should offer the best of our knowledge to prevent or minimize these kind of maritime disasters. Almost simultaneously, my dedication to environmental law guided me to do this task from the perspective of the legal system. 2. The region where you live was hit by significant marine casualties. Has it developed a collective awareness on maritime safety? Although we have suffered serious tanker accidents on our shores since the beginning of the seventies of the twentieth century, the Prestige disaster in November 2002, was the one which made our society conscious

and sensitive to such events in Galicia. People reacted against the lack of efficiency and coordination of the authorities. 3. Has the European Union taken the right actions to improve the situation of the countries affected by marine casualties? What is the main task to be done? As a consequence of the Erika disaster in December 1999, which occurred off the coast of Brittany, the «package

of measures» Erika I and II in 2000, and after 2009, have set up a regulatory system in maritime safety, perhaps one of the best in the world. However, it´s still necessary to improve the implementation of the new standards in the different countries. 4. How would you consider the situation in Spain? After the Prestige disaster certain rules were taken into account in Spain. However, it is not a political priority no-

wadays, as a consequence of the economic crisis. In fact, it is quite difficult to understand why the «National Contingency Plan for Marine Pollution» has not been reformed since 2001. 5. Is there any country plan the perfect one to fight against maritime disasters? W believe that Governments must not lead this fight. It is a priority the creation of a group of experts to take the right measures to fight

pollution when an accident occurs. This is the solution adopted in the UK with the introduction of the SOSREP system. 6. Is it necessary to inform the population of the location of the main places to refuge ships when facing a risk? I believe that it is an obligation in the European Union. On the other hand, I consider that some information must be preserved as has

happened in most European countries. 7. Your suggestions have had experiences in transnational research projects, such as SOSMER, MARINE or NETMAR. Are there relevant in improving maritime safety? Maritime accidents are all very different and depend on many circumstances, but the main lines of action and “good practices” in maritime safety can be established. In this sense, it is relevant to learn from the different experiences we have had. Transnational projects have been focused on this. Cooperation and collaboration among countries are very valuable. 8. What your next plans regarding this subject? Our main goal is to underline the importance of the maritime safety. The XXI century is highlighting the socio-economic value of the seas and oceans. So we are working in different fields of research and management of coastal and marine areas, and protection of the marine environment itself. We are also working on the implementation of appropriate economic activities at sea (fisheries or energy linked to the sea, for instance). 9. Your main desire on maritime security for future generations is… As the International Maritime Organization (IMO) says: «Ships in a safer cleaner seas».

GALICIA WILL HOST THE SECOND STAGE NETMAR DEMONSTRATION PROJECT AT OCTOBER 2014 The new Demo of Netmar Project will take place in October 1st. 2014. The chosen location is Port of Pobra do Caramiñal, in SW of La Coruna. In this second test, we will show the simulation of a maritime incident at sea, with redirection of the ship to a safe port (A Pobra do Caramiñal), that will be the place where we will carry out an exercise of flight against the accidental maritime pollution. A reefer having problems maneuvering due to a heavy storm registered in Finisterre traffic separation device (VTS) proceeds to anchor in the Ria de Arosa to assess possible damage, escorted by a rescue ship. The Finisterre CCS informs Gardacostas operating room, and this institution alerts Portos de Galicia and others responsibles for ports and sailing in the estuary area. On the mooring maneuver, it is found that the ship leaking fuel causing a spill, assumed to be due to a crack

in one of the double bottom tanks consumption. Once the discharge is verified, the response system is activated when contingencies discharges and decided that the ship docking at the port Pobra do Caraminal. Spilled product is IFO 180 fuel type. In the evolution of pollution is observed that part of the product is extended by the harbor basin, and a significant spot drift towards Vilagarcía estuary and beach

Arenal by tides and currents effect. Spray drift is favored by weather conditions and causes spots fragmented by the river, the pier and the beach area. What are the goals? -Proof of constitution and functioning «in situ» of the coordination of operations at sea and on land with a response system contingencies faced with polluting discharges. Capacity for coordination and commu-

