On Monday in Maine, a congressman running for governor came out as gay. In Hawaii, lawmakers girded for a vote to legalize samesex marriage. In the U.S. Senate, seven Republicans joined the Democrats in a landmark step toward banning workplace discrimination against gay, bisexual and transgender Americans. On Tuesday, historic votes in the Illinois legislature positioned that state to become the largest in the heartland to legalize gay marriage. From one end of the country to the other, the developments on Monday and Tuesday underscored what a historic year 2013 has been for the U.S. gay-rights movement — “the gayest year in gay history,” according to Fred Sainz of the Human Rights Campaign, the movement’s largest advocacy group. Illinois Votes on Gay Marriage Illinois was set Tuesday to become the 15th state and largest in the heartland to allow same-sex couples to marry, following months of arduous lobbying efforts by both sides in President Barack Obama’s home state. Under the measure, which the House approved 61-54, gay weddings could be held in Illinois starting in June. The state Senate, which approved it in February, was expected to vote later Tuesday on a technical change allowing the new effective date. The bill would then head to Gov. Pat Quinn, who has pledged to sign it. Fourteen states plus Washington, D.C., allow same-sex marriage. (AP)

Study: Testosterone Use Risky Chicago Testosterone treatments may increase risks for heart attacks, strokes and death in older men with low hormone levels and other health problems, a Veterans Affairs study suggests. The results raise concerns about the widely used testosterone gels, patches or injections that are heavily marketed for low sex drive, fatigue and purported anti-aging benefits, the authors and other doctors said. Men who used testosterone were 30 percent more likely to have a heart attack or stroke or die during a three-year period than men with low hormone levels who didn’t take the supplements. Toronto Mayor Admits He Smoked Crack Ford refuses to step down from post after owning up to drug use

Rob Ford said Tuesday that he loves his job and will stay on as mayor of Toronto despite admitting for the first time that he smoked crack. Earlier Tuesday, Ford acknowledged he smoked crack “probably a year ago” when he was in a “drunken stupor” but balked at growing pressure on him to resign. “I was elected to do a job and that’s exactly what I’m going to continue doing,” Ford said. “On Oct. 27 of 2014, I want the people of this great city to decide whether they want Rob Ford to be their mayor.” The allegations that the mayor of Canada’s largest city had been caught on video smoking crack surfaced in news reports in May. It started with a routine check by German tax inspectors — and resulted in the discovery of an art hoard so vast that no one yet knows how the story truly ends. On a high-speed train from Zurich to Munich on Sept. 22, 2010, Germany’s briskly polite officialdom was on the lookout for customs and tax cheats. Thousands of German citizens had bank accounts in Switzerland, many of them undeclared, and the route from Zurich was a prime target for those carrying substantial sums of cash. One elderly man was carrying enough cash that prosecutors launched a preliminary tax probe against him. Two years later, in February 2012, the trail led to the man’s apartment. When customs investigators entered it, they found a huge collection of hidden artwork

She showed works she said had not been known to scholars, or known only from documents. Hoffmann was elated with the quality and the depth of the find. “When you stand in front of the works, see the ones that were long thought to have been lost or destroyed and in a relatively good state — some of them dirty but not damaged — you have an incredible feeling of happiness,” she said. D.C. Picks Walter Reed Developer The former hospital site will be made into a new town center Washington D.C. Mayor Vincent Gray and his economic development team have selected a group led by Hines Interests, of Houston, to oversee efforts to transform the former Walter Reed Army Medical Center into a 3 million-square-foot town center project. The choice ends a monthslong competition among Hines and two other finalists to be named master developer of the former hospital, which closed in 2011 and where the D.C. government is moving to acquire nearly 67 acres. With a proposal called “The Parks at Walter Reed,” Hines and partners Urban Atlantic and Triden Development won the endorsement of both community groups and Vic-

A Personality Problem Obama’s favorability, once a sure bet, is showing long-term signs of wear Washington For years, President Barack Obama’s personal favorability ratings served as a political firewall that sustained him through an economic recession, grueling fights with congressional Republicans and the grind of a reelection campaign. But after a rough start to Obama’s second term, Americans increasingly view the president unfavorably. And perhaps most concerning for the White House: An analysis of public polling shows it has become more difficult for Obama to fully rebound from dents in his favorability ratings. “It’s a slow cumulative effect,” Republican pollster David Winston said, adding that personal favorability “is a much harder number to move if it starts to go south.” The public’s increasingly negative view of Obama may be less of a concern for his future given that this is his last term. But the president still needs a strong con-

nection with the public in order to rally Americans around his policies and, in turn, to show Congress he remains politically relevant at a time when lame-duck status lurks. The president’s advisers need only look at Obama’s predecessor, George W. Bush, to see the impact of a crumbling public persona. Positive impressions of the Republican trailed off in early 2005 amid public frustration with the Iraq War and the government’s flawed response to Hurricane Katrina.

