They had treated the bird since it was brought in Tuesday. It had been found in Nanjemoy, Md. Council looks to name road near embassy after slain Putin critic THE DISTRICT Dissidents opposing Russian President Vladimir Putin urged the D.C. Council on Wednesday to rename the street in front of the Russian Embassy to honor a prominent opposition leader assassinated in Moscow. They said the symbolic renaming of the street for Boris Nemtsov, who was slain in 2015, would send a strong signal to the world that the United States stands for democracy and freedom. “The current Russian political regime wants to eradicate the memory of my father since it believes — correctly — that symbols are important and can potentially facilitate and inspire change,” said Nemtsov’s daughter, Zhanna Nemtsova, who flew from Germany to testify before the D.C. Council. The legislation, introduced in October, would designate Wisconsin Avenue, between Edmonds and Davis streets, as “Boris Nemtsov Plaza.” The name would appear beneath the existing Wisconsin Avenue street sign and addresses on that block would not change. But if approved, it could trigger concerns in the White House and on Capitol Hill, which both have the power to quash local D.C. laws. Sen. Marco Rubio, R-Fla., originally co-sponsored Senate legislation to rename the street in February, with bipartisan support from eight other senators, including Sens. Christopher A. Coons, D-Del., and John McCain, R-Ariz. The legislation was blocked and, according to Mary M. Cheh, DWard 3, both Rubio and Coons met with city leaders about passing the bill in the D.C. Council. Cheh said she believes in the symbolism of the legislation and thinks local laws should pass through local chambers, not

Congress. She said the timing of the legislation is unrelated to current American politics surrounding Russia or the 2016 election. “We are the nation’s capital and we celebrate the principles of democratic governance,” she said. Nemtsov was gunned down in February 2015 while walking across a heavily guarded bridge in front of the Kremlin. Five people were convicted of being paid to murder Nemtsov, although the person who paid them was never identified. The Senate and D.C. Council have used street names in the past as a way to rebuke the government of a nearby embassy. Jealous floats single-payer health plan Democratic gubernatorial candidate Ben Jealous wants to establish singlepayer health care in Maryland, a plan that would make government pay residents’ medical care and get rid of the out-of-pocket expenses that residents pay. In a 19-page proposal, Jealous said a state-run, single-payer system would be the next logical step for a state like Maryland, which has an all-payer system, but he offered no specific details on how the government would cover the cost. A similar plan was debated, but later shelved, in California this year. “We’re in a better position than any other state; we’re more than halfway there,” Jealous said noting the allpayer system and hospital waiver that are currently in place in Maryland. “We believe it’s attainable.” (TWP)

VIRGINIA Democrats seeking to take control of Virginia’s House of Delegates have asked a federal judge to order a new election to rectify a delegate’s race tainted by mixups over district lines. Republican Robert Thomas beat Democrat Joshua Cole by 82 votes on Nov. 7, in a contest to fill the seat being vacated by retiring Speaker William J. Howell, R-Stafford. But the outcome, which could affect which party leads the chamber, is in dispute because of errors that led 147 voters to cast ballots in the wrong race. Democrats on Wednesday filed an amended complaint, updating a lawsuit filed Nov. 21 in U.S. District Court in Alexandria. The original suit, filed on behalf of three voters denied the chance to vote in the proper race, sought a temporary restraining order to stop Virginia’s Board of Elections from certifying the results of 28th District House race. U.S. Judge T.S. Ellis III denied that request but did not dismiss the suit, allowing for Wednesday’s filing. The elections board certified the results last week. Members

said they were required by state law to certify the results despite irregularities and were powerless to require any available remedies, such as ordering a new election. They also said that certification was necessary before other challenges, such as a recount, could commence. The amended complaint asks the judge to order the state to decertify the election and to block Thomas from being seated as a delegate when the General Assembly convenes in January. It also asks the judge to issue an order “providing for a new election.” Before the election, Republicans enjoyed a 66-to-34 majority in the House. Now the count is 49 Democrats and 51 Republicans. Researchers in South Africa have unveiled what they call “by far the most complete skeleton of a human ancestor older than 1.5 million years ever found.” The University of the Witwatersrand displayed the virtually complete Australopithecus fossil on Wednesday. The skeleton dates back 3.6 million years. Its discovery is expected to help researchers better understand the human ancestor’s appearance and movement. The researchers say it has taken 20 years to excavate, clean, reconstruct and analyze the fragile skeleton, dubbed Little Foot. (AP)

