A coin toss has decided the mayoral race in a small town in Peru after two candidates tied at the ballot box. Wilber Medina was chosen mayor of Pillpinto, near Cusco, on Wednesday after he and his rival each garnered 236 votes in municipal elections this month. Peru’s electoral law allows for tied races to be decided by a coin toss. The 40-year-old teacher said he’ll work to earn voters’ trust. His rival, Jose Cornejo, accepted the results. (AP)

A leading Swiss supermarket chain is apologizing for what it calls an “unforgivable blunder”: distributing mini-containers of coffee cream bearing portraits of Adolf Hitler and Benito Mussolini. Migros says it is immediately withdrawing boxes containing hundreds of the coffee cream containers and is breaking all ties with Karo-Versand, the small Swiss company that designed the portraits. An 18-month-old boy in Tennessee had to be rescued Tuesday from a claw machine in a laundromat after he crawled into it to play with all the toys, according to WBIR. Colin Lambert’s grandmother, Diane O’Neill, told the station that she looked away to check her phone, and when she looked up, he was already in the machine. Firefighters got Colin out safely, and he even got to keep a toy. (EXPRESS)

Evans said Trump called him soon after securing the rights to redevelop the site in the $200 million renovation, but the council member at first assumed the call was a prank and didn’t take it. “He’ll do fine — Washington is full of big personalities, so he’ll fit right in,” Evans says. Local businessman Mark Ein, who owns the Washington Kastles tennis team, among other enterprises, said “he’s done a good job of reaching out … I think he actually wants to be part of the community.” But he’ll never be just another suit in the crowd. You could almost feel Donald Trump trying to tone it down. “It” being his irrepressible ego and his penchant for making everything, including possibly the dinner on Wednesday night for Washington-based alums of the Wharton School, about himself. Trump started out his speech to the group, which was giving the real-estate mogul its annual award, with compliments to the other speakers and his hosts. But then he just couldn’t help himself. “The Donald” had to remind everyone that they, in one way or another, were working for him. He was the reason, he told the crowd, that this year’s dinner was the best-attended in the club’s history.

Matthew to be tried in Fairfax FAIRFAX COUNTY, VA. The suspect in the disappearance of University of Virginia student Hannah Graham might soon be moved to Northern Virginia to face new charges related to a vicious sexual assault from 2005, in which a Fairfax City woman was attacked and left for dead. Fairfax County judge Dennis Smith on Thursday issued a bench warrant for Jesse Matthew Jr., ordering him to appear on charges of attempted capital murder, abduction with intent to defile and sexual penetration with an object. In that case, a woman walking home from a supermarket was grabbed off a residential street. The warrant to appear in Fairfax could be an indication that

It is unclear whether authorities know what happened to Graham after that point or what additional evidence they might have against Matthew. But in the Fairfax case, authorities have said that the surviving victim is able to testify and that there is DNA evidence linking Matthew to the attack, perhaps making it a more solid case. Fairfax County Commonwealth’s Attorney Ray Morrogh, whose office will prosecute the 2005 case, said it is unclear which case will be tried first. James Camblos III, a lawyer representing Matthew in the Graham case, said that he is seeking to be appointed as counsel to defend his client against the Fairfax charges. T. Biking along M Street: Who’s lane is it anyway? As a bike commuter, I was delighted when the one-way M Street bike lane opened this spring. I couldn’t have imagined the zigs, zags and stumbling blocks I’d encounter. For etiquette advice on navigating the obstacle course, I turned to Andy Clarke, president of the D.C.-based League of American Bicyclists.

M Street construction projects eat up sidewalks, forcing pedestrians into the bike lane. Slow down and respect them, Clarke says: “In the urban pecking order, pedestrians come first.” To pass, check the adjoining car lane for traffic, then make a move if all’s clear. Incoming runners are an everyday sight. “Try not to yell,” suggests the well-mannered Clarke. His strategy: Make eye contact, call “heads up” and

continue. Considerate runners switch to the sidewalk, but be prepares to brake so you can avoid a game of chicken. At 24th Street, the path snakes between the sidewalk and a bus stop. Passengers congregate. Clarke says: “I have a bell and I’m not afraid to use it.” Slow down if passengers are oblivious to your dinging. Maybe D.C. will repave the bumpalicious bits at 18th and 24th streets. Till then, Clarke proposes: “Lift your bum off the saddle ever so slightly — it helps reduce discomfort — and hold the handlebars tight enough to maintain control but loosen up a little so you’re not jarred to the core.”

