Whalan searches for Fillmore County dairy city clerk, once again farmer visits Washington, DC for signing of USMCA BY BARB JEFFERS

After a short period of time, the City of Whalan is in the process of interviewing for a new city clerk again after Karla Merchlewitz recently resigned from the position. Merchlewitz began working with the city in November 2019 after former city clerk Lolly Melander suddenly resigned. Merchlewitz cited the demands of her other full-time employment as the reason for her resignation. “We have been advertising for the position,” explained Tuftin, adding that “in the meantime we are in our mode of survival without a clerk - we have some backup plan, but we are doing the best we can with the staff we have and hopefully we will have

“It was a tremendous honor to be selected. I think it’s once in a lifetime,” D a v i d Scheevel said. On January 29, Scheevel had the opportunity to be a part of the David Scheevel signing of the United States-Mexico-Canada Agreement, or USMCA in Washington, DC. He is optimistic about the agreement and what it means for the farming industry. “I see benefits for not just dairy farmers, but all farm-

ers, so I was proud to be a representative,” he explained. As a sixth generation dairy farmer, Scheevel has been active in the dairy industry his whole life. In addition to milking a herd of 130 cows, he serves as the board chairman for Foremost Farms and also sits on the board of the National Milk Producers Federation, or NMPF. His grandfather was on the Preston Creamery Co-op Board from the 1940s through the mid-1960s and his dad and uncles also served on various dairy related boards. “It was something I saw growing up,” Scheevel said. “I just believed in getting involved.” He was first elected to the Foremost board of directors in 1997 and has been the chairman since

2008. That year, he also joined the National Milk Producers Federation. “I’m doing the best I can to make a difference,” he said. He travels to Washington, DC. twice a year for national dairy meetings and plays a part in formulating dairy policies. It was his position on the National Milk Producers Federation that gave Scheevel the opportunity to visit the White House and be present when President Trump signed the USMCA. The Trump administration invited four members of the NMPF to the signing which included the National Milk

Present at the February 15, 2020 regularly scheduled council meeting were Mayor Marlys Tuftin and council members Kim Berekvam, Everett Johnson and Tanya Cook. Council member Owen Lewis was absent. At the February 18 Preston City Council meeting, Mayor Kurt Reicks administered the Fire Chief oath of office to Ramon Hernandez. Councilman David Collett was absent. The council approved appointed officers to the fire department: Chief Ramon Hernandez, Assistant Chief Leigh Larson, Treasurer Dustin Arndt, Secretary Stuart Quanrud, and Training Officer Steven Schlichter. Chief Hernandez reported that a fire department committee recommends the purchase of new turnout gear. Turnout gear protects firefighters from heat and pollutants. It is recommended that the turnout gear be replaced

every 10 years. Their gear is now 16 years old. The purchase of 24 sets of new gear was approved from Fire Safety for the total amount of $45,496.80. This was the lowest of three quotes. The fire department has sufficient reserves to pay for the new gear. Deputy City Clerk Sheila Marzolf reported that there was $230,000 in the fire department’s equipment fund at the end of 2019 and $206,000 in the township’s fund at the end of 2019. Hernandez informed the council that a letter had been received from York Township late in October last year. Once they got through security at the White House, Scheevel was one of those chosen to stand behind the president while he made his speech. “I was kind of in awe,” he said. He got to see the president and vice-president walk out and also got to shake Vice President Pence’s hand. The USMCA will replace the North American Free Trade Agreement, or NAFTA and will re-instate Mexico as an export for dairy products as well as increasing access to the Canadian market. “Mexico was our largest export, and we got that back,” Scheevel explained. “Canada had a policy to dump skim milk products in the market, which was hard on American dairy farms.” The agreement won’t change things right away, but Scheevel believes that within a couple of months, it should start to take effect. “The advantages are going to take some time to show,” he said.

Scheevel is optimistic about the future of dairy farming especially with the USMCA. “I don’t think the dairy industry is dying, but it is changing,” Scheevel said. “We’re dealing with competition with synthetic milks. We’ve been through a few years of pretty low prices.” He doesn’t see the challenges that the dairy industry is facing as being unique though. “All food producers have to deal with and adapt to changing food preferences and diets,” he explained. “I went into farming so I could be my own boss and affect my own destiny,” Scheevel commented. “I never dreamed I would get to the position I’m in now. It’s been my whole career, my whole life. Between the farming and the board work, I think it’s been pretty good to me.” He’s unsure what the future holds for his own dairy farm as he’s nearing retirement age, but he is confident that, despite the setbacks and challenges it has recently faced, the dairy industry will adapt, overcome, and survive.

