New York After a speeding Metro-North Railroad commuter train barreled into a curve and derailed in New York City on Dec. 1, safety advocates said similar deadly accidents might soon be avoided. Railroads across the country are preparing to deploy high-tech control systems that will let computers automatically slow trains that are moving too fast or headed for a collision. Yet there is already low-tech equipment, widely available since the Great Depression, that could have prevented the crash, and every Metro-North train already has it. For many years, the trains have been outfitted with control systems that will sound an alarm if an engineer exceeds a designated speed or blows through a red light, then robotically slam on the brakes if the driver doesn’t respond. Historically, though, the system has been used on Metro-North mainly to keep trains from colliding, not to enforce speed limits on curves, hills or bridges. That meant that no alarm sounded when engineer William Rockefeller failed to slow as he approached a tight curve in the Bronx. Federal investigators said the train

A Colorado teenager who may have been nursing a grudge against a high school teacher intended to harm that teacher and inflict numerous other casualties when he entered his school and shot a student at point-blank range before killing himself, authorities said. Karl Pierson, 18, fired six shots from a pump-action shotgun between the moment he walked into Arapahoe High School on Friday and the moment he killed himself in a library as a school security officer closed in, Arapahoe County Sheriff Grayson Robinson said. Pierson’s attack lasted just 80 seconds but reopened scars in a community traumatized by mass shootings at Columbine High School in 1999, an Aurora, Colo., movie complex in 2012 and in Newtown, Conn., a year ago Saturday. “His evil intent was to harm multiple individuals,” Robinson said Saturday. Arapahoe senior Claire Davis, 17, who was sitting with a friend when Pierson entered the library, was shot in the head. She remained hospitalized in critical condition Sunday.

Backstory Karl Pierson legally purchased a shotgun at a local store on Dec. 6 and bought ammunition the day of the shooting, Arapahoe County Sheriff Grayson Robinson said. Anyone 18 and older is allowed to buy a shotgun in Colorado; only those over 21 can legally buy a handgun. Pierson arrived at the school toting the shotgun and wearing the ammunition on his body. He had a machete and, in a backpack, carried three Molotov cocktails, the sheriff said. (AP)

Hundreds of students held a candlelight vigil for Davis on Saturday night. The sheriff said that Davis appeared to be a random target. Colorado Gov. John Hickenlooper told CBS’ “Face the Nation” on Sunday that he had visited Davis and her family and that she was in a coma. “I just can’t imagine what they’re going through,” he said. Friends and well-wishers posted prayers on Twitter, and some students collected money to help pay for Davis’ medical expenses. “I feel like it’s going to make us a stronger senior class and school as a whole,” said Chris Davis, an Arapahoe senior who is not related to Claire Davis and helped organize the fundraising effort. Kerry Returns to a Different Vietnam Ho Chi Minh City, Vietnam John Kerry first set foot in Vietnam 44 years ago, a young U.S. Navy officer fighting in a war that would come to profoundly influence his political career and foreign policy thinking. He returned again Saturday, this time as America’s top diplomat, offering security assurances and working to promote democratic and economic reforms in the communist country. The U.S. secretary of state was trying to bolster the remarkable rapprochement that he had encouraged and helped to engineer as a senator in the 1990s. “I can’t think of two countries

After all the planning and jackhammering and track-laying, what the District’s new streetcar line needed was a streetcar. And there it was. “It’s coming. It’s coming,” said Dawn Verdugo, 38, who grew up in San Francisco and imagined being on hand to see that city’s first cable car in 1873. “That’s a big deal.” Many doubted the moment would arrive. But Friday night, workers fit together a massive green steel ramp, loosened the winch on a flatbed truck and slowly lowered a 66-foot-long Czech-made streetcar toward H Street NE. As the first wheels touched the steel track at 9:45 p.m., a half-century after the city’s last streetcar stopped running, spectators cheered. “This is a good holiday gift,” said Anwar Saleem, who worked with three mayors to help bring the streetcar to a 2.4-mile stretch, running east on H Street from behind Union Station, then along Benning Road to Oklahoma Avenue. City officials are planning to extend the H Street/Benning Road line west to Georgetown and east to the Minnesota Avenue and Benning Road Metro stations. Doing so would tie one of the nation’s most iconic and wealthy neighborhoods to a more mixed swath of the capital where a rush of development coexists with poorer neighborhoods and double-digit unemployment.