Senators ask feds for nationwide air-bag recall Two U.S. senators — Richard Blumenthal, D-Conn., and Edward Markey, D-Mass., are calling on regulators to issue a nationwide recall of cars with faulty air bags made by Takata Corp., questioning why automakers have been allowed to limit recalls to only certain locations with high humidity. The diagnosis: poisoning by chlorine gas. The perpetrators, according to the officers: Islamic State extremists. The chlorine attack appears to be the first confirmed use of chemical weapons by the Islamic State on the battlefield. An Iraqi Defense Ministry official corroborated it, and doctors said survivors’ symptoms were consistent with chlorine poisoning. The presence of a large former Iraqi chemical weapons production plant in territory

Racing for Ebola vaccine Early trials show promise, but ethical issues remain HEALTH Researchers racing to develop a vaccine that could help halt the Ebola epidemic are getting good news: Early human clinical trials of one leading candidate, involving small groups of volunteers in the United States and Europe, suggest that the vaccine is safe. But the most fraught part of the unprecedented effort lies ahead: Testing the effectiveness of potential vaccines on tens of

thousands of people in Ebolastricken areas of West Africa. That task, which the World Health Organization expects will begin in January, is raising hard questions for scientists and governments: With the epidemic raging, is it acceptable to conduct a randomized controlled trial — considered the “gold standard” of research — in which half of the patients would receive doses of the vaccine, while the other half would receive a different vaccine? That would produce the best and quickest data but would mean some participants would not be given a potentially

life-saving vaccine. There are logistical challenges as well: How can vaccines be safely transported and kept at the cold temperatures required in areas without reliable electricity? And how do you recruit and track volunteers during the middle of an epidemic, in countries with shattered health-care systems? Experts are rushing to answer these difficult questions on a timetable unheard of in the world of drug development. “Something that normally takes five to seven years to do, we’re compressing into a matter of months,” said Ripley Ballou,

a former U.S. Army researcher who is a vice president at GlaxoSmithKline, which is developing one of the potential Ebola vaccines with the National Institutes of Health. That vaccine is one of two that health-care leaders hope could be ready to begin distributing on a broader scale later next year in the hard-hit countries. Initial results from small human safety trials have shown no signs of harm, and GSK is taking steps to begin larger trials, which could involve as many as 20,000 to 30,000 people, in West Africa.

Conspiracy theorists disappointed by Kim Jong Un’s reappearance earlier this month can breathe a sigh of relief. North Korea has provided new fodder for wild rumors. Citing fears about the spread of Ebola, the world’s most closed state abruptly told Western travel agencies Thursday that it would not allow foreign tourists to enter, starting on Friday. Never mind that it’s 8,261 miles from Monrovia,Liberia, or that North Korea isn’t a major tourist destination, or that no other country has sealed its borders since the outbreak. Details remained sketchy on Thursday night. It was not clear whether Chinese tourists — who make up the biggest proportion of foreign visitors to North Korea, by far — would be banned. Nor was it clear whether this extended beyond tourists. “As far as we know, this only applies to tourists, and not to those involved with trade or other wider activities, such as diplomacy,” said Nick Bonner of Koryo Tours. Several people working with North Korea’s tourism industry said they believed the decision to be genuinely motivated by fears about the virus. Unbundling isn’t killing the cable industry A curious thing happened to the cable television industry after HBO and CBS announced streaming services that deeply threaten the lucrative cable bundle: the companies’ stocks have been climbing higher. Shares of Comcast and Cablevision are each up 6 percent since HBO made its big announcement last week. Time Warner Cable is up nearly 3 percent. The great unbundling of the cable television package is closer in sight, but it’s far from the end of cable companies. The same companies that for decades have offered all-ornothing TV plans with hundreds of channels will still sit at the center of the new online video economy for one simple reason: They control the Internet pipes. It’s not clear if consumers will end up with more affordable options if only a few companies control broadband access. “If there isn’t a lot of competition, which there isn’t, then there is a lot less reason to keep prices down,” said Matt Wood, a policy director at public interest group Free Press. He notes that if Comcast’s $45 billion acquisition of Time Warner Cable is approved, the combined firm would control more than 40 percent of the highest Internet speeds. The Cowboys selected him in the third round out of Grambling State in 2006, and after five seasons as a backup, he started from 2011 to 2013. Last season was a career year for Hatcher, as he recorded 11 sacks and made the Pro Bowl. Despite his production, the Cowboys let the 32-year-old depart via free agency. On Monday, Hatcher will make his first return to AT&T Stadium and will line up opposite his former teammates — a number of them close friends. But Hatcher downplayed the significance of his homecoming

