Chuck Ehler looks forward to retirement, but will miss kids

In the past few years it seems like many teachers in the Rushford-Peterson school district have retired, and now it is time for Superintendent Charles (Chuck) Ehler to retire as well. He has been at R-P for 12 years and has made a great impact on the school and community. Though his career will end in Rushford, it began in Mabel, Minn., when he graduated from Mabel-Canton High School in 1969. After graduation, Ehler went to Winona State University (WSU) to get his bachelor’s degree in history and instructional media. He graduated from WSU in 1974 and was hired as the media director in the South Winneshiek school district in 1976. He worked in South Winneshiek for 31 years in a variety of positions. In addition to being the media director, he was also the boys basketball coach, boys golf coach, acting high school principal, and elementary and middle school principal. During this time, he went back to school at the University of Northern Iowa for his master’s degree in education and principal K-12 endorsement. In 1992 he got his sixth year certification from WSU. Ehler moved to Rushford in July 2007. He had been hired as the superintendent of the Rushford-Peterson school district despite having no prior experience in such a position. One would think that would be difficult enough, but Mother Nature disagreed; she added to the challenge with the flood

Ehler was faced with the task of preparing everything for school in September. He did not back down from the job. He was able to start up school in a timely manner, thereby achieving something important: trust within his new community. Securing the funding for both Rushford’s and Moose Lake’s new schools was another tremendous achievement for Ehler. It took a lot of hard work, community support, and a little of what he called

“divine intervention,” but the end result was worth it. The community has a beautiful new school, and with the new school has come an influx of new kids. Ehler stated that he will miss the constant contact with the kids, especially their hugs and high fives. Though the position of superintendent comes with perks such as those, it is a very busy job. he has not able to do everything he and his family have wanted because of all the demands of his job. “It’s time for me to give back to my family,” he said. This response is not a surprise to many people who know him. Many students and staff have seen him helping the custodians wipe off tables after lunch or picking up trash on the floor. Samantha Cunningham, the art teacher at R-P, said of him: “He has a heart of gold. A servant’s heart.” Ehler has no specific plans after his retirement, only calling it “a different phase of life.” He will not have to constantly manage his time as he does while working, so he will be able to relax and enjoy things as they come. Ehler is very grateful for the support he has had here throughout the years from the school board, committees, staff, and many more. He feels truly blessed to have been given the opportunities he has had. These last 12 years have been full of many challenges and rewards, and he will be greatly missed at Rushford-Peterson Schools.

Laura Christensen steps in at SWCD By Rich Wicks If you’ve stopped in to the Fillmore County Soil and Water Conservation District (SWCD) office lately, you may have noticed a new face. That’s Laura Christensen, who was recently hired as district administrator. Laura explained, “I am replacing Donna Rasmussen. She’s been here a long time and has been a really big part of this district, so I have big shoes to fill… Donna has helped mentor me, and she’s been wonderful.” “I’m coming from up by Duluth, in Carlton County, where I worked as a technician, and I have lots of diverse experience all over the state. I grew up in southwest Minnesota, on a farm.” Laura pointed out that she earned a degree in Biology from Bemidji State University, with minors in environmental science and wetlands ecology. Her work experience totals six years in this field. “I have also worked at a watershed district in central Minnesota,” she added. When asked about her new position, Laura stated, “I used to be very much in the field, doing different conservation projects, and now I’ll mainly be managing staff and our budgets.” She explained that she’ll be working with nine staff members at the SWCD, and some have worked

there for decades, so she truly appreciates all of the expertise they bring. Fillmore SWCD also has a five member board of supervisors. In explaining what the SWCD office offers to the community, Laura said, “We are here to help landowners implement conservation projects. A big focus is with agriculture. We do things like grass waterways. We help provide technical as well as financial assistance.” She also mentioned that the SWCD can work with municipalities such as townships. The Fillmore SWCD is also involved with low-interest loans, educational programs, stormwater management, soil health, bacteria testing, grazing management, feedlot runoff control, windbreaks, nutrient/ manure management, trees and tree supply sales, State Cost Share Program, private well testing, cover crops, Reinvest in Minnesota, forest management, and many other projects/ services. ferent grants, from the DNR and from MPCA and various other entities.” Because of this, she said political and legislative changes can have a great impact on the SWCD grants. Laura stated that the SWCD is here to help, and welcomes any questions, as well as welcoming anyone to come in and find out more information. The office is at 900 Washington Street NW in Preston, and Laura pointed out, “This is a great hub. We’re also housed with the Natural Resources Conservation Service (NRCS) as well as FSA, we’re all here in this building. So it’s a great place to stop in, and we can direct you.” She added, “When it comes to agriculture especially, implementing conservation practices on your land can ultimately be financially beneficial to you, in the long run” including by reduced erosion, reduced nutrient usage, and better water quality. Although Laura has only been in Fillmore County for a few weeks, she said she’s been impressed by the friendliness she’s noticed, and she looks forward to continuing her outdoor pastimes, including hunting, fishing, and biking. She added, “I’m extremely excited to be here and serve the people of Fillmore County.”

