A former personal injury attorney in Chicago who created a cape-wearing character to drum up business was sentenced Monday to three years in prison for a scheme in which he hid from clients settlements he’d reached and pocketed the money. ‘Those dark days are gone’ TRANSPORTATION Four-year-old Arshiya Naoaj was up early Monday, her dad said, excited to get back to the morning routine she’d missed all summer: riding Metro. “She woke up early to celebrate,” Shah Naoaj, 32, said at the Van Dorn station at about 8 a.m. “It’s really exciting. We’re glad those dark days are gone.” He was referring to the summer-long shutdown of six Blue and Yellow line stations south of Reagan National Airport. The stations, closed since late May for a massive platform reconstruction project, reopened Monday, on time. Arshiya and her father were among roughly 17,000 commuters whose regular routes — through either the Braddock Road, King Street-Old Town, Eisenhower Avenue, Huntington, Van Dorn or FranconiaSpringfield stations — were disrupted or derailed for much of the summer. On Monday at Braddock Road, Metro board Chairman Paul Smedberg was one of several top officials Metro deployed to greet returning riders. Smedberg marveled at the new LED lights illuminating the station. Other smaller-scale fixes included nicer platform and bus shelters, larger screens to display train

Mary Chris Chapman, 65, who has commuted to work via Metro for about 13 years, said the station “smells like a new car” and looks like one, too — “clean and beautiful.” Rider Chris McLennon, 49, called the station’s “changed ambiance . . . futuristic.” Others focused on the floor. Light rain began to fall about 9 a.m., prompting travelers at the Braddock Road and Van Dorn stations to test out the new, slipresistant platform tiles. Larger and more porous than their predecessors, the tiles are supposed to provide better drainage, minimizing the chance of puddles. Metro General Manager Paul Wiedefeld said so far, the few complaints he has received are nearly all about the same thing. The contractor used the wrong font in signage at at least two of the rebuilt stations: Helvetica Black, instead of Helvetica Bold. More than 100 people packed into a public hearing in Chevy Chase Village on Monday to debate what one board member called “the most contentious and emotionally charged issue” in the community’s history: the barking of dogs. The village board voted 5 to 2 in favor of disestablishing the dog park that has divided the Maryland suburb for months. The gate of the fence enclosing the area will be removed, turning it into a park where dogs are welcome but must be leashed. “The size and location of this off-leash area is not meeting standards,” board chairwoman Elissa Leonard said before a chorus of boos from dozens of dog lovers. “You should be ashamed of yourselves!” someone from the crowd yelled before leading a mass exodus from the meeting. The decision put an end to months of howling from the humans in this wealthy enclave just outside D.C. What began as a plan to turn a patch of land frequented by local pups into a formal dog park became a breeding ground for animal animus. Neighbors who live directly beside the park complained that they found their lives disrupted by the barking dogs, the carelessness of their companions and

The tension escalated when The Washington Post published a story about the divisions, chronicling the powerful players embroiled in the debate. By the time the board convened to make its decision about the park’s fate, it had received more than 110 pages of letters filled with extensive lists, references to research journals and analyses of canine bowel movements. “My friends and I will leave no stone, I mean tennis ball unturned in our dogged opposition to the proposal to close the park,” declared a “press releash” sent by one resident, Patty Martin, in the
voice of her French bulldog Louie. After the vote, Leonard tried to reassure the park’s fans that the village manager had spoken with Montgomery County officials, who are planning to build additional dog parks in the area soon. But the dog lovers were already storming out of the town hall. They surrounded Martin, who was devastated. “I don’t know how I am going to break this to Louie,” she said. But inside, the board’s decision seemed final. “We have to move on to the next item on our agenda,” Leonard told the remaining crowd. “The noise of gas-powered leaf blowers.”
A Maryland agency is proposing a 30% reduction in the quantity of oysters that can be harvested in the next season. The Maryland Department of Natural Resources presented the recommendations at an Oyster Advisory Commission meeting Monday night, followed by public comment. The proposal would delay next month’s start of the commercial season by 10 days. It also would shave 10 days from the end of the season in March. Watermen in attendance criticized the plan. They say cutting that deep into the days of harvest will cause them to lose markets. But environmentalists say oysters are at historic lows in the Chesapeake Bay and play an important role in filtering the bay’s waters. The agency plans to issue regulations by Monday. (AP)