York Township has decided to end the contract because they feel they can get services from Harmony and Lime Springs at a lesser cost. Hernandez said it was a financial decision for the township. Preston Ambulance will continue to cover the area. City Administrator Joe Hoffman commented that the ambulance service territory is set by the state. Hernandez will go to the township’s March meeting to continue discussion on the matter. Other business in brief Mayor Reicks to attend the Minnesota Mayors Conference on April 24 and 25 in Brooklyn Park. The cost to the city will be $650. from F&M Bank on behalf of David and Nancy Gardner was approved for the property at 152 Main St. SW. There is a Small Cities Development Program (SCDP) deferred loan on the property. Hoffman said the city will be sufficiently collateralized. The request was approved as recommended by city staff and the EDA.

Restoring common decency... To the Editor, Teachers and parents spend a fair amount of time helping students develop good character traits and respect for others, something it seems our President does not have. His attitudes, narcissistic ways, abuse of power, arrogance, bullying, namecalling, lies, vindictiveness, and simply his lack of integrity and character are not examples we need for our youth or anybody. It amazes me with all these selfserving flaws that people can still support the actions of this President including the ultraconservative religious man, VP Pence. will be held, as the meeting for February 15 was cancelled due to having no city clerk at this time. The council is hoping a Zoning Meeting will be held in March. “We are hoping it will be in March, our priority right now is to hire a new clerk, because we have been putting in lots of efforts into keeping basic business going, and so none of us had time – I didn’t have time – to do my assignment, so we are not going to meet today,” stated Tuftin. “We are going to have to base it on our workload also because the Minnesota Basic Code and what we are doing is important, but it’s more important right now that we get our clerk position filled,” said Tuftin. Old Business The City of Whalan has established an official address of 223 Second Ave. and has a post office box rented in Lanesboro, which is P.O. Box 7. An email has been set up for the City of Whalan, although as of now the city will be using the email for official city business only (which may change in the future). Any resident with questions can contact any council member. Tuftin stated that she has a copy of the electric arrears report and the city will be taking action against one resident. An official letter will be sent to that person. New Business Andrzej Zalasinski, executive director of the Lanesboro Area Chamber of Commerce, attended the meeting and handed out copies of the new 2020 Visitors Guide. Zalasinski asked the council for their views on what their experience has been with the LACC and the City of Whalan collaborating in the last year. “I think we can do better,” noted Berekvam. “Maybe we could communicate a little more going forward,” Berekvam added. “I think from previous years to this (2019) – I think it is improved, because there was absolutely no communication prior – so thank you for that – but I think that we, all of us, can do a better job – not just you, all of us – can do a better job communicating,” noted

OBITUARIES Glen Paul Davis Glen Paul Davis, 88, a lifelong resident of Grand Meadow, Minn., passed away on Saturday, February 15, 2020. He was born on December 7, 1931, to Volney and Glen Paul Davis Theckla (Stier) Davis at the family farm north of Grand Meadow. Dr. Mitchell arrived in his one horse sleigh to deliver him. Glen was the eighth of nine children. He graduated from Grand Meadow High School in 1949 and was captain of the 1948 Larks football team. He married Shirley Evenson on January 29, 1955, at St Finbarr’s Catholic Church in Grand Meadow. They had five children: Jay, Kim, Dawn, Lisa, and Wade. Kim passed away in a car accident in 1964. He lost his beloved wife Shirley on January 19, 1996, after 40 years of marriage. In 1999 Glen married MaryAnn Heimer, they were later divorced. Glen was a lifelong farmer, taking over the family farm with his three brothers: Stan, Don and Ray. Together they farmed over 1,100 acres, milked around 60 cows and raised numerous chickens over the years. Glen was proud to drive school bus for Grand Meadow Schools for 55 years, from 1949–2005, and had the chance to drive multiple generations of some local families. His bus kids lovingly called him “Glennie.” He would proudly tell you that in all those years he never had an accident.

The Post Bulletin did an article on Glen in January 2015 to highlight his commitment to bus driving. Glen will be laid to rest in a custom school bus casket donated by Hindt Funeral Home of Grand Meadow. Glen was an active member of his community throughout his life, serving on St. Finbarr’s Catholic Church board of trustees, Knights of Columbus and the church council. He was also secretary of the Vernon Creamery board. In his retirement, he volunteered with Meals on Wheels, delivering food to Grand Meadow residents. Glen was a huge supporter of the Grand Meadow School and the Superlark teams. In addition to cheering for the Superlarks, he loved playing cards and checkers, and throwing horseshoes. Most of all, he loved spending time with his kids, grandkids, and great-grandkids. Kevin John Klungtvedt Kevin John Klungtvedt, 62, of Rushford, Minn., died on Friday, February 14, 2020 in Albert Lea, Minn., after giving one more research presentation on his last day Kevin John on earth due Klungtvedt to complications from glioblastoma. Kevin was born on January 26, 1958, in Rochester, Minn., to Orrin and Eleanor (Johnson) Klungtvedt. He lived in Rushford until moving to Lanesboro,

