Message From the Board Chair As the Fulbright Canada Board Chair, it is my privilege to formally acknowledge and congratulate the students and scholars who successfully competed for a prestigious Fulbright Canada award in 2020-2021. Their drive, ambition, and vision – not to mention their incredible accomplishments – are genuinely impressive, especially under the circumstances. Fulbright Canada grantees represent the best and brightest in our two countries. We need to engage them more than ever. Given the global health emergency, several extraordinary individuals who won Fulbright grants had to defer or decline their awards through no fault of their own. I am confident, though, that their paths will lead to remarkable accomplishments.

Daniel McCarthy I would like to take this opportunity to recognize and Board Chair thank my colleagues on the Fulbright Canada Board of Directors for their unwavering support for the program and their commitment to our mission. The board is a talented, diverse, and dedicated group of individuals from government, the university community, and the private sector whose leadership is a testament to our collective willingness to invest in the future and our ability to navigate even the most challenging circumstances. I would like to thank our many partners, especially the two governments. Their commitment to the program speaks to their belief in the next generation. Moreover, their added support and ongoing flexibility allowed us to focus not just on the professional side of the program but on the health, welfare, and safety of our entire community. Moreover, they worked with us to find ways to engage underrepresented populations and support the principles of equity, diversity, inclusion, and access. It is my pleasure to serve as the Fulbright Canada Board Chair. I enjoy working with this group of exceptional educators, business professionals, and senior government officials. We are proud to support the work of the outstanding Fulbright Canada management team under the leadership of Dr. Michael Hawes.

Message From the CEO This year marked the 75th anniversary of the global Fulbright program and the 30th anniversary of Fulbright Canada. I invite you to take a few minutes to look at this report and learn more about our challenges, opportunities, and successes. Seventy-five years ago, the Fulbright Program was established with an ambitious goal – to increase mutual understanding and peaceful relations between people in the United States and around the world. This powerful message has carried through to today. As we look back on the past year, I am inspired by the strength and resiliency demonstrated by our partners and grantees as we came together to find ways to engage in meaningful academic exchange even as we all struggled with the persistence and severity of the pandemic.

Michael Hawes This year also marked the 30th anniversary of the Fulbright Program in Canada. We launched several new initiatives to Chief Executive Officer commemorate this important milestone, including Honouring Nations Canada and our post-COVID Challenge. Founded in conjunction with our partners at the Harvard Kennedy School and the Samuel Centre for Social Connectedness, Honouring Nations Canada is an Indigenous-led and Indigenous-informed initiative to recognize best practices in Indigenous communities and invest in Indigenous youth. The post-COVID Challenge reflects our commitment to engage youth, especially from underrepresented populations, whose vision and commitment will undoubtedly play a critical role in shaping the post-COVID world. At the same time, we increased the value of our student stipends and expanded our operations in western Canada. To say this past year has been challenging would be an understatement. Despite the many obstacles we faced as a community, Fulbright Canada has successfully supported a large, diverse, and accomplished cohort of grantees. Driven by our commitment to international educational exchange, the reality of social and economic interdependence, and the critical role that leading-edge research plays in a world that is transforming itself before our very eyes, our extraordinary students and scholars once again rose to the challenge. The work we support is more critical now than ever. The continued support of the two governments, our dedicated Board of Directors, led by Daniel McCarthy, our many partners across the two countries, and our alumni have allowed us to grow the Fulbright Program in Canada and support some genuinely exceptional students and scholars. 5

The Fulbright Program 75 Years of Connecting a Complex and Changing World Long regarded as the world’s premiere academic exchange program, the Fulbright Program attracts exceptional students and scholars from across the globe. The Fulbright Program was established in 1946 with an ambitious goal — to increase mutual understanding and support friendly and peaceful relations between the people of the United States and the people of other countries. Over the last 75 years, more than 400,000 alumni have participated in the Fulbright Program, creating meaningful global impact with a focus on action, community, and connections. 57 Nobel Laureates, 82 Pulitzer Prize winners, 70 MacArthur Fellows, and 16 Presidential Medal of Freedom recipients. While its origins can be traced to Senator Fulbright and the U.S. government, today’s Fulbright Program is a complex public sector-private sector partnership active in more than 160 countries. The Fulbright Program is all about investing in our collective future, about knowledge transfer, and about competition in the global marketplace.

Celebrating 30 Years of Fulbright Canada In 1990, Canada joined the prestigious Fulbright exchange program with a treaty being signed between the Government of Canada and the Government of the United States, officially establishing the Fulbright Program in Canada. Thirty years later, more than 2500 students and scholars from across Canada and the United States have had the opportunity to formally enroll in universities, conduct research in their fields, engage with local communities and explore the continent. The scope of the Fulbright program in Canada continues to grow. Fulbright Canada has introduced a number of new programs, and expanded existing programs for our scholars, students, and professional grantees. Excellent examples of this growth and our innovations include the growing research chair program in Canada and the United States and various youth-centred programs — both highlighted in this report.