nication through ICT implemented will be checked. -Plan and implement a coordinated response exercise due to contingency for polluting discharges into the sea, where the conclusions derived from the Shannon exercise of NETMAR Project will be applied, especially in terms of methodology and organization decision making and technical control. Collaboration between policy makers, technical, and economic, social and environmental actors, which is essential given the environmental and social sensitivity of the area where the DEMO will take place. - Deploy new technologies for the detection and control of polluting discharges, and coordinate its use with conventional tools, used in the standard response of these types of incidents / accidents to show their specific capabilities, and assess its merits in an operational exercise. These new technologies (UAV-unmaned Air Vehicle and Autonomous Underwater Vehicles AUVmainly) are developed and / or improved by industries and European scientific institutions who participante in NETMAR project. - Planning and executing co-ordinately an exercise of emergency response, where the lessons learned in the execution of the NETMAR project will be applied, espe-

cially those concerning the methodology and organization of the decision-makers and technicians. At this stage, the support of INTECMAR, with a key role in the protection of the sustainability of the marine environment and in the maritime safety, will be decisive. This role has been intensified along with their participation in European projects such as ArcopolPlus, MDS or Raia. The conclusions of the exercise will improve the Emergency Plans which are being drafting by the Galician Government. - Displaying new technologies for the detection and control of polluting spillages, and coordinating his use with the conventional tools. These new technologies (UAV-Unmaned Air Vehicle and AUVAutonomous Underwater Vehicles, fundamentally) are developed and/or improved by Industries and European

scientific institutions in the frame of the NETMAR project. The organisations involved in this demonstration are the following: The public entity Portos of Galicia will be the responsible for the conception, preparation and coordination of the exercise, but: a) In the conception of the exercise the contributions of the partners of the NETMAR project will be essential, since the demonstration must include new technologies developed in the frame of the project. b) In the preparation and operative coordination of the exercise we will count on the assistance and participation of SASEMAR (National Government), Coastguard of Galicia (Regional Government), INTECMAR (Regional Government), Environment Department of Xunta de Galicia (Regional Government) and Civil Protection Department (Municipality of A Pobra do CaramiĂąal). Afterwards the participation of the NETMAR partners in the execution of the demonstration will be used to show the performances of the new technologies. All Netmar partners are invited to propose suggestions and complements, so as to create situations of best value for the demonstration of the innovative tools they propose.

FEUP - NEW TESTS DEVELOPED IN LAUV XPLORE AND X8 VEHICLES

* X8 – Unmanned Aerial Vehicle (UAV) easy-to-launch, quick-recovery solution intended for small operational teams. With this system we have been able to run a wide variety of exercises from terrain-mapping to wild-life surveillance. We have also been able to use these vehicles to create/extend Wi-Fi operational networks that can be used by the rest of the mission´s elements. Due to its portability and ability to be launched from a catapult, this UAV solution has been used for maritime surveillance operations, as well having recovery performed by a net. To accommodate different mission necessities the platform is compatible with different types of cameras, for specific uses, that range from the visible spectrum to the IR spectrum.

* LAUV – The Light Autonomous Underwater Vehicle (LAUV) Xplore is tailored for long endurance missions. LAUV Xplore is capable of round the clock continuous missions (up to 24h) by carrying twice the battery packs than its counterparts. The system supports a lighter payload to save energy but still has the nose module reserved for oceanography and/or oil spill detection missions. System modularity allows us to have a combination of CTD, dissolved oxygen, chlorophyll, turbidity, crude oil and refined oil probes.

2013 European Space Agency Lands in Cork to Deliver Course in Ocean Satellite Remote Sensing University of Limerick and NMCI-CORK partners Over 50 students from Ireland and across the world attended a week long course on ocean remote sensing at the NMCI during September. This thematic training course was organised by the European Space Agency (ESA) to train the next generation of Earth Observation (EO) scientists to use data from ESA and operational EO Missions for science and applications development. Ned Dwyer and Rory Scarrott from Beaufort Research supported the organisation of the course, ensuring that it ran smoothly and successfully. Ned and Rory work on several ESA funded projects dedicated to a number of application areas, including maritime security, storm surge forecasting and soil moisture determination. The ESA course was delivered by international experts in a number of marine thematic areas including the use of satellite altimetry and Synthetic Aperture Radar for monitoring waves, winds

and ocean currents, ocean colour instruments for the retrieval of marine biological products and radiometers for the retrieval of sea surface temperature. Students were very happy with the course and remarked that the NMCI facilities were ideal for delivery of such a course. Over fifty delegates from Ire-

land and the EU attend the workshop entitled “Opportunities for the development of AUVs, UAVs and marine sensors for detecting and managing threats from HNS in the marine environment�. The presentation contained presentations from the HSE, Irish Coastguard, INTECMAR, UL marine robotics dept., University of Porto, NMCI and the Irish Naval Service. The workshop looked at the advantages of using Unmanned Aerial Vehicles in the management of Hazardous Noxious Substances in the maritime domain, with experts in various fields presenting analysis an information on the capabilities of various types of new and developing equipment. Seabed survey seminar bridging gap between research and industry October, 9-10, 2013. University of Limerick Partner.

