By Thomas Sayre Warren/Frederick County Report The Town of Front Royal has begun the process of updating its Comprehensive Plan. According to an October 19 town work session, the last Comprehensive Plan process began in 1996 with the resulting plan being adopted in 1998. According to a document titled

“Front Royal’s Guide for Success: The Comprehensive Planning Process”, (hereinafter referred to as the “Guide”) a Comprehensive Plan is a guiding document that envisions what the future of a community looks like and outlines the steps it takes to get there. Comprehensive plans address land use, transportation, economic development, the environment, public facilities and

acter of the built environment, parks and open space, and more. It’s an opportunity for many different stakeholders to come together and plan for the future. The plan is a guiding document and does not have the force of law, but an adopted plan should lead to changes in the Official Zoning Map and Zoning and Subdivision Ordinances, which do have the force of law and can guide future development to meet the desired character outlined in the Plan. “This is a kick-off,” said Anne Darby with Summit Design and Engineering Services who was hired to assist the town in developing a plan. “It does not need to come out all at once.” Lauren Kopishke, director of the town’s Planning and Community Development Department will spearhead the project and be a major leader assisting the town council. Kopishke envisions the Comprehensive Plan as a chance for the Town to imagine an ideal future and outline the steps it takes to get there. The Guide states Front Royal’s Zoning and Subdivision Ordinances contain many unintentional barriers to good development. Updating the Zoning and Subdivision Ordinances is the best way to ensure that new development will be in line with the Town’s vision

Public Participation important The Guide states that plans are made to promote the health, safety, and welfare of residents. They hope to collect public input by creating an interactive website, through a survey, public meetings, and public comment on draft documents.

• Review final draft of Zoning and Subdivision Ordinances – January 2023 • Adoption of Zoning and Subdivision Ordinances – February 2023 Kopishke and Darby are hoping to cast a wide net with public participation and receive the right-size of diverse voices. It is the planning team’s responsibility to use their knowledge of planning, local government processes, best practices and systemic thinking to interpret input (comments, survey questions, vision statements) and translate that into plan recommendations. GOP Chairman resigns John Smith resigned as chairman from the Warren County Republican Committee at the last September meeting and stated on the phone later that, “I didn’t feel I was getting any backing or anything.” Smith said he resigned at the end of the meeting and hardly anybody came up to him and said anything. When asked what Vicky Cook, his vice-chair, was going to do, Smith stated “I guess she is resigning too.” Smith said he is still a

member of the committee. Smith, who considers himself a loyal Republican, said he thought he helped move Warren County forward and he learned a lot about leadership and planning. Smith fondly remembered some of his time including the Sixth District Convention at Liberty University where people were able to vote from their cars in the parking lot. The “John Smedley Pig Roast” which has been an annual event to gather before an important November election has been canceled. “It is from a lack of people wanting to do anything,” Smith said. He added that the WCRC is in limbo right now. “I don’t know what they are going to do now.” We asked Vicky Cook, the current vice-chair of the WCRC about her plans and she didn’t want to go on the record except to state, “The executive committee is

Laura Silsbee writes firefighting history for Shenandoah County’s 250th anniversary

Laura Silsbee, here at the Rescue Squad in Strasburg, has a long career working in technical support positions for those folks who fight fires. Her proposal to write a booklet on the history of firefighting in Shenandoah County, has been approved and she’s in the process of completing it for their 250th anniversary in 2022.

By Carol Ballard Warren/Frederick County Report Laura Silsbee didn’t plan on working with firefighters when she was at the university studying archeology in California. But somehow, after graduating, and using her expertise to check out archeology sites in Europe, she found herself back in the States doing an environmental impact analysis at Edwards Air Force Base in the California Mojave Desert. “But I kept edging toward work in fire departments,” she added. “And have since been working in and around them.” She was a support person for fire and rescue operations all over the country, and for the Bureau of Land Management in Montana, training to be a geographic information systems (GIS) technician and on the field support team for their fire response, and to doing the same (GIS) work at several Air Force bases. “The big fire departments have people out there with mapping and