Australia’s Parliament voted Thursday to allow same-sex marriage across the nation, following a bitter debate settled by a much-criticized government survey of voters that strongly endorsed change. The public gallery in the House of Representatives erupted with applause when the bill passed. It changes the definition of marriage from solely between a man and a woman to “a union of two people” excluding all others. The Senate passed the same legislation last week. The government later announced that same-sex couples will be able to apply to marry starting Saturday. (AP)

A shooting at a high school in a small New Mexico town left two students and the suspect dead, authorities said Thursday. State police did not release any details about the shooter but confirmed the other two people who were killed attended Aztec High School. No other injuries were reported, officials said. The school of about 900 students was cordoned off as authorities cleared the buildings and teens were taken to another location. State and federal authorities are investigating what led to the shooting and did not immediately release any details about the circumstances. (AP)

A federal judge on Thursday indicted former Argentine president Cristina Fernandez de Kirchner on treason charges, asking for her arrest on charges that she covered up Iran’s possible involvement in the 1994 bombing of a Jewish community center in Buenos Aires. SOUTHERN CALIFORNIA Fire continued to tear across Southern California on Thursday, surrounding communities and shrouding much of the region in searing flame and thick, choking smoke. And where there was no fire, there was fear. Fear of what could come next as wildfires ravaged the region for a fourth day. Fear of what could happen if the winds shifted, if the flames moved, if new blazes erupted and were strengthened by the powerful gusts already fueling the infernos across the region. Tens of thousands of people fled their homes, running from fires without any idea of when they could return or what they might find when they do. Veteran firefighters described the blazes as unlike anything they had ever encountered. Authorities had not reported any deaths due to the blazes by Thursday, but they spoke bluntly about the danger that remained. While the most severe winds are forecast to slacken Friday and Saturday, lessening the fire danger, the National Weather Service cautioned that the risk of fires will remain elevated through Sunday as conditions remain abnormally dry and breezy. “We are a long way from being out of this weather event,” Ken Pimlott, director of Cal Fire, said Thursday. “In some cases, the worst could be yet to come in terms of the wind.” The National Weather Service warned that if new fires do begin, “very rapid spread and extreme fire behavior is likely.” Blazes began Thursday across Southern California, including one in San Diego County, where the Lilac Fire grew to 1,000 acres in just a few hours. NATIONAL SECURITY FBI Director Christopher Wray defended his agency’s integrity and independence in response to skeptical questioning Thursday from Republicans who repeatedly suggested its personnel are biased against President Trump. Wray was grilled at a hearing of the House Judiciary Committee about how FBI personnel — particularly a senior counterintelligence agent now the subject of an internal ethics investigation — handled sensitive probes of Trump and his former political rival, Hillary Clinton. The agent, Peter Strzok, was removed in July from the investigation being run by special counsel Robert Mueller after supervisors learned he exchanged pro-Clinton, anti-Trump texts with a senior FBI lawyer with whom he had an affair, according to people familiar with the matter. NORTH CHARLESTON, S.C. A white former South Carolina officer was sentenced to 20 years in prison on Thursday for fatally shooting an unarmed black motorist in the back in 2015, wrapping up a case that became a rallying cry for the Black Lives Matter movement. Attorneys for ex-North Charleston Officer Michael Slager said he shot 50-year-old Walter Scott in self-defense after the two fought and Scott grabbed Slager’s stun gun. They said race didn’t play a role in the shooting and Slager never had any “racial animus” toward minorities. Still, Slager pleaded guilty in federal court to violating Scott’s civil rights. As part of the plea agreement reached in May, prosecutors dropped state murder charges. A year ago, a state judge declared a mistrial when jurors deadlocked in that case. “This is a tragedy that shouldn’t have happened,” U.S. District Judge David Norton said. A bystander recorded the shooting on a cellphone, and it was shared around the world, setting off protests across the U.S. as demonstrators said it was another egregious example of police officers mistreating African-Americans. When the games stop mattering, non-helpful headlines sprout like nasty weeds, and Ashburn boasts some of the league’s most fertile soil. I was thinking that earlier this week when I listened to Dan Patrick’s radio show. “You know, I did a little research about the whole Kirk Cousins situation, and what Marshall Faulk and Steve Smith Sr. were saying about Kirk Cousins,” Patrick said, referencing a truly odd postgame Cousins rip-fest on NFL Network. “Kirk Cousins is not well