The report, which provides data on 11,000 stops from July 22 to Aug. 18, is the first, long-delayed response to a 2016 D.C. law requiring the collection of detailed demographic information about people stopped by police. U.S. disputes account of spy NATIONAL SECURITY The Trump administration on Tuesday disputed reports of a Russian official who was recruited as a spy for the CIA and then evacuated to the United States after revealing information about the Kremlin’s interference in the 2016 election. Secretary of State Mike Pompeo, White House spokesman Hogan Gidley and the CIA challenged reports that appeared in The New York Times, CNN and elsewhere about a Russian official with high-level access who provided the U.S. with valuable intelligence for years until he was abruptly pulled from the country. “The reporting there is factually wrong,” Pompeo said Tuesday, without specifying what he was disputing. Pompeo was head of the CIA at the start of the Trump administration, soon after the spy reportedly was brought to the United States. The CIA singled out CNN in a statement that disputed the network’s reporting about what prompted the evacuation. CNN cited an unnamed source as telling them that the informant

The paper said the official was one of the CIA’s “most important — and highly protected — assets” until the end of the Obama administration, when the Americans began to worry about his safety because news media coverage of the election interference risked exposing him. It said the informant at first refused to be evacuated, or extracted, citing family concerns, which prompted fear at the CIA about whether the person was trustworthy. But months later, he agreed and was taken to the U.S. Kremlin spokesman Dmitry Peskov was dismissive of the reports and the influence of an official he identified by name. The granite slabs were installed on the memorial plaza this spring. They recognize an initially unseen toll of the 2001 terrorist attacks: firefighters, police and others who died or fell ill after exposure to toxins unleashed in the wreckage. The unusual addition reflects a memorial that is evolving as the aftermath of 9/11 does. And for families like Joanna Reisman’s, the new 9/11 Memorial Glade gives their loved ones a place in the landscape of remembrance at ground zero. Reisman’s husband, Lt. Steven Reisman, searched through the World Trade Center debris for remains, and then died in 2014 of brain cancer. He was 54. Unlike the plaza’s massive waterfall pools memorializing people killed on 9/11, the boulders are not inscribed with the names of those they honor. There is no finite list of them. Instead, nearby signs dedicate the glade “to those whose actions in our time of need led to their injury, sickness, and death,” including first responders, recovery workers, survivors and community members at the attack sites at the trade center, Pentagon and near Shanksville, Pa. 31 Iraqi pilgrims die in stampede KARBALA, IRAQ A walkway collapsed and set off a stampede in the Iraqi holy city of Karbala on Tuesday as thousands of Shiite Muslims marked one of the most solemn holy days of the year. At least 31 people were killed and about 100 were injured, officials said. It was the deadliest stampede in recent history during Ashoura commemorations. Hundreds of thousands of people converge on the city for the occasion every year. The stampede happened toward the end of the Ashoura procession, causing a panicked rush among worshippers near the gold-domed Imam Hussein shrine, according to two officials who spoke to The Associated Press from Karbala. The somber day of Ashoura
commemorates the killing of the Prophet Muhammad’s grandson, the Imam Hussein, by a rival Muslim faction in A.D. 680. Hussein’s killing is considered to have cemented the schism between Shiite and Sunni Islam. In recent years, Ashoura processions have been attacked by extremist Sunni militants. In 2004, at the height of Iraq’s sectarian violence, 143 people were killed in near-simultaneous suicide and other bombings at shrines in Baghdad and Karbala during the Ashoura procession. POLITICS President Trump on Tuesday abruptly forced out John Bolton, his hawkish national security adviser with whom he had strong disagreements on Iran, Afghanistan and a cascade of other global challenges. The sudden shake-up marked the latest departure of a prominent voice of dissent from the president’s inner circle, as Trump has grown less accepting of advice contrary to his instincts. It also comes at a trying moment for Trump on the world stage, weeks ahead of the United Nations General Assembly meeting and as the president faces pressing decisions on difficult foreign policy issues. Tensions between Bolton, Trump’s third national security adviser, and other officials have flared in recent months over influence in the president’s orbit and how to manage his desire to negotiate with some of the world’s most unsavory actors. Since joining the administration in the spring of last year, Bolton
has espoused skepticism about the president’s whirlwind rapprochement with North Korea, and recently has become a vocal internal critic of potential talks between Trump and leaders of Iran and Afghanistan’s Taliban. Bolton also broke with Trump over his vocal condemnation of Russia’s global aggressions, and last year he masterminded a quiet campaign inside the administration and with allies abroad to persuade Trump to keep U.S. forces in Syria to counter the remnants of ISIS and Iranian influence in the region. On Twitter on Tuesday, Trump and Bolton offered opposing accounts on the adviser’s departure, final shots in what had been a fractious relationship almost from the start. The planning has intensified in recent weeks. Administration officials have discussed using the federal government to get homeless people off the streets of Los Angeles and other cities and into new government-backed facilities, according to two officials briefed on the planning. But it is unclear how they could accomplish this and what legal authority they would use. Census: Share of uninsured in U.S. rises Rate of people without health coverage grows for first time in a decade
ECONOMY The proportion of Americans without health insurance grew significantly last year for the first time this decade, according to new federal data that show the number of uninsured rose to 27.5 million in 2018. The findings released Tuesday, based on a large U.S. Census Bureau survey, reverse the trend that began when the Affordable
Care Act expanded opportunities for poor and some middle-income people to get affordable coverage. Taken together with other reported measures of Americans’ well-being, the Census Bureau report paints a portrait of an economy pulled in different directions, with a falling poverty rate but also high inequality and a growing cadre of people at financial risk because they do not have health coverage. The data show that a strong economy pushed the poverty rate last year to its lowest level since 2001 as more Americans