any tools we can get to them are important,” she said. Her jobs kept moving her closer to this area, landing her in tech support roles with fire and rescue departments in Fairfax and Virginia Beach before coming here. And, since she found herself returning to the Valley over and over again, in particular to Strasburg, she finally settled here in March of 2021. And this led to her interest in the ad from Shenandoah County’s 250thanniversary publications committee, looking for people to write one of 12 booklets, each with a different theme, on some aspect of local history. Since she has worked so closely with fire and rescue companies, it’s not surprising that she submitted her proposal to write a 6,000 words/30-page history of firefighting in 250-year-old Shenandoah County. This is scheduled to be published in the spring of 2022 in time for inclusion in the celebration and events that start on March 26. “When I saw the ad from the county for people to write booklets, I thought it would be interesting,” she said. “I started the project in late August.” In her search for the history, Laura plans to cover how different organizations came about, the fires they’ve had, and the technology used, whether horse-drawn and bucket brigades, as well as people they’ve lost in their line of work. “At the moment,” she says, “I’m still very much in the fact-finding stages, doing research at the library, contacting stations, the Fire Marshal, and the 911 call center, etc. My primary sources so far have been local histories and articles, but I am working on some interviews at this point that I think will be really interesting and helpful!” One difference she’s noticed is that in departments like Memphis, both Fire and Rescue are in the same

Right now, when not writing, she works in the Fauquier County’s Department of Fire, Rescue and Emergency Management (DFREM) as the technical systems program manager in Warrenton. “I started at my current position at DFREM in April of 2020 and do the same tech stuff-like mapping to get responders to the right assignment in the right place, for example, to show them where the fire hydrants are,” she explained. company, and first responders are all career, but Strasburg’s Fire Company 51 and Rescue Company 25 are separate and identified by their respective numbers. Also, here first responders are not all career, but mostly volunteers. “When the truck goes out, other neighbors come and help,” she said admiringly. “The fire department volunteers go in one truck, and ambulance and rescue EMTs are in another. They’re also housed in two different buildings.” One other major operation where she was doing tech support was with the City of Memphis Division of Fire Services as a GIS Technical Coordinator for seven years total, and while there was a Technical Information Specialist of FEMA’s Urban Search and Rescue (USAR) Tennessee Task Force One (TN-TF1) for four years in the Memphis Fire Department. Tennessee is one of 28 states that have these teams. “They (first responders) have

According to a recent announcement the planned 911 emergency communications center will have eight instead of four consoles and will share space with the Shenandoah County Sheriff ’s Office. The two most important things are building feeling of safety and a strong foundation By Carol Ballard Warren/Frederick County Report Let’s say you are having a relaxing calm day at the beach, then go out for a swim and are knocked back by an unexpected strong wave. Do you just lie there, waiting for the next onslaught, or go back through the waves, and continue to enjoy the ocean? As with ocean waves, life’s unexpected challenges will always come along, but dealing with them is made much easier if a person is resilient. Christa Shifflett, executive director of the Warren Coalition, who works with people coping with many kinds of problems including addiction, recovering from childhood trauma or even serving time in prison, has information on how to heal and keep on dealing with whatever comes their way. “The two most important things involved in resilience are starting to build a foundation and needing to feel safe,” she says. She also stresses that we need to make social connections. “We are social people and need other people to build a sense of belonging,” she continues. “We need others lifting you up and validating you as a person. This goes along with the “We See You” campaign the coalition has recently launched asking people to recognize other people with the

goal for the whole community to engage in a witnessing campaign to help ease folks’ isolation called “We See You, Warren County.” In this campaign, participants commit to greet others with a smile and a standard monthly greeting—for example, the first month will be simply, “Hello, I hope you have a wonderful day.” This greeting is to be used for everyone, both those you know personally and those you don’t. longing,” she said, and added, “We want to create that and the belief that ‘You matter, belong and are important.” “And for parents who want to help children, they need to be very specific in their praise,” she said. “Instead of saying, ‘Good job, they need to say what was good about it. For example, if a child is working on a difficult math problem, and they get through it, say something like, “You stuck with that even though it was hard,’ like the parent is observing them. It’s helpful to point out what you liked,

