Red panda dies in Va. National Zoo looks into the unexpected loss of a healthy animal FRONT ROYAL, VA. A 4-year-old red panda named Henry has died at the National Zoo’s research facility in Front Royal, Va. Zoo officials said they were trying to figure out the cause of the Dec. 5 death. Officials put out a statement Wednesday saying they were waiting to see whether test results revealed more about the circumstances of his death. Henry was born at the Smithsonian’s Conservation Biology Institute in June 2014 to his mother,

Regan, and father, Rocco. His mother had been “unable to raise cubs in the past,” officials said, “so keepers took the extra step of hand-rearing Henry.” Henry had been in “good health,” zoo officials said. They said he was eating well and urinating and defecating normally. Officials said postmortem radiographs showed “no signs of trauma or injury” to Henry. A final pathology report will be done in the coming weeks and give officials more details as to what happened, according to Annalisa Meyer, a zoo spokeswoman. Red pandas are considered endangered in part because of

the destruction of their habitat. They are native to the bamboo forests of China, India and Nepal, according to zoo experts. They’re easily recognizable by their ruby colored coats and short snouts. While the zoo is mourning Henry’s passing, officials introduced a new animal — a prehensile-tailed porcupine named Quillbur — at the zoo’s main facility on Connecticut Avenue in Northwest Washington. Zoo officials said in a Twitter post that he is “terrific and radiant!” He came from a zoo in Binghamton, N.Y. Quillbur joins the facility’s two other prehensile-tailed porcupines. Mystery donor gives museum $40M painting The Virginia Museum of Fine Arts in Richmond unveiled an iconic painting Wednesday given to the museum by a mystery donor, who reportedly paid $40 million for the work in 2011. The piece, “Progress (The Advance of Civilization),” was painted in 1853 by Hudson River School member Asher B. Durand. The work, which celebrates U.S. expansion across the American continent, will be shown in a gallery with the museum’s Native American collection in order to give it historical context and include the Native American perspectives. Court rejects permits for Atlantic Coast Pipeline U.S. Forest Service blasted for having let project move ahead VIRGINIA A permit for the Atlantic Coast Pipeline to cross two national forests, including parts of the Appalachian Trail, was thrown out Thursday by a federal appeals court that harshly criticized regulators for approving the proposal. A three-judge panel of the 4th U.S. Circuit Court of Appeals in Richmond blasted the U.S. Forest Service for granting a special use permit to build the natural gas pipeline through parts of the George Washington and Monongahela National Forests, and granting a right of way across

the Appalachian Trail. The court said the agency had “serious environmental concerns” about the project that were “suddenly, and mysteriously, assuaged in time to meet a private pipeline company’s deadlines.” The ruling also quoted “The Lorax” by Dr. Seuss, saying the Forest Service is trusted to “speak for the trees, for the trees have no tongues.” Aaron Ruby, a spokesman for Dominion Energy, the project’s lead developer, said the developers “strongly disagree” with the court’s ruling and plan to immediately appeal by seeking a hearing before the full 4th Circuit court. “If allowed to stand, this decision will severely harm consumers and do great damage to our

economy and energy security,” Ruby said in a statement. “Public utilities are depending on this infrastructure to meet the basic energy needs of millions of people and businesses in our region.” The ruling came in a lawsuit filed by the Southern Environmental Law Center on behalf of the Sierra Club and other environmental groups. Patrick Hunter, a staff attorney for the center, said the ruling is a “huge problem” for Dominion. “Their whole route is designed to cross the Appalachian Trail at this one location,” Hunter said. The 605-mile natural gas pipeline would originate in West Virginia and run through parts of North Carolina and Virginia.

Exactly one year and one day after former “Top Chef” star and restaurateur Mike Isabella opened a multi-restaurant concept in the Tysons Galleria, he announced he is shutting down his entire company — once one of the biggest restaurant empires in D.C. Isabella’s company on Wednesday filed for Chapter 7 bankruptcy, with plans to cease operations by the end of the month and liquidate its assets to pay debts. Judge sentences couple who wed during spree A Maryland couple who got married in the middle of a multistate crime spree have been sentenced to prison. Matthew Dale Bush, 39, was sentenced Tuesday to 110 months. His wife, Crystal, was sentenced Wednesday to 20 months. Authorities say the couple began a two-month crime spree in September 2017 during which they broke into businesses and stole ATMs, robbed convenience stores and robbed a bank. The two were arrested after crashing a vehicle in Baltimore while trying to flee a bank robbery eight days after they got married. (AP) VIRGINIA

