word searches before selecting “The Rusty Den� because it fit the nature of their business plan. Together they have created a store that specializes in antiques, vintage items, coins, jewelry, mantiques and more. Sonny had been buying and selling for years. His parents and sister have space at the Double Toll Gate Flea Market where they met Arlene Bal-

lou (Brooklyn’s Marketplace). When Arlene decided to open Brooklyn’s Marketplace they helped her fill the space but quickly realized that they needed space of their own. Rachel had been working at the Architectural Old Parts store where they first met. They saw each other again at the flea market, struck up a conversation and have been a couple ever since. The two launched their business predominately on EBay with over 90% of their business initially online. Now with the store they are seeing more of a 50/50 split. Collectors themselves, they own everything in the store. The treasures in the store cater primarily to men but offer a laid back atmosphere that can entice anyone. Rachel a member of the Downtown Front Royal (DFR) Board of Directors has offered to help others achieve success with EBay under DFR’s new direction of helping local businesses through technical assistance. A whole series of classes is planned to be offered to anyone who wants to come (more on this as it develops). Rachel plans to teach two classes each from 1-1.5 hours in length. The first class will cover the “How’s and Whys of EBay� and the second will go over the “Tricks of the Trade�. Their store is open Tuesday – Sunday from 11:00am – 5:30pm. One Book One Community committee member and library director, John Huddy, remarked after today’s announcement, “I’m pleased and excited that The Monuments Men was chosen. This story of the Allies’ race against time to prevent the destruction of priceless art is both an exciting read and a reminder of those who sacrificed to bring peace and culture back to a war-torn world.â€? “It was chosen because it will excite the reader with its intriguing and fast moving tale of the struggle to preserve culture from the forces of darknessâ€? he said. Committee member Trish Ridgeway observed, “Our announcement closely follows the 70th anniversary of the DDay invasion, which is when the Monuments Men in this theater of war took up their work in earnest. It couldn’t be more timely.â€? Glenne White, who is also on the committee added, “This is an inspiring series of events coinciding with D-DAY remembrances and homage to members of the ‘greatest generation.’ As our culture is recorded in our art, this year’s selection is a grand choice.â€? Area residents may not be aware of the local tie to the story of protecting works of art in times of war. During World War II, some 50 paintings from the Corcoran Gallery in Washington, D.C. were brought to Winchester for safekeeping. The Corcoran Gallery is noted for its collection of eighteenth, nineteenth, and twentieth century works of art, and reproductions of the paintings housed at John Handley high school during the war are on display in the Wilkins Gallery where the announcement was made. A slate of special activities to complement the theme of the book was also announced. I appreciate Hamilton Reed Armstrong’s response (below) to the request for input from additional segments of the local Catholic community on the Tarot card reading dispute gaining steam in Front Royal. However, I must admit some dis-

Paganism and Hell Town Editor: In the early July issue of the Warren County Report, editor and columnist, Roger Bianchini, solicits the response of area Catholics as to their view on the polemical topic of whether or not Front Royal should allow the presence of a commercial “Tarot reading” establishment in downtown Front Royal. Without getting into the legal aspects of the debate, which are beyond my competence to evaluate, I should like to offer the following observations. The pre-Christian Roman philosopher and orator Cicero (106 - 43 BC) observed the link between “divination” and promiscuity and denounced it as detrimental to the common good. The early Church Fathers such as Tertullian and Clement of Alexandria, among others, were aware of this fact as well and preached against the divinations and sexual rituals of the “Sacred Groves.” Among the Jews, divination, as proclaimed in the Torah, was sacrilege and the licentious sexual practices of the pagans clearly condemned. The position is perhaps best stated by the authors of the deuterocanonical Book of Wisdom (2nd century BC ): “[M]en imparted to stocks and stones the incommunicable name of God. Nor were they content with

these false notions of God’s nature; living in a world besieged by doubt, they misnamed its innumerable disorders a state of peace. Peace amidst their rites of child murder, their dark mysteries, and vigils consecrated to frenzy.” Wisdom 13, 15 For anyone who has visited Georgetown in recent years, the proliferation of “Tarot” and “Palm Reading” shops on Wisconsin Avenue is clearly visible as are the Bacchanalian orgies that spill over into the streets on the weekends. What sort of environment do the citizens and town fathers of Front Royal wish to pass on to future generations? While freedom of religion and individual rights must be respected as guaranteed by our Constitution, the well being of the majority and the common good of the “polis” must not be dismissed. As to the superior tolerance and charity of Pagans, local or otherwise, who am I to judge? I can but here give the generally accepted Catholic position on tolerance as enunciated by the late Archbishop Fulton J. Sheen: “Tolerance is an attitude of reasoned patience toward evil … a forbearance that restrains us from showing anger or inflicting punishment. Tolerance applies only to persons … never to truth …” Respectfully, Hamilton Reed Armstrong, Warren County

Washington, D.C. (circa 2014 AD). My distress comes from the continuation of the type of unsubstantiated generalizations and negative stereotyping already at play in this local debate. Whether it originates in 200 BC or 2014 AD, such self-justifications for acting against those who believe, worship and live other than you do is what it is – a rationale for the vilification and ultimately legal persecution, even murder of those “outsiders”. The bulk of Armstrong’s assertion that all our futures are threatened when the practice of divination is tolerated appears based on two premises: 1. “divination” (fortune telling) is directly linked to sexual promiscuity, which in turn leads to the dissolution of society as a whole, and 2. that from his religious tradition, while tolerance can be extended to non-believers, it can never be extended to their beliefs and practices. That is because if those beliefs do not coincide with his then they are essentially evil.

The Mother of God gave this message on July 02, 2014 to Mirjana in Medjugorje, stating that humility is the key, “Dear children, I, the mother of all of you gathered here and the mother of the entire world, am blessing you with a motherly blessing and call you to set out on the way of humility. That way leads to the coming to know the love of my Son. My Son is almighty, He is in everything. If you, my children, do not become cognizant of this, then darkness/blindness rule in your soul. Only humility can heal you. My children, I always lived humbly, courageously and in hope. I knew, I became cognizant that God is in us and we are in God. I am asking the same of you. I desire for all of you to be with me in eternity, because you are a part of me. I will help you on your way. My love will envelop you like a mantle and make of you apostles of my light - of God’s light. With the love that comes forth from humility you will bring light to where darkness/blindness rule. You will be bringing my Son who is the light of the world. I am always alongside your shepherds and I pray that they may always be an example of humility for you. Tolerance?

That last bombshell comes by way of Mr. Armstrong’s expression of what he states is “the generally accepted Catholic position on tolerance.” He quotes the late Archbishop Fulton J. Sheen (whom I recall often watching on TV as a child in the late 1950s, early 1960s) stating, “Tolerance is an attitude of reasoned patience toward evil … a forbearance that restrains us from showing anger or inflicting punishment. Tolerance applies only to persons … never to truth …” Now I can’t speak to the context in which the archbishop said this. However, I can address its context as used by Mr. Armstrong in citing the dangers to society from tolerance toward things he doesn’t believe in, be it Tarot, expressions of human sexuality or other belief systems. As Mr. Armstrong, and he alleges Catholics in general, see it, tolerance appears to be sort of a biting one’s lip so as not to express anger or meet out direct punishment to the non-believer (oh for the days of inquisitions and witch burnings when no such stiff upper lip biting was required). However, according to Mr. Armstrong such tolerance can NEVER be granted to the belief system and See OPINION,

Opinion OPINION, from practices of the non-believer because they are essentially EVIL. And they are evil because they do not reflect a divine and ultimate “truth” possessed and accepted only by the true believers of his faith. And that is a very fine line of “tolerance” for anyone to be walking. And try as you may, you just can’t talk to people like that – only at them; because they are an impenetrable wall of self-righteous piety. What egos they must have to actually believe they speak for divine knowledge, the divine truth of something that set the entire universe, all life, all thought (and thoughtlessness) into motion out of nothing – and with so little work to get there, simply blind faith that it is so. Well, maybe their egos aren’t really THAT big. After all, the universe they occupy is far less complicated than the one I inhabit. Theirs isn’t billions of years old with a limitless number of potential variables of space, time, life and thought. In fact, I hear it may only be 6000 years old and much smaller than limitless – after all it took only six, 24-hour days to create … Sexuality & imagination Now having been educated in Sociology and Psychology to the Bachelor’s level, I am all for reaching conclusions based on observable cause and effect; and even reaching generalizations based on an adequate samplings of such cause and effect. However, Mr. Armstrong fails to bring any evidence linking fortune telling, sexual excess and the decline of civilization to bare, in either his own or his historical references. Rather, he relies on subjective observations

unsupported by factual analysis supplied by advocates of particular visions of faith or civilization. As for Roman philosopher Cicero’s unhappiness with pagan practices and sexuality, history indicates Rome decayed internally, weakening and over-expanding to the point it became susceptible to opposing forces identified as Germanic pagan tribes. Those tribes were, not only hostile to Roman conquest, but also living outside the influence of “civilized” Roman or Judeo-Christian religious tradition. So, rather than the influence of pagan culture on its morals, it seems Rome’s decline was rooted more within the civilized arrogance and decadence of empire. But Cicero and the authors of the Torah aren’t around to defend themselves, so let’s focus on Mr. Armstrong’s methodology and assertions about modernday civil decline in our own empire. Now a social scientist seeking to promote the best interest of the “polis” (society characterized by a sense of community) as Mr. Armstrong says he is doing, would endeavor to establish a link of cause and effect between variables he cites threatening the balance of our civilization. In this case, that is the alleged “proliferation of ‘Tarot’ and ‘Palm Reading’ shops on Wisconsin Avenue” and the “Bacchanalian orgies” he reports spilling “over into the streets (of Georgetown) on the weekends.” This assertion is reminiscent of some local public speakers calling for strengthened town codes against fortune telling and gypsies blaming public drunkenness at our own Wine & Crafts Festival on the random fortune telling booth. In Mr. Armstrong’s case, he simply makes a leap of faith that there is a connection between fortune telling businesses and public rowdiness in