MN 4-H represented at 2019 National 4-H Shooting Sports Championships by Fillmore County youth 32 youth leaders throughout Minnesota represent 4-H in Grand Island, Nebr. Patrick Drogemuller, along with 31 other Minnesota 4-H youth and nine adults will be representing Minnesota at the National 4-H Shooting Sports Championships in Grand Island, Nebr., June 23-28. These youth were selected to represent Minnesota through an application process following their participation in the 2018 Minnesota 4-H Shooting Sports & Wildlife Invitational. The 32 youth represent 20 counties in Minnesota, and Patrick was chosen for archery. The Minnesota 4-H Shooting Sports & Wildlife Program began in the 1980’s and has grown to nearly 4,000 4-H members and 1,000 adult leaders. 4-H members may become involved in the 4-H Shooting Sports & Wildlife Program in the following disciplines: Air Rifle & Air Pistol, Archery, .22 Rifle, Muzzleloading, Shotgun and Wildlife. Adults can become certified discipline instructors by attending a weekend workshop and instructing youth in their county. 4-H Shooting Sports Championships in Grand Island, Nebr., Minnesota 4-H members will participate in a number of events to show their skill and knowledge. Youth practice with a coach prior to participating in the events in Nebraska and participate as an individual in their events, as well as a team. Each participant competes in three different events to compile their total score. Awards ceremonies will be held each night for the daily events and an overall awards ceremony will be held at the completion of the event. Approximately 700 youth from 35+ states are expected to participate in the National Championships. About Minnesota 4-H Minnesota 4-H is a youth development program provided through the University of Minnesota Extension. The 4-H mission is to engage Minnesota youth in quality learning opportunities that enable them to shape and reach their full potential as active citizens in a global community. Memorial Day storms According to Fillmore County Sheriff John DeGeorge, at least three tornados were reported to have touched down in western Fillmore County on Memorial Day afternoon, the first confirmed at 1:39 pm. The first tornado appears to have started in Howard County, Iowa, traveling northeast through York Township, Minn. At least four farm sites sustained damage to buildings. The Sheriff’s Office has received no reports of injuries to people or livestock. Some homes

sustained minor wind and tree damage. Total damage estimates are not available at this time, Fillmore County Emergency Management officials will work to evaluate storm damage. This storm developed quickly. The Fillmore County Sheriff’s Office wants to remind residents to be mindful of the potential for severe weather, and have a safety plan in place for you and your family.

C OMMENTARY Working together for greater impact By Tim Penny President/CEO Southern Minnesota Initiative Foundation At Southern Minnesota Initiative Foundation (SMIF), our tagline is “Collaborating for Regional Vitality.” Whether we are working with partners in early childhood, economic development or community vitality, we do our best to complement Tim Penny what others are doing in those arenas so that collectively we can have more results than we would have separately. This spirit of collaboration was brought to life at our inaugural Sprout! events that were held earlier this spring. These events, which we hosted in Cannon Falls, Spring Valley, Kasota and Fairmont, were an effort to bring our many resources directly to more people in our region, while celebrat-

ing the partnerships that have had an impact on the place we call home. It was energizing to see so many people come out to learn about SMIF and to visit with each other. At each event we heard from several of our partners who spoke about the important work they are doing in the region, and how partnering with SMIF has enhanced that work. Joya Stetson from Community Economic Development Associates (CEDA) spoke about some of the initiatives that have led to stronger structural support for entrepreneurs in rural communities. Through a 2018 Economic Development Grant from SMIF, they created a program in Stewartville to provide rental assistance to new start-up businesses. They have already had two entrepreneurs successfully utilize the program which has resulted in three new jobs. They have also been able to educate 24 entrepreneurs by offering free educational opportunities to the public. Heather Millard, the Early Childhood Coordinator at Saint Charles Public Schools, talked about the

growth in early childhood that she has witnessed over the years in her community. In 2012 SMIF helped start an Early Childhood Initiative, which eventually led to more funding to hold free events for families, deliver welcome bags to new babies in town, and the hiring of a community liaison who supports early childhood in the community and the school. They have also been able to purchase curriculum and supplies for child care providers and they have received grants to provide free books to students. Angel Uribe, owner of Stages of Change Center in Mankato, talked about her experience in SMIF’s Prosperity Initiative, a program that promotes inclusive entrepreneurship and minority-owned business growth. Through the program she was connected with a business coach, financial planning tutorials, and other important resources and tools that allowed her to reimagine what her business could be. As she likes to say, when she started her business she used to look up and think that the sky

Four Minnesota cities awarded PFA Funds totaling $17.93 million

Sacred Heart $1,619,782 This project consists of rehabilitation of the city’s wastewater treatment plant. Funding for this project comes from a Water Infrastructure Fund grant of $615,370, a SCDP grant of $490,000, a $331,504 USDA Rural Development grant and a $182,908 USDA Rural Development loan. Arden Hills $568,809 This project consists of the installation of a water main extending along Highway 10 from Highway 96 to Highway 35 W. Funding for this project comes from special legislative appropriation of $500,000 and $68,809 from the city. The Minnesota Public Facilities Authority (PFA) provides financing and technical assistance to help communities build and maintain public infrastructure that protects public health and the environment and promotes economic growth. Since its inception in 1987 the PFA has financed $4.5 billion in public infrastructure projects in communities throughout Minnesota.