Authorities say a child with special needs was supposed to be dropped off in Silver Spring, but instead ended up riding a bus all the way to Baltimore. A Montgomery County Public Schools official said the boy was picked up at Rockville High School on Wednesday and dropped off in Baltimore. Officials said it’s unclear whether the bus didn’t stop in Silver Spring or the child didn’t get off at his stop. An official said the child is on the autism spectrum, and may not have been able to express the problem. He was eventually reunited with his parents. (AP)

Republicans ask SCOTUS to delay new voting map

The amount Virginia Gov. Ralph Northam wants the Republican-controlled General Assembly to approve in new spending to hire more school counselors and better address students’ emotional needs. Northam said he also wants to spend $3.3 million to help increase safety training for school officials. Republican leaders have pledged to make school safety a key topic of next year’s legislative session, which starts Jan. 9, and are also recommending additional spending on counselors and training. A transit wealth gap? Fewer low-income workers are turning to public transportation, census data show Metro board defers vote on later hours

$25,000 to $49,999 made up 29 percent of the workers living within a half-mile of a rail station in Washington between 2006 and 2009. But the percentage of people making that much who lived close to rail dropped to 22 percent between 2011 and 2013. Still, lower-income people continue to make up a significant share of Metro’s ridership, Stessel said. He cited a 2014 Metro survey that found 68 percent of bus riders had a household income less than $40,000 annually, up from 51 percent in 2008. Another survey of rail riders in 2016 found 11 percent had an annual household income of less than $30,000, the same as in 2012. Those surveys were before the fare increases and shortened hours took effect. But Stessel said the numbers show the use of the system by lower-income people has been “resilient,” compared to a 16 percent decline in Metrorail ridership between 2012 and 2017.

TRANSPORTATION The Metro board on Thursday voted to charge riders peak fares for special events and agreed to hold a public hearing on expanding rush-hour service windows as part of General Manager Paul Wiedefeld’s proposed budget for the coming fiscal year. But the board tabled action on a measure to continue the system’s early-closing hours for another year after board members representing the District threatened to veto it. Metro Board Chairman Jack Evans and member Corbett A. Price said earlier this week they would block Metro’s plan to continue the shortened service hours for a third consecutive year. The veto would have effectively restored late-night service to the system, including 3 a.m. closings on Fridays and Saturdays. Metro has proposed continuing the early closings to expand a preventive maintenance program implemented in the wake of its SafeTrack rehabilitation work. “We’ve asked the general manager to study other alternatives and see . . . if there are other options that we can pursue to get that track time and also conserve late hours,” Evans said. “From our perspective in the District, it’s more than a popular position. It’s a real critical position for our workers and our industry as a whole.”

TRANSPORTATION As recently as 2013, about a half of Washington workers below or just above the poverty line took public transportation to get to and from work, according to U.S. census estimates. But as Metro fares have gone up, hours for train service have been cut and gentrification has made it more difficult for lowerincome people to live near rail stations, workers making those lower wages in D.C. have become less likely to commute by transit. According to an analysis of five years of American Community Survey figures released last Thursday, 43.7 percent of an estimated 34,148 Washington workers making less than 150 percent of the poverty rate commuted by public transportation between 2013 and 2017. That’s down 5 percent from the previous five years, between 2008 and 2012, when the census estimated that 48.3 percent of lower-income workers used public transit. The drop-off is even sharper when compared to 2013 alone, when 52.3 percent of lowerwage workers — those making the equivalent of $18,210 for a single person or $31,170 for a family of three — took transit to work. While changes being discussed by Metro’s board, such as running more frequent trains after morning and afternoon rush hours, could attract more riders of all incomes, advocates say more needs to be done for low-income people, like subsidizing their fares. The decline “should be a wakeup call that our system isn’t serving our community well,” said Ed Lazere, executive director of the DC Fiscal Policy Institute, a progressive think tank. To be sure, workers in general are less likely to use public transit than before for a variety

of reasons, including the rise of competitors like Lyft and Uber, as well as maddening disruptions from Metrorail track work. But last year’s fare increases — 10 and 25 cents for rail and 25 cents for buses — disproportionately hurt low-income workers, said Jaime Contreras, who heads the D.C.area office of SEIU, Local 32BJ. The union represents people in the D.C. area who work odd hours. Metro spokesman Dan Stessel discounted the effect fare increases may have had on the census numbers because they only took effect on July 1, 2017, six months before the end of the survey period. Metrorail’s reduced hours, which took effect at the same time as the fare increases, have made it more difficult for lower-income workers to take public transportation, said Benjy Cannon, spokesman for Unite Here, Local 25, which represents 7,500 hospitality workers in the Washington area. The commercial space industry has yet to show it can routinely fly humans into space.

