At least one Arlingtonian is pointing out the county’s inequities. There are 26 rectangular fields and 19 diamond fields with lights — plus a whole bunch of lighted basketball and tennis courts — but none of the 11 public sand volleyball courts are illuminated, one resident told the county board Saturday. He suggested putting lights on a court at a park that will soon be renovated, local blog ARLnow reported. RACHEL SADON (EXPRESS)

Winter is … here

MARK WILSON (GETTY IMAGES)

How else can they have night volleyball club?

The coldest weather since last February was forecast to charge into the D.C. area last night, sending temperatures toppling to levels that would be below normal in January. The Southeast Regional Climate Center projects the elements will more closely resemble what you’d expect in Minneapolis or Juneau, Alaska, at this time of year. The National Weather Service’s chilly outlook: “Arctic high pressure will build toward the region … through Tuesday night. A reinforcing cold front will approach the area Wednesday and Wednesday night before passing through Thursday.”

Lifelong Redskins fan gives up, burns his gear

Way below average …

But will it set records?

After Sunday’s embarrassment, Steve Tyler took nearly all of his Redskins merchandise, put it in a firepit and sent it afire. “I am gonna go play golf, I’m gonna hang out … I don’t know. But anything else besides watch the Redskins,” he says in a YouTube video. He told The Washington Post: “I had to do something. It was either that or go through a fifth of Jack Daniels.” R.S.

The average historic high in the region for Nov. 18 is 57 degrees. With temperatures projected to climb only into the mid-30s in downtown D.C. this afternoon, temperatures are more than 20 degrees below normal. Winds are sustained from the northwest around 15-20 mph, with gusts past 30 mph. That is even cold by late January standards, when the average high is 42.

Several records at our local airports are “in play” during this cold snap. Dulles has a chance to break the record for its coldest low and high temperature both today and Wednesday. BWI Airport has a good chance to have its coldest Nov. 18 on record, as well as its coldest low and high temperature on Nov. 19 if temperatures dip below 20 degrees.

The low-end amount that liquor prices in Virginia will increase by starting on Dec. 8. The Virginia Alcoholic Beverage Control Board on Monday approved the price increase as part of Gov. Terry McAuliffe’s plan to address a $2.4 billion gap in the two-year state budget, the Associated Press reported. Prices at state-run liquor stores, where the average bottle costs $15, will rise by 24 to 29 cents per bottle. R.S.

“Relief from the cold Wednesday is only modest, as highs ‘recover’ into the mid-to-upper 30s. Mercifully, the winds relax some more.” JASON SAMENOW, weather editor for The Washington Post

REGION Jazmine Jenifer, 21, rides a bus from Fort Washington, Md., to the Green Line’s Branch Avenue station. From there, she travels eight subway stops to the L’Enfant Plaza station. Then she transfers to a Silver Line train, rides 14 stops to the Tysons Corner station, gets off and walks a short distance to her new workplace. It’s an hourplus trek in each direction, more than $12 a day in fares. “It’s worth it,” said Jenifer, who was hired last month as a $9.25-an-hour cashier at the Nordstrom cafe in the Tysons Corner Center mall. She is one of a surprisingly large number of long-distance commuters who use the Silver Line to get to Tysons, as well as to the Silver Line station at Wiehle Avenue in Reston, according to an analysis of Metro ridership data by Ben Ross, president of Action Committee for Transit, a public transportation advocacy group. And, like Jenifer, many of those riders travel to Tysons and Reston from areas where jobs are harder to find — from neighborhoods east of the Anacostia River and from parts of Prince George’s County, Md., Ross’ analysis found. Ross studied reams of Metro ridership data covering five days and nights starting Monday, Sept. 8. During the morning

For many Silver Liners, it is no short commute

Many take the Silver Line to Tysons from areas where jobs are harder to find.

rush hours, he found that, of the average 2,987 Silver Line riders who exited at the five new stops, 14 percent had started their rides at 20 stations in the Anacostia area and Prince George’s. About a fourth of them got off at Tysons. Louis Lang, 44, a stock clerk at a store in Tysons Corner Center, has been commuting from Suitland since he landed a job in the mall last year. Like several other commuters from Southeast and Prince George’s who were interviewed recently, Lang said he wishes he could live in Tysons. But he can’t swing it on a stock clerk’s wages. Gesturing to a skyscraper near the Tysons station, he said: “I mean, the average rent out here is $1,800, I think. There’s no way

you can do that.” If the Silver Line spawns a vast Tysons skyline of new office, hotel and residential buildings in the years ahead, as economic development officials anticipate, then the flow of service workers will become a massive tide, said Michael Caplin, executive director of Tysons Partnership. “There’s going to be just millions and millions of square feet of space needing to be maintained,” he said. “After they started the Silver Line,” Jenifer said, “I was like, ‘OK, new opportunities.’ Because [there are] a lot of people living where I live at, they aren’t going to travel to Tysons for work. So I figured I’d have a better opportunity getting a job out here.” PAUL DUGGAN (THE WASHINGTON POST)

Federal authorities have arrested and charged a Henrico County, Va., woman who they say wrote Facebook posts supportive of the Islamic State group and offered to help someone join up with the terrorist group in Syria, court documents show. Heather Elizabeth Coffman, 29, is charged with making a false statement regarding an offense involving international or domestic terrorism. Coffman, it seems, was caught in a sting and unknowingly offered to help an undercover FBI agent connect someone with the Islamic State in Syria, according to a federal affidavit. It is unclear whether Coffman possessed the means to connect anyone with the group. Coffman’s defense attorney said he was unaware of any tangible, foreign connection, and at first blush, the case seemed to him one of “Facebook going badly.” (TWP)

Scientists: Comet lander will probably wake up

French authorities identified one of the militants in the Abdul-Rahman Kassig beheading video as a French citizen.