The Annual INFOMAR Seminar on one of the world’s largest seabed mapping programme took place this week at University of Limerick (910th October) with updates on Ireland’s national seabed mapping programme. Archie Donovan, Geological Survey of Ireland, highlighted INFOMAR’s recent mapping achievements

saying, “We have made significant progress towards the delivery of national targets identified in our national integrated marine plan, Harnessing Our Ocean Wealth, and supporting ocean energy, marine tourism, environment, and shipping and trade development and management“. A key focus of the conference is to bridge the gap

between research and industry and the potential for innovation, research, and business opportunities from the mapping data and activities. Among the SME’s presenting their innovations in this area were Gavin Duffy, RealSim Ltd who presented their mapping and visualisation technology and Francis Flannery, SonarSim Ltd, who spoke about the benefits of multidisciplinary research collaboration from an SME perspective. Tommy Furey, Marine Institute, said “There are significant scalable commercial opportunities relating to INFOMAR supported technology outputs, linking industry needs to research applications. The programme has already generated industry partnerships, for example, Geomar & Highland Geosolutions, and there are global opportunities for Ireland to deliver marine technology solutions, leveraging the internationally recognised INFOMAR brand”.

The Netmar workshop in La Coruna established the need of new refuge areas for ships in distress 07/November/2013. NETMAR workshop in La Coruña This seminar held on November 7, 2013 was planned as a place of reflection on the current state of maritime security. The main idea was to create the pillars on which to build the project activities with the marine environment as a priority. The reflection went around two axes: firstly, the progress made in the EU maritime safety, especially from the Erika and Prestige crisis, secondly, the need to regulate the marine environment under the integrated management perspective, where maritime security is one, but not the only aspiration. To achieve the proposed objectives were organized two round tables: The first panel, moderated by Marta García Pérez, member of the Coastal Observatory of the Institute of Maritime Studies, was based on «The new challenges of maritime security». It was attended by the following experts:

Fernando González Laxe (University of A Coruña), who made a presentation on the damage caused by major marine casualties and its economic quantification mainly reparations and compensation purposes. F. Javier Sanz Larruga (University of A Coruña), which outlined the major legal challenges of maritime security, following an analysis

of progress in Spain as a result of the Prestige disaster. Garbiñe Ayensa (INTECMAR. Xunta de Galicia), who explained the system to respond to marine pollution in Galicia. Maria Remedios Zamora Rosello (University of Malaga), who gave an overview of current legislation on maritime safety, highlighting the advances brought about as a

result of the major maritime accidents. Michel Girin (Ex-Director of CEDRE-France), presented his experience on places of refuge as an intervention technique to a possible maritime disaster. Silvia Torres López (CETMAR, Galicia), which exposed the ARCOPOL project anddefended the need to create mechanisms of collaboration among institutions whose lines of action and/or investigation are focused on maritime safety. The second panel, moderated by F. Javier Sanz Larruga, Director of the Coastal Observatory, discussed the challenges of integrated coastal management. This featured three relevant specialists on the world scene: Stephen Olsen (University of Rhode Island, USA), consi-

dered one of the world’s leading authorities on coastal management, presented his experience as director of the Coastal Resources Center (CRC) of the State of Rhode Island in the U.S. François Feral (University of Perpignan, France), a specialist in legal issues related to marine fisheries and marine protected areas; FAO advisor and expert on issues of artisanal fisheries and marine protected areas. Fatima Lopes Alvez (University of Aveiro, Portugal), a specialist in Integrated Coastal Zone Management. Each of the roundtables generated an interesting discussion, in which participants engaged, among them, several people fishing and maritime industry, lawyers of the State Administration and port authorities.

After intense debate, the Conference resulted in the following conclusions: 1. The significant progress that has occurred in maritime safety in the past decade as a result of Erika and Prestige crisis. Experts agreed that it’s the best time in history in terms of legal regulation of maritime safety. 2. It is essential to maintain the investment and research in the field of maritime safety. Over time, the recovery of the damaged areas and remoteness in memory of major accidents, should not stop the progress that has occurred in recent years. 3. Progress must be made in the preparation of refuge areas where shelter to vessels in distress, you must be prepared against a possible crisis. 4. Channels of intercommunication and cooperation among research groups should be established in maritime security issues, in order to spread the results to the scientific community. 5. It is still an outstanding issue the collaboration between regional, statal and european administrative bodies in the struggle to achieve greater levels of maritime safety. Jurisdictional wars must be avoided and efforts must be jointed in the way of achieving common objectives of improving the marine environment. 6. Maritime safety must be considered as a part of integrated coastal areas management to become a reality.