without making it about you, the parent. The kid needs to feel good without needing their parents’ approval. “So it should not be, ‘I’m so proud of you,’ but, ‘You need to be proud of you.’” Although it does take practice to give the power to a person or a child, rather than making it about oneself. Another thing to remember is that children notice how parents respond to difficult situations. “They’re watching you,” Christa affirmed. “Children absorb every-

thing around them. Parents have an opportunity every day to model resilient, healthy responses to the inevitable challenges that life throws at us. Also, we can create resilience ourselves through self-affirmation, Christa continued,” We can teach kids how to talk to themselves, like looking in the mirror and telling themselves things like, ‘I’m good enough, smart enough, loveable enough,’ and to tell themselves that every day.” The message to be taken from this is that even if the world is unkind, we can have self-esteem within, to be resilient and pop back up when a wave knocks us down and go back out and play in the waves. “Some of that is turning it around, and you may have to work really hard to do it, but say, ‘I’ll try to do my best, if it doesn’t happen, I will try again,’” she explained. “This is the resilient mindset, and we want to build a sense of resilience so people can bounce back and to build strength, so when bad things come, they will have good coping strategies to withstand them and not make things worse.” In her work with people trying to change toward a more positive path, her mission is to help them develop a sense of hope, purpose, and then choose to fulfill their purpose.

“When I talk to people in jail, I always ask them to tell me what they value,” she said. These can be qualities like humility, loyalty, truthfulness, integrity, and courageousness, but the point is for them to write a value statement and say what they want to do in life. “We’re not perfect and don’t always live up to them (values), but if we don’t, then do acknowledge it and work to get better next time,” she said. She also noted that we all need to take time out for self-care and to do what’s important to us like swimming, dancing, singing, painting or other physical activities, but to do something for ourselves every day, so if things go wrong, we’re not pulled under the waves. “Life is busy, and we don’t always take the time for ourselves or to get together with loved ones.” Something else, not widely known or understood, is how much we are affected by the stress hormones. Christa again underlined how unhealthy the buildup of cortisol and adrenaline are for us. “They can take off 20 years of your life,” she maintains. “It’s not healthy for us and we need to get rid of them.” For example, if you are running late (in the moment) it’s ok for the

stress hormones to function, but when you arrive and relax, they aren’t need any more and they subside. The danger comes from chronic and unpredictable stress as when living in constant fear in an abusive situation. Christa offers a remedy for it. “When people really stressed and overwhelmed, the levels of hormones especially cortisol and adrenaline increase, but deep breathing helps to break them up and dissipate them,” she said. To do this, breathe in and breathe out, and fill the lungs completely with air, with deep breaths. This is an all-day program, ideally breathing deeply with good cleansing breaths 10-15 times in the morning, at lunchtime, dinner and bedtime. “When we are tired, it’s easier to be dragged down, so we need to exercise, sleep, and don’t smoke and drink no more than a moderate amount of alcohol,” she added. Moderate daily amounts of alcohol for women are a five-ounce glass of wine, 12 ounces of beer, or one-half ounce of liquor. For men, See COMMUNITY, 10