liked by his wide receivers,” Patrick went on, seeming to call his subject by Kurt. “Not at all. So the behind-the-scenes intel is they’re not big Kirk Cousins fans.” Earlier this week, Cousins was specifically asked about his relationship with his receivers on 106.7 The Fan. “You play with guys at times who want to blame everybody but themselves, and they never want to take ownership, and that’s where a season can get really long, and it’s just not enjoyable to play. But you look at Ryan Grant, Josh Doctson, Maurice Harris, Brian Quick, Jamison Crowder: These are classy guys,” Cousins said. “When they face adversity, they just keep going. So did those reports about whether Mike Shanahan had cleared out his office, and whether he was feuding with the father of Robert Griffin III. So did London Fletcher slamming assistant coach Jim Haslett. And this all made me think of the recent NFL Network piece suggesting that the team was using the end of this season as an audition for Cousins. Two entire seasons as one of the league’s most productive passers haven’t been decisive one way or the other, but a few

meaningless late-season games played with a pieced-together roster apparently will be. It’s been popular to say of Cousins in recent years that he bet on himself. It takes two parties to make a bet, though. So the implication is that the front office is servicing his bet. The NFL Network piece reinforced that implication. Which in turn would suggest that Cousins struggling down the stretch would somehow … help the Redskins? Maybe the team thinks that would lower his price? Or maybe a poor final record would make it easier to sell a clean break to fans? If the team doesn’t believe it’s still engaged in such a wager with Cousins, why not come out publicly after the NFL Network piece and say: “This is ridiculous and untrue; Kirk doesn’t need to prove anything else to us.” Maybe that wouldn’t help. But it couldn’t hurt. Four weeks is plenty long enough for more bad headlines to sprout. And that’s a dangerous situation for a team that should crave peace and quiet.

It’s them! Three overlooked actors surface in ‘Water’ “The Shape of Water” finally, finally gives Sally Hawkins a chance to really let her underused, often-unrecognized talents shine. “The Shape of Water” finally, finally gives Richard Jenkins a chance to really let his underused, often-unrecognized talents shine. “The Shape of Water” finally, finally gives Michael Shannon a chance to really let his underused, often-unrecognized talents shine. It’s admittedly odd to say that these three are unrecognized, since they have four Oscar nominations between them (two for Hawkins, one each for Shannon and Jenkins). Plus, they’ve been

in some big-budget blockbusters: Hawkins was in 2014’s “Godzilla,” Shannon was General Zod in “Man of Steel” and Jenkins was in “Kong: Skull Island.” But not one of the three has been able to crack into the mind of the general moviegoing public beyond “hey, it’s that actor who was in that thing. You know? The thing?” Seeing an immensely talented actor finally get the role that allows him or her to soar is a refreshing, strangely moving pleasure. To see three of them in the same movie is nothing short of a miracle. In “The Shape of Water,” Hawkins plays Elisa, a mute cleaning woman who works at a mysterious research lab in 1962. Jenkins is Giles, her lonely, artistic neighbor; Shannon is Richard Strickland, an

uber-patriotic, uber-menacing law enforcement officer. Elisa stumbles across — and then falls in love with — an otherworldly, aquatic creature (Doug Jones, not that you can tell it’s him) being held at the facility. Elisa and Giles eventually work to free the creature; Strickland works to stop them. It is, of course, a bizarre story, because the director is Guillermo del Toro and he rolls in a very weird car (he apparently wrote these parts specifically for the actors, including the actually Oscarhaving Octavia Spencer, who plays Elisa’s co-worker but has less to do than the other three). As in most of del Toro’s work, magical realism is the name of the game, meaning things that can’t happen in real

life happen so we can better understand real life. Here, the unreal realities involve unlikely love, the burden of solitude, the drive of duty. We watch impossible things unfold, but the three main performances are so mesmerizing, so communicative, that even the most fantastical happenings become utterly believable. It would be easy to assume I’m hopeful Hawkins, Jenkins and Shannon will now get bigger roles in more prestigious films. I’m not; I don’t have to be. The careers of all three show a careful, considered eye when it comes to balancing paying their mortgages and using their talents. I’m not even arguing that they should be recognized come awards season. “The Shape of Water” and their performances in it transcend all of that. It is a powerful film, lovely to look at and wonderful to watch, and it might still have been that way with bigger names on the poster. There’s something special, though, in watching three underappreciated actors finally get what they deserve — and get it all together.