Bush’s favorability rating never recovered, and he struggled to fulfill significant goals through the rest of his presidency. A series of recent polls show Obama’s personal favorability now leaning negative, including

an NBC News/Wall Street Journal Poll released last week that found positive views of Obama at 41 percent, the lowest point of his presidency and down 6 points from earlier in October. The drop follows the government shutdown, problems during his health-care law’s rollout and a flood of revelations about U.S. government spying. White House officials blame the shutdown in particular for Obama’s falling favorability, given that it resulted in shuttering many federal services and furloughs for hundreds of thousands of Americans, while again highlighting the troubled ties between the president and

Capitol Hill. But Obama aides note that the impact of the shutdown on congressional Republicans has been even worse, with both their personal and job performance ratings at record lows. The president’s favorability has taken hits during other points in his presidency. Although it improved a bit after each hit, he never fully recovered, with each rating rebound peaking below earlier average favorability ratings. Throughout Obama’s presidency, his job-approval and personalfavorability ratings have generally risen and fallen in tandem. But his favorability numbers, which often reflect the public’s gut reaction to a politician, generally remained the more positive of the two. That, the president’s supporters argue, made the public more likely to give him a chance even when they disagreed with his policies or the direction the country was headed. Late-night comedy got more crowded last month with the debut of two new series vying for eyeballs at midnight. “The Pete Holmes Show” (Mon.Thu., TBS) and “@midnight” (Mon.Thu., Comedy Central) both feature affable hosts in comedians Pete Holmes, above, and Chris Hardwick. Holmes’ show is more traditional, with a monologue, a sketch and an interview. The twist is that the show is all about Holmes. His monologue is not By Rudi topical and feels more Greenberg like quick hits from his stand-up (something other hosts should consider). And his interviews, which have mostly been with his comedian friends, are as much about him as the guest. This could come off as self-indulgent, but as someone most of America doesn’t know, it all helps to give viewers a sense of who he is. “@midnight” is a pseudo game show that manages to do the impossible: make Twitter work on TV. A rotating panel of three comics earns points by telling the difference between real tweets and fake ones, making up hashtags and writing fake Yelp reviews. It’s all very silly and fleeting, but the way it translates how comedians act online to on screen — without sacrificing laughs — is revolutionary.

Eminem fails to make much noise in his new album, released Tuesday.

Rebellion ends at the moment of embrace. This moment is where we find Eminem with his “The Marshall Mathers LP 2,” engaged in an alternate version of Judd Apatow’s “This is 40.” The first “Marshall Mathers LP” transcended genre. It was wincingly profane, emotionally unnerving, and captured the millennial zeitgeist. As Eminem put it: The underground spun around and did a 360. But his aims on this new disc are vague. “I’m all out of Backstreet Boys to attack,” he laments on “Evil Twin,” a rare highlight from “MMLP2.” The semi-sequel finds him at a crossroads, scanning the horizon of broken-up boy bands and faded pop stars he once reviled. “Who’s left? Lady Gaga? Mess with the Bieber? Nah,” he continues. It’s an honest admission that the war is over. Yet much of the album ironically finds him lobbing stale and dated pop culture salvos toward a world where CNN brings next-day analysis of Miley Cyrus twerking. He’s the last one still making jokes about Kevin Federline, Lorena Bobbit and O.J. Simpson. The Rick Rubin-produced lead single “Berzerk” intimated that “MMLP2” would be Eminem’s

throwback album, but Rubin’s contributions seem to mostly comprise exhuming old Zombies and Joe Walsh loops over which Eminem can express his confusion about Facebook and Internet downloading. Eminem’s syllable manipulation and rhyming agility remains staggering. As he repeatedly boasts, his rap god legacy is secure. But success has validated his worst musical decisions and Sam’s Club tastes. Since “Lose Yourself,” Eminem has increasingly incorporated atonal nasally hooks and grumpy-dad growls. But they lack all build and

He mistakes architectural complexity for advancement. The raps are technical metal guitar solos that go nowhere. Bobby Parker, a soul-blues singer and guitarist whose recordings from the late 1950s and 1960s influenced John Lennon, Carlos Santana and Led Zeppelin, died Thursday in Bowie, Md. He was 76 and lived in Temple Hills, Md. The cause was a heart attack, said friend Omar Ashaka. The Washington-based guitarist wrote two much-covered hit recordings on the rhythm-and-blues charts: “Blues Get Off My Shoulder” (1958), a somber blues ballad enlivened by his trenchant guitar work, and “Watch Your Step” (1961). “Watch Your Step,” recorded at Edgewood Studios at 16th and K streets in D.C. for V-Tone records, was a hit in the U.S. and England. The song’s insistent riff, which Parker said evolved from the AfroCuban jazz composition “Manteca,” caught on with the mod subculture in London. Jefferson Airplane, Santana and the Spencer Davis Group (with singer Steve Winwood) all covered the song. Its guitar motif was reprised in Led Zeppelin’s “Moby Dick” and the 1962 instrumental “The Black Widow” by fellow Washington guitarist Link Wray. The influence of “Watch Your Step” extended to Lennon of The Beatles, who acknowledged in a 1974 radio interview that “Day Tripper” and “I Feel Fine” were attempts to write songs built on variations of the riff. However, Parker reaped few rewards from the song’s success. He sold the copyright to V-Tone records owner Ivan Mogull for a pittance in the early 1970s. “I didn’t do my homework when it came to [copyright] protections,” he later told The Washington Post.

For him and many other puppeteers, the road goes through the University of Connecticut, one of only a few schools in the nation from which a student can earn a degree in puppet arts — and the only to offer a master’s. “They call us the UConn mafia,” said Lagasse, a 1992 graduate who now works for Disney, bringing to life the main character in the children’s TV show “Crash & Bernstein.” “You end up on any type of puppet project, and about 20 percent of the people on the job went to the University of Connecticut.” That number may grow as the university expands its puppetry program, which has become an international showcase for the school. Our hospitals shouldn’t need a life preserver to stay afloat. Far too many of America’s hospitals are struggling financially. And now, after slashing billions from hospitals since 2010, Washington wants to cut them even further. With Americans living longer than ever and a third of all doctors expected to retire in the next decade, the timing couldn’t be worse for Congress to once again pay for other priorities on the backs of the nation’s hospitals.
