His personal and political credibility on the line, President Barack Obama reversed course Thursday and said millions of Americans should be allowed to renew individual coverage plans now ticketed for cancellation under the healthcare law that is likely to be at the heart of the 2014 elections. The immediate impact on consumers was unclear, though both industry spokesmen and state insurance commissioners swiftly warned that higher prices could result from the president’s rapid turnaround. Under pressure from consumers as well as congressional Democrats, Obama said the administration no longer would require insurance

companies to jettison current individual and small group plans that fall short of the minimum coverage standards under the law, effectively shifting responsibility for cancellations to the industry itself. Speaking of the millions of people whose coverage is being
scrapped, he said, “What we want to do is to be able to say to these folks, you know what, the Affordable Care Act is not going to be the reason why insurers have to cancel your plan.” Obama spoke at a news conference where he repeatedly took
responsibility for the woeful rollout of the health-care program known by his name. Officials disclosed Wednesday that fewer than 27,000 enrollments were completed in 36 states in the first month of operations for healthcare.gov. Including enrollment of more than 79,000 in the 14 states with their own websites, the nationwide number was 106,000 for October sign-ups. But that is still far fewer than expected and a mere fraction of the cancellation notices that have gone out because of the law — more than four million according to an Associated Press survey. Obama described both the cancellations on the individual market and the website rollout as significant problems, but he said the law’s implementation could still turn out well. “These are two fumbles … on a big game — but the game’s not over,” he said. The Muscle Test On Wednesday morning, I stationed myself at the top of the Dupont Circle North escalators — which are a pretty good glute workout on their own. I taped a sign to my coat that explained the basic rules, and I was ready to dole out five paper farecards loaded with $2.70 each. The only thing missing: participants. There was the usual parade of phone zombies. A whole bunch of people dashed by with apologies about running late. And a sizable number of folks proved to be all talk and no action. Finally, I met Julie Brookins. She was
conflicted (“I don’t need a free ride,” the 36-year-old Adams Morgan resident said), but eventually caved. “That wasn’t so bad,” she said after her 30 reps. “I don’t exercise enough.” My next squatter was the opposite. Zilose Lyons, 37, took one look at me and exclaimed, “I do that all of the time.” The Californian immediately got down to business — and earned a thumbs-up from a passing limo driver.

As if the introduction of team ice skating wasn’t enough to get people psyched for the Sochi Olympics, Russia has devised another way to hype the winter sportsfest. Moscow subway riders at one station can perform 30 squats in exchange for a free trip. So I had to know: Will Washingtonians sweat for their Metro fare?
Team USA better watch out for the Germans if they’re anything like Christina Mayr, who stepped up next. The 28-year-old and her mom are visiting from Bavaria, and the duo counted out her squats in Deutsch. (They shouted “dreißig” in unison when she finished.) I was worried no guys would be up to the task until an older gentleman proved me wrong. But he disappeared without taking his farecard. So instead, I gave it to Fernando Cortes, one of the workmen involved in Metro maintenance. “I’ve been doing squats all morning,” he said. That left me with one card. And it was destined for Diane Tepfer, who was on her way home from a senior stretch class. She’s recovering from a knee replacement, and as she sank into her first squat, she said her physical therapist would approve of her doing her prescribed exercises. The next time I see her may well be in the team ice-skating competition in Sochi.