Virgin Galactic launched a spacecraft more than 50 miles high Thursday, meeting the Federal Aviation Administration’s definition of space and capturing a long-elusive goal for the company founded by Richard Branson that one day wants to fly tourists through the atmosphere. Though it did not reach orbit, the flight was the first launch of a spacecraft from U.S. soil with humans aboard to reach the edge of space since the Space Shuttle was retired in 2011. And it gave Virgin Galactic an edge in the race for human spaceflight, as a number of companies work to develop spacecraft capable of flying people. With two seasoned pilots in the cockpit, SpaceShipTwo was ferried to an altitude of about 43,000 feet by a mothership. The spacecraft was released into a free-fall before a pilot ignited the engine, propelling the spacecraft faster than the speed of sound. Soon, the vehicle pointed almost straight up, reaching a height of 51.4 miles and hitting a top speed of Mach 2.9 before descending and landing. “It’s been 14 long years to get here,” said Branson, for whom the launch was a culmination of years’ worth of lofty dreams

But that may soon change. Blue Origin, founded by Jeff Bezos (who also owns The Washington Post and Express), plans to fly tourists to a higher altitude with a rocket that launches vertically. The Arctic’s population of wild reindeer, also known as caribou, has fallen from about 5 million animals to around 2.1 million over the past two decades, according to a report compiled by the U.S. National Oceanographic and Atmospheric Administration. Climate change is listed as the reason for the decrease, with some herds having shrunk by more than 90 percent, the BBC reports. Howard Epstein, an environmental scientist involved in the report, said warming has caused taller vegetation to overtake the lichen that caribou eat and has led to increased rainfall, creating icy layers over grazing areas. nation+world China holds another man over Huawei case as trade talks continue BEIJING China confirmed Thursday that it has detained two Canadian men, raising the stakes in a three-way dispute over a Chinese technology executive facing possible extradition from Canada to the United States. Entrepreneur Michael Spavor and former diplomat Michael Kovrig were taken into custody Monday on suspicion of “engaging in activities that endanger the national security” of China, said foreign ministry spokesman Lu Kang. Lu said Canada was informed

but declined to say whether the men have been provided with lawyers. He said the cases are being handled separately by local bureaus of the national intelligence agency in Beijing, where Kovrig was picked up, and the northeastern city of Dandong, where Spavor lived. The two cases ratchet up pressure on Canada, which is holding Meng Wanzhou, the chief financial officer of Huawei Technologies Ltd. She was arrested Dec. 1 at the request of the U.S., which wants her extradited to face bank fraud charges. TECHNOLOGY Apple plans to build a $1 billion campus in Austin, Texas, that will create at least 5,000 jobs ranging from engineers to callcenter agents. The decision, announced Thursday, comes 11 months after Apple CEO Tim Cook, above, disclosed plans to open a major office outside California on the heels of a massive tax break passed by Congress last year. The tax cut on overseas profits prompted the company to bring about $250 billion back to the U.S., freeing up money for more investments and higher dividends for Apple shareholders. The company said it will also hire thousands more engineers in several other emerging tech hotbeds. Apple plans to open three new offices that will each employ at least 1,000 workers in Seattle, San Diego and Culver City, Calif. Apple also pledged to add hundreds of new jobs each in New York, Pittsburgh, Boston, Boulder, Colo., and Portland, Ore. Cities around the country offered financial incentives in an attempt to land Apple’s new campus, but Cook avoided a high-profile competition that would pit them against one another in the way Amazon did. STRASBOURG, FRANCE The man authorities say killed three people near a Christmas market in Strasbourg died Thursday in a shootout with police at the end of a two-day manhunt, French officials said. The Paris prosecutor’s office, which handles terror cases in France, formally identified the man killed in the eastern French city as 29-year-old Cherif Chekatt, a Strasbourg-born man with a long history of convictions for various crimes, including robberies. Chekatt had also been on a watch list of potential extremists. The news came a couple of hours after Interior Minister Christophe Castaner said a man believed to be Chekatt had been gunned down in the city’s Neudorf neighborhood. Castaner said the suspect opened fire on police Thursday night when officials tried to arrest him. “The moment they tried to arrest him, he turned around and opened fire. They replied,” Castaner said. A local police official said the man who shot at police was armed with a pistol and a knife. Strasbourg mayor Roland Ries said police acted on a tip from a woman. WASHINGTON The Senate cast two historic votes Thursday to end U.S. participation in the Saudi-led war effort in Yemen and condemn the Saudi crown prince as responsible for the killing of journalist Jamal Khashoggi, delivering clear political rebukes of President Trump’s continued embrace of the kingdom. The unanimous vote to hold Crown Prince Mohammed bin Salman responsible for Khashoggi’s murder reflects the extent to which senators of both parties have grown tired of Trump’s continued defense of Mohammed’s denials. It also puts significant pressure on leaders in the House — where the president’s Saudi policy is a much more partisan issue — to allow members to cast a similar vote condemning the crown prince before the end of the year. Regardless, the two Senate votes Thursday set the stage for broader strategic debates about Saudi policy when Congress regroups next year. Just before the Senate voted to condemn Mohammed over Khashoggi’s murder, senators voted 56-to-41 to end U.S. participation in the Saudi-led campaign in Yemen by invoking the War Powers Resolution — the first time a chamber of Congress has ever done so. More importantly, the 56-vote majority — a figure that includes seven Republicans — suggests that Saudi critics will still have a majority next year to challenge Trump on Saudi policy. An Indiana middle school received a tip about a shooter Thursday before a teen exchanged gunfire with police

