ENERGY resolution


MOTION FOR A RESOLUTION BY THE 12TH NATIONAL SELECTION CONFERENCE OF EYP ALBANIA Taking in consideration the current measures and actions in the energy sector that the European countries have taken as a response to global environmental challenges, what should the young generations of Europe do to respond to the energy-related issues of CO2 emissions, nuclear alternative, smart grids and environmental protection? Submitted by: Participants of Tirana19 the 12th National Selection Conference of EYP Albania The participants of Tirana19: A. Alarmed by the environmental risks posed by the current high levels of CO2 emissions in Europe, B. Noting the slow and inefficient process that the Member States have followed in order to fully inte grate smart energy grids in the European households, C. Regretting the lack of progress in achieving the sustainable and environmentally focused Energy Union, D. Concerned by the low environmental quality of the European energy supply effecting the slow pro cess of reducing the effects of Global Warming; 1. Invites the government to use GMO products in the production of biofuel as a replacement to fossil energy; 2. Encourage the replacement of energy source of big companies in Europe that use CO2 – emitting energy sources, with green energy sources through the introduction of a tax relief scheme; 3. Requesting the Member States to urgently update their current technologies in order to increase efficiency in the usage of energy and production of CO2; 4. Suggests the European Commission to introduce financial measures that discourage the utilisation of non-environmentally friendly energy sources such as fossil fuels and reduce taxes on the usage of electric cars; 5. Urges the Member States to increase funding and efforts on the research for sustainable energy production technologies; 6. Calls upon the Member States to investigate the effects of introducing a penalty fee for house holds that results in inefficient energy usage; 7. Encourages the Member States to push for the installation of smart meters in every household in the Union; 8. Encourages the European Citizens to participate in data sharing of their energy consumption prac tices in order to calculate energy waste; 9. Calls upon the Member States to make public the data from household surveys on energy consumption; 10. Calls upon the Member States to encourage the usage of eco-friendly products in the public National administrations such as efficient light bulbs in order to lower energy waste; 11. Encourages the European Citizens to use electronic devices wisely and to turn them off whenever they are not being used; 12. Calls upon the Member States to integrate new policies to prioritize the switch to renewable resources of energy in households; 13. Calls upon European Commission to cooperate with Member States to start an informative campaign on the positive effects of the utilisation of sustainable and clean energy; 14. Encourages the European Commission to issue opinions regarding the national policies of Member States and their compliance to the EU Sustainable Development Strategy;

Invites the European Commission to draft a proposal in support of the Energy Union following the case of energy production from waste programme implemented in Sweden; Calls upon the Member States to implement awareness campaigns about climate change and energy problematics through collaboration with citizens; Proposes to the Member States to interact with the European Media Corporation in order to create a shared platform for European citizens to express their voice on the Energy Union; Calls upon the European Commission to include in the next Council Meeting proposals to ameliorate European guidelines for national climate change policies; Calls upon the European Commission to support the major European industries with the installation of industrial practices such as carbon capture and sustainable storage methods.

Rationale: The Energy Café was an element of Tirana19 that links the work of the event with the greater scope of the its theme “Young Energy”, a reflection of the cooperation with innogy Stiftung. The event has been envisioned to bring together the world of EYP and the ideas of youngsters for tangible solutions on Energy-related problems in Europe. It was programmed to combine the concept of a ‘World Café’ with the EYP educational programme. Through this activity we aimed to reach larger awareness to all participants of Tirana19 on energy and make their ideas heard in a larger scale. The event was held right after Committee Work Day 2. By that time all participants had already finished discussing their topics and resolutions and were at their highest peak of academic and social awareness on them. Seeing that the session included 4 energy-related topics out of 8, the goal was to make all participants discuss the 4 energy topics altogether and draft a common resolution of the session on energy. This resolution is the product of discussion among all participants of Tirana19, officials and delegates together. They discussed their ideas divided into four large groups which rotated in order to discuss the work in each of the four Introdcutory Clauses of this Booklet. Each of these Introductory Clauses reflects the main issue behind one of the four energy - related topics we discussed in the session. The final aim of this booklet is to reach out to the EYP Network that all of us together can come up with very valuable ideas if we cooperate for solving issues that threaten the sustainability of our common future.