Minn., as a child. Kevin was a 1976 graduate of Lanesboro High School, and he received a Bachelor’s of Electrical Engineering in 1983 from the University of Minnesota. He married Debra Wobschall on December 22, 1984 in Lanesboro. Kevin worked as a quality and incoming inspection supervisor for EF Johnson Company in Waseca, Minn. He worked for Rush Products/Lake Center/TRW in Rushford from 1986 to 2009 as a project engineer. In 2009, Kevin became founder and owner of a nanotechnology research company for which he traveled around the world giving research presentations. Kevin was a member of Rushford Lutheran Church where he taught eighth grade Sunday school and served on the church council and committees. He played guitar in the church band “Make a Joyful Noise.” Kevin was a member of the Rushford Chamber of Commerce, Rushford Community Foundation and Branding Committee, RINTek, and many other community organizations. Kevin is survived by his loving wife Debra; two children, John Klungtvedt of Stewartville, Minn., and Kate Klungtvedt of Minneapolis, Minn.; a brother, Kerry Klungtvedt of Rushford; a special brother-in-law, Jim Wobschall of Hopkins, Minn.; and two aunts, Betty Klungtvedt of Rushford and Verna Shaddrick of Mesa, Ariz.; many cousins, one niece and three nephews. She was a devoted member and treasurer to the Grand Meadow Lutheran Church. She enjoyed quilting with the church ladies, watching Hallmark movies, doing puzzles, and spending time with family. Survivors include three sons: Donald L. “Donnie” (Mary) of Chatfield, Dennis “Denny” (Vicki) of Brownsdale and Dana (Brigette) of LeRoy; two daughters, Donna (Mike) Fenton of Florence, Ariz., and Denise “Dee” (Dan Loehr) Riedemann of Rochester; 12 grandchildren, 15 great-grandchildren, five sisters, and two brothers. Duane Grooters Duane Harvey Grooters of Preston, Minn., was born on June 19, 1942, in L a ne s b oro, Minn., to Levern and Beatrice (Sik k ink) Grooters. His family lived on dif- Duane Grooters ferent farms in the area of Greenleafton, Minn., before settling on a farm at the intersection of 9 and 44. He attended a one-room school (Bristol Center) all eight years before attending and graduating from the Minnesota Ag School in Waseca, Minn., in 1960. He went to a Christian Liberal Arts College, Central College, in Pella, Iowa, for a year, and then went to a trade school for welding and drafting. He worked as a welder for a couple years before being drafted into the U.S. Army. He spent several months in Ft. Lewis, Wash., before being sent to Vietnam as a welder. After finishing his term in the Army, he moved to Washington state permanently, and the second day after arriving in Washington, secured a job working at Glenn’s Welding, which lasted 27 years. He also ran his own business, Outrigger Hook, for a few years before retiring. He was very creative at making and fixing things. He married Charlotte Scheevel on August 27, 1966, in Lynnwood, Wash., and together they had three children. They were later divorced. He was active in the Lynnwood Free Methodist Church, serving as Missions coordinator and also was coordinator of Kare Kontainer Ministry in which shipping containers were filled with donations of items needed and shipped to various parts of the world, most often in Africa. After a mission trip to Africa in 1996, he was profoundly impressed with the needs of the people in the area. On April 22, 2006, he married Jerilyn Hovey Gehrking in Wykoff, Minn. Growing up in the Greenleafton area, they knew each other as kids. They lived in Edmonds, Wash., for six years before moving to a condominium in Ancora Village Society, in Everett, Wash. They were able to serve in several missions trips, to Mexico, Chile, and Africa, as

well as make a trip to Israel. This also enabled them to return to Minnesota for six months each year. Duane was always happy to return to Washington state for the winter months. In May 2018, they moved back to Minnesota permanently to live in his parents’ home in Greenleafton. The slower pace of life and Greenleafton traffic were a definite plus. He enjoyed feeding the birds, doing the lawn work, tending his father’s raspberry bed, and especially the flower garden out in front. While they lived in Washington, he built a martin house and then completely disassembled it to move it to Minnesota, specifically Reads Landing. It was important to get the houses ready in the spring for the arrival of the first martins, even buying waders last year so he could get to the martin house and put up the gourd houses. Watching the Mississippi flow by, the barge and boat traffic, the dredging activity, the trains, and all the water fowl plus the eagles was particularly enjoyable. He was diagnosed with cerebellar syndrome in 2011, which affected his speech and eventually, in the past year, his ability to swallow. His patience to endure without complaining was remarkable and a testimony to his love for his Lord and Savior. Throughout his life, he generously supported many missionaries and missions which were dear to him. He is survived by his wife Jerilyn, his daughter Debbie Watkins of Bothell, Wash., his sons Steve (Jeanette) of Edmonds, Wash., and Dan (Jennifer) of Denver, Colo.; six grandchildren, two step-daughters, Maren (Scott) Gilsrud of Wykoff, Minn., and Marlayna Gehrking (Carrie O’Connell) of Pittsburgh, Pa.; six step-grandchildren, a sister, Carol (Bill) Clausen of Omaha, Nebr.; and a nephew, Jeff (Amber) Clausen of Tulsa, Okla. He was preceded in death by his parents. His body will be cremated and he will be interred in the VA cemetery in Preston at a later date. A memorial service will be held at Greenleafton Reformed Church, rural Preston, Minn., on February 29 at 11 a.m. with lunch to follow. He sang in the choir, was a member of Walther League, Men’s Club, church softball team, and served as president of the congregation. When his children were 4-H members he was an active leader. Don was civically minded as well. He was active in the startup of the Wykoff Area Historical Society, Historic Bluff Country,