Metro General Manager Richard Sarles apologized to Red Line riders Thursday for the second straight day of major delays on the system’s busiest rail line, saying customers have a right to be angry and deserve better treatment. His appearance at an afternoon news conference came on the heels of two days of frustrating morning commutes for Red Line riders. On Wednesday, a cable fell from the ceiling of the tunnel at Woodley Park, forcing Red Line trains to share a single track for three hours as crews made repairs. Then, about 8:15 a.m. Thursday, a Red Line train had brake trouble between the Fort Totten and Brook-

land stations. Crews reversed the train and sent it to the Brentwood rail yard, Metro spokesman Dan Stessel said. But to do that, other trains had to share a track. When crews moved to restore normal service, workers found a problem with a switch that allows trains to move from one track to another. The result? Metro sent another alert to riders at 8:30 a.m., warning of delays. Red Line riders said Wednesday’s and Thursday’s problems came on top of complaints about Monday service. Anticipating there would be fewer commuters because
of the Veterans Day holiday, Metro reduced the number of trains. The result, some riders said, were packed trains, crowded platforms and longer commutes. Orange Line riders had similar complaints. The Red Line is the oldest and busiest of Washington Metropolitan Area Transit Authority’s five lines, with more than 150,000 rider trips taken on an average weekday. And while some commuters also think it is Metro’s most troubled line, Sarles said that is not the case. “These types of issues can occur anywhere in the system,” he said. Sarles said riders who want a
refund can call Metro’s customer service line at 202-637-1328. Riders also can fill out a complaint online. He also acknowledged other recent problems on the line, including delays last Thursday. The Red Line is undergoing major rebuilding as part of the transit agency’s $5 billion capital improvement plan. Nearly every weekend, there are stations shut down because of track work. The troubles come as Metro officials launch an ambitious and costly plan for major upgrades to the system, including building a second crossing over the Potomac River and extending service to Georgetown. All this while riders are complaining that they aren’t noticing improvements in their commutes. But it’s just the latest bad behavior he has apologized for. Ford admitted Wednesday to buying illegal drugs in the past two years and said he “really effed up.”

In the Past After three major Red Line delays in a oneweek span, Metro General Manager Richard Sarles apologized Thursday. The last time he issued a mea culpa over Metro mishaps was in January, when passengers evacuated a stranded train and headed into the tunnels unsupervised.
Canadian politicians of all stripes have called for Ford to resign, which he has repeatedly said he will not do.
Predictably, the reaction was largely split down party lines. “As a leader, you have to do that,” Sen. Joe Manchin, D-W.Va., said. “I appreciate that and I respect that.” However, Brendan Buck, a spokesman for House Speaker John Boehner, dismissed the apologies. “It’s disappointing it took weeks of public outcry for the president to acknowledge what he’s known — and denied — for years,” he said.
A number of fed-up riders weren’t placated by the apology or promises of refunds, saying it is time for Metro’s top management to go.

Redskins In the dog-eat-dog world of the NFL, you can go from asset to afterthought in a matter of minutes. Perhaps no one embodies that notion more than Fred Davis. Once considered the pack leader of a talented tight end stable, Davis now finds himself in the doghouse, and he hasn’t seen the field for the Redskins in any way over the past four games. “I can’t make them play me, or make them make me active,” he said. Davis, who is not expected to play on Sunday against Philadelphia, was the No. 1 tight end at the start of the season. He was benched after missing assignments in Week 2 against Green Bay. He missed the Detroit game the next week with an ankle injury and was a non-factor against Oakland in Week 4. Since then, he’s been usurped by impressive rookie Jordan Reed and fellow veterans Logan Paulsen and Niles Paul. Missing the Minnesota contest, his fifth inactive game of the season, cost Davis a $500,000 bonus. Nick Foles has thrown 16 touchdowns without an interception. The only QB in NFL history to have more TDs to start a season without throwing a pick was Peyton Manning (this year). In his past two games, the Eagles QB has completed 34 of 46 passes for 634 yards and 10 TDs. The Redskins rank in the middle of the pack with 10 interceptions and 16 takeaways this season. Will their defense be able to force Foles into a mistake?
At the beginning of the year, the Redskins had horrific starts. Now they can’t finish. Here’s how their past three games ended: They allowed 31 fourth-quarter points in a loss to the Broncos; they let up 10 points in the last five minutes against the Chargers before prevailing in overtime; and they were outscored 20-3 in the second half in last week’s 34-27 loss to the Vikings. They had a second-half lead in all three games.
One reason the Redskins could be struggling down the stretch is they have abandoned the run game. Alfred Morris has averaged nearly five carries in each of the first three quarters, but he has averaged just two rushes per game in the fourth quarter. Morris is third in the league in rushing (825 yards) and has the highest yards per carry (5.2) among NFL running backs. A power runner is valuable at the end of games.