Europeans highlighted in beheading video Western fighters used in attempt to show Islamic State’s appeal PARIS The cold-eyed militants lined up behind their victims in the latest Islamic State video appear to come from outside the Middle East, including one from France and possibly two from Britain, as the extremist group tries to show a global reach. The grisly video — aimed at a Western audience — lingers as much on the faces of the camouflaged extremists as the men who are beheaded. The victims include American aid worker Abdul-Rahman Kassig and more than a dozen Syrian soldiers. The images of the Islamic

State militants, who are shown one by one in close-up, allowed authorities to identify one of them Monday as Maxime Hauchard, a 22-year-old Frenchman who converted to radical Islam who has been on the radar of French authorities since 2011. The overwhelming majority of Islamic State fighters are from the Mideast, but the extremist group is trying to cement its claim on an Islamic empire straddling Iraq and Syria. Europe appears to be a fertile ground to find supporters, with officials saying thousands of young Europeans have headed off to jihad. “It’s quite transparent that IS is trying to exaggerate its base of support,” said Charlie Winter, a researcher at the Quilliam

Foundation in London. “They are trying to show that Muslims from all over the world are protecting their Syrian brethren and their Iraqi brethren.” European officials are trying to counter that message. “I call solemnly and seriously on all our citizens … to open your eyes to the terrible reality of the actions of Daesh,” said French Interior Minister Bernard Cazeneuve, using an Arabic acronym for the Islamic State group. “These are criminals that are building a system of barbarity.” Meanwhile, Kassig’s parents, Ed and Paula, said in a brief statement Monday that their son “experienced firsthand more of the harsh realities of life” than most people can imagine but chose to believe in the good. Charles Manson gets marriage license in Calif.

Missouri Gov. Jay Nixon has declared a state of emergency and activated the National Guard in advance of a grand jury decision about whether a white police officer will be charged in the fatal shooting of a black 18-year-old in the St. Louis suburb of Ferguson. There is no specific date for a decision to be revealed about whether Ferguson Police Officer Darren Wilson should face charges for shooting Michael Brown on Aug. 9. Nixon said Monday that the National Guard would assist state and local police as needed, in case there is civil unrest when the grand jury’s decision is announced. (AP)

A study of gay brothers adds to evidence that genes influence men’s chances of being homosexual, but the results aren’t strong enough to prove it. Researchers who led the new study say their results bolster evidence pointing to genes on the X chromosome. They also found evidence of influence from a gene or genes on a different chromosome. The new evidence “is not proof but it’s a pretty good indication” that genes on the two chromosomes have influence over sexual orientation, said Dr. Alan Sanders, the lead author. But Dr. Robert Green, of Harvard Medical School, called the study “not in any way conclusive.” (AP)

Mass murderer Charles Manson has gotten a license to marry a 26-yearold woman who visits him in prison. The marriage license obtained Monday by The Associated Press was issued Nov. 7 for the 80-yearold Manson and Afton Elaine Burton, who left her Midwestern home nine years ago and moved to Corcoran, Calif. — the site of the prison — to be near Manson. She maintains several websites advocating for Manson’s innocence. Burton, who goes by the name “Star,” said she and Manson will be married next month. “Y’all can know that it’s true,” she said. “It’s going to happen.” (AP)

HEALTHY MEN NEEDED FOR A RESEARCH STUDY

HEALTH A surgeon who contracted Ebola in his native Sierra Leone received aggressive treatment at a Nebraska hospital over the weekend but died Monday morning. Dr. Martin Salia, 44, was diagnosed with the virus Nov. 6. By the time he arrived at the Omaha hospital on Saturday, he was in extremely critical condition with no kidney function and severe respiratory problems. “As we have learned, early treatment with these patients is essential,” said Dr. Phil Smith, medical director of the biocontainment unit. “In Dr. Salia’s case, his disease was already extremely advanced by the time he came here for treatment.” Two other Ebola patients have been successfully treated at the Omaha hospital. Salia’s wife, Isatu Salia, who lives in New Carrollton, Md., said Monday that she and her

Cosby’s eroding image The comedian has remained tight-lipped amid renewed sexual assault allegations

Cheaper fuel doesn’t mean cheaper flights U.S. airlines are saving tens of millions of dollars every week because of lower prices for jet fuel, their largest expense. Why don’t they share some of the savings with passengers? Simply put: Airlines have no compelling reason to offer any breaks. EVAN VUCCI (AP)

ENTERTAINMENT After Bill Cosby settled a civil lawsuit in 2006 alleging that he’d sexually assaulted a woman, his image as America’s dad may have been temporarily tarnished, but it was far from destroyed. But in recent weeks as allegations of other sexual assaults have taken hold in published reports and on social media, his rock-solid persona seems in danger of permanent erosion. “It’s not like, if you have goodwill, you can borrow against that,” says Eric Dezenhall, a Washington-based crisis management consultant. “And if your goal is to get everybody to unremember what they just heard — well, that’s just not doable.” Cosby, 77, has never been charged with a crime and has steadfastly refused to address the uproar. There is no sign that his silent treatment — outside of a statement from his attorney Sunday characterizing the accusations as “discredited” — will placate the accusers or outlast their demands that he answer to their claims. His staunchest fans have dismissed the assault accusations that have dogged him for years and overlooked his admissions of marital infidelity. For them, his image remains snugly aligned with Cliff Huxtable, the gentle husband and father he played on “The Cosby Show” as a champion of family values. But a younger generation may not remember Cosby fondly. “In later years, he has gone around demanding that poor black people pull themselves up by their bootstraps, get their house in order,” says NPR television critic

SCOT T MAYEROWIT Z (AP)

Demand is high

Bill Cosby has granted few in-person interviews to media since the furor over his past rape allegations began.

Eric Deggans. Cosby’s blunt call for personal responsibility often stigmatized him in young eyes not as America’s dad but as America’s cranky granddad, Deggans says. It was this sort of attitude that may have prompted comedian Hannibal Buress to take aim at Cosby last month when, during a performance, Buress mocked him, chiding the audience to “pull your pants up, black people, I was on TV in the ’80s,” and labeling Cosby “a rapist.” (Buress hasn’t responded to requests from The Associated Press to discuss that performance.) The sequence was captured on video and may have served as a major flashpoint. Barbara Bowman, who since 2006 has publicly accused Cosby of sexually assaulting her, gave Buress credit for bringing her longvoiced words new urgency in a Thursday WashingtonPost.com column, whose headline asked,

“Why did it take 30 years for people to believe my story?” The firestorm flared as Cosby was enjoying a revival that began a year ago when a standup TV special, his first in three decades, aired on Comedy Central. Two months later, NBC confirmed rumors that a new sitcom starring Cosby was on the drawing board. NBC hasn’t commented on the status of that project in recent months.