The Minnesota Public Facilities Authority (PFA) approved $17.93 million in loan and grant funding for water infrastructure projects in Minnesota. Funding was approved for Faribault, Winnebago, Sacred Heart, and Arden Hills. “Clean drinking water is a necessity for every Minnesotan family and business,” said Governor Tim Walz. “These PFA dollars are a great investment in our communities and pave the way for future growth.” “Water projects like these help insure that current and future water infrastructure needs are being met,” said Steve Grove, PFA chair and commissioner of the Minnesota Department of Employment and Economic Development (DEED). “The PFA is a critical part developing communities for future business growth.” Faribault $10,205,719 This project consists of the con-

struction of a new drinking water treatment plant, demolition of a pump house and ground storage reservoir and well improvements. The funding for this project comes from a Drinking Water Revolving Fund (DWRF) loan of $10,205,719. This 1% loan is expected to save city residents $1,061,989 over the cost of market rate financing. Winnebago $5,543,786 This project consists of the replacement of sanitary sewer and water mains in the northwest part of the city. PFA funding for this project comes from a $2,157,161 loan from the Clean Water Revolving Fund (CWRF) and a $2,786,625 DWRF loan. Together the 1% loans are expected to save city residents $622,946 over the cost of market rate financing. The final $600,000 comes in the form of a DEED Small Cities Development Program (SCDP) grant.

OBITUARIES Donna Ione Becker

Donna Ione Becker, 73, of rural Houston, died Wednesday, May 22, 2019, at Mayo Clinic Hospital – St. Marys Campus. Donna was born January 21, 1946, in Devils Lake, N. Dak., to Walter and Ione (Osland) You n g m a rk . On January 29, 1962, she married the love of her life, David Becker. Donna Ione Becker She worked at About the Horse in Spring Grove for many years and ran the Semcac Dining site in Houston. Donna was a member of the Houston Baptist Church. She was very talented musically and she and Dave had their own band – first they were called Ridin’ High and eventually became known as Rush Creek Junction. Donna was happiest when she was outdoors – hunting for morels, agates, ginseng, arrowheads, whatever could be found. She also enjoyed watching the birds and the peace and tranquility that nature brought. Her family meant the world to her and she treasured times spent with them. In the words of her granddaughter, “She was a woman of sweet simplicity, always putting others first and following the teachings of Christ. A vibrant soul with a passion for music and family.” Donna is survived by her husband Dave of 57 years, four children: Scott Becker of Austin, Shawn (Steve) Gorder of Rushford, Laura (Brian) Haack of Plainview and Chairole (Eric) Williamson of Aus-

tin; eight grandchildren: Miranda (Braxton Bowen) Cady, Bridgette (Archie) Thompson, Justin (Erin) Cady, Kara Haack, Logan Haack, Joseph (Kaitlyn) Williamson, Jenna Williamson and Jordyn Williamson; eight great-grandchildren: Justice, Liberty, Grace, Arthur, Maggie, Gabby, Jack, Lydia, and twin boys on the way; three sisters: Linda Youngmark, Peggy Youngmark and Pam Wagner; and many nieces and nephews. Donna was preceded in death by her parents and three brothers, Ron, Arden and Richard. Funeral service was held 1 p.m., Saturday, May 25, 2019, at the Houston Baptist Church with the Reverend Adam Burge officiating. Visitation was 12 p.m., until the time of the service. Emery, of Decorah, Iowa, passed away Thursday, May 23, 2019, in her home at the age of 89. Funeral services were held at 11 a.m. Wednesday, May 29, 2019, at Burr Oak Lutheran Church in Burr Oak, Iowa, with Pastor Matt Larson offici- Annette Emery ating. Annette Lorraine (Trimbell) Emery was born July 5, 1929, at home in Fillmore County, Minn., the daughter of Emerson and Lilly (Vatland) Trimbell. She graduated from Mabel (Minn.) Monday, June 3, 2019 to Arland G. Emery on July 31, 1947, at the Greenfield Lutheran Church Parsonage in Harmony, Minn. This union was blessed with nine children: Julie, Trudy, Marsha, Steven, Arletta, Debbie, Becky, Sandra, and John. Annette was a very busy wife and mother. When Arland and Annette farmed, she helped to milk the cows. She canned what Arland raised in the garden. She was a long time member of and very active in Burr Oak Lutheran Church and Ladies Aid. She raised nine children and a few others by babysitting. Annette loved to embroider, do other crafts, word search, look up family history and she loved to write. She even spoke a little Norwegian. She always had a lot of company at her house, from family, friends and neighbors. She and Arland loved “doings,” picnics with their children and grandchildren. She was preceded in death by her parents Emerson and Lilly; her in-laws John and Vera Emery; her husband Arland on July 27, 2013; four sisters: Eileen Anderson, Emogene Tollefson, Eleanor Nelson and Mary Usher; and her brother Paul Thompson. Annette is survived by her nine children: Julie (Jerry) Reckward of Castalia, Iowa, Trudy (Scott) Barnes of Calmar, Iowa, Marsha (Tom) Whalen of Preston, Minn., Steven (Laurie) Emery of Highlandville, Iowa, Arletta (Wayne) Tweten of Cresco, Iowa, Debbie (Larry) Cook, Becky (Edward) Lyon and Sandra Mitchell (Greg O’Brien), all of Decorah, and John (Carol) Emery of Babbitt, Minn.; 35 grandchildren; 83 great-grandchildren; 19 great-great-grandchildren; three sisters: Polly Brunke of Madison, Wis., Lorna (Truman) Reynolds of Moberly, Mo., and Linda (Joe) McCabe of Caledonia, Minn.; one brother-in-law, Jessie (Phyllis) of Mabel, Minn.; and two sisters-inlaw, Nell Ewing of Waterloo, Iowa, and Beverly Berg of Davenport, Iowa. Caledonia, passed away Saturday, May 18, 2019, Mayo Clinic Health System in La Crosse. He was born November 3, 1932, in Holt Township, Minn., to Randolph and Lillian (Helland) Erickson. Herbie enlisted in the United States Army and served as a Sergeant in the 1745th Light Weapons Infantry during the Korean War from January 30, 1953, until Jan. 28, 1956. On June 1, 1957, he married Beverly Lerol and they later divorced. Throughout his life, Herbie farmed on the family farm. He also worked at Duffy’s Excavating in Lanesboro, Minn., and a factory in Winona, Minn., before working for Herbie almost 32 Erickson years at the Minnesota DOT, District 6, Road Maintenance. During this same time, he also worked for Gengler’s Sno-Pac Foods in Caledonia. One of Herbie’s favorite pastimes was flower gardening and experimenting with different and unique items