The Eagles are 5-5 this season. In the five wins, Jackson has averaged 106 yards and scored a total of six TDs. In the five losses, he has averaged 74.6 yards and has just one score. The receiver’s ability to stretch the field is critical to the Eagles’ success. In three of Philadelphia’s past four wins, Jackson had a 50-yard reception. Hall is having one of his better seasons in Washington, but it’s likely he’ll need safety help over the top.
Catches this season for Redskins tight end Jordan Reed. He leads all rookies in receptions and is fourth among first-year players in receiving yards (487). The third-round pick out of Florida has 27 grabs for 323 yards in his past four games.

U.S. swimmer keeps options open as he gets back into shape Swimming Michael Phelps has rejoined the U.S. drug testing program, the strongest signal yet that he’s planning a comeback for the Rio Olympics. Phelps told The Associated Press on Thursday that “nothing is set in stone” though clearly he has enjoyed getting back into shape — he’s down about 15 pounds — and working out with his former team at the North Baltimore Aquatic Club. “If I decide to keep going and swim again, then I’ll compete,” Phelps told the AP in an exclusive telephone interview from Minneapolis, where he is attending an Arena
Grand Prix meet this weekend. “If I don’t,” he added, letting out a big laugh, “I guess I’ll reretire. Just don’t compare me to Brett Favre.” The U.S. Anti-Doping Agency said Phelps was among the athletes who underwent doping tests in the third quarter, the period ending Sept. 30. He was tested twice. His former coach and close friend, Bob Bowman, said Phelps actually re-entered the program near the end of the second quarter, but he wasn’t tested and therefore wasn’t listed that time in USADA’s quarterly report. He would be eligible to compete again in March, according to Bowman. Each week, Phelps said, he’s working out a couple of days in the pool, a couple of days in the weight room, and one or two days on his core training.
“I just think he’s in a place where he’s feeling good about swimming,” Bowman said. “If he chooses to compete, he’s got some time. I like having the ability to do it. To be perfectly honest, he’s not anywhere near being able to compete in a meet or anything like that. We’re just getting started on improving his fitness. We’ll see where that goes.” By subjecting himself to drug testing, Phelps has given himself plenty of time to go through an entire season before the next major meet, the 2015 world championships in Russia, an important stepping-stone to the Rio Games the following summer. Six weeks ago, Maryland and quarterback C.J. Brown were flying high. The Terrapins were 4-0, and even climbed into the national ranking at No. 25 following a 37-0 victory over West Virginia in late September. At that point, Brown — who missed all of last year with a torn ACL — was one of the biggest stories in the ACC. He threw seven touchdown passes in those four games and ran for six scores. Since then, things have gone downhill for Brown and Maryland (5-4, 1-4). As they prepare to face Virginia Tech (7-3, 4-2) on Saturday, the Terrapins have dropped three in a row and four of five. They’ve been stuck at five victories for a month and still need a sixth to become bowl-eligible. Brown has struggled as well. He has been knocked out of two games and didn’t play at all in two others because of those injuries. He hasn’t thrown a touchdown pass or run for a score since the West Virginia game. In the past three times he has started for Maryland, the offense has produced a mere 13 points. “It’s definitely on me,” Brown said. “That reflects [the quarterback] position. I’ve got to be able to lead the team down the field and make plays.” Brown was especially critical of