Georgetown because it serves his purpose to do so. But as one who believes in establishing facts, rather than relying on faith to make a point, I must ask how many of those Bacchanalian revelers Armstrong observed in Georgetown, did he verify had their fortunes told on the way to the orgy, or EVER, for that matter? Now I’m going to make my own leap of faith here, and make an educated guess (based on limited observation) that, not only has he not established any such link, but didn’t even try to. Not that I’m a suspicious person, but signed affidavits from Bacchanalian revelers will be required to proceed along the line of his implied assertion that allowing Tarot card reading in Front Royal businesses or festival booths will lead to the same sort of sexually-charged, rowdy and destructive behavior portending a general social decline that Mr. Armstrong alleges on the streets of Georgetown. End game So, once again it seems we have ended up in other people’s Bacchanalian-fueled bedrooms – or at least someone’s fantasy of them – based on flawed evidence, not to mention the observer’s desire to impose his own will on other people’s lives. And if it takes questionable links between fortune telling and alleged bad sexual behavior to help achieve such authority, so be it. Whatever happened to the old axiom, live and let live? “Who am I to judge?” Armstrong asks of my expression of surprise that it is the pagans who seem to be acting more Christ-like (compassionate) than Catholics in the Tarot debate. Why the sudden hesitation from someone who has just judged the practices and behavior of pagans over 2200 years based on much more distant accounts of their behavior? My final question is – who poses the greater danger to the polis (social community) of Front Royal? Is it pagans who believe that Tarot reading or other forms of divination can be a tool of self-help and discovery, or is it those who would mandate legally that their belief system and the lifestyle it promotes to their mind, is the ONLY ONE that should be tolerated legally? The Founding Fathers of this nation were pretty clear in making that judgment – American civil society MUST exist outside the mandates of ANY religious belief system. And that mandate expressed in the First Amendment to our Constitution trumps any subsequent attempts to undermine it, whether the source of that attempt is made in the name of Shia Law, Pagan divination or Christian fundamentalism. And THAT’S the Truth, Ruth!

Engle’s Angle: “Slim to None” By Kevin S. Engle Warren County Report My wife doesn’t like going to the doctor. I don’t like going to the doctor. But if I need to go to the doctor, I do. In fact, I even go sometimes when she thinks I shouldn’t. Like a few months back when I felt this bump on the top of my head. For all I knew, it’s been there for years. After rubbing it every ten minutes for two days, it was still there. I was concerned. I was worried. Ok, I was obsessed. I made an appointment to see the doctor. “It’s nothing,” my wife said. Of course that’s what she said. That’s what she always says. I love my wife. I respect her opinion. But not when it comes to medical advice. She’s the last person who would recommend seeing a doctor. By the day of my appointment, she made me feel guilty for going, like I was being foolish. I went anyway. As it turned out, she was right. It was nothing. But hearing that from a doctor, not her, gave me the peace of mind I needed. Last year, I started seeing these TV commercials talking about shingles and how painful they are. “If you’ve ever had chicken pox,” the commercials said, “the shingles virus is already inside you.” We both had the chicken pox when we were kids. She had them really bad. “One in three persons will get shingles in their lifetime.” In baseball, that’s a good batting average. When it comes to shingles, I didn’t like those odds. I talked to a few people who had them. None of them had nice things to say about the experience. All told stories of painful rashes that took weeks and months to go away. “Talk to your doctor or pharmacist,” the commercials said. I did. Turns out there’s a vaccine. Getting it doesn’t mean you won’t get shingles, although

it reduces your chances by 50%. And if you do get them after having the vaccine, those rashes shouldn’t be as bad. I called our insurance company. It was covered. Ok, let’s review. Shingles, bad. Chances of getting them, decent. Vaccine, good. Cost to me? Nothing. I got the shot. And then came the hard part. Convincing my wife to do the same thing. And that’s when the excuses started. “I don’t want to get one during flu season.” And when flu season was over? “I’m not feeling well. You’re not supposed to get the shot if you’re sick.” She was right. But she’s better now, after six weeks of coughing and hacking and sneezing and blowing her nose, but of course no trips to the doctor (“He won’t give me anything for it,” she says.). “What about the side effects?” “Will you just get the damn shot!” I pleaded. And last Saturday, she finally did. By Sunday, her arm was sore. A normal reaction. By Monday, she had a rash. Again, not that unusual. By Tuesday, it hurt and kept getting bigger. This isn’t good. “It’s the size of a baseball,” she said. She was exaggerating. Tennis ball maybe, but not baseball. She was concerned and so was I. For my own safety. I was afraid she might put a whoopin’ on me. The rash went away a few days later. Thank goodness. But you can bet I’ll be hearing about it for a long time. Mr. Engle’s doctor recommended a pneumonia shot. And the likelihood of the Mrs. getting one? How about slim to none. – kevinengle456@comcast.net

Only couples who can bare children should marry? By Roger Bianchini Warren County Report

The ongoing attempt to rationalize the need to limit marital rights took an interesting turn on our letters page in our “Late June” edition. Nancy Briggs answered my earlier question of “why are some people obsessed with other people’s sex lives” by pointing to “social consequences” of all sexual activity. “Largely due to sexual practices, the birth rate in many first world countries has fallen below mere replacement levels, leading to such economic problems as depleted workforce and a tax base unable to keep up with an ageing population,” Briggs begins. She then cites “a proliferation of sexually transmitted diseases in the US” as a drain on the national economy due to $16 million she states is spent on treatment of STDs. She moves seamlessly to point the finger at “the promiscuous sexual activity of a relatively small population of homosexuals” as the sole cause of the worldwide AIDS epidemic. And to close out her argument against the extension of marital rights to same-sex couples, Briggs pulls “pornography” out of her bag of excuses to limit the civil rights of others. “We can no longer close our eyes and call it a ‘private’ matter or a ‘right of expression’; the toll on society is too devastating to ignore,” Briggs summarizes, it appears of, not just pornography, but sexuality itself. Well, that’s quite a laundry list of social woes to lie at the feet of the homosexual community desiring to stabilize, dare I say normalize, their monogamous relationships through

the institution of marriage. Where to begin? Let’s start at the bottom and work our way up that list of factuallyflawed generalizations and negative stereotypes, blaming homosexuality for everything from declining national populations and economies, to a proliferation of predatory and abusive sexual behaviors and profiteering from such things. Pornography Briggs herself cites pornography’s “documented victimization of women and – horrifyingly – children as well.” Does she believe homosexuals are in total control of the porn industry and are solely responsible for the sexual preying upon and abuse of women and children worldwide? Rather, evidence indicates the explosion of abuse of both women and children internationally, including human trafficking and legally-ignored and socially-accepted rape and physical abuse is primarily centered in male-dominated heterosexually “macho” cultures, as evidenced in India, the Middle East, South America, some African nations and even firstworld nations like the U.S. AIDS To blame the worldwide AIDS epidemic on homosexuals is to engage in the type of over-simplistic stereotyping of which Charles W. Doughty is so fond. The mythology of the homosexual origin of AIDS in the West originates with the “Patient Zero” theory portrayed in the 1987 book “And the Band Played On” and the 1993 movie based on it. flight attendant was identified as “Patient Zero” because about 40 of the 248 people known to be infected by HIV in 1983 in North America had had sex with him, or with someone he had sexual intercourse with. However, neither the book nor the movie states that Dugas was the first person to bring the AIDS virus to the North American continent. Which is a good thing, because AIDS in the West likely dates back to 1959 when Antonio Ardouin, a 49-year-old shipping clerk in the garment district in Brooklyn, died of pneumonia. The pathologist who performed the autopsy after Antonio’s death on June 28, 1959, insisted Ardouin’s symptoms strongly suggest AIDS. Another case involved a Norwegian sailor, referenced under the alias Arvid Noe, his wife, and his sevenyear-old daughter, who all died of AIDS in 1973 and 1974. The sailor was first identified with symptoms in 1969, eight years after he first spent time in ports along the West African coastline. Tissue samples from the sailor and his wife were tested in 1988 and found to contain HIV-1 (Group O) Controversy about exactly how the AIDS virus may have evolved in humans dating back to the 20th and even the 19th Centuries, possibly from similar viruses identified in monkeys as SIV (simian immunodeficiency virus) remains the fodder of much speculation and conspiracy theories involving vaccines, exposure to monkey blood through open wounds in people handling monkeys and even secret government viral experiments. However, one thing is clear – the spread of AIDS in the West can’t be pinned on one homosexual Canadian flight attendant and his 40 or so direct or indirect sexual contacts. STDs Again, STDs are spread by heterosexual and homosexual alike. One might suggest that increased sex education among youths coming