in his garden. After retirement, he expanded into raising grapes to make his own wine. He planted various fruit trees for the yard, along with being famous for all of his beautiful flowers and flower gardens. Herbie also enjoyed deer hunting and fishing with his children. In the community he served as Boy Scout Leader for many years, helping many young boys with their achievements and awards and taking some of them to the top level and honor of Eagle Scout, including his son Peter at the age of 16. For many years he also took a lot of scouts to participate in the annual week long Cub Scout Resident Camp at Camp Decorah in Holmen, Wis., where they worked on additional merit badges. He used some of his vacation time from MnDOT to give the boys this great experience. James Stanley Johnson James Stanley Johnson passed away on May 24, 2019, in Mesa, Ariz. Jim was born in Rochester, Minn., to Stanley and Ruth Johnson. Jim worked with his dad at the Johnson Funeral Home and Johnson Furniture Store in Lanesboro, Minn. He James Stanley opened his Johnson own business, the Lanesboro Body Shop, and was a volunteer fire fighter, also in Lanesboro. Jim married Marlys (Rye) on September 3, 1975, in Rushford, Minn.. They began their adventure living in Casper, Wyo., and settled in Santa Paula, Calif., for 22 years. Jim opened a body shop, Valley Coachworks in Saticoy, Calif., and worked at various other body shops in Ventura County. After moving back to the midwest, Jim worked for 25 years at Dahl’s Auto Works in Rushford, Minn. Jim and Marlys enjoyed traveling across the country together. Jim will be remembered for his impeccable way of connecting with anyone in the room, he made new friends everywhere he went. He enjoyed racing with his car buddies in the Flatliners Speed Society and traveling to the Bonneville Salt Flats. Jim is survived by his wife Marlys and children Justin (Lea) and Janna (Brendan). His beautiful granddaughters Sophia, Lydia and Ada will miss sharing stories with their Grandpa and the patience and love he showed for them. Jim is also survived by his children from a previous marriage, Melanie and Brian (Stacia) and granddaughters Alexandra and Kathryn. He will also be remembered by his sisters Suzanne (Terry) Sorom and Katherine (Don) Roberts. Jim was preceded in death by his parents and a son, Alexander Johnson. A celebration of life was held at Rushford Lutheran Church on May 31, 2019, in Rushford, Minn. Visitation was 10 a.m. to 1 p.m., with service at 1 p.m. A luncheon and fellowship followed. Paul Lavern Kiger Paul L. Kiger, 85, of Rushford, Minn., passed away on May 23, 2019, at his home, surrounded by family. Paul was born on November 12, 1933, to Ethmer and Blanche Kiger in Boswell, Ind. He had three siblings: Louise Kunkle, Linda McGhee, and Paul Lavern Duane Kiger. Kiger He was united in marriage to Loreta Fletcher on July 22, 1952. During their 66 years of marriage they raised four children: Dixie Kiger, Lexie Boehmke (Don Laumb), Rickie Kiger, and Mickie Kiger. Paul had 14 grandchildren, 33 great-grandchildren, and nine great-great-grandchildren. Paul joined the U.S. Army in 1952, where he served his country

proudly, seeing combat in Vietnam, and retired in 1972. He worked his remaining years for Norsland Lefse. He loved athletics and it started in high school, where he was an AllStar football player and a Golden Glove boxing champion. He then took up golf and bowling and was inducted into the bowling Hall of Fame. At the age of 76, he bowled the perfect 300 game and has numerous other awards. He was a long time member of Ferndale Golf Course, the USBC, the NRA and the VFW. He was a lifetime member of the DVA and the American Legion. Paul was preceded in death by his parents, brother Duane, sister Linda, his in-laws Leba and Louise Fletcher, brothers-in-law Leon and Lamar Fletcher, son Rickie and two grandchildren, Richard and Catrina. There will be a celebration of Paul’s life on June 2, 2019, at the American Legion in Rushford, Minn., from 4-7 p.m., with lunch provided. Lola graduated from the Methodist-Kahler School of Nursing in Rochester, Minn., and became a registered nurse. Lola was proud of her nursing career. She touched many lives in different capacities of her profession, ending a fulfilling career at CGH Medical Center. Lola loved spending time with her family and friends, and her grandchildren and great-grandchildren brought her great joy. She was an avid reader, enjoyed shopping, and was always on the go. Her friends were a big part of her life. They spent lots of time coffeeing, watching movies, and attending RFHS sporting events. Fillmore County Sports Cougars Grab Second East Title in Three Years