NATIONAL SECURITY A wave of bomb threats emailed Thursday to hundreds of schools, businesses and government buildings across the U.S. triggered searches, evacuations and fear — but there were no signs of explosives. Law enforcement agencies across the country dismissed the threats, saying they were meant to cause disruption and compel recipients to send money, and were not considered credible. Some of the emails had the subject line: “Think Twice.” They were sent from a spoofed email address. The sender claimed to have had an associate plant a small bomb in the recipient’s building and that the only way to stop it from going off was by making an online payment of $20,000 in Bitcoin. The threats were written in a style reminiscent of the Nigerian prince email scam. The Palm Beach County, Fla., sheriff’s office and the Boise, Idaho, police said they had no reason to believe that the threats were credible. District police said they responded to a dozen bomb threats, all made by email. They were not considered credible. Across the country, some schools closed early and others were evacuated or placed on lockdown because of the hoax. Quarterback Josh Johnson was chilling at home when the Redskins summoned him REDSKINS The best thing about the Redskins’ latest quarterback, Josh Johnson, is how unfazed he is about the chance to start a game for the first time since 2011. “This is like going to Disneyland every day for me, for real, because just a week ago, I was at home in the hood, chilling with the kids, chilling with my family and thinking on the couch that I might never play in the NFL again,” said Johnson, who was home in Oakland before he was signed last week as a backup to then-starter Mark Sanchez. “But a week later, look at me now, I’m here starting with a great opportunity to get us a victory this Sunday against Jacksonville.”

There should be little about the current team, losers of four in a row with a makeshift offensive line and a fourth starting quarterback in five games, that says it can make a playoff run. MEN’S BASKETBALL With final exams beginning at Maryland, the Terrapins (9-2) had two days without practice to start a 10-day stretch between games, giving the team time to regroup, establish depth and prepare for two months of Big Ten play. “We’re a work in progress,” coach Mark Turgeon said. This young team has primarily relied on six players through its first 11 games, a level of depth that could become unsustainable in conference matchups. In three games this season, four Terps played at least 30 minutes and two others played at least 20, meaning Maryland’s production is heavily lopsided toward its top six. Bound for love? ‘Roma’ has a foot in Oscar’s door I’m so glad “Roma” hits Netflix on Friday, because it gives me another chance to talk about “Mudbound.” The tens of readers of this column know exactly how I feel about “Mudbound,” the Netflix film that was briefly released in theaters last year to make sure it qualified for the Oscars. “Mudbound,” about two families — one white, one black — living in post-WWII Mississippi, is one of the great modern American films. Its theme goes to the core of race relations in America. The cinematography is breathtaking, the performances are stunning and Dee Rees’ direction is both sensitive and brutal. But the film got absolutely screwed at the Oscars,

receiving only four nominations (and best picture wasn’t one of them). “Mudbound” should have taken the Oscars by storm, yet it got nothing but crickets from the Academy. “Roma” is in a similar situation. A few weeks in a few theaters (including some local ones), and then national distribution to a TV, iPad or phone near you. And, just like “Mudbound,” it’s an extraordinary film. Set in 1970s Mexico, it’s the story of Cleo (Yalitza Aparicio, in an astounding debut performance), a maid/ nanny who works for a wealthy family entitled enough that the kids just drop their coats on the floor when they come home. In terms of its awards trajectory, it’s hanging steady with “Mudbound,” with three Golden Globe nominations