“We love learning that somebody in reality may be the opposite of what they seem.” ERIC DEZENHALL, a crisis management consultant, saying that Bill Cosby’s family-man reputation may be fueling the scandal

Miss Honduras has been missing since Thursday; 4 held for questioning

But Cosby has dropped out of interviews planned to promote his upcoming Netflix standup special. (Netflix on Monday declined to comment on whether plans have changed for its Nov. 27 premiere.) He canceled a scheduled Tuesday interview with the AP, and last week confirmed that he would not be making a scheduled appearance on “The Late Show with David Letterman.” Attempting to wait out his opposition may not work: This is no longer the world of yesterday, where a public figure in a pickle could sit down with Oprah, bear his soul and gain redemption, Dezenhall says. “In the current culture, no matter what you do to defend yourself in one of these high-profile media vortexes, it generates multiple waves of new and negative coverage,” he says. “Cosby has got to be thinking, ‘Is the better of my very bad options to remain silent?’ ” FRAZIER MOORE (AP)

In the past six years, airlines have done a great job of adjusting the number of flights to fall just short of demand. As a result, those who want to fly will pay a premium to do so. Airlines are selling a record 85.1 percent of their domestic seats. Thanks to several mega-mergers, four big airlines control the vast majority of flights, leaving little room for another airline to undercut fares.

New planes are on order Airlines are reinvesting in their planes, airport terminals and computers. In the first nine months of this year, U.S. carriers spent $10.2 billion on capital improvements, according to the industry’s trade and lobbying group, Airlines for America. That’s the highest pace since 2001.

Investors want a payout American Airlines this year paid its first dividend to its investors in 34 years, while Delta Air Lines restored its payout last year. The airlines are all also buying back large amounts of their own stock.

5 birthday resolutions for Snyder

JEFF HAYNES (AP)

Robert Griffin III was hard on himself after Sunday’s Redskins loss, but he also lumped his teammates in with him, and that concerns coach Jay Gruden. Here are a few quotes from Monday. (AP)

REDSKINS OWNER DAN SNYDER TURNS 50 ON SUNDAY, as his 3-7 team faces the San Francisco 49ers. Washington

is on the verge of finishing what will be its 12th season at .500 or worse since Snyder became the NFL’s youngest owner in 1999. In that time, he has gone from the guy who “just wants to win” to meddlesome owner to outright villain. Here are five things an older and wiser Snyder could do if he wants to start winning

3 Gruden on RGIII’s remarks: “Robert needs to understand he needs to worry about himself, No. 1, and not everybody else. … It’s my job to worry about everybody else.”

games and luring fans back to FedUp Field.

1

Find another way to stay busy

Snyder needs to take that AARP card out to lunch or learn to ballroom dance or ride a seniors bus tour to bingo. Do whatever, but he’s got to get out of Redskins Park and become an owner in exile. Turning 50 means conquering new horizons. He needs to find a new passion because his boyhood one isn’t working. He can keep the team — just let someone else run it because Snyder’s infatuation isn’t working. A real fan would know to step back.

2

3

Hire a headhunter

The Redskins need a real general manager, like late owner Jack Kent Cooke employed in Bobby Beathard and Charley Casserly. Call both and beg them to oversee a GM search committee. Snyder is incapable of finding a personnel man himself and shouldn’t ask Bruce Allen to find his own replacement. Casserly would probably take the call, but Beathard might not. The Redskins need to find the next GM prospect, and Casserly still has strong ties leaguewide.

4

Now hire a real GM

Let Allen handle the name controversy, next stadium deal and alumni relations. The Redskins have grown little talent during their recent drafts with Allen. The personnel director should have full autonomy over everyone, even the coach — though the coach has final say on who stays. It worked for BeathardGibbs, while Beathard merely advised Cooke on who they were drafting — often afterward. Snyder can sit in the war room, but not get a vote.

Build through the draft

Snyder loves spending money on free agents, but after blowing hundreds of millions on busts, the owner probably should admit it’s not the right path. Great teams build through the draft and patch holes with free agents. Snyder must agree to take non-sexy players like offensive linemen in the first round and not just quarterbacks, receivers and cornerbacks. If Washington doesn’t rebuild its lines, the Redskins will never succeed.

5

Make peace with fans

Forget sparring with outsiders over the team’s name. Snyder is facing a civil war in the stands. Redskins Nation is giving up and this time fans have good baseball and basketball teams in the area as alternatives to watch. It’s time for a genuine, public mea culpa. He needs to truly prove the meddling days are done and stop using non-stop marketing pushes to try and pry every dollar from dedicated fans as if they were ATMs.

2 Gruden on talking to the media: ”It’s our job in-house as players and coaches to make sure we say the right things and not let your words get twisted by the media or anybody.”

1 Gruden on RGIII’s play: ”Robert had some fundamental flaws. He did. His footwork was below average. He took three-step drops when he should have taken five.”

He hopes to make his season debut Friday night against the Cavaliers, according to a person with knowledge of the situation, but Beal emphasized to reporters Monday that an exact date is undetermined. Five tips for re-evaluting your health insurance for 2015

Open Season Enrollment: Nov 10Dec 8, 2014

Most people try to get through open enrollment without changing a thing. But that inertia might cost them hundreds of dollars later. Even people who haven’t seen a change in their jobs, health or coverage may have to pay more next year than they did this year. That’s because they could be passing up on a new plan that might be a better fit. And with more insurance companies taking part in the public insurance exchanges this year, some people might find they’ll get a smaller subsidy — even if their plan stayed the same. “Last year we focused so much on just understanding the Affordable Care Act,” says Carrie McLean, director of customer care at eHealthInsurance, an online insurance broker. “This year is really about picking the right plan.” It’s complicated stuff. Oddly enough, people who make a decision based just on price may end up paying more than they need to. Whether you’re comparing the options offered through your job or shopping on the exchanges, turn the page for some steps to keep you from ending up in the wrong plan this open enrollment season. 2

Reapply if you’re buying on the exchanges.