There’s a great debate going on across our land. One that happens every year at this time. Heck, it’s happening in my own house. I want you to know where I stand on this important issue. Candy corn. Our country is split down the middle. Well, not literally. Half love it, half don’t. Just like in my own house. I’m a fan, my wife not so much. Brach*s, the company who makes lots of it, did a survey to find out where the most candy corn was consumed, and who ate the least. That is, which states are the most orange and yellow, and which aren’t? California, Texas and Florida are the biggest orange and yellow states. Alabama, Hawaii and Nebraska are on the other end. I’ve always liked Candy Corn. How couldn’t you? When the main ingredients are sugar, corn syrup and shellac (i.e. confectioner’s glaze), what’s not to like? I am a traditionalist though. I prefer the Classic Candy Corn over the Harvest Corn and the Autumn Mix. I don’t want chocolate or mellowcreme with my Candy Corn, but hey, if that’s what floats your boat. The Virginia Department of Agriculture and Consumer Services (VDACS) announced on May 28, 2019 the establishment of the Spotted Lanternfly (SLF) Quarantine for Frederick County and the City of Winchester. The purpose of the quarantine is to slow the spread of the spotted lanternfly to un-infested areas of the Commonwealth. The SLF feeds on more than 70 plant species, including grapes, apples, stone fruits, hops and Ailanthus altissima (Tree of Heaven), which is its preferred host. It poses a threat to Virginia’s peach, apple, grape and wine industries. SLF can also be a nuisance pest to homeowners when numbers are high. • Stop the spread of SLF by checking your car and any outdoor equipment (grills, mowers, firewood, etc.) when going in and out of the quarantine states. • Manage SLF on your property by scraping and destroying eggs, carefully using bands or traps on trees, removing preferred hosts, and using registered insecticides for control when appropriate. The Warren County Sheriff Office welcomed its six newest members on October 6, 2021 when these Auxiliary Program Deputies were sworn into office by Angie Moore, Circuit Court Clerk. The graduation ceremony was attended by many of the auxiliary program instructors, family, and friends of the new deputies. These deputies unselfishly volunteered more than 200 hours of their own time to complete the basic law enforcement course led by Program Coordinator, Sergeant Roger Vorous. The Auxiliary Class of 2021 was the first graduating from the Sheriff ’s Office since 2016, consisting of Deputies Patti Baggarly, Randi Eitzman, Steven Guizar, Bennie Jost, Jonathan Lovins and Donald Orye. The program is unique in that the recruits are citizen volunteers who are not paid by the Sheriff ’s Office, and they completed similar classroom and practical training as their paid counterparts. Sheriff Mark A. Butler spoke at the ceremony and proudly stated that “honor is living up to your commitment. This is a great example of the principle of WE… in that together, we can do great things for our community.” Sheriff Butler thanked each graduate for their commitment and perse-

verance through the tough training, physical injuries, and personal sacrifice of time away from their work and families. Collectively, these deputies bring over a century of proven work skills and experience in the fields of military leadership and special units, training, intelligence, communications, and public safety. The class speaker Bennie Jost, described their journey and how “each of us with our own calling, a renewed longing for brotherhood, a longing to re-engage who we once were, or desire to take our civilian specialties and use them for a more just cause.” He spoke about an unselfish calling, and that they will “stand in the voice of justice… yet, have many occasions where we will sit and listen. Stand for those who cannot.” The ceremony closed with the class thanking Sergeant Vorous for his leadership and awarding him with a hand-made wooden flag. These deputies now look forward to a demanding DCJS required field training program as they ride along with their new Sheriff ’s Office teammates. They will have the same authorities granted under the Code of Virginia, with a few limitations. Congratulations Class of 2021!

Now I’m running 5Ks, and am either at the gym or doing a hard trek five days a week. I lost 17 pounds and I’m keeping it off. I love how I feel and how I look.” Pampe credits the expertise of the instructors and the support of others in the group with helping her gradually make lifelong healthy changes. “We had a mixed group, including some folks who had difficulty walking any distance at all. Police: Winchester man arrested after severely attacking girlfriend At approximately 11:15 pm on October 16, 2021, Winchester Police Department (WPD) responded to the 700 block of Kevin Ct. for a report of a man actively assaulting a woman with a knife. As officers arrived on scene, the man, identified as 44 year old Charles William Newman III of Winchester, fled inside his residence. Newman’s 36 year old girlfriend was found lying on the ground suffering from several lacerations and blunt force trauma. The victim was transported to Winchester Medical Center by Winchester Fire and Rescue. Officers observed a small child inside the home with Newman and immediately attempted to call him out of the residence. Their attempts were unsuccessful; therefore, members of WPD SWAT entered the home and took Newman into custody. The child was found safe and turned over to