New Intersection Paves Way for Drivers Washington For 34 years, the intersection of 10th and I streets NW has been an imaginary place, a point of hallowed political ground under the carpeting — and then rubble — of the old

Washington Convention Center. It’s also been a roadblock in the city’s grid that drivers had to go around. But with the construction of CityCenterDC, 10th and I streets have been rebuilt to form an intersection again. In downtown, where every inch of asphalt is increasingly a battleground, the intersection has a little something for everyone: 1,000 feet of pristine new pave-

ment, bike lanes in every direction and about 30 new parking spots. Although no sign marks the road as the site where an estimated 20 million attended speeches and conventions, the glass-and-steel buildings that flank the new roads are a monument to a new era in D.C. Survey Ranks Earnings of Private College Presidents Washington American University President Neil Kerwin earned about $1.3 million in 2011, according to an annual survey published Sunday, making him the highest-paid leader of a private college or university in the Washington region. The Chronicle of Higher Education survey also found that George Washington University President Steven Knapp earned $1.1 million that year; Georgetown University President John DeGioia earned about $875,000; Howard University President Sidney Ribeau earned about $759,000; Catholic University President John Garvey earned about $547,000; and Gallaudet University President Alan Hurwitz earned about $512,000. D.C. police say they’ve arrested a juvenile in connection to a burglary earlier this month at the Salvation Army. Police say a custody order was issued Friday charging a juvenile boy in the Dec. 1 break-in at a Salvation Army community center in Southeast. Police said two people broke into the building and stole at least $10,000 in donations collected through the charity’s Red Kettle Program. Authorities say the investigation is continuing. (AP)

D.C. Public Schools Chancellor Kaya Henderson, who had been rumored to be on the shortlist of candidates under consideration for New York’s top schools job, told employees Friday that although she has spoken with New York City Mayor-elect Bill de Blasio, she has no intention of leaving Washington. “I am not about to leave when our students have so much riding on the work we do every day,” Henderson wrote to central office employees. Obama’s Year of Lost Hope President’s ugly 2013 earns him the worst year in Washington, says The Post’s Chris Cillizza Analysis When historians write the story of Barack Obama’s presidency, 2013 will be his lost year. It opened with great promise and closed with great disappointment. In a year that could have been about building his legacy, the president was reduced to salvaging the signature accomplishment of his first term. Second-term presidencies are tricky. The pace of modern politics and the desire of journalists (scourges!) to look ahead to the next campaign put a re-elected incumbent in a race against irrelevancy from the second he is sworn in. Usually, a president has until the midterm elections of his second term to get big things done; then, attention moves on to deciding who will next occupy the White House. But Obama may not have the luxury of even that truncated timeline. The split control in Congress, combined with the tea party’s continued demand for conservative purity from its elected officials and the politicization of just about everything makes it hard to imagine that 2014 will afford Obama any chance to move his

agenda through Congress. All of which makes what happened — or didn’t happen — in 2013 that much more dire for Obama’s chances of leaving a lasting legacy. Obama’s 2012 re-election gave him a mandate to continue in the vein of his first four years. He used that momentum to cut a favorable deal with Republicans to avert the “fiscal cliff,” and he was able to unite the country after the horrific shooting in Newtown, Conn. On Jan. 1, then, it wasn’t difficult to imagine the passage of a broad gun-control measure, an immigration reform package and a series of bills addressing the country’s debt and spending issues. The reasons none of these things came to be are all tied to Obama. First came the scandals. The Internal Revenue Service acknowledged that it had targeted tea party groups’ applications for nonprofit, tax-exempt status and subjected them to heightened scrutiny. Edward Snowden leaked scads of classified materials detailing the vastness of the National Security Agency’s spying operation. Republicans insisted that the administration had covered up information

Robert Griffin III, for His Sophomore Slump As if RGIII’s play weren’t bad enough — and it is — there’s a growing perception that he’s a diva. Sophomore slump? Let’s hope so, since the Redskins gave up their first-round draft picks until 2050 or so just to get him. GOOD YEAR