Double-check that your doctor and drugs are covered.

Many people who bought insurance on ACA exchanges last year will be automatically enrolled into those plans for next year. But that doesn’t mean their costs will stay the same. People who changed jobs, got a raise or aren’t making as much as they did last year should update their information on the exchanges to make sure their subsidy isn’t too big or too small. Workers who can get affordable coverage through their jobs won’t qualify for subsidies, even if they meet the income requirements. (Generally, subsidies are available to people earning between the poverty level and four times the poverty level.) Some people might be missing out on more than just the subsidy — they might be limiting their plan options altogether. People who make below 250 percent of the poverty level can access plans with lower deductibles and copayments, says Karen Pollitz, a senior fellow for the Kaiser Family Foundation. If their income isn’t updated in the system, those plans may not come up when they search on the exchanges, McLean says.

Some people chose plans last year based on price only to find out later that the doctors or the medications they need are not included, McLean says. Any savings they made by choosing plans with lower premiums were likely erased when they got bills for doctors’ visits or prescriptions that weren’t covered, she says. Some 23 percent of eHealth customers surveyed this summer said they plan to avoid making that same mistake this year. eHealth has a tool that lets people search a doctor’s name to see which plans include that doctor in the network (though not all exchange plans will be included). Insurance companies also offer information on their websites about which doctors, hospitals and drugs are covered by specific plans. When it comes to drugs, people should check what tier a medication is in for the plan they’re considering, says John Barkett, director of health policy affairs for Towers Watson, a human resources consulting firm. Generally, a tier 1 drug (usually a generic) will be cheapest while a tier 3 drug (typically brand name) will be most expensive.

3

Watch out for price changes.

Premiums aren’t expected to increase by much, overall, this year. But some local markets may see big jumps, or drops, in price as more insurance companies enter the exchanges, McLean says. Those who don’t shop around could be passing up a better deal, she says. People receiving federal subsidies might also have to pay more for their plans — even if those plans cost the same and if they’re making the same as they did last year. That’s because some areas will see a change in what’s known as the “benchmark” plan, or the second lowest cost silver plan on which subsidies are based. If the benchmark status goes to a cheaper plan, some people in that market may find their subsidies won’t go as far as they did last year, even if their plans stayed the same.

4

Don’t put it off till the last minute.

Most people procrastinate when it comes to anything related to money. But you don’t have as much time to choose a plan this year as you did last year. The open enrollment period for the exchanges, which started Saturday and ends Feb. 15, is half as long as it was last year. Those who want to be covered by Jan. 1 need to decide by Dec. 15. People should start shopping sooner rather than later so that they can give themselves time to deal with any technical glitches and to properly compare plans, says Dan Mendelson, chief executive of Avalere Health. The same goes for people who are comparing plans offered through their jobs, where they might only have a few weeks to make a change. “You don’t want to get jammed on this,” he says.

5

Re-evaluate your options for family coverage. As much as you would like to avoid it, now is the time to make sure your family is signed up in the most affordable plan. Some employers are making it more expensive to include a spouse or child, so you may find it’s cheaper to move the children over to your partner’s plan. Some families may even find that it’s less expensive to move part of the family on to a plan purchased through the exchanges, says Carolyn McClanahan, founder of Life Planning Partners. (They probably won’t qualify for a subsidy, however, if they can be added to an employer-provided plan.) JONNELLE MARTE (THE WASHINGTON POST)

MEDICARE

Don’t set it and forget it When it comes to Medicare, many seniors don’t re-evaluate their plans each year. That can be a costly mistake: Nearly half of people who changed prescription plans between 2006 and 2010 saved more than 5 percent in out-of-pocket drug costs, which include deductibles and copayments, according to a report by the Kaiser Family Foundation. JONNELLE MARTE (TWP)

The estimated tax savings for a family that contributes the annual maximum, $6,550, to a health savings account. (TWP)

One small change may save you thousands Take advantage of a health savings account, and it can pay off big come tax season Of all the decisions that need to be made around open enrollment season, one that often gets looked over is the chance to open a health savings account. Most people can probably feel their eyes glaze over at the sound of the term. After all, you’ve probably got your hands full trying to make sure that your plan still covers the medication you need and the doctor you like to visit (that’s if you aren’t just closing your eyes and hoping nothing has changed). But for some workers, ignoring the tax-deferred accounts is about equal to turning down a check for several thousand dollars. For a family saving the maximum of $6,550, it can translate to more than $2,000 a year in tax savings. Sure, they’re kind of a pain to use. And you can only use them if you have a high deductible health plan. You need to figure

out how much money you might spend next year on health care. Keeping track of receipts on small purchases may not seem worth the savings. But the process doesn’t have to be all that complicated. Here’s seven things you need to know to make sure you get the biggest, fattest tax deduction off your health spending.

Figure out how much to save. Health care being what it is, it’s not easy to know how much you’ll spend each year. The good news is that any money that isn’t spent in one year can be rolled over to pay for next year’s medical bills. Some people might simplify the math by putting at least enough money into the accounts to cover the maximum out-ofpocket health expenses they might face for the year, says John Barkett, director of health policy affairs for Towers Watson,

a human resources consulting firm. For a fami ly with a $6,000 deductible, for instance, setting aside at least that much into the account can help them be sure they’ll have the cash on hand to pay for copayments and other bills until their full coverage kicks in — and they’d save the money throughout the year instead of scrambling to cover big bills when they come up.

Know what’s covered. It’s easy to shrug off the HSA with the assumption that chances are low that you’ll face a major accident in the coming year. And if you’re preparing for a costly procedure like a surgery, signing up can be a no-brainer. But the tax-free accounts can also be used to pay for minor medical expenses, like doctor’s visits, eye glasses, bandages, birth control and breast pumps.

Over-the-counter drugs can a lso qua lify if people get p r e s c r i p t i o n s fo r t h e m . But if you make a mistake, any money used inappropriately would be taxed and may be subject to an additional 20 percent tax penalty.