of age, as well as adults, combined with increased availability of affordable medical treatment, testing and preventative measures like condoms could help stem the tide of STDs among all angles of sexual preference. Of course, so would total abstinence among all non-married people, as well as strict faithfulness among married couples. But then, we live in the real world where once of legal age people are allowed to make their own sexual choices within existing civil standards designed to protect the young, weak or vulnerable from abuse and predatory behavior – at least until zealots determined to tell us all how to live, love, worship and gaze toward the future complete their attempt to remake American society into a Christian theocracy. Population

This is perhaps Ms. Briggs’ most interesting rationale for getting into other people’s bedroom business, because it presents more than simple negative stereotypes and disinformation. Utilizing declining advanced society birth rates and alleging resultant depleted workforces and tax bases is right up my educational alley. It is true that in many advanced civilizations throughout history, birth rates among the upper classes have fallen creating an eventual population imbalance in numbers between the haves and have-nots. But the reasons are myriad and not based solely on a rise in homosexual relationships. Rather, increased educational, professional and lifestyle opportunities may lead people to put off marriage, procreation and the raising of families for personal reasons. Are we to surmise that Ms. Briggs believes that marriage should be limited, not only to heterosexual couples, but to ones who promise to reproduce in numbers she believes necessary to maintain the social and national wealth status quo? And her assertion that the First World nations like the U.S. suffer

from depleted work forces or unsustainable tax bases due to declining birth rates is laughable. I would suggest she explore unemployment numbers and the social implications of so-called “Free Trade Agreements” that allow First World corporations to farm their manufacturing operations into Third World countries with no wage or benefit guarantees – sort of the anti-union, anti-worker rights conservative vision for our own economic future, a future in which America’s labor force would be reduced to Third World status. That achieved, our corporations could bring their plants and jobs home just in time to avoid the ascension of fundamental worker rights as the Third World advances toward the type of social and labor guarantees First World conservatives would have us abandon. And despite any real or projected reduction in our birth rate, there is more than sufficient tax revenue available from the wealthiest U.S. and other First World citizens and their financial and business interests to support our aging population. All we need is the social and political will to say that tax evasion and the hoarding of untold billions of dollars in personal wealth is not an inherent right of the 21st Century corporate man. Of course, with money now the primary and unregulated driving force of law, politics and media in the U.S., the political side of that equation may be difficult to achieve. Conclusion

Let me say I agree that health issues tied to sexuality, as well as sexual perversion resulting in abusive behaviors, are subjects of social concern and appropriate arenas for direct government legal and medical intervention to treat and/or prevent. However, as elaborated above, I fail to see any substantive, real-world connection between any social issue cited by Ms. Briggs and samesex marriage. So, other than making people philosophically opposed to homosexual relationships feel better, could someone explain exactly how limiting the right of same-sex couples to marry improves either our individual or collective futures?

Four Litters of Red Panda Cubs born at SCBI Red Pandas Shama and Rusty parents to three cubs

All four red panda pairs at the Smithsonian Conservation Biology Institute in Front Royal, Va., successfully bred and had cubs this year. Of the 10 cubs, more born at SCBI than any other year, seven have survived. The latest pair to have cubs was Shama and Rusty, who are best known to the public. Rusty gained national attention in June 2013 after he escaped from his enclosure on Asia Trail at the Smithsonian’s National Zoo. Shama, an experienced mother, gave birth to three cubs June 26. This is the first litter Rusty has sired. Keepers had been monitoring Shama closely the past few weeks since her behavior indicated she might be pregnant. Keepers are observing the cubs via a closed-circuit camera, and the cubs appear healthy. Rusty and Shama’s three cubs join three other litters born within the past five weeks. Two cubs were born May 27 to female Yanhua and male

Sherman. It was their first litter. Two more cubs were born June 16 to female Regan and male Rocco. One cub was stillborn; the other is being hand-reared to increase chances of survival. The surviving cub is currently in critical condition and receiving round-the-clock care. Keepers took extra steps to prepare for the birth of Regan’s cubs. She has given birth before, but has neglected cubs in the past. As a result, keepers trained her to voluntarily participate in ultrasounds, and they moved her to the veterinary hospital before the birth and monitored her 24 hours a day when she began showing signs consistent with an impending birth. Regan is very genetically valuable to the red panda population in human care, and keepers took every precaution to increase the likelihood of a successful birth. Two cubs were also born to female Low Mei and male Angus June 18;

however, one died shortly after birth. Keepers and veterinarians are closely monitoring the surviving cub, and it appears to be healthy. Including the births this year— more than 100 red pandas have been born at SCBI—60 have survived. The survival rate for red panda cubs living in facilities accredited by the Association of Zoos and Aquariums is about 50 percent. Red pandas typically give birth to litters of one to four cubs after a gestation period of about 134 days. Cubs stay in the nest for about 90 days and remain close to their mothers until the next mating season. They reach adult size at about 12 months. The species is listed as vulnerable primarily because of habitat loss. Red pandas live in the cool, temperate bamboo forests in parts of China, Nepal and northern Myanmar. There are fewer than 10,000 adult red pandas left in the wild. Rusty came to the Smithsonian’s National Zoo as the result of a Species Survival Plan breeding recommendation. Shama had been living at the Zoo for several years. The pair was moved to SCBI Front Royal in

January to encourage breeding. Shama had bred successfully at the Zoo before, but she is sensitive to noise during pregnancy. Because it was

possible that increased visitor traffic to see the giant pandas may have compromised successful breeding, animal care staff determined the best chance for a successful pregnancy, birth, and raising cubs for Shama would be at the new red panda facility at SCBI. Headquartered in Front Royal, Va., SCBI facilitates and promotes veterinary and reproductive research as well as conservation ecology programs based at Front Royal, the National Zoo in Washington, D.C., and at field research stations and training sites worldwide. The National Zoo and Conservation Biology Institute is a part of the Smithsonian Institution, the world’s largest museum and research complex.

Front Royal Christian School graduates nine seniors

“The key to life, besides Jesus Christ as your Lord, is to never give up.� That was the wisdom imparted to Front Royal Christian School’s (FRCS) graduating seniors by the esteemed keynote speaker, Cal Thomas, during the school’s ceremony, Saturday, May 31, 2013 at New Hope Bible Church. Mr. Thomas, a graduate of American University, has served as a host for NBC News and CNBC, as well as a contributor to Fox News. He is an author of several books and writes a syndicated Op-Ed column. Mr. Thomas is also the grandfather of one of the nine graduates of the FRCS Class of 2014. Mr. Thomas reminded the graduates that families and friends invested in their education at Front Royal Christian School. He stated that an investment means the investor is expecting a return. He added that the ultimate investment in their lives was by God Himself. He charged the graduates to seek God as they take the next stepto build on that investment. Additionally, Mr. Thomas shared that at different times in his life he was considered too old, too young, too inexperienced, or even too experienced for projects he attempted. He made

reference to President Calvin Coolidge when he told graduates to “never take no for an answer� and to press forward with persistence and determination, the two major attitudes that can solve the problems of the world. The keynote address by Mr. Thomas followed opening remarks by Front Royal Christian School Administrator Lorraine Hewitt. She shared with the graduates, their families, and friends that she felt honored to know these students. In their diversity they had taught her, the faculty, and the student body, how to work on and achieve unity. Class of 2014 members Christine Collins, Henry Lawless, and James Miller led the praise and worship segment of the ceremony. They were accompanied by alumni Garret Coffman who played the drums while recording artist Marie Miller played the keyboard. An online search turned up the Catholic website “New Advent� which defined Paganism “in the broadest sense� as “all religions other than the true one revealed by God, and, in a narrower sense, all except Christianity, Judaism, and Mohammedanism,� adding, “The term is also used as the equivalent of Polytheism.� Additionally, New Advent notes the name pagan derives “from the Latin pagus, whence pagani (i.e. those who live in the country), a name given to the country folk who remained heathen after the cities had become Christian.� It goes on to add references to other sections where “various forms of Paganism (Brahminism, Buddhism, Mithraism) are described in special articles.� So, here we see the root of the problem – for the true believer in monotheistic traditions, the category of pagan encompasses all belief systems that are fundamentally wrong –