when asked about it Thursday. “I was there eight years of my career, man,” he said. “I had a great career there, but I am approaching this game like any other game. It’s a must-win for us. D.C. UNITED In 2009, D.C. United signed its first academy player to a professional contract. At the time, 18-yearold goalkeeper Bill Hamid was expected to eventually do big things for his hometown team. Five years later, Hamid has already lived up to the hype. But there is still a lot more to come. It’s been a breakout season for Hamid in his third campaign as D.C. United’s starter. He’s made his first All-Star game and his 100th United appearance, and he is among the league’s best in almost every statistical goalkeeping category. Among MLS starting goalies, Hamid is in the top five in saves, save percentage, shutouts, goalsagainst average and wins.

Add it all up and it’s easy to see why Hamid could tack on another milestone to his 2014 list: MLS goalkeeper of the year. “There’s little joys to this job and one of them is watching these guys grow,” United coach Ben Olsen said earlier in the season. “One of these is watching a guy like Bill Hamid from being a young kid and naive and just learning to be a pro and making mistakes and now to watch him year after year grow.” Despite his relative youth, Hamid has taken on a more active leadership role this season as the team’s second-most tenured player. COLLEGE FOOTBALL Maryland’s defense has one imposing objective Saturday at Wisconsin: neutralize running back Melvin Gordon and the nation’s second-ranked rushing attack. The Terps (5-2, 2-1 Big Ten) can become bowl eligible for a second straight season with a win over the Badgers (4-2, 1-1). To do so, Maryland must find a way to keep Gordon from running rampant at Camp Randall Stadium. Gordon, a 6-foot-1, 213-pound junior, leads the nation with an average of 174.3 yards per game as part of an offense that’s averaging 343 yards rushing. Gordon averages a whopping 7.9 yards per carry and has scored 14 total touchdowns. “We’ve got a tremendous challenge in trying to stop Melvin Gordon,” Maryland coach Randy Edsall said Tuesday. “He’s very special. He’s got speed, he’s got good vision, he’s good explosiveness and power as well. He’s an all-around back.” Gordon runs behind an offensive line with five players who weigh well over 300 pounds. “They try to gain leverage on you, outnumber you. Mystery theater: You can’t crack ‘Birdman’ Did you know you’re supposed to call a certain movie “Birdman or The Unexpected Virtue of Ignorance” on first reference, per the press materials, and then you can just call it “Birdman” after that? Now that that’s over with, let’s talk about “Birdman.” Some people are going to hate — HATE — “Birdman.” The movie is about Riggan (Michael Keaton), an actor most famous for playing a superhero in a series of wildly successful movies way back when [note to self: Insert Michael Keaton joke here after coffee]. Looking to reignite his career,