and Wykoff’s Community Club. Don became interested in flying and earned his private pilot’s license as well as his instrument rating. Joining International Flying Farmers (IFF) opened up a new world for the entire family. They traveled throughout the United States and Canada. Don and Lila were able to fly their plane on tours to Mexico, Central America, and the Bahamas. In 1981 he was elected President of the IFF. IFF was also an opportunity to network with farmers from across the country. In 1961, following one such trip, Don returned home and opened Eickhoff Fertilizer Inc. where he sold anhydrous ammonia to local farmers. Don and Lila moved into Wykoff in 1986, and Don retired soon after. In retirement they were blessed to travel abroad to 64 countries.

He was born on a farm in Ridgeway, Minn., on May 16, 1935; the first born

of Arlie and Helen Morcomb. He graduated from Winona Senior High School Class of 1953. After graduation and a brief stint in college he married the love of Jim Morcomb his life, Lois (Johnson) on June 23, 1956, at First Lutheran Church in La Crescent, Minn., and accepted a job at Martin Aircraft in Baltimore, Md. They both longed for home and in May of 1957 he joined IBM and embarked on a wonderful 34 ½ year career, eventually retiring in 1992 as a senior engineer. significantly advanced business technology, culminating his career by leading the design and manufacturing of the AS400. (Arguably the most successful system ever developed by IBM.) After retiring from IBM he took on a consulting job with Datacard Corporation and eventually retired from the business world in 1998. James and Lois lived in St. Charles, Minn., where they raised their four children: Rod, Jane, Scott and Sue. They simply loved this wonderful community. After retirement they moved to Money Creek, Minn., building their dream home and spending their golden years together in the country. Jim’s foundation was firmly grounded in love of Christ,

He was an extremely active leader in countless organizations to include Ducks Unlimited, Faith Lutheran Church, Looney Valley Lutheran Church, Ridgeway Charter School, St. Charles Parks and Rec, and Lions Club. Some of his proudest achievements were spearheading Faith Lutheran and Looney Valley Church building projects, organizing the first fastpitch softball team in St. Charles, building two picnic shelters and the concession stand at St. Charles, leading the fundraising and building of the Ridgeway Charter School, serving as the Lions Club District Governor, chartering the Houston Lions Club and leading the new band shell construction project. He played and managed

several Championship Fastpitch Softball teams and was named to the MN Fast Pitch Hall of Fame. An avid outdoorsman and sports fan, Jim had a great love for the Green Bay Packers and his time with his card club friends. What really defined Jim was love of his family, his loving wife Lois, four children, nine grandchildren and six great-grandchildren. This love was manifested in his never-ending attendance at sporting events, concerts, family hunting and fishing adventures, building projects completed for his kids and grandkids and so much more. A man of incredible drive and energy, if a family member needed something he was there with a plan and a solution. Jim was preceded in death by his parents Arlie and Helen Morcomb, sister Mary Brenno and brother-in-law Duane Brenno.

A funeral service for Jim was held 2 p.m. Saturday, February 22 at Looney Valley Lutheran Church, rural Houston, Minn. Burial took place at the Bush Cemetery in Ridgeway. Pallbearers were Jim’s nine grandchildren, who he adored. Visitation was 4-8 p.m. on Friday at Faith Lutheran Church in St. Charles, and one hour prior to the service. Memorials are preferred to Looney Valley Lutheran Church, Ridgeway Community School, or Mayo Clinic Cancer Research. Did you know? Ask a Trooper Many people plan to retire by a certain age, but few may actually still be working at their targeted retirement age. In the United States, the age at which working Americans expect to retire has risen to 66. But a Gallup poll showed that most don’t stay on the job that long, instead retiring when they’re about 60 or 61. In addition, according to a 2018 Employee Benefit Research Institute survey, 48% of workers wanted to retire after age 65, but only 19% of retirees stayed on the job that long. The reasons vary, but one positive outcome is having enough money to live comfortably during retirement. Still, early retirement largely involves unexpected scenarios. These may include poor health, having to care for an aging parent, downsizing, new skills required for the job, or other work-related reasons.