(“Mudbound” received two). It is already at or near the top of a number of end-of-year lists, which is exactly where it belongs (“Mudbound” was also critically recognized). But what about the Oscars? Will the Netflix curse continue? “Roma” has its share of strikes against it. It’s a foreign language film, something the Academy hasn’t nominated for best picture since 2012. It’s in black and white. None of the actors are big names in the United States. But it does have one not-so-secret weapon, and his name is Alfonso Cuaron. Men” but hugely popular ones, including “Harry Potter and the Prisoner of Azkaban.” Dee Rees has directed … not much. I don’t think it’s a race or gender thing (though I believe that if Rees were a man, her 2011 film “Pariah” would have landed her on everyone’s list of up-and-coming directors). In the end, the Academy is not adventurous. Recognizing “Mudbound” for the artistic achievement that it is would have required two big steps: lauding a film that was delivered in an unconventional manner, and lauding a film from a largely unknown director. With “Roma,” the Academy only has to take one risky step, and Cuaron will handle the rest. I want “Roma” to get Oscar recognition, and I expect it will. When it does, though, I won’t be able to help but be a little bitter. It’ll somewhat prove what makes me the most cynical about the Oscars — it’s often not the quality of the movie that matters. It deserves top ranking among Spider-Man’s greatest cinematic achievements, live-action or otherwise. “Spider-Verse” combines two of the most recent and popular storylines from the comics: one, the idea that there are multiple dimensions featuring all different types of Spider-Mans; and two, the debut of the half Puerto Rican, half African-American web-slinger Miles Morales. They include an older, unshaven and slightly out of shape Peter Parker (Jake Johnson); one of Marvel Comics’ coolest new characters, Spider-Gwen (Hailee Steinfeld); Spider-Man Noir (who should be called Spider-Batman and is voiced by Nicolas Cage); and the might-as-well-be Porky Pig in a Spider-Man suit, Spider-Ham (John Mulaney). We also get quick but heartfelt glimpses of Miles’ life without a mask. It’s touching to see Miles roll his eyes at his

African-American father, Jefferson (Brian Tyree Henry), who isn’t afraid to get on a bullhorn and profess the love he has for his baby boy. Miles also tries to dodge besos from his Puerto Rican mother, Rio (Luna Lauren Velez), who lectures him in English and Spanish. We see Miles’ personal life parallel Peter’s when he comes into his powers at the same time he discovers his uncle Aaron (Mahershala Ali) is a supervillain working for the Kingpin (Liev Schreiber). You can’t be Spider-Man without uncle drama, after all. And Brooklyn is definitely in the house in this movie, while Miles’ biracial existence plays a big part in its authenticity. It’s a film that feels bold, fresh and bravely experimental. The most compelling thing about this movie is the loud message that anyone, no matter who you are or where you come from, can be Spider-Man. Can be a hero. ‘Mary Queen of Scots’ rules with a steady hand FILM REVIEW Did you find “The Favourite” just too weird, too raunchy, too … too? Perhaps “Mary Queen of Scots” will be more your cup. The story of the titular monarch — who returned to her native Scotland in 1561 to take her place on the throne — is filled with palace intrigue and a proto-feminist frenemy-ship. But even as it indulges its share of “Favourite”-level revisionism, this engaging drama plays it relatively straight. The film tells the story of Elizabeth I (Margot Robbie), who, when Mary (Saoirse Ronan) makes her claim in Scotland, must navigate the development both as a carefully tended alliance and a serious danger to her own all-powerful standing as the rightful English sovereign. Directed by Josie Rourke from a script by Beau Willimon, “Mary Queen of Scots” often feels more dutiful than imaginative. The most spirited heart and poignant soul of “Mary Queen of Scots” are Ronan and Robbie as Mary and Elizabeth, whose contradictory relationship accommodates hostility, jealousy, admiration and sisterly love. It makes for a thoughtprovoking meditation on one of history’s great what-ifs: Had these two formidable women been allowed to collaborate without petty male egos and religious feuds swirling around them, heaven knows what they might have accomplished. The feud between Gucci Mane and Waka Flocka Flame is over. Gucci appeared Thursday on Atlanta radio station Streetz 94.5, and told the show he spoke with Waka after his former collaborator posted a video to Instagram in November calling for their reconciliation. “Everything in the past now,” Gucci said. The rappers had been collaborators as part of Gucci’s 1017 Records, but the relationship gave way to a public feud that included social media spats on both sides, a diss track by Waka and a lawsuit by Gucci, according to xxlmag.com. Miley Cyrus said on Wednesday’s episode of “The Howard Stern Show” that Liam Hemsworth saved her animals from their Malibu home before it was destroyed in the California wildfires. Cyrus has seven dogs, two horses, two miniature horses, two pigs and three cats.