Religion RELIGION, from 11 man the Rev. Federico Lombardi said that while the movie reviews are just that – film criticism, not theological pronouncements – they do reflect Pope Benedict XVI’s views on the dangers of turning nature into a ‘new divinity.’ (actually, since such faiths predate Christianity, shouldn’t it be ‘old divinity’?)� And despite then-Pope Benedict’s designation by some as “the green pope� due to stated concerns about the environment, Rizzo noted in 2010 that “In a recent World Day of Peace message, the pontiff warned against any notions that equate human beings with other living things in the name of a ‘supposedly egalitarian vision.’ He said such notions ‘open the way to a new pantheism tinged with neo-paganism, which would see the source of man’s salvation in nature alone, understood in purely naturalistic terms.’� A Pagan priestess speaks We asked the woman whose Tarot reading set up in a downtown Front Royal store earlier this year set off the current uproar about legal prohibitions revolving around “fortune

telling� practices and practitioners, about exactly who she is and what she believes. “I am an Interfaith Priestess of Nature Spirituality,� Maya White Sparks told us. “A lot of pagans are eclectic, drawing from various traditions. I was initiated into Dianic Wicca as a Witch, then later took vows as a priestess in a community that has many traditions represented. Currently I am studying Geomancy, the practice of working with the Earth energy matrix for the health of the planet and all Her creatures.� Uh oh, definite “Avatar� similarities there, not to mention a maternal perspective (Mother Earth) in direct contrast to the paternalistic perspective of Catholicism and Christianity in general. “Pagan Priestess is fine as a general reference,� Sparks said of how to reference her in print as she continued. “The word ‘Pagan’ is a catch-all phrase referring to a great many nature-centered traditions, e.g. Druid, Celtic, Wiccan, Heathen, Norse, Asatru, Faerie, Dianic, Native American, etc. I couldn’t begin to summarize all the similarities and differences here, but you can find lots of info online,� Sparks continued. Well, we did – and perhaps sur-

prisingly, it seems the Catholics and Pagans are somewhat on the same page, at least on general descriptions of the conflicting faiths, if NOT on how one defines “truth� at play in the discussion. “I think one thing I can safely say is that we all consider Nature to be sacred and that there are many Spiritual Beings working through nature whom we work with, for wisdom, healing, conscious creation of our lives, and the actualization of our Divinely-given gifts, which include psychic abilities,� Sparks explains. “Many of us use various forms of divination to tap spiritual guidance. People can do readings, use divination tools, for themselves or, if they are called to be helpers of others, they can use divination tools as a form of spiritual counseling. People who feel called to be helpers of others may study and become clergy, ordained by their spiritual community, as Priestesses, Priests, Elders, Sages etc.� We asked Sparks if Pagans received the same legal consideration from government and the law that other faiths do. “It is my understanding that the government is not in the business of defining specific religions, but it is supposed to honor the individual’s

right to practice whatever religion they wish to. However, the government, specifically the IRS, is in the business of approving applications for non-profit status, and has done this for many pagan religious organizations. Some are recognized as Churches, some as charitable organizations (as her Spiral Grove community is), some as religious organizations. The Commonwealth of Virginia honors the designations of the IRS.� We pressed Sparks on the type of recognitions Pagans receive legally, as that is likely to be the bottom line in any Front Royal Town Code changes, alterations and enforcements. “The U. S. Military and U. S. Prison system recognize the rights of pagan service people and pagan prisoners to practice their religions,� Sparks replied. “A few years ago, the government finally allowed pagan military families to place pagan symbols on their tombstones. Before that, they finally allowed space for Wiccan gatherings at a base in Texas and I presume they do so for all military pagan groups everywhere, but I am not informed about that. The Spiral Grove is in touch with pagan prisoners around the country who receive varying amounts of respect and sup-

port for the practice of their religions; it seems that many such groups have been forming in recent years.â€? So, there you have it, along with related discussions elsewhere in this edition – the essential issue at play in, not only the Front Royal “fortune tellingâ€? and “gypsyâ€? code debate, but the debate about beliefs and lifestyle choices around the nation and the world is – Does any one faith, even a society’s dominant one, have exclusive legal province in a civil, secular society over the concept of truth as it applies to everyone’s ability to make personal choices on belief and lifestyles? I think our nation’s founding fathers were pretty clear in that regard: “Congress shall make no law respecting establishment of religion, or prohibiting the free exercise thereof ‌ (First Amendment, U.S. Constitution). That seems pretty easy to decipher – NO belief system should have ascendance over any other legally; though that fundamental concept continues to be at the root of much legal and political debate, not just here in River City, but in the streets and halls of government and law across the nation.

Shane Kidwell again facing domestic violence charge May anger management sentence apparently yet to show results

Michael Shane Kidwell mug shot from earlier legal troubles By Roger Bianchini Warren County Report Just five weeks after a slap-onthe-wrist sentence – take an anger management course – was handed out to Michael Shane Kidwell on a no contest plea to Assault & Battery of a Family Member charge brought by his live-in girlfriend Penny Heflin, an identical charge has been filed by Heflin against Kidwell. In a June 30 Affidavit/Protective Order filed by Heflin she alleges that the 6-foot-3, 230-pound Kidwell “grabbed me by my hair ‌ and then hit me in the faceâ€? as she was attempting to make a phone call to get a ride out of the couple’s Poor House Road residence at the culmination of an argument that had gone on for some time after Heflin picked Kidwell up from work. “I then got the kids and animals out of the house and called 911,â€? Heflin reported in the affidavit. A hearing on the new charge was set for July 11, at 10:30 a.m. according to the affidavit/protective order filed in Warren County Juvenile and Domestic Relations. According to the incident report the new incident occurred on June 26.

Kidwell’s anger management sentence and corresponding court order to maintain good behavior until reporting back to court on November 18, to verify successful completion of the anger management course and good behavior order, was handed down by substitute Judge Julia T. Cannon on May 20. Both a substitute judge and prosecutor were brought in due to the fact the earlier domestic assault charge dating to April 12, 2014, involved a corresponding assault charge leveled by Heflin against Kidwell’s mother, Pam, who is Chief Clerk of Warren County General District Court. On May 20, Special Prosecutor Justin Wilcott of Rockingham County told Judge Cannon that it was Heflin’s wish that both dismissal of the charge against Pam Kidwell and the plea agreement and light sentence against Shane Kidwell be accepted by the court. On May 27, Commonwealth’s Attorney Brian Madden sought a continuance of a probation violation hearing against Shane Kidwell related to a 2012 conviction on “abduction by force or intimidationâ€? and “unlawful woundingâ€? charges related to a May 29, 2011 incident involving another female companion, Tamara Dawn Walton. Walton told police Shane Kidwell, whom she described as her ex-boyfriend, “entered her residence while she was asleep ‌ that Michael then jumped on her while she was in bed and sprayed her in the face with mace. Michael then began choking her and threatening to kill her and then himself ‌â€? In 2012-13, Kidwell served 14 months of a four-year sentence on a guilty plea in the Walton case. In seeking that May 27 continuance Madden told the court issues related to work release incarceration needed to be resolved before finalizing the probation violation situation in the wake of the May 20 domestic violence conviction. Questioned about Kidwell’s current status, Madden said that in the

subsequent June 24 probation violation hearing, three months of his suspended sentence in Walton case was revoked. However, Kidwell was granted a delay in reporting to serve that three months for two reasons: one, to ascertain how work release through the new regional jail would proceed, and second to allow him to complete the multi-week anger management course mandated by the May 20 domestic assault conviction. The final class of that series would have led to Kidwell reporting to jail to serve the revoked three months

on the probation violation charge on August 6, Madden said. Kidwell was picked up at 9:30 p.m., July 8, in the wake of the new charge. A hearing was scheduled on that charge for July 9 in Warren County General District Court, with a subsequent hearing in the county juvenile and domestic relations court on July 10. He remained incarcerated in the RSW Regional Jail pending that hearing. As the April case was working toward its resolution we verified that Shane Kidwell had an outstanding

restitution balance of $2,266.70 in Warren County Circuit Court and of $1,003.02 in Warren County General District Court. The circuit court balance is related to the 2012 convictions in the Walton case. According to the clerk’s office, that balance reflected no payments since 2012 when the original balance was $2,336.72. The general district court balance is related to earlier animal cruelty cases dating to 2006-08. – rogerb@warrencountyreport.com