John Kerry, for Risks That Paid Off It’s hard to imagine an American secretary of state having a better first year than Kerry had in 2013. And that’s encouraging, because Syria, Iran, Afghanistan and Mideast peace will still be on his to-do list in 2014. BEST YEAR

Chris Christie, for Winning and 2016 Hype Not only did Christie capture more than 50 percent of the vote in New Jersey’s governor’s race, but he also won female voters by 15 points and claimed a majority of the Hispanic vote. (T WP)

The federal health insurance exchange rollout was a complete failure — though we didn’t realize it until Republicans reversed course on their own massive flub and reopened the federal government after a 16-day shutdown. As if the self-inflicted wounds and scandals weren’t enough, Republicans spent 2013 in a public slap fight over their party’s direction. Even if the president had been able to extricate himself from the problems, it became clear that there was not one Republican with whom he could negotiate, whether on guns, immigration or anything else. Add it all up, and you get the least-productive Congress in history; the least-popular Congress in history; and a president most Americans no longer like or trust. Yes, the economy is showing signs of improving. And, yes, enrollment on healthcare.gov is soaring compared with the first few weeks. But 2013 is almost gone and with it the president’s best chance for a lasting legacy. Barack Obama, for wasting a year torpedoing your legacy, you had the worst year in Washington. Congrats, or something.

Album Review Don’t be surprised that a new Beyonce album just fell out of the stars without warning. Be surprised that it’s the splashiest cannonball of her career. Be surprised that it’s quirky, and candid, and weird, and raunchy, and so many other things that Beyonce

has never been. Be surprised that she uses “Monica Lewinsky” as a verb. Be surprised that it’s great. Considering this woman spent her 2013 conjuring an illusion of spontaneity from a script that never veers off message, did anyone see this thing coming? Her self-titled fifth album, checking in at 14 songs — packaged with 17 companion videos, all of it released on iTunes late Thursday — is her most compelling offering since 2003’s “Dangerously In Love.” It kinda had to be. Beyonce’s not only asking us to cough up

Just five minutes into her new songbook, nobody sounds more bored with Beyonce than Beyonce: “I’m climbing up the walls/ ’Cause all this s--- I hear is boring,” she mutters. “All the s--- I do is boring.” So she slams down on the gas, going from control-freaky to freakyfreaky at the speed of R. Kelly’s Maybach. “Rocket” rivals the sex-aphorical wowzas of any Kelly verse, while modernizing the slow drip of a D’Angelo ballad. Beyonce, who performs at the Verizon Center on Wednesday, can still breathe wildfire, of course. Check out “***Flawless,” a feminist salvo that doesn’t need those asterisks in its title to stand out as the album’s most riveting moment. “I took some time to live my life,” she sings. “But don’t think I’m just his little wife.” Her marriage seems stable, though. Duetting with her husband, Jay-Z, on “Drunk in Love,” she raps giddily over 808 booms like she’s playing Double Dutch in an earthquake. Jay tries to eclipse her irreverence but comes up short on charm: “We sex again in the mornin’/ Your breasts-eses is my breakfast.” C’mon, now. As for the music videos — they’re music videos. In one clip, Bey reenacts “From Here to Eternity,” twisting around in black-and-white sea foam. In another, she orbits a vintage skating rink in slow motion like a scene out of “Roller Boogie.” Marketing this thing as a “visual album” may have been a nifty trick to persuade us to fully commit our senses to the experience, but these songs are plenty commanding in their own right. Obituary Peter O’Toole, the charismatic actor who achieved instant stardom as Lawrence of Arabia and was nominated eight times for an Oscar, died Saturday after a long illness, his agent said Sunday. He was 81. O’Toole got his first Academy Award nomination for 1962’s “Lawrence of Arabia,” his last for “Venus” in 2006. With that he set the record for most nominations without ever winning, though he had accepted an honorary Oscar in 2003. ‘SNL’ Rushes to Diversify Cast “Saturday Night Live” plans to add one or two black female performers to its cast as soon as January. The NBC sketch comedy confirmed it is answering complaints about its lack of diversity by holding showcases to choose at least one black female cast member.