Minnesota state law requires motorists to stop at least 20 feet from a school bus that is displaying red flashing lights and its stop-arm is extended when approaching from the rear or from the opposite direction on undivided roads. The fine for a school bus stop- arm/red lights violation is a minimum of $500. Many school buses are equipped with video cameras and this footage can be used as evidence against a driver if a violation has occurred. Last year, law enforcement across the state wrote nearly 1,200 stop-arm violation citations. Failing to stop for a school bus is not only illegal but it puts our children at risk. Fillmore County Sports By Paul Trende The final week of the regular season turned into a playoff readying twostep for Kingsland g i r l s basketball. The Knights faced top teams from the SEC East and West. The Paul Trende original Kingsland versus Houston girls basketball game was scheduled for midseason (postponed per snow). By the time the teams took the court, Houston (11-0, 18-5) was East Division champion and Kingsland (11-0, 15-9) had clinched a share of the West. The SEC’s top two teams played just ahead of the play-offs. The Knights got the big victory, turning a 31-27 halftime edge into a 64-52 win. Ellie Buchholtz (22 pts, 9-16 FGs, 8 rebs, 6 asts, 4 stls, 2 blks) led the way, but 6’0” junior center Merredith Farlinger had a career-high (18 pts, 8-13 FGs, 12 rebs, 6 blks). Sam Wernimont added 10 points. Kingsland assisted 20 of 25 field goals. They hit 25 of 58 shots (43%). Emma Geiwitz (17 pts, 10 rebs, 6 asts, 4 stl) and Sydney Torgerson (10 pts, 10 rebs, 4 stls) had double-doubles for Houston. Becca Rostad (14 pts) and Jenny Albrecht (7 pts, 10 rebs, 4 asts) helped. Houston assisted 16 of 18 field goals. They hit 18 of 65 shots (28%). With the win, Kingsland won the West title out-right. And thus, Friday’s match-up with second place GM had no bearing on the standings. Kingsland played for SEC perfection. The Knights held GM to 12 first half points, led 23-12 at intermission, and hung on for the 47-42 win. Buchholtz (18 pts, 6 rebs) was the only Knight in double figures. She hit 6 of 7 second half free throws. Alyssa Link added 7 points. Farlinger had 6 boards and 8 blocks. Riley Queensland (15 pts) and Isabelle Olson (12 pts) hit double figures for GM. Olson’s points all came in the second half. The Knights beat the Larks 58-45 in December also. Steve Hauser’s group (13-0, 17-9) has now shared (2019) or won (2020) a division title in each of their first two years in the SEC. Junior guard Ellie Buchholtz is averaging 22.6 points, 7.1 rebounds, 4.8 assists, and 3.4 steals in 2020. Kingsland is 1A’s 5-seed, will host 12-seed L/P (6-19).

Wrestling Teams Take on Play-Offs The 2020 Section 1A and 1AA wrestling team play-offs saw each of the three county programs fighting to move on. FCLMC

got the rare play-off win. LARP was up big before upper weights hindered its plight. Chatfield fell by a single point to the eventual section champion. In Class AA, LARP (5-seed, 9-9) took on PEM (4-seed, 13-9) in a quartefinal. Things went the Screaming Eagles’ way early. Tyler Kreidemacher (113), Jordan Zibrowski (120), Carter Jonsgaard (126), Ross Herber (132), and Gable Speltz (145) came out with pins in the first seven weights, stoking a 30-8 lead. But PEM then dominated, winning the last seven matches, six by sixpoint decision. The Bulldogs prevailed 48-30. PEM won in the regular season 46-28. LARP finishes at 9-10. In Section 1A, FCLMC (7-seed, 12-10) took on St. Charles (10-seed, 2-14) in a wrestle-in match. There were decisions at 113, 120, 126, 132, and 145. SC led 15-10 early. But FCLMC got forfeit wins at 160 (Caleb Kunz), 182 (Carson Berg), 195 (Michael Barrett), and 285 (Stefan Nikoloski). The Wolves won five of the final seven matches to post their first play-off win in a long time, 40-25. Oliver Hoeltzle (152) had FCLMC’s lone pin, putting the Wolves ahead for good at 16-15. Kyle Daniels (106) won a 10-0 major. Bradon Knutson (120) and Ryan Kelly (132) won 4-2 and 4-3 respectively. FCLMC (7-seed, 13-10) then wrestled Z-M (2-seed, 14-5). The Wolves fell 56-12. Nikoloski (285) won a 21-2 tech fall, Orion Sass (152) a 16-4 major decision, and Caden Anderson (145) a 2-1 decision. FCLMC finishes at 13-11. Chatfield (4-seed, 13-3) took on Caledonia (5-seed, 11-9) in the quarters. The Warriors won three of first four weights to lead 12-5. The Gophers took 132 thru 152 to lead 25-12, then 170 and 182 to lead 35-18. A.J. Karver’s first period pin at 220 clinched the match. Chatfield prevailed 41-30. Thad Evans (138), Tate Karver (145), and Campbell Berge (17) also had pins. Cael Bartels (113) won a 27-12 tech fall. Cody Guenther (132 > 10-2), Seth Goetzinger (152 > 13-3) and Grady Schott (182 > 14-4) won major decisions. The Gophers (4-seed, 14-3) then took on GMLOS (1-seed, 21-3) in a semifinal at Mayo Civic Center on Saturday. The Bulldogs never trailed, but won by the slimmest of margins. GMLOS took 106 and 113. Chatfield took 120 and 126. GMLOS took 132 and 138. Chatfield then took 145 and 152. Eight weights in, each team had won four matches, GMLOS led 21-17. The Bulldogs then broke the take-two-give-two run. They took three of four from 160 to 195. Cameron Sneed’s pin at 195 gave GMLOS an insurmountable 36-23 lead. The Gophers won the final two to fall 36-35. After falling behind