Understand how to take the money out. Keeping track of these small

expenses may seem like a pain. Generally, people need to file a claim to be reimbursed for cash spent on a qualifying expense. (Who wants to file a reimbursement claim for $9 spent on bandages?) But some plans will make it easier to access the cash by providing a debit card that can be used to pay for expenses directly. Still, holding on to receipts may be a good idea on the chance that the IRS audits the account at the end of the year.

Calculate the tax benefits. Like with any tax break, people in higher tax brackets will save more than people with lower incomes and lower tax rates, says Carolyn McClanahan, founder and director of financial planning at Life Planning Partners. But you don’t need to be rich to see the savings add up. Use calculators to help crunch the numbers: JPMorgan Chase offers a simple calculator, and Aetna has a more advanced tool, but chances are your insurance company provides its own calculator. Consider a family contributing the maximum $6,550 each year. In the 25 percent tax bracket, they would save more than $1,600 in federal income CONTINUED ON PAGE E6

HSA or FSA? Health savings accounts were introduced just over 10 years ago, years after flexible spending accounts (FSAs), which you use to pay medical bills each year. Many confuse the two. FSAs were designed as a way to manage predictable health-care expenses within a given year. HSAs are designed to be a powerful short- and long-term savings vehicle. HSAs are individual accounts, owned by the consumer, just like personal savings accounts. They are portable — the account remains the property of the account holder, even if he or she changes jobs. Funds roll over with no expiration. Best of all: HSA contributions are triple-tax-advantaged. Contributions are tax-free. Funds can be invested, with interest and earnings on investments tax free. And there’s no income tax on funds used for qualified expenses. (TWP)

taxes for the year. In the 35 percent tax bracket, they would save close to $2,300.

Roll over the extra cash — all the way to retirement. If you don’t use all of the money in your HSA one year, the savings can be rolled over and used in the following years for qualifying healthcare costs. “You may be healthy this year, but one day you’re going to have some costs,” Barkett says. “And when that day comes, you’re going to want to pay for those costs with dollars you didn’t have to pay taxes on.” People who don’t use all of the savings can eventually use the cash to pad their retirement savings. After age 65, account holders only have to pay income taxes on distributions just as they would with a traditional IRA.

Name a beneficiary. Like a retirement account, HSA funds can be passed on to a spouse or a family member after the original owner passes away. A spouse can inherit the account and continue to use the funds, tax-free, on qualified medical expenses. For other beneficiaries, the account will stop being an HSA and the person will pay taxes on the account.

Changes ahead for feds What federal workers need to know about FEHBP and FEDVIP For federal employees, the annual benefits open season began Nov. 10, in which employees and retirees can change their insurance coverage and employees can set up flexible spending accounts for 2015. The program of greatest interest typically is the Federal Employees Health Benefits Program, which covers about 8 million employees, retirees and family members. The FEHBP features 11 nationwide plans plus about 250 plans available regionally. Premiums vary widely and on average are increasing 3.8 percent for enrollees in 2015. Eligible employees who are not currently enrolled in FEHBP may join the program during the open season. Retirees generally cannot enroll but like employees, those already enrolled can change their plans or switch between self-only and family insurance. Both employees and retirees may enroll or change coverage in the separate Federal Dental and Vision Insurance Program during the election period that runs through Dec. 10. Enrollees can choose one type of coverage or

Millions of federal workers are able to change their insurance coverage.

the other, or both; premiums are increasing by about 2 percent on average in each. There are four vision plans, all national, and 10 dental plans, six of them national and the four others regional. Although the government pays about 70 percent of total premium costs for employees and retirees under the FEHBP program — the U.S. Postal Service pays more for its active employees although not for its retirees — there is no employer contribution toward FEDVIP coverage. Plan brochures, enrollment

procedures and other information can be found at opm.gov/ healthcare-insurance. Under the FEHBP and FEDVIP programs, enrollment continues unchanged from year to year if an enrollee takes no action. However, one special consideration in the health insurance program is that several carriers that cover about 25,000 enrollees will be dropping out or restricting their coverage areas, forcing enrollees to choose a new plan. In the flexible spending account program, a new enrollment

is required each year. In that program, employees may set aside on a pretax basis up to $5,000 for certain dependentcare expenses and up to $2,550 for certain health-care expenses not covered by insurance. There are two significant changes in that program for the 2015 plan year. The minimum set aside in each account is dropping from $250 to $100. Also, a “grace period” policy will apply only to dependentcare accounts; under that policy, costs can be charged to a plan year if they are incurred up to 10 weeks into the following year. For health-care accounts, a carryover of up to $500 from one year to the next will be allowed instead. The flexible spending account program does not feature an employer share and does not apply to retirees. Detailed information on that program is available at opm.gov/healthcare-insurance/ flexible-spending-accounts. While many Americans get health coverage through their employers, those consumers who instead have insurance through the health-care law’s federal or state online marketplaces, or exchanges, started re-enrolling Saturday. ERIC YODER (THE WASHINGTON POST) AND MARY AGNES CAREY (KAISER HEALTH NEWS)

Look into other options. Some people who don’t qualify for HSAs may be able to use similar accounts that come with slightly different rules. For instance, flexible spending arrangements let workers stash pretax money that can be used to cover health expenses, but with FSAs, some people can roll over up to $500 from one year to the next. Medical Spending Accounts can be used by people who are self-employed or who get insurance through a small business. JONNELLE MARTE (THE WASHINGTON POST)

Exiting providers will disrupt more than 25K federal workers’ plans More than 25,000 federal employees will lose their health plans next year as insurance providers drop out of the government’s coverage network, according to the Office of Personnel Management. Affected workers will have the option of switching to other plans within the Federal Employees Health Benefits Program, but the number of disruptions will reach the highest level since more than 61,000 enrollees had to

change plans in 2009. Insurance providers drop out of the federal workforce’s health program every year, so this year’s changes are nothing new. Companies generally leave the network because they have not attracted enough enrollees to justify administrative costs, according to OPM. Next year, five regional providers will leave the program, but the network will pick up five others in their place. The changes took effect

when open enrollment began on Nov. 10. In 2013, only two providers left the system, forcing about 3,000 federal employees to switch to other plans. The providers dropping out this year include: Anthem Healthkeepers, which is discontinuing coverage in Virginia. Coventry Health Care, which is ending coverage in Maryland. Optima Health Plan, which is stopping coverage in Virginia. Total Health Care USA, which is terminating coverage in Michigan. United Healthcare of the Midwest, which is cutting off

coverage in Illinois and Missouri. The federal-employee health program is the nation’s largest employer-sponsored health plan, with about 4 million enrolled federal workers and retirees, plus about an equal number of covered family members. Blue Cross is the most popular provider within the federalemployee health program. OPM announced last month that federal employees will pay an average of 3.8 percent more for their health insurance plans in 2015, marking the fourth straight year of increases in that range. DON RYAN (AP)