Deborah Chatsis Fulbright Government of Canada Mid-Career Professional 2006-2007

Dr. Al-Abadleh’s expertise led to membership in a nationwide group on Atmosphere-Related Research in Canadian Universities (ARRCU). During her Fulbright exchange, Dr. Al-Abadleh collaborated with top atmospheric chemists that furthered her research. She also participated in various enrichment activities, took a leadership course, and published her research in the Environmental Science and Technology journal.

“Thanks to the Fulbright scholarship I was able to go to school and to get a Master’s degree in Public Administration. I took a lot of classes in management and leadership, negotiation, ethics, but really the value of that year was that it gave me the opportunity to think about what I wanted to do and to talk to other people about what their plans were and what their experiences had been and just to share those experiences with people from all over the world.” In 2021, Deborah Chatsis, C.M., was nominated to the Order of Canada for her “leadership as the first woman of a First Nation to serve as Ambassador for Canada, and for her advocacy of human rights around the globe.” A seasoned diplomat with over 30 years of experience as a member of Canada’s Foreign Service, Ms. Chatsis has served as Canada’s Ambassador to Vietnam, Canada’s Ambassador to Guatemala, and Canada’s High Commissioner to Belize.

“Travel broadens the mind, but meeting travellers helps develop our understanding and empathy. Exchange programs have extraordinary value in putting one out of one’s natural context and into a different culture. It helps us question our assumptions and biases and open ourselves to new ways of thinking and being. Although Canada and the United States are similar in many ways and deeply interconnected as economies, there are subtle and important distinctions in the ways in which we see ourselves as a people and as nations.”

Fulbright Canada post-COVID Challenge History has shown that human ingenuity can carry us through and create an even brighter collective future in times of crisis and tragedy. We are experiencing a time of great opportunity as digital transformation accelerates and the call for social responsibility proceeds. Given that the current global health crisis is likely to be one of the defining moments for this generation, the Post-COVID Challenge hopes to inspire youth and provide a venue for them to engage in shaping and enriching our collective future. Both local and global initiatives can have a remarkable impact. We are confident that the next generation can take this challenge to new heights and have an incredible impact, especially when they have the appropriate support. Supported by a generous initial gift from Fulbright Canada Board member Ajay Royan, the Fulbright Canada Post-COVID Challenge is the signature program in Fulbright Canada’s 30th Anniversary. It reflects our commitment to encourage, celebrate, and support the diverse perspectives and unique ideas of bright young leaders. Our goal is to tap into the next generation’s creativity and imagination, with particular attention to underrepresented youth, and provide them with an opportunity to present their solutions to the current crisis and their bold ideas for moving forward.

Indigenous-led, Indigenous-informed The Honouring Nations Canada (HNC) program was established in 2021 to recognize, celebrate, and share examples of Indigenous achievement. Inspired by the prestigious Honoring Contributions in the Governance of American Indian Nations (Honoring Nations) program of the Harvard Project on American Indian Economic Development program at Harvard’s Kennedy School of Government, the program will underwrite exchange opportunities, provide national awards, support research, and promote knowledge sharing. Honouring Nations Canada (HNC) is a national program that will identify, celebrate, document, and disseminate Canada’s best Indigenous self-governance practices. With the creation of Canada’s plan for recognizing excellence in self-governance by Canada’s Indigenous communities, HNC joins a family of such programs worldwide. This family includes Harvard University’s program for U.S. Native American nations, the Indigenous Governance Awards program in Australia, and programs supporting local self-governance in Brazil, Chile, China, Mexico, the Philippines, Peru, and South Africa. With its institutional base at Fulbright Canada and its partnership with the Samuel Centre for Social Connectedness, HNC will work in a spirit of collaboration with critical Indigenous and non-indigenous stakeholders across the country. HNC will be informed by an Indigenous Circle of Advisors This partnership-centred initiative will draw on Canadian universities and colleges’ research, teaching, and outreach resources that have established vital track records in engaging and serving Indigenous communities and supporting Indigenous students and Indigenous scholars.

Honouring Nations Canada is co-directed by Robin McLay, a Metis person from Victoria, and Candace Wasacase-Lafferty, a citizen of the Kahkewistahaw First Nation. Candace and Robin have both dedicated their careers to promoting Indigenous issues, engaging with Indigenous communities, and supporting Indigenous youth.