his play in last week’s 20-3 home loss to Syracuse. There’s no excuse for them. I don’t know what I was looking at out there. That could have been the difference in the outcome of the game. I took it personally and I took it hard. Our ‘Lost’ Treasure
Anyway, I went to see “All Is Lost,” which is 100 nearly wordless minutes of Robert Redford trying not to die on his boat, which had a big giant hole torn in it by a rogue shipping container. I am no sailor, but I know that big giant holes are bad for boats. Redford’s character (the credits identify him only as “Our Man”) uses his skills and strength of will to attempt to survive in the middle of the Indian Ocean, which was very impressive because my strategy would have been: 1) Make peace with God; 2) Drink enormous amounts of alcohol. Step 1 would be optional. It’s easy for me to think of Redford as a historic artifact, forever trapped in “All the President’s Men” and “Butch Cassidy and the Sundance Kid.” One time he came to the Post newsroom for some reason; when word got out, everyone headed over there to see him in the flesh. I’m reasonably certain that everyone’s expression mirrored that of Sam Neill when he first laid eyes on the dinosaurs in “Jurassic Park”: We were seeing something we had assumed was long gone. “All Is Lost,” though, showcases an immensely talented actor at his best — with nothing to depend on but his face and body, without even dialogue to help him along. He seems to communicate with the audience telepathically; a glance up or a raise of an eyebrow and we know exactly what Our Man is thinking. It’s Worth Celebrating ‘Best Man Holiday’ is a sequel worthy of its charismatic cast Film Review In 1999, “The Best Man” became a hit romantic comedy, a launching pad for several of its attractive, gifted young stars and part of a wave of African-American rom-coms. It’s taken writer-director Malcolm D. Lee 15 years to deliver a sequel, “The Best Man Holiday,” but his timing is propitious. Not only has his ensemble aged remarkably well, but his film also is once again part of an exciting
time in black film, a year that has spanned “42,” “12 Years a Slave” and “Fruitvale Station.” Also lighter films “Peeples” and “Baggage Claim,” which share more than a little DNA with “The Best Man,” a rare Hollywood movie that presented African-American life not as an urban “problem” but as a lush wishfulfillment fantasy Sanaa Lathan and Taye Diggs reunite with old friends in “The Best Man Holiday.”

Stealing The Message ‘The Book Thief’s’ film version leaves one too many threads hanging Film Review “The Book Thief” has its moments of brilliance. But the movie, about a girl adopted by a German couple during World War II, also crystallizes the perils of book adaptations. Director Brian Percival tries heartily to contain the myriad plot points in writer Markus Zusak’s bestselling novel, but the result is a rushed conclusion and a tempered climax. The sticky-fingered title character is Liesel. With bouncy blond hair and big, sad eyes, actress Sophie Nelisse utterly embodies
the character of a girl given up for adoption shortly after her brother dies. When her on-the-run Communist mother can no longer care for Liesel, she’s taken in by Hans (Geoffrey Rush) and Rosa (Emily Watson). The child immediately bonds with her new father, a smiling accordion player who calls Liesel “your majesty.” Rosa is more standoffish and looks constantly for excuses to yell. (She finds many.) Despite her tendency to pick up
ster, Rudy (Nico Liersch), but she also comes to understand the saddest repercussion of Third Reich rule after a man named Max comes to the family’s door one night. The son of Hans’ old friend, Max is Jewish and on the run, and he ends up hiding in the family’s basement. A number of other subplots are also squeezed into the two-hour run time. These threads have the space to breathe and evolve in a novel, but on film, less would have been more. From the pristinely shot scenes of a train chugging through a snowy landscape that open the film, “The Book Thief” has a sleekness to it. That feeling is mirrored in a plot that feels whitewashed in some ways. For example, Rosa discusses cutting back on meals now that the family has to provide for its refugee, but there aren’t depictions of hunger or suffering. Just as Max tempers the reality for Liesel, the movie does the same for its viewers. That ensures a PG-13 rating and a broader audience, of course. Bluegrass musicians Didier (Johan Heldenbergh) and Elise (Veerle Baetens) harmonize magnificently onstage and off in “The Broken Circle Breakdown.” They have the kind of relationship that might make other couples jealous. But the Flemish drama doesn’t deal just with the fortunes of love at first sight; it examines in aching detail the limitations of a seemingly perfect relationship when tragedy strikes. The movie, based on a play by Heldenbergh and Mieke Dobbels, bounces around in time and opens on a painful note. Didier and Elise are at a hospital in Ghent, Belgium, with their young daughter, Maybelle (Nell Cattrysse), who is undergoing treatment for cancer. While each parent is taking the news in his or her own way, they vow to put up an optimistic front around Maybelle.
From this grim opening, the movie jumps back seven years to the couple’s early relationship and the thrill of getting to know each other. Elise, a tattoo artist, gives Didier a tour of her ink, while he teaches her about the roots of Appalachian music. Didier explains that to combat the misery of an impoverished existence in the mountains, musicians sang songs. And that, too, is what director Felix Van Groeningen accomplishes, peppering the film with musical interludes of the couple performing with their band. Some moments of the movie might leave viewers feeling bereft or gut-punched, but the sublime sounds (along with the sweet and silly scenes of the pair falling in love) provide respites from the sorrow. You could call the movie a musical, though in the small-scale sense. In adapting the play for the screen, Van Groeningen chose to