Riggan has adapted a Raymond Carver short story into a play he’s starring in. What follows is kind of a melancholic “Noises Off,” in which the troubles of getting a Broadway play playing on Broadway mingle with Riggan’s depression, alcoholism and possible superpowers. Yeah, see, when we first meet Riggan, he’s levitating. Director Alejandro Gonzalez Inarritu opens the film with a long take of Keaton’s bare back as he hovers about 3 feet off the floor. Then the camera moves away, then Keaton walks into frame. We don’t see how he un-levitates — or if it’s a trick of perception, or if Inarritu is messing with us, or what. Some people will leave the

theater ticked that it’s never made clear, truly clear, if Riggan is a superhero in other ways than in his own mind. Some people will leave the theater, go out to dinner and end up in a shouting match with their friends, both sides trying to prove either yes he can fly

or no he can’t. But those people are making a mistake. The ambiguity of “Birdman” isn’t a bug, it’s a feature. It’s not a puzzle to be solved, it simply is ambiguous. Of course that’s frustrating. Very few of us enjoy not knowing something that we suspect is, in fact, knowable. Living in the space between certainties is when humans are at our most frustrated — as proof, ask someone what her week was like in between her biopsy and getting the results. It bothers us on a fundamental level when we feel someone has information we think we’re entitled to and they aren’t coughing it up. That low-grade frustration is the price you pay to watch “Birdman.” My first guess is it’s so the audience can feel some of the existential frustration that Riggan feels, but I don’t know. The daringly complex takes of ‘Birdman’ kept the cast on their toes FILM Here’s a very basic explanation of how most film shoots work: The actors take their places. The camera starts rolling. The director says “action.” The actors act. The director says “cut.” Then they either do it all over again or, if the director is satisfied, they don’t. Repeat till movie is over. That is absolutely not what happened with “Birdman or the Unexpected Virtue of Ignorance.” Mexican director Alejandro Gonzalez Inarritu (“Babel”) wanted the film — which takes place largely backstage at a Broadway theater — to consist of unusually long takes, often with the camera moving down hallways, in and out of dressing rooms, swirling around his actors. “Alejandro was trying to achieve a 360-degree experience,

and that meant we all had to get the f--- out of the way,” says Andrea Riseborough, who plays Laura, an actor appearing in a show featuring fading star Riggan (Michael Keaton), most famous for playing a superhero long ago. “We had to hide behind that door or that flat or whatever the hell was available. No one wanted to be the one to drop the ball,” as screwing up meant the shot would

have to start all over again. The cast rehearsed for three weeks in Los Angeles, using tape on the floor to mark the layout of New York City’s St. James Theatre, where the film was later shot. The lengthy rehearsal, combined with Inarritu’s shooting style, made the project feel more theatrical, Riseborough says. “The pace of the piece and the energy of the piece was so like being onstage,” she says. “Onstage, you live 90 minutes of someone else’s life for two months, three months, and it’s an ever-evolving beast. With those long sequences, we had to live [scenes] over and over again.” Of course, onstage, you know you’re done when the curtain falls. Inarritu had a different signal. “Alejandro would say ‘yes’ when he knew he had it,” Riseborough says. “And when you heard him say ‘yes’ it was like Mexico had won the World Cup. That was our money in the bank.” That money might have been enough, but plenty of exciting things did happen in front of the camera. The documentary’s title refers to the emergencies team of Human Rights Watch; when there are reports of violations of human rights, they are the first on the ground. “E-Team” follows four members of the unit, beginning in 2011, as they work — in the battlegrounds of Libya and

But like most action movies, “John Wick” goes way beyond a reasonable carnage level. Brawls that are exciting in the beginning become dull as each sequence attempts to outdo the last. ‘OITNB’ is the new ‘RHONJ’ Teresa Giudice will serve her 15-month prison sentence for fraud and conspiracy at the Danbury, Conn., prison facility that inspired “Orange Is the New Black.” The fictional “OITNB” prison is in Litchfield, N.Y. But, in the memoir on which the Netflix series is based, author Piper Kerman lived in the Danbury facility. A judge on Wednesday rejected Giudice’s request to serve her sentence in a halfway house. Kristen Stewart told USA Today that she’s taking some time off from acting to explore other creative pursuits. “Because I started [acting] so young, I’ve always felt intimidated and insufficient when I think about other forms of art I want to create,” she said. “I’m going to buy a live-work space in downtown L.A. and I’m going to make some [stuff] with my hands,” she explained, adding, “Literally, I made that decision a few weeks ago.” Stewart, 24, said she’s making a short film and will “write all the time.” It seems creativity requires being alone, because she said, “I’m somewhat OK with the isolation.