More answers: What to know about the health-care law and this year’s open enrollment season

Using the exchanges? 5 things to know The health law’s open enrollment season kicked off Saturday. Are you ready? Here’s a quick checklist to keep in mind for people who don’t get their health insurance at work and plan to shop for coverage on the health law’s online exchanges, or marketplaces. You can compare plans and prices at healthcare.gov or, if your state has its own exchange, shop there. And you may be eligible for subsidies to help pay your premium. MARY AGNES CAREY (KAISER HEALTH NEWS)

Shop around: Just because you’re enrolled in a policy now doesn’t mean it’s the best deal for you next year. If you’re currently in the federal marketplace and don’t take any action, you’ll be re-enrolled in the same plan you’re in now. Federal officials, as well as many analysts, are urging consumers to go back to the exchanges to compare plans and prices. You might discover that you have more — or different — choices than you had a year ago. Don’t get billed twice: Insurers have expressed concerns that if a consumer changes plans, problems with the federal website means consumers could get billed for both plans. “We’re working with exchange officials to make sure there’s a solution,” said Clare Krusing of America’s Health Insurance Plans. Keep proof of payments and don’t cancel your current insurance until confirming with your new carrier that you’re covered. Find out if you qualify for financial help: Enter your most up-to-date income information on healthcare.gov or with your state exchange to see if you are entitled to receive a tax credit toward the cost of your health insurance. Even if you are like the majority of those enrolling in marketplace plans who receive a subsidy, update your income to get the correct amount next year. If you get too much, you’ll have to repay it.

Know all the costs: It’s not just the monthly premium that will cost you. Understand a policy’s out-of-

pocket costs, things like copays, co-insurance and deductibles, before you enroll. The health law allows out-ofpocket maximum caps of $6,600 for an individual policy and $13,200 for a family policy in 2015 but some of your health care expenses — including out-of-network care — might not be included in that cap.

I get my insurance through work and want to keep my current plan. Can I do that? If you qualify for employer-provided coverage, you can stay in that plan. But, as was the case before the health-care law was passed, your employer is not obligated to keep your current plan and may change premiums, deductibles, copays and network coverage. Insurers can also change the plans they offer, so your employer may not be able to purchase the same plan. I enrolled via Healthcare.gov last year. Do I have to do it again? If you got your plan last year on the federal marketplace and take no further action now, officials say you will be re-enrolled in your current plan. But since some plans have changed and new plans are coming, officials are encouraging people to go back on Healthcare.gov to compare benefits and prices. States running their own exchanges will make their own decisions about re-enrollment. The District will follow the lead of the federal government and automatically re-enroll consumers who bought plans last year unless individuals select a new plan. In Maryland, coverage will be automatically extended for people who bought on the state exchange last year, but they won’t have access to subsidies or cost-sharing reductions unless they actively re-enroll. Virginia residents used the federal exchange, so they will be

$325

The minimum per-person penalty you could pay when filing 2015 income taxes for not having health insurance, up from $95 in 2014.

re-enrolled in their current plan. I want to buy health insurance, but I can’t afford it. What should I do? Depending on your income, you may be eligible for Medicaid. States can choose whether to expand their programs so that anyone with an income at or lower than 138 percent of the federal poverty level (which is about $16,105 for an individual and $32,913 for a family of four, according to current guidelines) is eligible. So far, the District and Maryland have chosen to expand Medicaid. Virginia has not. I didn’t get around to buying health insurance in 2014. What is going to happen to me now? When you file your income taxes for 2014, you’ll be asked whether you have health insurance. If you don’t have coverage, you’ll pay a penalty of $95 or 1 percent of your income, whichever is higher, unless you qualify for an exemption. That penalty will increase in 2015 to the larger of $325 per person or 2 percent of your income. MARY AGNES CAREY (KAISER HEALTH NEWS)

Get help if you need it: Confused? There are several ways to get help. Work with a local insurance agent

or broker. Find one of the law’s trained navigators or assistors. Or call the federal consumer assistance center at 800-318-2596 for extra help or to find out if you are eligible for a subsidy. Folks there can also help you enroll in a health plan or if you qualify, Medicaid, the federal-state program for low-income people.

Outfielder Jason Heyward won two Gold Gloves in the past three seasons.

Cardinals trade for Braves’ Heyward Atlanta acquires Miller in four-player deal to bolster its rotation MLB The Braves dealt outfielder Jason Heyward and reliever Jordan Walden to the Cardinals on Monday for pitcher Shelby Miller and a minor leaguer. The deal ends Heyward’s tenure with his hometown team and bolsters Atlanta’s rotation. John Hart, the Braves’ new general manager, signaled the start of a major overhaul after the team slumped to its first losing season since 2008. He dealt a player who was due to make $7.8 million next season and then become eligible for free agency. Heyward, 25, never lived up to expectations after a brilliant rookie season, when he homered in his first at-bat and was voted

to the All-Star Game. This past season, he hit .271 with 11 homers, 58 RBIs and 20 stolen bases. He also won his second Golden Glove. Miller went 10-9 with a 3.74 for the Cardinals, after going 15-9 with a 3.06 ERA as a rookie in 2013. He is not eligible for arbitration until after next season, so the deal represents a significant payroll savings for the Braves. Walden was 0-2 with a 2.88 ERA and three saves as a set-up reliever for closer Craig Kimbrel. The Braves also acquired right-hander Tyrell Jenkins, who pitched for Class A Palm Beach this past season. Miller joins a rotation that could look significantly different next season without free agents Ervin Santana and Aaron Harang. Kris Medlen and Brandon Beachy are both coming off their second major elbow operations. PAUL NEWBERRY (AP)