Ready for awards season
The Nationals had the best record in baseball in August, and that resurgence helped boost the award résumés for their biggest

The case for him: Entering Tuesday, the Nats’ third baseman led the majors in batting average (.337) and was second in RBIs (114) — two behind the Braves’ Freddie Freeman. And no one in the NL has been hotter since the All-Star break. Rendon has a 1.116 OPS in the second half — significantly better than his top MVP challengers: the Brewers’ Christian Yelich (1.039) and the Dodgers’ Cody Bellinger (.927).
The case for Scherzer: The three-time Cy Young winner is second in the NL in ERA (2.45) and WHIP (1.00). And despite missing a handful of starts after the All-Star break, he still has the third-most strikeouts (216) — only Strasburg (222) and the Mets’ Jacob deGrom (231) have more. Scherzer’s rate of 12.57 strikeouts per nine innings is by far the best in the majors.
The case for him: In a normal year, a guy who hits 17 homers, drives in 58 runs, ranks sixth in the majors in stolen bases (24) and plays a Gold Glove-caliber center field would be handed the Rookie of the Year award. But this isn’t a normal year. Defensively, Robles, 22, is the best rookie in the NL. His 2.1 defensive WAR is better than any other center fielder in the majors.
The case for Strasburg: He’ll need to lower his 3.50 ERA to catch the front-runners, but he’s tied for the league lead in wins (16) and his strikeout rate (10.78 K/9) is among the best.
The other contenders: The ROY frontrunners are also long shots to win the MVP and Cy Young. The Mets’ Pete Alonso, 24, has already set the NL rookie record with 47 homers and has 109 RBIs to go with it. The Braves’ Soroka, 22, is fourth in the majors in ERA (2.67) and second in home runs allowed per 9 innings (0.737).
The other contenders: With the Dodgers atop the NL, Bellinger will get the best player on the best team vote. He and Yelich were among those tied for second in the NL with 44 homers — 12 more than Rendon. Yelich led the league in slugging (.672) and on-base percentage (.430). Likely outcome: According to BaseballReference.com, Bellinger had a big advantage in WAR (8.2) over Yelich (7.1) and Rendon (6.1). Since WAR has become voters’ favorite stat, it’s Bellinger g with the slight g edge — for now.
The other contenders: The Dodgers’ Hyun-Jin Ryu leads the NL in ERA (2.45) but has almost 100 fewer strikeouts than deGrom, who has a 2.70 ERA. The Braves’ Mike Soroka (11-4, 2.67 ERA) is also in contention. Likely outcome: Scherzer’s missed starts will hurt in a tight race led by the past two winners: deGrom (2018) and Scherzer (2017 and 2016).
Likely outcome: It will be hard not to give this to a player with 50 home runs, so this is Alonso’s award to lose. Soroka will be second. The Pirates’ ates’ Bryan Reynolds, the Padres’ Fernando Tatís Jr. r. and Robles will have to fight over third.