9-0, 21-7, and 27-17, Chatfield closed to 9-7, 21-17, and 27-23. They couldn’t get over the hump. Goetzinger (152), Berge (170), Hunter VanDyke (220), and A.J. Karver (285) had pins. Bartels (120 > 18-5) and T-Karver (145 > 12-3) won majors. Kail Schott (126) won a 5-2 decision. The Bulldogs entered having won 15 straight, last loss to Chatfield 39-36 in December. Travis Bartels’ group finishes at 14-4. GMLOS beat D-E 43-30 for the section title.

Gophers Snag “Get Back” Wins

It has been an up and down year for Chatfield boys basketball. They started with just one win in ten games. The Gophers then won five straight. They then dropped four straight. Two of the ten losses to start the year were to Southland (90-87) and D-E (68-55). In TRC-West division re-matches, Chatfield got some “get back” wins. Jeff DeBuhr’s group won at the Rebels 74-68. The Gophers were 20 of 27 from the charity stripe. Reid Johnson (18 pts, 6-11 FGs, 4-5 FTs, 8 rebs, 5 stls), David Castleberg (14 pts, 6-6 FTs), and Cole Johnson (13 pts, 5-6 FTs, 6 rebs, 6 asts) hit double figures. Ben Fretland (9 pts) and Landon Bance (8 pts) combined for 17 points on 4 of 8 combined on threes. Chatfield then entertained Brady Williams led Dover-Eyota. The Gophers got a 64-56 win. R-Johnson (19 pts, 7-7 FTs, 9 rebs), Bance (17 pts, 4-7 threes, 6 rebs), and Fretland (11 pts, 3-7 threes, 5 rebs) got to double figures, combining for 9 of 19 threes. Williams had 26 for the Eagles. Chatfield improved to 6-8, 8-14.

Changes on the way for the City of Canton By Pailey Gordon At the February 12 Canton City Council meeting, many topics were discussed: reports from the city clerk, Public Works, and Fire; and New Business including Water/Sewage fund, external payroll services, streetlight holiday displays, and the “Little Library” student project. There were no visitors for Public Comments. After the approval of minutes and the consent agenda, City Clerk Brock Bergey reported that Danny Whalen pled guilty to one of the public nuisance misdemeanor charges from 2018. Whalen has a list of items to be completed by May 15, 2020. If the list is not completed to the city’s satisfaction, he faces an additional fine and possibly 90 days in jail. Joel Torgerson (nuisance property charges) also had his trial; it was continued to March 10. Lolly Melander’s omnibus hearing was continued to March 9. Bergey talked about the audit scheduled for February 24-26, which will be done by Hawkins Ash. The final report will need to be done by the end of March. Bergey discussed the Presidential Primary Election balloting. All ballots will be mailed to registered voters. Unregistered voters should contact the Fillmore County Auditor/Treasurer’s Office if they wish to vote. There will be no poll voting in the City

of Canton on March 3. Bergey also brought some numbers to the council’s attention. There are 19 delinquent utility accounts totaling $2,179.54, 27 dogs and cats have been licensed for 2020, and two property owners have been charged for not cleaning snow off sidewalks in a timely manner ($65 each). Jon Nordsving, Public Works, reported that things have been running smoothly. Fire Chief Ryan Lange visited the council to discuss the FEMA grant for new brush trucks. This discussion will continue into the following months. Under New Business, the council began with the Water Sewage fund. Bergey pointed out main issues in this fund, one being that the city, through USDA, was taking out a couple of loans for the wastewater development facility. had was regarding purchasing new holiday lights. Nordsving brought up the fact that the current lights are falling apart. The council decided to purchase eight 5-foot snowflakes costing approximately $2,992.00 total. The last topic of the night was the community improvement project called “Little Library.” The project would be completed by the industrial class from Mabel-Canton Schools. The idea of the Little Library is that anyone can take a book as long as they also put a book in. They can be put anywhere around town. The class asked for the city to pay for the materials to make two of these – an adult library and one for children. In total, the cost of the libraries will be $350. The council agreed to fund this project.