tell the story out of order, and it works. Seeing portions of an outcome before we know why fuels a mysteriousness that keeps the viewer watching. Although the stunning cinematography alone might be enough to do that. With its exquisite depictions of suffering, “The Broken Circle Breakdown” is not always easy to watch. Bumps in a Marriage In ‘Concussion,’ an injury leads a wife to seek out sexual thrills
“Concussion” explores Lesbian Bed Death — the drop in sexual desire and/or activity experienced by some long-term lesbian couples — through the prism of a single couple: high-powered New York divorce lawyer Kate (Julie Fain Lawrence) and her bored, unsatisfied partner, Abby (Robin Weigert). Abby’s the protagonist, and she gets things going quickly, taking a wayward ball to the head, tossed by one of her two children. That bump on the noggin leads to the titular concussion, which may or may not have anything to do with what follows. Suddenly, Abby decides to spice up her life as a suburban housewife, mother and PTA member by working as a high-priced call girl for lonely female clients. What’s going on here? The sex, while apparently gratifying, seems

For this rustic-yet-romantic setup (all goods, Darryl Carter, 1320 Ninth St. NW; 202-234-5626), Forman made place cards from monogrammed lockets ($18 each) hung on prickly branches found in a pal’s yard. A mix of family silver, lively accent plates and Moroccan tea glasses (plates, $68 for four; glasses, $8 each, Salt & Sundry, Union Market, 1309 Fifth St. NE; 202-556-1866) add to the eclectic vibe. “If you mix in family heirlooms, it makes the table like a potluck, with a little bit of everything,” she says.

Marla Beck Marla Beck’s business card should probably read “Fountain of Youth Builder.” The Bethesda resident and co-founder of the Blue Mercury apothecary/ spa chain (bluemercury.com) spends her time researching anti-aging creams and skinperfecting cosmetics. What makeup trends are you anticipating for the holiday party season? The red lip continues to be popular. I think that will translate to holiday for people. This market doesn’t really wear a red lip unless they’re going out.
What’s something every skin-care routine should include? Exfoliation. As you age, the cells don’t turn over as quickly, so the dryness on your skin comes from the dry skin sitting on it. If you exfoliate, you bring out the new skin. It’s counterintuitive, because you’re being abrasive to your skin.
How does M-61 differ from other skin care? We married medical-grade-strength ingredients with natural ingredients because it was important to our clients. We did over a million facials last year. We know skin from a spa perspective and from a makeup perspective. The M-61 products are meant to be used under cosmetics.