Said ship is now sailing through fruitful Paul Trende waters. In the midst of their third straight winning season, for a second time in three years, M-C has captured the 1A East softball title. The Cougars (2-seed, 11-6) went through Southland, Goodhue, and then upstart FC/L to earn a trip to the Section 1A Final Four. The Rebels (8-seed, 0-17) were dispatched in the quarters 14-4 in six. M-C had a 6-run first and drew 10 total walks. Jordyn Newgard (2-4, 2B, 3 RBI, 2 R), Molly Lee (2-3, 2B, 2 RBI, 3 R) and Hannah Snell (2-4, 3B, RBI, R) had a pair of hits. Emily Carolan got the win (6 IP, 6 H, 4 R, 0 ER, 0 BB, 2 K). Goodhue (3-seed, 9-7) then came to town. M-C had three-run first. The Wildcats got as close as 3-2 (2 ½ innings) and 5-4 (4 ½ innings), but the Cougars prevailed 7-4. Kenidi McCabe (2-3, 2 RBI, R) and Carolan (2-4, RBI) had multiple hits. M-C had just six as a team, but 12 other runners reached (7 walks). Carolan (7 IP, 7 H, 4 R, 2 ER, 4 BB, 3 K) got the win. The Cougars (13-6) then trekked to Wabasha for the 1A East title game with

FC/L (4-seed, 7-14), which upset 1-seed W-K. A fast M-C start put the game on ice early. Two-run hits by Lexi Thorson and Carolan in the first sparked a 5-run inning. By the end of the third, M-C led 9-0. They won the 1A East title, final score 9-2. Thorson (2-4, two 2B, 3 RBI, R) and McCabe (3-3, 2B, 2 RBI, 2 R) had multiple hits. Payton Danielson (1-3, 2B, RBI, R), and Carolan (1-3, 2 RBI) also drove in runs. Carolan allowed just three hits (7 IP, 2 R, 0 ER, 5 BB, 1 K, Win). Kelsey Biel and Addie Peters had RBIs for FC/L. Lauren Mensink and Krista Jorgenson scored runs. In the three games, the Cougars out-scored their three opponents 14-0 in the first inning. The Cougars (146) head to Austin to play West 1-seed #2 in Class A W-E-M (20-0).

Gophers Make Sixth Straight Trip to Austin

It is maybe the toughest section in the state. The Final Four will be a dogfight. Chatfield softball will be a part of it. The #9 in AA Gophers are again set to play in Austin. Their sub-section run included wins over C/ SG, L-A, a loss to #2 Cotter, but then a win over St. Charles. The Warriors (7-seed, 7-11) were an easy fell, 16-0 in five. Junior pitcher Lexi Chase notched a grand slam perfect-game combo (3-4, 2B, GS-HR #2, 5 RBI, R, 4 IP, 0 H, 0 R, 0 BB, 10 K, Win). Frosh Peyton Berg had a huge day (3-4, two 2B, HR #3, 6 RBI, R). Belle Berg (3-4, RBI, 2 R), Alanna Goetzinger (2-3, 2B, RBI, 2 R), and McKenna Daniels (2-2, 2 R) added multiple hits. A semifinal with L-A (3-seed, 15-4) was then a