My musical life

By Bethany Schneekloth I am an active member in both choir and band in my school. Music has always been an important part of my 17-yearlong life, from classical music to Bethany the newer Schneekloth pop music – I listen to it all. I have learned as of late to start associating certain emotions of mine to a specific type or style of music in which listening to helps me get through. Ever since I was little I have loved music, my childhood was filled with music ranging from the polka we listened to on Saturday mornings as a family to the 8’0s rock I listened to

with my dad as we drove place to place. My parents always joke on how they could only get me to be quiet as a baby by playing loud rock, which has carried over to my later years as I find myself calming down while listening to old and new rock music. But even between all of the types of music I find myself being mainly drawn to songs and pieces with a slower tempo. Some of my favorites include Guns and Roses’ “November Rain,” Chris Stapleton’s “Tennessee Whiskey,” and Josh Groban’s “Cinema Paradiso.” My emotions weigh heavily on my day to day choice in music. I began to notice my subconscious leaning towards a type of music only within this last year or so when school really began to affect my life more as a whole. I would grow irate if I wasn’t allowed to listen to music in school, as I was doing my homework, or just around the house. Music helps me determine my mood and it

allows me to easily calm myself down. On a day to day basis I find myself able switching readily between music genres. My morning go-to song depends on what I was listening to last on the day before, which tends to be a piece from a musical. Some of my all time favorites include “Bless Your Beautiful Hide” from Seven Brides for Seven Brothers and Andrew Llyod Webber’s “Overture” from Phantom of the Opera. This more relaxing feel for music is a happy medium between the other styles of music I will soon find myself listening to. My morning routine is accompanied by songs with speaking parts within them, most speaking parts are memorized and add a little extra glee to my morning. My music for the bus is cello versions of classical music. It allows me to keep calm and focused to study my notes and finish up homework from the previous night. My mind relax-

es, my stress levels fall exponentially, and it leaves me prepped for the day. My music is all but silenced in the school day as I don’t have access to a computer and we aren’t allowed to use our phones. Then comes the middle of the school day with either choir or band, which allows my pent up frustrations to be released in my own music. I play the B-flat and the bass clarinet in band, which gives me a full range of sounds, from the high C to the low E, and my emotions are expressed in how I play; the more frustrated I am the more I squeak because I am applying too much pressure to the reed. When I find a happy medium my notes come out perfectly and I can play whatever comes to my mind. In choir I sing soprano one or alto two, depending on the year. Just like my clarinet playing, I have to find a happy medium to get out high B and low A. After band or choir, the last

two hours of the day are basically radio silence like the first four hours of my school day. The bus ride home is usually accompanined by fastly paced pop or rap music to keep my mind off the multitudes of screaming children. Once I get home, my emotions aren’t a key factor in my music and I play whatever song comes to my mind until I get ready to sleep. Once I begin to go to bed my mind and body start to slow down and I end my day with a more somber song. Bethany Schneekloth is a student at Mabel-Canton High School. M-C School to conduct bond support survey By Rich Wicks The February 18 meeting of the Mabel-Canton School Board included a discussion led by Superintendent Gary Kuphal regarding the option of contracting with a firm to conduct a community survey to help Mabel-Canton make decisions about a possible building bond referendum. Kuphal’s written statement to the board said, in part, “I feel we need the information from the survey in order to accurately determine if we have support for a potential bond referendum, and to what degree taxpayers are willing to support it.” Kuphal further explained that School Perceptions is the firm he recommends using, since they have an outstanding record of success in helping schools determine how much the taxpayers will approve. He shared that, regarding schools who have used School Perceptions prior to a referendum vote, “The last 43 districts where there were referendums, their information had 42 of the 43 passing.” He added that the one district whose referendum didn’t pass had not followed School Perceptions’ recommendation on how much to ask voters to approve. Kuphal stated Mabel-Canton had a Comprehensive Facility Analysis performed by Jim Wilson, and that Mabel-Can-

ton’s Facilities Committee has reviewed the initial findings from the Facility Analysis, and has come up with a list of possible areas to upgrade, including certain areas of flooring and windows, some bathrooms, remodeling the media center, bleachers, locker room remodeling, new playground equipment, adding more outlets in classrooms, and several other possible upgrades. He stressed that this is not a final list, but said, “These are items we discussed as possibilities.” The community survey would then help MabelCanton determine how many of the “wish list” items could be combined into a bond referendum that would likely garner community support. The board voted to approve contracting with School Perceptions to perform the survey. The proposed timeline shows that the survey will likely hit mailboxes in late March, and will run through mid-April. Recipients will have the option to complete the survey on paper or online. Another topic that Kuphal brought up is that the school library recently checked to see which books have never been checked out from the library. He said that surprisingly, about 20% of the library’s books have never been checked out, going back 40 years. This represents roughly 3,000 books, and he