How a loner artist shaped gay culture “Tom of Finland” presents a portrait of Touko Laaksonen (Pekka Strang), the real-life Finnish artist known for his sexually charged drawings of men, as it tracks his life from the 1940s through the 1980s, by which time his pictures had became icons of gay culture. Strang delivers a moving performance, capturing the emotional reticence of a man who can find sexual release and emotional comfort only in dark places, and can’t quite bring himself to emerge from the shadows. The overarching theme here is the power of art, even — or maybe especially — so-called deviant art. In the end, this is a story about how one artist’s loneliness helped create a global community. Churchill, the human being Gary Oldman portrays a leader struggling with doubt in ‘Darkest Hour’

‘Wonder Wheel’ spins a hopeless melodrama

FILM Gary Oldman figures Winston Churchill would have made a heck of an ad man. “He knew his brand before it was even a fashionable thing,” Oldman says of the iconic British prime minister. “It’s like Chaplin or Hitchcock — you only have to draw a line drawing and you go, ‘yeah, that’s Winston Churchill.’ He certainly had a sense of theater and showmanship, which is what he presented to the public.” Buried under prosthetics, Oldman presents another look at Churchill in “Darkest Hour.” Set in May 1940, in the early days of World War II, the biopic examines the English government as it tries to decide between a “negotiated peace,” which would preserve England’s sovereignty but would all but abandon mainland Europe to the Third Reich, or joining the fray, risking everything up to and including the country itself. The newly (and rather surprisingly) appointed Churchill was pro-war; the former prime minister, Neville Chamberlain, thought England and Germany could cut a deal. Edward Halifax, who had been the more likely choice for prime minister, believed England should do anything possible to avoid a sure-to-be disastrous war. “That was really important to us, that the adversaries were smart and actually may have been right in other circumstances,”

says the film’s director, Joe Wright (“Atonement”). “I wanted to create kind of a political thriller where at times you would think Halifax was correct, and other times you would think Churchill was correct. Obviously, Churchill was going to win, but you wanted to have that doubt along the way.” Oldman (“The Dark Knight Rises”) says the film focuses on a precarious time for England. “We didn’t know if America was going to come in. There was this man, this nation, this island up against this terrible force,” the British actor says. “Not only was he fighting Adolf Hitler, but he was fighting his own Cabinet. There was this war within the war with this decision whether to capitulate or stand up.” For Oldman and Wright,

Churchill’s behind-the-scenes political machinations were more important to their story than the front-page figure whose oratory rallied England at one of its darkest times. “We didn’t want it to be the edited highlights, the hits kind of thing,” Oldman says. “That’s not the movie I was interested in,” Wright continues.

“I’m interested in how individuals relate — or more often than not, don’t relate — to each other and to themselves. I read the script and I was entertained, and that’s really important, and then I found I was being moved. It talked about the importance of doubt in the attainment of wisdom, and that was something I found to be particularly inspiring. [Churchill] was savvy, he understood what he was doing at every step, yet sometimes he doubted himself.” And sometimes he messed up, like anyone else. “Churchill learned from his mistakes, learned from history,” Oldman says. “It’s amazing to think that [today] we’re in the same boat. FILM REVIEW Woody Allen’s 1950s-set “Wonder Wheel” is not a great movie, but it does warn you. Narrated by Justin Timberlake, in the persona of Coney Island lifeguard and aspiring playwright Mickey Rubin, the film opens with a caution that this tale will include — gasp! — symbolism. What he doesn’t tell you is just what eyerollingly melodramatic ends that symbolism will be employed in this well-acted, yet pointless and dull tale of lust. The story spun by Mickey concerns his love triangle. On one side is Kate Winslet’s Ginny, a former actress who now works as a waitress in a boardwalk clam house, and who is unhappily married to Jim Belushi’s Humpty, a bullying operator of a merry-go-round and recovering alcoholic. Juno Temple’s Carolina, Humpty’s daughter from his first marriage, is Ginny’s rival for the affections of Mickey, who strings the two women along until circumstances conspire to solve his romantic indecision for him. The good news is that Timberlake, Winslet and Temple are reliably watchable, and that the production design, by Allen’s collaborator Santo Loquasto, is pretty, in a garish way. But the story itself is repetitive, much like the Ferris wheel that lends the film its title. As with that ride, the view provided by “Wonder Wheel” might be scenic, but it goes nowhere — and slowly.