grind. The team’s regular season meeting was a nine-inning 1-0 Gopher win. The play-off game took 12 innings. Four times (6th, 8th, 10th, 12th innings), with runners in scoring position, the Cardinals intentionally walked B-Berg to get to clean-up hitter Goetzinger. Finally, with the bases juiced in the twelfth, the senior blasted a single to right field, scoring Abby Nosbisch (1-3, 2B, R), for the walk-off win. The battle of Chase (12 IP, 0 R, 1 H, 2 BB, 21 K, Win) versus Olivia Funk (11 1/3 IP, 5 H, 1 ER, 8 BB, 5 intentional, 11 K, Loss) was won by the former, who set a career-high in strikeouts (topping 20 Ks set in the regular season meeting). Only one Cardinal reached scoring position. It set up a third straight 1AA East final with #2 in AA Cotter (1-seed, 20-2). After 4 ½ scoreless innings, the Ramblers used Gopher errors, then a 3-run home run by Alison French (3-3, 3 RBI, R), to post a 5-run fifth. Cotter grabbed its second straight 1AA East title, 5-0. Chase (2-3, two 2B) had both Gopher hits (4 1/3 IP, 3 H, 3 R, 0 ER, 0 BB, 6 K, Loss). Isabel Northrup (7 IP, 2 H, 0 R, 0 BB, 14 K, Win) commanded the Gopher line-up. Chatfield turned right around and played St. Charles (4-seed, 16-7), who the Gophers swept (9-2, 6-2) in the regular season, for the 1AA East runner-up spot. The Saints plated one in the first. A 2-run Mia Pierre home run made it 3-0 in the third. FC/L softball won two playoff games to make the 1A East title game. Krista Jorgenson pitched both wins. Versus 1-seed W-K in the semis, the Falcons got two seventh inning runs for a 5-4 win. After falling to M-C, FC/L and W-K played again. Hannah Storlie hit a go-ahead sole homer in the sixth (2-1). W-K scored two in the seventh for the walk-off win. Halen Schwendinger hit a homer as R-P baseball beat Houston in play-off action. Hurricane Jaytin Millen and Chatfield’s Seth Allen hit home runs in play-off defeat. The Gophers lost on a walk-off single. LFCMC’s Emma Breitsprecher (100-H, 300-H, P-Vault, 4x400) had four first place finishes at the Sub 1 track meet. RPH’s Triton Meldahl (110-H, 300-H, T-Jump, L-Jump) qualified for the Section 1A meet four times, Brady Gile (T-Jump, L-Jump, 200) thrice. No visitors had signed up to address the council. The council discussed an issue that’s been brought up before regarding whether or not the city should have a specified contact person (policy coordinator) within the Fillmore County Sheriff’s department. Until now, the city has chosen to have this position, because it allows that person to be the main liaison between the city and the department. Because of the upcoming departure of Jessy Betts, the city’s options now are to eliminate the policy coordinator position for Spring Valley, or to have it filled

by sergeants (supervisory staff within the department). John Dols made a motion to continue the position, and have it filled by the applicable sergeants. Luan Ruesink responded, “My thought on the situation is to dissolve the position and divide the responsibilities up between the three deputies.” She explained that since the two sergeants live outside of Spring Valley, and generally work nights, she fears it may be tough to reach them promptly during daytime hours. Deb Zimmer said something to keep in mind is that if the policy coordinator position is eliminated, the city would most likely no longer get the monthly activity reports, and there would generally not be a member of the department at city council meetings. Jessy Betts addressed the council, explaining that the main advantage to having the position is, “Simply that you’re

talking to the people that can actually make a difference with any problems you have… Doing it with the three (deputies) in town, they’re just going to have to go back to the sergeants.” Betts said the only real advantage to eliminating the position is the cost savings. But he explained that some small towns choose not to have the position; it just depends on what each town decides they want. Zimmer shared that without a policy coordinator, the city might contact a deputy, who then might have several days off, and she said it’s possible the message may not be promptly forwarded to the other deputies. But she said the policy coordinator has a duty to communicate any such messages to all applicable personnel. After discussion, the council voted to continue with the policy coordinator position, using the two

sergeants, as assigned by the sheriff. Brian Holtz, representing the engineering firm of Bolton & Menk, spoke to the council about the ongoing issue of the Brian Owens property. He summarized that the matter had been discussed at the council’s recent work session, and he said in order to do a “land swap,” there would be considerable expense, possibly in excess of $10,000. He said the two options are, “Do nothing, or my recommendation is, I think what’s fair on all parties, is reducing his assessment to 66 feet, for an easement giving you true legal access to those culverts and that drainage way.” He said it’s essentially a trade, adding, “That doesn’t change ownership, it just gives you true legal access forever… to essentially do all the stuff you’re doing now.” The council voted to pursue the plan as suggested by Holtz. Zimmer brought up a concern that the city was informed of,

Fillmore Central wraps up school year and preps for next one By Hannah Wingert At the May 28 Fillmore Central School Board meeting, Principal Heath Olstad reported that all of the seniors participated in the May 26th graduation ceremony. Of the 38 students graduating, 18 plan to attend a fouryear college or university, 10 plan to attend a two-year technical or community college, nine will be joining the workforce, and one is entering the Air Force. The spring concerts were well attended by the community and demonstrated the students’ and music teachers’ hard work throughout the year. The local banks will be continuing the mini grant program through the 2019-2020 school year which helps fund many of the field trips and other programs at the school. Resignations were accepted from high school teacher Jeffrey Dick, elementary teacher Karn Friedges, paraprofessional Shelly Wahl, daycare teacher Lori

Lauren Mensink, Haven O’Connor, Mason Berg, Kjerstiana Corson, Zach Haugerud, Madison Krage, Molly McKernan, Hadrian Williams, and Logan Corson were hired as staff for the summer rec program. SAC staff Janeen Wingert, Jess Marzolf, Amanda Heibel, Kathy Stafki, Kelsey Berg, Emma Breitsprecher, and Cassidy Hanson were all approved for the summer SAC program. Three interstate enrollment requests were accepted from the Decorah district. Participation in the voluntary insurance program, Student Assurance Services, was approved for the upcoming school year. The Head Start lease was renewed for next year as well. The current leases for the district’s copy machines are expiring in June. A new fouryear lease was approved from the same company. The breakfast and lunch prices for 2019-2020 were raised by $0.05 in all categories with no changes to the cost for milk, milk break, or healthy snack cart prices. A letter of understanding with Luther College allowing them to place education department

students in Fillmore Central classrooms and programs was approved as well as a resolution for continued membership in the Minnesota State High School League. The sport sharing agreement for cross country, wrestling, boys and girls track, soft-