From left, Dennis Carson, Art Drago and Alex Snyder prior to June 28 Black Belt promotions By Roger Bianchini Warren County Report On June 28, 2014, there were two Black Belt promotions at the Front Royal Karate Club – but with 110 previous Black Belt promotions at the Okinawan-style Shorinryu Dojo over its 41 years, business as usual for 8th Degree Black Belt and Sensei Arthur Drago, right? Well, not exactly. I discovered that one of those promotions, to Second-Degree Black Belt, involved Alexander Snyder. I knew Alex casually from his midweek volunteer work in the Information Booth at the Warren County Government Center and his mom, Colleen’s, friendship with my partner Paula. REALLY?!!? Alexander is a Black Belt going for 2nd degree, I asked. My surprise stemmed from the fact that the 25-year-old Alex has dealt with tremendous physical challenges

throughout his life. As he and his mom Colleen later explained to me, those challenges began in early childhood with a malignant brain tumor leading to chemo and radiation treatments and a number of surgeries throughout his life that have left him with partial use of his right arm and leg, as well as partial blindness. “It was left side brain surgery, which impacts your right side. It’s called hemiparesis and is similar to the impact of a stroke,” Colleen explained during a post-promotion, July 2 interview. I dropped by the dojo about a half hour prior to the 7 p.m. start of the promotions. I asked Alex and fellow Black Belt candidate (first degree) Dennis Carson if they’d mind sharing their experiences with me later and if it would be all right to photograph during the promotions. Both agreed as they prepped for the ordeal to come and posed for a few pre-promotion photos with their instructor.

It had been a while since I had attended a martial arts promotion and what I witnesses that night drained me – and my camera battery – after two hours of katas, with and without weapons, and round after round of ritualized sparring with various Black Belts present. When I left at 9 p.m. both Alex and Dennis were still at it, as they readied to face a series of 800 punches, blocks and kicks from six Black Belts tapped by Drago to

continue the promotion. “I was as drained as my camera battery after two hours and I was only watching,” I told Alex and his mom after running into them at the WCGC around 9 a.m. on Tuesday, July 2, as Alex was getting dropped off for his Tuesday volunteer gig at the government center. How long did it go on after I left at 9 p.m., I asked. “At least another half hour,” Alex

said. As I switched mental gears from the mysterious workings of local government, to the remarkable display of mental and physical discipline and endurance I had witnessed 2-1/2 days earlier, I asked if we might take advantage of my schedule bungling showing up for a first Tuesday of July meeting that probably hasn’t been held for a decade and do the interview that morning. Alex said the timing was good and Colleen agreed to sit in to tie up any loose ends on Alex’s medical history. “How did you feel at the end?” I asked, “I know there were two of you taking turns, but 2-1/2 hours of that, even split two ways, has got to be draining.” “It was relief – and achievement,” Alex replied. “It’s a real treat that I’m finally at that level and that I maintained the discipline and commitment to get there; I’ve overcome some things …” Some things, indeed, I thought. “I know my limitations, what I can do and I try to push myself to overcome those limitations,” Alex continued. “You’ve got what you’ve got and the body you have – and you have to

He explained that at age five he would go with his mom to watch his older brother Emmett, then eight, take youth classes at the Front Royal

Karate Club. “He was off the radiation and chemo treatments and surgeries then and Artie saw him watching and said, “Why not get him up here?� Colleen recalled. “Art is good at adapting to abilities if there is a special situation like Alex has. He’s very up front on his ability to work with them.�

“And I just sort of got into the swing of it,� Alex recalled. And 20 years later here you are. Playing to the Edge “I really just make adaptations to students who have handicaps. It is intuitive to the situations,� Drago

Community told us in response to a question about Colleen’s observation. “What you saw by both testing students (on June 28), I believe, is what has been the essential fabric that brings a continuance to these four decades in this community. What you witnessed was human effort that lifts itself beyond words. It is the ALL that we experience each time a student takes this challenge – Playing the Edge; taking it to the limit One More Time; reaching within one’s self when there is Nothing in the Tank, could be phrases that may touch this outpouring.� Asked about that history of outpouring at his dojo, Drago told us that Alexander Snyder is the 51st Black Belt to reach Second Degree or higher, and that Dennis Carson, who went for First Degree that night, is

Dennis told us his, and his family’s, journey into karate and dojo family began just four years ago. “My oldest son started taking class when he was six and after a year of watching his classes we decided to start as a family when my youngest son turned five,â€? Dennis how nerves played into the equation of his first black belt promotion. “While I would say I was little nervous, I was mostly anxious,â€? he replied. â€œFor me, I was confident that I knew the material but I was a little nervous about my endurance. Generally, the classes leading up to the promotion play the biggest part in the preparation. Knowing that there would be higher level Black Belts in attendance does change the feeling of this promotion compared to all my previous promotions.â€? Alex agreed that preparation, including overnight weekend training leading toward Black Belt promotion, is the key to the constant evolution of the karate student. Alex traced his history through his first youth pro-

motion at age 7 to a junior Black Belt with two loops as he entered middle school. Colleen noted that shortly after that promotion, at 13, Alex dealt with another surgery, this one to his leg. After recovering from that physical setback, Alex progressed through three more promotions, into the adult level, culminating with his first-degree Black Belt promotion on March 20, 2010. His mom noted that Alex’s last leg surgery was in 2011. “When you move to the adult level it is more intense, there is a greater maturity level,� Alex says. “It took four years this time. This [promotion] was a little longer, a little more fatiguing. But I did a lot of gym work on the side to prepare.� “What makes it great is that everyone is there to help build you up,

rather than tear you down,â€? Dennis said of the process culminating with Black Belt promotion. â€œOnce the promotion was finished I was filled with a great sense of accomplishment and pride.â€? Did he draw any inspiration from sharing the Black Belt promotion stage with Alex, knowing the difficult physical path Alex has tread to this point in his journey? “Knowing that Alexander is able to push beyond his physical limitations and reach this level should be an inspiration to everyone,â€? Dennis observed. “While many people would choose to let their disabilities hold them back, Al continues to push himself despite them.â€? Kathleen Kearns Pelletier Born in Kansas in 1949, Sarah Kathleen Kearns Pelletier (nee Main), was the youngest of four children. The family soon moved to New Jersey for a few years and finally settled in Dallas, Texas where Kathy was brought up and educated. She has always identified with Texas, even liking the Dallas Cowboys! Kathy graduated from the University of North Texas, followed by various grad school studies at different universities. Always adventurous, she set out early to see the world. Marrying young, she set out with her husband, John, a Central Intelligence agency (CIA) employee, to live in Laos during the Vietnam War. Barely 21 years old, and married less than a year, she became a widow pregnant with her first child. She returned to Texas to bury her husband and have her child, John. It looked as if her travelling days were over and she would be settling in Texas. However, a year or so later she got a phone call that further changed her life. The then Director of the CIA, William Colby, asked her to go to Washington and become a CIA employee. She joined “The Agency” and stayed until her retirement some twenty-five years later. Her assignments included Australia, Columbia, Mexico, and the Democratic Republic of the Congo. Despite the hardship nature of most of these tours of duty she managed to build an impressive career as a single mother and later married and gave birth to her daughter, Jessica, in 1985. Her travels took her around the world several times, notably China, Pakistan, The Philippines, Japan, Cyprus, Greece, Iran, Thailand, Cambodia, all over Europe and 49 of the US States. By the time she retired, Kathy was fluent in Chinese, French, and Spanish. A good companion to have at a foreign restaurant! Her travels continued after retirement, where she worked away on her bucket list. One of her favorite trips, and a must on her bucket list because Alaska was the last US state she had to visit to complete her list of fifty, was a sea cruise to Alaska’s Glacier Bay combined with a land cruise to Denali Park. Kathy’s travels lead naturally to one of her favorite pass-times: gourmet dinner parties hosted by her. She was especially fond of French and Thai food, both of which she excelled at. Her dinners were the place to be on any night of the week not only for the food, but the stories with which she delighted her guests. She, of course, had all the right beverages and settings appropriate to the dinner being served. Her creativity extended to more artistic pursuits as well. She loved tiling, picking up tiles in her travels and tiling her own home and those of others. She started her own tiling business: The Mad Tiler, which kept her quite busy after retirement. When she wasn’t cooking or tiling Kathy found wants to satisfy her adventurous side, activities most of us would steer clear of. She obtained her pilot’s license, enjoyed parasailing and sky diving. Some say she never could keep her feet on the ground! In 2001 Kathy married Bob Pelletier and before she entered Loving Arms in 2007 we continued working on her bucket list, visiting Ireland where she kissed the Blarney Stone, France, where we toured the Loire Valley wine country and Italy where we explored the Amalfi Coast and climbed up Mount Vesuvius, and closer to home, whale watching off the coast of Martha’s Vineyard. revenue lost in 2010 due to a court decision on a legal challenge by three corridor restaurant chains (Cracker Barrel, Applebee’s and TGIFridays) over the nature of meals-tax based PILOT fees attached to water-sewer utility bills. That decision by Circuit Court Judge Dennis L. Hupp was based on the restaurant argument that as worded in the town utility contracts