Domestic incidents end in arrest for attempted murder At approximately 9am on October 8, 2021, three separate 9-1-1 calls were received by the Winchester Police Department (WPD) as witnesses observed Ernesto Newman, violently assault his 41 year old girlfriend shortly after she arrived to their shared home in the 200 block of E. Pall Mall St. Witnesses stated that Newman pulled the victim from a vehicle, shoved her to the ground, slammed her head onto the concrete, and strangle her as he made threats to kill her. Newman then went into their home and returned outside with a knife and held it to the victim’s throat. As WPD was heard arriving on scene, Newman retreated in the home and released the victim. More Cheetah Cubs in Front Royal Carnivore keepers at the Smithso-

nian Conservation Biology Institute (SCBI) in Front Royal, Virginia, welcomed a litter of five cheetah cubs today. Five-year-old female Rosalie birthed the cubs at 5:20 a.m., 8:24 a.m., 9:42 a.m., 10:33 a.m. and 11:16 a.m. ET. The family can be viewed via the Cheetah Cub Cam. Ten-year-old Nick, who was the first cheetah born at SCBI, sired this litter. Animal care staff will leave Rosalie to bond with and care for her cubs without interference, so it may be some time before they can determine the cubs’ sexes. The cubs appear to be strong, active, vocal and eating well. Keepers will perform a health check on the cubs when Rosalie is comfortable leaving them for an extended period of time. Staff are closely monitoring Rosalie and her cubs’ behaviors via webcam.

Pumpkin Peanut Butter Soup (Vegan) Serves 10 2 large leeks, sliced 1 tablespoon coconut oil 8 cups fresh pumpkin puree 1 cup creamy peanut butter 4 cups vegetable broth 14 ounces coconut milk (1 can) 2 teaspoons salt

Purchase a “pie pumpkin” (also called a “sweet pumpkin”), which are typically around 2 to 4 pounds. On average, each “pound” will yield about 1 cup of pumpkin puree. Using a sharp knife, carefully cut the pumpkin in half lengthwise. Use a sharp spoon or ice cream scoop to scoop out all seeds and strings (reserve the seeds for roasting). Drizzle the pumpkin with olive oil, salt and pepper. Line a cookie sheet with parchment paper and place the pumpkin halves skin side down. Using the tip of a sharp knife, carefully place a few slits in the skin of the pumpkin. Roast in a 375 F oven for 40 minutes to 60 minutes. It will entirely depend on the size of your pumpkin. Remove from oven and allow to cool. When cool enough to handle, scoop out the flesh and set aside. Pumpkin soup: In a large pot over medium-high heat, melt coconut oil. Add sliced leeks and 1⁄4 teaspoon salt. Sauté for 5 to 8 minutes or until leeks are soft and creamy. Add vegetable stock, pumpkin puree, peanut butter, coconut milk, and spices to pot. Stir well to combine, and allow to simmer for 15 minutes. Working in batches, add soup to a high-speed blender and blend until smooth, return to pot and taste for seasoning adding more salt if needed. Serve with a drizzle of sriracha and a spoonful of vegan (plain, unsweetened) coconut yogurt.

SCBI is part of the Cheetah Breeding Center Coalition—a group of 10 cheetah breeding centers across the United States that aim to create and maintain a sustainable North American cheetah population under human care. These cubs are a significant addition to the Cheetah SSP, as each individual contributes to this program. The SSP scientists determine which animals to breed by considering their genetic makeup, health and temperament, among other factors. Rosalie and Nick were paired and bred July 9 and 10. Keepers trained Rosalie to voluntarily participate in ultrasounds, and SCBI veterinarians confirmed her pregnancy Aug. 16. Since 2007, 16 litters of cheetah cubs have been born at SCBI. Cheetahs live in small, isolated populations mostly in sub-Saharan Africa. Many of their strongholds are in eastern and southern African parks. Due to human conflict, poaching and habitat and prey-base loss, there are

only an estimated 7,000 to 7,500 cheetahs left in the wild. The International Union for Conservation of Nature considers cheetahs vulnerable to extinction. The Zoo’s legacy of conservation work extends beyond the public Zoo in Washington, D.C., to SCBI in Front Royal, Virginia. Scientists at SCBI study and breed more than 20 species, including some that were once extinct in the wild, such as black-footed ferrets and scimitar-horned oryx. Animals thrive in specialized barns and building complexes spread over more than 3,200 acres. The sprawling environment allows for unique studies that contribute to the survival of threatened, difficult-to-breed species with distinct needs, especially those requiring large areas, natural group sizes and minimal public disturbance. SCBI spearheads research programs at its headquarters in Virginia, the Zoo in Washington, D.C., and at field research stations and training