Severity of knee injury still unclear Redskins running back Derrius Guice is dealing with a knee injury, and while it remains unclear how long he will be out, it appears unlikely he’ll be able to play in Sunday’s home opener against Dallas. One person with knowledge of the situation, who spoke on the condition of anonymity, said the injury is to the meniscus in Guice’s right knee, and that the secondyear back could return to the team as early as next week. Another person said the injury could keep him off the field for as many as three or four games. Guice’s absence would add another layer to the team’s complicated running back situation, which was in the spotlight after Adrian Peterson, Washington’s leading rusher last season, was held out as a healthy scratch Sunday. With the trade of Matt Niskanen to Philadelphia in the offseason, there is a lingering question about whom Dmitry Orlov will be matched with on the second pairing. It’s possible Orlov’s partner will change throughout the season as the coaches work to find the right fit to help him return to the level he played at during the 2018 Stanley Cup run. But if the Capitals have their full defensive unit healthy, Nick Jensen or Radko Gudas, whom the Capitals acquired in the Niskanen trade, could move into a top-four role.
How will the Capitals manage Siegenthaler and Djoos? There will be a battle in camp to fill the left spot on the third pair opposite Radko Gudas, at least for now. Jonas Siegenthaler and Christian Djoos are expected to fight for the role, with top prospect Alex Alexeyev a viable option as the season goes on. Djoos, who missed two months last season with compartment syndrome in his thigh, will return to camp healthy and look to regain his lineup spot. Siegenthaler replaced Djoos when he was benched after Game 3 against the Hurricanes.

A subpar stand: Modern protest music lacks heart These are wild and anxious times for our wild and anxious planet. So why do the most visible protest songs of the Trump era feel so inert? From the numb thud of “This Is America” to the woke winks on the new Taylor Swift album, contemporary protest pop feels increasingly prominent, deeply unimaginative and embarrassingly insufficient. As it stands, the two most widely applauded protest ans pre thems of Trump Trump’s presidency
are “Love It If We Made It,” by the British band The 1975, and “This Is America,” by Childish Gambino. What are these songs trying to achieve? Both offer hypertopical verses, flanked by titular refrains that radiate heroic despair — and by setting those feelings of total powerlessness to such patently urgent music, the effect becomes strangely self-canceling. You feel seen, but you also feel small. The most acclaimed protest album to arrive during George W. Bush’s presidency came from Green Day, a rock band
that chose to confront the war on terror by pretending to be The Clash. Yes, a great protest song needs a flash of familiarity for listeners to rally around, but no song can change the future by simply strip-mining the past. Nor can any pop song be expected to dismantle the capitalist system that allowed everyone to hear it in the first place. Along with nearly every contemporary protest song, “Love It If We Made It” behaves the same way. When 1975 frontman Matthew Healy sings, “Modernity has failed us,” what he really means is that capitalism has failed us. But Healy can’t say that. Capitalism is what amplifies his voice. The convulsions of the 21st century have produced at least two great protest songs, though, both of which arrived before Donald Trump’s election. One was “FDT,” a 2016 denunciation of then-candidate Trump by rappers YG and the
late Nipsey Hussle that balanced brash insults with a lucid warning. The other great protest song of the century is Kendrick Lamar’s “Alright,” an anthem from 2015 that asserts that (black) people must first survive this world in order to change it. At the height of the Black Lives Matter movement, activists sang its astonishing refrain in the streets. That’s how every protest song should be measured — by its empathy, its imagination and its utility. It has to be compassionate enough to get inside your head, visionary enough to help you dream up what’s possible, powerful enough to shake the public airspace. It can’t just turn the tides inside your mind. It has to get your body out onto the street. Songs don’t change the world. Listeners do. Follow Chris Richards on Twitter @Chris__Richards

Green Day will release a new album titled “Father of All …” on Feb. 7, the band announced Tuesday. The album, which frontman Billie Joe Armstrong said on Apple Music’s Beats 1 is just 26 minutes long, marks Green Day’s first record since 2016’s “Revolution Radio.” The trio also released the title track from the album Tuesday, and set plans to embark on a global tour next summer alongside Weezer and Fall Out Boy. Highwomen try to right past wrongs Throughout history, certain narratives have been silenced — those of women, queer people and people of color. There is some justice in telling those stories, and that is the intention throughout The Highwomen’s self-titled debut album, which was released Friday. The supergroup, comprised of Brandi Carlile, Maren Morris, Natalie Hemby and Amanda Shires, has taken back the country music genre to shed light on perspectives that were missed in songs past. The track “If She Ever Leaves Me,” for one, gives voice to the gay perspective. The groundbreaking album pays homage to the best parts of classic country music, displaying expert instrumentation, tight harmonies and ringing vocals. Yet, it is unafraid to challenge the genre’s norms and shortcomings in a nonabrasive way. RAGAN CLARK (AP)

luck) become. And even fewer have the imaginative resources that King brings to bear on his portrait of life at the Institute, a life filled with large and small cruelties, and with a chilling indifference to the effect those cruelties have on the most vulnerable among us. The Institute, King tells us, not only destroys its chosen victims. It also destroys the “moral compass” of those who work there too long.