The MRI exam conducted on the right knee of left tackle Trent Williams confirmed that he sprained the medial collateral ligament, but revealed no further damage, coach Jay Gruden said Monday. Williams will be listed as day-to-day, Gruden said. The lineman also sprained his right ankle when a defender stepped on his foot, but Williams didn’t have an MRI exam on the ankle. Gruden didn’t give a timetable for Williams’ recovery, but said that the two-time Pro Bowl tackle has not been ruled out for the final six games of the season. Rookie Morgan Moses will continue to fill in for Williams at left tackle until he is able to return. (TWP)

Led by point guard John Wall, right, the Wizards (7-2) are third in the NBA in assist percentage (64.9) and assist ratio (18.8). The top-shelf passing is maximized by their low turnover rate. They are committing just 13.1 turnovers per game, while forcing 17.1 turnovers — good for the thirdbest turnover differential in the NBA. The unselfishness and ball security was best displayed in Saturday’s 98-93 win over the Magic, when Washington tallied 31 assists to just 11 giveaways. (THE WASHINGTON POST)

TEDDY WOLFF PHOTOS (FOR EXPRESS)

GUINEA PIG

At 9Round in Arlington, exercisers always warm up using the gym’s assortment of toys.

Don’t punch the clock There’s no schedule at 9Round, a kickboxing franchise with an Arlington location CLASS REVIEW Here’s an idea that’ll knock you out: a gym with no class times. At 9Round, a national kickboxing franchise, you show up whenever you want, put on your gloves and fight your way through a ninestation circuit. The 9Round location that opened this summer in Arlington has been such a smash that an additional four are coming to Northern Virginia. (And a D.C. location is in the works.) WHAT IT IS: “I’m not training you

to be a fighter. But I’m training you like a fighter,” says Arlington franchisee Rob Graveline, a longtime trainer who’s coached folks including undefeated welterweight Todd Wilson. The duo teamed up to bring 9Round to the area, and they lend an air of authenticity to what resembles an old-school boxing gym. You make your way around the room — dimly lit so no one feels “on display,” Graveline says — completing the exercises

posted at each station, where you’ll spend three minutes before the buzzer goes off. That’s not a signal to slack. It’s time for a trainer to shout out something everyone must do for 30 seconds. After a burpee blast, jumping lunges or other heartpumping moves, you rotate to the next station. The good news is you’re done in 30 minutes. The bad news is you don’t get a break. MOVES: There’s a new routine every day, but it always follows the same structure. Stations 1 and 2 are devoted to strength and endurance, and involve toys, such as jump ropes and medicine balls. Stations 3-8 are where you get to jab, hook, cross, shove and kick. You’ll contend with heavy bags and speed bags, as well as catching mitts that trainers hold while demanding various combos. The final station is dedicated to working your core. One recent selection: Hold plank position while jumping your feet in and out.

Details Your first workout is free — with loaner gloves provided — at 9Round (2250 Clarendon Blvd., Arlington). Coming back? Buy your own hand wraps and gloves for $40, and you can drop in for $15 per class. Monthly memberships with unlimited classes are $79-$99. V.H.

Members whack mitts held by a trainer, but there’s never sparring. A 9Round motto: “Get fit, not hit.”

Urban Athletic Club’s new location in Georgetown (2700 Q St. NW) offering free classes through Dec. 12

WORKOUT: “I wear a headband every time because I sweat so much,” says Brad Byrd, 25, who’s been a member for two months. According to his heart rate monitor, he burns 450-500 calories in a half hour. But Graveline notes it’s up to each individual how much to do. A trainer is always on hand to correct form and suggest modifications, he explains, and if you really want to go through the circuit again, “I’m not going to get in your way.” CROWD: “I’ve learned that women love to hit stuff,” Graveline says of his 75-percent female clientele. The appeal is in the atmosphere, says Sophia Peabody, 26, who came with no boxing experience. “The staff made it easy to ask questions and it’s all levels of fitness,” adds the Old Town resident, who’s dropped 20 pounds since joining the gym three months ago. Now — in true 9Round style — she’s ready to throw a punch anytime. VICKY HALLETT (EXPRESS)

Gourd your lips A moment on the lips, a lifetime on the hips? Not with a pair of new seasonal balms. ChapStick’s Pumpkin Pie ($1-$2, Wal-Mart and CVS) and Burt’s Bees Pumpkin Spice ($3, Target) boast a nearly identical scent — exactly what wafts out of a kitchen on Thanksgiving morning. But the only part of your body they’ll plump up are your dry, cracked lips. The similarities stop there. Burt’s is clear, while ChapStick’s is orange (but goes on clear). And Burt’s ingredient list — which includes sunflower seed oil, pumpkin seed oil and rosemary extract — doesn’t match up with ChapStick’s, which has none of those things. But that chemical-y stuff does make it taste more like the real deal. (EXPRESS)

Cider Ride

Saturday, 11 a.m.-5 p.m., free; plaidridedc.eventbrite.com

Dec. 6, 9 a.m.-3 p.m., $30; waba.org/events

Don your best flannel for this adventure that starts at BicycleSpace (1019 Seventh St. NW), winds through the streets of D.C. and ends at Kingman Island. Riders will dismount to get some grub and participate in the Ranger Games, which will feature several bike-related diversions, including U-lock horseshoes and an obstacle course. Think you have what it takes to conquer the Sap Spill Hill Climb? (That’s a slippery slope with a bell to ring at the top.) The two quickest riders to complete the challenge successfully will score invitations to New Belgium Brewing’s Ultimate Ranger Banquet on Dec. 3.