with the businesses, the meals tax fee was a pass-through tax on the restaurant customers, not a tax directly on the businesses. And it was the latter, taxes on the businesses themselves, that was authorized in both the utility contracts and the 1998 Corridor Agreement between the town and county enabling those fees. Perhaps ironically, those overruled utility contracts were penned during the tenure of Blair Mitchell as town attorney. Mitchell left the town for the same job with the county several years ago. The 4-cent meals tax aspect of the PILOT fees, created to compensate the town for lost tax revenue from its extension of central water-sewer into the county to facilitate commercial development there, accounted for an estimated 80 percent of the town’s PILOT fee revenues when the court decision came down in two parts in late 2009-early 2010. And with long-term utility contracts in place with existing corridor businesses at the time of that court decision, the town was unable to revisit the contract wording upon which Hupp’s decision was based. But now with at least two major corridor hotel operations on the horizon, Hrbek explained now is an

opportune time to revisit PILOT fee contracts with both new and existing businesses. As the agenda item was reached, Councilman Daryl Funk recused himself from the discussion due to

a conflict of interest from his legal work at the Pond-Athey-Pond law firm that represents corridor clients, including individual businesses and shopping center owners. However, Funk busily jotted notes as the dis-

I joked with Funk, conveniently seated within whispered ear shot of the meeting room press table. While, as noted during the work session discussion, chances are slim to none that existing businesses will agree to adjust their utility contracts to enable meals or lodging tax-based PILOT fees to be reinstituted, an attempt should be made. Hope springs eternal, I guess ‌ The town voluntarily added lodging-tax-based PILOT fees to its 2010 Resolution eliminating meals-tax fees from the existing utility contracts with corridor customers. That was because the writing was on the legal wall that it would also be considered a pass-through tax on customers had the town elected to re-fight an already lost legal battle.

Hrbek’s suggested initiative is to rescind the 2010 resolution so the town can submit reworded utility contracts to both new and old corridor businesses subject to meals or lodging taxes. Vice-Mayor Shae Parker suggested approaching management or ownership of existing businesses to “explain what the intent of the community was� in establishing the PILOT fees including a meals and lodging tax component. However, like Mayor Tim Darr before him, Parker suggested caution in proceeding due to the likelihood those existing businesses would refuse to renegotiate utility contracts to enable additional fees be imposed on them regardless of “the community’s intent� in originally authorizing PILOT fees. “One big concern I have is creating an uneven playing field between the old and new businesses out there,� Darr said at the outset of the discus-

sion. “What concerns me is fair and equitable treatment – if we reinstate [fees in new contracts] we better prepare for litigation,� Parker added. “Well, it’s unlevel right now for the town,� Councilman Hollis Tharpe chimed in of the largely un-replaced meals and lodging tax-based fees that accounted for the lion’s share of the town’s initial PILOT fee revenue. In response to a question, the mayor said he thought the amount of revenue at stake from this initial exploration would be about $168,000, compared to the lost $600,000 estimated from 2007-09 numbers. “We need to have a game plan in place to educate the businesses out there. We don’t want the businesses to panic if they see this in the newspaper. There are some hardship issues out there,� Darr observed of relative financial positions in the corridor. “This scares me, especially what Shae said about litigation,� Council-

Front Royal-Warren man Gene Tewalt said. “The VML (Virginia Municipal League) will not cover us – we know what we’re doing ‌ I agree, maybe we should explore it, but we don’t want to run anybody out of business.â€? The consensus was to have legal staff explore options, including the opinion of the town’s corridor legal consultant Carter Glass, about all the legal implications of attempting to reinstate the specific PILOT fees in reworded contracts. The mayor also suggested running the idea by towncounty Economic Development Authority Executive Director Jennifer McDonald for feedback. Hrbek agreed there was no need to rush into any decisions, but that now was the time to begin re-exploring the issue. Liaison? The potential of strained relations between the town and county over corridor issues was apparent when

council reviewed the proposed agenda of the June 17 town-county liaison meeting. Mayor Darr noted that county officials did not want a towncounty “Property Boundary Adjustment Process� item included on the agenda unless there was a specific proposal on the table. “I think it’s just to discuss it as a more universal process,� Hrbek observed. “Their response is they are not interested except on a case-by-case basis,� Darr replied. Hrbek said that if the county didn’t want to discuss boundary adjustments in general terms, then he felt the town shouldn’t agree to talk about town-county consolidation (also on the agenda) in general terms either. The council consensus was to request removal of a general discussion of consolidation from the agenda if the county insisted on removing a general discussion of boundary adjustments.

Morgan’s Ford Bridge opponents lobby state, governor

The existing Morgan’s Ford low-water bridge By Malcolm Barr Sr. Warren County Report Potential state approval of the Morgan’s Ford low-water bridge replacement stirred up Warren County residents north of Front Royal this past couple of weeks. Following previous efforts that have delayed, though not killed the replacement plan, opponents have taken to the Internet to seek Governor Terry McAuliffe’s intervention to halt approval of the county and state-favored plan. The controversy revolves around replacement of a 1925 low-water bridge with a 21st century-designed two-lane structure. So far, some 250 people have signed the petition forwarded by Rockland-area opponents to limit any bridge replacement upgrade to one lane.

“I hope we get up to a thousand signatures,” said area resident Barbara Frank, who described the picturesque area as “an imminently endangered historic site.” The current petition states “VDOT’s proposed plan for a new bridge ... would result in the changing of a minor rural road into a major arterial connector with high volume traffic. It would also result in the destruction of the current public park located on the south side of the bridge (and) adversely affect several National Register Rural Historic Districts in the region.” Citing three deaths at the bridge during storms and high water in recent years, the Warren County Board of Supervisors last voted 4-1 in favor of the VDOT proposal, which is accompanied by mostly federal money

The petition also warns that “commuter traffic to and from a new Warren County middle school, a new hospital, and

more than 600 acres of new housing development in eastern Front Royal, would be routed across the planned new two-lane bridge.” Despite years of county and state scrutiny, opponents allege no adequate study has been undertaken of alternative bridge sites that could

potentially route existing, as well as feared future commercial, industrial and commuter traffic, away from northside rural neighborhoods. Thomas Hill questions VDOT’s study citing 1,200 car trips a day cross the current low-water bridge. Carolyn McKay, of Millwood, says the VDOT proposal “will not only destroy a historic site, it will also cause an environmental impact” she alleges have not been studied despite state claims to the contrary. “Route 624 is a narrow, winding, county road that has had an increase in accidents due to speed and animal population. Additional traffic will add to the problem,” McKay says. “Many of us left Northern Virginia to live a simpler life in the country. Please stop trying to convert our country life back into what we left,” Linda Nelms said. County officials say both they and the state have addressed some of these complaints by placing limitations on future commercial traffic, not only on the existing bridge, but its replacement – but you know how promises go …

By Roger Bianchini Warren County Report The less-than-seamless transition to a regional jail for Rappahannock, Shenandoah and Warren Counties got hit with an unexpected blockbuster on June 30, when RSW Jail Superintendent Robert Mulligan announced his “retirement�. The retirement was effective July 1, 2014, the long-anticipated target date for the RSW Jail opening. However, the three involved counties had been transferring prisoners into the new facility for about 10 days in the wake of the official ribbon cutting of June 16 and Open House that saw over 2,000 people tour the facility on June 17. A press release issued several hours

after this reporter got a June 30 tip Mulligan was no longer superintendent carried the headline, perhaps ironically in “quotesâ€? considering the unexpected and inconvenient timing of the announcement, “RSW Regional Jail Superintendent To Retireâ€?. Well, at least the quotes weren’t just around “retireâ€?. In the release issued by RSW Authority Chairman and Warren County Administrator Doug Stanley, Mulligan is quoted stating, “It is with mixed emotions I am announcing my retirement from the Law Enforcement community which began over 31 years ago. It has been a pleasure working with all of you during my career with Loudoun Sheriff ’s Office and most recently the RSW Regional Jail. I am sad because I am sure I will miss the challenges and self-fulfillment of doing the job, but am excited about my new challenges which include improving my golf game, motorsports and fishing ‌â€? The press release adds that RSW Jail Deputy Superintendent Russ Gilkison has been appointed as Act-

ing Superintendent. “Russ ‌ has over sixteen years’ experience as a law enforcement professional; six of those as an executive level manager for the Loudoun County Sheriff ’s Office as the Assistant Division Commander of the Corrections Court Services Division,â€? the press release states. Reached by phone on July 2, Mulligan said while the retirement may have been unexpected to others, it had been his plan all along but “I saw no reason to broadcast it to everyone.â€? However, he added there were personal family dynamics involved in the decision. “It’s just my time,â€? Mulligan said, adding, “They’ll be fine without me; Gilkison’s a good guy, he trained to do the job – they’ll be fine.â€? Mulligan, who applied for the RSW job after retiring from Loudoun County court services, denied that the amount of work involved or any technical issues related to internal tracking of inmates from three counties in one facility had impacted his decision. The jail authority voted to hire