2014 An approach to Marine pollution preparedness and civil protection was held in France March/06-07/2014. La Rochelle, France To extend the results of the ISDAMP (Improving Shorelines Defenses Against Marine Pollution, www.isdamp.eu) project, we are planning 2 workshops in 2014 about the implications of oil pollution for coastal communities. The first one was celebrated in March in La Rochelle with these main subjects: • Civil protection and oil-spill training sectors • Monitoring of coastal waters (shallow water) pollutions, shoreline socio-economic values • Economic problems of victims and responders (“Green jobs”), depilation and site remediation, response materials sector (dispersant…) • Sustainable, socially inclusive growth for developing markets • Modelling (consistency), transferability to south Atlantic countries…, ports • Innovation and entrepreneurship • Coastal Sensitivity Index and Contingency plans (preparedness, responders)

• SME (spill equipments) & Oil Company (refinery, communities outreach) Since last summer 2012, new Directive and Communications of the European Union concern maritime pollution as well as new Policies, Practices and Investments at the National and local levels. Novel forms appear in international cooperation in Industry and marine maritime research. With the emphasis for marine energy and marine pollution, works on the «shallow water and ocean modelling” are well attended, and have a strong economic appeal. To progress in the domain of civil protection and pollu-

tion preparedness is a multidisciplinary task; this workshop involving several disciplines constitutes a beginning: mathematics and ocean modelling, economy and laws, marine energy. This 5th workshop was again a meeting for a diversified assistance: stakeholders, experts in different fields, managers, industry-ports, offshore, oil and gas operations, public authority (local, national and international). The Engineering School EIGSI of La Rochelle with its friend institute of Casablanca EIGSICA constitutes a leading independent research and development institution on environmental and transportation issues.

8.400 people attended the “Oceanology International Event” in London, where Netmar showed its project 03/11-13/2014. London. 1. Oceanology International 2014. The event Oceanology International 2014 (OI2014) , Excel (London), England took place on 11th,12th and 13th March, with the main objective to disseminate technology, products and services used in the prevention and response to incidents that occur in maritime environment. OI 2014 has been the largest event of its series with an attendance of approximately 8400 persons and 528 exhibiting companies from around 35 countries. The exhibition hall hosted the world´s largest display of state-of-art in marine technologies, encompassing the exclusive launch of many of them. Several world-class conferences took place in this exhibition, as well as three new panel discussions with a high level of attendance and connected delegates with the latest developments and technology transfer opportunities

in developing offshore, marine and subsea sectors. Besides featuring free-toattend conference programs on key issues faced by industry, OI2014 provided endless opportunities for networking amongst visitors and exhibitors in a relaxed and informal environment. The Royal Victoria dock, just next the exhibition hall, has seen a record breaking amount of 148 vessel movements during the three days, encompassing approximately

1200 people aboard the 13 different vessels. These vessels were from different disciplines all around the world with the intent to demonstrate new technologies and host networking function at OI2014. 2. Spillex at Oceanology International 2014. In a cooperation with UKSpill, our partner in the NETMAR project, and Killspill project (http://www.killspill.eu/) we had the opportunity to participate in a shared stand with these two entities, that are integrated in a group called Spillex. Spillex participation in OI2014 focused on the prevention of, and response to environmental incidents in the marine environment, featuring the following technology and service solutions for assessing the potential of spill related impacts, mitigating against and, if necessary, responding to them: • Response to spills of toxic

/ noxious substances in the sea; • Training in prevention and response to such incidents; • Contingency plans; • Modeling of crude oil stains; • Environmental Mapping; • Detection and response to incidents affecting infrastructure. 3. NETMAR participation and results. The NETMAR project, thanks to the collaboration of UK Spill, was represented with a shared stand with this same authority through elements of the University of Porto, the project leaders. During the three days of the exhibition, there were established relevant contacts with other exhibitors. In addition to contacts with other stands, we have also established important contacts with visitors that had shown interest in the project, towards a potential participation in workshops and seminars.