regarding recent door-to-door soliciting by workers from the Edward D. Jones Company. She explained that Spring Valley has an ordinance prohibiting doorto-door solicitation, but a representative of ED Jones asked if this could be waived since the company is simply trying to determine whether or not to open a branch office in Spring Valley. After discussion, the council voted to not waive the ordinance regarding this. The council considered two bids received for use of the “hay grounds,” and accepted the higher bid, from Tom Lentz. John Fenske reported that the swimming pool got painted, and it should be ready soon. John Dols and Mayor Archer each voiced appreciation for the quick action by the fire department in dispatching storm spotters during the recent severe weather warnings. When you look at yourself in the mirror, what do you see? By Pailey Gordon I am going to ask you to do something that may seem a little crazy, but hear me out. I want you to get up from wherever you are reading this and go to the closest mirror you have. I want you to look in the mirror for at least a minute, tell yourself out loud all the Pailey Gordon things you love about yourself. If you catch yourself thinking about something negative just stop, breathe, smile, and go back to listing positive things you see. Do this for about one to two minutes the first couple of days or until you are comfortable with going longer, before long you will be doing it for five minutes without a problem. For some, this may be very easy. For others, this may be a bit of a struggle at first. This is called the “mirror technique”; it helps you boost your self-esteem and helps reflect a good selfimage. Everyone has their own view

on themselves and how you view yourself can greatly impact the lifestyle you live. If you have a good amount of positive selfesteem, it will lead you to have a healthier lifestyle because you will want to take care of yourself and you also tend to check in with your mental health more often. Most people start to not care about how they feel about themselves or they beat themselves down to the point where it interferes with their mental health. Not only can positive selfesteem make you feel happier, it can also can improve your communication skills, confidence, and motivation. You will be more decisive and set higher goals for yourself. They know that this little habit can help them and reaffirm that they are doing great. A problem people run into with this exercise is they don’t know what to say, so I have a

You can start by reaffirming your good qualities that you know you have such as: “I am kind.” “I am proud of who I am.” “I am friendly.” “I trust myself.” Another thing you can do is, if you feel comfortable with this, find the things about your physical appearance that you like such as: “I like the color of my eyes.” “My hair looks healthy.” “My skin is very clear today.” The other thing you can do is say positive things that will/did happen during the day, such as: “Today will be great.” “I deserve the best.” “Good things will happen today.” When you look in the mirror, what do you see? Soon you will see a confident, comfortable person looking back at you. It may take a while to get there, but you can and it can change how you see not only yourself but everyone around you. Rushford reviews bonding, project bids By Kirsten Zoellner While the agenda for the Tuesday, May 28 Rushford Council meeting was shorter than normal, there was plenty of discussion, particularly of the city’s upcoming street and utility improvement project. The affected areas of the project include East Grove Street, Walnut Street, North Burr Oak, and Lamplighters Lane. Total project cost is $1,754,969. The negotiated sale of the bond is $1.8 million. Financial Consultant Mike Bubany, of David Drown & Associates, was on hand at the meeting to discuss the terms and the proposals for bonds that were received. The city council has approved the proposal from United Bankers’ Bank at a net rate of 2.2712% over a 10-year term. The other two proposals came from Robert W. Baird & Co., Inc. and Northland Securities, Inc. “Bidders often couple with other companies behind the scenes. When United Bankers’ Bank called and said they intended to bid separately, I knew that was good news,” noted Bubany. In preliminary planning for the project, Bubany had estimated a conservative 2.9% interest rate. “I built a little fluff into rate and we did bet-

They’re selling principal payments for premium and there are yields you’re going to benefit from.” The average levy amount to cover the bond is $77,000. The city has a self-set debt per capita limit of $6,000 and this new bond keeps total debt under that level. The city did seek a reevaluation of bond rating through

Standard and Poor’s for this bond. While it was hoped the city could regain the A+ rating it once had, due to recent increases in financial reserves, it was reaffirmed at A-stable. “Years ago it was [A+], but the city dwindled cash reserves. Since then, you’ve worked hard to rebuild reserves and stayed budgetary flexibility and management is perfect,” said Bubany. One of the reasons the city rating remained the same was a noted “weak debt position,”

Permit for recycling center considered By Karen Reisner At the May 23 meeting of the Planning Commission, K. Rodney Beer presented his plans for a concrete recycling center to be located in Section 21, York Township. Zoning Administrator Cristal Adkins explained the conditional use permit will be issued under regulations for a quarry. Beer plans to crush concrete on the site, but will not be doing any blasting. Duane Bakke suggested a condition be put on the CUP for this site, which would only allow concrete recycling. If in the future, someone would want to do additional activities, someone will need to come back to the commission to have that permitted. Beer described drainage plans to create a basin to allow any sediment to settle out. Uses for the crushed material include base material for driveways and subgrade material. The commission unanimously approved the CUP with two conditions: the quarry area will need a surveyed boundary and no blasting is allowed. After the survey is completed, the CUP application will go to the county board for their consideration. Adkins spoke about a loophole in the ordinance regulating septic systems. As the ordinance currently reads, if property is transferred with no exchange of money the septic system is not required to be inspected because the property isn’t being sold. The ordinance language will need to be amended so inspection is required when the property is sold and also if just transferred. Board of Adjustment Tristen Girolamo, Section 23, Harmony Township, had applied for a variance to allow the construction of a dwelling on land with a crop equivalency rating over 65. The state has a 150-foot right of way off Highway 44 in this location. Adkins suggested it would be better to have the variance for cropland than trying to get a variance from the state. Andy Bisek said he would rather see the dwelling built in the wooded area with a variance from the state. Gary Ruskell noted the location is near the Harmony city limits and the driveway is already there in the cropland location. There was no comment from township supervisors or the public. The variance was approved with a four to one vote (Bisek voted no). Ray Gingerich, Section 27,