said Mabel-Canton plans to pull those books off the shelves in the near future and offer them to individuals, or to an entity that would be interested. Otherwise, any unclaimed books will be discarded. Student representative Sarina Stortz told the board that the recent flower sales and sucker sales were a success and that students seemed to enjoy these events. She also said that MabelCanton’s National Honor Society group has decided to obtain NHS medals for each applicable graduate to wear during the commencement ceremony. Rushford Village reaches solar array agreement Fillmore County Police Reports By Kirsten Zoellner After several months of debate, the City of Rushford Village has reached an agreement with OneEnergy Renewables, in partnership with MiEnergy, for a $3.3 million, one-megawatt solar array. Permitting was approved January 27, but the council halted a decision on a request for a 26-year land lease from the Village. Of particular concern to the council were the length of the land lease and the per-acre price being paid. After some follow-up negotiations and information gathering from a sub-committee of Councilors Bob Hart and Roger Knutson, the council reached an agreement with OneEnergy at the February 18 meeting. Approved was the request for a ground-mount tracking array to be placed on a Village-owned parcel, up to three acres in size. The lease is at a rate of $750 per acre, with an option to extend the lease an additional 10 years at $1,000 per acre. At the end of the term, the Village would still retain ownership of the land and have the ability to seek other usage or to lease or sell the land to another party. One specific detail hashed out was the reclamation of the site, following the lease term. Mayor Dennis Overland stated the seeding of the parcel to grass should be a condition on the Interim Use Permit. During the lease, the land around the array will be seeded with a pollinator mix. Udelhofen noted when the array is dismantled, minimal disturbance is done, but areas will be spot seeded, as needed. Both Eric Udelhofen, OneEnergy Renewables Director of Project Development, and Kent Whitcomb, MiEnergy Director of Member Services, were present at the meeting. Councilor Mike Ebner will serve as council liaison and contact for the project. The council has asked for the city to be included in any ground-breaking events. Community and Econom-

ic Development Associates’s (CEDA) specialist Rebecca Charles was also in attendance at the meeting to provide a recap on completed and ongoing projects and to seek approval for an American Association of Retired Persons grant application. In 2019, CEDA assisted the Village with networking and projects including a land survey. That project continues through 2020 and is now at the stage of land inventory and letter to property owners. Properties have been vetted for suitability for possible development and have been reduced to 300 area parcels. Charles clarified that letters will go out to the 154 persons owning these parcels. Included with the letters will be a map of the Village. Charles hopes people will mark where they’d like to see new amenities and what types. She will also continue to reach out to the Department of Natural Resources’ recreational trails needs program and continue to pursue potential Safe Routes to School trail opportunities. Charles has also been working with City Clerk Mary Miner on the possibility of an Americans With Disabilities Act park, funded largely through an Association of American Retired Persons (AARP) grant. The grant is due April first. Recipients will be announced in May and work will need to be completed on projects by November 2020. “It’s a real fast turn around, but it’s all-inclusive and could bring all together all of this. There are currently no ADAcompliant parks in southeastern Minnesota. None. That might be a draw,” said Charles. “There are also DNR grants if you’re redoing the parking lot or extending, adding in bathrooms, or different types of turf.” Should the city be awarded the grant, any projects would be funded by just a 10% city match. Charles would work to secure as much of that 10%

through corporate and organization donations. However, the city needs to agree to cover the amount if donations are not secured. She estimated the project to be under $100,000. “The city portion would be $10,000 or less, but we would be working to lower that. With the DNR grant as long as you’ve got a good story, it’s possible, and the ADA park is.” There are city funds available to cover the matching cost. All-in-one playground units are in the $50,000 range, according to Charles, but additional stand-alone pieces are $1,000-3,000. The ground covering currently under consideration is warrantied 10 years and needs care just twice a year. “There are always ongoing maintenance costs,” cautioned Knutson. “There are always costs, always labor.” The council unanimously approved moving forward with the grant application. “This is exactly the kind of things we want to see,” added Knutson of the potential project. “Yes, this is something tangible we can show the community,” said Charles. The vacant council seat remains vacant for the time being. One letter of interest has been received by the city from a resident previously on the council. Overland stated he is meeting with additional interested persons this week. The applicant will fill the seat only through the end of the year. All council seats are up for grabs this election cycle. The March 3 meeting will not be held due to the Presidential Nomination Primary. The next regularly scheduled council meeting is Tuesday, March 17, at 7 p.m., at the Village Hall.