Fulbright Arctic Initiative III The Fulbright Arctic Initiative brings together professionals, practitioners, and researchers from Canada, the Kingdom of Denmark, including Greenland and the Faroe Islands, Finland, Iceland, Norway, Russia, Sweden, and the United States for group seminars and an individual Fulbright exchange to address key research and policy questions related to fostering a secure and sustainable Arctic. EducationUSA Helping Canadians with their educational goals EducationUSA is a U.S. Department of State network which promotes U.S. higher education by offering accurate, comprehensive, and current information about opportunities to study at accredited postsecondary institutions in the United States. EducationUSA also provides services to the U.S. higher education community to help institutional leaders meet their recruitment and campus internationalization goals. Throughout the 2021 fiscal year, EducationUSA ran all programming and advising remotely. We ran nine EducationUSA virtual Showcases to highlight diverse U.S. study opportunities, such as arts schools, historically black universities and colleges (HBCUs), community colleges, health sciences, and hockey programs. In total, 70 diverse U.S. higher education institutions (HEIs) to 746 students. Additionally, EducationUSA embarked on new community partnerships to present to diverse communities including an HBCU presentation to the Vaughan African Canadian Association and bilingual Mandarin and Cantonese webinars to the Chinese community of Vancouver. EducationUSA Adviser Jenika Heim icollaborated with EducationUSA colleagues internationally. Jenika Heim represented the EducationUSA network at multiple virtual conferences (EducationUSA Forum 2020 and 2021 and IC3), held two regional training sessions, and assisted with the promotion and organization of regional webinars. One-on-one advising remains central to EducationUSA activities. To facilitate the ever-increasing number of student contacts, Jenika Heim launched a peer mentorship program in July 2021, matching 18 former EducationUSA students with students currently applying to U.S. universities. The program has successfully fostered peer relationships and we look forward to expanding this program in 2022. EducationUSA continues to support to two student interns through the U.S. State Department’s Virtual Student Foreign Service program. These two interns have worked diligently on maintaining strong social media presence and website updates while also continuing to improve these channels. Most notably, our website intern used her graphic design skills to refresh the look and flow of our website.

Audit Statement Report of the Independent Auditors on the Summary Sinancial Statements To the Directors of the Foundation for Educational Exchange Between Canada and the United States of America The accompanying summary financial statements of the Foundation for Educational Exchange Between Canada and the United States of America (Fulbright Canada), which comprise the summary statement of financial position as at August 31, 2020, the summary statement of operations for the year then ended, and related notes, are derived from the audited financial statements prepared in accordance with Canadian accounting standards for not-for-profit organizations, of Fulbright Canada as at and for the year ended August 31, 2021. We expressed an unmodified audit opinion on those financial statements in our report dated November 25, 2021. The summary financial statements do not contain all the disclosures required by Canadian accounting standards for not-for-profit organizations applied in the preparation of the audited financial statements of Fullbright Canada. Reading the summary financial statements, therefore, is not a substitute for reading the audited financial statements of Fulbright Canada. Management’s Responsibility for the Summary Financial Statements Management is responsible for the preparation of a summary of the audited financial statements on the basis described in note 1. Auditors’ Responsibility Our responsibility is to express an opinion on the summary financial statements based on our procedures, which were conducted in accordance with Canadian Auditing Standard (CAS) 810, “Engagements to Report on Summary Financial Statements”. Opinion In our opinion, the summary financial statements derived from the audited financial statements of Fulbright Canada as at and for the year ended August 31, 2021 are a fair summary of those financial statements, in accordance with the basis described in note 1.

Highlights Fulbright Canada 2020 Virtual Orientation | September 10, 2020 This year, the Fulbright Canada Orientation took place online, bringing together all of our grantees, scholars, graduate students, and Killam fellows.

The September 10 session gave grantees from the 2020-2021 cohort the opportunity to meet and engage with the Fulbright Canada staff, board members, government partners, and each other. Special speakers included Marie Royce, Assistant Secretary of State for Educational and Cultural Affairs; Heather Nauert, Member, Fulbright Foreign Scholarship Board; Emmanuel Kamarianakis, Director General, International Business Development Investment and Innovation, Global Affairs Canada; and Stacy White, Minister Counselor for Public Affairs, Embassy of the United States of America in Canada.

Fulbright Canada post-COVID Challenge Launch: Youth Voices, Unque Ideas | October 15, 2020 The post-COVID Challenge was launched with a virtual panel featuring five exceptional young people who are leaders in their communities. The panel was led by Fulbright Canada Board member Ajay Royan and moderated by Fulbright Canada CEO Dr. Michael Hawes. Panellists included: Kevin Hayes, a graduate student at the University of Memphis pursuing a Master’s in Political Science; Lupita Martinez, a 2nd-year law student at the Cecil C. Humphreys School of Law at the University of Memphis; Israel Ozonwanji, a fourthyear undergraduate Global and International Studies student at Carleton University; Athanasia Tampakis, a recent Bachelor of Arts in Law graduate of Carleton University; and, Lily Wolderufael a second-year international graduate student pursuing a Master’s in Law and Legal Studies at Carleton Universities. Killam Fellowships Alumna Elizabeth Dubois receives the 2020 Arts Early Researcher of the Year Award

Dr. Elizabeth Dubois, Assistant Professor in the Department of Communication at the University of Ottawa, has been awarded the Faculty of Arts’ 2020 Early Researcher of the Year Award. Dubois was a 2015-2016 Killam Fellow and currently serves on the Fulbright Canada Alumni Advisory Committee.