Mulligan as RSW superintendent on April 25, 2013. He officially assumed the role on June 1 of last year. There had been no indication his role was viewed only as preparatory one. In announcing his hiring last year, Stanley said, “I think Mr. Mulligan will be a great fit for the RSW based on what I have heard about him ‌ In particular he has experience opening and operating facilities similar to the RSW. It is an added bonus that he lives within about 20 miles of the facility.â€? As Carol Ballard reported for us upon his hiring, “Mulligan has been in the field of corrections for over 25 years in Virginia, from 2002 to 2012 served as Superintendent of Corrections and Court Services in Loudoun County. He supervised over 200 employees in his role as head of the Loudoun County Jail, and was the Project Manager for the design and construction of Loudoun’s new jail facility.â€? Mulligan was hired from a field of eight candidates, five of whom were

interviewed by the RSW Authority on April 15, 2013. Mulligan officially got the jail authority’s nod 10 days later. Now it’s back to the drawing board. Among bumps in the tri-county transition to a regional jail facility from which their prisoners must be transported back for county courthouse legal hearings was the transport of the wrong prisoner to a hearing in Shenandoah County on June 27. According to attorneys familiar with the cases, David Bowen, 23, was transported from the RSW Regional Jail for a morning docket hearing in Woodstock in place of his 49-yearold father, Daniel, also an inmate just moved from Shenandoah County into the RSW Jail. The elder Bowen’s hearing was rescheduled to the afternoon docket and apparently had no lasting impact on either Bowen’s legal situation. The RSW Regional Jail is located in northern Warren County, off Route 340/522 North.

150th Anniversary Commemoration of the Second Battle of Kernstown

Liberty Rifles in formation By Sue Golden Frederick County Report On July 24, 1864, Confederate Lieutenant General Jubal Early marched north from Strasburg, Virginia with an army of approximately 17,000 men. He was marching to meet Union General George Crook, who had his artillery perched on Pritchard’s Hill in Kernstown. Not realizing he was outnumbered by over 5,000 men, Crook sent his troops forward to meet Early’s army. They did not get far. By the time they reached the Opequon Church just south of Pritchard’s Hill, the Union troops were being overrun. Colonel James Mulligan tried to rally his troops in front of the Pritchard House behind the stone wall that flanked the driveway. Mulligan was fatally shot by a Confederate sharp shooter. When his troops tried to carry him off the field, he told them to “lay me down and save the flag.� Mulligan later died in Samuel

Pritchard’s arms. The Union army retreated, leaving Early a path into Pennsylvania. But the victory was short-lived. President Abraham Lincoln put the Shenandoah Valley under the control of General Sheridan. In rapid succession there was the Third Battle of Winchester, the Battle of Cedar Creek and the Burning of the Shenandoah Valley. Without the “breadbasket of the Confederacy,� the Valley and ultimately the Confederacy were lost. Nine months after the Second Battle of Kernstown, the war ended. The Kernstown Battlefield Association is having a 150th Anniversary Commemoration of the Second Battle of Kernstown on July 19 and

area that were instrumental during the days leading up to the culmination battle at Kernstown. The oneday-only tour will be led by noted author and historian, Scott C. Patchan, and begins at the battlefield Visitors Center at 8:00 am on Saturday the 19th. Mr. Patchan is the author of numerous books on the Valley Campaign and brings many extra insights to the tour participants. By the end of the day, you’ll have a much better understanding of the “how and why� of the battle. The tour cost is $95 and includes lunch. Meanwhile, the Commemoration at the Battlefield will include an extensive living history display with many living historians, the Virginia Civil War 150th History Mobile, period fashion shows, live music by the “Shenandoah Valley Minstrels� (Sunday only), walking tours of the Battlefield, tours of the 1854 Pritchard House and the Visitor Center/Museum will be open. By Carol Ballard Warren County Report The great community spirit that is a big part of Front Royal and Warren County was again in full force on Saturday, June 28 at the Royal Plaza Shopping Center during the Community Day Event. The day was hot, but was attended by about 100 people and volunteers were the mainstay of the event. They donated free paper shredding, provided VIN etching, and made sure games and a Moon Bounce were fun and safe for the kids. A DJ provided the background music for the festivities. Melissa Simmons, Brian Williams and Jennifer Nicholson, who are members of the Royal Plaza Merchants Association board were responsible for arranging the event. “The event was organized by us to give back to the community, and educate the Community about the non-profits in the area,� said Melissa Simmons, Royal Plaza Property Manager and co-owner of Affordable Management Solutions. The 10 non-profit organizations involved were: The Laurel Center; Phoenix Project; Hospice; Able Forces; Affordable Property Management; Big Brothers Big Sisters; United Way; Front Royal Women’s Resource Center, and Leslie Fox Keyser Elementary School’s Parent Teacher Organization. The paper shredding was done by White Properties of Winchester and due to overwhelming public response, the truck was filled to capacity close to 1:00 p.m. Those who were too late to get their materials shredded were given a pass to take them to Winchester if they chose. The valuable VIN (vehicle identification number) etching was courtesy of a cooperation between insurance companies through the insurance

fraud program, and the Virginia State police. Melissa praised DJ Harold Chunn for volunteering his services and, she pointed out, at short notice‌he’s also available for other events at 540671-1171. Royal Plaza board member Janice Hart also volunteered to help with the HEAT crew to provide free Vehicle Identification Numbers (VIN) on car windows. In conversation, she mentioned that while it’s a good idea for all car owners to get the VIN etching done on their windows, it’s even more important for folks with older cars to do it. Often, older cars are more likely to be stolen because they didn’t come standard with the same level of security as newer models, so it’s often easier for thieves to steal them. Also, most thieves are looking at cars for their parts. Older ones can provide a lot of value because a thief can make more money by selling the parts of an older car than by selling the entire car. Most parts on a vehicle already carry at least a partial VIN, and many auto parts buyers will not buy parts that carry identification numbers. If a thief tries to sell the parts from a vehicle for profit, those marked parts carry a higher risk for both the thief and the auto parts seller. And since the windows usually don’t have identification numbers, and are often interchangeable between different years and models of vehicles, there’s potentially a greater profit for the thief compared to other parts. Special Agent Michael Jones with Virginia State Police, who does auto theft deterrent work in addition to working in criminal investigations, was at the event and he and his volunteers used a stencil and an acidic etching paste to engrave the identi-

FRPD Chief Norman A. Shiflett wants to remind everyone that numerous traffic detours will be occurring in the downtown area that afternoon and evening starting at approximately 4:30 p.m. At 2:30 p.m. there will be NO PARKING on the North side of East Stonewall Drive. The parade is scheduled to start at 6 p.m. at the intersection of Stonewall Drive and Commerce Avenue. The parade will travel north on Commerce Avenue and end at the Carnival Grounds on East 8th Street. Thus, Commerce Avenue will be closed in its entirety from N. Royal Avenue to South Street until the parade has concluded. All traffic commuting through Front Royal will be directed onto Royal Avenue. Chief Shiflett advises the parade lineup and route have changed from previous years to reduce traffic congestion in and around Front Royal. Vehicular and pedestrian traffic may be high during this time period and Shiflett asks that everyone please be patient and watchful of others.