Who said you could hydrate with water only? Cider-loving cyclists will meet up in Mattie J.T. Stepanek Park (1800 Piccard Drive, Rockville), and then take off on the 55-mile Honeycrisp route or the 25-mile McIntosh route. Honeycrisp folks will use mostly back roads to reach Kingsbury’s Orchard in Dickerson, Md., where steaming cider and snacks await. The McIntosh crew — which will mostly ride on trails — can enjoy cider back at the park when they finish. For now, the event is exclusively for Washington Area Bicyclist Association members, but it will open up to the public if it doesn’t sell out. VICKY HALLETT (EXPRESS)

DR. ANDREA BONIOR | BAGGAGE CHECK

In desperate need of a study break Q. My daughter is a college sophomore who is making herself sick with stress. College is a time to experiment and enjoy freedom. She’s so focused on getting into medical school that she barely spends time with friends and has never had a romantic relationship. My friends say they wish they had this problem with their kids, who party too hard. CONCERNED MOTHER

There are real issues with the beer-chugging, responsibilityshirking college kid. But so too are there with his or her anxious, stressed-out brethren. Your friends are falling victim to a false dichotomy — that if you’re not partying too hard, you’re A-OK. But anytime a student is making herself sick with stress, it’s concerning, and that’s what

you need to focus on when you talk to her — not how little time she’s spending at keggers. Maybe she’s more studious than most, and that’s fine, to a point. Steer the discussion into whether she’s feeling healthy and growing in ways that are good for not only her mind, but her body and spirit. Otherwise, she’s setting herself up to become a patient, not a doctor.

As much as I can get behind certain prohibitions of friends poaching exes, this situation is different. He’s your best friend. She’s your co-worker. These kinds of mutual-friend matchups are what make the world go round, and since his friend-ness with you trumps his ex-ness, I think so too should his happiness trump your temporary “ouch.” And who knows if this will last? If it does, let them know that you felt hurt that they kept it secret, but acknowledge that having her “promise” not to date him wasn’t realistic or fair. He was bound to meet someone else, and if he ends up settling down with someone, would you rather it be someone you know and get along with, or someone who’s never had anything to do with you? Send your questions for Baggage Check to Dr. Andrea Bonior at baggage@ wpost.com. Andrea is a local clinical psychologist and author of the book “The Friendship Fix” (friendshipfix.com).

The first 100 people in line at Saturday’s opening of City Sports in the new Pike &

Rose development (11580 Old Georgetown Road, North Bethesda) will score swag e vent hor izon bags worth $75. Can’t get to the store by 9 a.m.? Opening festivities — including raffles, giveaways, free food and a photo booth — continue until 3 p.m. (EXPRESS)

entertainment STREAMING Rabia Chaudry had never listened to a podcast until “Serial.” Now the first thing she does on Thursday mornings is start streaming the latest episode. It’s not what Chaudry envisioned when she contacted Sarah Koenig last year in the hopes that the journalist would revisit a 15-year-old murder case. Chaudry thought new coverage might help free her brother’s friend, Adnan Syed, who is serving a life sentence for the murder of his ex-girlfriend, Hae Min Lee. Koenig, who works in public radio, was intrigued, and the seeds for “Serial” were planted. But Chaudry had second thoughts: “I actually thought … Who’s going to listen to this?”

MEREDITH HEUER (SERIAL)

How America got hooked on ‘Serial’

Journalist Sarah Koenig, left, and “This American Life” host Ira Glass put together the podcast “Serial.”

The answer turned out to be: a lot of people. “Serial,” produced by “This American Life” and WBEZ Chicago, has reigned supreme on iTunes’ top podcast list since it launched Oct. 3, each

A new Jonathan Franzen novel, “Purity,” will be released in Sept. 2015

episode downloaded or streamed at least 1.2 million times. Unusual for both a podcast and a work of journalism, it has blossomed into a watercooler event, spawning the kind of analysis that often surrounds an HBO drama. Each week, Koenig tries to untangle a mess of details and characters, many of whom have only foggy memories of what they were up to one day in 1999. Koenig is an amiable narrator: She has broken down a complicated tragedy and distilled it into a coherent narrative while injecting emotion into her storytelling. But for all of the work she’s done over the past year, each installment gets us no closer to a definitive truth. Everyone is desperate to know: Did Syed do it?

Koenig isn’t sure. While she spent about a year doing research for the series, she’s still producing episodes only about a week ahead of broadcast. And while the “Serial” team thinks there will be 12 episodes, it’s hard to say. Meanwhile, there are podcasts in response to “Serial,” not to mention quizzes and parodies. Fans use the language of popular television; they talk of bingeing and fear of spoilers. That gets to Chaudry sometimes. “There’s so much, ‘Oh my gosh, I’m hooked, I’m addicted’ that at some point you feel yourself cringing a bit,” she said. “But at the same time, I can’t be thankful enough for the amount of attention.” STEPHANIE MERRY

EASY

SCORPIO (Oct. 23-Nov. 21) You will require a little more information before you think about storming the castle. You don’t want to walk into a trap! SAGITTARIUS (Nov. 22-Dec. 21) Your sense of fun will enable you to enjoy routine affairs more than most, and you can enjoy some surprising benefits on top of that. CAPRICORN (Dec. 22-Jan. 19) You may have trouble getting someone to understand what you are talking about without coming on too strong. Do what you have to do! AQUARIUS (Jan. 20-Feb. 18) You have nothing much that is different or unusual today, but the way you take advantage of what you do have will surely set you apart.

MONDAY’S SOLUTION

PISCES (Feb. 19-March 20) You’ll

need the support of a friend and mentor as you struggle with a decision that seems, to some, to be a no-brainer.

MONDAY’S SOLUTION

ARIES (March 21-April 19) The only way you’ll know what’s in store around the corner is to go there, though it may make you nervous not to know ahead of time. TAURUS (April 20-May 20) Your ability to anticipate what others will say or do will come in handy on more than one occasion. Share what you know with another.

that needs to be done can only be done by you. So what’s holding you up? You needn’t be nervous or insecure.

TODAY: Plenty of sunshine but unseasonably cold! Highs struggle to reach freezing even in the city. Factoring in a sustained wind of 15-20 mph, gusting over 25 mph, it’s going to be just brutal out there (for November), with wind chills in the teens the entire day. Temperatures take a real plunge, making it the coldest night of fall so far.

CANCER (June 21-July 22) You’ll be facing the consequences of your actions for quite some time, so don’t you want to increase the odds that they will be favorable? LEO (July 23-Aug. 22) Don’t let anyone tell you that you’re not the right person for the job. Only you and a few others know what you’re capable of.