Bristol Township, requested a variance to construct a temporary dwelling on land with a crop equivalency rating greater than 65. His son Joe wants to build a shop house with a future plan to build a permanent home on nearby property that will not need the variance. The “shouse” is intended to eventually be a shop without living quarters. Adkins said the area where they intend to build the permanent house does not have enough room for more than one structure (land is steep beyond this area). There was no comment from township supervisors or the public during the meeting. The variance was approved unanimously.

The new mapping will go into effect August 15. “There are reasons we’re making these changes,” stated City Clerk/Treasurer Kathy Zacher. “It’s just the ordinance now. Then, we decide how involved we’re going to be in helping people in the affected areas. If

we’re proactive and help people address these things right away, some of them might be really simple.” Zacher indicated that projected mapping might not be accurate to surveyed mapping and that Letters of Map Amendment can be put forth by affected property owners. “If we feel an obligation to help not just with physical, but with paperwork, either way it’s going to help the homeowner if we take the lead. First we need to get the ordinance in place.” The Airport Commission is seeking proposals for a Fixed Base Operator. Similar to an airport engineer contract, which is federal, the state suggests the city should review potential opportunities for operator contract every 10 years. The position is not paid, but the operator will receive perks negotiated by the Airport Commission, including use of hangar space. Submission deadline for the contract is June 1 through July 31. During the reports/updates portion of the meeting, Zacher updated the council on the proposed updates to the city’s tobacco ordinance. She stated that Brenda Pohlman, of Fillmore County Public Health, is waiting for the state to come out with its ordinance/policy language before the county determines theirs. Routine business at County Board By Karen Reisner County Engineer Ron Gregg presented four bids for the concrete overlay project on CSAH 1 south of Ostrander and north of Ostrander to CR 39 at the board’s May 28 meeting. He added that approval has been received from the MnDOT Office of Civil Rights. The board approved the lowest bid from Croell, Inc. in the amount of $3,516,637.47. This bid was just slightly lower than the engineer’s estimate. The bid is locked in for next year, although the project could be done this year. About $2,080,000 of this project will be paid for with federal dollars. Approval was given to enter into an Airport Maintenance and

Operation Grant contract with MnDOT. The ongoing contract allows the acceptance of grant money that comes in for maintenance and operations. The board authorized the county engineer and highway/maintenance airport office manager Pam Schroeder to execute the contract. The county has scheduled weed spraying on a two year rotation. Burnetts receive preservation award By Karen Reisner At the May 28 Chatfield City Council meeting, Chris Giesen, chairman of the Heritage Preservation Commission, presented this year’s preservation award to Rocky and Melissa Burnett. May is preservation month. The commercial building at 208 Main was restored and preserved. The Burnetts recognized the building had good bones and brought new life to an old existing building. It is now the home of their business Big Girl Stickers and Stems. Southern Minnesota Initiative Foundation Alissa Oeltjenbruns, SMIF, thanked the council for their past support. SMIF has invested $5 million annually in the 20 counties of south central and southeastern Minnesota. Chatfield received a grant to its arts group from the small town grant program. SMIF acts as the fiscal host

By Sgt. Troy Christianson Minnesota State Patrol Question: The driver’s training manual says to have both hands on the steering wheel. First it was “two and 10” and now with airbags they say “nine and three.” The question, is it a Sgt. Troy H. law that you Christianson must have both hands on the wheel? I have never seen that as a law and if so there sure would be a lot of violations. I’m thinking if it is the manual, it must be a law. Answer: There is not a law requiring both hands be on the steering wheel or what position they are to be in when operating a motor vehicle. The Minnesota driver’s manual provides a suggestion for vehicles equipped with airbags. They suggest you keep your hands on the eight and four o’clock or nine and three o’clock positions – avoid the 10 and two o’clock position. Keep your thumbs turned out on the steering wheel. Try to maintain at least 10 inches between yourself and the steering wheel. Front passenger seats should be moved as far back as possible. Read your operator’s manual before driving or riding in a vehicle equipped with airbags. For more information about the use of seat belts, airbags, and car safety seats, Safety Office of Traffic Safety Website at ots.dps.mn.gov. Vehicles equipped with a manual transmission are going to require the driver to take one hand off of the steering wheel to shift gears. My suggestion is to keep both hands on

the steering wheel as much as possible, your eyes to the road, constantly scanning the road, shoulders and ditches. I would also recommend checking your rearview and side mirrors often for approaching traffic. You can avoid a ticket — and a crash — if you simply buckle up, drive at safe speeds, pay attention and always drive sober.