A quick knockdown was made and the fire was placed under control in 15 minutes. The fire started in a pan of grease on the kitchen stove. Fire extended from the stove throughout the house. Cause of the fire is unattended cooking. There were no injuries to occupants or firefighters. The family of 7 was provided immediate assistance from the Top of Virginia Chapter of the American Red Cross. Seven fire companies worked the incident. On 7/9/2014 at 1203 pm hours, the Frederick County Sheriff ’s Office received a 911 call from a person claiming to have just been robbed at gun point by 2 females in the Costco parking lot. Deputies responded to the Costco located at 251 Front Royal Pike and identified the victim as a Larry Beamer Jr. of Stephens City, Virginia. The victim advises that shortly before noon, he was driving northbound on Pleasant Valley Road and was stopped at a red light by the Taco Bell and rear exit area of the Sheetz store when 2 white females approached his vehicle and asked him if he could give them a ride to the Costco which the victim did. The victim pulled into the parking lot of the Costco and as he proceeded through the parking lot, one of the females pulled out a handgun, Browntown Road House pointed it at the victim and told him Destroyed by Fire to pull his vehicle into a parking spot. The larvae’s habitof burrowing under the layers of protective shells left behind by previous generations makes them a difficult pest to treat effectively. To further complicate this, the insects lay their eggs throughout the summer, and the larvae are active from June through September, potentially making treatment a lengthy process. Some control methods used against the obscure scale include pesticide sprays, insecticidal soaps, horticultural oils and systemic insecticides. The sprays and soaps are designed to kill insects on contact, while the oils operate by suffocation; these three methods are applied directly to the affected area of the plant. Systemic insecticide, also known as a “drench”, is applied around the

The obscure scale is an armored scale insect which uses its sharp mouthparts to slice into bark and feed on tree sap, ultimately causing dieback of leaves and branches. They primarily target oaks in urban or rural landscapes (rarely forest trees), but also feed on maples, willows, dogwoods, beeches, hickories and walnuts. Obscure scale infestations have the potential to severely weaken or even kill a tree, particularly if it is already under stress. Infestations can be difficult to detect early on because this particular insect is round, about 1/8” in diameter, nearly flat, and a dirty

Four Arrested for Counterfeit Money Scheme Winchester Police Department arrested four people for passing counterfeit $100 bills. On June 29th around 5:30 p.m. officers were called to 1850 Apple Blossom Drive for a report of counterfeit money being passed. Dispatchers provided an officer with a description of a male suspect. The first officer on the scene saw a male matching that description, and made contact with him. The male was identified as Frankie Ramirez, 19, of New York. An investigation revealed that Ramirez had passed several counterfeit $100 bills at two stores in the mall. Ramirez also had hundreds of dollars’ worth of counterfeit $100 dollar bills. Ramirez was arrested and charged with two counts of felony obtaining money by false pretenses, two counts of felony conspiracy, one misdemeanor count of obtaining money by false pretenses, and one felony count of possessing forged bank notes. He was taken to the Northwestern Regional Adult Detention Center and held without bond. An officer on the scene provided information on possible suspect vehicles from prior incidents of counterfeit bills being passed in the city. With that information officers were able to locate a vehicle with New York registration and determined there were three other suspects in this incident. David Pabon, 19, of New York was arrested and charged with counterfeit conspiracy and conspiracy to obtain money by false pretenses. Nicholas Alma, 20, of New York was arrested and charged with identity theft, conspiracy to obtain

Briefs money by false pretenses, conspiracy to possess forged bank notes, and possession of forged bank notes. A 17-year-old juvenile from New York was taken to the juvenile detention center and charged with obtaining money by false pretenses, possession of counterfeit notes, and two counts of conspiracy to commit a felony. The businesses involved in this incident were able to determine the bills were counterfeit by using a counterfeit money detector pen and employees also indicated the money did not feel real. The Winchester Police Department recommends that businesses protect themselves by taking these necessary precautions. Thousands of dollars of the fake money has been recovered. Officers ask that anyone who suspects they received counterfeit money to call the Winchester Police Department at 540-662-4131

K-9 Kota Named Finalist in 2014 Hero Dog Awards K-9 Officer Kota has been named the 2014 Law Enforcement dog winner for the American Humane Association Hero Dog Awards. Kota is now one of eight finalists vying for the title of top American Hero Dog of 2014. “I felt very touched by the loyalty of all his fans,” says Corporal Brittney Neer. “They’ve fallen in love roots, taken into the plant’s sap via the roots, and eliminates the scale insects essentially by poisoning them. It is extremely important to research any control method to determine what its effects on the affected plant and surrounding plants may be, as some substances used to control scale insects are known to harm certain species of plants or deplete populations of the obscure scale’s natural predators.More information concerning control methods and the correct application schedules to follow is available on the Virginia Cooperative Extension’s website. You can also limit the impact obscure scale insects have on a tree by reducing the stress the tree is under- for example, by ensuring it is well-watered and properly mulched. A stressed tree is more vulnerable to damage from both pests like the obscure scale and problems like drought or disease.

On Friday, January 3, 2014, Kota was injured when he was assisting officers with a breaking and entering on Franklin Street. Two suspects were hiding in a crawl space and as Kota was apprehending one of them, he fell through the ceiling nearly 8 feet, to the first floor of the house. The fall caused Kota to break his leg. Even after his injury, Kota showed his dedication to his handler Corporal Brittney Neer, by returning to her side on the second floor of the house. Kota underwent an extensive surgery to treat his broken leg and he continues to go through rehab. Veterinarians are optimistic that Kota will return to duty in the coming months to do narcotics work. New Navigation Signs Installed at Cedar Creek and Belle Grove National Historical Park Visitors looking for Cedar Creek and Belle Grove National Historical Park will find new navigational signs to enhance their visit. Thirteen new signs were recently installed at the park along Route 11 and Interstate 81. Signs at the Middletown and Strasburg exits off I-81 will bring new awareness about this previously hidden national park unit to interstate

drivers. New interstate signs for both the northbound and southbound exits of exit 298 and 302 are combined with off ramp navigational signs, and visitor facility locational signs along Route 11. While an assortment of signs have been used in the past to highlight Belle Grove plantation or the Cedar Creek battlefield, these new signs are the first navigational aids to be installed since the creation of the National Historical Park in 2002. The new signage includes the National Park Service arrowhead and is the first phase in creating a unified look for the park. In addition to directing visitors to the park, new park signs also highlight some of the facilities and information centers operated by park partners. New blue signs direct travelers to the Strasburg Tourist Information Center at the Hupp’s Hill Civil War Park Museum. Signs along Route 11 in the park also direct visitors to explore the Belle Grove Plantation and the Cedar Creek Battlefield Foundation headquarters office. Visitors who are drawn in by the new signs will find a variety of things to do at the park including house tours, ranger programs, educational exhibits, and junior ranger activities. Travelers are encouraged to stop first at the National Park Service Visitor Contact Station in Middletown (7712 Main Street) for information and an orientation to the park WFRD receives improved ISO rating Winchester Fire & Rescue has received notification from the Insurance Services Office (ISO) that effective October 1, 2014 the City’s Public Protection Classification (PPC) will improve from a Class 4 to a Class 3. There are only 11 Class 3 cities in the Commonwealth of Virginia. This puts the City and WFRD in the top 3% of rated agencies in Virginia. The ISO evaluation looks at three

general areas and ranks each on a scale from one (exemplary fire suppression program) to 10 (does not meet minimum criteria), including: 1) receiving and handling fire alarms 2) fire department suppression capabilities 3) city’s water supply What does this mean for the City and its residents? The Public Protection Classification program recognizes the efforts of communities to provide fire protection services for citizens and property owners. A community’s investment in fire mitigation is a proven and reliable predictor of future fire losses. Insurance companies use PPC information to help establish fair premiums for fire insurance — generally offering lower premiums in communities with better protection. By offering economic benefits for communities that invest in their firefighting services, the program provides an additional incentive for improving and maintaining public fire protection. Autopark renovation update Court Square Autopark (2 South Cameron Street) is the first of three downtown autoparks undergoing renovation this summer. All garages, except Braddock, will be open during construction. Court Square Autopark Update: Beginning Monday, July 7th, crews will begin using jackhammers on the 4th floor and it will be very loud. The noise will be heard from inside and around the garage. Work is expected to last most of next week. Please obey any construction signs and thank you for your patience. Kern Toyota changes hands After nearly 22 years, Kern Toyota closed Wednesday afternoon and reopened as Malloy Toyota. Henry “Took” Kern III said he sold the auto dealership, located at 400 Weems Lane, to Jeff Malloy. “We did not sell Kern Motor Co.,” Kern stressed. Kern Motor Co., located at 2110 Valley Ave., sells Buick and GMC vehicles and is run by Took Kern’s cousin, Rick Kern. Their fathers, Henry and Dick Kern, started that dealership in 1946. Took Kern said he will once again work at Kern Motor Co. “There wasn’t a Toyota dealership here at the time I started it,” Kern, 67, said Thursday, adding that it was the right time to sell the dealership. “I think it was the best thing for me and my family,” he said. “They kept the people I had there. That actually was a consideration in selling it. I was not sure what to do, but actually I asked about that and they said they would. That was a good thing. “I have been in business a long time in this area, and I really would like to thank the customers that I have had over the years.” Toyota USA approved the sale Wednesday afternoon, Kern said. Malloy Automotive of Winchester, trading as Malloy Toyota, took over at about 4:30 p.m. Wednesday, general manager Frank Joyce said Thursday afternoon.
